Safety remains a critical priority for the Australian mineral resource industry and will receive increased focus in the future. This is particularly evident in underground coal mines where reserves are becoming deeper and more hazardous to extract. The CSIRO, through its Exploration and Mining Division, have recently delivered on two projects aimed at providing step-change capabilities in real-time risk management and hazard control. This paper describes the key outcomes of these projects.

As the mining landscape continues to transform, the challenge of accessing deeper orebodies quickly and safely is becoming a frequent topic of conversation amongst those in the mining industry. The rapid development of underground mine entries to gain earlier access to deeper orebodies is an ever-present challenge to mine owners and contractors. Overcoming this and providing economical solutions to unlock the value in these deeper deposits is a challenge that should be confronted.In 2013, Redpath Australia Pty Ltd (Redpath) commenced construction of what would be the first of two drifts excavated through the use of a tunnel boring machine (TBM) in Queensland’s Bowen Basin.The excavation and development of the two drifts (declines) was completed as part of a contract for underground mining services between Redpath and Anglo American at the Grosvenor Coal Mine Project in Central Queensland, located approximately 5 km north of the town of Moranbah. Having recently completed the drift development, this paper will extend on the early writings of Donnelly, Ramage and Donghi (2014) and provide detail on the operational achievements, advance rates, threats, opportunities and learnings during the excavation of the two declines: the conveyor (CV) drift and the transport (M&M) drift.CITATION:Ramage, G, Donghi, M and Barnes, A, 2016. The Phoenix mine on the Mararoa Reef at Norseman, Western Australia, provides an outstanding: AUstralian instance of the recurrence of payable ore beneath the bottom of an abandoned mine, and an interesting and instructive example of the development ofideas with regard to ore recurrence in a particular district. The Mararoa Reef is the most productive of several hypothermal goldquartz vains in pre-Cambrian basic volc81olics which strike northsouth and dip on the average, 45 degrees east. The Phoenix minewas abandoned at 500 ft. vertical depth after producing 342,000 tons of 9.9 dwt. recovery grade (equivalent to nearly half of the total production of the Norseman field) from a 2,500 ft.. long, horizontally disposed oreshoot, which is reported to have had an ore outcrop only 30 ft. in length.Interest in the field was revived in 1933, and by 1941 new ore mined and developed on the Mararoa Reef by Central Norseman Gold Corporation N.L. amounted to approximately 700,000 tons of 6.7 dwt. recovery grade. In the same period another oreshoot of similar size and grade was developed by Norseman Gold Mines N.L., south of the old Mararoa company's site. As shown by the plans, the ore occurs in discontinuous shoots. The intervening area of shear is poor in quartz as well as in gold. Geological work on behalf of Western Mining Corporation Ltd., and Central Norseman Gold Corporation N.L. has been in progress in the mine and in the field more or less continuously from 1913 to 1941 and again since 1946. This paper describes the successive advances in the understanding of the exploratory problem up to late 1941, to which several investigators have contributed. Responsible management of cyanide solutions and tailings on gold processing plants worldwide is an important aspect to these operations and is regulated via guidelines provided by the International Cyanide Management Code, an industry initiative designed to minimise cyanide risk to operators and the environment. Here we demonstrate the unprecedented causal relationships surrounding the saline (>14 000 mg/L total dissolved solids - TDS) and hypersaline (>50 000 mg/L TDS) cyanide solutions in gold plant tailings in the Central Goldfields of Western Australia, resulting in zero wildlife mortalities on three sites over the study period of almost one year. Wildlife interaction and ingestion is significantly lower than that experienced at other gold mine sites, with more rapid degradation of weak-acid dissociable (WAD) cyanide within the tailings storage facility (TSF). A rigorous chemical sampling using a novel æminimal accessÆ robotic sampler device and wildlife observation exercise was carried out at two hypersaline mine sites: Barrick Kanowna Belle (BKB) and Gold Fields St Ives (GSI) and one saline site, Barrick Granny Smith (BGS). The data was compared with available reported chemical sampling and wildlife observation data from a previously operational fresh water site (<2000 mg/L TDS) that had experienced wildlife mortalities, Case Study D (CSD). The comprehensive body of work, along with cyanide degradation test work carried out in the laboratory, was analysed via hypothesis development and testing, causation analysis and dynamic chemical modelling. The non-mortality effect on these sites appears to hold over a further four years of routine wildlife and cyanide monitoring by site personnel. This study has helped these three mine sites achieve and maintain full Compliance Cyanide Code status over a significant period while removing the need for operating the detoxification plants they would otherwise have required.CITATION:Adams, M D, Donato, D B, Schulz, R S, Smith, G B, Gibbons, T, Davies, S and Hillier, D, 2013. Red Dome Mine was a highly complex gold copper operation developed over a number of phases between mid-1986 to October 1997. With only three years of production ahead at any time, a proactive practical approach to mine closure was necessary. In 1989 the Domains Concept to life-of-mine planning and mine closure was created as a response to the proposed changes to legislation.The Domains Concept, a relatively simple idea developed to integrate mine closure during production at Red Dome, has been broadly adopted by both government agencies and industry in the intervening 20 year period. Over time the author has observed that the concept has been poorly applied, misunderstood and in some cases even misrepresented. As a consequence, the potential opportunities from applying the concept, including the optimisation and minimisation of life-of-mine costs, mitigation of long-term financial liability exposures and building credibility with the general community, have been missed.This paper examines the many benefits, advantages, applications and perceived barriers to developing and integrating a fully costed life-of-mine plan. Integrating the Domains Concept early in the project, within the operational budgeting, allows the production of a meaningful and useful document, representative of a whole life-of-mine, cradle to grave, with measurable rehabilitation and closure outcomes when the concept is used to full effect.The Domains Concept serves to optimise cost-effective, whole of mine, life cycle planning which provides beneficial outcomes for the community, significantly mitigates legacy issues and contributes to the attainment of compliance and sustainability principle objectives.CITATION:McCarthy, B E, 2014. This modern plant consists of a battery of 72 Otto Wilputte Compound Under-jet Ovens with extensive plant for the recovery by-products. The ovens produce 9000 tons of furnace coke per week together with some 17,000,000 cub. ft. of coke oven gas, which is used for heating purposes throughout the works and for heating the ovens.Coal is supplied from the, company's colliel'ies and is stored under a Coal Handling Bridge of 264 ft. span and 365 ft. overall, capable of handling 250 tons per hour. The coal storage space of 1600 ft. can. be extended to a maximum of 2800 ft.Preparation of the coal for coking involves fine grinding which is carried out as follows:-Coal is dumped from rail waggons on to a conveyer belt which delivers it to a 12 ft. x 22 ft. Bradford Breaker, with a capacity of 400 tons per hour. The coal, then approximately 4 in. in size, passes, to the mixing bins; and after careful blending is reduced in the,hammer mills to a fineness suitable for the ovens.The fire coal is elevated to the main storage bin over the battery for subsequent charging by electric larry car. The average cokingtime is 15 hrs. 36 mins. At the end of ,this period the doors, are removed and the coke pushed from the oven by a mm. The coke, is, then quenched with fresh, water and sent to the Blast Furnace in 50-ton Copper Waggons.The gas is exhausted from the ovens by Brown Boveri turbine, exhausters of 23,000. cub, ft, per min. capacity. Exhaust steam from these is used for various. purposes in the By-Product plant. After removing the last traces of tar by Electrostatic Precipitators', the gas is bubbled through sulphuric acid, the ammonia forming ammonium sulphate, which is subsequently washed, dried and bagged for sa,le as a fertilizer. The gas then goes to the Benzol Scrubber Towers, where benzol and other derivatives are recovered and later redistilled and purified. The cleaned gas is then piped to the main works for heating purposes, being used with tar to fire the steel furnaces, and also the soaking pits and reheating furnaces.BLAST FURNACES.The company is at present operating two Blast Furnaces of 800, and 1000 tons nominal daily capacity respectively. In 2005, Solid Energy New Zealand Limited obtained non-notified consent for the disposal of 1Mt of coal ash at the Rotowaro minesite, forming part of a coal supply agreement with the Huntly Power Station. The consenting of major mine site activities has historically required wide consultation and involves notification of the application.   The risk and cost associated with consultation can be significantly reduced via a non-notified process. A non-notified consenting process necessitates environmental effects to be shown to be æless than minorÆ, which requires the combination of robust science and a pragmatic approach to design, assessment of environmental effects, and consenting issues.   Key issues examined included consideration of how to practically operate a significant disposal project within the confines of an operating mine, minimising the costs, civil and geotechnical design and practical issues associated with traditional disposal. Environmental issues specifically related to the coal ash, led to a site specific performance driven approach to management rather than relying on conventional prescriptive approaches. Environmental issues of concern include the leaching of boron and aluminium from ash into groundwater and mine water management systems where both boron and aluminium can occur at elevated levels.   Coal ash exhibits unusual geochemical characteristics reflecting the primary coal composition and the combustion process. The dominant coal type combusted at the Huntly Power Station is derived from Rotowaro and the resulting ash is cementitious and has a high alkalinity. As a result the disposal design is based on the characteristics of the ash itself rather than the material into, or onto which the ash is disposed. Non-notified status was able to be achieved through consideration of these key characteristics of the ash, ensuring that the dimensions of the disposal site and each location was designed to minimise the flow of groundwater through the ash and demonstrating that the physical ash disposal effects are less than minor compared to the consented mining operation.

Up to 19 chemical parameters were studied in flotation pulps in six Australian lead-zinc concentrators with the aim of obtaining a better understanding of the nature of, and changes in, the chemical environment. This paperdiscusses pH, redox potential, and oxygen concentrations, which were all measured continuously.Two plants operated at natural pH in slightly acid circuit and one at natural pH in alkaline circuit, and pH was stable at all these plants. In two plants varying amounts of cement fill were present in mill feed and pHwas variable. At the other plant pH was controlled with soda ash and lime.Redox potentials became more positive as the pulp passed through the plant. The minimum change was 20 mV and the maximum about 250 mV. Potentials tended to be variable at any point early in the circuit, but were more stable later on. In some plants reagent additions had no noticeable effect on redox potentials. However in the two plants operating in acid circuit the redox potential of .zinc rougher feed was markedly affected by changes in copper sulphate addition rate. Sodium sulphite additions had an effect at other plants.Oxygen concentrations in grinding circuits tended to be low (30 per cent of saturation) and very variable. Flotation was usually conducted in pulps at least 90 per cent saturated with oxygen. Addition of sodium sulphite had a marked effect on oxygen content in one plant, but less effect in two others.Statistically significant relationships were found in some plants between pH and redox potential, redox potential and oxygen saturation, and oxygen saturation and pH.Improved control of copper sulphate and sodium sulphite additions could result from applications of this work.

Northparkes Mines is located 27 km northwest of Parkes in central west New South Wales. The E26 deposit is the largest of all defined to-date in the area, containing over 50 per cent of Northparkes' resources and reserves. The combination of orebody geometry and geotechnical characteristics provide ideal conditions for the block cave method of mining of the first lift of the E26 deposit. Although this method of underground mining has been used for decades in other countries, E26 is the first example of its use in Australia. Copper-gold mineralisation at Northparkes is related to quartz monzonite porphyries that have intruded coeval Ordovician volcanics. Sulphide mineralisation (dominantly bornite and chalcopyrite) occurs principally within quartz veins associated with the porphyry intrusions. Veining and mineralisation occurs within both the porphyries and volcanics. To optimise the recovery of a resource within a block cave mine, a good understanding of the rock mass and ore flow characteristics is essential. These have a significant effect on the fragmentation size and range and on parameters such as the drawzone spacing, height of interaction zone and dilution entry. As ore within a cave column moves and mixes when material is extracted from below and beside it, the total reserve extracted is unique for a particular draw strategy/production history. Until recently, reserve estimates and production schedules were based on the application of a uniform dilution factor to the tabulated resource. However, given the complicated flow and mixing within the cave column, such a simplistic approach can produce erroneous results. Northparkes Mines purchased and sponsored the upgrading of a commercially available software package specifically developed for modelling removal of resource blocks under caving conditions. This Gemcom software package, PC-BC, has been used for mine planning, reserve reporting and production scheduling. Blocks within it resource block model are converted into a mineable reserve taking into account mixing and dilution during depletion of drawcolumns (by horizontal and vertical redistribution of insitu tonnage and metal). As PC-BC gives individual drawpoint reserves, it can be used during the planning stage to determine whether or not a drawpoint is economic. For E26 Lift I an optimal layout containing 130 drawpoints has been developed based on a nominal 14 m x 14 m drawpoint spacing and a 0.8 per cent equivalent copper (eCu) cut-off grade. Annual production schedules for the depletion of material above this layout are based on: I higher tonnage removal from higher grade drawpoints in the early years of production; and 2 drawpoint production rates proportional to the total tonnage of orr remaining in the drawcolumn up to the optimal height of draw tier subsequent years. The reserve is tabulated from the combined annual production schedules over the life of the lift. The pre-mining reserve for Lift I of E26 is 26.6 Mt at 1.43 per cent copper and 0.39 g/t gold, of which approximately 23.4 Mt will be extracted under caving conditions. By scaling down the annual production schedule, weekly drawpoint tonnage calls can be given for short-tern production scheduling.

The Physiographical Features of the Region The Middleback; Range proper, from the Iron Duke in the south to the Iron Prince in the north, extends in a meridional direction for 21 miles, but may well be taken to embrace also the Iron Knob and Iron Monarch prominences so that the total length of the Range is 37 miles.Although no great altitudes are reached, the slopes of the high country are steep and the Range stands out prominently above the peneplaned surface of upper Eyre Peninsula. The Range is built up of sub-parallel ridges at some places, and its continuity is interrupted by transverse breaks or gaps resulting from normal stream erosion and corrosion during earlier periods when precipitation was heavier and streams were more active. Traces of high-level gravels remain on the flanks of Kimba Gap. A former mature stream on the western side of the Range has had its lower reaches blocked by sand and the old stream channel has been converted into an eiongated basin of internal drainage. The sand dunes in this area appear to be practically stationary at present, being fixed by mallee vegetation. Their trend is west-northwest.The relief of the Range is regarded as having been determined primarily by meridional strike faulting and selective silification of some of the beds. These paramount advantages of using an experienced professionally managed contractor result from the mine developer being freed from financing the required relatively large capital expenditure at current relatively high interest rates or in a capital scarce stock market, and from the need to recruit and sustain a large operating work force in a competitive labour market.

A general outline of the significant features in the quality and manufacture of the more common refractories is given. Where possible, linkage between quality development and control and service applicationhas been shown and explained. INTRODUCTIONThe refractory industry is no stranger to change. New processes and revision of old processes in other industries are the harbinger of new and revised products in refractories.Few of the changes are dramatic; generally they are evolutionary rather than revolutionary. New developments are additional to, and inclusive of, established practice.Therefore in this paper it is necessary to repeat much of what is already known in order to show the development taking place.FIRECLAY REFRACTORIESGeneral technology Fireclay refractories are the most common, the most varied and the most versatile of all refractories. Virtually any composition of silica and alumina up to the composition of kaolin is possible. For purposes of comparison they may be classified in the Continental fashion in accordance with chemical composition or in the American way according to "duty". That the two methods are equivalent is shown by an inspection of the alumina-silica diagram of Bbwen and Greig (1924). 'Fireclay refractories are composed of a glassy and a crystalline component derived from the chemical and physical nature of the raw materials used in their manufacture.

Currently raw brown coal is fired in the Latrotx; 'ahcc th,iki~, Lanying with it two major penalties, (a) boiler efficiency of 65 - 70 per cent (in terms of GCV), (b) much higher boiler cost than for black coal. Drying the coal, in energy-efficient, and cost-efficient manner, opens the way to efficiencies of order 88 per cent and enables the lower cost black coal type boilers to be used. With the higher boiler efficiency goes much higher combustion temperatures and the effect of this on radiative heat transfer is a major factor in reducing boiler cost. In a fluidised-bed combustor the temperature is controlled to 800C - 900C. In a pulverised fuel combustor higher temperatures are however achieved and can increase boiler fouling due to the salt content of the coal. This is a problem which needs to be solved. Victoria has the prospect of lifting efficiency from 28/29 per cent to 35 per cent, of reducing carbon dioxide output correspondingly and reducing cost of power stations. So far as gasification is concerned, efficient removal of liquid water from the coal is important to the overall efficiency.

Conceptual studies of the run of mine stockpiling and reclaiming requirements at Thiess Bros Pty Ltd South Blackwater coal mine commenced in 1975.Final selection of equipment was made in 1978 and the equipment was commissioncd in June 1979. Equipment selection was made after extensive investigation and visits to existing facilities throughout the world.The equipment selected is described and compared with the alternatives. Foundations were designed to minimise clean up effort and to ensure stabilily of equipment under design wind loading without storm bays. Programmable logic control enables the stacking and reclaiming facility to provide a blended feed to the coal preparation plant.

Incorporating an iron ore pelletising plant, a MIDREX'"' Direct Reduction Plant, and a mini mill, the conversion of iron ore fines to high- quality steel slabs in Western Australia is among the lowest cost routes in the world. The cost and availability of iron ore and natural gas, government support, and proximity to the growing Southeast Asian market all contribute to the competitive position of the area. Owing to the lead-time required, this is an ideal time to develop a new project to supply semi-finished steel to Asia for rolling to a finished product. A project contracted now will start up in about three years, when the market should have recovered.

Variations in delay timing can have a marked influence on blasting effectiveness and, hence, on total production costs. In single-row bench blasts, delay firing is invariably more effective than simultaneous initiation. In single-row delayed blasts, there is an optimum inter-hole delay above and below which inferior blasting results are obtained. This optimum delay is equal to the time required for each charge to just effectively detach its quota of the burden. The inter-hole delay should seldom be less than 4 ms.m-l of burden.In multi-row blasts in which holes in a given effective row are fired on the same delay, the entire burden on any effective row should be detached from the rock mass just before charges in the next effeotive row detonate. Delays shorter than this give inferior blasting results and an increased likelihood of environmental and slope stability problems. If the inter-row delay is too long, cut-offs can occur, especially where the delay unit is located outside the blasthole. For a surface delay system, the optimum inter-row delay usually varies between 4 ms.m-l and 8 ms.m-l of effective burden. The number of rows that can be fired effectively with surface delay systems (in a single blast) is limited by the threat of cut-offs. Greater interrow delays and a larger number of rows per blast can be fired to advantage with down-the-hole delay systems.There are practical limits to the timing accuracy of all available delay systems. The existence of delay time variability should be recognized and duly considered in the design of blasts.The relationship between delay timing and blasting vibrations is not discussed.

As Australia’s mining industry painfully retrenches, mining executives and managers strive to remain viable by seeking significant productivity increases directly through process improvement and indirectly by improving leadership and workplace culture, the most powerful determinant of productivity. Culture is the combination of people’s attitudes and behaviour, together with leadership values and focus.Comprehensive new and automated data collection and management systems promise much for improving productivity, yet despite rapid advances in measurement and sharing of data, the use of data can reduce productivity unless behavioural aspects are considered and designed as part of implementation. This is because systems drive behaviour that in turn shapes attitudes to determine culture.Experience from many mine sites and other industries in three countries confirm that the most powerful drivers of people’s behaviour are the Measurement-Analysis-Reporting system and business leadership.This paper discusses fundamentals of practical, statistically valid process measurement, analysis and reporting systems before discussing associated leadership considerations for sustained improvement in safety, productivity, employee retention, leadership, accountability and commercial returns.The key to productivity improvement is improving core processes and important support processes. In turn, the key to process improvement is identifying the major process components and their interaction by measuring and then analysing their variation and level of performance. Understanding variation is often neglected yet is usually highly significant. It is essential that the fundamentals of statistically valid yet practical process and data analysis are understood and incorporated into system design to ensure productive, informed behaviour.The design and use of Measurement-Analysis-Reporting systems influences behaviour most profoundly and determines people’s effectiveness. Behavioural aspects are detailed by focusing on six primary drivers of human behaviour and five basic systems for managing businesses. These are integrated in a seven-step process and productivity improvement methodology that combines statistical, analytical, systems and behavioural factors.The paper includes development, implementation and tracking of a project plan for improving management and leadership systems to drive aligned behaviours. Two types of low-sulphidation epithermal mineralisation may be recognised in volcanic terranes. Chalcedonic Silica- Adularia-Illite type mineralisation is most common in rhyolitic terranes, whereas Crystalline Quartz-Illite-(Adularia- Kaolinite) type mineralisation is more typically formed in andesitic terranes. A third type of epithermal mineralisation, the high sulphidation or Vuggy Silica-Alunite- Kaolinite-Illite type, is also common in andesitic terranes. Episodic violent boiling, accompanying hydraulic fracturing and hydrothermal eruptions, characteristic of geothermal systems in rhyolitic terranes, is stressed for the formation of Chalcedonic Silica mineralisation. Such boiling of deeply circulating meteoric groundwater, with some magmatic fluid contribution, provides chalcedonic veining, episodic banding and brecciation textures, adularia stability, bladed calcite, and extreme loss of H2S from the fluid to cause major gold deposition. Crystalline Quartz mineralisation is probably caused by the mixing of shallow acidic groundwater with ascending deep geothermal fluids beneath andesitic strato- volcanoes. The cooling effect, oxidation, and increased acidity, overcomes the dilution effect, and results in quartz deposition, illite (and locally kaolinite) alteration, and precipitation of metals. Extensive formation of base-metal sulphides further enhances gold deposition. Violent boiling is restricted to local structural dilation sites, potentially producing high grade "bonanza" gold mineralisation.
