WE produce Charles Van Ormer "Charlie" Millikan as living proof that man need not make a loud noise to be heard. His quietly affable, analytical, and soft-spoken manner in the face of all problems belies his ability to "get tough" when the situation demands it. As a chief engineer with many responsibilities for the success of a large producing company there must have been many occasions to tempt Charlie to excitement, but there are few, if any, who can say they saw him yield. He has an abiding faith in the benefits of hard and persistent work and will not admit the existence of a problem that cannot be reduced by it.

ARIAL maps of prospective mineral-bearing territory have become almost indispensable in all the branches of exploration, and have proved particularly useful in the great oil area of the Southwest. About nine years ago aerial photographic mapping in this area was begun. The early product was lacking in scale accuracy and other control features, which limited its effective use. Since then, the evolution of the technique of such mapping has been steady, with several mapping companies collaborating with five of the leading oil companies, and aerial maps have been prepared covering practically the entire area.Improvements in cameras, film, and developing equipment and practice have resulted in more uniform and clearer photographs, but the outstanding development has been the accuracy obtained with respect to scale and all other control features. That our American civilization will have extensive postwar problems in such fields as economics, unemployment, and social adjustment is now well understood by all readers of the press and listeners to the radio. But precious little is heard from these sources regarding the impact of the war on education, though education is one of the fields where the effect of the war is going to be felt most-for youth is fighting the war. Unquestionably, serious educational problems will ;rise in the postwar period, challenging the best efforts of our educators. Most acute will be the problems at the college level of education, for it is this age group that will have had its educational process most thoroughly disrupted. The return of these students to our college and university campuses wiI1 bring about a new set of conditions which we might as well try to foresee and begin to prepare for now. To begin with, the average returning college student who has had his education interrupted by war service will certainly be more mature in both years and mental outlook, and possibly married. As a result he will want to finish his college education as quickly as possible. His natural action will be to shop around among the various schools of the country to see where he can get the most credit for work he has done or thinks he has done. It is just possible that what might impolitely be termed "dark - market" schools may arise to cater to his needs. These schools will not think of them- selves in this light, of course, but will be conscious only of a keen sympathy for the veteran student and an urgent desire to help him solve his pressing problems. A considerable number of American colleges are going to be pretty well impoverished before this present war is ended and unless some professional organization takes it upon itself to place this possible situation under supervision and regulation, we may well suffer a serious setback to the

It may surprise the learned metallurgists who read this paper to learn that, by a recent discovery, nails of good quality can be made at one operation, directly from the ore, at the rate of, say, sixty per minute for each operator. It should be stated, however, that the raw material referred to does not answer strictly the ordinary assayer's definition of' an ore. It is found, in strata of various thickness, in Harlem, N. Y., and other localities where the débris from restaurants and from sheet-metal factories of various kinds has been dumped. In other words, it is old and new tin-scrap—one of the few substances which this generation, mainly occupied in exhausting the accumulated resources of the past, seems to have laid up, by way of atonement, for the benefit of posterity. In speaking of this material as ore, we are simply looking forward, prophetically, to the time when our descendants may dig it. up and write learned papers for the American Institute of Mining Engineers upon the best methods of assaying and smelting it. At least such has seemed to be its destiny hitherto. It may fairly be said that the many attempts which have been made to utilize it by separating, through chemical or electrolytical processes, its two valuable constituents, metallic tin and first-class wroughtiron, have failed, either technicaljy or commercially. The reasons fur such failure need not here be discussed: Either the separation has been incomplete, the iron still retaining enough tin to spoil it for the sinking-fire, or other use short of re-melting (perhaps even for that), or the manipulations of the process have been too expensive to make its results profitable—or both. Meanwhile the great tin-scrap deposits have gone on growing faster than any other strata of our Post-Tertiary, Psychical Era; given up by metallurgists, not yet attacked by geologists, and explored only by that mining engineer of the transitional period, Gulielmus Caper. Before leaving these heaps of tin-scrap, however, to become mere mineral deposits for future ages, it may be well to consider a novel plan for their immediate utilization—novel, not only in its means, but in its principle. Consolidation Coal Co.'s Renton mine, a 680 000-t/y (750,000-stpy) underground operation located in western Pennsylvania, has reduced the time required for overcast construction in its advancing operations by adopting a prebolting technique followed by multiple blasting. In the past, the mine's overcasts had been excavated by the continuous mining machines used to advance the section. More recently, the overcasts were blasted down and then rebolted with a stoper drill. The new system, using a two-part combination bolt, has proven very successful in speeding up overall construction time and providing more positive horizontal control in blasting. The prebolting approach allows the roof to be blasted down and loaded out without the need for rebolting the shot-out area.

Environmental legislation, both existing and proposed, requires that mills, tailings dams, evaporation ponds, and related processing facilities be located, constructed, and operated within stringent guidelines. An early step in planning a new processing facility is performing a site selection study in which topographic, hydrologic, geotechnical, and environmental parameters are evaluated for several alternate sites. Once a site is selected, then an environmental report, including a description of the proposed action, alternatives, baseline surveys, and discussions of potential environmental impacts, mitigation measures and monitoring programs is required. The federal legislation, siting studies, and environmental studies (along with the implications of these as they affect design) are discussed. In addition, costs for performing these studies and implementing control of effluents are discussed.

Single crystal rods of cadmium collapse under uniaxial compression into peculiar kinks if the (0001) glide plane is nearly parallel to the axis of compression. In his report first describing this behavior, Orowan1 proposed that these "kink bands" do not develop entirely by ordinary gliding and twinning but by a special mechanism in which glide lamellae of uniform thickness snap abruptly to a tilted position that permits lattice continuity across the glide planes. He concluded that a portion of each boundary of a kink band consists of a plane (non-crystallo-graphic) which bisects the angle between the glide planes on the two sides of it, and along which the bending and the dislocations are concentrated. The data presented by Orowan seemed to us to be insuffcient to conclude that a wholly new mechanism of deformation was responsible for the kinks. Therefore, we have investigated zinc, which is hexagonal close-packed and has an axial ratio near to cadmium, to see whether similar bands are produced, and whether the ordinary mechanisms of glide, bend-gliding, twinning, and the formation of deformation bands can account for its mode of deformation. We find that kinks form profusely in zinc as shown in Fig 1. The structure of these kinks, reported below, seems to require no new mechanism for their explanation, but indicates that kink bands are a special form of deformation bands and develop gradually, solely from basal glide. A theory covering the formation and structure of the bands is presented in detail because it is seldom possible to study deformation bands under such simple conditions, yet many principles applying to these kinks should also apply to deformation bands in general. Experimental Procedures Single crystal rods of 2-3 mm diam and 10-15 cm length were grown by the Brideman technique from swaged wire of Horsehead Special zinc in un-coated pyrex tubes. Orientations of the rods were determined with an optical goniometer after cleaving the rods at liquid air temperature. Crystals of desired orientations were then selected and used as "seeds" to grow additional crystals approximately 4 ft in length from which all specimens were cut. The wires were compressed in two ways: in a simple hydraulic handpress —a "soft" machine—and in a Riehle hydraulic testing machine modified to produce very "stiff" action by the simple expedient of inserting lengths of steel bars at the sides of the zinc crystals between the compression plates. For metallographic examination, the specimens were mounted in sealing wax. THE first plans were made in 1930 for the mining by open-pit methods of the low-grade disseminated ore body now known as the Morenci open pit. It was not until 1937, however, that final plans were completed and the decision reached to go ahead with the actual development. Many advances were made in open-pit mining equipment during that period of seven years, therefore the ways and means of attack actually used were very different from those originally contemplated. Diesel-operated bulldozers, big trucks, full-revolving electric shovels and electric churn drills constitute the major equipment finally purchased for this modern stripping operation. Neither the bulldozers nor the big trucks were considered in the early operating plans, for at that time bulldozers had not been used in mining operations and the trucks as yet were undesigned. The full-revolving shovel and the churn drills were not new developments in open-pit equipment, but both had undergone remarkable manufacturing transition, emerging far more efficient and far more dependable than their predecessors. Even the ordinary drilling steel had been fundamentally changed. It was now threaded so that the dulled cutting bits could be detached and replaced, thus eliminating the costly transportation of long bars to the drill shop for resharpening. The decision to use trucks in the preliminary stripping operations was based on the desirability of this type of transportation to economically prepare the pit for rail haulage, coupled with the success that the contractors had had with them on other big excavation jobs. There are at present no plans for the use of trucks beyond the preliminary work, inasmuch as rail haulage will give lower costs after roadbeds and benches are once established. For many years to come, both ore and waste haulage will be over favorable grades. The average length of ore haul between the pit and an assembly yard will be about two miles. From there the crushers will be 1 1/3 miles with a connecting track grade of 0.4 per cent. The upper ore benches of the pit will be reached from the yard by a series of four switchbacks over a ruling grade of 4.0 per cent compensated for curvature. Tracks to the dumps will be on 0.2 per cent grades.

It is situated at College, near Fairbanks, Alaska, approximately on the 65th parallel of latitude, and therefore just south of the Arctic Circle. It is farther north than Hudson Bay, and in about the same latitude as southern Greenland.

Using the same experimental method previously described, the activity of sulfur in a number of quaternary and more complex liquid iron alloys at 1550oC is determined. OUR recent papers 1,2 have described new determinations of the activity of sulfur in Fe-S binary and Fe-S-j ternary solutions, but the practical applications of these data require the estimation of activity of sulfur in more complex systems. Previously, Sherman and chipman3 devised an approximate method for calculating the activity of sulfur in complex systems by summing the contributions to the logarithm of the activity coefficient of each element in the alloy. This procedure is more successful, as one of us has pointed out,4 when the concentration variable is taken as zs = ns/(nFe — nS t CLJ~ nj) rather than the conventional atom fraction x~ = nS/(nF, + nS + Enj). In the former definition, which is based on analogy to interstitial solutions, the value assigned to uj is normally +1 for metallic and -1 for nonmetallic elements." In addition, however, the effects of mutual interaction between alloying elements must be considered for the accurate estimation of the activity of sulfur in more complex systems. The purpose of this investigation has been to devise a more reliable method for estimating the activity coefficient of sulfur in nmIticomponent iron alloys. The measurements were carried out on some quaternary systems Fe-S-j-k for combinations of silicon, chromium, nickel, cobalt, molybdenum, and tungsten. Manganese was not included since the experimental method has been found unsatisfactory for volatile, sulfide-forming elements. The experimental method was the same in every detail as described previously. 1,2 The concentrations of sulfur, silicon, chromium, and copper in the quenched metals were determined by chemical analysis but those of nickel, cobalt, molybdenum, and tungsten were calculated from charged amounts. Iron sulfide was included in the charges in amounts estimated to furnish approximately the final sulfur content. CALCULATION W2 have shown2 that when zs and zj are the concentration variables in a ternary Fe-S-j solution the logarithm of the activity coefficient S = a~/zg is a linear function of the variables as and aj defined as follows:

DEGOLYER, our new president, though a petroleum geologist by profession, has always s been associated with mining, for soon after his birth at Greensburg, Kan., on Oct. 9, 1886, his parents moved to Joplin, and when he went, in the course of time, to the University of Oklahoma, he intended to follow his course there with another at a mining school. He became a field assistant in the U. S. Geo-logical Survey, however, while still an undergradu-ate, and after field experi- ence in Montana, Wyoming, North Dakota, Colorado and Oklahoma, he went to Mexico as geologist for the Mexican Eagle Oil Co. This was in 1909, and as a result he was unable to complete his work for his degree until 1911. In Mexico, he located the Potrero de Llaño No. 4, one of the world's largest oil wells, and also the dis- covery well in the Naran- jos pool; and the Colorado School of Mines conferred the honorary degree of : Doctor of Science on him in 1925. On his return from Mexico, he engaged in the consulting business, specializing in financial ap- praisement, the Union and Marland companies being among his clients. In 1919, he organized the Amerada Petroleum Co., with the backing of Lord Cowdray. Last year, control of the company was purchased by an American group, headed by Dillon, Read and Co. Mr. DeGolyer is n o w president of the company. He is also vice-president and general manager of the Rycade Corp, the Rycade Oil Corp., and president of the Geophysical Re-search search Corp. The l a t t e r represents the practical appli-cation of his inter-est in the use of the torsion balance in the locating of salt domes, in which he has pioneered, the Nash dome being the first oil field in America actually brought into production by these methods.

THE widespread occurrence of manganese in low grade oxide and carbonate ores not amenable to mechanical concentration has led to extensive investigations of hydrometallurgical methods for producing a pure manganese compound suitable for further treatment. Manganese carbonate is the preferable compound. This product when fully crystalline and of not too fine crystal size is easily filtrable and stable in air. It can be converted to other compounds such as the oxides by heating in air or can be reacted with acids for producing salts. A useful hydrometallurgical process must produce relatively concentrated solutions that can be purified easily, reagents must be cyclically used, and heat requirements must be small. Neither the ammonium sulphate nor sulphur dioxide leaching processes that have been tested extensively fulfill these 'requirements. Other hereto-fore proposed processes have obvious limitations and have not been tried on a large scale. The present process is based on the discovery by the writer of a new group of aqueous manganese-ammonia complex solutions highly concentrated in ammonia, which permit rapid solution of manganous oxide to concentrations of 80 to 100 g Mn per liter and from which a fully crystalline, easily filterable manganese carbonate is precipitated by the addition of carbon dioxide and partial ammonia removal. Although the process may be carried out with many ammonium salts, commercial advantages dictate the use of ammonium carbamate, which is obtained when CO2 is passed into concentrated aqueous solutions of ammonia. If the carbamate is used, the only reagents, ammonia and C02, are volatile and may therefore be recovered from solutions and residues by heating, thus eliminating washing and extensive evaporation. Impurities are controlled easily as most metal oxides are either insoluble in the lixiviant or fail to precipitate with the manganese carbonate. Others are controlled by sulphide addition. The process has been tested extensively on a small scale on a wide variety of ores; including Three Kids, Artillery Peak, Cuyuna, and Chamberlain; as repre-
