This paper describes the work which has been undertaken at the Ohai coalfields in Southland to restore overburden heaps during past opencast mining operations, and procedures which have been adopted to ensure that restoration is achieved concurrent with present opencast mining activities. The system implemented for the treatment of wastewater from opencast mining operati6ns is also described.

Brunswick Mine, one of the largest underground zinc mines in the world, is scheduled to close in 2010 after almost half a century of production. All mines eventually close; some suddenly as a result of unsustainable economic or technical conditions and others, as in our case, as a result of the depletion of the orebody. When the mine is the most significant employer and an economic driver in the region, it is key that the closure is handled in a planned, communicated, well-executed fashion. The following paper documents strategies, plans and activities that are currently taking place in order to ensure a seamless closure that satisfies all stakeholders including employees, management, regulatory bodies and the public. It is an important deliverable for the company that the good will, credibility and reputation that has been built up over the years is sustained throughout the closure process and beyond. A life of mine labour agreement with the unionised workforce, staff retention and recruiting programs, regulatory closure plans, communications and transition adjustment activities will be discussed. The use of a stage-gate style project management tool analysing the risks and key deliverables will be highlighted. It is hoped that the concepts and approaches discussed here may be of value to other operations that will be faced with closure, and its inherent challenges, in the not too distant future.

Rampura Agucha open pit mine has successfully been excavated to a depth of 320 m, incorporating multistage working. The key to success is the implementation of presplitting as control blast measures at every stage of mining, including intermediate cut backs, in addition to the final wall. The major challenges encountered in establishing presplitting in the hang wall as compared to the footwall of the mine are:reversely dipping foliation, ie dipping into the hang wall itselfstriking obliquely at an angle of 20–30° with regards to the general strike of the pit wallthe presence of numerous geological planes of weaknesses like major faults, slips, etc.Control blast parameters like hole inclination, spacing and stand-off with buffer row were chosen initially from the literature survey and were subsequently fine-tuned by field trials to the mine geo-mining conditions of the hang wall. Earthen covers are now widely used in the mining industry to control the generation rate and/or release rate of low quality drainage from piles of sulfidic minewastes. Covers are usually designed to reduce the water infiltration rate and in some cases may also reduce the oxygen flux to the underlying sulfides. Engineered covers have only been used since the 1980s, however, and there is very little field data on their performance in the longer term. This lack of information has implications for the degree of confidence that can be placed on the predictions of the environmental impacts of sulfidic minewastes, for the acceptance of close-out criteria by regulatory authorities and for the financial liability of the mining industry. Covers were placed on sulfidic waste rock dumps at the abandoned Rum Jungle uranium mine during 1984 - 1985. These covers were designed to reduce the water infiltration to less than five per cent of incident rainfall by both water shedding and storage-release mechanisms. Regular monitoring by the Australian Nuclear Science and Technology Organisation (ANSTO) demonstrated that the covers performed better than the design criterion for around ten years, but infiltration rates have subsequently increased. There is a 66 per cent probability that the infiltration rate now exceeds five per cent of incident rainfall. The cover on the largest pile, WhiteÆs heap, was sampled in pits dug at eight locations. Sampling was carried out at the end of the monsoonal wet season and again at the end of the ædryÆ season. This, together with laboratory testing, enabled cover performance to be assessed against five criteria: design, construction, cover material characteristics, physico-chemical characteristics and biological characteristics. We are of the opinion that the design of the cover was suitable to achieve the objectives of stability, water shedding, storage-release, and provision of a substrate for vegetation growth. Over most of the surface of the heap, the construction of the covers, drains and erosion prevention structures was in accordance with design specifications. However, several small and localised bare patches on the upper surface of WhiteÆs heap coincide with a reduced cover thickness, which is likely to have been due to poor construction in those patches. The construction of covers on minewastes is dependent on an adequate source of material meeting design specifications. From our limited examination, it appears that there was shortage of material for each of the three zones û a lower impervious clay layer, the moisture storage-release layer and the upper erosion-resistant layer for vegetative growth. An indication of this was that the upper layers in some areas were observed to be thinner than specified. We are of the opinion that this shortage of suitable material has been responsible for some of the changes observed ten years after emplacement. Physical and geotechnical testing indicated that the cover materials no longer meet the original specifications. In particular, the permeability at the 8 locations was found to be greater than specified, by up to several orders of magnitude. The higher permeability may explain the higher observed rainfall infiltration and moisture content of the waste rock. This increased permeability appears to be due to a combination of biological and physical processes û galleries formed by termites and ants and an extensive system of shrinkage/desiccation cracks formed by the development of a polygonal blocky structure involving the entire lower clay layer. The desiccation cracks may fill with coarser illuviated materials and form a conduit through which roots access the underlying waste rock. Measurements were made of oxygen flux into the heap as cover layers were excavated in the pits. They indicated that the full cover currently reduces the oxygen flux to 20 - 23 per cent of that into bare waste and that this reduction seems to be proportional to the cover thickness. It was also found that the oxygen flux into the cover is about four times higher at the end of the dry season than at the end of the wet season and that the difference is due primarily to the difference in moisture content of the cover. Recommendations are made for the design and construction of covers.

There has been much progress on the issue of acid drainage over the past 20 years; however, significant challenges remain. The International Network for Acid Prevention (INAP) is attempting to address them by globally coordinating acid drainage information sharing and research. INAP pursues three branches of activities: it links AD research, practice, and people; it organises, sponsors, and participates in regional workshops as a forum for technology transfer; and it instigates and funds key acid drainage research projects. Through these activities INAP is helping the industry deal with what is arguably its most serious legacy issue.

The mining industry continues to faces significant challenges due to increasing resource constraints (quality of ore bodies, water, energy, human resources) and increasing license to operate requirements (safety, health, environment, location) from society, employees and shareholders. Technology advancements and hence research are necessary to ensure that the industry remains viable in this changing environment. Collaborative research is an important part of a company's research portfolio and offers the opportunity for the industry to work on generic issues that it is facing. Obvious benefits include the reduced cost to individual companies by sharing the costs, the opportunity to leverage government funding and the opportunity to conduct longer term projects resulting in skills development (PhD and MSc). Limitations of collaborative research include the reduced focus on company specific issues and the loss of competitive advantage from owning the outcomes of the research. The challenge for researchers and research managers is for them to demonstrate the value derived from longer term, pre-competitive collaborative research. The competitive advantage is not necessarily derived only from the outcomes of the research but rather from the company's ability to direct the research, translate the generic research outcomes to address company specific issues and to implement improvements at its operations. Implementation remains the greatest challenge. In this paper, case studies of selected collaborative research projects are presented to demonstrate key success factors required for implementation of research outcomes. This is an ABSTRACT ONLY. A full-length paper was not prepared for this presentation.

Advances in technology have led to larger and deeper open pit mines and, consequently, also increased the potential economic impact associated with slope failures. If the ultimate aim of mining operations is to maximise project profit, it is surprising to see related research activities have mostly been focusing on technical areas such as slope stability modelling, but with limited studies conducted to date to assess the relationship between geotechnical uncertainties and economic risk. Given most major decisions in the mining industry nowadays are made by management staff with financial background, any design approach that would help to link slope stability analysis results with monetary values would no doubt enhance communication between geotechnical practitioners and decision makers. This paper presents a study which assesses economic impact of slope failures to assist in mine planning. The study also estimates the impact of slope failures on project value, which would enable economic risks associated with pit slope designs to be closely examined. The proposed risk assessment techniques, used by financial institutions for many years to assess portfolio risks, can assist geotechnical practitioners in quantifying risks of slope failures. Risk-adjusted concepts are also suggested to assist management in selecting a slope design with optimal risk and return ratio.

The problems of magnetite build-up have plagued the non-ferrous pyrometallurgical industry for many years. To better understand these problems, a study was undertaken to determine the thermodynamic variables that affect the behaviour of magnetite under different smelting conditions. Equilibration studies were performed in the nickel smelting systems of matte-gas and matte-slag(silica saturation)-gas. The relationship of thermodynamic variables such as temperature, sulphur and oxygen partial pressure and matte grade on iron and magnetite activities were calculated and the significance on smelting parameters such as metal losses and partition coefficients were defined. The experimental data from this study were employed to develop practical methods which could be used to control the build up of magnetite, as well as to obtain additional metallurgical benefits. In general, a lower sulphur partial pressure and higher temperature operation was shown to enhance the metallurgical benefits of nickel smelting by decreasing the magnetite activity. Operating in this manner can also have added benefits such as higher metal recoveries, more efficient vessel utilisation and efficiency and lower smelter emissions at equivalent or higher primary furnace matte grades.

Longwall mining originated in the early 18th century in the county of Shropshire in England, where it was known as the longway method. Its name implies the extraction of the seam over a long continuous length or wall of exposed coal. Until the late 19608 and early 1970s the use of the longwall system with a few exceptions was confined to the United Kingdom and Europe. It was not until the early 19708 that the highly productive longwall faces we now know, were developed and the application of the longwall system extended to Australia, South Africa, United states of America and other parts of the world. The modern longwall face has three major components, namely: +         the machine to break and load the coal +         the face conveyor; +         and a system of roof support.   This paper reviews the development of longwall mining technology. The parameters directly influencing the production 'of a modern longwall face are considered, as are the possible constraints to the further development of the longwall system.

The environmental impact of mining and evolving environmentallegislation has received increased attention worldwide in the last two decades (Bradfield, Shultz and Stone, 1996). The potential impacts associated with unstable spoil dumps from mine operations is the focus of concern both by the mining industry, environmental regulatory agencies and members of the public. Engineered slopes of mine spoils may be stable at the end of construction, but they can deteriorate over time. There is thus the need to increase the base of knowledge on the existing practices of spoil dump design and rehabilitation. Efficient engineering design and systematic economic evaluation of spoil dump reshaping techniques for mine rehabilitation assists in maintaining the expected standards of environmental compliance. As part of the overall approach for effective engineering design ofspoil dumps, a comprehensive, computational and efficient tool isrequired for assessing the economics and productivity of existing spoil dump reshaping practices for efficient mine rehabilitation. Such a design tool is useful in linking current spoil dump environmental management practices with engineering design planning and economic impact evaluation. This paper identifies the processes for the economic impact evaluation for existing spoil dump reshaping practices and proposed final site dump designs. Selection of an efficient spoil dump design at optimum costs will ensure operational efficiency. A case study is presented identifying economic impact evaluation in earthmoving equipment selection and the costs involved for the reshaping of spoil dumps to that of varying final site designs.

TheFiji Islands are remnants of a once continuous Solomon-Vanuatu-Fiji-Tonga volcanic arc (the Vitiaz arc), located at the boundary between the Indian-Australian and Pacific plates. They record a history of: (i)                  arc volcanism the late Eocene to late Miocene, (ii)                an extensive magmatic response to arc rifting (5.5 - 3.0 Ma) during which volcanism was dominated by shoshonitic to tholeiitic basalts, and as rifting continued, (iii)               a transition from arc to intraplate volcanism.   The Hunter Ridge-Hunter Fracture Zone separates the inactive South Fiji Basin from the actively spreading North Fiji Basin, and has been considered to be a transform zone, almost parallel to the motion vector of the Australian plate. However rocks dredged during the 1993 æAlizeÆ cruise, from along the northern part of the Hunter Ridge are typical arc tholeiites, and therefore demand that subduction has occurred beneath the Hunter Ridge sometime during the last ~5 Ma. The Kadavu Island group, south westernmost Fiji, lies at the north-eastern end of the Hunter Ridge-Hunter Fracture Zone, and possibly results from oblique subduction of South Fiji Basin oceanic crust, which may have accompanied the anticlockwise rotation of Fiji during opening of the North Fiji Basin. These islands consist dominantly of 3.4 - 0.5 Ma old medium-high K andesites and dacites, with many traits typical of subduction-related volcanics, ie predominance of intermediate members (55 - 65% SiO2) no Fe enrichment, TiO2<1%, and negative Nb-Ta anomalies. These features contrast strongly with volcanics from elsewhere in Fiji around this time, where volcanic centres produced Om-like intraplate olivine basalts. The Kadavu Islands become gradually younger to the southwest, and show a significant decrease in K2O with time. The north easternmost islands (Astrolabe islands) containing the oldest rocks (~3 Ma) have shoshonitic affinities and are considered to be of similar age and composition to the youngest shoshonites found elsewhere in Fiji.

Waihi Gold Mining Company Limited, a wholly owned subsidiary of Normandy Mining Limited, operates the Martha gold mine, located in the township of Waihi, New Zealand. The operation, an unincorporated joint venture, comprises Normandy Mining Limited (67.070/0) and Otter Gold Mines (32.94%). Since gold was first discovered at Waihi in 1878, it has formed a key part of the region's economy. In 1909 the Waihi mine was described in a report to Parliament as æthe most important gold mine in Australasia and one of the greatest in the world.Æ That was a record year for production, with 416,813 tons of ore mined and some 1,120 men employed. Today the mine produces up to 1,250,000 tonnes of ore annually, and the project employs some 234 men and women. In 1999 the value of the gold and silver produced ($59 million) made up 47% of Waihi's estimated GDP. Waihi Gold has made significant contributions to the Waihi economy, community and the Hauraki region as a whole. Since the mine was re-opened in 1987, thousands of local people have benefited from the mine. In 1999, consents were granted allowing an extension to the mine life (the Extended Project) and this will result in a further seven years of economic benefits resulting from mining activity. The Company has undertaken extensive consultation throughout project planning, construction, operations and rehabilitation. Ongoing liaison and involvement with all community sectors, including Tangata Whenua and Iwi, local residents, recreational groups and schools remains an integral part of the operation. Throughout the life of the modern Martha Mine, the Company has actively supported the local community in the form of donations, sponsorships, the provision of amenities, and by participating in community events. A well established environmental team exists at the site. Environmental and community performance is measured by an independent five-assessment process, and the Company is committed to achieving excellence through ongoing improvement programmes and staff awareness. When the mine is closed, the open pit area will be transformed into a recreational lake, and the tailings storage facilities will be rehabilitated to become a combination of wetlands, grassed areas and ponds. Resources will be provided by the Mine to ensure the rehabilitated site remains in a safe and self-sustaining, stable condition in perpetuity. The mine is regarded as a showcase on a world standard of how a modem mining operation can successfully coexist with the nearby community.

The provision of professional engineering services in Queensland is regulated through the Professional Engineers Act 2002. The Act requires that anyone providing professional engineering services must be registered and is subject to continuing professional development requirements. The engineering profession is actively requesting the Queensland Government to expand registration to include associate and technologist engineering practitioners. In view of the strong moves at the Federal level towards national registration of professional groups the lessons of the Queensland experience are very relevant across Australia. This paper describes the rationale behind the Act and outlines its operation. It discusses some misconceptions regarding the applicability of the Act to various engineering activities. There is much that the Act has to offer individual engineers and industry generally in establishing, articulating and maintaining standards for professional engineering work. The paper considers legal actions taken to date under the provisions of the Act and discusses the way in which this parallels industry moves towards quality assurance of work force capability.

In the continuous casting of ultralow carbon (ULC) steels, free carbon is used to control the melting behaviour of mould powders. If the carbon is not completely removed during melting, it is enriched at the top of the slag pool. Liquid steel may come into contact with this layer because of the turbulence of the molten metal, resulting in its recarburisation, which negatively affects the desired product quality. Thus, a reduction in carbon input is desirable. For this purpose, SiC and/or Si3N4 with and without antioxidants were selected as melt-control additives to replace carbon in the mould powders. Thermodynamic calculations were performed to quantify their effect on the melting behaviour based on the chemical composition of a flux already applied to ULC steels. To experimentally assess the liquefaction behaviour, laboratory mould powders were prepared and annealed in steel crucibles closed with a lid. Crucibles were inserted into a furnace that was already preheated to selected temperatures between 900–1200°C for 10 mins and quenched to room temperature. Subsequently, the samples were mineralogically investigated. The results confirmed those obtained from the thermodynamic calculations. Si3N4, and SiC in particular, are suitable raw materials for delaying the solid-solid reactions of raw material components during melting. Owing to their stability at high temperatures, the necessary SiO2 content to form a liquid phase is not available, resulting in lower amounts of the liquid phase. The addition of antioxidants to delay the oxidation of SiC further reduces this positive effect. Attempts to decrease the SiC content without negatively affecting the melting behaviour resulted in a reduction in the CO2 emission by at least 27 g CO2/kg of mould powder when compared to the carbon-containing standard mould powder. These investigations revealed differences in the melting behaviours of granules and loose powders, which are related to their respective production processes.
