Suloff (Goodyear Tire and Rubber Co., Inc., Akron, Ohio)—I would like first to comment on problems of the conveyor belt discussed in Mr. Thompson's excellent paper, since that is what we hope we know most about. Twists in relatively wide conveyor belt unavoidably produce a lateral maldistribution of tension, raising tension at belt edges and reducing it at the center. They also produce a lateral collapsing force on the belt at the center of the twist owing to the inherent tendency of all the longitudinal elements of the belt to try to pass through a point at the twist center. Calculation of the twist geometry by the methods shown in Mr. Thompson's paper keeps these extraordinary forces within limits which the belt designer can tolerate. No reduction in belt life due to twisting need be contemplated when this geometry is maintained. There is a minor exception that belts of extreme lateral flexibility will tend to curl laterally at the center of the twist. However, any ordinary fabric construction will perform satisfactorily in this respect. These twists are always made in regions of low tension in the conveyor so that even in the edges of the twist, belt tension does not exceed the average tension found in highly stressed regions of the conveyor. Offsetting these out-of-ordinary belt stresses is the advantage that Mr. Thompson has brought out of getting the return run up out of the dirt where it can be seen. This not only makes it easier to train, but also, in the event that it is not properly trained, frees it of the normal return run edge wear hazard. It is well known that return run edge wear is a prominent cause of belt mortality underground. An interesting aspect of this two-way conveyor is that the belt may be made what is known as a Mobius Strip. A Mobius Strip is obtained by splicing a belt after turning one end of it 180" about its longitudinal axis. In other words, one end is turned upside down before splicing. A belt spliced in this fashion turns itself upside down every time it comes around, but the twist which has been put in the splicing, of course, stays at one location on the conveyor, in this case one of the twist sections at the end. Turning the belt over every revolution might have advantages in some cases. Belts could be made with equal covers and the two sides worn equally and simultaneously. In this case there would be no problem of getting belts on upside down by mistake. However, the two-way conveyor does not have to be a Mobius Strip. It can be twisted in such fashion that the same side is up on both runs. It is simply a question of which way the final 90" twist is made before joining the ends. Another interesting aspect of the two-way conveyor is the problem of operating two-way conveyors in series. Here the sequencing of starting brings up some new problems. It will be recognized, although not always at first glance, that if the starting sequence is planned for one run of the conveyor the reverse will result on the other run. With the two runs carrying bulk material in both directions a reverse sequence on one run would be intolerable. In this situation the only solution appears to be a simultaneous starting of all conveyors in the series. However, with the coal in one direction and intermittent supplies in the other it would be entirely practical to sequence the conveyors for the coal run and accept a reverse sequence on the supply run. The two-way conveyor also lends itself to new driving possibilities. First, it is quite possible to drive at the head end of each run, which of course, means a drive at each end of the two-way conveyor. Driving in this way a given belt can be extended to substantially greater lengths than a conventional conveyor with drive at one end only. In addition to this, under certain conditions the conveyor can be extended to extreme length by driving at one end and at some intermediate point on the most heavily loaded run. As a particular case, a belt carrying coal downgrade and supplies back upgrade could be extended to extreme lengths by driving at the head of the coal run and at an intermediate point of the supply run. Mr. Thompson has been a pioneer in belt conveyor transportation underground and his accomplishment here with the first two-way conveyor of any consequence is another notable addition to the art.

H. Schwartzbart and W. F. Brown, Jr.—The authors have divided the effects of recovery on the true stress-true strain curve into two types; metarecovery, which effects only the first part of the curve or the yield strength, and orthorecovery, which effects the flow stress at any strain. Both of these are said to be true recovery effects, involve no recrystallization, and are explained by the removal of two different types of imperfections caused by work hardening. However, there seems to be some question as to whether the data are sufficiently conclusive to exclude, as an explanation of the authors' results, a mechanism based on the relief of residual stresses between the grains or slip bands and recrystallization. It appears that metarecovery could be interpreted in the same fashion as a customary interpretation of the Bausch-inger effect. The balanced system of internal stresses which exists between grains in a strained specimen due to varying orientation and, hence, yield strengths, of the different grains is responsible for a reduced yield strength in compression following pre-tension, and, similarly, for an elevated yield strength in tension following pre-tension. If the specimen is now heated so that the internal stresses are relieved by creep, then the yield strength in tension following tension will have been reduced and in compression following tension will have been raised. There seems to be a very strong case for the lack of recrystallization in the aluminum investigated by the authors, if one defines recrystallization as the presence of visually detectable new grains or accepts the X-ray evidence as conclusive. One must remember, however, that the appearance of spots on the back-reflection X-ray patterns cannot be taken as the time when recrystallization first started. The areas of recrystallized strain-free material must first have grown to a size large enough to give distinct spots on the patterns and this may take some time. Averbachl7 in an investigation of brass has shown that recrystallization can be detected by extinction measurements at temperatures lower than those based on hardness or X-ray line width determinations. It can be seen from fig. 10 that the rate of recrystallization is extremely low over a considerable time period at the onset of the process. Observations on the rate at which small amounts of recrystallization effect the flow stress would have given further insight as to whether undetectably small amounts of recrystallization might have been responsible for orthorecovery. Also, the question arises as to whether the effects observed in fig. 6 for various times and temperatures could not have been obtained if the time at 212°F were sufficiently long. In addition, the argument that the curve in fig. 10 is not sigmoidal seems weak in view of the scattering of the points. It is conceivable that an accurate determination of the curve for the first 100 hr would exhibit a relationship other than the one drawn. There is one point we would like to raise about the condition of the starting material. The authors annealed their material at 750°F for 15 min to remove the effects of any previous work hardening or machining strains. Reference to the work by Anderson and Mehl shows that this treatment may not have completely recrystallized the aluminum, so that the starting material may have had some strained areas. Higher temperatures or longer times may have been required to remove the effects of any small strains. We would like to mention some results of tests being conducted at the Lewis laboratory of the National Advisory Committee for Aeronautics in an investigation of the Bauschinger effect in relation to fatigue. Tests were performed on annealed electrolytic copper and several annealed brasses. Specimens were pre-strained 1 pct in tension and then tested in compression or tension with and without intermediate stress-relieving annealing treatments at 500°F for various times. Specimens heated at 500°F for 10 1/2 hr showed an elevation of the flow curve in compression and an approximately equal lowering of the flow curve in tension when compared with the curves for the un-heat treated specimens. After approximately 0.8 pct strain, all flow stresses coincided and were equal to the flow stress of the virgin material at this strain. This behavior is consistent with the metarecovery observed for aluminum by the authors and for which a residual stress model can be used. On the other hand, increas-

Bryant, of Danville, Ky., President of the Virginia Mining Co., operating coal-mines in Scott county, Tenn., for the following information relating to the existence of the Clinton iron-ore under the NW. slope of the Cumberland Plateau in Kentucky and Tennessee. During the past 15 years quite an important oil-field has been developed in a region having Wayne county, Ky., as its center, and a large number of wells have been drilled in that and adjacent territory in the search for oil. Many of' these wells have been carried to considerable depths below the recognized oil-bearing horizon, and one of them was drilled by Mr. Bryant at Pine Knot, a station on the Cincinnati, New Orleans & Texas Pacific railroad, a few miles north of the point where that road crosses the Kentucky-Tennessee State-line. The elevation of the surface at the crossing is about 1,400 ft. above sea-level. The railroad is located on the dividing ridge between the Cumberland river and Big South Fork. At a depth of 1,720 ft. below the surface the drill reached and passed through a formation which the drillers called " red rock," but which Mr. Bryant classified as Clinton iron-ore, as its geological position corresponded to that formation. The ore at this point was 6 ft. thick and appeared to be of uniform quality throughout. An analysis of the drillings gave : Fe, 33; Mn, 0.25; Si02? 3 ; Al203, 2 ; CaO, 13; MgO, 7 ; P,05, 0.333 per cent. ; S, trace. This analysis seems to confirm the belief that the ore is Clinton, and that it is of a quality equal to the average of the deep or unbleached Clinton ores in Tennessee and Alabama. This discovery led Mr. Bryant to make further examinations and inquiries, and he found that the stratum called " red rock " by the drillers had been passed through and noted in the great majority of the wells carried down to the same geological hori-

Oleic acid is the chief ingredient of fatty acids used as collectors in nonsulfide flotation. With a few notable exceptions, the various quantities of saturated and other unsaturated acids comprising the remainder are usually unspecified. There have been occasional investigations to determine the collecting ability of these other acids and their effect on collection with oleic acid, but much remains to be done in this field. Hukki and Vartiainen, on the basis of tests using palmitic, oleic, and linoleic acids and an impure linolenic acid, concluded: "The collecting power of fatty acids used in flotation increases with increasing unsaturation of the hydrocarbon chain." ' Their work was concerned mainly with the response of ilmenite to the foregoing collectors, although tests were also made with magnetite, pyrite, hematite, and rutile. Cooke and Nummela, employing an almost identical technical procedure to evaluate flotation of hematite, magnetite, and goethite with various fatty acids, including oleic, linoleic, and linolenic acids of the highest purity obtainable, found: "The effectiveness of 18-carbon unsaturated fatty acids, as collectors for hematite, decreases with increase in the number of non-conjugated double bonds." 2 Vn the foregoing investigations, collector efficacy was measured on the basis of reagent addition in moles per liter. Sources of fatty acids which may be used as collectors are legion, but provided the oleic acid content is high enough, cost is normally the determining factor. Usually this restricts severely the purity of the collector in terms of its oleic acid content. Within the past year or so users of crude oleic acid have become somewhat more discriminating, apparently realizing that some of the organic acid impurities may exert deleterious effects upon certain separations. Marine fish oils have been used as collecting agents, particularly in the earlier days of froth flotation. Currently their use is restricted in this field to relatively minor applications, although they are cheap sources of fatty acids. In an effort to increase the range of uses for fish oils, the U. S. Fish and Wildlife Service has awarded contracts to study these materials as sources of new products suitable for commercial development. Funds for these investigations were provided by the Saltonstall-Ken-nedy Act of 1954. One such contract was awarded to the University of Minnesota School of Mines and Metallurgy for the purpose of investigating the use of fish oil fatty acids and their derivatives in ore flotation. Besides the esters of various saturated aliphatic acids and of palmitoleic and oleic acids, fish oil also contains esters of monoethenoid and polyethenoid acids with 20, 22, and 2 carbon atoms. The basic purpose of the investigation was to determine whether the longer-chained unsaturated acids possess collective properties superior to those of the C,, monoethenoid oleic acid, the C16 monoethenoid palmitoleic acid, or the saturated C,, stearic acid and its shorter chain homologues; whether highly unsaturated acids have merit as collectors; whether rela-

DURING preliminary tests on the aging of a Cu-plus 5 pct Ag alloy,' a specimen which had been overaged 24 hr at 550°C was annealed in a nitrogen-hydrogen atmosphere first for 2 hr and then for an additional 28 hr at 600°C. After each anneal the specimen was cooled to room temperature in about ½ hr and X-ray photograms were made. The first film, Fig. la, revealed two sets of copper-base lines, one intense and corresponding to the parameter at 550°C, the other fainter and shifted away from the beam, corresponding to the larger parameter at 600°C (see arrows). The 30-hr film, Fig. lb, revealed the same two sets of copper-base lines with a reversal of intensity. In neither case do the copper lines form a broad band which would be indicative of a range of compositions. This phenomenon is thus a "discontinuous" type of solution. A similar phenomenon was observed in a Ag-rich Cu-Ag alloy.' Finlay and Hibbard9 have suggested that directional rather than random solution of precipitate occurs in some alloys. Conceivably, for Cu-Ag alloys, the matrix-transition-precipitate precipitation sequence is reversible for the re-solution of the precipitate caused by rapidly raising the annealing temperature of an overaged specimen. A copper-base transition structure supersaturated with solute might be formed around the precipitate as it dissolves, thus obviating the necessity for a gradually changing solute composition of the matrix. The solute atoms then might be transferred rapidly and locally from the transition to the matrix phase in the proper amount and at the proper location to obtain directly the new ex- panded solid solution. The theory implies a minimum of diEusion of solute in the matrix (i.e., no significant range of matrix composition) and possibly suggests that the composition of the transition structure will vary with the conditions of re-solution. A transition copper phase found in aged Cu-Ag alloys1 might fulfill this function. Evidence regarding this suggestion could be obtained in Cu-Ag alloys by overaging a specimen until no trace of the expanded copper lattice is present and then subjecting the specimen to a retrogression treatment. Re-appearance of the transition copper phase would confirm the theory. Additional details could be secured by varying both aging and retrogression temperatures. References 'H. Margolin and W. R. As most of the industrial activity of Oregon is centered in the Portland area, the foundries there consume the bulk of the foundry sand produced in Oregon. Although a number of the larger towns scattered throughout the state have gray-iron foundries, the sand used by most of them is of local origin: The yearly consumption of foundry sand of all types for the past few war years in Oregon is estimated to have been approximately 40,000 tons valued at about $285,000, of which an estimated 18,000 tons was shipped in from the Ottawa, Ill., district for use largely by the steel foundries. Until 1945 much of the silica sand consumed by the steel foundries in the Pacific Northwest, approximately 50,000 tons in 1944, came from Ottawa, Ill. and surrounding regions. Although some silica sand was shipped in from Belgium in the past, none is known to have been imported in recent years. Early in 1945, a very promising high-grade silica sand being produced near Eugene, Oregon, was introduced, and all but two of the Portland steel foundries are using this new sand. Until a few years ago, the search for good local (Oregon) foundry sands was carried on largely by the foundry supply houses. Recently the Oregon Department of Geology and Mineral Industries has investigated a number of deposits and has carried on and fostered research on the most promising deposit near Eugene, about 120 miles south of Portland. High-grade silica foundry sand from this deposit is now being marketed in Oregon, Washington, and British Columbia. The Eugene sand is one of the very few outstanding western steel-foundry sands. Field investigations by the Oregon Department show that there are relatively few deposits of sand in Oregon suitable for foundry use. A knowledge of the geology of the state makes this readily understandable. The only major primary sources of the quartz present in sandstones in Oregon are the intrusive masses of granite, granodiorite, and quartz diorite of late Jurassic or early Cretaceous age found in the Siskiyou Mountains of southwestetn Oregon, a part of the old Klamath Mountain highland, and in the Blue Mountains of northeastern Oregon. Transportation militates against the development of any possible deposits of foundry sand found east of the Cascade Mountains in central and eastern Oregon because few railroads traverse that area. East of the Cascades, which separate western from eastern Oregon, many of the older sediments of Paleozoic and Mesozoic age have either been metamorphosed or contain much volcanic eruptive material, and even if some of the Mesozoic sediments are highly quartzose in places, they are in relatively inaccessible areas. All the Tertiary sediments there are of continental origin and contain much ash and other volcanic debris, for there was great volcanic activity during much of that period. Discussion of the paper of JAMES H. HANCE, presented at the New York meeting, .February, 1916, and printed in Bulletin No. 110, February, 1916, pp. 299 to 326. FREDERIC P. DEWEY, Washington, D. C. (communication to the Secretary*).-I wish to congratulate Professor Hance and to thank him for his extremely valuable addition to the fund of data upon this subject. It presents clearly conclusive and incontrovertible proof of the unreliability of drill samples of this class of metal for determining the value of such bullion. I am afraid, however, that his hope that some one in the mint service might continue such an investigation upon a more elaborate and exhaustive scale is, for the present at least, doomed to disappointment. As a practical matter, the mint service is not now particularly interested in segregation in crude bullion. So much trouble and friction arose, -both in the original purchase and in the transfer from one institution to another, in handling segregated bullion, that it became necessary to adopt drastic measures and now it is seldom attempted to determine the value of such bullion in the service. When bullion known or even suspected of being segregated is presented for purchase, it is at once strongly refined in the pot and the disturbing elements so far removed that concordant assays may certainly be obtained from the dip samples and a reasonably fair agreement obtained from drill samples. The mint service prefers that the owner should refine his bullion himself, but if he does not we will do it at his expense and return the slag to him when desired. Much work has been done in the mint service trying to arrive at the value of deposits of segregated bullion without strong refining. It was no unusual thing for such deposits to be melted three times at the purchasing office and to have 30 to 40 assays on the metal made before buying it. Yet when shipped to a mint it was found necessary to melt two or three times more and to make 15 to 25 assays before the mint would accept the bar, and there were considerable differences between the valuations of the two offices. In what was undoubtedly the worst case ever investigated, the purchasing office melted the deposit, 953 oz., three times, with a loss of 105.5 oz., and made 46 assays; the mint melted three times, with a loss of 6.6 oz., and made 28 assays. The mint allowed the purchasing office 1.178 oz. of fine gold more than the purchasing office claimed, while an extensive investigation of the mint samples by the Bureau, in which over 100 independent assays were made in various service laboratories, indicated that the metal carried 0.7 to 0.9 oz. more of fine gold than the mint allowed. The region to which I have the pleasure of calling your attention, though limited in area, is remarkable for the quantity and purity of its mineral deposits, and in these respects it would be difficult to find its equal anywhere. IRON ORES. The red and brown hematites, pipe ore, and semi-magnetites, from which is made in charcoal furnaces the highest quality of iron for car-wheels, extend through the counties of Giles, Montgomery, Pulaski, Wythe, Smyth, Washington, Bland, Tazewell, Russell, Scott, Lee, Floyd, Carroll, and Grayson, Virginia, and run over into Ashe County, North Carolina. One locality of semi-magnetite, in the centre of the great Giles County basin, has in sight, by actual measurement, 50,000 tons of ore, which, according to Prof. Fesquet, contains 69.74 per cent. of iron and no phosphorus. In the great brown-ore belt, which passes through the counties of Montgomery, Pulaski, Wythe, Smyth, and Washington, there is an extraordinary deposit of more than a million tons. A small section of this very long vein, on Cripple Creek, in the County of Wythe, yields an ore which, analyzed by Mr. James Aumann, gave the following results: Metallic iron,........58.15 Water,.........12 96 Alumina,........2.32 Silica,.........1.09 Phosphorus,.. none. At one point towards the western end of Red Land Mountain, in Pulaski County, New River section, I measured a body of ore in this belt which will yield, to a depth of 150 feet, over 8,000,000 tons, and the deposit extends far below the 150 feet measured at the upper part. Again, at Rich Hill, near the mouth of Reed Island Creek, these veins show extraordinary surface development, giving an ore of very great purity. At numerous places, also, in the counties of Giles, Bland, Tazewell, Russell, Scott, Wise, and Lee, these brown and red iron ores are exposed in such vast quantities as to baffle both description and measurement. That of Chestnut Flat, in Giles County, back or west of the Angel's Rest Mountain, is an easily reducible ore, blood-red when crushed, of which there are fully 300,000 tons in sight. Mine fires, in the Butte district, have been a source of trouble and expense for the past thirty years, for while the actual fire area in most of the mines has been comparatively small, the handling of the gas has generally been a much larger problem than the actual putting out of the fire. The chief causes of these fires have been: Defective electrical equipment, incendiarism or carelessness, and spontaneous combustion. While fires from the first two causes have been numerous, they have generally been discovered and extinguished before they became very serious. Spontaneous combustion has been the cause of most of the large fires. Sufficient heat has been generated by ground movement, high rock temperatures, and decomposition to set fire to inflammable materials (tarred ropes, canvas, dry timber, manure, and hay) left in the gobs some years ago. Also, the heat resulting from the oxidation of the fine broken sulfide ore is sometimes sufficient to set fire to the timbers. In 1906, a fire was discovered on the 1100-ft. level of the Minnie Healy mine about 400 ft. (122 m.) west of the Minnie Healy shaft, which presumably originated, in one of the upper levels, from spontaneous combustion. The fire was walled off by concrete bulkheads and a pillar of ground 100 ft. (30 m.) thick was left below and mining resumed underneath. During subsequent operations, this pillar became cracked and broken and the fire passed into the new workings. It travelled downward and spread rapidly until, in 1917, it had become necessary to wall off portions of the Tramway, Leonard, and West Colusa mines on the 1300, 1400, 1500, 1600, 1800, 1900, and 2000-ft. levels, and the tops of the 2200-ft. raises were sealed. The fire area now consists roughly of a block 1000 by 1200 ft. and from the 600-ft. to the 2200-ft. level. This block is composed largely of a series of parallel northwest-southeast nearly vertical veins and stringers that form a large orebody, with no well-defined walls but badly fractured and faulted, and known locally as "horsetail ore." These veins, or orebodies, are mined by the square-set or the rill method.

The interesting paper recently submitted by Messrs. Tobelmann and Potter1 shows that chemical problems have developed which are of great interest in this new and important branch of metallurgy. Those who realize what a process of this kind really involves will agree that it deserves a better name than '(leaching process." The word leaching conveys the idea that the copper is simply leached out of the ore with acid and then precipitated on iron; the chemistry of such a process would be of little interest. As, however, during the first year's operation of this plant 24,400,532 lb. (11,067,837 kg.) or about two-thirds of the produce, was electrolytic copper, while 7,992,033 lb., or about one-third, was cement copper, it would seem more appropriate to term the process electrochemical. It further appears, from the particulars given, that efforts have been made to have the entire production in the form of electrolytic copper. This could be done if the chemistry of the problem were kept in balance, so that it would not be necessary to discard any solutions that carried copper and acid of commercial value. A process, such as that under consideration, in which the copper is precipitated from solution by electrolysis, the solvent being at the same time regenerated, is one that requires special chemical and electrochemical knowledge and experience if all the copper in solution that has been extracted from the ore is to be successfully and economically produced as electrolytic copper. It is twenty years since the writer made his first molybdenum steels and others were making them commercially five years earlier but the prevailing opinion seems to be that molybdenum steels are new; from time to time the daily press speaks of important discoveries in Europe and intimates that American steel makers have much to learn in regard to alloy steels. The earlier experiments were largely confined to the use of relatively high percentages of molybdenum in tool steels and permanent magnet steels. Recent developments deal with the types of alloy structural steels used for airplane, automobile, and other engineering requirements; in these, the molybdenum content is usually less than 1 per cent. The earlier types generally have been unsuccessful commercially, but the newer types of steels are becoming of increasing importance. The war showed our dependence on foreign sources for alloying metals; molybdenum alone is widely distributed in the United States and seemingly abundant. Many deposits are not now of commercial interest, owing to location and relatively small amount of ore available, but other deposits are being developed and a stable source of supply seems well assured. In tool and magnet steels, it was early found that 1 part of molybdenum was equivalent to from 2 to 2.5 parts of tungsten. The permanent magnet steels investigated by Madame Curie,' in 1898, contained from 3.36 to 4.05 per cent. molybdenum; in 1902, Dr. E. L. French and the writer thoroughly tested steels containing from 2.0 to 4.0 per cent. These steels gave satisfactory tests for permanence, but were low in residual density and much more sensitive to hardening than the corresponding tungsten products. We discontinued work with them, therefore, and have no advice that such steels have been used commercially here or abroad. The submission of carefully prepared estimates of the oil reserves of the United States calls for no apology or explanation. In this country, petroleum is a rapidly wasting asset and an occasional appraisal of the amount remaining in the ground is a simple business procedure to safeguard the general welfare and the prosperity of the republic. The rumored danger of failure, in the near future, of the foreign supply on which we depend in constantly increasing amounts makes the immcdiatc review of our available reserves the more imperative. The Director of the U. S. Geological Survey, in March, 1921, requested the American Association of Petroleum Geologists to cooperate in the preparation of new estimates of the oil remaining in the graund. With the members of this cooperative committee, state geologists, regional geologists, oonsulting specialists, and geologists and engineers attached to many companies worked both independently and through subcommittees. The reports for districts, counties, fields, etc., after review by local or state committees, were discussed by the joint cooperative committee in conferences that, in some instances, were attended by the original compilers of estimates for the states or smaller areas. Finally the data were reviewed and the figures revised by the joint cooperative committee, so that the totals given in Table 1 represent the opinion of the committee, which was composed of F. W. IN CONSIDERING the question of mining methods the possible rate of production deserves much more attention than it often receives. Hoover's theorem that, in order to show the greatest profit, an orebody should be worked out in the shortest practicable time, should be better known. The author recently' obtained detailed statements of costs from iron-mine superintendents of the Lake Superior district. In discussing these, the effect of rate of mining on cost of production was considered and detailed estimates were made. The methods by which these estimates were made and the way in which they were presented are here described to illustrate the importance of this factor in mining operations. The saving due to lower costs is not the only factor that should be considered. The greater profit per ton is of much importance but of equal importance are the greater profit per ton that will be made on a greater number of tons per year, and the fact that the total profit will be received in a shorter; period. This last makes a great difference in the present value of a property, by shortening the period of discount on future profits. Another item of importance to those operating a number of mines is that the tonnage needed to supply the market can be obtained most profitably by operating the smallest number of mines that will supply the amount required when each is worked to maximum capacity. In the Lake Superior iron district there are many grades of ore, and the requirements for each are known. If the demand for a certain grade can be supplied from mines now operating, the development and mining of a new orebody of the same grade must result in lower rates of production and lower profits to all mines producing this grade. If a company is mining the same grade of ore from three mines when it can supply its needs by operating only two, by operating only two it can obtain the greatest profit. A year ago the petroleum code was in effect, and Congress had before it bills with powerful backing designed to extend and put on a permanent basis the Federal authority impliedly recognized in the petroleum code. Those men in the industry who were convinced of the unconstitutionality of Federal regulation, who believed in conservation, and who were seeking accomplishment of a conservation compact among the oil-producing states, were at that time encountering difficulties in bringing about such an agreement. Since then there has been a shift in the center of gravity. Today, by virtue of the Supreme Court's Schechter case decision, the petroleum code is not in existence, the industry is not operating under an oil administrator, and the Federal-control bills are not on Congress' calendar. In view of what the Supreme Court has said in the Schechter case and the Hoosac Mills case about the local character of mining and manufacturing, the problem today is not whether the Federal Government or the State Governments ought to regulate oil production, but how effective we can make the devices that are available to us under the constitution for the conservation of the nation's oil resources. The interstate oil conservation compact ratified during the past year by Texas, Oklahoma, Kansas, New Mexico, Colorado and Illinois, approved by Congress, but not yet in effect in California, is the mechanism now at work. Interstate Oil Conservation Compact What is this interstate compact? The basic theory is simple and logical. It has four elements to it. The first point is that in order to effect the maximum recovery of our oil arid gas reserves it is necessary for some governmental authority to regulate the way in which those resources are taken out of the ground, so that the reservoir energy is efficiently used, and used equitably by the various owners of the pool. Second, that the state, as distinguished from the national government, possesses the police power necessary to protect the public interest and to protect the correlative rights of the common owners of the oil pool. Third, that the state governments ought to cooperate with each other through an interstate advisory commission so that orderly production in one state is

ARTHUR HOVEY STORRS, Scranton, Pa.-I know something about accidents Nos. 4 and 8. At the Fuller mine there was no disturbance of the surface in connection with either of those accidents, there was no surface settling, nor signs of sand in the mine, and seemingly the water all came from a subterranean basin or water-bearing stratum overlying the Six Foot vein. A similar thing was shown, in an accident not referred to in Mr. Bunting's table, at the Avondale, where we had an inflow of water, as high as 12,000 gal. a minute, for a considerable period. Regarding the second accident (No. 8) at the Fuller mine: after the first inflow of water (No. 4 of the table), the mining was abandoned in the Six Foot vein. A long slope was. driven in an underlying seam, and when this had reached a point about 2,000 ft. southeast of the place where the first inflow of water occurred, and where the bore holes show there was apparently sufficient rock covering for the Six Foot vein, a rock plane was driven up to the upper vein (Six Foot) and one afternoon this exposed the coal. During the following night the inflow of the water occurred. There were absolutely no workings at this point so that no disturbance of the overlying rocks could have occurred. The result of the inflow of water was to fill up the entire lower-vein workings in about two or three clays and caused the abandonment of the mine. After several years, considerable time and money were spent in an effort to hoist the water from the shaft and mine workings, with varying, but in the main rather indifferent, success until, clue to the breaking of one hoisting rope, the engineer pulled the other hoisting tank up through the tower and down on to the engine, making a complete wreck of the whole plant. It was then decided to allow the mine to soak and it is still doing so, other portions of the property being mined from adjoining collieries.

WOODWORTH, Pittsburgh, Pa.-This is a very long paper. It is a structural engineer's contribution to the art of mining and is written from his standpoint rather than from that of the mining engineer, and is, therefore, a study in the development of drilling structures by one who has made it his business to design structures rather than mechanism and machinery and rather than to utilize those structures in the actual exploitation of oil and gas. Drilling practice varies widely in different oil and gas fields. The , problems of western Pennsylvania are much simpler than the problems of the Mid-Continent and of the Gulf Coastal Plain and these again are simpler than problems of the Pacific Coast. The history of the commercial development of oil and gas is recorded in the annual publications of the U. S. Geological Survey and other bodies whose business it is to make record of statistics. The mechanical and structural features of the art of drilling have not yet received adequate treatment by the historian. Scattered references may be found on the subject in almost any work dealing at large with petroleum and its production. These references, however, are to those particular aspects of the matter that were contemporary with the publications themselves, but so far as I am aware there is no continuous and comprehensive account written of the development of drilling structures from their beginnings down to the present time, and certainly the more modern application of steel in the construction of such structures has not previously had an adequate discussion. With this latter phase of the subject I have been intimately associated, indeed, taking to myself the credit for having, in a way, been responsible more than any one else in the United States for the application of steel in the manufacture of drilling structures, and the purpose of the paper which is now before you is to record particularly the steps in that development while the subject is still fresh and the data available.
