The National Mine Health and Safety Academy near Beckley, W. Va., is dedicated to reducing accidents and improving health conditions in the mining industry through education and training. Though this basic mission remains unchanged, the Academy now serves a much broader mining community than it did when established in the late 1960s. From its original emphasis on training federal coal, metal, and nonmetal mine safety inspectors, the Academy has expanded its programs to reach mining industry and labor representatives, state agency employees, and university students taking mining-related courses. The Academy's resident programs, short courses, seminars, and continuing education courses cover a wide range of subjects and various experience levels, but all have been developed with one idea in mind - to reduce accidents and health hazards through education and training of the widest possible audience.

AT the time flotation appeared upon the metallurgical horizon in Arizona, the writer, under the direction of Dr. Ricketts, was engaged in remodeling and enlarging the No. 6 Concentration Plant of the Arizona Copper Co. at Morenci, and the work had been in progress nearly a year before the Inspiration experiments with flotation had disclosed the revolution in concentration that was at that timè impending. The simplified flowsheet worked out for the remodeling of the Morenci plant had been based upon the removal of the freed metal in a minimum number of stages by treatment upon tables equipped with Butchart riffles, the latter being adapted to accomplish both classification of feed and removal of the metal at one operation, substantially as described in my previous paper.1 The scheme of treatment for the slime was based upon the well-known fact that after copper sulphides, such as chalcocite and chalcopyrite, etc., are reduced to a certain extremely fine state of comminution they are definitely beyond the reach of separation upon any of the concentrating devices then known. By using drag-belt classifiers (which served as conveyors as well as separators), the overflow would be of the usual "slimes" class. Experiment had shown that when these drag-belt overflows were, properly diluted (that is, to about 5 to 7 per cent. solids in the feed under treatment) . the very fine sand, and especially the very fine but still granular sulphide particle's, would, if given a short distance to fall, quickly settle out in prime condition to yield an excellent recovery on vanners; a further valuable feature would be that the very fine non-separable final overflow tonnage might be discharged direct to tailing, thus conserving space requirements so as to permit within the old building, without embarrass-ment, the increase of capacity required.

No important producing developments took place in Colombia during the year 1928. This was at least partly due to the paralysis of operations by the passage, during the latter part of 1927, of a law which was regarded by the oil companies as confiscatory and unjust, and the promulgation of exceedingly stringent regulations of this law under decree No. 150, published Jan. 28, 1928. This decree, which contained 24 articles, practically prevented not only producing operations by the oil companies but even such activities as geological explorations and surveying, as severe fines were imposed for the possession of maps not registered with the Ministry of Industries. Both this regulatory decree and the law were subject to attack in the courts by several of the oil companies. The regulatory decree was suspended May 22 by Presidential proclamation, until the suits against it are decided by the Supreme Court and Council of State. Though another law was introduced into the Colombian Congress at a later date, no action was taken on it, and at the time of the writing of this paper, it would appear that no oil bill will pass the Colombian Congress during the present session. The Barco concession, which was revoked in February, 1926, still continues an unsettled matter, although there have been rumors that the government was attempting to come to some decision on this rather difficult question. A hopeful sign toward the close of the year was the settlement of negotiations with the Tropical Oil Co. over the acceptance of the payment for royalties due the government from that company. This settlement, which covered a royalty on crude oil produced from June 30, 1926 to June 30, 1928, represented a cash payment for approximately 3,000,000 barrels. It is to be hoped that during the coming year the Colombian government will see its way clear to clarify its position on petroleum legislation. A good augury for the future was the statement made by President Abadia Mendez on New Year's Day, in which he courageously admitted the errors of previous legislation and said, regarding oil, "Very soon

Core analysis is a recent development in the field of petroleum technology. The earliest work on this subject was done in connection with evaluating and planning secondary oil recovery by water-flooding. Present-day analysis of sands of flush fields requires new and independent interpretations of the data provided by cored material. Particular attention is being paid to the development of rapid, routine methods for measuring physical characteristics of sandstone, such as permeability, porosity and grain size, as well as the sand's fluid content. Permeability may be defined as the fluid-passing capacity of a rock. For a sandstone to be permeable it must be possible to pass a measurable quantity of fluid through the material in a finite period of time. The common unit of permeability is the darcy, which may be defined as the rate of viscous flow, in milliliters per second, of a fluid of one centipoise viscosity through a porous medium having a cross section of one square centimeter, under a pressure gradient of one atmosphere (76.0 cm. Hg) per centimeter.' For convenience the subunit millidarcy, or one-thousandth darcy, is often used. Porosity is defined as the fluid-containing capacity of a rock and is usually expressed as a percentage ratio of the total pore volume to the rock or bulk volume. Since measurement of only the effective or communicating pore volume is often made, porosities are distinguished as total or effective.2,3 Net effective porosity is defined as the net pore volume available for oil and gas. Oil and water content of sand is measured and expressed either as the percentage saturation of the total pores or of the bulk rock. The oil content may also be expressed as the percentage saturation of the net effective pores. Present indications are that the Fourth National Exposition of Chemical Industries, to be held in Grand Central Palace, New York, Sept. 23 to 28, will be the greatest exhibition of its kind ever held. Preparations are well under way and the advisory committee is working hard to make, every department of the affair a success. Men prominent in the chemical and allied industries will speak on subjects vital to present conditions and needs. Dr. C. H. Herty, and Dr. G. W. Thompson, President of the American Institute of Chemical Engineers, are to make opening addresses. F. J. Tone, President of the American Electrochemical Society; Dr. W. H. Nichols, President of the American Chemical Society, and several others, are expected to make addresses also. Prof. Joseph W. Richards will speak on : ?Ferro-alloys of silicon, tungsten, uranium, vanadium, molybdenum, and titanium." Theodore Swann, President of the Southern Manganese Corporation will speak on "Ferro-manganese." The program for the exposition is in active preparation. There will be a series of symposiums on the "Development of Chemical Industries in the United States, notably since July, 1914." Among other topics for consideration is that of potash development; C. A. Higgins, of the Hercules Powder Company, will speak of the operations of that company in the recovery of potash from kelp; Linn Bradley, of the Research Corporation, on its recovery from cement dust, and other sources, by electrical precipitation. Other symposiums will be devoted to chemical engineering, acids, industrial organic chemistry, the ceramic industries, and the metal industries. Among the speakers are: A. PRIOR to the development of the bulk-oil carrier, practically all transportation of oil was in barrels and in cans contained in wooden cases; the latter was known as case oil. In the year 1885, approximately two hundred million gallons of petroleum were exported from this country in barrels and about one and three-quarter millions in bulk; less than twelve years later, the shipment in barrels had decreased to nearly one and three-quarter million gallons, while the transport of bulk oil had increased to four hundred eighty-four million gallons. The first modern tanker, the "Glückauf," was built in England in 1886. Her hull, which was 300 ft. long, was divided into compartments by transverse bulk-heads, these compartments being divided by longitu-dinal center-line bulkheads extending throughout the oil spaces. There was a pump room forward of the boiler room, thus providing a cofferdam or safety space. Between the main and upper decks, a narrow trunk extended the full length of the' oil spaces, the trans-verse and longitudinal bulkheads being carried to the upper deck. This allowed for the expansion of the oil from a rise in temperature, and if the tank below the main deck was kept full, the danger of the oil moving with the roll and pitch of the vessel was considerably reduced. Spaces for the carriage of light oil were provided on each side of the vessel outboard of the expansion trunk, while water ballast was carried under the machinery compartments fore and aft. Although vessels previously had been built to carry oil next to the skin of the ship, it is claimed that the "Glückauf" was the first one constructed on the new principle outlined.

The design of the plant facilities together with the necessary equipment required for the operation is at an optimum only for the specified plant with its peculiar priorities and preferences. Because many alternatives in design are possible to suit a particular plant, each plant designer and contractor must choose carefully in the selection of the site, design and choice of materials of construction, as well as the type of equipment necessary for the process. Basic factors as efficiency, dependability, simplicity, and safety must be considered early in the construction; while the choice of equipment, materials of construction, possible corrosion problems, automation, maintenance, effluents disposal and tailings dam construction can greatly affect the plant costs. While existing plants are in operation, the know-how gained from the operating experience of those plants can be invaluable in the new plant planning, design, and construction.

Dick Hunt is known for having said, "Ore bodies are found but mines are made." This was certainly true of the Ertsberg-it was stumbled upon, literally, by a group of mountain climbers, but to develop it into a mine took 12 years of concerted effort. For more than a century, explorers had attempted to penetrate the jungles of New Guinea and climb the snow-covered Mt. Carstensz, named for a Dutch navigator who first saw it in 1620. But the first to succeed was the Colijn expedition which reached the 5030-m (16,500-ft) pinnacle in December 1936 after starting out from the south coast57 days earlier. Members of that expedition were A. H. Colijn and Jean Jacques Dozy, employees of Shell Oil Co., and Lt. Wissel, a pilot in the Royal Dutch Navy.

Sulfide mineral flotation has been applied to all naturally occurring sulfides and several synthetics. Of even more importance is the fact that economic separations are now being made between sulfides of essentially all the different metals. The variety of methods and minerals involved in such practice make it difficult to characterize them except in terms of general factors which influence the practices used. Ore grade and mineral composition are the major factors determining the processing method and the extent to which processing must be carried to achieve optimum economic return for a given ore. Since the choice of treatment is also affected by such factors as mine location, shipping charges, smelter schedules, each ore is a separate problem even though mineralization may be similar; The dissemination of minerals in the ore naturally determines the fineness of grind required for liberation. However, since grinding costs are a major part of most milling costs, emphasis has been placed on means of rejecting gangue minerals at the coarsest size possible. This has led to increased flotation of middling products or bulk concentrates for subsequent regrind and retreatment. Reagent development has also played an important part in present plant practice. Relatively few new frothers and collectors have found application during the past 25 years and many have disappeared. In general practice, re- agent combination choice is now fairly consistent with the type of collector being chosen on the basis of the mineral to be floated, the frother on the basis of pulp alkalinity, and the modifiers primarily on the basis of minerals to be rejected. REPRESENTATIVE FLOTATION PLANTS The milling operations described in this chapter have been selected primarily to illustrate these differences in ores and processing methods for the major types of ore minerals. The compositions of these minerals are shown in Table 1. These concentrators were chosen as representatives, both on the basis of geographic location and mineral content of the ore treated. At least one mill is included from each of the major producers, but the primary object was to show the practice employed for the various ore minerals and the different approaches to the middling problems encountered. The individual plants which have contributed data to this study are listed in Table 2, with a summary of their operating data, and are discussed in the order shown.

Compressed by steel jaws in perfect contact, they developed smooth "release cracks" during release of the pressure, caused by the formation of local tensile stresses during the release of the pressure. All these cracks were parallel to the pressure. A Microflash photograph of a disintegrating specimen under sufficient pressure reveals a network of fractures roughly normal to each other, also "release cracks" and a disintegration cloud. The Griffith theory is amended to account for the formation of a first crack. A new theory, based on the theory of thermal agitation and wave propagation, is proposed to account for the progress, velocity and forking of cracks. The network of fractures is shown to have been caused by reflection at a free boundary of pressure pulses emanating from a first crack. Postulating equal distribution of energy in the pulses emitted on either side by a crack in particles, the smaller fragments are shown to continue fracturing preferentially while some of the coarser fragments remain as residual pieces. As comminution of the smaller fragments proceeds, the solid is reduced to a collection of residual particles of smaller and smaller sizes, accounting for the disintegration cloud. Experimental Procedure Apparatus A crushing device was built, consisting of a steel frame and two polished, hardened steel jaws to crush plate-glass samples. This device was placed between the plates of a hydraulic press (Fig. I). For centering the pressure, the upper jaw was guided vertically and provided with a rounded top. Later it was replaced by a steel jaw ground out of a 2½-in. steel ball, the lower surface being ground to an optical flat (Fig. 2). Four rollers were used to eliminate side thrust. Screws and centering blocks served to center the specimen in the crushing device. Hard steel shims placed under the shoulder of the upper jaw limited the "follow through'' of the jaw after failure of the specimen. Stress distribution was first examined with a polariscope mounted on an optical bench, using monochromatic light. THE GROUND now being worked by the Fairbanks Exploration Co., near Fairbanks, Alaska, has been known to be gold bearing since 1901. In the early days it was worked by drift mining and other small-scale methods. In 1922, Hammond started prospecting the gold-bearing ground and obtaining options on the properties desired. Two years later the present Fairbanks Exploration Co. started taking up the options, and preparing to exploit the ground. For the prospect drilling Keystone drills were used, with holes at the points of equilateral triangles 600 ft. apart. Holes were also put down more closely spaced to determine the limits of dredging ground. In the first drilling casing was used to the bottom of the holes, but in later work the casing was put down only to the bottom of the thawed ground, and the rest of the hole put down without casing. The gold content was determined by panning, each 2 ft. of depth being determined separately. Where no casing was used the size of the hole was determined by using water to measure its volume. The greatest concentration of gold occurs at or near bedrock. All the gold-bearing streams head in one big dome. Gold, however, is not found clear to the head of the creeks, the pay being first found some distance downstream from the head.

ONLY a few small pools of oil were found in West Virginia during 1924. The price of oil was so low that there was no incentive for active effort toward the discovery of new pools or the exploitation of reasonably certain productive areas. At present, several encouraging edge-pool developments are being held in reserve in the hope that a more favorable market is not far distant. In the old pools, wells are being carefully tended; there being little tendency toward abandonment. even in cases where production is temporarily unprofitable. In natural gas, however, the total value of which at the well mouth is now more than that of oil, the year has been busy and profitable. , The decline of old pools, together with the increasing demand, has caused the large operators who carry their gas to the consumer to make great efforts to preserve or increase the rate of production; while the small operators, who sell their product to the large companies at the well mouth, have been stimulated toward the same effort by more favorable prices. These conditions brought about the completion of a greater number .of gas wells in 1924 than in 1923. Few pools of gas have been discovered during the year, the principal production having been obtained in old areas and in the unusually large new territory that was revealed as potentially productive by the drilling of 1923. Some of these latter areas are still without pipelines but definite plans for getting most of this gas are now being executed.

THE 144th* meeting of the American Institute of Mining and Metallurgical Engineers was held in New York, Feb. 18 to 21, 1935. It consisted of the annual business meeting, 45 technical sessions at which 216 papers were presented (approximately the same number of sessions and papers as at the previous annual meeting), two sessions of the Board of Directors, three meetings of Section delegates, two formal lectures and two addresses, luncheon Monday, Tuesday and Wednesday for members and guests, six group dinners and eight group luncheons, ten committee meetings, the annual reception and dinner dance, an informal dance, a smoker-dinner and the annual meeting of the Woman's Auxiliary. Attendance was generally greater than for the two preceding meetings; the statistics follow (figures are in the order 1935-1934-1933); total registration, 1609-1534-1475; dinner dance, 577-543-426; dinner-smoker, 490-425-394; informal dance, 279-295-250; women's registration, 179-160-133; general luncheons, 1132-1034-734. The Coal Division held two general sessions on Monday and a symposium on coal-mine ventilation on Tuesday morning. The Committee on Bituminous Planning, Edward Steidle, chairman, presented a report at the Monday morning session. C. B. Huntress, President of Appalachian Coals, Inc., was the principal speaker at the luncheon on Monday, at which Eli T. Conner, Chairman of the Division, presided. Mr. Huntress was preceded by Howard N. Eavenson, President of the Institute, who spoke briefly. The Sectional Committee on Classification of Coal met Wednesday afternoon. A feature of the meeting concerning three Divisions-Iron and Steel, Institute of Metals, Petroleum-was the symposium on Use of Metals in the Petroleum Industry, Thursday morning and afternoon. Five of the papers presented at this symposium have been published in METALS TECHNOLOGY'. Another feature, of general interest, was the Tuesday morning session in the Auditorium, devoted to Federal Government and Mineral Industries. Dr. C. K. Leith delivered the principal address, on "A, Mineral Policy for the United. States." . During the past four years I have had occasion to make quite extensive use of steel castings in the manufacture of testing-machines and large scales for Messrs. Fairbanks & Co. The failure of some of these' castings at stresses much below those which were claimed for them by the makers, induced me to institute a series of experiments to determine the actual constructive value of the steel castings now to be obtained in this country. The art of steel-casting is rapidly improving, almost every issue of the scientific press bringing accounts of some new development; consequently, the results of the following experiments are only exponents of the value of steel castings as at present made. In order to make the examination as thorough as possible, ten sets of patterns were made and forwarded to as many different firms in the country who advertised to make steel castings. The first part of the accompanying table gives a list of these manufactures, together with the price per pound. The order accompanying the patterns simply requested the manufacturer to supply two castings from each pattern of his ordinary product of steel. These castings were sent to me and paid for in the usual manner, so that it is probable that the samples fairly represent the quality of the average of steel castings, and are free from the suspicion of being "special runs."
