To date, Anglo American Research Laboratories (AARL) has carried out several projects, based on the techniques developed in AMIRA International LimitedÆs (the mineral industries research association) AMIRA P9 project, to develop models for several Anglo Base Metals flotation plants. Further detailed analysis of the data which was generated has realised additional benefits: the various hydrodynamic measurements were useful in comparing cell operating parameters to literature sources, while the laboratory batch tests give an indication of plant recovery potential. A detailed cell by cell mass balance, which is a critical feature of the modelling process, is in its own right a valuable diagnostic tool. Several examples of how this can be used to highlight potential improvement areas in the plants are presented. The added understanding gained from sampling each cell is clear and this is shown to more than compensate for any necessary modifications needed to allow sampling to take place. The model fitting process generates an ore floatability distribution, which is used in the JK SimFloat simulation package to assess the effect of possible changes to each of the circuits. An example of an actual circuit change as a result of this approach is presented. The current limitations of and the potential improvements to the modelling process are also briefly discussed. Future models will be extended to include enhanced size and mineralogical information where the basic models suggest this has potential to improve understanding.

Operational readiness is a commonly used term in mining and many other industry settings. However, translating this term into a coherent scope of work that is practical and meaningful is a challenge faced by many mining projects. This inhibits the allocation of resources to the work and its completion. The problem is with understanding how the terminology applies to establishing a mining operation. Resolving this problem requires clarity around what operational readiness means for a mining project’s transition to operations and who owns the tasks of completing operational readiness. The motivation for resolution of this problem is in appreciating the consequences arising from any lack of clarity in definition of this task, the timing of the work, and ownership for its completion. In broad terms, these consequences amount to an erosion of value at a critical time for both the new mine and the company and shareholders. This situation often arises where operational readiness is not adequately addressed in project’s study phases. As a result, neither time, resources nor money are adequately provided to complete the work required. In other cases, operational readiness is sometimes assimilated with the delivery of the project’s physical assets by the project’s construction team, rather than aligned with the establishment of the operating team to deliver the desired operational outputs. This paper argues that operational readiness starts in a project’s study phases and flows through into the start of operations. The definition of operational readiness is discussed as a task, and a model for its planning and completion is presented. This discussion includes assigning ownership for operational readiness planning and delivery to the General Manager of a new operation and the operations leadership team, who are central to the success of this work. After all, the reputations of this leadership team depend on the performance of the operation in its first few years. The author’s work over the last 20 years, leading operational readiness programs and the preparation of feasibility studies for mining projects, has provided the insights and evolution of ideas that are central to this paper. Operational readiness is fundamentally directed at ensuring a new mining operation gets away to a successful start and builds a solid foundation for the future of the mine/operation/province. It requires clarity of purpose, ownership and coordination by people in the operating team, and their preparation of the requisite process definition and establishment of the significant relationships required for operations. Without its successful completion, it is unlikely the new operation will meet and sustain its start-up targets. This paper discusses a practical approach to operational readiness for mining projects.

An understanding of the way that solutes are transported in mining or natural environments is essential to the development of sound strategies for managing waste disposal. Research on miscible pollutant movement in unsaturated porous media is carried out both experimentally and numerically. Results of numerical modelling are obtained by solving the groundwater flow equation and the solute transport equation. The finite element method is employed and comparisons between simulation results and experimental data are found in remarkable agreement.

Both here and in Australia, the unique commercial and tax features of joint venture are finding favour in forestry, fishing, technology and infrastructure projects. For New Zealand mining companies, joint ventures provide a means of access to foreign know how and investment funds, while retaining their corporate independence and their hard-earned tax losses.   This paper discusses some of the practical income tax and GST considerations where a joint venture structure is contemplated. The first part of the paper considers income tax, and in particular how joint ventures enable companies to access and carry forward tax losses. It explains why a joint venture may be advantageous relative to a jointly owned company.   The second part of the paper concerns GST and the focus is on two aspects: 1.   Joint ventures may be registered for GST. In some instances they have no choice and are required to do so. Where a joint venture is registered in respect of a taxable activity, the members are not permitted to register in respect of the same activity. This may be problem where the member has incurred its own expenses and the member wishes to register in its own right to claim back the GST on those expenses. This paper explores the issue and possible solutions. 2.   It is not uncommon to see joint ventures claiming GST on the costs of production, and the production being sold (and GST is being charged) by the members. In this paper we consider whether these arrangements have a tax risk, and what can be done to make them technically sound.

A desulfurised tailings cover was installed at the Detour Lake Mine in Ontario, Canada, to reduce oxygen penetration into the underlying sulfidic tailings. The cover ranges from one to 1.5 m in thickness and was intended to maintain high water saturation to reduce oxygen diffusion and consume oxygen by oxidation of the residual sulfide minerals. The tailings impoundment was instrumented to measure climatic parameters, water levels and water content profiles within the tailings and single-layer cover. One year of monitoring data was collected. Additional tailings samples were obtained for geotechnical and geochemical characterisation. The average grain size of the cover material was found to be coarser than the underlying tailings. Monitoring also indicated that air entry values of the cover material were lower than the tailings. Numerical modelling was conducted on the cover to predict water content profiles under varying climate conditions together with the depth of oxygen penetration and diffusive oxygen fluxes. Estimates of the diffusion coefficient and kinetic oxidation rates from field data compared well with values obtained by laboratory measurements. Numerical simulations indicate water saturations of less than 85 per cent can be expected under varying climate conditions. Predicted oxygen flux rates through the desulfurised cover over tailings with high acid potential indicate low flux rates reaching these tailings due to either consumption of oxygen by residual sulfur within the cover or saturation of the underlying tailings.

PanAust Limited (PanAust) has successfully constructed and commissioned two mining operations in Lao PDR over the past decade and undertaken major studies for three new mine developments. The management of potentially acid generating mine waste and tailings in close proximity of local communities sensitive to water discharge quality have been recurring themes that have confronted PanAust’s project study, development and operational teams. Further compounding challenges, such as the effects of intense annual tropical monsoonal conditions, staging of embankment raises and regular lifting of spillway structures, integrating mine waste and tailings management into production plans and ensuring the long term stability of structures, have been addressed by implementing leading practice management solutions.A recognition of the criticality of managing the substantial business risks associated with these crucial activities led to the early establishment of a governance structure to ensure that the highest standards are embraced for planning and execution. Importantly, these are guided and monitored by a panel of highly experienced and qualified international specialists reporting directly to PanAust’s Managing Director – the Tailings Independent Review Panel. The recent (2005) amendments to the Resource Management Act 1991 have made it clear that there is no obligation on an applicant to consult. However the importance and value in consulting with the community, particularly before commencing a major project, cannot be understated.   This paper looks at the provisions of the Resource Management Act as they relate to consultation and public participation in the process, and will discuss the benefits of consultation both before an application is filed and following the filing of the application. Engaging with the local community can help shape a project to better fit the community, engender support and address opposition. In short, taking the extra step to what is legally required, can help smooth what is potentially a bumpy road. Examples in practice of the value of consultation are given.

High concentrations of airborne coal particles is the main reason leading to health and safety hazards in underground coalmines. Water spray is one of the effective methods to suppress coal particles in mine sites, but the use of plain water is not effective enough to capture coal particles. By adding surfactants, coal wettability can be improved which will increase the coal dust suppression efficiency. In this study, a modified sink test was employed to evaluate coal wettability in the presence of two anionic surfactants: sodium dodecyl sulfate (SDS) and sodium dodecyl benzene sulfonate (SDBS). Sink rates were calculated by measuring sink weight over test time. Different surfactant concentrations (0.01 per cent, 0.05 per cent, 0.1 per cent, 0.2 per cent and 0.4 per cent) and two types of water (tap water and deionised water) were selected to investigate coal wettability over three size ranges (0–38, 53–75 and 75–90 µm). The results show that both SDS and SDBS surfactants can lower the water surface tension and improve coal wetting performance. Sink rates increased as the surfactant concentration increased, and surfactant solutions prepared by tap water performed better than deionised water in enhancing coal wettability. Also, coal wettability varied for different coal particle sizes; the smaller coal particles were, the worse the wettability they possessed.CITATION:Chen, Y, Xu, G, Wang, R and Albijanic, B, 2017. State ownership of minerals results in domestic legislation regulating mining operations. The mining industry today is dominated by a number of transnational companies, each subject to internal and external pressures for a more responsible approach to resource management. Thirty to 40 major companies are responsible for the bulk of the worldÆs mineral production with the balance coming from state-owned, second tier and junior companies and from artisanal miners.Mining companies operating within competitive commercial environments formerly focussed on mineral production. Companies worked to standards and expectations then current which largely failed to recognise the impact of mining activities on community interests. The mining industry acquired a reputation for arrogance, and for placing profitability ahead of issues considered equally or more important by local communities. Current perceptions continue to reflect disquiet about industry attitudes towards traditional land-owners and access to their lands, to environmental contamination, handling and storage of waste materials, utilisation of water and electricity, and to rehabilitation of worked out areas. Major international mining companies concerned at continuing criticism sponsored a series of initiatives with the objective of providing guidance on working harmoniously within the community. Industry commissioned studies, performed through the agency of disinterested parties, resulted in May 2002, in a Declaration being issued at an International Conference in Toronto. The Declaration was based on, but did not reflect all of the recommendations of the MMSD Report, æBreaking New GroundÆ.This paper considers whether benefits would result from the negotiation of a legally binding and enforceable international protocol encompassing the objectives of the MMSD report or the Toronto Declaration. It attempts to identify the problems associated with implementing and enforcing international mining law, should it be introduced. Aspects of mining operations having cover under customary international law are reviewed, as are rights, obligations and remedies for breaches of national mining law. Conclusions are drawn based on established procedures relating to implementing international agreements. The continuing ability of mining companies to operate within communities will result from each satisfying the communityÆs expectations rather than by complying with largely unenforceable legislation.

Owing to improvements in computer capacity, it is now possible to undertake fully coupled or partially coupled, three-dimensional (3D) hydromechanical Finite Element (FE) simulation of mines, including explicit representations of large numbers of discontinuities. The analysis requires fewer assumptions than uncoupled analysis or two-dimensional (2D) analysis, but may require a change in how hydrological data is collected. The way hydrological data is incorporated in stability assessment and the approach to uncertainty in hydrological information also requires discussion. The current procedures for this type of analysis are discussed, along with some practical difficulties and teachings from early applications. A work flow for integration of 3D hydromechanical modelling with pit planning and some considerations for the management of uncertain data are also proposed.

WearApp provides expertise for assessing the degradation of removable screening media panels on vibrating screens right in a user’s pocket. Through the WearApp application, users can simply take a picture of a panel using their mobile, enter some basic information and have the application assess the wear to provide a recommendation for whether the panel needs to be replaced. Where traditional mechanisms for assessing panel wear only measure a few points across the panel face and rely on having personnel with specialised knowledge available to perform the assessment, WearApp uses deep learning models to analyse the entire panel face and support the user to make an informed decision. The application works through analysing a panel image and using a model to automatically detect the corners of the panel. Given the known dimensions of the panel, this enables the application to calibrate the pixel size against a known reference. A second set of models then detect the apertures and measure their dimensions. With the aperture dimensions defined the application assesses the wear of the panel through referencing a stored 3D model of the aperture. Finally, the data from each aperture is collated and the wear of the entire panel face defined. Since WearApp performs measurement of the entire panel face, it also allows the user to perform a more detailed analysis of the panel’s wear profile. Where typically, the panel wear is only measured in a few locations, WearApp’s analysis enables users to visualise the panel wear across the entire panel face, identifying areas of high wear that could be leading to premature panel replacement. Additionally, because the entire panel face is measured the change in screening efficiency can be calculated accurately for the worn panel, even taking into account the impact of aperture pegging by small rocks.

The Big Wainihinihi River and tunnel are located on the western side of the Southern Alps of New Zealand within the active Alpine Fault zone, which marks the boundary between the Pacific and Australian Tectonic Plates. The tunnel was built over 100 years ago to supply water for gold mining, but it now conveys water from a high-energy intake to a canal that supplies three of TrustPower’s hydro-electric power stations with a combined installed generating capacity of 10 MW. Part of the tunnel passes through an unstable 50° schist slope, which fi rst suffered a wedge failure in the 1929 Arthur’s Pass Earthquake and was reinstated in the mid-1970s for hydro generation. In 2008, TrustPower’s monitoring system showed that the wedge failure had remobilised and that urgent remediation was required.Harker Underground Construction (Harker) was awarded a design-build contract to restore the tunnel to service by tunnelling a new central section. Their geotechnical engineers, Peters and Cheung, reviewed the tunnel’s stability and proposed a new, safer tunnel alignment, deep behind the failure wedges. This work was based on their failure model, cost-benefit studies, and engineering geology completion mapping at the time of re-opening.Construction innovation was an important factor in ensuring the project’s success, as were detailed geological and geotechnical information, a robust methodology, strong client relationship and planning. To suit the varying rock conditions and restricted space, Harker combined a traditional drill-and-blast method with light-weight modular steel sets and timber supports to reduce construction costs and mitigate support risk. To make material handing easier in the tight conditions, a special electric locomotive was designed and built and blasting confi gurations were adapted to suit varying rock conditions in the highly fractured schist.The isolated site meant interesting and unexpected challenges, particularly communications and resources (both human and material). Despite that, the project was completed within budget, on schedule, and with no lost-time injuries.

The Institute of Geological and Nuclear Sciences is undertaking a mineral resource assessment study of the Coromandel region, due for completion in July 2000. A key part of the study is the assembly of a geographic information system (GIS), a computerised tool for layering, analysing and presenting spatial information. The GIS is being assembled with ArcInfo/ArcView software and to date includes layers for a digital terrain model, an aeromagnetic map (open file mining company data), a geological map (from the QMAP project), areas of hydrothermal alteration, locations of mineral deposits (GERM database), stream sediment geochemical analyses (REGCHEM database), and a lineament map derived from satellite remote sensing data.

Myths and misconceptions regarding cyanide in the mining industry are common. This is not surprising, given the other uses to which cyanide is, and has been put. Unfortunately, the economic benefits, largely due to the introduction of cyanide in towns such as Waihi are often unrecognized. In the current "green" environment, the New Zealand mining industry faces constant scrutiny and challenge. The use of cyanide in hard rock mining is one area which can stir the emotions of the public.   Cyanide can be transported, stored, used and disposed of in a safe manner. The modem mining industry has an excellent record regarding the safety and environmental issues relating to cyanide. Many of the fears relating to cyanide in the mining industry have proven to be unfounded. It is important that this reputation is maintained. This is possible given proactive and ongoing management of cyanide issues.

High purity alumina (HPA) is a processed, premium non-metallurgical alumina product characterised by its purity level ie 99.99 per cent (4N) or 99.999 per cent (5N). The market price, application, and performance of HPA varies widely according to its degree of purity. High purity alumina is a form of aluminium oxide (Al2O3) with growing use in LED lighting and coating on the ceramic cathode separator sheets in lithium ion batteries. This paper describes a study on producing high purity alumina from feldspar to produce HPA and potash for use as a fertiliser. The project was positive for a number of reasons. High potassium extraction (>99 per cent) was achieved in the alkali leach using sodium hydroxide as the leaching agent and full dissolution of the alkali leach residue was achieved using hydrochloric and sulfuric acid. The potential to produce a high purity alumina product via a complex but promising emerging process was assessed. The potential to extract potassium as potassium sulfate to add value to the project was also demonstrated with the test work.

This study uses the Q Method to examine how those living in former metal mining landscapes value this heritage and their preferences for the long-term management of mine waste. Such sites are often perceived as derelict or degraded, and of very little value. It is therefore assumed that their reuse, for example for development or recovery of metals, is likely to be beneficial. There are around 5,000 former metal mines in England and Wales, many of which are protected for their ecological, geological or cultural value. The Q Method is particularly suitable for issues where there is no consensus of opinion. We asked 38 residents of six mining areas in England and Wales to ‘sort’ a series of statements based on their resonance with the resident’s perspective; this is the Q sort. The statements covered a range of opinions of the mining legacy, its value and options for its management with a particular focus on the potential for metal recovery from the wastes. Analysis of the Q sorts revealed five perspectives on the mining heritage. All placed a high value on the cultural and ecological value of this heritage, however, they differed in their priorities for long-term management. For example, emphasis was placed on either nature conservation, cultural heritage, water quality or the opportunity for job creation through reworking the mines. Cutting across these themes there were also differing perspectives on the role of experts and local people in shaping the future management of the wastes. This research suggests that the views of local people are nuanced; they value their mining heritage but opinion is split on the most effective way to manage these sites especially where there is an impact on water quality.CITATION:Sinnett, D E and Sardo, A M, 2018. It is now becoming mandatory in Australia to rehabilitate ponded fine grained coal mine tailings, which may well have been deposited initially with no consideration as to how or whether this could be done nor to the costsinvolved. Of prime importance to the rehabilitation of tailings ponds are the bearing capacity and deformation characteristics of the tailings. Since the tailings are fine grained, time effects will govern the self-weightdeformation of the tailings initially deposited as a slurry and the subsequent deformation of the deposit under the weight imposed by rehabilitation fill. The engineering properties of a particular deposit of ponded tailings havebeen investigated and its response to the placement of fill monitored and analysed.
