An elaborate series of experiments has been conducted during the past three years at Irvington, N. J., which has resulted in the perfection of a process for the manufacture of smokeless fuel from high-volatile coals, and for the recovery and refinement of the coal-tar products derived therefrom. These experiments have been financed by Messrs. Blair & Co., of New York, and were conducted under the direction of Charles H. Smith, a member of this Institute, and the inventor of the process. The low-temperature distillation of coal has interested investigators for many years. Sporadic attempts have been made to solve the mechanical problems, but until the Smith process was developed, they were not carried to conclusions of economic value. The present coal shortage and the increasing demand for smokeless fuels make this subject one of timely interest. DescRiption of Plant The following equipment was installed and operated during the experimental period: Four horizontal and two vertical units of commercial size for the low-temperature distillation of the coal; two vertical, two horizontal, and two inclined benches for distillation of the briquets at medium and higher temperatures; presses and auxiliary equipment necessary for making briquets; and a complete byproduct recovery and tar-refining plant. This commercial equipment is provided with gas and electric meters, pyrometers and other apparatus for recording accurately the results of all experiments. There is, in addition to the commercial equipment, a complete chemical laboratory with distillation and recovery apparatus, including facilities far refining and cracking the tar and measuring the yields and calorific value of the gas. This apparatus makes possible a study on a small scale, of the various problems involved in the process. Description of Process Mr. Smith's experiments have resulted in the production on a commercial scale of: 1. A fuel, called Carbocoal, which, for convenience in handling, is prepared in briquet form.

A method is shown for the study of the creep rate dependence of metals on the applied stress under the condition of constant structure. The method was applied to pure aluminum and to dilute solid solution alloys of magnesium, copper, germanium, zinc, and silver in aluminum. A linear relationship was found to exist between the true stress and the logarithm of the creep rate. ALTHOUGH extensive creep data are now avail-Aable, the fundamentals of the creep phenomena are as yet only vaguely understood. Many attempts have been made to formulate theories for creep. Eut their agreement with fact has been disappointing. It appears that merely pyramiding more of the same type of data that is now available will not provide the essential aid toward formulating a better understanding of the complicated process of creep. Perhaps attempts to construct better models for the mechanism of creep might have to be tentatively abandoned until new types of definitive creep data are uncovered. The question therefore arises regarding what type of data might be needed to provide the essential knowledge for formulating better and more realistic theories of creep. Perhaps one source of the failure to uncover an adequate theory arises from the fact that practically all theories for creep and nearly all analyses of experimental data on creep disregard the well-known fact that the structure of metals changes during creep. For example, it is customary in evaluating the effect of stress on the creep rate to correlate the secondary creep rate with the applied stress. But, as has been demonstrated recently,' the structures obtained during secondary creep tend to exhibit deformation banding at high stresses and polygoniza- tion at the lower stresses. Consequently the stress-secondary creep rate relationships found in this way are not fundamental, inasmuch as they reveal not only the effect of stress but also the effect of differences in structure on the secondary creep rates. It is the purpose of the study reported here to isolate the effect of stress alone on the creep rate in an attempt to provide new data for possible formulation of a better theory of creep. In addition an attempt will also be made to ascertain how structure, temperature, and alloying might affect the stress-creep rate relationship. The procedure that was adopted was simple: A specimen was precrept at a given engineering stress U, (initial engineering stress during creep under constant load, namely the load divided by the initial area of the specimen) and temperature T to a selected engineering strain, e (engineering strain, namely, the instantaneous gage length minus the initial gage length divided by the initial gage length), at which time the true stress was reduced to some lower value of the true stress, ^ (the true instantaneous stress, namely, the load divided by the instantaneous area). The instantaneous true creep rate, i, (the true strain rate; with E, the true strain, namely, the natural logarithm of the instantaneous over the initial gage length) following reduction of the true stress to U, was then determined. Second, third, etc., tests were conducted under identical conditions except the stress was reduced to yet lower values, us, u,, yielding yet lower instantaneous creep rates, ;, and i,. Inasmuch as the precreep conditions were identical in each series of tests, the instantaneous structures obtained immediately after reducing the stress were presumed to be identical.

MILITARY necessities and economic scarcities, occasioned by the first and second World Wars, led to the search for substitute materials and new products to meet the demands of advancing technology accelerated by research development. Among others, lithium came to attention. Its chemistry had been studied for a long period, but its general use was quite restricted due to limited known sources of raw material. In World War I, Germany used lithium metallurgically for two principal purposes: 1-hardened lead alloy, B-Metal, for railway bearings as a substitute for lead-tin-antimony alloys; and 2-light strong aluminum alloys, Scleron, in which zinc was largely substituted for copper.

In 1945 the number of oil wells drilled was less than in 1944 but the number of gas wells was greater. The oil wells numbered 176, completed for an initial production of 25,214 bbl., an average of 143 bbl. per well as against a total in 1944 of 245 drilled for 32,886 bbl., or 134 bbl. per well. H. H. Kellogg—There is one point that the author has failed to emphasize sufficiently in his paper. What is commonly called the equilibrium contact-angle (the author's "maximum contact-angle") can have only one value on a smooth, flat, homogeneous surface under a given set of conditions. The equilibrium contact-angle is defined, for such a system, as the angle between the solid-liquid and liquid-gas interfaces, measured through the liquid. The value of the equilibrium contact-angle is uniquely determined by the value of the interfacial energies of the three intersecting interfaces and is independent of other forces in the system. When the liquid-gas interface intersects the solid at an edge—as was the case for all the experiments reported in this paper—the orientation of the solid-liquid interface is indeterminate or varies through 90" for a right-angle edge. Mr. Morris has called the angle between the horizontal and the liquid-gas interface for this edge condition a "static contact-angle." I feel that this term is unnecessarily misleading. In the first place, "static contact-angle" sounds too much like "equilibrium contact-angle." In the second place, the magnitude of the "static contact-angle," which I would prefer to call the "supporting angle," is determined by the forces in the system other than those derived from the interfacial energies, hence "contact angle" is misleading. If Mr. Morris had said that the "supporting-angle" is variable and depends on the weight of the particle and size of the bubble and that it has a maximum possible value equal to the equilibrium contact-angle, his discussion would have been more accurate. T. M. Morris (author's reply)—Mr. Kellogg puts forth a reasonable criticism of some of the terminology used in the paper. I agree that the term "static contact angle" may be misleading. Substitution of the term "supporting angle" or "vector angle" may be more suitable. F. X. Tartaron—In this paper the author presents a very interesting mathematical development of the forces present when a mineral particle adheres to an air bubble. Excellent concordance is obtained between mathematical formulation and experimental results. It is the writer's understanding that when the mineral surface presented to an air bubble is greater than the area of contact, the maximum contact angle is obtained. However, this contact angle represents distortion of the bubble, the normal shape of which is spherical or in cross-section, circular. This distortion produces a force that acts in opposition to the force of adhesion between the bubble and particle. Hence, at maximum contact angle, the force of adhesion between bubble and particle is at a minimum for static conditions. However, when the size of bubble is increased, the size of particle remaining the same (and all other conditions remaining the same), the contact angle decreases, the distortion of the bubble decreases and the force in opposition to adherence of bubble and particle also decreases. Thus, there is stronger attachment between bubble and particle. When this situation is applied to actual flotation conditions, it is doubtful that it has any significance. The reason is that the bubbles are normally so much larger than the particles, that in substantially all cases, it is probable that negligible distortion of the bubble takes place. In table IV, the author makes computations for bubbles from 0.50 to 2 mm diam. This is from 0.02 in. to 0.08 in. Certainly the bubbles generated in a flotation machine are far larger than this. The surfaces of the author's bubbles range from 0.79 to 12.6 sq mm. The area of contact of the glass rod (0.15 mm diam) is 0.017 sq mm. Thus, ratio of bubble surface to mineral area of contact ranges from 47 to 741 in round numbers. If we take a %-in. diam bubble and a 65-mesh (0.208 mm) particle of cubical shape, the ratio of bubble surface to mineral area of contact is 2931. Mineral particles do not readily become attached to air bubbles. Taggart has shown that in pneumatic flotation machines collector-coated particles are only temporarily attached to bubbles. They keep falling off and down in the froth but at a delayed rate as compared with gangue. Spedden and Hannan's motion pictures confirm the difficulty of attaching particles to air bubbles. The a and y solubility limits in the Fe-Ni phase diagram have been redetermined at temperatures above 500°C. Both a diffusion-couple and a quench and anneal technique were used. The solubility limits were measured with an electron-probe micro-analyzer. The nickel concentration at the phase boundary is increased below 700°C and the a solid-solubility range is much larger than had been previously measured. The solubility limits are also extrapolated to 300°C. It is suggested that the solubility of nickel in a FeNi reaches a maximum in the temperature interval 400o to 500°C. THE equilibrium diagram has been of great use in the field of meteoritics, where the phase relations between kamacite (a) and taenite (?) in metallic meteorites can be described by means of the Fe-Ni diagram. The study of metallic meteorites by electron-probe microanalysis has cast some doubt on the accuracy of the presently available Fe-Ni diagrams.1, 2 Recent thermodynamic studies of the Fe-Ni system also suggest that the diagram may be in error.3 For these reasons the high-temperature (800o to 500°C) part of the diagram was redetermined. INTRODUCTION The currently accepted Fe-Ni diagram is that of Owen and Liu.4 Above 910°C, there is a region of complete solid solubility, ? (fee). Below 910°C, the a (bee) phase is stable in pure iron. The effect of increasing amounts of nickel is to stabilize the y phase. The phases that form when Fe-Ni alloys are heated or cooled bear little relation to the equilibrium diagram. If an alloy is cooled from the y state and held at a temperature within the a + y field, no evidence has been found for the occurrence of the y - a transformation.5 If the alloy is cooled to low enough temperatures the y phase breaks down into a supersaturated bee phase called a2. In fact, in alloys over 27 pet Ni the y phase is retained at room temperature.6 The a, phase has the same composition as the original y. The temperature at which a2 forms, the M, temperature, has been determined experimentally.' A state of equilibrium can be approached by cooling below M, to form a2 and then reheating the alloy into the two-phase region of the diagram. The y phase will then begin to precipitate out of the a2 phase and grow. The growth of the phase, however, is quite slow. Using the interdiffusion coefficients -Da of Goldstein et al.,8 it is estimated that it takes about 1 year to grow a 10-µ-wide region of ? at 700°C in a 5 pet Ni alloy. Owen and Liu4 used the technique just described to form the equilibrium phases. The phases present were determined by means of X-ray analysis. The accuracy of their diagram depends on the number of alloys available near the phase boundary at a given temperature. In this study two different techniques were used to determine the a/a + ? and ?/a + ? solubility limits. The inherent accuracy of both techniques was greatly improved over that used by previous investigators because the phase-boundary compositions were measured with an electron-probe microanalyzer. PROCEDURE The two methods used to determine the Fe-Ni diagram are the diffusion couple (D.C.) and the quench-and-anneal (Q.+A.) techniques. In the first method, diffusion couples whose diffusion path goes through a two-phase region of the phase diagram were used. A description of the technique used for making the diffusion couples has been described in a previous paper.' After the diffusion treatment a discontinuity in the resultant concentration vs distance profile was measured. The nickel concentrations in the a and ? phases at the interface of the discontinuity are the solubility limits of the a and ? phases in the phase diagram at the diffusion temperature. A SPRING meeting is to be held at Cleveland this month under the joint auspices of the Iron and Steel Committee and the Ohio Section with the cooperation of the neighboring sections in Pennsyl-vania, Illinois, and the other States of the Great Lakes region. The discussions will be focused on just one subject, that of manganese, but will cover that thor- oughly as is indicated by the following list of papers. Nearly 14 pounds of manganese is needed for every ton of steel made. Estimates indicate that the total reserves of ore in this country suitable for making ferro would hardly supply domestic requirements for ten years, even if it could all be mined in that time. The grade of ore called for by present practice must come from abroad. The present tariff policy of this country is stated to cost industry $8,000,000 in order to force production of manganese ore to the extent of $600,000. What is the wise thing to do? Should a stock be accumulated? If so, how? Is it feasible to change practice and use low-grade ore or to beneficiate the ores of this grade and meet our requirements? What progress is being made in this direction? ,These and similar questions are raised in the various papers that have been submitted and will be open for dis-cussion.

Much the same can be said of industrial advances in the current emergency. Events and circumstances have created needs for new materials and stimulated the inventive genius of man to fill them. The timely development of fibrous-glass manufacture, in relation to present war needs, is a case in point. Historical Summary It is probable that the first glass fibers produced by the hand of man were made about 4000 years ago. Successful production of glass fibers for manifold industrial and military uses, on any scale that could begin to meet present needs, has a history spanning a scant four years. The American processes that brought this young industry into being were developed between the years 1931 and 1937; research and manufacturing efforts were consolidated to create a commercially satisfactory operation as late as November 1939. In the 40 months that have elapsed since then, the industry has achieved commercial importance, supplied immense quantities of materials for pre-war industrial expansion to meet "defense" and Lend-Lease needs, and now has reached such importance that it has come largely under the control of the War Production Board for equitable distribution of its major products among 13 claimant agencies. It is worthy of note, however, that the Bureau of Ships, Navy Department, began exploratory use of fibrous-glass products in 1932, within one year after the date of the first experimental trials of the new process. This early recognition of the military importance of fibrous glass gave impetus to further research work. The foregoing rapid scanning of historical development must be filled in, lest the. impression be created that glass fibers were suddenly created out of thin air, with no antecedent trials, failures, and partial successes. The actual history of glassmaking is lost in antiquity. Probably some nomadic tribesman found molten glass beneath the bed of a hot campfire built upon sand of the proper composition. If his curiosity led him to poke the glowing, viscous pool with a green-wood stick or some handy weapon, it is probable that he drew a glass fiber on the end of his implement. Molten glass has much the same consistency as honey or molasses; it strings out tenuously. Thus, it is quite possible that the first form of glass shaped by man's action was a glass fiber. Artisans in glass, throughout the long Direc- of glassmaking as an art> drew fibers from fine rods for many decorative applications, including "spun glass" decoration in beautiful stemware and the charming millefiori (glass flowers encased in solid glass), and even to create the blood vessels in glass eyes to match a bleary mate.

Geotechnical site investigation for new mine shafts can reduce the level of design uncertainty for shaft linings. The parameters which determine the lining strength required include rock strength and hydrologic properties, the in situ stress conditions, and the concrete strength. These parameters are applied to analytical methods of shaft lining design using the plastic and clastic assumptions of rock response to determine the required lining thickness to maintain the stability of the shaft excavation.

My connection, under a commission from the Councils and Board of School Control of the city of Scranton, Pa., with a recent investigation of mine-caves and the resultant damages to surface-improvements, has led to the preparation, at the invitation of our Secretary, of the present paper. It is notorious that there are, in the anthracite-fields, frequent subsidences of the surface, due to the removal of the coal beneath. No particular attention is paid to such occurrences, unless they happen to injure surface-improvements. Many caves have happened in Scranton and its viciuity, which hare excited but little remark, since they have generally caused no serious damage. In August, 1909, a cave occurred in the Hyde Park section of the city, generally known as the West Side, which nearly destroyed school-house No. 16 and considerable adjacent property. Fortunately, there were no pupils in the building at the time; but the thought of the possible result, had the usual number of pupils and teachers been present, aroused the public to the gravity of the situation; and the School Board employed engineers to investigate the case. Two reports were made by separate sets of engineers, which differed in some particulars. These differences were pointed out in the public press and magnified, and the consequent agitation of the subject was taken up and greatly exaggerated by some of the metropolitan newspapers, giving to uninformed people the very erroneous impression that the whole city of Scranton was in danger of sinking into the bowels of the earth. All this tended to affect the credit of the city and to depress real-estate values. The matter was considered at a joint meeting of the Board of Trade, the Councils, and the School Board. The Hon. J. Improvement of drilling operations through the development of new, unconventional drill bits is a prime research target at Sandia Laboratories, Albuquerque, N.M. Sandia is currently focusing efforts on four new bit designs which its engineers believe may eventually improve penetration and reduce operating costs. The Energy Research and Development Administration (ERDA) has budgeted $500,000 in support of this program to date. Two of the drill bits-one that chips rock with high voltage spark discharges, and another which fires small projectiles into the rock ahead of a regular roller bit-are designed to increase both penetration rates and downhole bit life.

A drop calorimeter system is described for use in measuring enthalpies to 3600°K. Data are presented for tungsten between 2800" and 3600°K. The enthalpy of tungsten in cal per mole between 2000° and 3600°K can be represented by the equation HºT- Hº298 = - 1.7622 X 103 + 5.7772T + 8.9861 where T is in degrees Kelvin. A tabulation of com -puted values is presented for heat capacity, entropy, and free energy function. A drop calorimeter has been constructed to carry out enthalpy measurements at temperatures to 3600°K. Samples are heated by induction1 and dropped into a commercial adiabatic calorimeter, modified for this purpose. The experimental temperature is limited by the melting point of container materials and compatibility of the container and its contents. Several high-temperature drop calorimeters have been described in the literature1-5 but none has been used at temperatures as high as those in the present work; our measurements of the enthalpy of tungsten range from 2800" to 3600°K. DESCRIPTION OF EQUIPMENT An overall schematic view of the equipment is shown in Fig. 1. Power for the induction coil is supplied by a 25-kw 250 kHz Ther-Monic generator coupled to an iron core RF transformer. The Sample capsule is suspended in the work coil by 10-mil diam tungsten wires which are wrapped around a horizontal 5-mil diam tungsten wire. The horizontal suspension wire is clamped between two massive copper electrodes which are fixed in an x-y motion device that allows adjustment of the position of the heated capsule from outside the vacuum chamber. The copper electrodes are connected by flexible copper straps to a 1250-joule (5 kv, 100 pfarad) condenser bank. When it is desired to release the capsule, the condensers are discharged through the horizontal suspension wire causing it to vaporize rapidly. Very reliable and precise release of the capsule is achieved in this manner. Experiments have shown that no heat correction is required for this discharge energy. As part of the temperature measuring system, two prism holders have been incorporated in the apparatus. The upper prism holder is in the main vacuum chamber itself, whereas the lower one is in a side arm attached to the drop tube below the gate valve. The upper prism is mounted on a rotary vacuum feed-through, and may be moved under a protective shield when not in use. This prevents deposition of vapors on the prism surfaces when temperature measurements are not being made. Similarly, the lower prism is mounted on a push-pull vacuum feed-through, and when not in use may be pulled into its side tube. The prism mountings are fitted with guides and stops so that they may be moved precisely into the desired position. The aim throughout is to minimize the time the prisms are exposed to vapors from the hot samples. At the high temperatures reported in this paper, only the lower prism was used. The upper prism holder in these cases was fitted with an additional radiation shield. By using a prism and viewport, the lower surface of the samples can be observed by an optical pyrometer. The measurements discussed in this paper were obtained with a Leeds and Northrup 8622-C-S series manual pyrometer which is estimated to be accurate to 0.5 pct. Pyrometer calibrations and prism and window corrections were carried out in the conventional manner6 using tungsten strip lamps calibrated by the National Physical Laboratory, Teddington, England. Prism corrections were rechecked after each use. All work to date has been done in vacuum, and no measurable change has been observed in the prism correction below -2300°K for the upper prism and below -2800°K for the lower one. The total time of exposure of the prisms is about 50 sec per run. At high temperature, the final temperature reading is corrected by using the final A value for the prism; see Ref. 6 for details of this procedure. The calorimeter is a modified Parr Instrument Co. (Moline, lll.), Series 1230 adiabatic calorimeter with automatic jacket control. Other authors5 have used a similar calorimeter with good results. The calorimeter jacket cover and calorimeter cover are attached to the drop tube which contains a radiation shield. This shield is a gold-plated copper disc which can be operated manually from outside the calorimeter. The receiver is attached below the radiation shield and is lined with tungsten. In a typical experiment, the calorimeter and its jacket water temperatures were adjusted to 0.000°K temperature difference. The sample was allowed to equilibrate in the furnace at the desired temperature for about 20 min. The initial calorimeter temperature was then recorded, the sample dropped, and appropriate shutters closed. After about 3 min, the drop tube and receiver were filled with helium to 60 torr. The final calorimeter temperature was recorded after it had remained constant over a 5-min period. The equilibration time in the calorimeter was about 25 min. Thermistor probes are used to operate a hot and cold water supply system to maintain the jacket temperature equal to the calorimeter temperature. For actual measurements of the calorimeter temperatures, a quartz thermometer was used (Hewlett Packard Dymec Thermometer, Model #2801A). This thermome-

SECRETARY'S NOTE.-The complete list of all officers of the Institute will be found on p. iv. of this number of the Bulletin. The following explanation may recall to old members, and convey to new ones, the relations of the two governing bodies, as determined by the, Certificate of Incorporation of the Institute, and the Constitution and By-Laws adopted in accordance therewith. The body legally responsible for the business management is the Board of nine Directors (three elected annually to serve three years), which elects its own officers. This body, for reasons of practical convenience, is composed of well-known members, residing in New York City, and able to attend, without serious inconvenience or expense, the necessary meetings of the Board. The officers of this Board are legally the officers of the Institute. But, apart from business manage-ment, the Board exercises no control over the election of members, or the professional and technical work of the Institute, except that its vote is required to elect honorary members, upon the recommendation of the Council. The Council is a. body, constituted in all respects (except that it has no Treasurer) like the Council existing before the incorporation of the Institute, in January, 1905, and charged with all duties and powers, except those which the Board of Directors must legally perform. It elects members, appoints the times and places of professional meetings, and controls the publication and distribution of papers and volumes, etc. Its members (President, Vice-Presidents and Councilors) are elected by the members of the Institute, voting in person or by proxy, and after publication of the nominations received ; and it is intended to repre¬sent, as far as practicable, both the professional and the geographical distribution of the membership. Consequently, whatever professional honor attaches to official position belongs to membership in the Council, rather than in the legal Board of Directors. This remark implies no disparagement of the members of the latter body, every one of whom has served, or is now serving, as a member of the Council. But it is only fair to explain that their election and continued re-election as Directors is simply a matter of legal convenience.

TONIGHT I want to speak of the current problems and the postwar difficulties facing American industry. American industry has done an outstanding job in adjusting its operations to wartime necessity. The national income for 1942 was nearly $120,000,090,000 and of this outlay approximately $55,000,000,000 went for war material. The enormity of the expenditures for war material is indicated by the fact that the expenditures for war purposes alone were greater than the annual gross national income in the period 1931-34. This tremendous production job in turning out a record output of war products was accomplished by industry in spite of a large number of restraining and hampering influences, and I want to mention several of the more important problems.

NORMAN CARMICHAEL.-We realized the objections too the gable-bottom car, but were almost forced to its adoption by the same reasons that caused us to retain the 20-in. gage. To use another car would have meant a vast number of changes, for our transportation system was quite extensive; all mine chutes and ore bins were arranged for that car. Had we been laying out, new works, many of our decisions would have been different. MEMBER.-If you were planning it now, would you not put in box bottom cars with a rotary dump? NORMAN CARMICHAEL.-We surely would. One objection to the gable-bottom car is the spill. No, matter how carefully the cars are kept up,: there is always leakage and spill. The cost of keeping and maintaining the cars in a good state of repair, so as to keep that loss at a minimum, is not necessary for a box-bottom car.
