Tsumeb has added a chapter to its absorbing history with the beginning of copper smelting operations this month. This development will be followed shortly by another one when lead smelting and refining plants go on the line next year. In our own milieu these events would be common- place enough (although a new lead smelter certainly would be cause for wonder), but in the sparsely settled remote regions of northern South West Africa they are a dramatic industrial expansion. They are also, however, a sound businesslike extension of policies which have marked the tenure of Tsumeb Corp. Ltd. The historical data given in Table I are a drab listing of factual bones without the corporeal splendor which should surround the denouement of the Tsumeb bonanza. When Sir Francis Galton traversed the country, his was an expedition which was in keeping with the then blooming era of heroic explorations. The Otavi highlands in the interior were unexplored and the reception of the natives uncertain. While the exploratory work was in progress during the turn of the century the Hottentots and Hereros were successively in open bloody rebellion. The suppression of these uprisings, particularly the Hereros, by German soldiers so decimated the tribes that a labor shortage ensued for many years, hampering the development of the colony. To these troubles may be added difficulties In obtaining mining supplies. However, there should have been no shortage of meat from wild game judging by conditions prevailing even today.

THE technique developed by Duwez, Willens and Kle-ment' for rapid solidification of molten alloys in small quantities by ejecting them on to a highly conducting substrate with the aid of a shock wave has come to be known as "liquid quenching" or "splat cooling" in literature and has already been applied to alloys of many binary systems.' The very high cooling rates of the order of l060 to 1080 per sec obtained in this technique and the consequent drastic undercooling of the melt have led to such striking results as formation of new amorphous and crystalline metastable phases and extension of solid-solubility limits in many alloy systems. The cooling rates in these experiments can, however, be neither accurately measured nor effectively controlled and hence the occurrence of either more than one metastable phase or appreciable differences in constitution in splat-cooled alloys of the same composition cannot be ruled out.3 In fact, workers in two laboratories have reported formation of two different cubic metastable phases in liquid-quenched Au-Si alloys containing 17 to 20 at. pct si.4,5 The present note deals with some new and interesting results obtained in a Ag-21 at. pct Ge alloy and a Au-27 at. pct Ge alloy subjected to the liquid-quenching treatment at different cooling rates. Two alloys of nearly the same composition had earlier been rapidly solidified by the standard "gun technique" in the same laboratory and shown to solidify in nonequilibrium structures, viz., an hcp phase (a = 2.987Å;c =4.718Å) in the Ag-Ge system6,7 and both hcp (a = 2.885Å; c = 4.754Å) and tetragonal (a = 11.627A; c = 22.491Å) phases in the Au-Ge system.3 Apart from different substrates (copper and stainless steel), different melt temperatures (50º to 500°C above the liquidus), and different capillary sizes (0.4 to 1.5 mm diam) in the "gun technique", slower cooling rates of the order of l050C per sec were also obtained in the present work by replacing the substrate by water at room temperature in a modification of the technique due to Olsen and Hultgren.8 No attempt was made to measure the cooling rate in any experiment. The products varied from fine powder (>40 pct by wt—200 mesh) obtained by quenching in water to thin flakes and foils (11.0 sq mm to 4.0 sq cm) produced by splat cooling. They were subjected to the Debye-Scherrer method of X-ray examination in each case. In case of the Ag-Ge alloy, in addition to the expected metastable hcp phase,6 a coexistent tetragonal phase (a = 5.093,Å; c = 7.009Å) was detected in some experiments. Eight weak X-ray reflections from this phase could be identified, two of them being the same as reported earlier.7 With increase in the cooling rate, the dominant hcp phase seems to be first accompanied by traces of silver or germanium and then either homogeneous or mixed with traces of this new tetragonal phase. The splat-cooled Au-Ge alloy showed generally the expected hcp and tetragonal phases,3 but sometimes traces of germanium were also present. DURING the last week in April, cards were sent out from New York to Institute members affiliated with the Mining, Geology, and Geophysics Div. The cards requested recipients to indicate their main technical interest, within the division, i.e., mining, or geology, or geophysics. The reason for the cards is simple. Within the Institute more than 8000 have expressed either primary or secondary interest in this division. However, there is no way to determine the technical association stimulating this interest.

T HE new Secretary of the Institute has been asked to address the members through the medium of MINING .AND METALLURGY, and it is perhaps well that he should do this at the first opportunity after his election. The duty of the Secretary, as the present incumbent understands it, is that of attempting to carry on the functions of the Institute in a manner that 'will tend to make it serve its most useful purpose. What is its most useful purpose or purposes? This was concisely answered by Dr. Joseph W. Richards in the June issue of MINING AND METALLURGY under the title "Why is the Institute?" And yet its most useful purposes are not 'fixed ideals or definitely determined things, they vary from year to year, changing with the development of the nation, conforming to needs and anticipating future requirements. Many men of many minds cannot always see eye to eye. The ideas or ideals of one may seem trivial to another, an obvious necessity to one is an entirely useless activity to the minds of others. A number of the activities upon which the Institute is now engaged might have been looked won, a few years since, as uncalled for, unnecessary, and un- desirable. The participation in public affairs was one of these questions. The publication of three volumes in one year may have been a questionable thing to do, but it was an achievement. A monthly magazine that will pay for itself by carrying the Institute's message to its members has its detractors, and yet to many members it seems one of those things that are quite worthwhile. Fortunately, we have a large membership, and fortunately the majority of an intelligent body of such size is apt to have in common many ideas that are right and proper. In the early fall of 1925, the writer was conducting, in the Ledoux and Co. laboratory, New York, experiments directed toward ascertaining the effect on its impurity content when cathode copper was subjected to a current of various gases at an elevated temperature below the melting point. The apparatus consisted of a vertical I-in. dia. silica tube about 12 in. long, heated on the outside. The cathodes were broken to pass 3/8-in. mesh, and a current of various different gases was passed up through a 4-in. long column of these loose cathode particles in the vertical tube furnace. Temperature was maintained to 1500º to 1600ºF. and the gas treatments lasted from 3 to 6 hr. The writer observed that whenever reducing gas (H2 or CO) was used, these cathode particles stuck together at points of contact with each other. The cohesion was so marked and tenacious that an examination was made of the fractured surfaces, when cathode particles were broken from the cluster. Crystal growth was always found to have taken place across the surfaces where separate particles were in contact, but only after all oxides, sulphates, etc., had been completely removed. The idea of a possible new process was then conceived and was disclosed to A. M. Smoot (V. P. Ledoux and Co.) with intent to obtain his views. The first conception as given Smoot was "to gas-clean broken cathodes, put them in an extrusion press, solidify and extrude them at around 1500ºF." Smoot's reaction, after a few moments considera- tion, was, "It looks perfectly all right to me.'' The writer and his assistants, W. H. Osborn and H. H. Stout, Jr., after conferring as to ways and means, decided to go ahead with preliminary laboratory experiments, which, it was thought, would move the new process from the possible to the probable. This program followed a course indicated by three basic considerations: 1. Since brittle cathodes were often unintentionally produced, it seemed probable that the laws controlling this type of deposition could be ascertained. 2. We had already proved the gas-cleaning feature. 3. There remained to prove: whether a sound, homogeneous metal billet could be produced with crystal growth established over the entire surface of each individual particle in the billet; and, if so, what would be the physical properties? Osborn arranged with Columbia University for conducting experiments in its research laboratory to prove or disprove the third item; Columbia assigned C. A. Phillipi, Jr. to assist in the project. A press with a cylinder 2 in. high and of I-in. dia. was used. It was surrouilded and heated by a resistance coil 01 Nichrome wire. Broken tough cathodes were used. Experimental Procedure The first run took place March 18, 1926. The resistance wire gave out when temperature of 1000ºF. was obtained. THE CHAIRMAN (G. C. STONE, New York, N. Y.).-It is a matter of history that the smelting of zinc ore in, a reverberatory furnace was the first process used in this country for making oxide of zinc, and it was abandoned for three reasons: it was very expensive, the recovery was, very poor, and the color of the oxide was worse. It is probable, however, that the Anaconda company is working in a totally different way. While Mr. Ingalls does not say so, my own suspicion is that they are using coal-dust firing, very much as they do in the copper furnaces, and by that method there is much more chance of getting good recovery.

PLANS for the World's Engineering Congress in Japan are rapidly taking shape. The Congress itself will be held in Tokyo in the week beginning Oct. 30, and will be followed by a second week of short excursions to points of interest, and this, in turn, by a two weeks' excursion through the Inland Sea and to Manchuria. Aside from the time each may desire to spend in Japan, from 30 to 42 days, according to route, must be allowed for travel from New York to Tokyo and return, with correspondingly' shorter time from intermediate points. C. W. WASHBURNE, New York, N. Y. (communication to the Secretary *).-We are indebted to Mr. Pack for his detailed description of a rapid method of estimating the oil reserves in large fields. Although his method will give only a rough approximation of the reserves, nevertheless it is much more reliable than the saturation method. The saturation method should not be used when any other method is available. The paper describes a generalized method, which is especially useful in estimating the total resources of a Nation or State. Properly it is a method of estimating the oil that can be extracted by common methods within a given period of time. It does not account for

GEOLOGISTS who are acquainted with the mines of northeastern Mexico realize that the most important lead-silver replacement deposits of the province are confined to a single formation. But since the formation is several hundred meters thick, the author has determined the relative position of the lead mantos in the belief that this information will prove useful in the search for new mines. This article describes the stratigraphic location of lead-silver replacement deposits known in several mines situated in a region comprising part of the states of Coahuila and Nuevo Leon. The area studied extends for 200 km* (125 miles) from east to west and 70 km (45 miles) north to south.

The plant, animal, and mineral arts and sciences are interrelated, interdependent, equally distinctive subject-matter fields. The artificial, erroneous, and popular idea that minerals occur in great storehouses in nature's treasure room to be removed at will at fabulous profits is about as correct as the assumption that the farmer's life is one of ease in which the crops spring miraculously from the ground. However, both of these fundament-a1 industries, mining and agriculture, have much in common. The extraction of minerals from the ground and the extraction of plants from the soil for immediate use, or conversion to meat, are fundamental activities and subject to many common economic laws. In other words, in many important basic concepts there is little difference between surface and subsurface crops. The farmer owner working the surface of the earth and the owner of a fraction of the oil or coal rights in the subsurface, from which a small yearly income is derived, are interested in the best management of the land for the mutual benefit of all concerned. Therefore, it is essential that in any planning or political action intended to create a new scheme of things, it should be remembered that one plan must fit all sources of primary wealth, whether coal or wheat, petroleum or milk, iron ore or beef.1 And what basic economic difference is there in the processing of a gallon of petroleum and a bushel of corn?

GEORGE F. BECKER Dr. George Ferdinand Becker, notice of- whose death appeared in the May Bulletin, was born in New York City Jan. 5, 1847, the son of Alexander Christian Becker, member of a Danish family, and Sarah Cary Tuckernian Becker of Boston. Dr. Becker was the last member of the group of distinguished geologists who, in 1879, were associated with Clarence King at the time of the organization of the United States Geological Survey. He was a leader in mining geology and geophysics, and for many years had been the chief of the Division of Chemical and Physical Research in the Geological Survey, and the investigations under his direction led to the establishment of the Geophysical Laboratory of the Carnegie Institution of Washington. Dr. Becker was a graduate of Harvard University and received the degree of Doctor of Philosophy at Heidelberg, and in 1871 passed the final examinations at the Royal School of Mines in Berlin. He was for four years an instructor of mining and metallurgy in the University of California, from which he went to the United States Geological Survey. In 1896 he examined the gold and diamond mines f South Africa and at the time of the Spanish-American War was detailed to serve as geologist on the staff of General Bell with the army in the Philippine Islands. He died at his hone in Washington, D. C., on Apr. 20'.1

For some years past, those interested in the development of the increasingly important mining industry of Canada, havc urged the adoptioi~ by the Dominion Parliament of a federal mining-law, which would have the force and stability of statutory enactment. At present, placer-mining in the Yukon Territory is governed by the Yukon Placer Mining Act. All other mining under federal jurisdiction is governed by Orders in Council and Ministerial Iiegulations. In the earlier stages of development, it is perhaps a matter of neces~ity that these important matters should be so dealt with; but it is now felt that the time has come when mining-rights in the extensive regions under federal control should be put on a permanent basis, and that any changes required from timc to time should be made only after full and open discu~sioii in Parliament. A short sketch will suffice to indicate how vast and varied the interests affected really are. When the Dominion of Canada mas constituted by the Inlperial Statute known as the British North America Act of 1867 (which into force by proclamation on July 1 of that year), it comprised only the present Provinces of Ontario, Quebec, Nora Scotia, and New Brunswick; but provision was made for the inclusion of Newfoundland, Prince Edward Island, British Columbia, Rupert's Land, and the North West Territories. ThE following chronology presents the history of lead-mining in the United States in a brief form and is a useful reference in connection with the statistics of production: 1621.. Lead was mined and smelted near Falling Creek, Va., to supply the local demand for bullets and shot. This was the first mining and .smelting of lead in what is now the United States. 1632. In a report made on the minerals of New England, lead-ore is mentioned. (Bishop, I., 470.) 1650. Supposed beginning of mining by Jesuits in Pima county, Ariz. 1651. Grant of lead-mine at Middletown, Conn., to Gov. John Winthrop. 1682. Lead-ore supposed to have been discovered in Wisconsin by Nicholas Perrot. (K. D. Irving, Mineral Resources of Wisconsin, Trans., viii., 498.) 1700 Discovery of lead in Missouri by Penicaut, one of Le Sueur's party. Tile same expedition discovered lead near the southern boundary of Wisconsin in August of the same year. 1712. Grant by Louis XIV. of the Crozat patents, with special privileges respecting the discovery and operation of mines in the then territory of Louisiana. Little or no mining was done under this patent until about 1720. 1717. Transfer of Crozat patents to the Mississippi Co., promoted by John Law, which prepared for active mining. 1719. Twelve Directors, the Secretary, and ten guests were present. It was unanimously resolved that the sense of this body is that the name of the Institute should be changed to American Institute of Mining and Metallurgical Engineers. Messrs. J. W. Richards and Bradley Stoughton were appointed a committee to formulate the necessary steps for bringing the matter to a vote. The committee in charge of the New York meeting, with Allen Rogers, Chairman, was appointed. The rules of the American Engineering Standards Committee were approved. The Bulletin was presented to the Springfield Arsenal. The sum of $250 was appropriated to the Southern California Section. The By-laws were changed to increase the Secretary's cash from $500 to $1000. The report of the Treasurer was accepted. Sixty-eight members, thirteen associates, and forty-eight junior associates were elected. Four members were reinstated. The resignations of seven members were accepted. Thirteen members on active duty at the front had their dues remitted. Upon the recommendation of the Finance Committee, it was resolved that the clues of any members who have attained the age of seventy (70) years and have been members for a continuous period of at least thirty (30) years shall be remitted.

The School of Mineral Industries is dedicated to education in mineral conservation and research by which the means may be found to make conservation effective. This includes diligent search for mineral truths and the energetic discovery, complete recovery, and maximum utilization of irreplaceable mineral resources. Standards of living depend upon two factors: human resources-intelligence, imagination, initiative, know-how, work; and natural resources-plants, animals, and minerals, including water, air, soil, heat and light from the sun, and all other such resources that are useful to man. Human relationships have not kept pace with scientific achievement; as a result man, in desperation, wittingly, premeditatively sacrifices freedom for security. Many natural resources, through overproduction, mismanagement, and greed, have definitely moved over into the exhausted or exhaustible category. The United States cannot maintain present standards of living on an agricultural economy alone, and serious harm can ensue if there are marked disproportions in numbers and relationships between city and rural populations. The most materialistic New Yorker must see virtue in bucolic loveliness. The United States is rated wasteful and inconsistent most of the time. It does not make sense to dole out through the keyhole what a wage earner can bring through the open door; to raise wages to lower the cost

The useful minerals can be subdivided into two large groups. One comprises those which are mined because of their chemical composition. They represent the natural resources of certain materials or of energy (coal). The second group is used not because of their chemical composition but because of certain physical properties or combinations of physical properties. A large number of minerals are mined because of their hardness, their electrical and thermal properties, their color or plasticity. There has been increasing recognition of the value of mineral synthesis during the past 30 years. This is illustrated by the development of improved aircraft spark plugs and chemical porcelain about the time of the first World War. During World War II the impact of crystal chemistry upon ceramics became most pronounced. New ceramic bodies were tailor-made, such as those designed with a high dielectric constant and low power loss, for use in high-voltage, high-frequency communication. In the field of refractories special materials were needed for unusual heat-resisting service in jet and rocket engines, and in the processing of fissionable materials. The synthesis of natural minerals in the laboratory has long been of aid to geologists and mineralogists in their study of the origin of minerals and physico-chemical conditions under which certain minerals were

CONSIDERABLE work has been done in developing a pyrometer to measure the temperature of molten brasses, bronzes, and aluminum in the crucible. On account of the high melting points and the amount of zinc and sulfurous fumes given off from molten brasses, the conditions are somewhat severe for a thermocouple of standard design; but satisfactory results are obtained with a portable pyrometer, 3 ft. (0.9 m.) of connecting lead wire, and a special 5-ft. nickel-nickel chromium thermocouple, composed of rods ¼ in. (6.35 mm.) in diameter. The lower 12 or 24 in., as desired, may be made detachable so that new tips may be connected at little trouble or expense. The portable instrument need not be of the extreme high-resistance type, as the movable parts of the galvanometer of a lower resistance instrument may be better constructed to withstand the continuous handling such an instrument receives. Platinum-platinum rhodium thermocouples, protected with porcelain and graphite tubes, have been used, but the lag in registering the temperature is too great. It has been found that the range of temperature for various brasses is as follows: Red brasses 2200-2250° F. (1205-1234° C.) Yellow brasses 2250-2400° F. (1234-1318° C.) Bronzes 2300-2550° F. (1260-1400° C.)
