Much has been said and written recently about the manpower problem in the mining industry. The coal segment of the industry has been scrambling to staff and man its companies and operations in order to accommodate the current boom, and there are some interesting side- lights and developments which deserve further attention from coal mining people. This column will deal with the manpower problem in general and the plight of the professional-the mining engineer-in particular. At this point in the game, it is desirable and perhaps necessary to ask ourselves if there really is a manpower problem and, if so, how serious it is. Suprisingly, there are varying and conflicting answers to this question. If we are talking about warm bodies, then in most mining areas there is no problem. If, however, we are talking about skilled or trained people-at all levels-there are apparently serious shortages, especially in the coal industry and in the U. S. Bureau of Mines. To define quantitatively the present and future need for mining professionals is a formidable task, to say the least. Without pretending that these figures are anything but an educated guess, we feel there is an immediate need for about 1000 mining engineers right now and a continuing need for about 300 mining school graduates per year (double last year's number) for the next ten years in order to take up the slack, provide for attrition and maintain a normal growth rate. Mining companies, large and small, are just now beginning to realize that the industry is undergoing a revolution, It is no longer possible to design, build and operate coal mines by the "seat of the pants." Production demands, the new health and safety law and the inevitable new legislation on surface mining will require more engineering, more planning and new technology. There are mine operators who need mining engineers and don't even know that they need them. This could mean rough going for the small operator. It surely means that there will be a trend toward increasing the ratio of technical to nontechnical employees and the ratio of technical employees to dollars of capital towards levels comparable with other highly mechanized industries.

In my last report on Petroleum in Burma and India1, details were given of production and development up to 1932. It was pointed nut, that the only statements available for Burma were those published officially by' the Government of India in the Annual Review of the Mineral Production of India (Records of the Geological Survey of India), which are issued about 10 or 11 months after the close of the year. Operations in Burma are almost entirely in the hands of three companies—the Burmah Oil Co., the British Burmah Petroleum Co. (with its subsidiary, the Rangoon Oil Co.) and the Indo-Burma Petroleum Co.—and these companies preserve a policy of secrecy, so that details are not available of new wells, depth, wells abandoned, or of other figures, except in so far as the Government considers it advisable to publish the information in its possession. GeneRal Developments in 1933-1934 As predicted in 1933, there have been no spectacular developments and no new fields have been discovered. Nor are there any new indications of a likelihood of fresh discoveries. The policy of extremely careful exploitation. has been continued and intensified; production is being maintained at an almost steady level and can be so maintained for many years to come—indeed, it is the policy of the leading company to permit refinery and local market requirements to dictate the production required. Contrary to experience in practically every other part of the world, India has shown a slightly decreased demand for petroleum products—especially kerosene, but also for gasoline. The increased use of electricity would explain the lower demand for kerosene, but the falling off in the demand for gasolinc can only be attributed, according to the Chairman of the Burmah Oil Co., to the depression and to the incidence of heavy taxation. In India (including Burma) as a whole, production was 305,018,751 Imperial gallons in 1931 (8,714,822 U. S. barrels); 308,606,031 Imp. gal. in 1932; 306,009,022 in 1933 and is estimated at 308,000,000 in 1934.

IN 1945 the Bagdad Copper Corp. decided to change from block caving to open-pit mining. By early 1948 the conversion was completed and production was increased from 1500 tons per day to 4000 tons per day. Open-pit mining costs decreased approximately 40 pet from the cost of producing ore by the underground method. At present one P & H model 1400 all-electric 4 1/2-yd shovel and one P & H model 1055 Diesel 3-yd shovel are used continuously for stripping. One 21/2yd North- west shovel handles the ore. Delivery of a new P & H 1055 electric shovel for stripping is expected this month. Blasthole drilling is performed with two Bucyrus model 22 and two Bucyrus model 27 churn drills.

IN the early stages of design it was not considered necessary that separate crushing plants be built for the new sulphide concentrator and smelter until sometime in the future. The plan was to use the existing crushing facilities for both oxide and sulphide ore. A few additions were contemplated for the existing plants, such as increased bin capacity, and possibly two new secondary crushing units. The more the problem was studied and discussed with the plant operators, the more it became evident that it was complex. It involved the classification of different kinds of ore from the open pit mine -sulphide, oxide and mixed-and how best to separate them so that each kind of ore was given the proper processing and treatment. It also involved the problem of keeping the different ores from being contaminated in bins, hoppers and chutes. Added to these, transportation became complicated and would involve additional handling and loading of ore from crushing plants to conveyors, to bins, and finally to railroad cars which were to be hauled to the concentrator and dumped into the fine ore bin. General In the early part of 1951 it was decided that the concentrator be constructed with ten grinding units instead of seven as originally authorized. The smelter was to be increased proportionally and naturally also the overall tonnages of ore to be handled by the new sulphide plant. Due to this increase in plant capacity and the larger tonnages involved, the difficulties which would arise by using the existing crushing plants were increased to a point where it became evident that the building of new crushing plants for sulphide ore exclusively was technically, as well as economically, advantageous. Authorization was, therefore, given by the company to construct new crushing plants to handle 30,000 tons of ore per day, and capable of reducing the run-of-open-pit ore to the proper size feed for the 10x14-ft rod mills in the concentrator. The ore, mined in the open pit, sometimes comes in pieces as large as 6 to 7 ft diam. The rod mills may call for ore crushed to 3/4 in. The large .size of ore delivered from the open pit determined that a 60-in. gyratory crusher be used as primary breaker. Such a crusher will have a capacity considerably in excess of 30,000 tons per day. The crusher will be a single discharge unit driven by a 500-hp electric motor through a tear coupling and a floating shaft. This type of drive has proven successful at a number of other crusher installations which our company has operating in the United States, Mexico and South America. The tear coupling will protect both the crusher and motor against damage in case of overload. No new features are incorporated in the design of the crusher itself, except that the, discharge chute is made the full width of the crusher with parallel sides instead of the usual converging sides. This change in detail should eliminate, a feature which has been a bottleneck in some of the operating plants and has caused loss of production due to ore hanging up and blocking the chute. The secondary crushing plants will have three 7-ft standard Symons cone crushers and six 7-ft short head Symons crushers. Between the primary and secondary crushing plants a coarse ore bin will be constructed with a nominal draw-off capacity of 30,000 tons of ore. The standard Symons and the short head Symons will be in separate buildings. All the crushing plants and the coarse ore bin are interconnected with conveyor belts for transporting the ore to the crushers at the tonnage rate desired. The final product of the new crushing plants is produced by the short head crushers. It will be delivered onto a conveyor belt leading to the top of the fines ore bin in the concentrator. A separate conveyor belt running the full length of the fines ore bin and provided with a movable tripper of rugged design will discharge the sulphide ore into the bin. The concentrator bin is planned and designed so that the installation of this additional conveyor will not interfere with the operation of the two railroad tracks on which crushed ore is brought from the existing oxide plant. Thus when completed the bin can be filled simultaneously by ore from the new crushing plant and by ore from the existing leaching plant.

As 1970 develops and industrial minerals stand at a crucial point in their progress, research and development programs appear to be the key needed to open up new uses for each mineral's future growth. Radically new processes are needed for making a host of new synthetic products from mineral raw materials which will more nearly meet the demanding specifications required for high performance in space, nuclear and defense applications. Consumer applications for high temperature environments will be needed and are important for continuing the nations economic mineral position. In addition, an acute materials problem limits the effectiveness of some of the newer concepts for controlling ail pollution. What is needed then, according to a report printed by the National Academy of Sciences, is the carefully planned development of a limited number of major centers at universities to provide for both basic research and training of personnel; the nurturing of interdisciplinary mechanisms for research and problem solving within these centers; the achieving of a better balance between physics and chemistry within research, emphasizing the chemical aspects of the material sciences; and the enhancement of a broader professional identity by unifying the various disciplines involved into a possible federation of existing societies which have an interest in the problems. Discussion of the paper of D. Foster Hewett, Bulletin To. 27, March, 1909, pp. 291 to 310. JAMES F. KEMP, New York, N. Y.:-Mr. Hewett's paper is one of exceptional interest, because it not only adds an important contribution regarding one of the rarer, valuable elements, but also because it introduces compounds hitherto unknown and in associations no less novel. While we have occasionally dis¬covered and recorded asphaltite in metalliferous deposits, for example in the Joplin and Granby districts, we have not seen a metallic ore in a deposit essentially asphaltite. The source and method of introduction afford a subject well worth serious reflection. Vanadium was first discovered and recognized as a distinct element in the slags obtained in smelting the titaniferous magnetites at Taberg, Sweden. For a long time, therefore, we looked upon the titaniferous magnetites as its hone. Analyses proved, years ago, that it was present in the ores of this type in New Jersey and in the Adirondacks. It was quite rarely determined, but when looked for it was, I think, invariably found, although the Amount seldom exceeded 0.5 per cent. of V,05., In just what combination it exists in the titaniferous ores is uncertain. One might imagine V2O3 replacing some of the Fe2O3 of magnetite; or, since in the lead series vanadates and phosphates are closely akin, one might wonder if a lime-vanadate could take the place of apatite. Yet no lime-vanadate has been found in nature, and apatite itself is usually rare in the titaniferous ores. When percentage-curves are plotted for a series of analyses of the ores, the line of vanadic oxide shows a curious sympathetic behavior with the line of chromic oxide;' but the data are somewhat limited, and no compound has sug¬gested itself which throws light on the matter. 13.4-1. History. During the past ten years the mining and production of iron ores has been through a revolution. From 1939 through 1948, which included World War II, 561,000,000 tons of iron ore was mined and shipped from Minnesota's Mesabi Range to the blast furnaces of the United States for the production of iron and steel products (20, 28, 29). The iron mining industry, anticipating the exhaustion of this highly productive source of raw material, instigated a worldwide search for new sources of iron ores. This search was highly successful, both as to quantity and quality. Venezuela (38), Canada (17, 28, 42), Peru (19, 23, 50, 52, 54, 56) Chile, (1, 66, 75), Brazil, and Liberia were among the countries where enormous deposits of high quality iron ores were discovered. The exploitation of these deposits took away the monopoly held by the Lake Superior region for so many years and created a highly competitive market for high quality natural iron ores. 13.4-2. Exploration and Development Practices. SPECIFIC TO IRON MIN- ING. American industries are motivated to continue exploration because new ore discoveries often lead to an improved competitive position with respect to raw material supply. Exploration techniques have advanced rapidly in recent years, to a degree that potentially important iron ore reserves, stratigically located, may now be detectable by application of a combination of refined and diversified geophysical exploration methods. Since the days of the dip needle, iron ore people have placed greatest reliance on the magnetometer. Its successive stages of development progressed from the balance and the torsion type to the fluxgate, and then to the "sophisticated" magnetometers-conceived and developed in th field of atomic physics. By far the greatest advancement in magnetometer prospecting was made when the self-orienting fluxgate magnetometer took to the air. (communication to the Secretary†):—I observed (Trans., xxxvii., 585) that to obtain tenders from several American mills, the foreign engineer should modify his maximum phosphorus to 0.10 per cent., not as Mr. E. Windsor Richards quotes me, that no American rail-maker can produce rails under 0.10 per cent. of phosphorus. Mr. Richards claims that no English engineer would agree to accept 0.10 per cent. of phosphorus on any terms whatever. Mr. Webster writes that only after an engineer has .been convinced that rails can be made in America equal in every respect to those he is getting abroad, should he be asked to modify ally conditions in his specifications. I know it to be a fact that during recent years in many cases, as, for instance, When delivery could be secured more promptly in the United States than in Europe, the consulting engineers of several British and colonial railroads have frequently agreed to modify their phosphorus requirement to a maximum of 0.10 per cent., and the rails delivered' under these modified specifications have, under like conditions, given just as satisfactory service and proved to be no more brittle than similar sections of 0.07 per cent. phosphorus rails, rolled in England under the same specification except without modification as to phosphorus. Considering the truly wonderful natural resources of the United States, and the variety and extent of uses for hydraulic cement at the present day, it seems strange that the manufacture of the artificial product called Portland cement has not been introduced here. Possibly the reason may be we have in different States of the Union rock deposits from which a cement can be obtained that is as good, and some claim even better, because of a more uniform quality, than the English product after it has been subjected to transportation across the ocean. One of these natural cement-rock deposits is found in the northern part of the city of Buffalo, and its manufacture has been carried on successfully for the past eleven years by the Buffalo Cement co., Mr. L. J. Bennett, President. The quarries cover an area of about two hundred acres, of which only twenty-five acres have been exhausted up to date; and the supply is assured for years to come. One acre yields on an average 80,000 barrels of cement; hence 12,000,000 barrels is a low estimate of what these quarries will yield before they are exhausted. According to the Geology of New York this cement-rock deposit is called the Water-Lime group, and forms in this section the uppermost member of the Upper Silurian. Its outcrop can be traced along the base of the second limestone terrace of Western New York, but at Buffalo a very large part of the overlying Corniferous limestone has been removed by natural agencies, leaving only about eight feet (six feet of rock and two feet of clay) on the top of the cement-rock, and thus furnishing the conditions for successful quarrying at a minimum expense. This rock is really an impure limestone, a mixture, as it were, of the underlying shales of the Onondaga Salt group with the overlying

On April 17, the John Fritz Medal, the award of which the presiding officer, Col. John J. Carty, characterized as "the highest honor which can be conferred on an engineer in America," was presented to. J. Waldo Smith "for his most distinguished services in civil engineering, and particularly in connection with the work on the great aqueduct, which has just been completed." Col. Carty spoke very briefly of the origin of the Medal and the method of awarding it, mentioning the names of the twelve men to whom it has been awarded in former years, and then introduced Mr. Nelson P. Lewis, Vice-president of the American Society of Civil Engineers, and for many years Chief Engineer of the Board of Estimate of the City of New York, who is an old colleague and fellow-engineer of Mr. Smith. Mr. Lewis said, in part: Mr. Smith is so well known that an extended review of his professional activities will be unnecessary, but a brief outline of the development of a conspicuously successful hydraulic engineer may not be out of place. It would be difficult to find a better instance of the success which is quite sure to result from persistent devotion to all phases of a particular line of engineering work. It began in his boyhood, when, as a lad of 15, he eagerly availed himself of such opportunities as were afforded to help in the construction of a waterworks system for his home town in New England. The present paper was suggested by the paper read by Mr. R. W. Hunt at the New York Meeting, in February last, on rail-sections (Trans., xvii., p. 778)) in the discussion of which I brought forward some of the facts and observations here stated. Professional duties having prevented me from writing out my part of that discussion in time for its publication in the volume containing Mr. Hunt's paper, I take the opportunity to present it in separate form and greater fulness. The striking features of the series of rail-sections submitted by Mr. Hunt are their shallow heads and heavy bases. In these respects they are quite similar to the section of the 80-1b. rail, which I designed in 1883 to meet the requirements of the traffic of the New York Central and Hudson River Railroad. Before the adoption of the 80-1b. rail, this road had modified its 65-1b. section from a shallow head with rounding sides and quite heavy base to one having a deep head and thin base. All the leading railroads had changed from the earlier sections of steel rails to those having deep heads and thin bases, conforming to the recommendations of the Committee on Rails of the American Society of Civil Engineers. It is but proper to say that the committee's investigations upon the wear of rails were made upon the rails manufactured under a practice quite different from that which obtained after the committee's recommendations were carried into effect. The results in actual service have been contrary to what was expected. Fig. 1 shows my 80-1b. section of 1883. Before designing this rail I had taken, at different times, a series of diagrams of the condition of tracks, with my car, on the New York Central and Hudson River Railroad, all of the New England railroads, and all but one of the trunk lines. My diagrams gave me an opportunity which could not otherwise have been obtained to see the wear of great numbers of sections of rails under widely varying conditions of traffic.

Since the first major mine development, the company has continually looked for ways of improving drifting methods. The planned increase in production to 60,000 tpd, and the lack of trained personnel, requires new development methods to maintain this high production rate. In order to finish the drifting on the 2015 and 2075 levels, a total of 59,000 ft is required, or two years at the present rate.

The New York Meeting this year will-be held from Monday, February 19 to Thursday, February 22. The Committee on Arrangements, the personnel of which is given elsewhere in this Bulletin, is making plans to duplicate the conspicuous success of last year's meeting in New York. The papers to be read at this meeting, it is believed, furnish material for interesting and profitable technical sessions and symposiums. The social features are being carefully planned since it is believed that these form an important part of such meetings; several functions are to be, given with the object of fostering the get-together, know-each-other-better spirit. Ladies are invited to attend this meeting and participate in the various affairs planned by the Ladies' Committee and by the Committee on Arrangements. This preliminary notice is given in order that members may make their plans now to be in Now York at the time of the meeting. Full details will be sent to the membership through the mails as soon as the program has been definitely fixed.

THE USE of the aeroplane in engineering work is quite recent. Its general application to all branches of engineering, including mining and metallurgical engineering, is increasing and its possible uses are most promising. Comparatively little has been published on the sub-ject in the mining and metallurgical press, and it is for this reason that the following notes are recorded. In March, 1922, Prof. E. L. Bruce published an article in the Transactions of the Canadian Mining Institute showing the possible applications of the aeroplane to preliminary geological surveys. In October, 1922, Mr. DeShea, representative of the Fairchild Aerial Survey Co., of New York, discussed the subject before the New York Section of the Mining and Metallurgical Society. The writer has been in correspondence with the Laurentide Air Service of Montreal and engineers who have flown. Canada, with its many lakes and rivers-favorable landing places, meets the prerequisite for successful use of the aeroplane in an unexplored and uninhabited or sparsely inhabited country. During the open season hydroplanes are used, and during the, winter season ski runners are attached to the axle in lieu of wheels. With skiis attached it has been found practicable to take off and land on any depth of snow quite readily. Winter flying in northern Canada is quite common. The Laurentide Lumber Co., appreciating the value of the aeroplane, used them for two or three years for timber cruising, and about 1921 turned their equip-ment over to the Laurentide Air Service of Montreal, who operate flying machines. The photographic and engineering work in Canada is done by the Fair-child Aerial Surveys Co. under a contract with the Laurentide Company.

None of the currently used methods of testing bentonites as binders for strengthening iron ore pellets is entirely adequate by itself. Since more knowledge was needed about 1) which properties of bentonite most affect pellet strength, and 2) the precise mechanism by which strengthening is produced, attention was paid to possible new techniques for rating bentonites. With the structural nature of bentonites — in particular, the montmorillonite component — the possibility of rating bentonites on the basis of zeta potential was investigated. These bentonites were also rated by conventional tests and measurements, including colloid content, barrel yield, pH, chemical analysis and physical tests on green and dry pellets. A mechanism for pellet bonding based on electro-kinetic forces between the bentonite and the iron ore concentrate appears to be feasible. In pelletizing, from 6 to 18 lbs of bentonite is added per ton of concentrate to give strength to the green and dry pellets. In some operations even more bentonite than is required for strengthening purposes must be added for moisture adsorption to pennit balling of the concentrate. Since bentonite is thus a major item in pelletizing, more knowledge about the way in which bentonites act as binders and better ways of rating this ability would help in the difficult job of selecting the right bentonite for a given concentrate. The fact of the matter is that although several methods are in current use for testing bentonites, none of these methods are consistently foolproof. For example, a given bentonite may rate high by several standard tests yet turn out to be a poor binder, and of course the reverse also occurs. Actually, more knowledge is needed about 1) which properties of bentonite most affect pellet strength, and 2) the precise mechanism by which strengthening is produced. In this study attention is therefore paid to possible new techniques for rating bentonites. With the structural nature of bentonites as a starting point, we investigated the possibility of rating bentonites on the basis of the zeta potential, i.e., the electrokinetic ootential on the montmorillonite colloids — the main component of bentonite binders. The zeta potential technique was applied to a range of commercial bentonites from several areas in the U.S. and abroad.
