This field is geologically of much interest. It is small, hut with some seams of unusual thickness, the main one being as much as thirty-eight feet thick. The quality of the seams, as also of the associated beds of shale and sandstone, in several instances changes to a remarkable degree within short, distances. The strata dip at inclinations that carry the coal to depths of 3000 feet or more; heavy faults cut up the district, and the New Glasgow conglomerate, of disputed age, separates it from the Upper Carboniferous measures, in which no seams of workable thickness are known. This coal-field offers to the geologist much ground for study and peculation. The commercial value of the field is affected by its restricted area, the varied quality of its coal, and its advantageous position in the mainland, with railway connection and home markets, offset by the physical difficulties which make the cost of production high. It has been so long a habit with us to speak of our resources of coal as boundless, that any adverse comments, or insinuations that avoidable loss in working is a national loss, hare hitherto fallen on idle ears. THE name molybdena was employed by Pliny to denote various substances resembling lead. Later this name was applied to galena-the naturally occurring sulfide of lead-or substances of similar appearance. By the middle of the eighteenth century, it was applied to graphite and to the mineral sulfide of molybdenum (MoS2) now called molybdenite. This confusion is quite understand- able inasmuch as these substances look and feel very much alike. In 1778, the Swedish chemist Scheele published a treatise in which he pointed out essential differences between graphite and molybdenite. On treatment with nitric acid, molybdenite, unlike graphite, produced a peculiar white earth with acidic properties which he called molybdic acid. Since the same mineral gave off sulfurous fumes on heating, he concluded that it was a sulfide of molybdenum. In 1790, there appeared an account of the isolation by P. J. Hjelm of the new element molybdenum, as a metallic powder, by heating the oxide with carbon. It was not until Bertelius conducted the necessary experiments, about 1818 to 1825, that the foundation of the chemistry of molybdenum was laid. The only recorded use of molybdenum during the first century after its isolation was as a chemical reagent, primarily for the determination of phosphorus. It was not until the last decade of the nineteenth century that the use of molybdenum in steel appears to have been investigated. A

INTRODUCTION The Tsumeb Mine is situated in the northern part of South West Africa, approximately 335 air miles north-east of the port of Walvis Bay on the Atlantic Coast, and 240 air miles north of Windhoek, the capital of South west Africa. The mine came into operation in the early 1900's and has operated continuously since then except during the two world warm and the depression years of the thirties, Tsumeb Corporation purchased the property in 1947, installed a new plat, and ham built a modern tom. In addition to the concentrator which began operations in 1948, a copper smelter was started in 1962 and a lead smelter in 1963, Tonnage of ore treated in the concentrator has varied through the years, reaching a maximum of 70,000 tons per month with a current mined tonnage of approximately 50,000 tons per month. Copper concentrates, lead concentrates and zinc concentrates are produced, and for a number of years the production of a germanium enriched concentrate was an important feature of the operation, Both copper and lead concentrates are smelted in Tsumeb, while the zinc concentrates are shipped overseas. Ore change, and the installation of the smelters in Tsumeb have necessitated modifications in the concentrator operation. MARSHAL Foch has been made an honorary member of the four national American societies of civil, mining and metallurgical, mechanical, and electrical engineers. The governing bodies of these societies, aggregating 45,000 members, conferred this signal honor in expression of the appreciation of American engineers for the unmatched services of this master of engineering principles. At Engineering Societies Building, in New York City, on Tuesday afternoon, Dec. 13, the presidents of the four societies presented one beautifully engrossed certificate of honorary membership in the four societies. The auditorium was filled so that not even standing room was left, more than a half hour before the cere-monies began, and the main entrance on the street had to be closed. J. Vipond Davies, president of the United Engineering Society, made the opening address. Col. William Barclay-Parsons, 'who was commander of the first engineer regiment to go abroad, addressed Marshal Foch in French. Colonel Parsons said: The art of engineering was defined a long time ago as "the art of directing the great sources of power in nature for the use and convenience of man." No better definition can be found today. Of all the sources of power in nature, the greatest, the most valuable, and at the same time the most difficult to direct, is the energy of man himself. He who can direct human energy and turn it to the service of mankind is a great engineer. You, Marshal, have directed a greater mass of human energy than any other man has ever done. And you have successfully directed this mass for the highest uses of mankind, in that you by its aid have preserved for him one of the most precious of human possessions-liberty-liberty not only for your own illustrious country, but for all the nations of the world. The four national engineering societies, of the United States now desire to make record of their appreciation of this fact and to convey to you an expression of their most profound admiration for the great leader of men by conferring on you honorary member-ship in all the societies, the highest honor in their gift and one hitherto never conferred on a single individual. Four thousand members of these societies were enrolled in the armed service of the United States, the greater part of whom had the glorious distinction to serve the common cause in France under your orders. They heard the voice and they saw the hand of the master as he led them through battle to victory. Now we desire that you will still continue to lead us, but in peace, by permitting us to inscribe your name at the head of our roll of honor, where it will be, as your deeds have been, an example to us to do better work, and where it will remain forever a noble inspiration for all future generations. THE original trucks at Castle Dome were 30-ton Knuckeys with 150 hp, H-series Cummins engines and 15-ton Euclids with the same engines. The Euclids were used early in the operation, working with 2 1/2-yd Diesel shovels on stripping and later in opening new benches where the lack of room favored the smaller trucks because of their shorter turning radius. They have also been used on road building and similar jobs. On regular production, where the 30-ton trucks can be used, they are not economical.

Both water pollution and proposed solid waste disposal regulations have a definite effect on the copper leaching industry and some of the major factors affecting the industry are discussed in this paper. New developments of the NPDES are discussed with emphasis on the ‘toxic’ or priority pollutants, and EPA’s philosophy on the control of these pollutants. The protection of groundwater is the prime aim of RCRA through solid/hazardous waste management. Some of the major elements of the RCRA regulations that will effect the copper leaching industry are discussed.

PRODUCTION statistics show that during the period of emergence from the depres¬sion the coal industry was becoming increasingly cognizant of the economic and competitive necessity for mechanizing. About 1935 many of its leaders were becoming aware also of the alarming scarcity of men properly trained to cope with the new problems of mechanization. In order to get a factual statement of this problem, a special AIME Coal Division Committee + was requested to survey the condition. Its investigation disclosed that graduates of mining schools going into coal mining numbered 16 in 1939 and 15 in 1938. With this as a background, Pittsburgh Coal Co. foresaw that a comprehensive program was necessary if it was to enlist the services of trained technical men, who were an indispensable part of a mechaniza¬tion program. The purpose of this paper is to review the program set up, to comment on the successes and failures and to outline the future course of action. SUMMER WORK An inescapable conclusion from the mechanization statistics was that the opportunities in coal mining were good. Not only was there a void in technical skill to fill from past years, but the ac¬celerating rate of mechanization indicated an increasing demand for technically trained men for the future. The remedy lay primarily in presenting facts con¬cerning the coal industry to the under¬graduate engineers before they made their professional occupational choice. Based on this idea, one of the key points in the program - was summer vacation work for the undergraduate, which, through the inducement of summer earnings, brought men into the mines to take a look at the prospects. This was more successful than statistics indicate because the war badly scrambled the orderly working of the program, but it could not obscure the value of a summer work program. A decided advantage was that it gave the company a preview of the graduate. An observation on this part of the program is that it is extremely hard to gauge lower classmen, and we found it wise to give them the benefit of the doubt, as the last two years in college bring about surprisingly rapid develop¬ment in some men. JULY was a month of great turmoil, both economic and political, in many parts of the world. Instead of conditions improving, they seem to have been getting worse. In Ireland, civil war is still in progress. Germany was in the throes of a political upheaval. The meaning of the assassination of Rathenau became clear. It evinced the development of a class struggle between the bourgeois and socialistic parties which may rock the country to its foundation and will increase the difficulties of arranging things with the French and solving the reparations problem. In Poland, a similar contest is developing. Austria is already so completely contaminated by the socialist element that it is unable to get outside assistance and is thus falling into a state of despair but little short of what prevails in Russia. The conference at the Hague came to an abortive end for the reason that it was impossible to discuss affairs with the Russians in any reasonable way. The Germans declared their inability to meet the reparation payment that fell clue on July 15 and the Commissioners for the Allies granted them an abate-ment of a portion thereof and are listening attentively to the supplication of the Germans for a moratorium of one or two years. In the United States, July was a month of widespread labor troubles, accompanied by a great deal of disorder and violence, which led to detachments of the National Guard being called out in several states. The railway shopmen, about 400,000 in number, struck on July 1. The road maintenance men decided not to strike, but many thousands of them quit work without the sanc-tion of their union. There were more strikes in the textile industry in New England and in similar industries all over the country. Early in July, it was estimated that about 1,250,000 men were out on strike. The coal strike continued. Early in the month the President summoned operators and miners to Washing-ton and submitted a plan for the compromising of disputes. After a week's consideration the miners re-fused flatly to agree to anything. The majority of the operators consented to accept the proposed arbitration, but a minority refused. Following this abortive at-tempt the President dismissed the conference with the injunction "to return to your mine properties and resume operation." Production has not increased.

The method of crushing rock by throwing with violence against a resisting surface does not differ in principle from the method of dropping it from a height upon a specially arranged surface. The former is applied in various mills now in use, especially those for reduction of the softer rocks and minerals. The latter is the principle of the Hadsel mill. Probably not new, but Hadsel's method of approach is at least novel, and applicable to hard as well as softer rocks. An elevating wheel raises the rock and drops it from a height upon a hard metal plate or series of plates. The first commercial mill consisted of two units, one on each overhung end of a horizontal shaft, driven by a gear train from a 100-hp. motor. A description of this machine, then in operation at a mine at Georgetown, Calif., was printed in the Engineering and Mining Journal (April, 1932) and need not be repeated here. That machine took mine run ores of a size up to 12 in. and successfully produced a pulp of approximately minus 60 mesh, suitable for flotation. The mills were each 24 ft. in diameter and 3 ft. in width of face. The elevating buckets were formed of steel plates, extending inward from the periphery, inclined to the tangent at 75". This plate was 3 ft., the width of the wheel, and 2 ft. deep. One side of the wheel towards the carrying shaft was closed, the other was open except for the rim plate enclosing the ends of the buckets and extending inward about 5 ft. on the radius. About a 90" arc was immersed in a concrete tank, which acted as a classifier. The breaking plates, seven in number, were carried cantilever through the open side of the wheel. The lowest plate was placed just above the water level. The illustrations (Figs. 1 and 2) make plain the general arrangements. The plant set-up was somewhat crude but worked well enough to demonstrate the weak points of the mill. In this operation it was early apparent that, considering all the factors from delivery of the mine run ore to the final pulp for flotation or cyanida-tion, the Hadsel mill offered possibilities of great simplicity of plant and savings in power. Continuous operation developed mechanical weaknesses, some of which were readily discernible in details of design, some became more apparent as operations progressed.

THE subject of violent bumps in coal mines has been again brought to attention by a recent succession of such occurrences in the coal mines of the Cumberland field of eastern Kentucky and southern Virginia, which have caused fatalities and injuries to underground employees, a report on which is being issued by the United States Bureau of Mines1. The A.I.M.E. has had two valuable papers on bumps in the No. 2 Mine, Springhill, Nova Scotia, each followed by general discussion on bumps and their causes2. This paper gives a brief review of suggested causes and remedial measures given in English, Canadian and United States reports on bumps in coal mines, and then presents suggestions arising from the writer's recent investigation of the bumps in the Cumberland mines, made at the request of the mine operators, to determine the causes and remedies. These bumps, which occur under the simplest natural conditions, provide better opportunity for analysis of causes and effects than afforded under more complex conditions. The simple conditions in this field consist of relatively thin and level coal beds and uniform roof strata free' from folding and faulting.

Among the unforeseen consequences of the 1973 Arab oil embargo has been a considerable array of new or increased taxes on the so-called energy minerals. These taxes will be the subject of this report. Both Federal and State taxes have been enacted, but I will be concerned mostly with state severance taxes and particularly those on uranium. Severance taxes are considered to include all taxes having the distinctive feature of being applied on a natural resource at the stage of extraction. The tax may be based on units of production or on value, and if on values it may be on gross value or on gross value less either arbitrary or cost-related deductions. The tax has a number of aliases - resource excise tax, conservation tax, privilege tax, mining excise tax, ad valorem production tax, and more - and this makes comparison of tax burdens among states difficult. The windfall profit tax on oil is an example of a severance tax at the Federal level. Severance taxes are an established feature of state tax systems, but they continue to be a controversial issue, and proposals to raise or modify existing severance taxes are regularly submitted to the legislatures of the Western energy producing states. No concensus exists as to what is a reason- able and proper level of severance taxation or to the form it should take. The taxes which have been adopted by the various states reflect the interaction of a variety of interests and the specific circum- stances in each state. What follows is a summary of theoretical, practical, and emotional viewpoints and arguments that surface in any statehouse in which a severance tax bill has been introduced. The New Mexico experience will be heavily relied upon. THE ECONOMISTS Marginal effects. A severance tax which is based on a gross percentage of revenue or on units of production is a constant addition to variable costs, and to the mine operator has the same effect as any other increase in operating costs. The direction of these effects is straightforward: the tax will cause the property to have a lowered present value, to be mined at a lower rate than without the tax, raise the minimum grade that will be mined, lead to lower total recovery, make marginal properties sub-marginal and discriminate in favor of richer, more profitable operations (Lockner, 1965; Steele, 1967). In the short run, production facilities are fixed and imposition of a severance tax will have little effect on production levels. In the longer term, capital is mobile and investment and exploration expenditures will shift from minerals and jurisdictions with high taxes to those with low taxes. Over a considerable range of taxation the effect will be to change the relative position of the taxing state, but an overly optimistic evaluation of the capacity of mineral producers to absorb a tax can bring an industry to a halt. It is generally acknowledged that imposition of high severance taxes on taconite in Minnesota stopped development completely, and that only the adoption of a constitutional amendment limiting the amount of taxes that could be imposed in the future brought the firms back and encouraged them to make the huge investments required (Weaton, 1969). A tax which is a percentage of the net operating income (gross revenue less cash operating costs) does not influence the cut-off grade for recovery nor change the time preference for extraction, and hence, is free of the negative features of the tax applied to gross revenues or units of production. In theory it is a more efficient tax but relative administrative complexity and inherent difficulty in predicting revenue have discouraged its use. The Wyoming severance tax on uranium, which uses grade of ore as well as price in establishing taxable value, is the most cost related, and hence, the most neutral and efficient of the various state severance taxes on uranium. Economic rent. Despite the discrimination and the anti-conservation aspect inherent in most severance taxes, economists generally endorse their use because they are seen as a vehicle to appropriate rents - that is, returns greater than the long-run competitive supply price. Conspicuous examples of supposed economic rents are the returns to oil producers because of the OPEC cartel, the returns of the uranium producers under AEC buying contracts in the 19501s, and the high prices obtained by the uranium producers for contracts entered into in the 1976-1979 period. Mining of coal in the Western states is believed by some to generate huge economic rents because of the OPEC caused increase in price of a competitive fuel (McLure, 1978, p. 261), and possibly because of clean air regulations favoring the burning of low-sulfur coal. In theory, such surplus returns could be taxed completely away without affecting supply. In practice, the situation is more complex (Steele, 1967, pp. 234-236); economic rent of mineral production is an elusive quantity involving as it does replacement costs, and technical and market risk, and it, like beauty or pornography, probably exists mostly in the eye of the beholder. Rent may also be perceived to be present in the upper portion of a cyclic market which also has a downside. Where rent exists, it is almost certain to be short-lived - cartels self- destruct, government subsidies end, competitive adjustments occur - but the taxes imposed to capture it tend to be immortal. There is little doubt that the perception of un- usual and undeserved (obscene) profits in the mid- and late 1970's was a major factor in the adoption of energy mineral taxes strikingly higher than had been previously considered. At the New Mexico legislature of 1977 supporters of a moderate tax were repeatedly confronted with some variant of the statement, "You can't expect me to believe that a

At Kobe Steel Ltd., various improvements in pellet quality have been carried out since beginning lime-fluxed pellet production. Especially, dolomite-fluxed pellets, developed in 1975, have superior high temperature properties. With this improvement, successful BF performance has been achieved. But, in order to achieve more successful BF performance, improvements of physical properties such as the shape factor, reposed angle, and the bulk density are desired. Now, crushed pellets have been developed for the improvement of those characters. The test operation with these new pellets in Kakogawa No. 2 BF was carried out with successful results. This report describes the development of crushed pellets and their use in BF.

NEW IDRIA INTRUSIVE For the most part this ultrabasic mass is a highly sheared serpentine, the exposed rock being made up of small serpentine chips and plates, the faces of which have been slickensided. Throughout this sheared material there are residual blocks of serpentine and highly to moderately serpentinized peridotite. The faces of these resistant blocks show rounding and slickensiding and their size varies from pebble size to diameters of over 5 ft. Certain areas have seemingly resisted the shearing stresses and remain as moderately fractured serpentine. Throughout the ultrabasic mass are bodies of silica-carbonate rock, silicified serpentine and minor concentrations of magnesite and chromite.

Unconventional mineral deposits are those that differ significantly from productive deposits in mineralogy, grade, or geologic setting. Thus, the initial representatives of each deposit type are, by definition, “unconventional” until they are exploited. The “unconventional” status changes to "conventional" because of economic shifts (e.g., bulk silver ores), because of technological innovations (e.g., froth flotation), or simply through the recognition of, and production from, novel mineral concentrations. Heretofore the discovery of new deposit types has been almost entirely accidental, but the long- established concept of the geochemical cycle provides a nearly untouched opportunity and challenge for the application of geochemistry in predicting novel, potentially economic, mineral concentrations.

In a former paper* the writer has described the essential features of the general geology of the Cripple Creek region. In the present account it is intended to examine into the occurrence of the ores, the value of which has made this district the most important among existing American gold-fields. The production of Cripple Creek from its discovery, in 1891, to the close of 1901, has reached a valuation of fully $125,000,000. During the past year (1901) the output amounted to $17,285,470. In 1900 it was $18,174,681. The first discoveries, which led to the development of the district, were made in the spring of 1891, but it was not until 1893 that vigorous work was commenced. A great impetus was then given to the exploration for gold on account, of the sudden drop in the market-price of silver, caused by the closing of the Indian mints in the summer of that year. This induced an energetic population from the older silvermining camps of Colorado to go to the new gold-field, which was then beginning to attract attention. Prospecting, at first, was hindered by the comparative absence of outcrops, due to the fact that the surface of the hills is covered with a considerable thickness of shattered rock, resulting from the action of frost at a high altitude; but so much indiscriminate digging was done that a number of rich veins were uncovered, and this stimulated the search for others. The advanced condition of the mining industry of Colorado offered unusual facilities for exploration and reduction; progress was therefore rapid, with the result that the district soon achieved great prominence.

R301 is a clad aluminum alloy, composed of a core of a duralumin-type alloy clad with a magnesium silicide alloy. It differs from other well-known clad alloys in that the cladding and the core respond to the same heat-treatments. and therefore the cladding contributes appreciably to the mechanical properties of the material. In Table I are reported the compositions of the core and cladding alloy for the material used for the experiments. This fact is well known and many investigations have been conducted to determine the features of this diffusion. Most of those investigations cover materials clad with pure aluminum; the present investigation covers a material clad with an alloy. Since the cladding thickness on R~OI varies with the gauge, as shown in Table 2, several gauges were investigated. Material and Procedure he material used was sheet of the following gauges: o.o2~, 0.040, 0.064, 0.102, 0.170 Cut in pieces approximately 3 by 5 in., it was in the cold-rolled state and was soaked for increasing times at the following temperatures: glo°F., 940°F., 970°F. A Lindberg cyclone furnace was used for the experiments. The procedure was as follows: The furnace was started empty with controlling pyrometer set at the determined temperature. After the furnace had reached that temperature, it was run for some 20 to 30 min. empty, in order to allow the temperature inside to become stabilized. Then the first samples were introduced. A load thermocouple, with recording pyrometer, was connected with the sample of the heaviest gauge. About 10 min. was required for the material to reach temperature and the soaking time was counted from that point. After zoo min. soaking, the second group of samples was introduced without stopping the furnace. After 200 min. more, the third group of samples was introduced, and so on, until the last sample had been introduced. Every time the furnace was opened and new samples were added, a drop of temperature was registered by the thermocouple connected with the material
