Miners and explorers in New Zealand are expected to consult with stakeholders, keep out of core conservation areas, and operate a high standard of environmental management and rehabilitation. These requirements are not difficult to meet, but many of the industry's own actions have brought it to a low level of general public esteem in New Zealand. Reasons for this are discussed, drawing examples from the Maruia Society's experiences with the industry since the mid-1980s. The boundary between core conservation areas and other land is not easily drawn, and the Maruia Society has sought to work with the mining industry to promote legislation for net conservation benefit trade-offs. However this initiative was not successful. Today the industry, unlike most other major industry sectors in New Zealand, has no accord with the country's conservation movement.

The sixth international symposium on mining with fill nearly coincides with the 25th anniversary of the Jubilee Symposium on Mine Filling. That symposium, held in August 1973 in Mount Isa, in part to commemorate the 80th anniversary of The Australasian Institute of Mining and Metallurgy, was the first in what has turned out to be a very successful series of symposia. Subsequent symposia were held in Sudbury, Canada (1978), Lulea, Sweden (1983), Montreal, Canada (1989) and Johannesburg, South Africa (1993). The series of symposia has now become an established part of the mining industry calendar, and it will be interesting to see which country is given the honour, and accepts the challenge, to organise the next symposium. When the chairman of the conference organising committee invited (or was it instructed?) me to prepare and deliver one of the keynote addresses, his request was for me to be in parts historical, controversial, predictive and entertaining. The mix was left to me, with one proviso - that an early pioneer of mine filling in Australia be given due recognition. The chairman of the organising committee alone will be able to determine if I fulfilled the last objective. My success, or otherwise, with the other objectives will have to be judged by my fellow delegates. One way of predicting the future, or some small part of it, is to revisit where we have already been with a view to determining the existence of any trends that may impact on the future. An historical review of filling practice and research, with special emphasis on Australian experience in particular and worldwide in general over the previous 25 years, will enable me to address the historical and predictive objectives.

Preliminary work being undertaken on the optimisation of decision strategies for an open-pit metalliferous deposit is presented. The Optimal Control method has been selected rather than the easier to implement Dynamic Programming method of optimisation since a fundamental criteria of Dynamic Programming is violated. Essentially a system of state equations and decision variables is developed for the operation under consideration.

Beach sands on the Morobe coast of New Guinea contain significant amounts of chromite. This chromite, together with the more abundant associated minerals such as olivine, enstatite, tremolite, antigorite and feldspar has been de- rived from rocks of the Papuan Ultramafic Belt and transported to the beaches by three rivers, the Paiawa, the Saia and the Sesimbai. Of the hundreds of samples taken, 26 have been analysed mineralogically and chemically in some detail. On this basis, five groups of samples, four on- shore and one offshore, representing character- istic mineral assemblages, have been recognized. The chromite grains themselves have been exam- ined to determine variations in amount and in the Cr/Fe ratio, since this is of economic importance. Much of the chromite fails to reach a high Cr/Fe ratio as a result of magnetite rims around chromite grains. The precious metal content of the sands is negligible.

Modern computers and software provide powerful tools for the geologist to construct reliable models of geological resources, and the mining engineer to produce accurate and workable mine plans. Over the years many people have developed a phobia of computers, especially for geological analysis, modelling and mine planning. This phobia is often caused by a lack of knowledge, poor training or a bad experience. The adoption however of computers for geological modelling and mine planning is now becoming mainstream. With the correct training, a good understanding of input data, and detailed knowledge of the required results, the phobia can safely be overcome to provide mining operations with increased productivity.

Water quality standards for some of the substances likely to be discharged to natural waters by the mining industry are discussed. After briefly examining how uses of water can be affected by discharges, standards for suspended solids and turbidity, pH, and toxic materials are considered. Heavy metals are examined in some detail because of recent public concern regarding their discharge. Caution is given in connection with their analysis at the very low concentrations required for management of natural waters. Finally, the issues of what constitutes a water right concentration compliance breach, and the appropriateness of biological monitoring as a condition on a water right are raised.

Sulphur-rich minerals such as authigenic pyrite (FeS2) are commonly associated with coal mine workings. Metallic elements such as arsenic (As), copper (Cu) and zinc (Zn) are enriched in the pyrite relative to their concentrations in the surrounding environment. Exposure of pyrite and coal to air and water results in a series of oxidation and hydrolysis reactions that are commonly catalysed by species of Thiobacillus bacteria. These reactions lead to a lowering of the pH in the drainage waters (acid mine drainage, AMD) and subsequent mobilisation of trace metals in environmentally significant concentrations. This study assesses the spatial distribution of As, Zn and Cu concentration in water in relation to pH and Eh (redox potential) downstream from the tailings at the Wangaloa opencast lignite mine in southeast Otago. This mine was abandoned in the late 1980s due to a decrease in the economic viability of mining the lignite. The area is showing the characteristic symptoms of AMD, which is detrimental to the health of several Pinus radiate growing on some of the tailings. The pH of the drainage waters can get as low as 2, and in some instances, lower, but it returns to near neutral (pH 6.5) up to 200 metres down stream from the base of mine waste piles. It is well documented that the atmospheric oxidation of pyrite is catalysed microbially, causing a substantial decrease in the pH of the drainage waters. Acidification is then counteracted predominantly by natural abiotic remediation processes occurring downstream.

Underground space can be defined as space below natural ground level which can be used as an alternative to an above ground location. While many of our above ground structures inherently involve underground excavation for foundations and services, the term underground space specifically refers to organised development of underground openings and of the underground domain. For example, the services to a city such as power, gas, sewerage, water and communications are installed in a congested array which usually requires roads to be dug up when the services need to be accessed. An underground space installation of services would involve a well planned conduit which is easily accessed without any excavation. The concept of using this virtually untapped land resource to the advantage of our expanding cities is gaining considerable interest in Australia. Overseas, in the Scandinavian countries and some Asian countries, underground space has been used for centuries; in Great Britain, France and the United States of America over the last century and in Japan for over a decade. This paper focusses on the types of underground space usage which should be competitive with above ground use and suggests areas in which the competitive edge may be improved in favour of underground space. In particular, considerable advantage is seen by using well-planned underground space developments in major cities, where the strategic central location of the development takes advantage of proximity to potential users. However, the largest single factor affecting the acceptance of underground space is the high capital cost of construction, even though an underground space development may result in lower operating costs and reduced long-term maintenance costs. While excavation methods and associated costs are very much site-specific, the importance of applying the latest technology in rock breakage, with consideration of ground vibration, excavation rates and ground support, remains a major challenge to the development of underground space.

Advanced Jig Separation of Shredded Plastics The authors have reported that the RETAC jig is very useful in separating relatively low density particles such as plastics, and demonstrated that highly efficient jig separation of plastic components in discarded office machines is possible in pilot-scale tests. To further improve the separation efficiency, a hybrid jig (RETAC jig with air bubbler under the particle bed) which can separate plastics having similar specific gravities using differences in wettability produced by a pretreatment, and a reverse jig (modified RETAC jig for plastics lighter than water) were developed. This paper reviews the separation of shredded plastics using advanced jig separation technology (RETAC, hybrid and reverse jigs). Wettability control of the plastics for the advanced jig separation is also reported.

Mining is taking place at increasing depths of cover on the Southern Coalfield beneath predominantly massive sandstone strata. Within the next twenty years, there will be longwall mining at depths greater than 600 m. As the Sydney Metropolitan area continues to expand and as coal mining approaches these urban areas subsidence will continue to become an increasinglY important aspect of coal mining research. Investigations, commenced in the mid 1960's, allow prediction of subsidence in the Southern Coalheld with reasonable confidence. The work is showing that the characteristics of thc subsidence troughs over the deeper mining at Appin differ from the characteristics of mine subsidence at less cover.The longwall mining at Appin Colliery has resulted in a maximum measured subsidenee of 730 mm. The maximum strains were small because of the large radii of curvature of the subsidence profiles. There was no damage to any of the buildings in the township of Appin.

Detrital gold in the Greymouth-Hokitika area has been won from: (a) gravel of the Pliocene Old Man Group, (b) glacial outwash gravel of Middle and Late Quaternary age, (c) raised shoreline deposits of Middle and Late Quaternary age, (d) deposits resulting from the erosion of (a) to (c). The source of the gold was probably widely dispersed quartz veins in great thicknesses of greywacke and low-grade schist eroded from east of the Alpine Fault, with a contribution from veins in Greenland Group greywacke in the south. At times of high interglacial and post-glacial sea level, gold was concentrated along marine shorelines, and subsequent progressive uplift has resulted in a set of sub-parallel beach leads up to 100 m above present sea level. During glaciations, gold was concentrated in outwash streams close to moraines, especially where ice forming one moraine penetrated and destroyed an older one. Worked deposits in the Old Man Group may also be associated with glaciation. Apart from workings that are essentially extensions of past workings, significant new prospects may depend on inferences as to where prospective deposits are completely obscured by younger ones.

Separation of Iron Particles from Banded Haematite Quartzite (BHQ) Ore by Selective Magnetic Coating The separation of fine iron particles from banded hematite quartzite (BHQ) has been studied using selective magnetic coating. The BHQ ore assays as 38.9 per cent Fe, 42.5 per cent SiO2 and 1.0 per cent Al2O3. Mineralogically, the ore contains hematite and quartz as the major mineral phases where as goethite and magnetite is present in minor entities. Natural magnetite of very fine size and oleate-magnetite in colloidal form, prepared synthetically in the laboratory are used as the coating material on the surface of hematite particles. The selective coatings of oleate-magnetite on BHQ surfaces followed by magnetic separation studies have indicated that, it is possible to achieve 62.3 per cent Fe with 8.5 per cent SiO2 at 85.4 per cent iron recovery. The recovery of iron values is found to be superior in comparison to the conventional magnetic separation techniques. The selectivity of coating for enhancing the magnetic response of iron particles is achieved by controlling the surface properties of the particle via electrokinetic potential adjustment by controling pH and addition of oleate-magnetite. In the separation process, the effects of pH, magnetic intensity and addition of oleate-magnetite are studied to achieve the maximum grade and recovery of iron values. The optimum separation is observed at pH of 7.5, oleate-magnetite concentration of 0.25 ml/g of BHQ ore and a magnetic intensity of around 0.8 Tesla. The X-ray diffraction (XRD), Infra-red spectroscopy (IR) and UV-visible spectroscopic studies strongly suggest preferential coating of magnetite on hematite surfaces. Scanning electron microscopy (SEM) studies have brought out the semi-quantitative features of BHQ ore. The recovery of iron values from a lean grade ore such as BHQ is carried out looking into the future needs of this ore in India for iron and steel making.

PT Indo Muro Kencana (PT IMK) is a surface gold and silver mine located in Mt. Muro area, Central Kalimantan province, Indonesia. The mining operations of multiple open pits using combination of excavator and haul truck is operated. This operation is performed in two shifts in a day. The articulated dump truck (ADT) with capacity of 40 t and 60 t deliver ore to the mineral processing plant and discard waste material to the waste dump area. Overall, PT IMK’s mining operation department is consisting of two sections, namely mining operation section and drill and blast section. Firstly, mine operation section is responsible to manage loading, hauling, pit service (mine dewatering, earthwork, road maintenance) and mine operation engineering. Secondly, drill and blast section is in charge to manage drilling and blasting (blast engineering, blasting operation, explosive permit and magazine or explosive storage). Additionally, conventional blasting method (ore-waste blasting) with non-electric initiation system is used and sleep blasting is undertaken as bulk explosive is buried for maximum two days. The first purpose of this paper is to elucidate about role of mining engineer in mining operation department (mining operation engineer and D&B engineer). At this point, mining operation engineering practice (fleet management system, production control and mining manpower management) and also blasting daily practice will be elucidated. Daily blasting practice is consisting of surface blast design, explosive engineering, sleep blast practice and the concept of scaled depth of burial to ensure a safe work environment in blasting activity. Next, the second purpose of this paper is to explore workforce evolution and future skills for mining engineer in surface mining operation. Furthermore, strategy to advance future skills such as mining continuous improvement program, training and skills development for mining engineer (mining operation engineer and D&B engineer) in order to develop their skills is also discussed. It is expected that in the future, these future mining leaders will become new mining leader, for instance mining superintendents, D&B superintendents and mining managers. In conclusion, it is clear that awareness about workforce evolution, professional development, training, skills development, mining economics awareness and mining continuous improvement program are essentially required as professional development for mining engineer (mining operation engineer and D&B engineer), in order to be commercially competitive in their future career and in order to be adapted with future workforce evolution in mining.

The El Salvador porphyry Cu deposit (26¦ 15Æ Lat S, ~2700 masl) and associated exotic mineralisation is situated at the back-scarp of the late middle Miocene Atacama pediplain in the western Precordillera. New, together with published 40Ar-39Ar data from El Salvador combined with morphologic analysis reveal that the palaeospring plumbing system related to exotic mineralisation at the Damiana exotic Cu deposit and the local geomorphology has not changed fundamentally between the late Eocene and late Miocene. Stable H/D isotope data on supergene alunite from El Salvador indicate an overall increase in dD values (VSMOW) from -74ë at 35.82 ¦ 0.95 Ma to -23ë at ~11 Ma. The transition from strongly to moderately negative deuterium values occurred between ~16 and ~13.5 Ma. Supergene alunite from the El Hueso (3950 masl) sedimentary rock-hosted epithermal deposit ca 35 km SE from El Salvador was dated at 8.19 ¦ 0.01 Ma and yielded a dD value of -25ë. We interpret the increasing deuterium excess as the result of strong evaporation and recycling of meteoric water after ~15 Ma and as indicative for a change in precipitation patterns and climate desiccation. In contrast, the strongly negative dD value for late Eocene supergene alunite points to a more humid climate and an elevation similar to the present. The late Miocene supergene activity at El Hueso is probably related to an uplift of the Precordillera to elevations sufficient for capture of orographically controlled precipitation. The Ngakuru zeolites are located about 20 km south of Rotorua and comprise a number of deposits dispersed along several fault lines. Relatively recent volcanic activity (250,000 years ago) resulted in ash depositions that vary in depth and mineralogy. Subsequent variable thermal alteration intensities generated predominantly clinoptilolite and mordenite zeolites with a range of physical characteristics. Typically the zeolites have low density (650 kg/m3), have high liquid (60% of dry weight) and odour absorption characteristics, and a high affinity for soluble cations (CEC =: 100 meq/100 g). Traditional kitty litter and oil absorbency markets are being expanded. New opportunities in waste and potable water treatment, organic and synthetic slow release fertilisers, use as a light weight aggregate for speciality concretes, and pozzalome activity are currently being researched.

The extent to which man's activities are influencing the earth's climate is subject to considerable debate. Internationally however, this debate has been put aside somewhat by the Kyoto Protocol. This international agreement is the political response to the threat of Global warming, predicated on the precautionary principle.NZ is seeking to be a leader in the Kyoto Protocol. Given our unique GHG emission profile and the structure of our economy, and the major uncertainties in both the science of climate change and the Kyoto Protocol itself, this desire to lead is absolutely inappropriate in this instance. We face a different, and often more severe, set of challenges in an economy that prices C emissions than virtually all of our trading partners. Unfortunately, these differences have not been reflected in climate change policy development to date. This represents a major threat to New Zealand's economy, wealth and jobs, particularly in the sectors that have been the core drivers of our economy over the last 20 years or so - agriculture, energy, primary processing. We do not, and should not, seek to avoid the issue but we must protect our economy and move with or follow our trading partners and competitors, not lead them.

The Julius Kruttschnitt semi-autogenous grinding (SAG) mill model was developed by Leung in the 1980s and extensively updated to the variable rates model by Morrell and Morrison in 1996. Since then only minor upgrades have been incorporated in the version distributed in the JKSimMet simulator. A number of improvements, developed over the course of the AMIRA P9 project and in recent independent work, have now been incorporated. These improvements are based on a power-based model that directly relates the degree of breakage with energy consumption. The new size-dependent breakage function has been incorporated. The upgrades include more accurate predictions for a wide range of mill fillings (ten - 40 per cent), slurry hold-up in the mill, pebble discharge rate and the influence of changes in feed size and ball load.The paper presents the status of progress in the model development. The Fosterville Goldfield has a modest past production (0.3 Moz), but is now emerging as a significant goldfield (2.6 Moz resources, including 1.1 Moz reserves) with implications for exploration within the orogenic gold provinces of the Lachlan Fold Belt in Australia and the Buller Terrane on the West Coast of New Zealand. Fosterville is located 20 km east of the 22 Moz Bendigo Goldfield and is geologically similar to other Victorian goldfields, however the nature of the gold mineralisation differs significantly. Unlike other Victorian goldfields there is no primary free gold at Fosterville. The gold occurs in as sub-SEM resolution particles, in fine grained arsenopyrite and pyrite crystals disseminated through the wall rocks in fault controlled quartz-carbonate vein stockworks. The Fosterville Goldfield comprises several subparallel fault systems striking 340¦ over an exposed strike length of 28 km. The Fosterville Fault system comprises the west dipping (~75¦), reverse Fosterville Fault and several less steeply west dipping splay faults formed in the footwall. The splay faults extend through east dipping beds from the Fosterville Fault across a syncline hinge into stratigraphically controlled positions on the west dipping limb of the syncline. The predominant control on gold mineralisation is the intersection of the bedding on the east dipping limb of the syncline and faulting which, is in turn controlled by the orientation of bedding in the west dipping limb of the syncline. The mineralised shoots are thus subparallel to the plunge of the syncline and show a plunge reversal about a culmination in the footwall syncline. This provides a very powerful exploration tool with bedding û cleavage intersection lineations measured in outcrop and oriented core indicating the plunge of mineralisation. Mineralisation is also, albeit less commonly, controlled by local variations in strike and dip of the host fault and at metre scale by host lithology. As the faults and mineralisation are stratigraphically controlled, detailed stratigraphic interpretations are essential to provide control on structural interpretations for resource modelling. Compared to other Victorian goldfields, the Fosterville Goldfield formed later (385 Ma to 360 Ma cf 440 Ma), at lower temperatures and at shallower depths (fluid inclusion studies of Au associated veins suggest vein formation at ~270¦C (range 140¦C to 385¦C) and at depths of 2.6 - 5.7 km).

It describes the relationship of the minerals industry to the Department of Conservation and environmental groups over recent years, and the prospects for mineral development on the Conservation Estate in future.

One of the major changes in the resource industry in the nineties has been the re- internationalisation of the industry. The history of the resource business has been one of companies from the developed world utilising the cash flows from their operations to explore and develop mines in less developed regions of the world. This resource development has progressively generated wealth and economic development, which in tum, has led to a new generation of exploration and mining projects.   InSouth America, Chile had led the way in a mining resurgence, now closely followed by Argentina, Brazil, Venezuela and Peru. Although Chile has long had a significant copper mining industry, the pre-nationalisation phase was driven by American capital; the current phase has been spearheaded by RTZ - BHP at Escondida with Canadian junior companies, in particular, providing major speculative impetus. The Australian junior companies have not been significant in South America.   Although Canadian and USA exploration appears to be in decline, the mining industry, particularly in gold, is buoyant in North America. Interestingly, a number of listed and unlisted Australian companies are active, particularly in United States exploration.   Australian-based companies have dominated the South-East Asian exploration scene, especially in the Vietnam region. To date, the combination of political and legislative uncertainties have failed to lead to significant resource developments in this region. The area remains one of great potential, as exemplified by the exciting developments in Indonesia.   The Philippines has a history of mining, and this has been dominated by both local and North American operators. Both large and small Australian resource companies have a presence in the Philippines, and the development of the copper-gold potential could be impressive over the next decade.   The tales of the undeveloped mineral potential of China are probably rivalled only by the supposed strings of virgin Russian orebodies! Many Australian companies appear to have looked but few have chosen to proceed with Chinese developments. There seems little likelihood that China will, in the foreseeable future, rival South America as a target for Australian and North American resource capital.   Papua New Guinea has had an active, albeit chequered history in mining, with Australia long being the predominant source of exploration and development funds. The developing nation status of PNG has generated extreme uncertainty, with the current exploration scene all but dead. Most recently, the international flotation of Lihir Gold has tested the international and Australian investment community's commitment to PNG resource development.   The Australian exploration scene continues buoyant, although dominated by gold. The base metals scene is generating, on average, one significant base metal mine developed every couple of years. This is probably the fastest rate of significant base metal development in Australia's history.   The gold scene has been one of incredible dynamics, and there is no evidence that this momentum is waning. The development of new exploration techniques, together with a number of the companies reaching a critical size, has added to the momentum in the industry.
