FAILURES in railroad rails have been of vital concern to engineers; railroad executives, rail manufacturers and the general public for years. Failures from transverse fissures originating from internal nuclei have received particular attention in the past 20 years. Dr. J. E. Howard first reported this type of failure in 1911, as being responsible for a wreck-on the Lehigh Valley R. R. in which several lives were lost. Since then many transverse fissures have been found. In 1919, Waring and Hofammann1 etched longitudinal sections of rails in hot acid and found cracks extending both longitudinally and transversely in certain used rails as well as in some new rails.. Since then it has been thought by many that these "shatter" cracks are the nuclei from which transverse fissures subsequently develop in service. Methods for reducing the rate of cooling rails on the hot. bed have been devised to decrease the temperature gradient and consequently the stress gradient in the rails. A study of the tensile properties of rails at elevated temperatures was made by Freeman and Quick,2 who investigated the properties at temperatures through which rails pass on the cooling bed after leaving the hot saw. In their investigation a special study was made of the ductility of the steels in the temperature range 400° to 700° C. In this temperature range it was found that certain rail and other steels showed a marked decrease in elongation and reduction of area. The phenomenon was called "secondary brittleness" and the temperature range the "secondary brittle range." A tentative explanation was presented that internal failure such as "shatter cracks" and "hair cracks" in rails are the result of thermal stresses developed in the steel structure while cooling through the secondary brittle range. The investigation showed that the magnitude of the phenomenon varies for different heats, but that it did not differ for specimens from different ingots or for different rails in a particular ingot. Government aid, regulation, and participation in the mineral industry are not new; they date back to the time when man first adopted communal living. Even in primitive tribal life, the obtaining of arrowhead or ceramic materials, washing of gold, or mining of copper were specialized activities, under tribal sponsorship. Later, when kingdoms, dynasties, and hierarchies developed, titles to mining properties were held by the sovereign or the state, work usually being done by slaves. Title acquisition through denouncement developed in Europe in the late Middle Ages and spread to the Western Hemisphere with the Spanish and Portuguese empires. Denouncements still recognized the rights of the sovereign in the requirement to pay royalties, which practice continues in many places today. Thus, anyone who views government participation in mineral activity as "encroachment" has no historical perspective. Only in a few countries and for a few generations have private interests enjoyed the right to exploit mineral deposits without the specific consent of the sovereign or without payment of royalty. Governments and the mineral industry have been linked together by other factors. Governments have had special interest in metals and minerals as stores of value and for armaments. Spanish conquests in the New World were energized by the lure of gold and silver. Pursuit of gold led to the American seizure of California in the days of the Forty-niners. The strategic importance of minerals in our own times has called for special steps to stimulate production in national emergencies and to prevent the enemy from acquiring mineral supplies. Our export controls to deny certain minerals to unfriendly countries, purchases for Government stockpile, and subsidies for domestic production are examples. Production regulation by state governments of oil and gas has become a well established routine. In brief, the mineral industry has never lacked aid, regulation, and participation by governments. The entrepreneur who wishes to explore for or develop minerals must deal with governments in most areas before he can begin, because mineral rights are reserved by them. Talc, when it can be isolated as a pure mineral, has a composition of 63.36% Si02, 31.89% MgO, and 4.75% H20. However, as an industrial commodity, talc rarely approaches theoretical purity. Nevertheless, the impure talc products of commerce find a multitude of uses and few substitutes in many industrial applications. Minerals commonly associated with and sold together in talcose mixtures are tremolite, chlorite, dolomite, mica, and magnesite. Steatite was originally a mineralogical name applied to pure talc. In today's commerce steatite generally refers to the massive variety of talc suitable for electrical insulator manufacture. Block steatite ore can be machined into various shapes. Impure varieties of massive or block talc are still commonly referred to as soapstone. Soft massive talc, suitable for crayon manufacture, has been referred to as French chalk. It has been common practice to discuss talc, soapstone, and pyrophyllite under the same general heading. In the case of soapstone and talc, this is a natural thing since many different types of platy, soft minerals exhibiting a high degree of lubricity (commonly referred to as "slip") have been grouped together and called soapstone or talc. Further, there is a mineralogical relationship of pyrophyllite to montmorillonite and talc to hectorite. Thus, talc and pyrophyllite are sometimes referred to as clay minerals. When finely divided talc or pyrophyllite are combined with water in proportions to make a slurry, the end product does have the appearance of a clay-water mixture. Soapstone for utensils and ornaments was mined by prehistoric Indians on Santa Catalina Island, CA. In the mid-1800s, soapstone from deposits along the western foothills of the Sierra Nevada mountains was used by white settlers for building and ornamental stone and in the linings and foundations of furnaces (Anon. 1956). Previous to 1916, the annual recorded production in California did not exceed 2000 tons. In the period 1912 to 1918, output rose sharply when the Talc City, Western, and Silver Lake mines were put into operation. From 1916 to 1935, the state's annual output of talc was in the range of 9,000 to 20,000 tons. In the mid-1930s, the use of talc in wall tile grew rapidly. In California, the production of talc grew to 63,000 stpy in 1943. The post-war building boom helped California production to grow to 120,000 tons in 1951. In 1968, production was 165,000 tons, 1969 was 145,000 tons, 1970 was 185,000 tons, and 1972 was 155,000 tons. Talc mining in New York state dates to about 1878 when a Colonel Palmer and associates opened the first commercial talc mine on the Nelson Freeman farm near Talcville, New York. In 1893, this operation was sold to the International Pulp Co. which changed its name to the International Talc Co. in 1944. The company was acquired by R.T. Vanderbilt Co., Inc. in 1974. A new talc operation, the Gouverneur Talc Co. owned by the R.T. Vanderbilt Co., began operations near Balmat, NY, in 1948. The initial capacity of the processing plant was 200 stpd (Gillingham, 1950). Subsequent expansions have increased capacity to over 600 stpd. The Vermont talc industry began just after the start of the 20th century. Talc was discovered in the area of the present Johnson, VT, talc mine in 1902. The American Minerals Co. initiated plant operations at Johnson in 1904. The Magnesia Talc Co. opened a plant at Waterbury, VT, in 1913 (Burmeister, 1963; Trauffer, 1964) and acquired American Minerals Co. in 1923. The Waterbury mine has a long history as a producer of talc crayons. The Eastern Magnesia Talc Co. was formed in 1924 by a merger of the Eastern Talc, Co.

To overcome the problems of mudcake and hole irregularities, the new compensated formation density logging device employs two detectors spaced at different intervals from the source. The detector at the shorter spacing is particularly sensitive to the density of material immediately adjacent to the face of the pad. The contribution of this material, which includes mudcake and minor wall irregularities, affects the response of each detector to a different degree. The signals from both detectors are combined to give automatically a density correction which is added to the uncompensated density information from the detector at the longer spacing. Both the compensated density measurement and the amount of compensation are then recorded on the log. With the unwanted borehole effects removed, the measurement is recorded directly in terms of bulk density on a linear scale. INTRODUCTION Formation density is a very useful and diagnostic parameter for formation evaluation. When the matrix lithology is known, porosity is accurately and readily computed from density data.'-" hen the density measurements are used with other porosity-responsive measurements, such as Sonic and Neutron logs, both lithology and porosity may be defined with good accuracy."'" In the past, however, application of density logs was complicated by the need for corrections to obtain true formation densities from the log values. Mudcakes on permeable formations and roughness of the borehole walls have been particularly troublesome since, in each case, the device was prevented from direct contact with the formation. ~ttempts have been made to correct for such conditions by making a simultaneous caliper log, estimating pad standoff, and assuming knowledge of the composition of the intervening materials. While such corrections are frequently accurate, they are not always reliable because of uncertainties in the pad standoff and material composition. A further complication was the necessity for manual conversion of log counting rates to density. The newly introduced compensated formation density logging device (FDC) automatically corrects for mudcake and minor wall irregularities, and provides a log that is scaled directly in bulk density. The purpose of this paper is to discuss briefly the equipment, to explain the theoretical considerations involved in the compensation, and to present field examples of this new log. COMPENSATED FORMATION DENSITY EQUIPMENT The FDC tool incorporates two major advances over previous density logging devices: a second detector, spaced closer to the gamma ray source to provide increased sensitivity to material close to the pad; and the automatic derivation of a corrected formation density from the two counting rates. The arrangement of the source and detectors is shown in Fig. 1. The longer spacing detector is at the same spacing from the source and gives the same response as the single detector in the previous uncompensated device. By appropriate combination of the outputs of the two detectors, the FDC tool is able to compensate in large measure for effects of mudcake and hole rugosity. This is achieved, as will be described later, without specific knowledge of either the thickness or the nature of material between the pad and formation. To obtain corrected formation density, the two count rates are automatically processed by an analog computer in the surface panel. Values of rock surface energy (i. e. energy required to form a unit area of new surface) are useful for interpretation of drilling and fracturing phenonema This paper describes the adaptation of a cleavage technique (splitting of large rocks under controlled conditions) for measuring surface energies. Values of surface energy obtained at room temperature and at low crack extension rates are reported for a variety of sandstones and limestones. Elastic moduli, tensile strengths and compressive strengths of the samples are also reported. The values of Young's moduli (measured in bending) are relatively low, probably because of the low stress levels imposed. Measured values of surface energy me generally higher than anticipated and probably reflect inelastic yielding near the extending tip of the crack. INTRODUCTION The technology of petroleum production includes many operations such as drilling and fracturing, which involve rock breakage. One of the fundamental properties of a rock needed to fully explain breaking and fracturing phenomena is the surface energy (i. e. the energy required to form a unit area of new surface). In this paper we describe an adaptation of the cleavage method (splitting of the rock under controlled conditions) to utilize large rock samples. Application of the theory of elastic cantilever beams and the Griffith concept of mechanical stability permits the calculation of surface energies from simple measurements. Values of surface energies obtained at room temperature on dry samples and at low crack extension rates are reported for a variety of sandstones and limestones. Measured values of Young's Moduli, compressive strengths and tensile strengths are also reported for the rocks. THE EXPERIMENTAL METHOD Equipment designed to cleave large rock samples is shown on Fig. 1. This equipment consists essentially of two steel blocks cemented to a rock sample and forced apart with a steel rod. A ball joint and a pivot prevent bending stresses in the rod. A differential thread arrangement permits the rod to advance only 0.012 in./revolution of the driving nut. The axial force in the rod is measured with type FA-50-12 Baldwin Lima Hamilton strain gauges and a BLH type 20 strain gauge reader. Separation of the blocks is measured with a Starrett 656617 dial gauge. The massive nature and design of the equipment minimize the amount of elastic energy stored in the steel parts as the stress in the rod is increased. This will permit the rock to split under controlled conditions as will become clear later. Fig. 2 shows a sketch of the rock sample during cleavage. Guide slots are cut longitudinally along the rock sample as suggested by Berry.1 An initiating slot is also cut across the top of the block to a depth of 1 to 2 in. During cleavage, elastic energy is stored in the flexed beams of rock of length C. If the length of steel rod L is held constant and the crack extends in length, then the elastic potential energy stored in the rock decreases. However, surface energy must be supplied as the crack extends in length. Griffith6 has proposed the following criteria for mechanical stability. The crack will extend as long as the potential energy available is greater than the surface energy required. However, the crack will stop extending when the change in potential energy with change in crack length is just equal to the change in surface energy with change in crack length. See Eq. 1.

The revised resolution submitted by this committee led to further discussion and as no agreement could he reached, the matter was laid on the table.

THE amount of research done in the last few years on the subject of diffusion in solid metals is significant of the importance of this problem. To review the literature dealing with diffusion is unnecessary here. Desch1 in 1912 reviewed the work that had been done on diffusion in solids and gave a bibliography of the literature published before that time. Mehl's paper in 1936 2 is an excellent review of diffusion in metals and contains a large bibliography. Of importance also for its review and bibliography is an article by A. I. Krynitsky.3 While considerable material has appeared in the literature on diffusion in brass, the amount of information is not great compared to that pertain-ing to some of the other alloys. Most of the information published is of a qualitative nature; that which is quantitative varies considerably. Thus the quantitative determination of the rates of diffusion of copper and zinc in alpha brass by a new method appeared worth while. In the present investigation the rate of diffusion of zinc in approxi-mately the same composition alpha brass has been determined at three temperatures.

In many of the old placer-mining districts are still to be found large tracts of gold-bearing gravel not suitable to be worked with a dredge, because the bed is too shallow or the gulch too narrow. Frequently there is not enough grade to handle the gravel successfully by ground-sluicing or a bedrock flume, or it contains too many boulders to be worked succeeefully with the ordinary hydraulic pipe or tube elevator. In southwestern Oregon, two practical placer-miners named Ruble, after working for years trying to make money out of placer-ground coutaining many large boulders, invented and patented a hydraulic elevator of an entirely new type, and one that has been found to work very successfully in flat ground and in gravel containing many large boulders. It is a very simple contrivance. A few years ago I acquired the property near Pierce City, Idaho, known as the American placer-mine. Various attempts had been made to work this ground. This survey is one of the more recent tests of geophysical methods of prospecting by the Dominion Observatory and the Geological Survey of Canada, of which the purpose is to find out what application such methods may have to geological problems in Canada. The Malagash salt deposit lies on the north shore of Nova Scotia about 40 miles east of the New Brunswick boundary, arid forms a part of faulted and folded Carboniferous strata. The salt beds are exposed only in the mine workings, which are about 1000 ft. deep and at one place extend for 1000 ft. along the strike. Lack of rock exposures, complicated folds, and faults make it impossible to predict the location of salt away from the mine. A survey of an area in the vicinity of the mine was therefore undertaken to find out whether the salt could be located by the torsion balance and whether its extension from the mine workings could be traced. As the gravitational effects at Malagash may be fairly typical of those at other concealed salt deposits in the Carboniferous rocks of the Maritime Provinces of Canada, the survey has a direct bearing on prospecting for other deposits. The survey was made in 1934 by A. H. Miller in collaboration with Dr. W. A. Bell, of the Geological Survey of Canada. Observations began on June 15 and were completed four months later, on Oct. 15. Definite gravitational effects including a lowering of gravity were observed over the deposit. The survey also disclosed one other area of low gravity cast of the mine hut whether this area is underlain by a large body of salt is not yet established.

INTRODUCTION As mineral particles are made smaller and smaller, it follows that their surfaces assume a greater and greater importance. In the extreme, the colloidal systems are characterized by the complete dominance of surface over bulk properties. Surface characteristics and properties will clearly influence any fine-particle processing operation. Comminution, for example, is a process of creating new surface. Agglomeration, on the other hand, may involve the reduction of surface area and the forces involved are generally surface forces. All mineral separations, solid-solid as well as solid-fluid, involve the treatment of two or more phases (solid plus liquid and/or gas). As the interfacial area increases, so will its effects on processing. Both physical and chemical separations are influenced by interfacial phenomena. Gravity separations are usually performed in a liquid phase and may be affected, for example, by the wetting characteristics of the solids. Flotation processes, of course, are based on the exploitation of differences in surface properties. Hydrometallurgical processing usually involves interfacial chemical reactions, e.g. leaching. The rates of such reactions depend on surface area and may be influenced by electrochemical effects in the electrical double layer at the solid-liquid interface, or by adsorption of reactant and/or product species from solution. In characterizing a mineral surface, it is important to consider first the surface area, since this determines the relative importance of the interfacial effects. The structure and chemical composition of the surface, which may depend on segregation of impurities within the solid and on adsorption from the external environment as well as on the bulk composition of the solid, will generally determine such

THE Company maintains a port agency at Antofagasta for dispatching copper and also for receiving from ocean vessels the vast variety of materials and supplies required at the plant. Copper shipments from the oxide plant refinery to Antofagasta amounted to 162,000 metric tons during 1951, while incoming freight totalled 175,000 metric tons. Electrolytic market copper in various shapes is currently loaded at the plant upon 20 or 30-ton cars of the meter-gage Antofagasta-Bolivia Railroad, to be transported a distance of 165 miles to the company's yard at Antofagasta. Here it is unloaded by cranes at the rate of about 175 tons per hr. Copper not scheduled for immediate shipment is stocked in tiers within the yard, but most of it is reloaded and sent to port works or a wharf serving lighters. Some of the vessels entering Antofagasta tie up at the port works, while others anchor inside the breakwater. In the latter case, all of the loading into the hatches is from 50-ton lighters towed to the vessel. When the vessel is at the dock, about half of the copper is loaded by port works cranes and the other half is loaded by ship's tackle from lighters. Fuel Oil Requirement Expands One of the innovations caused by the construction of the sulphide plant has been the necessity to provide facilities at Antofagasta for receiving and storing greater quantities of fuel oil than in recent years. From here it is loaded into tank cars for transportation to Chuquicamata. The older installation consisted of a 10-in. submarine pipe line, heating, and pumping facilities, a 67,500-bbl storage tank, and railroad loading rack, located at Antofagasta's northern limits. Two new tanks, of 80,000 and 30,000-bbl capacity respectively, have now been added and a second submarine pipe line will shortly be installed. Fuel oil requirements for the sulphide plant are estimated at 39,000 bbl per month, in addition to which 9000 bbl per month are required for the operation of the oxide plant. The company has a special lighter which is used by its diver for connecting the oil line with the oil tanker when disembarking oil, this lighter also being used for inspecting and overhauling buoys, as well as for recovery of bars of copper which are sometimes dropped into the bay when loading vessels during periods of rough weather. Transport of oil to Chuquicamata is by 76 tank cars of, 20-ton capacity and 20 of 30-ton capacity, all assigned to the company's fuel oil shipments excepting six for Diesel oil and one for gasoline. Incoming Freight Other freight received by the port agency has been averaging about 4800 metric tons per month of operating supplies for the oxide plant (renewals of equipment, spare parts, lubricating oils, and greases, etc.), some 1900 metric tons per month for the company stores, and about 6000 metric tons per month of materials and equipment for the construction of the sulphide plant. The greater part of these shipments (particularly the operating and construction supplies) originate from abroad, and must be handled through the Chilean Customs. Hence the company maintains a Customs storage warehouse (goods pending appraisal of Customs duties) in addition to its other storage facilities at Antofagasta. Not the least of the Port Agency's duties is to meet air and steamer passengers en route to Chuquicamata and to arrange for their trips up the hill. Landing in a strange country with a strange language, the first impressions of a new employee might otherwise be indeed confusing when facing Antofagasta's unique setting of brown barren hills.

During the year Jan. 1 to Dec. 31, 1916, 962 applications for member-ship in the Institute were received, as compared to 558 during the corresponding period in 1915. The lines along which the Committee has, worked during the year, group themselves under seven principal heads. Large Companies.-Early in the year a letter was addressed to each member of the Institute who is the executive head of an organization, pointing out to him the advantages that would accrue to that organization through having as many of its subordinate members as were qualified participating in the activities of the Institute. This was followed by a second letter to those who made no reply to the first. The response to these letters was very gratifying, 12 new members having been secured at a single plant, and smaller numbers at others. This was effectively supplemented by our President, who wrote the executive heads of some of the largest mining and smelting companies, pointing out to them the advantage to be derived from sending some of the junior members of their staff to attend the Arizona Meeting. One organization sent 24 of its younger men, many of whom were not members of the Institute, but who, subsequently sent in applications for membership. It is to be hoped that the precedent thus set' will be acted 'on in -fuller measure in succeeding years.

The regular meeting of the Trustees of United Engineering Society was called to order at 4 P. M. Thursday, Feb. 27, 1919, in the Board Room of the American Society of Civil Engineers, Engineering Societies' Building, New York. Minutes of a joint meeting of the Finance Committee of United Engineering Society with finance committees of Founder Societies on Feb. 14, were presented. The President called attention to actions relating to the recataloging of the Library and the support of Engineering Societies Employment Bureau of Engineering Council. The activity of the Employment Bureau was approved and support by the Societies informally assured. In response to a communication from the Fifth Avenue Association, the Secretary was instructed to write favoring the continuance of the daylight saving law. As to recataloging of Engineering Societies Library, it was announced that the Mining, Mechanical, and Electrical Engineers had voted appropriations, as requested, and the action of the Civil Engineers was awaited. A list of applications for offices in Engineering Societies' Building, revised to Feb. 27, was read, showing requests for a total of 29 rooms. The President stated that a decision must be reached soon as to what reply shall he made to these applications. Charles F. Scott, one of the original trustees, who was present, remarked upon the growth of United Engineering Society and his satisfaction at its success. ALFRED D. FLINN, Secretary.

In 1978, Anschutz Mining Corp. began efforts to develop the Madison Cobalt Project in southeast Missouri. Preliminary metallurgical studies indicated that intermediate grade cobalt products, suitable for shipment to existing refineries, could be recovered from the sulfide mineralization of the ore body. However, tolling and freight charges were significant, as the refineries were located outside the US. These refineries would not satisfy the goal of strategically insulated production of superalloy-grade cobalt. The acquisition of proven, readily available refinery technologies was then evaluated. However, licensing costs were substantial and the "proven" technologies were not directly applicable to the unique chemistry of Madison materials. Faced with these challenges, Anschutz, in conjunction with the Colorado School of Mines Research Institute, embarked on an effort to develop a sulfate-based separation and refining process. CSMRI performed bench-scale and continuous pilot experiments on solutions generated through other pilot campaigns conducted by Lurgi, Hazen Research, and Sherritt Gordon. The results indicated that cobalt could be selectively extracted from sulfate media using a new generation of organophosphates. The solvent extraction system produced a solution suitable for electrolysis of high-purity cobalt. Preliminary cost studies indicated the novel process was competitive with other refinery systems. Plans to develop the detailed engineering-design information required to commercialize the process were abandoned when the price of cobalt collapsed to less than $17.64/kg ($8.00 per lb).

The Metallgesellschaft AG decided in late 1965 to build an Electrolytic Zinc Plant at Datteln (W. Germany). Lurgi-Chemie was entrusted with the engineering and erection of the entire plant. Ground was broken in February 1967 and the operation was started on August 1st, 1968. The new Electrolytic Zinc Plant was designed to produce a minimum of 100,000 metric tons of special high grade zinc and 200,000 metric tons of sulphuric acid. Concentrates from Meggen (W. Germany) and mainly Timmins (Canada) are roasted in two turbulent layer roasters. The sulfur dioxide containing gases are converted in a "Bayer double catalysis unit" to sulfuric acid. The calcine is leached batch wise, the leach residue separated from the pregnant solution by counter-current thickeners and drum filters. For maintaining the sulfate balance a modified jarosite leach is being used. After a two step purification the neutral solution is mixed with spent electrolyte and cooled in unpacked atmospheric cooling towers. Three electrical circuits are supplying the power to the tankhouse, each rated at 30,000 amperes. With a maximum current density of 750 amperes per square meter and a stripping cycle of 24 hours, an average current efficiency of 90 percent is obtained. Cathodes are melted in one induction furnace and cast into shapes, or alloyed with aluminum and copper for die-cast metal.
