John Malcolm Fraser became Prime Minister in December 1975 when Australian voters gave him the biggest landslide victory in the history of the Federation. From the previous administration, Mr. Fraser has inherited an atrocious economic mess: a staggering budget deficit, an unrealistically overvalued currency, a 14% annual rate of inflation, mounting unemployment, and a demoralized business community. He has already tackled some of these problems with some measure of success; but he has been in power for barely a year, and it's too soon to see a turn-around.

Twice in the past two years and in two widely separated localities-one near Williamsville, Mo., and the other in the Allard Lake district of Quebec- the Contract Drilling Division of the Longyear Company has experienced perplexing difficulties in drilling granitoid igneous rocks. The rocks in both places are characterized by appreciable amounts of feldspar intimately intergrown with quartz particles of microscopic dimensions. The disappointingly slow rate of advance and the exceptionally high bortz loss, obtaining during the life of these two projects, are ascribed largely to the resistance to abrasion of these two minerals when arranged in this intergrown pattern. Whether all intergrowth-bearing igneous rocks would offer extraordinary resistance to bit progress cannot be stated with assurance on the strength of these experiences alone. More data on diamond drilling this sort of material in a number of localities are needed before any generalizations can be made safely.

TRENDS in the manufacture and use of cast iron are decidedly toward specialization, alloy iron, and increased strength. Old handbooks list only one kind of cast iron, with a tensile strength of 15,000 lb. Recent A.S.T.M. specifications show that from 50,000 to 60,000 lb. per sq. in. can now regularly he guaranteed. The use of alloy iron, heat-treated iron, and even nitrided cast iron, is rapidly growing and all kinds are improving in quality. Iron for operation at high temperature and corrosion-resisting irons have also been developed. If confronted with the problem of pumping a mixture of slime-free sand, gravel and boulders up to six in. in diameter, at the rate of 175 tons per hr in one single-stage pump against a static head of 90 ft and a total head of 140 ft, of which 20 is on the suction side, an engineer might be forgiven for backing away from the job, especially if he were also told that the pump wearing parts must have a minimum hardness of 550 Brinell for the sake of abrasion resistance.

Mr. Schorr says : " Brown coal and peat are briquetted as a rule without binder," but this statement is entirely true only so far as raw peat is concerned, and it is but partly true of brown coal. With regard to raw peat, briquetting without bond is carried on successfully both in Europe and America, and the development of the industry in Canada is fully described in the Bureau of Mines report for 1903, mentioned above. While there is still room for improvement in the efficiency of some of the arrangements for drying the peat previous to briquetting, a very satisfactory fuel is made at a price which enables it to compete with coal. During the late strike in the anthracite regions of Pennsylvania, the manufacture of peat: briquettes received a considerable impetus, and possibly the attention directed to it on this account may result in a. considerable increase in the output. Economic pressure will compel abandonment of manual methods wherever possible and will also provide the incentive needed for the improvement of machines and mining systems. However, rapid progress may be made along strictly technological lines and at the same time much slower progress in approaching maximum productivly and efficiency. One can well ask, just how efficient are mechanized mines, and to what extent is productivity affected by the mental attitude of management and workers?

By contrast with viscometry and sedimentation, no actual measurements of the applicability of Stokes' law to steelmaking have ever been reported; instead, the proof for and against Stokes' law has been inferred from the frequently observed phenomenon that inclusions collect in the top scum and the bottom of ingots. As such proof is unsatisfactory, continued reference to Stokes' law in steelmaking, even as a model for calculating the terminal velocities of rising inclusions, should be avoided. In fact, all conclusions that have been reached regarding size, density, and viscosity on the flotation of inclusions could be made more rationally without Stokes' law. A worthwhile exception is that of Mitsche1 who in 1934 used Stokes' law to show not only the expected effects of size, density, and viscosity on flotation but also the beneficial effects of i) melting under a slag layer (now Electro Slag Refining); ii) treating melts with synthetic slags (Ref. 2 gives recent applications); iii) bubbling an inert gas through the melt (recent applications in Refs. 3 and 4); and iv) altering the solid/ liquid interface characteristics. At this point, it should again be emphasized that the boundary conditions for which Stokes' law was derived place enormous restrictions on the law but its application, as noted earlier, can yield useful results in some fields under certain conditions and within well-defined limits. When compared with inclusions, which may be solid or liquid, spherical or irregular, dispersed or coagulated, interacting between themselves and the melt, floating in a liquid which is in a state of motion of varying intensity5 and contained in vessels of various shapes and sizes that may change with time as in a solidifying ingot, the conclusion is obvious-Stokes'

In a recent paper, Rawdon and Mutchlerl gave some exceptionally interesting results on the Brinell and scratch hardness of severely cold-worked metals. In their work, they found that, on continued cold rolling, the metal hardened up to a particular point and then reversed and became softer; this was true for both Brinell and scratch hardness values. The generally reported behavior2 of metals, with respect to Brinell tests on cold-worked material, is that the metals harden up to a certain point and then, on further cold rolling, no change in Brinell hardness occurs. Jeffries and Archer3 state that there is little difference between the scratch hardness of annealed and cold-worked metals; the work of Faust and Tammann4 also indicated no difference between the hardness of annealed and cold-worked copper. Rawdon and Mutchler found, when they plotted the reduction ratio (initial thickness divided by thickness after rolling) against the hardness value for the cold-rolled material, that the hardness number increased up to a reduction ratio of about 3 and then decreased and became even smaller than that for the annealed metal. This behavior was reported for both scratch and Brinell hardness; Figs. 1 and 2 show their results for Brinell hardness on the metals for which they published data. Some months ago a gentleman gave me a handful of minerals which he had collected in an arroyo, or dry stream-bed, that ran through the town of Ramos, State of San Luis Potosi, Mexico, as a sample of the class of ore that might be expected in the mines of that section. I was, however, familiar with those mines and their ores, and cast the pebbles aside as of no interest. I afterwards returned to Mexico and took charge of two groups of mines, one in the State of Zacatecas, and the other in the town of Ramos, State of San Luis Potosi. While I was thus engaged, it was a very frequent occurrence for parties to bring me specimens of rock, ores, etc., for my opinion on them; and one day a man brought me a half-dozen or more small pieces of a very black shiny mineral, desiring to know what it was. I did not recognize it, and desired him to give me the specimens for analysis, which he promised to do in a day or two. He never did give them to me, for he lost them ; but he said there were plenty more where these came from—at Ramos—and he could get them at any time for me. I thought no more of the matter until after my return to this country, when, one day, in looking over some of my old " trash," I came across the specimens at first referred to as having been cast aside so carelessly. I noticed two distinct minerals among the pebbles : one being erubescite or tetrahedrite, the predominating mineral of the mines of Ramos, and the other a hard black shining mineral, the same that I had wished to analyze in Mexico. On testing for hardness I was surprised that it scratched topaz with some degree of ease, thus placing it above 8 in the scale of hardness. Trying it with a corundum, I sometimes succeeded in scratching it, but at other times it would scratch the corundum, and at still other times neither would produce the slightest effect on the other. Crystallized topaz would be ground to a powder in attempting to scratch the black mineral, without abrading it in the slightest. It must, therefore, be placed at 9 in the scale of hardness. (communication to the Secretary) : Mr. Potter has made reference to our practice at the Edgar Thomson works in the direction of increasing the life of the lining, and mentions the product of one of our furnaces as having reached a total of 370,000 tons. It may be interesting to know that this furnace has been put out of blast with a record of 452,685 tons, after a run of three years and nine months. A companion-furnace to this will produce, hefore the present year is ended, half a million tons. As Mr. Potter has quite correctly designated this as " the newest problem in furnace-practice," a description of the construction of this furnace lining may be Welcome to members. The bricks used in the lining are 9 and 134 inches long, with the requisite quantity of straight and key-shapes to turn the circle. There bricks are well suited for enclosing the numerous bosh-plates used for cooling. The bosh-plates (the efficient fortress of the lining) extend from the top of the tuyere arch to the mantel, and are inserted in rows, 18 inches to 2 feet apart. These form a perfect defence against encroachment on the bosh-lining, and leave the bosh at the end of the blast of the same thickness as at the beginning. The protection afforded by these bosh plates is the principal cause of the increased duration of the furnace-lining. But it must be noted that the shape and material of the plate are essential elements. The most serviceable plate is that made of bronze or copper. We have tried every form of iron plates without obtaining satisfactory results. These were replaced with bronze plates, built into the lining, which gave excellent results so long as they did not leak; but when this occurred, as it did in time, the water was shut off, and, since the plates could only be removed with difficulty, they were allowed to burn off. This permitted encroachment on the bosh-walls, which thus became enlarged beyond the limit required for economical practice. THE earliest record of copper production from the state of Utah comes from "The Resources of Utah," by. Mr. Fabian, in 1872, wherein it is stated that the. Mammoth mine of East Tintic was located in 1870 and that the ores yielded a large percentage of copper, silver and gold. It is also stated that shipments had been made to Swansea, England, which assayed between $200 and $300 per ton. The Mammoth-Copperopolis mine was located in, 1870 and sold the year following to an English syndicate. Some copper was shipped to. England and in 1873 there was constructed a 15-stamp mill and two copper smelting furnaces; these were operated a few months and before the end of the year were closed down and the property sold for debt. . This property -vas reorganized in 1879 and is at the present day a producer, though its principal product now is lead and silver. While a certain amount of copper has always been coming from the various lead-silver camps of Utah, the real history of copper in Utah should start with the discovery of the mines in Bingham Canyon, located about 25 miles to the southwest from Salt Lake City.

It was stated in a former paper1 that an intensive study of anthracite costs was being made by the engineers of the United States Fuel Administration. The results of this study are now available and are offered as a supplement to the former paper. Anthracite costs as reported for the 6-months period, December, 1917, to May, 1918, inclusive, as compiled by the Federal Trade Commission, were used as a base, and charts similar to those described in the former paper were made for the standard white ash anthracite and for red ash and Lykens valley coals. Adjustments The adjustments of cost from a reported to a price-fixing basis, as described for the bituminous methods, were applied but showed only minor adjustments as necessary. The great spread in anthracite prices on the varyingsizes, which for the 6-mo. period under review ranged in average from $5.244 for nut to $2.074 for barley coal, makes the question of the percentage of sizes produced at the different collieries a vital one. The realization with the same prices for each size must be within very wide limits, when it is considered that the percentage of prepared coal reported from different collieries varied from over 80 per cent. to below 30 per cent. for fresh-mined coal. Hence, as the spread in prices for the various sizes must be predicated on some percentage, it is essential to find some method of adjustment to allow for this variation. The logical method of adjustment is to calculate actual costs to costs as of the standard percentage of sizes, so that the margin between the adjusted costs and the average realization shall be the actual margin for each colliery between its actual costs and actual realization due to its particular percentage of sizes. As a base for realization the actual percentage of sizes for fresh-mined coal for the 6-mo. period was adopted. This percentage is given in Table 1.

Young's modulus doto ore presented for W, Mo. Ta. V, Cr. Ni, Ti, and Zr as a function of temperature up to about 0.7 of the melting points. A plot of reduced temperature us reduced modulus produces a general correlation except for titanium and zirconium. Young's modudlus data for some representatiue commercial graphites are given up to 2400°C. All results were obtained from longitudinal resonance-frequency measzrrements of 4-in. long samples, corrected for simultaneously measured thermal expansion. Comparison of poly crystalline and single-crystal tungsten behavior indicates that all the observed modulus values are frequencv -dependent at the higher temperatures. STATIC measurements of elastic properties of materials at elevated temperatures are extremely difficult to make since the elastic behavior is obscured by relatively large first-stage creep effects. Dynamic methods which avoid this difficulty by utilizing the measurement of the resonance frequency of a simple vibrational mode have been described in the 1iterature.l-3 The authors have extended the operating temperature range of this type of measurement to above 2000°C and have described the equipment elsewhere.~ The Young's modulus data presented here were obtained with this equipment, using samples about 4 in. long and 1/4 in. diam, supported horizontally at the center and excited to the fundamental longitudinal resonance frequency. Young's modulus was calculated by the formula: E = 4f2f2p where E = Young's modulus, / = frequency, 1 = length, and p = density. Dilatometric data were obtained simultaneously by optical measurements of the change of length of the sample. For the metals tested, an attempt was made to obtain modulus values that would be representative of the pure, strain-free, randomly oriented material. All of the graphites studied exhibited a high degree of elastic anisotropy, while the method assumes an isotropic homogeneous material. However , when the values for Young's modulus obtained for AUC graphite were compared with those taken from static measurements at room temperature they were found to be only about 4 pet higher. This is excellent agreement considering the low precision of modulus calculations from stress-strain curves. The difficulty in using data of apparent Young's modulus for anisotropic materials arises when the attempt is made to use these data and shear-modulus data to obtain Poisson's ratio. The results are usually meaningless and sometimes absurd.' RESULTS Table I lists the sources, impurity content, thermal history, and dilatometric constants of the metal samples that were investigated. All the metal samples were tested under a vacuum of 1 to 5 x 10-5 Torr. Where our dilatometric data agreed with previously published data, the table lists the previous values and the literature reference. Where no reference is given, the constants were determined from our dilatometric data. Table II presents the modulus data in units of millions of psi as a function of temperature in degrees centigrade. The numbers were obtained from curves fitted to the experimental data. For some types of calculations, such as those attempting to correlate creep data, the slope of the modulus curve is of interest, and this information also is reported in Table 11. It is always tempting to try to fit physical-property data into some general pattern and then use this pattern to predict the behavior of other similar materials. The general pattern for an elastic modulus of a metal seems to be a linear deoro- with increasing temperature Over the range between 0.1 and 0.4 of the melting temperature, then a progressive1y decreasing value up to the melting point. THE number of rare or uncommon elements in use in the electrical industry nowadays is large, their application having come about through investigational work in industrial search laboratories and ' educational institutions. Such elements, together with those whose properties are more generally known, constitute Nature's gift to mankind and make possible the intricate devices which further our modern civilization. The' quality of raiaity is one of degree, and obviously depends largely on one's point of view. From the standpoint of quantity measured in the customary units of weight and volume, the amounts of many of the elements required are extremely small, but from the of view of performing some particular function or .other in a manner more satisfactory or cheaply than can be accomplished by any other sub- stance, the use in question may be extremely important.

BORN a Chicagoan, on Aug;. 31, I879. Oscar Johnson lived in that city until young manhood. As a youth delivering newspapers he set his sight on the l university of Chicago and at sixteen years of age he began working summer vacations in the foundry of the Pullman Company. Misfortune came to his family during the summer of 1898 when tuberculosis took his only sister and brother. His mother, apprehensive of Oscar's health, urged him to try the West at least for awhile. So late summer found Oscar in Salt Lake City, employed by the Trent Engineering & Machinery Co. At that time it was busy building equipment for use in the war with Spain. Though he did not know it then, Oscar war was laying the groundwork for his present membership on the Mining Equipment Industry Advisory Committee of the W.P.B., a post which keeps him commuting between Denver and Washington.

This shaft, located in the northern anthracite coal-field about 2300 feet southwest from the court-house at Wilkes-Barre, in the County of Luzerne, Pa., is the property of the Lehigh & WilkesBarre Coal Company. The sinking and cribbing to the solid rock (see isometrical view on Plate IX) was conducted by Mr. W. W. Kenrick. Dimensions of the earthwork to the foundation of the cribbing, 51' 2" long, 17' 4" wide, 31' deep. Total amount of excavation in cubic yards, 998.5. Dimensions within the permanent cribbing, 45' 4" long, 11' 16" wide, 31' deep, divided into six parts by buttons 8" x 12", each division, 7' x 11' 6". Permanent cribbing 12" x 12"; temporary cribbing 8" x 10" ; backing, 3" thick ; clay puddle to exclude surface water, 12" thick; conductors, 8" x 5"; lining, 1" thick from top to bottom of the shaft. In the latter part of the year 1871, Mr. H. Murray & Son contracted with the company for the continuation of the work at the rate of four hundred dollars per yard in depth, to a point 100 feet below the Hillman seam of coal; for the succeeding 100 feet the price to be increased twenty-five dollars per yard, and so on until the bottom rock of the Baltimore seam of coal was found. The size of the shaft within the cribbing timbers is 45 feet 4 inches by 11 feet 6 inches, having six divisions of equal dimensions, 7 feet by 11 feet 6 inches, giving room for what is known as the "standard diamond " car, whose capacity when level full is 100 cubic feet, but when loaded by the miner 4 inches above the top contains 112 cubic feet." Two divisions of this shaft are intended for hoisting coal from the Hillman seam, two from the Baltimore seam, one for ventilation, and one for pumps. The works were planned for two pairs of direct-acting, high-pressure engines, twenty-four boilers, and for an estimated output of 2500 tons of coal per day from the two seams.

GAS as a factor in the efficiency of oil production, might be a better title for this paper as it deals in general with the significance of the gas-oil ratio as an index of the efficiency of oil production and briefly discusses oil production methods with reference to the gas-oil ratio in wells, particularly during the early life of a field. In the recent hearings held at Washington before the Federal Oil Conservation Board the fuller utilization of the energy contained in the gas occluded in or associated with the oil underground was stressed by some of the speakers when referring to greater ultimate recovery of oil. One speaker commenting on this point said in part, "There is ample evidence indicative that if the gas associated with the petroleum in our fields were conserved and elevated gas pressure maintained in the oil sands during their productive life, the ultimate production of oil could be greatly increased."

THe results obtained by pneumatic flotation throughout the country on all classes of ore, and the tonnage now being treated by this particular method, speak for themselves. Its advantages over the so-called agitation process are now established by facts and data from practicc. The comparative efficiency of a rapidly revolving paddle, as a means for aerating an ore pulp, and of a cyeloidal or turbine blower for the same purpose, would seem to be so obvious as to leave no room for discussion. Practitioners in this art are to be congratulated on the acquisition of the valuable literary contributions that have recently been made on the theory of flotation by Messrs. Ralston, Van Arsdale, Taggart and Beach, and others, and the very valuable and able articles by Messrs. Laist and Wiggin on "Flotation Concentration at Anaconda, Mont.," by Dr. Rudolf Gahl on the "History of Flotation at Inspiration," and by David Cole on "The Advent of Flotation in the Morenci District." It is not within the province of this article to attempt an answer to the various issues raised in regard to the theory, or to defend the one advanced by me a year ago. But since discussion usually benefits the profession, a reply will be made to some of the statements made by the last-named writers. CoMPABATIVE SENSITIVENESS AND ATTENDANCE Concerning the article, "Flotation Concentration at Anaconda, Mont.," by Laist and Wiggin, a little explanation is in order. It should be stated that, with the exception of about 24 days at the end of the testing period, the Callow experimental plant at Anaconda was not run under my direction. This perhaps accounts for some of the concIusions drawn on page 499 of the descriptive paper. The conclusion that the use of acid seems to be of considerable advantage, calls for some comment. While the tests conducted by the Anaconda Copper Co. do show acid to be of considerable benefit, this is a consequence of using acid sludge as a flotation agent. A program of exploration for radioactive deposits, conducted in 1945 in the well-known mineralized areas of the Front Range, Colorado, was rewarded with the discovery of pitchblende in a dump at Caribou Hill. The presence of pitchblende in. the silver veins at depth apparently is not expressed as gamma-ray anomalies at the surface.
