Since its enactment in 1991, the Resource Management Act (RMA) has generated both praise and criticism. The major criticism is in relation to the costs the Act poses to industry and the time it takes to work through the process. In response to such criticisms the Minister for the Environment has initiated a review of the implementation of the RMA. The Minister's proposals for reform have not yet been released and the discussion that follows is based upon the report by the Minister's Review Group which was released in September.

The solvent extraction section of an old Uranium Plant in the Vaal River region (North West Province in South Africa) produced a substance called CRUD (Chalk River Unidentified Deposit) that formed within the aqueous/organic interface of the settler of the solvent extraction circuit. The CRUD was deposited together with gold tailings to the tailings dam many years ago. Previous research done on the CRUD confirmed that exposed CRUD leaches Mn and Ni at concentrations that are well above their acceptable risk limits as well as Zn that leaches at concentrations that are slightly lower than its acceptable risk limit. Soil washing and bioremediation technologies were employed to treat the contaminated soil.   Various laboratory test work and the pilot scale studies were conducted in parallel with each other and the results of the laboratory studies were used to determine critical parameters. Four lixiviants, ie sulfuric acid, acetic acid, oxalic acid and ethylene diamine acetic acid were tested at three concentration levels ie 0.001 M, 0.0001 M and 0.00001 M, respectively. Column tests showed that the leaching of the heavy metals increases as the soil porosity increases. Silica sand was added to increase porosity of the contaminated soil. Highest Mn removal was achieved mainly by sulfuric and oxalic acid at 0.001M at all soil levels. EDTA was significantly efficient in the removal of Ni and Zn. The recovery of heavy metals, particularly Mn, decreased as the depth of sampling increased.   Heterogeneous bacteria and filamentous organism plate counts were conducted to evaluate the growth of the bacteria and filamentous organisms in the soil. Results showed that more organism growth took place in the bioremediated soil with a fertilizer added to it. The leaching of metals from the soil that was bioremediated in the pilot study was generally higher than the extraction of the metals from the soil that was leached with no bioremediation carried out. The results from this study suggest that the leaching of heavy metals from the contaminated soil is to a large extent dependant on the pH of the leaching solution. By increasing the soil's porosity and bioremediating the soil, higher extractions of metals were achieved.

Beneficiation of Nickel Lateritic Ore from Montes Claros de Goißs, Brazil Beneficiation is a key factor for both technical and economical aspects of industrial processing of nickel lateritic ores. A combination of comminution, classification and concentration stages are usually used to upgrade the metallurgical plant feed, thus resulting in both capital and operating cost reductions. This paper describes the testwork conducted on Montes Claros nickel lateritic ore in order to investigate the potential for upgrading. A comprehensive laboratory testing program included crushing, scrubbing, screening, grinding, gravity separation and attritioning, for both saprolitic and limonitic ore types from the Montes Claros deposit. The results indicated a clear potential for such an upgrade, which was later validated in a pilot plant program.

The Macraes Gold Mine has implemented a Zero Accident Programme and this paper reviews some of the factors responsible for the implementation.

Solid EnergyÆs Wangaloa open cast coal mine was operated between 1945 - 1989, and remained closed and disused until 2001 when SENZ initiated a mine rehabilitation programme. It is nearing the final stages of physical and environmental rehabilitation, aimed at creating an aesthetically pleasing and useful landscape. The final goals of these efforts are to produce an area, which has recreational and educational value. SENZÆs holistic approach to rehabilitation has been undertaken, treating the entire historical mine footprint instead of focusing only on those disturbed areas and the minimum range of issues just to meet with legal compliance. Rehabilitation at the site has included overburden modification with an emphasis on stability, removal and replacement of unhealthy and invasive plant species, and an AgLime amendment to alter soil pH conditions, which would support native plant species. To date, most ongoing activities relate to final planting and plant upkeep, and maintenance of the landform including ongoing erosion control, pest control, environmental monitoring, and research. Environmental quality concerns at the site may be treated by using a combination of methods, including regrading and capping of acid-generating pyrites, soil treatment with AgLime, and passive wetland treatment within existing water courses. Following major works, the mine site area may be opened to the public for recreational activities, interpretive displays on historical mining activities, and observation and appreciation for otherwise unseen geological features. SENZÆs holistic approach to reclamation, rather than treating minor issues, will result in the former mine site being transformed into an asset and the environmental and financial liability associated with the closed mine being discharged. Former mine sites can be turned from environmental liabilities with no recreational or public value (and potentially dangerous to life) into sites that can be safely used by the public for recreational and educational purposes.

The main orebody of the Bodangora mine is a metalliferous quartz reef within a major fault plane in the strongly folded and faulted volcanic rocks of the Ordovician-Silurian Oakdale Formation. The similarity of the type of mineralization to that of other pyrometasomatic deposits in this area suggests that the mineralizing fluids originated in the nearby Wuuluman Granite.The associated Mitchell's Creek West or Dick's reef is discussed briefly.

Continuing the systematic investigation of the influence of elements on the properties of lead(1). If the effects of additions of copper (up to 0.3%) on Port Pirie lead have now been determined in so far as creep rate is concerned.The results in the present paper contain also a survey of the influence of copper on the micro-structure of lead, a feature which has not appeared in the previous papers of this series. Further, it has now become known that creep is but little related to the more usually determined properties such as hardness and tensile strength. Since, however, these properties are of considerable importance in connection with the fabrication and use of this metal. Brinell hardness determinations have also been made and are here included.It is becoming more and more realised also that to be useful, creep data should refer to stresses of the order of those used in practice. This is due to the fact that as soon as deformation takes place, the properties of the metal are automatically changed. Lead does, of course, creep during industrial use, and probably (in lead chamber construction for example) extensions of the order of 5%...

Periodic dilute sulphuric acid treatment ofstill, batch-fed, molassesenriched, microaerobic, manganese-dioxide-Ieaching microbial cultures led to marked improvements over untreated cultures. Percentage Mn++ recoveries increased (7X), rate of Mn++ formation improved (3X) and yields of Mn++ per molasses use were more economical (5 X). The yield in terms of molasses used improved with decreasing sugar used (eg 1.17 g Mn++/gram molasses at 0.2 per cent molasses (w/v) feed and 24 per cent (w/v) pulp density MnO2 tailings). The most effective Mn++ leaching in terms ofpercentage recovery (97 per cent) and rate ofleaching (46 mg Mn++/day) was at 0.5 per cent molasses (w/v) and 14 per cent pulp density (w/v) MnO2 tailings.

The Commission maintains a data base first computerised in 1957 and containing information from over 18 000 boreholes located mainly in the Latrobe Valley area. Some of the borehole derived information dates from the turn of the century, although most of it has been collected as a result of Commission investigations conducted over the past 40 years. The Resource Data Base contains not only information gained directly from the drilling itself but includes the results of chemical and physical testing on many hundreds of thousands of samples retrieved from boreholes. Replacement value of the Resource Data Base has been estimated to be around $200 million, and it's integrity and accessibility is clearly of paramount importance, not only to existing mining and power generating functions but to the future evaluation and use of the vast brown coal Resource.

In this paper, the Australian thick coal seam underground mining potential is highlighted and the characteristics are investigated by analysing a thick seam database. It is clear that thick coal seam resources should be mined with a high recovery, productive, efficient as well as a safe and reliable mining method. Longwall Top-Coal Caving (LTCC) is the most recent thick coal seam mining method which has been developed and extensively used in China for the last ten years. The successful applications indicate that this method has a very high recovery and productivity rate and less development cost in comparison with any other thick coal seam mining method. One of the aims of the current study is to seek potential for the application of LTCC as a thick seam mining method in Australia. In this paper, preliminary results of investigation on Australian thickseam potential are given and results of data analysis for potential LTCC seams in Australia are described. The outcome of this study shows a great promise for the application of LTCC in Australian coal industry.

We report 40Ar/39Ar ages for adularia and illite from veins and wall rocks at the Waihi and Favona deposits, in the Waihi district. One sample of vein adularia from the Favona deposit yielded a plateau age of 6.04 ¦ 0.06 (la) Ma, and two samples of vein adularia from the Waihi deposit yielded plateau ages of 6.17 ¦ 0.03 and 6.17 ¦ 0.09 Ma. Two samples of wall rock adularia from the Waihi deposit yielded plateau ages of 6.07 ¦ 0.06 and 6.08 ¦ 0.03 Ma. Adularia ages overlap at the 2s level, and we do not consider them to be significantly different. Two samples of illite from wall rocks at Favona have total gas ages of 5.66 ¦ 0.04 and 5.65 ¦ 0.04 Ma, and retention ages of 6.57 ¦ 0.04 and 6.61 ¦ 0.04 Ma, whereas one sample of vein illite yielded a total gas age of 5.29 ¦ 0.17 Ma, and a retention age of 6.26 ¦ 0.19 Ma. The total gas ages of illite are minimum ages that are equivalent to conventional K/Ar analyses, whereas retention ages of illite are maximum ages. Although interpretation of the illite data is complicated, the adularia results strongly suggest that the Waihi and Favona deposits formed contemporaneously in the same fossil geothermal system at 6.0 to 6.1 Ma.

Misiman society is matrilineal and despite relatively long contact with Europeans and mining, it retains its traditional consensus style of decision making. Many Misimans at least understand English, and this has encouraged comfortable communication between the people and the company (Misima Mines Pty Limited). Company care in monitoring the environment (mostly using Misiman staff), its policy of maintaining a largely Misiman workforce, and its emphasis on training and safety, have all created an environment compatible with Misiman society. In addition, the company has constructed and/or upgraded community facilities such as the airstrip, roads, the health centre, police station and schools, and has actively promoted local business endeavours. All these initiatives have been accomplished by constant dialogue with the largely Misiman workforce, and with the Misiman people, both before and during implementation. Constant, careful communication, using traditional Misiman consensus methods, appears to be the key to continued community acceptance of the project.

This paper reviews the history of environmental assessment in New Zealand with reference to mineral developments. Emphasis is given to larger more controversial projects particularly metal mines. The changing role and application of the Environmental Protection and Enhancement Procedures is examined in the context of changes in the government's environmental administration and the response of the Ministry of Energy's resource allocation group. Conclusions are drawn on the effectiveness of the present environmental assessment activities and on the allocation of administration of priorities in the Ministry. The Ministry of Energy has effectively ceased to exist.

The concentration of Mt. Morgan sulphide ore has always been attended by serious loss of gold. Until recently, with a simple selective flotation flowsheet, even the lowest grade of ore milled-about 2 dwt. per long ton-thislloss was 0·9 dwt., whilst for average to high-grade ore, 3·5 to 5 dwt., the figure was 1·5 to 2·0 dwt. Early in 1937 it was decided to equip the research laboratory for an investigation into the condition and location of the escaping gold and the physical and mineralogical barriers preventing its recovery.With the completion of: this equipment in July 1937, trial and error testing, which had been explored to exhaustion, was abandoned and a five months' research programme mapped out and commenced. Based on the knowledge so gained, a flowsheet combining primary desliming, bulk flotation of the natural slime, selective flotation of the deslimed fraction, and cyanidation of the selective flotation tailing was drafted and tried with encouraging results in a 70-lb. per hour pilot plant. This flowsheet, modified to meet current circumstances, is being dove-tailed into the existing 1,500-ton sulphide ore concentrator, though the cyanidation treatment is actually carried out in the oxidized ore mill, to which the flotation tails are pumped.RESEARCH EQUIPMENT(1) Five tube elutriator (Fig. 1) t built in the company's workshop.

Outotec has performed numerous research and development projects and various surveys in the study of reverse iron ore flotation. Over the past four years their TankCell-70 and TankCell-160 flotation cells at the Germano concentrator of Samarco in Brazil were extensively surveyed. These surveys have revealed some extreme operating conditions in reverse iron ore flotation and are the subject of this paper. Some of the findings include large variations in the content of solids in the various flotation stages. At the bottom of the cleaner cells, the content of solids by weight reached over 60 per cent, whereas at the bottom of the scavenger cell this was less than 50 per cent. Froth carry rates were also significantly different in the various flotation stages. In the case of coarse material, the scavenger cells operated at a froth carry rate of over 40 t/h.m2. With fine material, however, froth carry rates of less than 10 t/h.m2 were measured. High froth carry rates caused significant changes in the residence times at Samarco. In the rougher cells, the fifth cell had more than double the residence time of the first cell. This was even more pronounced with the scavenger cells, where the second cell had more than triple the residence time of the first cell. High froth carry rates also caused losses in iron recovery. As a consequence of such findings, it appears that different rules apply in the sizing of reverse flotation circuits compared to direct flotation circuits. Different operating parameters (mixing intensities and air flow rates) must also be used in the rougher, cleaner and scavenger cells in order to optimise the metallurgical performance. Bulk sampling programs are typically applied in coarse gold mineralised systems to verify resource/reserve grades. In recent years, there have been controversies surrounding some results of underground bulk sampling exercises compared to the predictions using diamond drill data. Just how realistic is it to predict 100 t lots from drilling that was designed to model blocks of several thousand tonnes? This study looks at the variation of relatively small units within larger planned mining units and compares some of the geostatistical techniques which purport to provide tools for such studies. Relative difficulty of application, computer timings and summaries of results will be used to illustrate the likely variation in bulk sampling units as opposed to mining units and large-scale planning units. A case study based on publicly available data from a gold project in North America is presented. A simplistic and unconditional geostatistical simulation model demonstrated that up to 50 per cent of a relatively high-grade mining block could show as uneconomic low-grade subblocks. A subsequent study will consider a similar demonstration using uniform conditioning. Erroneous impressions of early sampling results can lead to unsupported prejudgements of the final results. Bulk sampling programs require detailed planning based on ore characteristics, where protocols must fit the mineralisation type. Mining Lease SML 57 was registered to Mount Kasi on 5 January, 1995. The Mount Kasi gold mine is located in Vanua Levu, Fiji's second largest island and operated from 1932 to 1946 producing 261,000t of ore at an average grade of 7.5g/t Au. The deposit represents a structurally controlled style of high sulphidation copper gold mineralisation with peripheral low sulphidation mesothermal vein type gold mineralisation. The resource consists of 1,048,000 tonnes of residual soils (eluvium) containing 1.9 g/t Au at 0.5 g/t Au cut off and 1,240,000 tonnes of hard rock at 3.0 g/t Au and 1.0 g/t Au cut. 94 drill holes, 298 auger holes and 85 pits were modelled to outline the resource. 29% of the pits bottomed in mineralisation and it is likely the full thickness of eluvium has been understated. The pit is scheduled to produce 500,000 tonnes of ore per annum to yield 35,000 ounces of gold with an initial 2 years of eluvial ore followed by a further 2 years of hard rock ore. Total capital costs are estimated to be less than 10.0 million dollars with construction planned to commence in 1995. The likelihood of locating further ore is high.
