The years 1935 and 1936 have been momentous ones in the history of oil exploitation in Burma. While the possibilities of the discovery of an important new field in the country have become increasingly remote, there have been surprising and to some extent unexpected developments in and near the old established fields. Further, these developments have not only an important bearing on the future of the industry in Burma, but they point to conclusions of, world-wide significance in connection with the disposition of oil pools. BC'rma Independent of India According to the Government of India Act, passed by the British Parliament in 1935, Burma becomes independent of India, of which it was formerly a province. In future, therefore, statistics for Burma will be quoted separately from those of India. In 1934, 1935 and 1936 the oil production in India (including Burma) reached new high levels— though only a few per cent above the totals for 1919, 1920 or 1930. Part of the increase came from Assam, so that Burma's total is apparently below that of 1921. It must always be remembered, however, that Burma's largest potential producer—Singu—is used essentially by the Burmah Oil Co. as a reserve and its production is varied from year to year, and indeed from week to week, according to local market demand or the requirements of the Rangoon refinery. The figures of Table 1 must therefore be viewed in the light of these remarks.

THE Pima pit is a 1700x1400-St oval, the long T axis parallel to the strike of the orebody. The north side of the pit is carried as a final pit slope that coincides with the footwall of the orebody. The south side and east and west ends of the pit are working slopes continually being stripped back toward the final slopes. An inclined roadway extending from the natural ground surface on a 5 pct grade down to the north- east corner provides access to the pit. This road enters the pit 130 ft below the natural surface and continues as a pit ramp on a 5 pct grade to the 3150-ft bench (roughly the base of the alluvial cover). At this point the ramp system is steepened to a 12 pct grade and continues to the pit bottom. The 5 pct grade is maintained in the alluvial section to facilitate scraper haulage out of the pit. In addition to this main access ramp, temporary working ramps in the alluvial areas allow shorter routes to dumps. These are left on top of working benches and do not change the overall working slopes. Below the base of the alluvium, haulage is by truck down to the skip loading point or up from the bottom to the skip loading point.

RESULTS of a general survey of corrosion-fatigue phenomena at the Naval Engineering Experiment Station were presented in five previous papers.1-5 In these papers references were given to the work of Haigh in 1917.6 The five papers mentioned gave a general survey of the behavior of metals when tested to failure under simultaneous corrosion and cyclic stress. As a result of this survey the fourth paper gave a tentative analysis of the corrosion-fatigue process. According to this analysis, if the initial stress is below the endurance limit but above the corrosion-fatigue limit, the corrosion-fatigue process is divided into two periods. The first period is the formation of pits. As the initial stress is below the endurance limit, the pitting is assumed to be due to corrosion, not to fatigue. The corrosion pitting, however, is not the ordinary pitting of stressless corrosion, but is an accelerated pitting due to the effect of the cyclic stress on the corrosion. As the pit progresses, both the actual stress and the effective solution pressure increase. The increase of actual stress is due to increasing stress concentration at the bottoms of the pits. The increase of effective solution pressure is due to the increase of actual stress. The mutual intensification of stress and solution pressure continues until the actual stress at the bottoms of the pits surpasses the endurance limit. The second period of corrosion-fatigue then begins. In this period the process is merely fatigue accelerated by the corrosion. The cracks advance at a continually accelerated rate until the specimen breaks.

THE technical and safety press have devoted much space in support of or in opposition to the use of booster and auxiliary fans in coal mines. The Mine Safety Board of the U. S. Bureau of Mines has given the matter consideration, and the Mine Ventilation Committee of the A. I. M. E. is now seeking a discussion of the merits and demerits of such fans to guide it in formulating recommendations. In this paper, I will set up some principles on which I believe most engineers will agree and from which we may work toward a decision, though as to what that decision shall be there may be a difference in opinion. Before stating the points on which I believe. there is accord, I will distinguish between booster and auxiliary fans.

Experiments carried out on 100 g samples of molten tin and Sn-Pb alloys showed that the magnitude of the field strength, H, does not effect the supercooling, aTn, at which the initial nucleus of solid forms. However, the nuwlber of nuclei forming per cc, n, is found to increase greatly with H for fixed ATN and to increase with ATN for fixed H. The value of n increases greatly with the presence of solute and is found to he indefiendent of the cooling rate of the simples. Further, the most effective time for stirring to enhance n is immediately following the initiation of recalescence. The effect of inducing nucleation with the aid of a mechanical impact both in the presence and absence of stirring has also been studied. All proposed mechanisms for the enhancement of n by physical means seem to be inadequate in accounting for these results. IN any real nucleation experiment there are two effects influencing the results that would not be predieted from classical homogeneous nucleation theory. These may be separated into chemical and mechanical effects. The chemical effects are twofold. 1) Nucleation catalysts are present which enhance the nucleation frequency of new grains over that predicted by classical homogeneous nucleation theory.' 2) Solute will restrain the growth of nuclei so that many others may form.2,3 The mechanical effects are also two-fold. 1) Vibration (sonic or ultrasonic) of the freezing liquid enhances the nucleation frequency of new grains over that given by the chemical effects alone.4-6 2) Macroscopic fluid-flow effects produce the same effect as l).'7' It is also possible to influence the nucleation experiment by certain physical effects such as the application of electric and magnetic fields.9 From classical homogeneous nucleation theory one would predict the following relationship between the nucleation rate, N1 (number of nuclei formed per unit volume per unit time), and bath supercooling, AT, for an isothermal experiment.

The reprocessing of advanced fuels such as carbides, oxides, and cermets, containing up to 30pct pu has been studied. Dissolution of uranium carbides in nitric acid produces appreciable quantities of mellitic acid which has undesirable effects in subsequent stages of the process. Mixed oxides containing up to about 40 pct Pu in solid solution with UO, are soluble in nitric acid and a leaching type process in nitric acid for a stainless steel/UO,. PuO, fuel containing 30 pct Pu appears to be feasible. It offers considerable economic advantages THE reprocessing of the U-Cr alloy core of the Dounreay Fast Reactor was described by Buck and others at the Second Geneva conference.' This paper described the flowsheet and plant for processing a relatively simple fuel of good dissolution charac- over total dissolution routes. A new oxidation-sub -limation process is described for metallic fuels containing up to 12 pct Mo. New data is presented on the solvent extraction of uranium and plutonium nitrates into tributyl phosphate -odorless kerosene and of the influence of radiolytically produced acid phosphates on this part of the process. It is concluded that there are no insuperable difficulties which will prevent the satisfactory reprocessing of high burn-up plutonium fuels by a solvent extraction route. teristics and of low-plutonium content after irradiation. However, it has been clear for some time that more satisfactory operation of the reactor can be obtained by the use of a core with better irradiation performance than U-Cr alloy and a U-Mo alloy will be used for the next charge. Recent modifications to the core mean that it is now possible to carry out irradiations of fuel element subassemblies similar to those which might be used in a fast power reactor and trials with plutonium-bearing fuel elements will be made in the relatively near future. A GLANCE at the list of papers1 that have been published since 1920 on the general subject of flotation suggests the variety of ideas that exist regarding the underlying cause of the phenomenon. Among these ideas, we find several coherent theories, but none that adequately and completely explain the phenomenon. Ralston2 and Bains3 suggested an electrical theory which has to do with the attachment of mineral particles to a bubble by the attraction of unlike electrical charges. This theory has its root in the fact that a bubble of air in pure water is electrified in such a way that the surface is negatively charged while the body of the water is positively charged. This result, which was first discussed by Helmholtz, also obtains when the water contains anything except a high concentration of hydrogen ions, or ions which are trivalent or tetravalent. The theory also holds that the mineral particles have positive charges on their surfaces, and so there is attachment between bubble surface and mineral particles by the old law of electrostatics, which states that unlike charges attract.

There are seven basic comminution circuits that can be used to prepare beneficiation feed from the product of a primary crusher. This paper gives a comparison of these circuits based on average process and economical data. The paper is principally devoted to a discussion of the test work required to obtain the process data needed to evaluate each circuit. The results of the test work in conjunction with geographic and economic factors can be used to narrow down the choice of possible circuits to one, two, or three before making a detailed engineering study.

In Alberta, an oil well with an estimated capacity of 60 to 100 bbl. was "brought in" at Wainwright, the oil being derived from the Colorado group of rocks. In the Norman fields, Mackenzie River area, two new holes completed showed no oil in commercial quantities whereas the "Discovery" well has now an increased flow amounting to about 100 bbl. In Kent Co., Ontario, a well from low down in the Trenton formation gave an initial flow estimated at 200 bbl. This opens up new possibilities for the Ontario fields as this is the first oil from this depth in the Trenton. ACTIVE drilling operations for oil were carried on during the summer of 1923 in various parts of western Canada, particularly in Alberta. During the early part of the summer, interest centered in southern Alberta, in the Coutts area, just north of the producing Kevin-Sunburst field of Montana; but on Nov. 14 a strike of oil by British Petroleums Ltd. at its well near Wainwright, 120 mi. east of Edmonton, diverted public attention to a new field. According to present estimates, this well has a possible production of from 60 to 100 bbl. a day; the oil is 15° Bé. with an asphaltic base and is obtained from a sand at the depth of 2019-2036 ft. The oil stands at 1700 ft. in the casing and there is sufficient gas pressure to cause it to flow when the well is opened. The oil horizon is in a sandstone in rocks of Colorado age. It is known that there is a terrace structure of which the western edge extends in a northwesterly direction from the vicinity of Hardisty to Viking, where it probably swings more to the north. At Viking a small dome-like structure on this terrace gives rise to an important gas field. Wainwright lies directly northeast of Hardisty. The exact structure in the Wainwright field is unknown. At Fabyan, 6 mi. northwest of Wainwright, the Imperial Oil Co.1 last year brought in a large gas well estimated at 14,000,000 cu. ft.; the escaping gas sprayed a small amount of heavy black oil over the derrick. Precipitation processes occurring during both furnace cooling and aging of copper-iron albys were studied by means of electrical and magnetic measurements. On furnace cooling, two distinct stages in the precipitation process were detected; one occurring above and the other below 850° C. The kinetics of precipitation from quenched alloys were studied between 200° and 700°C. The reaction appears to be consistent with the concept of tmcleation of precipitate particles at dislocation loops formed by the clustering of quenched-in vacancies. The district in which these veins are found is characterized as a rolling country, with low rounded hills of syenitic granite, overlain on the flanks of the hills by Silurian limestones, which lie in nearly horizontal beds, and in some places are so fine in texture as to afford lithographic stone of a fair quality. The gold-bearing veins run north and south through this belt of syenitic granite, and are quartz-filled true fissures, with micaceous or talcoid slates forming the walfs of and horses in the veins. On Friday, Jan. 17, the thirteenth impression of the Perkin Medal was presented to Dr. Frederick Gardner Cottrell, at a meeting of the New York Section of the Society of Chemical Industry, held at the Chemists' Club, in New York City. The presentation address was delivered by Dr. C. F. Chandler, Senior Past President of the Society. The medal was awarded for the recipient's work in the electrical precipitation of suspended particles in gases. Dr. Cottrell's career, which is so familiar to members of the Institute, was sketched by Dr. Chandler. He told at some length of the experiments leading up to the final solution of electrostatic precipitation, which has done so much to solve the problem of smelter smoke. The principal interest in Dr. Cottrell's speech of acceptance lay in his remarks about helium, the production of which has been so reduced in cost that it has practically supplanted the use of hydrogen for inflation purposes in war balloons. He said: "Two or three weeks after war was declared in 1917, Dr. R. B. Moore attended a meeting of the American Chemical Society in Kansas City. At the general session, Mr. Seibel of the University of Kansas, gave a paper on krypton and xenon in some of the natural gases of Kansas. At the end of his paper, he expressed regret that at such a time, when everyone was thinking of war problems, his paper was of a purely scientific nature and had no practical bearing on the war. Dr. Moore immediately got up and said that he did not agree with Mr. Seibel. The presence of helium in those wells could, and should, have a very practical bearing on the war, as this gas could be extracted in quantity from the natural gas and used for balloons and Zeppelins. He pointed out some of the natural advantages of helium over hydrogen, and quoted Sir William Ramsey's letter advocating the use of helium for airships. The general attitude of those present was one of scepticism, so he finally asked Dr. Cady for his opinion who stated that he believed-the thing could be done, but was very doubtful whether it could ever be made practical on account of the cost." Dr. Moore in a letter wrote: "That same day I talked to Dr. Parsons, who was present at the meeting and was returning to Washington almost immediately. I told him what had happened, and that I believed the matter should be taken up by the Bureau at once and presented to the War Department. He promised to do this as soon as he got to Washington; and I know that he did take the matter up with other Bureau officials." Dr. Cottrell continued in part: News of Ramsey's suggestions also reached this .country through other channels and eventually came to our attention. Professors Satterly and Patterson of the University of Toronto commenced experimentation of the subject Jan. 1, 1916. Col. G. A. Burrell, who headed the research department of the Gas Warfare Service at the American University, tells me that Cady's experiments had also suggested similar possibilities to him.

Kansas produced 38,150,878 bbl. of oil in 1928 and 40,658,170 bbl. in 1929, thereby retaining its rank as fourth among the oil-producing states of this country. Production for 1928 was less than that for 1927 (Fig. 1) because of a decrease in the number of completions, but the average initial production per well (Table 1) shows an increase due to the completion of wells of comparatively large capacity in the new Valley Center pool of Sedgwick County. This increase in average initial production per well was further augmented during 1929 by completion of additional wells of comparatively large capacity in the Valley Center pool and the new Greenwich pool of Sedgwick County. J.-I think it may be of interest in respect to the information we have received in regard to the danger of machinery in mining operations, to state that in the particular type of metal miming which the New Jersey Zinc Co. is doing at Franklin, during the past year, although there have been other accidents, that method of miming was free from any accident due to machinery underground. It may give a different light as to the relative degree of the importance of machinery as varying with different types of mining. ARTHUR WILLIAMS, New York, N. Y.-Mr. Kneeland's able presentation of this paper, it seems to me, bears out the suggestion which has been so frequently made that in this country we have a new profession, that of the safety expert or safety engineer, which calling, if properly carried out, would include also questions of sanitation. While Mr. Kneeland was speaking, it occurred to me that perhaps any one, however experi-enced he might be in mining generally, would pass through these mine shafts and these operating rooms, and the things which might cause accidents, which would cause accidents if the right conditions were to occur, would pass by entirely unnoticed by him, but when the safety expert goes into these places he sees these things which he immedi-ately recognizes as being spots of danger and provides means for their elimination.

Tests and methods of detecting oxidized coal are studied. Particular emphasis is placed on the microscopically discernible changes that accompany the chemical and physical changes affecting the technological properties of coal during oxidation. Coal samples were used from the low-volatile Pocahontas No. 3 Seam, McDowell County, W.V., and from the high-volatile Cedar Grove Seam, Mingo County, W.V. Tests conducted include: carbonization, free-swelling index, phase inversion, froth flotation, Gieseler plasticity, oxygen by difference and by neutron activation, volatile matter, pH of coal slurries, alkali solubility, and electrostatic charge.

Although the situation in the oil industry during the past year has not been conducive to large expenditures for development and research, there is little indication that such expenditures have been curtailed. While few outstanding achievements have been reported, considerable progress has been made in the development of new product,s and the adaptation of petroleum derivatives to new uses. The most important question facing the refiner today is the antiknock quality of his gasoline. This year has seen the widespread adoption of the term "octane number" as a measure for anti-knock values, and in the latter months of the year the public has been made acutely aware of this condition through competitive advertising. Gasoline is no longer priced on volatility and gravity alone, but on octane number as well; and premiums are being paid for material of relatively high octane rating. The situation has grown more and more competitive and has forced refiners continually to raise the octane rating of their regular and competitive grades, and at this writing the same situation exists for premium grades which have possessed relatively high anti-knock properties for some time. Straight-run gasoline produced from paraffin-base or semiparaffin-base crudes has an inherently low anti-knock value, and in order to convert this material to a higher quality it has been found necessary to crack an increasing percentage of the crude oil charge. By completely cracking the heavier portions of the crude and blending back with the straight-run gasoline, it has been possible to produce an average of 63 to 65 octane number gasoline on average Mid-Continent crude. This operation carried to the fullest extent does not suffice, however, and the recent and rapid development of the so-called '(reforming unit," has resulted. The straight-run gasoline fraction is cut into two parts: a light, low boiling point gasoline; and a heavy gasoline or naphtha. The latter containing the low anti-knock portions of the gasoline, is sent through a re-forming unit and subjected either to high temperature or pressure, or both, which materially increases its octane number. 1. The purpose of the National Research Council as organized for war purposes is twofold, to stimulate those outside its own personnel to conduct researches of importance for winning the war and to carry on such researches through its personnel to a limited extent. How this is done is explained in Section 10. "Research" is used here in a very broad sense, including, for instance, inventing and developing mechanical and physical devices. The need of this work arises from the inevitable concentration of most of the governmental war agencies on the production and transportation of war materials of the types now adopted, as distinguished from devising new kinds of instrumentalities, such as armor, guns, aircraft, and apparatus for detecting, locating, observing, signaling, transporting, and many other military purposes. But it is important that we should devise new agencies. The war came near being won by an invention, the submarine, and its course has been affected greatly by two other inventions, tanks and aircraft. In spite of our numerical superiority victory may well be snatched from us by an invention, if we allow Germany to outstrip us in inventing. Hence the importance of the Council's work in mobilizing and organizing the services of the patriotic civilian experts throughout the country, so as to bring their powers to bear on important war problems and on inventing war devices, as an adjunct to the development work of the regular governmental bodies. 2. Status of the Council.—Though President Wilson's request caused the Council to be created in 1916 by the National Academy of Sciences under its congressional charter; though his executive order of May 11, 1918, directs the heads of "Governmental departments immediately concerned" to "continue to co-operate with it in every way that may be required;" and though the Government has contributed largely to its financial support; it is not a department of the Government but an independent research body, aiming to evolve the necessary mechanism for the novel work of systematic stimulation and guidance of research. Thus the Government, which instigated the creation of the Council, recognizes and collaborates with it, and in part supports it. The Council acts moreover as the Department of Science and Research of the Council of National Defense.

The old do not love to see the young pass away from the light of the sun before them. Fathers would fain keep their sons by their side to the. end of life ; but the old Greeks, who loved the old gods, were wont to moderate their grief with the sweet superstition that only those whom their gods especially loved died early. The Christian church found consolation in that superstition applied in a new form to its new sorrows, and paid its most enthusiastic devotion to the memories of its young and beautiful martyrs. The natural science of our century is robbing us fast of this and all other superstitions, sweet as well as bitter, and leaving us for consolation to the teaching—colder, yet kinder—of personal fortitude and that optimism Which intelligently translates the Cosmos of Humboldt back into its old name of the Harmonia of Pythagoras. The Homeric Kataclothes, the three fates, are dead and gone for us, with that old world which comprehended none of the laws of cause and effect, and sorrowed for those who were cut off from the land of the living without hope of more than a shadowy existence beyond the river of death. All the more the ancients cherished the memory of their dead and lavished their choicest art upon their monuments. We moderns have lost the monumental arts, but we better keep the monuments which our dead leave behind them. No one of us who has done good work can fail to be remembered; and in an Institute like this, which keeps the press at work, an immortality in the memory of men is more possible, more certain, for every one of its members than the greatest heroes of antiquity could anticipate for themselves. In old apocalyptic times the works of men followed them through death to the throne of God to be their advocates in judgment, but in these modern times our works remain this side the grave, to follow the name of the departed one as it takes its course along the history of his peculiar art or science advancing slowly to perfection. The principles on which an art is founded are usually few and necessarily basic in nature, but he who wishes to achieve the power to select his aides and give success to important undertakings that may be entrusted to him in the future must ordinarily undergo years of drudgery in order to gain the experience that will enable him to distinguish such fundamentals through the haze of reenforcing detail that clothes and tends to disguise them. This especially applies to those who would dream dreams that may come partly true. Professor Henry B. Cornwall of Princeton was a graduate of Freiberg with mining experience in Mexico. He was my friend and mentor during my college life. In 1883 I finished my postgraduate course and had two offers of work to consider. His advice is very clear in my mind today. It was essentially as follows: I know something of the mines of Mexico and have crossed through the mountains of the West. The West possesses a vast area of mountain and valley. California has long had its gold mines, the Comstock and Gilpin County followed and now comes the discovery of Leadville. I believe the West, will become a great mining country. You can choose now to teach here or go to the mountains. Were I in your place I would go West and identify myself with mining.
