The critical shortage of asbestos fiber in the world today brings to the foreground the question of locating and developing new deposits. The object of this paper is to discuss some of the more important factors which should be considered in the examination and valuation of a new asbestos enterprise. Some of the more important uses of asbestos fiber are for textiles, heat insulators, building materials, filters and a series of other uses. The properties of this mineral, such as fibrous structure, color, strength, silkiness and flexibility, coupled with resistance to fire, certain chemical action and decay make its application unique for certain industrial uses which consume over 500,000 tons annually. These same unique properties which make this mineral so valuable also make a deposit one of the most difficult to appraise accurately, because of the many undeterminable and varying factors which must be considered before a deposit can properly be termed commercial. The majority of the asbestos fiber today, having the above mentioned properties, is sold by grades which are based on fiber length. Present day fiber prices vary over a wide range from $800 to $225 for crude fibers and $300 to $20.00 per ton for milled grades. For valuation purposes a careful study should be made of existing fiber prices and markets. Examination of Deposits In carrying out prospecting and examination of a deposit, considerable caution is required to get the necessary information in the form that will have the most value for the final determination. There are two main classes of asbestos fibers, chrysotile and the amphiboles, the chrysotile being, by far, the most important both in abundance and uses. This paper will stress mainly chrysotile deposits, however, the amphiboles have many important uses, especially amosite and crocidalite. Their valuation presents special problems as other factors may be involved, especially as they are not graded according to any well defined and adopted standard but usually according to the use for which they are being supplied. Most chrysotile deposits occur in two main types of rock, (I) mainly in basic igneous, such as dunite and peridotite, (2) to a lesser extent in sedimentary rocks, such as dolomite and limestone. All of these require a certain degree of metamorphism to be favorable to asbestos formation. Approximately 90 pct of the asbestos deposits are derived from serpentinization of dunite or peridotite, whereby the magnesium-silicate olivine was altered to hydrous magnesium-silicate serpentine. Under certain favorable geological conditions, this serpentine takes a fibrous form having a definite crystal structure, probably due to molecular rearrangement, and is known as chrysotile. The last few years have shown an increasing interest in the subject of beneficiating iron-ores in all iron-producing countries. In the United States, this movement has been slower than in certain parts of Europe, for the obvious reason that the abundance and relative cheapness of the Lake Superior irou-ores has hindered the development of enterprises for the preparation of low-grade ores. Gradually, however, conditions have changed. The world's consumption of iron is increasing enormously. Being in 1900 about 40,000,000 tons, in 1910 it was already 60,000,000; and there is no reason to doubt that for the near future the increase in iron-cousumption mill continue at the same rapid rate, especially with the development of China, certain parts of Africa, and other regions which have hardly been touched as yet by modern industrialism. It is, therefore, not surprising that apprehension is felt that the known available iron-ore resources of the world are gradually being depleted. Signs of this feeling are the recent iuvestigation, under the direction of the U. S. Geological Survey, of the iron-ore resources of the United States, and the estimate presented to the last International Geological Congress, at Stockholm, Sweden, of the iron-ore resources of the world. These investigations have emphasized the fact that the known high-grade ore-deposits are limited in extent, and will, at a not distant future, be exhausted, compelling the iron industry to depend for raw material on the enormous deposits of low-gratle ores which are distributed over almost all the world. The discovery of new deposits of high-grade ore, in countries not yet thoroughly explored, will not materially change this prospect. Of course, the part which such new deposits will play in the future cannot be forecast. The difficulty and cost of transportation will probably exclude many of them from use at the present centers of the iron industry.

The Oklahoma legislature recently passed a bill providing for "the creation of an oil and gas department under the jurisdiction of the Corporation Commission, authorizing the Corporation Commission to appoint a chief oil and gas conservation agent, and conferring exclusive jurisdiction on the Corporation Commission in reference to the conservation of oil and gas, and the inspection of gasoline and oil, the product of crude petroleum, and repealing all acts or parts of acts in conflict therewith and declaring an emergency." Some of the functions of the new bureau include the receiving and filing of all well logs, and the direction and supervision of plugging all abandoned oil and gas wells, under rules prescribed by the Corporation Commission. The two leading petroleum-producing States of the country, Oklahoma and California, have now established oil and gas bureaus with a staff of inspectors to see that the important rules relating to the conservation of oil and gas are thoroughly enforced. The economic significance and the value of well logs in the conservation work has been recognized, and the necessary legal action taken to insure and procure them. William B. Heroy, of the Government Land Classification Board, in a personal communication to the writer, says that the drilling of wells is also regulated by public authority in the Roswell artesian basin in southeastern New Mexico, where a permit must be obtained for the drilling of any well and a certified log of the well recorded with a county official. The method is said to give fairly satisfactory results. In a recent article1 a National instead of a State Bureau was suggested for collecting and filing well logs. In discussing the paper, L. L. Hutchison characterized such a plan as impractical because the average driller or contractor will often juggle or guess at the log and will not keep the record sufficiently close or accurate, making it necessary to maintain a special man at each well for the sole purpose of obtaining

The sudden and untimely death of Dr. Charles R. Van Hise, late' president of the University of Wisconsin, was one of the greatest losses, not only to the educational world and science of geology, for which he was a great leader and pathfinder, but also to the world of mining and allied interests, for which he was an adviser and helper who blazed trails and pointed out paths of development, which the practical men of englneering and industry will follow long after his death. To the general public, Dr. Van Hise stood as a great educator who conceived and wrought out a new idea in the people's university .of .a commonwealth and as a great active mind that could not be held within the bounds of education and science but, by its own bigness and broadness, was forced into the contemplation of the larger affairs of the nation. To the engineering profession, dr. Van Hise will be remembered as a tireless worker who solved some of the most complex problems in geolpgy and the development of mineral resources and recorded these findings In a form that is of lasting value to those who follow him in similar labor. In this combination of thinker and worker, educator and economic student, scientist and practical engineer, lies Dr. Van Hise's contribution to his generation. As an educator, Dr. Van Hise attained perhaps his widest recognition, for in the University of which he was president he evolved and accomplished a new idea, which caused it to be called, in 1908, by President Eliot of Harvard, "the leading State University." At the time of his death, Nov. 19, 1918, he was just completing fourteen years as president and forty-three years as student and teacher in the University. His entire life of 61 years had been devoted to his State and its University. He was the first alumnus of the University and the first Wisconsin-born citizen to become its president—and he enjoyed the longest term as president of the institution. Since his graduation from its College of Engineering in 1879, he had been constantly a member of its faculty. As Chief Justice John B. Winslow, of the Wisconsin Supreme Court said at the time of President Van Hise's death, " Wisconsin has had many able sons, men who have served their Country and their State with ais-tinguished honor in various fields of effort, but among them all none, I believe, has rendered greater service in his time than President Van Hise. The University will be his true monument, for to him, more than to any one person, we owe the present commanding position of that, great Institution." What his "new ideal of a State University" was maybe best expressed in the words which he used to outline it in his inaugural address in 1904. "I shall never be content until the beneficent influence of the University of Wisconsin reaches every family of the State. This is my ideal of a State University. When the University of Wisconsin attains this ideal, it will be the first perfect State University.... The University of Wisconsin desires to prevent that greatest of all economic losses to the State, the loss of talent. To prevent this loss of talent, the University must not only provide for those who come to Madison for instruction, but must go out to the people of the State with the knowledge which they desire and need." Hence it was said early in his administration that "the boundaries of the State are the campus fence."

As far as technology is concerned there has been no development in Bolivia during the year 1936, because the country, just emerging from the war with Paraguay, is only beginning to rebuild its economic foundations. Great steps, however, are being taken in order to secure a rapid and sound development of its oil resources, as follows: 1. The new Petroleum Law, which contemplates the problem of proration and conservation of natural resources, prohibiting the wasteful use of gas, and regulating the number of wells, their spacing and the permissible output per well, for each particular pool according to the conditions prevailing therein. 2. The creation of an official entity with the object of developing and exploiting a large petroliferous area. This entity has been called Yacimientos Petroliferos Fiscales Bolivianos (Y.P.F.B.), and the region assigned to it is all the sub-andean zone, which is approximately one hundred miles wide and borders the eastern part of the Oriental Andean range, from Argentine to Peru. It is said that drilling will be started immediately in various localities. At the present time a wide geological survey of part of the area is being made in order to find out which regions offer the best possibilities of commercial development. Y.P.F.B. has been authorized by the Government to draw up contracts with private companies for the exploitation of limited zones. Production The only company that has been producing in the country in 1936 is the Standard Oil Company of Bolivia, and only from two of its fields: Camiri and Sanandita. New wells were not drilled. During the first nine months of the year 12,762,958 liters (80,275 bbl.) was produced, 34,985 bbl. from the Camiri field and 45,290 bbl. from the Sanandita field. Reports for October, November and December are not yet available. The total for the year 1935 was 25,978,737 liters (163,388 bbl.).

When a new material becomes available to industry, it is useful to describe its properties as a guide to its most effective application; and when the new material may be produced in compositions having a series of graded properties, tests to select the combination of properties best adapted for various uses are helpful. The class of materials to be considered in this paper are hard tool materials produced by processes of powder metallurgy from hard carbide constituents and various matrices of iron, nickel or cobalt, or alloys of them with tungsten, or tungsten and carbon. The customary use of carbide hard alloys is for metal-cutting tools; although wire-drawing dies, lathe centers, follow rests, grinding rests, burnishers, rolls, extrusion dies, measuring gauges and micrometers, and a number of other tools are also made with these hard alloys as the essential wear-resisting parts. The properties and tests to be considered are those affecting these uses. In the development of tool materials since the industrial revolution we have had carbon tool steels, Mushet steel, high-speed steels, stellites, and now cemented carbide compositions. For an understanding of the latter category of materials their properties and uses relative to the older and more familiar tool materials will be considered. Hardness has been the property of greatest practical interest in tool materials. The word "hardness" is a generalized term lacking definite-ness unless the specific test used is described. However, efforts to explain physical properties as a consequence of chemical bond, and distance between atoms in chemical compounds have been illuminating. This seems the most generalized attack on the problem, and is based upon the idea that atoms in a lattice are held together as the square of the valence and inversely as the square of the distance between the atoms. New expressions in the technical assessment of mineral concentration processes have been defined as Concentration Efficiency: Concentration Index: where h is the percentage of head grade; c, percentage of concentrate grade; maximum percentage of concentrate grade obtainable at 100 pct recovery; and R, percentage of recovery. In developing these expressions, the basic requirements for the technical assessment of concentration operations have been defined and the various expressions suggested by others for asses-sing the results of such operations reviewed and criticized. The derived expression for E, depends on a simple combination of recovery (R) and a new term selectivity (s), where S is (c-h)/(c,,, -h), by definition. Limitations of the new expressions are discussed and examples given of applications to concentration operations. It is also shown that the formulae for E, and I, can be applied to scatter diagrams, multi-component systems, size-assay analyses, and classification data. Many methods of quantifying concentrating operations have been proposed. These include direct presentation of weights and assays together with the derived data for other items such as ratio of concentration, recovery, rejection losses, and enrichment ratio. These terms are now accepted mineral dressing nomenclature, and in the assessment of the results of concentration processes, concentrate grade and recovery are together the most widely accepted measures of concentration efficiency. For practical purposes when the concentrate grade is equal to or greater than a predetermined acceptable value, test or operation results may be assessed by the recovery figures alone. Similarly when recovery is within specification, the operation can be assessed by concentrate grade. The ultimate assessment and selection of a concentration operation is—admittedly with a few ex-ceptions—a matter of economics. There is however an intermediate stage in laboratory and pilot plant testing when evaluations must be made without the assistance of an economic yardstick. Numerous techniques are employed to facilitate such evaluations among which may be mentioned graphical plots of grade vs recovery, cumulative weight vs cumulative recovery, scatter diagrams, etc. The desirability of combining metallurgical results and product weights and assays into a single value has been recognized and discussed by many workers1-" with the resultant suggestion and use of such terms as Metallurgical Efficiency ,' Summation Index,' Selectivity Index,'- and Absolute Efficiency B None of these expressions completely satisfies all the requirements of a selectivity or efficiency formula and it is proposed in this report to define the terms, relating to the technical efficiency of a concentrating operation, concentration index and concentration efficiency. Examples are given of their application and a comparison is made of their use in relation to other formulae. All product grades in this paper will be referred to in terms of mineral percentages and a list of symbols is given in Table I. The ore reserves of the United Verde Copper Co. in 1907 were estimated at 4,500,000 tons, averaging about 7 per cent copper. Seventy-five per cent of this tonnage was confined to the so-called fire stopes and the remainder was virgin ore. The fire area was being operated at a maximum capacity of 150 tons per day, and the other workings furnished the remainder of the ore, approximately 600 tons per day. The mine was developed to a depth of 900 ft. and the lower levels were considered lean and unpromising. The smelter had been built directly over the ore-bodies. Its site was congested, the ground was settling and maintenance costs were excessive. The major needs of the United Verde obviously were 1. Additional ore reserves. 2. A new and modern smeltery. 3. A method for the mining of the fire-stope ores commensurate with the tonnage and values involved. It is the method specified in point, 3 with which this paper is chiefly concerned. Such a method required the removal of the old smelter, and additional ore reserves were essential not only for the maintenance of production but for the investment necessary for the building of a new smelter.

INTERNAL The year 1976 was another outstanding year in the operation of the Institute and in the success of its varied activities. Total AIME membership reached 59,773 for a gain of. 6.4 percent. Total revenue increased to $5,111,2 10, up 22.4 percent, and balance sheet assets increased to $8,479,612, up 12.2 percent from the previous year. AIME and its constituent units conducted 30 technical meetings during the year, and attendance was up at most of them. Publications issued by the Constituent Societies continued a healthy growth. During the year 9 new local Sections were established, and at the end of the year the Institute had 150 Sections, with 19 of them overseas. Details on all of these operations are on pages 2 and 3 of this report.

Two separate but closely related projects now under construction on the St. Lawrence River- the Seaway and the St. Lawrence Power Project- are providing the impetus for what may become one of the most significant economic expansions in the Northeast. By 1959, or even earlier, electric power will be flowing from the largest single hydroelectric installation east of the Rockies. Simultaneously there will come into existence a great new commercial waterway which will provide cheap transportation from the farm and industrial heartlands of the U. S. and Canada to the markets and resources of the world. When the Seaway is completed, vessels with five to ten times the capacity of those now using the Canadian canal system will be able to move from the Atlantic Ocean to Lake Superior.

W E seem to have assumed the careless habit in recent years of treating mining geology as synonymous with exploration geology, and exploration synonymous with exploration for new deposits-to be forgetting that mining geology includes also the geologic control or guidance of day-by-day mining operation. In the publicized romantic spotlight of the search for new deposits, we forget the man with the dirty over-alls, grubbing away at the daily tasks of finding new shoots and of helping to keep production up and cost down. During 1949, as in previous years, the resident geologist continued his quiet efficient functioning while the exploration geologist continued to stay in the spotlight-although this time he shared it with what may be called the resource-appraisal geologist. Many broad problems of national import such as tax modification, the operations of the Economic Cooperation Administration, and certain international relations have come up against an unexpected factor lurking in the background, namely, appraisal of world and domestic reserves and latent resources. T. M. Broderick opened the year with his address as retiring president of the Society of Economic Geologists, wherein he analyzed the problems of exploration geology listing among them "the shortcomings of the geologists themselves, of the educators, the mining companies, our Published by permission of the Director, U. Twenty years ago, W. T. Burns, in his paper presented at the Butte Meeting of the Institute,' discussed the general scheme then in use in the electrolytic copper refinery of the Anaconda Copper Mining Co. at Great Falls, Mont., for removing impurities from tank-room electrolyte and controlling its acid content. Since then marked changes have taken place in copper-refinery practice at Great Falls. The electrolytic copper refinery in use in 1913 has been replaced by a new and entirely modern plant capable of producing up to 27,000,000 Ib. of cathode copper per month. With the building of the new plant in 1916, the treatment of converter anodes was discontinued. At first the substitution of refined anodes for converter anodes resulted in a decrease in the impurity content of the anodes, but as time went on, changes in metallurgical practices at the smelter resulted in substantial increases in the impurity content of the anodes. The leaching of the silver slime to remove copper before shipment to Raritan for treatment further added to the purification problem. The fact that the scheme of purifying electrolyte which Mr. Burns described in his paper has proved adequate for our needs under a wide variation of conditions speaks well for its essential soundness. Method of Purification Briefly, the method adopted for purifying tank-room electrolyte at Great Falls has been as follows: Each day a certain volume of tank-room electrolyte is run off and sent to the purification plant, where it is boiled down to approximately 46' 136. The concentrated electrolyte is then sent to crystallizing tanks where the bulk of the copper is crystallized out as copper sulfate. The mother liquor is then passed through insoluble anode tanks to remove the last of the copper and most of the arsenic and antimony. It is then either returned to the tank room direct or boiled down to 55' Bé, the iron and nickel salts crystallized out and the mother liquor returned to the tank-room circuit as restored acid. Prior to 1930 all of the evaporating was done in lead-lined tanks 13 ft. in diameter by 4.5 ft. deep, provided with lead heating coils through which steam at 30 lb. gage pressure was circulated.

The appearance of the Wilfley table in 1897 marked an epoch in the art of concentration of ores. The table has merited and received an almost unprecedented measure of public approval, lasting through its whole patent life. It has been very little improved in itself, or improved upon by competitors. The new machines bidding for popular favor have been of the Wilfley family, but without ability to do markedly better work than the parent machine, or to do more work except by the use of superimposed decks, the latter having obvious disadvantages. During the past three years there has been developed at Morenci a new type or arrangement of riffles applicable to the Wilfley type of concentrating table which corrects many of the objectionable features or limitations of the older system and obviates most of the difficulties encountered with it, particularly when handling ores having a low ratio of concentration. THE oilfields in Illinois are located principally along the LaSalle anticline in the southeastern part of the state. The oil produced comes most largely from beds of Pennsylvanian and Mississippian age, but there is an increasing important production from deeper horizons, as will be noted under new development. The oil is largely of paraffin base, and has an average specific gravity of about 35° Baume. The rank of Illinois as an oil producer has dropped from third since 1913, when its production was exceeded only by that of California and Oklahoma, to eighth in 1923. This has been the result of failure to find new pools of considerable size to offset the declining production of the old wells and of the greatly increased production of some of the other states. The noteworthy features of petroleum production in Illinois during 1924 are: the low rate of decline for the state as a whole; the smaller percentage of dry holes; and the larger average initial yield of the new wells.
