UNTIL June, 1868, it had not been attempted, either in this country or abroad, to manufacture by mechanical means, from anthracite coal-dust, artificial fuel for domestic use. Several attempts had been made to utilize coal-waste by converting it into a fuel for manufacturing purposes, but none of the processes were original, and they were merely applications of the well-known European processes and machinery, slightly modified by American ingenuity and mechanical skill. With one exception all those attempts have been failures. The great difficulty in the application of European processes and machinery has always been the limited production, and the excessive cost of the manufactured product, as compared with the cost of mining and preparing the ordinary anthracite coal for the market. The only serious and intelligent attempt to manufacture, on a large scale, artificial fuel for manufacturing purposes, has been made by the Anthracite Fuel Company, whose works are erected at Fort Ewen, near Rondout, New York. This company, organized under the auspices of the Delaware and Hudson Canal Company, had to go through the usual course of difficulties, breakages, and disappointments, which seems to be the lot of every new industry. Thanks, however, to the energy and perseverance of Mr. L. L. Crounsse, a gentleman of means, from Washington, D. C., the enterprise succeeded, and it is to-day established on a permanent basis. In order to increase the production, and to reduce its cost, the Anthracite Fuel Company was compelled to change most of its plant, and to erect more powerful machinery, producing lumps of a larger size, almost twice the size of the lumps made previously by the same company. W. R. Ingalls, since 1905 editor of the Engineering and Mining Journal, retires from that position with the issue of Mar. 22, to open offices in New York City as a consulting engineer. The severing of this connection .will not be complete, however, as Mr. Ingalls will continue as consulting editor, and will handle the metal-market quotations in the Journal which are now the accepted authority for the government settlements of ore importations and the basis of practically all the ore settlements between miners and smelters throughout' the country. No greater compliment can be paid to Mr. Ingalls than this, unless it is the recognized fact that these quotations have been made what they are by his ability and his integrity, which secured for him channels of information vital to the accurate estimating of the market, but denied to anyone else. The Journal, under the. strong hand of Mr. Ingalls, has always been the acme of ethics in technical journalism, and the best wish that can he given to his successor, not yet announced, is that the Journal may long continue to live up to the standards not originated, but so consistently maintained and strengthened by Mr. Ingalls. His spelter statistics are accepted as authoritative wherever the English language is read and zinc ore is mined. He has found time during his very arduous years on the Journal to he the author of several works on the resources and metallurgy of zinc, lead, cadmium, etc.; for 5 years was the editor of Mineral Industry; and was consulting engineer for the Bureau of Mines and joint author of their voluminous and authoritative work on mine safety rules. His retirement from the Journal is a distinct loss to every one of the Journal's readers individually and to the profession as a whole. Universal good wishes go with Mr. Ingalls to his new field, which has for a long time been offering him professional attractions that his confining editorial work has not permitted him to accept.

Under the name given to this column, I almost feel obliged to write about some aspect of grinding, but I have decided instead to comment on the future of chemical processing. In recent years, I have seen a tremendous interest in extractive metallurgy develop among undergraduate and graduate students at the University of Utah. For example, of the 12 graduating seniors this year, over half seem to prefer extractive metallurgy to physical metallurgy. In particular, they seem to be most interested in hydrometallurgy, or chemical processing, obtaining industrial exposure to the phenomena they study via part-time employment at the Kennecott Research Center and the USBM Metallurgical Center in Salt Lake City. The stimulus has been generated by society itself. Many students are dedicated to the proposition that new technology can circumvent the destruction of our environment, a concept which provides considerable motivation. At the governmental level, the recent concern for the quality of our environment has created action in the area of chemical processing both through imposition of stringent air and water quality standards, and through increased funding for technological research in this area. The National Academy of Sciences (NAS) gave impetus to this movement when it pointed up the need for development and support of such disciplines as extractive metallurgy, particularly chemical processing, in a recent report on Mineral Science and Technology. The recommendations in the NAS report have prompted governmental action on many fronts, including the Bureau of Mines, and have also given rise to direct legislation in the form of two bills -H. R. 3492 and S. 635- presently before Congress to a mineral engineering education. The report recommends that chemical processing technology (more generally extractive metallurgy) be developed by both new engineering techniques and unconventional chemical techniques such as application of the chemistry of nonaqueous liquids to mineral systems.

During 1980-2000, the Florida phosphate industry will deplete its central Florida Polk County reserves. As a result, new mines will be built in the so-called southern Florida reserve areas. These mines will require new mining, beneficiation, and tailings disposal technologies since southern reserves have different characteristics than have been encountered in the central Florida deposits. Furthermore, government regulations will necessitate development of new tailings and clay disposal methods. This paper reviews these challenges for the Phosphate industry and how these opportunities can be expected to effect plant design and plant operating practices.

FOR twelve successive years Canada's mineral production has shown a steady increase, rising from a value of $0.5 billion in 1945 to $2.06 billion in 1956, and the outlook for the future is one of continued growth. A great deal of credit for this growth must go to Canada's tax policies, which recognize that mines are difficult and costly to find, and that once found, they are a wasting asset. These tax policies take form under the Income Tax Act, which provides a tax- free period of three years on initial production for new mines and, after that period is over, allows all proper expenses of operation to be deducted from mine revenue. These allowable expenses include write-off of plant and pre-production development expenditures. From the resulting profit figure after this procedure, a further deduction of one-third is allowed for depletion before net taxable income is arrived at. Tax rates of 20 pct on the first $20,000 and 47 pct on the excess are then applicable to the net taxable income.

DURING recent years, tremendous strides have been made in the economical use of coal. This has resulted in, and to some extent has been a result of, making the fuel specifications more and more rigid. For this reason, all producers have found it necessary to improve their preparation materially, both as to sizing and the elimination of impurities, either by more effective preparation underground or at the tipple and cleaning plant, or both. This cause and its effect in all producing fields seem likely to continue for several years-at least. The splendid inherent qualities of the Pocahontas and New River coals are known all over the world, but their good reputation is only partly due to inherent qualities, and to natural conditions which generally favor loading coal comparatively free from impurities; it is due in large measure to the care and skill used, either with or without the aid of mechanical devices, to ship products consistently low in ash. The first coal from the West Virginia smokeless fields was mined and shipped near Quinnimont, on New River, in 1871, while the first shipments from the Pocahontas field were in 1883. The development of both fields progressed rapidly. At first activities followed the main lines of the Chesapeake & Ohio and Norfolk & Western railroads, and were extended later as branch lines were built from these roads. The Virginian R. R., about 1907, opened up the Winding Gulf territory, which has since become a large producer of smokeless coals from the Pocahontas and the New River measures.

OF the various minerals that occur in fibrous form known as asbestos, chryso-tile is the variety most in demand for commercial uses, and, last year, over 683,000 tons of the various grades were produced in Canada and United States, exclusive of African and Russian production, which figures are uncertain. Production has not been able to keep up with the increased demand, and an acute shortage exists. Canada, Russia, and Africa are still the most important producers. However, Russia consumes most of its production at home and exports very little. The United States consumes over 60 pct of the total production and produces only about 4 pct of the total from deposits in Vermont and small quantities from Arizona. This paper will review mainly, some of the more recent developments concerned with the extraction and processing of this fibrous mineral for various industrial uses, such as textiles, insulation, building materials and brake linings. Four of the more important factors that have influenced recent developments are: 1. The lack of discovering and developing new deposits of any important size to supply the increased demand. 2. Rapid postwar expansion of industrial uses, especially in asbestos cement products, together with in-rreased manufacturing facilities. Euro-peal) countries are again back on the market with their demand. 3. The ability of manufacturers to develop their technique of blending fibers and obtaining more utility value out of each ton of fiber, together with the utilization of shorter grades of fiber to obtain equally as good products. In the past, many manufacturers were wasteful in their use of fibers. 4. The struggle for reduced operating costs, in face of increased wages and prices of supplies, together with the necessity, at some mines, to change the method of mining from open quarry to underground. Most of the recent capital invested in the asbestos mining industry has gone into more efficient extraction of the fibers from the existing ore, especially in the recovery of the shorter grades. There has been very little new plant expansion. Progress in the utilization of shorter fibers has been so far reaching that some of the mining companies are retreating present tailings as they leave the mill, and others are considering retreating of the old tailing dumps for recovery of fibers that, until recently, were not saleable and were discarded as part of the tailing. Many of these dumps contain much valuable fiber from days when milling was very inefficient. It might be appropriate to mention here that the present known asbestos reserves of proved commercial value (excluding Russia) are being depleted at an alarmingly rapid rate, about 10,000,000 tons of ore is being mined annually. No new deposits have come into production during the last 15 years, with the exception of certain deposits in Africa, which are the most promising, and minor developments in Canada, Venezuela, Cyprus, Australia, and Brazil. The African deposits are the only ones that hold promise of developing large reserves. Unless new deposits are developed, in twenty years or maybe sooner, the supply picture will not be a very bright one. Stimulated by the acute shortage, increasing fiber prices and technical developments, many new areas are being prospected in Canada, United States, New Zealand, Newfoundland, South America, Europe, Africa, and China. From information now available, it appears that no real progress has been made in duplicating this rare development of nature by producing synthetic asbestos. The most promising experiments were carried out at the University of Leipzig, but they seem far from practical. There has been marked progress in fiber glass manufacture, but so far, it has replaced asbestos only in very few instances for minor uses. Asbestos ore and the fiber it yields are different in some respect at each mine and vary usually in the following: 1. Percentage of fiber content by weight to the gangue. 2. Variations in proportions of long and short fibers, some deposits being predominantly long fiber and others short fiber. 3. The hardness of the rock in which the fiber occurs. 4. THE accounting system or bookkeeping methods of any company are principally the concern of that company and of those who are in control of its affairs. Its published financial report is, however, primarily intended for those who are not already fully informed regarding its operations and finances. Whatever may be the advantages of standardization of accounting and bookkeeping methods, it must be admitted that a company has a certain right to handle its accounts and keep its books and records in whatever manner may seem to it best adapted to its affairs, even though such methods may differ materially from those generally adopted by others. In its financial reports it should not, however, either ask or expect that the statements it makes or the terms which it uses will be given in its case a meaning and interpretation different from that which they are ordinarily considered to have in similar reports and statements of other companies. The particular form and arrangement of such reports is a matter concerning which there may be much difference of opinion. It is of little importance whether current assets come first or last in the Balance Sheet, but it is important that there should not be included under this designation any items which are not properly current assets within the generally accepted meaning of that term. The extent to which stockholders or others interested are to be made acquainted with the full details of a company's business is a question which the proper authorities must in each case decide. It should, however, be recognized that there are certain facts regarding a mining com-pany which must be set forth in a financial statement if it is fully to cover the conditions and affairs of the company. For example, a financial, statement which does not include or is not accompanied by a statement, of the ore reserves of the company does not fully set forth its financial condition. This is true whether the absence of such a statement of ore reserves is because it is not desired to make public the figures or whether it is because the ore reserves themselves are not definitely known, or accurately measured.

Andes Copper has an old camp and a new camp, both isolated until recent road improvements. The old camp is at Potrerillos and the new one at El Salvador, 25 road ,miles away. The company was incorporated in 1916 and the first mine, concentrator, leaching plant, smelter and town were built in the succeeding twelve years. The first blister copper was poured on January 24, 1927. Economic conditions determined the long development period but the end result was the design and construction of a mining complex that was all of a piece, unlike the piecemeal additions to El Teniente and Chuqui. The mining episode at Potrerillos came to an end in 1960 when the ore at La Mina became exhausted and the new mine, El Salvador was brought in. Both of these ore deposits come within four hpundred feet of the surface and had they been developed within the last five years might reasonably have been brought in as open pit mines. However, that is conjecture, and as it stands the operation at La Mina was so ideal for the mining method selected, blockcaving, it became a classic for the textbooks. On the other hand, El Salvador has turned out to be a blockcaving mine to test an engineer's skill. In mining the copper deposit at Indio Muerto mountain, there are ground conditions of every conceivable type. Tunneling in one section, the back can cave like sized pea gravel and only spiling can hold it; in another heading only the lifters are shot but often the rest of the round will sit down in one piece; elsewhere the bottom squeezes up and closes the drifts; and contrary to all other locations, there are sections where the block can be undercut without support. Today the scope of operations at Andes extends from mining to electrolytic copper. Ore is mined at El Salvador and the concentrator is also situated there. Concentrates pipelined 14 miles to Llanth, the water decanted, and then it is hauled by rail 40 miles and 5500 ft higher to the Potrerillos smelter and refinery. Peru produced approximately 17,466,620 bbl., of oil during 1937, or slightly less than the record high of 17,593,700 bbl. established during 1936. As in 1936, the entire output of the country was derived from the La Brea-Parinas, Lobitos-Restin and Zorritos fields in the northwestern part of the country. Outside of the proven areas, drilling was 'continued by the Peruvian Government in the northern province of Tumbes on the reserved zone at Zorritos. Drilling was carried out on three locations, two of which are understood to have been abandoned during the year. In southern Peru, further attention was given by Government engineers to the Pusi and Saman districts and plans are being worked out for the commencement of drilling operations in the near future in the vicinity of Pirin. Activities in the montaiia region in eastern Peru were continued by the Compafiia Petrolera El Ganso Azul. This company acquired the interest of the Selden Breck Co., and holds some 90,000 acres along the Pachitea River a few miles above its confluence with the Ucayali. During the year, the preparation of a landing place, the cutting of a 12-km. (71/2-mile) road from the river to the drill site, and the construction of a camp were undertaken. Equipment for drilling on this company's concessions has already arrived in South America. La Brea-Parinas Estate.—Production of crude oil on the La Brea-Parinas Estate of the International Petroleum Company Limited amounted to 14,722,754 bbl. during 1937, a decrease of 403,736 bbl. from the all-time high reached during 1936. The total production from 1890 to Dec. 31,1937, was 178,390,767 bbl. During 1937, a total of 141,653 ft. was drilled, 129,516 ft. in new wells and 12,137 in deepening existing wells. In all, 57 wells were completed, 47 of which produced oil, 2 were gas wells and 8 dry. holes. Twenty-nine wells were cleaned out or deepened during the year. The average depth of new wells completed during 1937 was 2367 ft. compared with 1984 ft. for the new wells completed during 1936. There was an increased use of rotary tools during the year and this method is now used to a greater extent than the cable-tool method, which formerly predominated. The increasing number of problems of the modem mine manager has led the author to discuss the art of management. He lists the principles concerning selection of personnel, exploitation and development, new equipment, process improvements, new processes, maintenance, operating cost data and public relations. Application of the principles to problems of mine startup, operation and rehabilitation are described. Since D. C. Jackling was famous for his adeptness at organizing and training teams of operating personnel, the subject of mine management is particularly appropriate for a Jackling Lecture. In fact, it is doubly appropriate because in very basic ways Jackling's career changed the nature of the tasks and challenges facing a mine manager. Management of mines, of course, is the art of finding and winning minerals economically from the earth's crust, and it involves the use of all the engineering sciences. But also of prime importance is a skill which is not yet a science - the area of management often referred to as human engineering. Since expenditures on staff and labor may well involve more than 50% of the direct costs of operating a mine, ability at human engineering is just as important as the ability to plan and put into effect the most efficient operating procedures. In addition to his ability to select and train operating personnel, Jackling possessed, to a degree unmatched by many of his contemporaries, broad, analytical powers covering both the economics and operating phases of large scale mineral extraction. His breadth of vision found its greatest expression at the time he analyzed the Utah copper deposit. Fortunately, Messrs. Penrose and Gemmell had enough faith in his analyses to furnish the capital needed to begin operations. The result, as is well known to all of you, was Kennecott's lucrative Utah copper mine — and the beginning of the open pit porphyry copper era. The Utah copper mine, and Jackling's subsequent similar successes in Arizona, New Mexico and Nevada, had one thing in common —all of these large porphyry deposits were worthless until open pit, large daily tonnage schemes were developed for their exploitation. The successful development of such schemes made vast new mineral resources available for economic exploitation. But at the same time, the trend away from smaller high grade operations in favor of the far more complicated operations required to handle large deposits of low grade ore have greatly altered a mine manager's problems. We are all familiar with the saying "mines make managers." There is still some truth in this statement, but far less than there used to be in the days when high grade properties were the rule rather than the exception. Production Bradford Field The Bradford field, which produces almost wholly by water-flooding methods, increased its production nearly 4000 bbl. per day over 1941 despite a very slight reduction in total number of wells completed. Well completions in the Bradford field (in both New York and Pennsylvania) includc both producing oil wells and water-intake wells. About half of the well completions are producing oil wells and the remaining half are water-intake or injection wells. About 10 per cent of the total well completions of the Bradford field were in Cattaraugus County, New York. No segregation of well completions is available, so that precise statistics cannot be given for New York and Pennsylvania.

Development and exploratory work continued vigorously during 1933 in Southwest Texas and, from a standpoint of new production discovered, the new discoveries probably equal or may even exceed any previous year in the history of this area. While exploratory work has been general over the area much of it has been confined to two localities; namely, northern Duval-southern McMullen counties and Starr County. A persistent effort has been made to open new productive areas in northern Duval County and the adjacent part of McMullen County, occasioned primarily by the fact that the Government Wells group of fields in northern Duval County have been by far the best fields so far developed in this part of the state, and the possibility of being able to find new fields in the same general area under similar geologic conditions. This has resulted in the discovery of three new fields, Northwest Government Wells, Moca and Eagle Hill. In addition encouraging shows have been found in North Kohler, Hoffman, Smith-Hunter and the Ignacio areas with the prospect that continued exploratory work will develop some of these prospects into fields. Wildcatting in Starr County was the continued result of an effort to find a trend of production through the county southwestward from the older Reynosa Escarpment fields in Webb, Jim Hogg and Zapata counties. This same impulse has caused most of the wildcatting in Zapata County. New Fields Cuevitas.—During the early part of the year the Sun Oil Co. began some core-drill work on a block of leases in northern Starr County, then in June drilled a test which found production in the McElroy member of the Jackson at 2200 ft. Drilling in this field has continued but the productive area has not as yet been clearly defined. Seven oil wells and three gas wells have been completed. There is as yet no pipe line outlet for this production, hence no productive history of the wells has been

In 1941 Illinois produced 134,139,000 bbl. of oil, or 9.5 per cent of the total for the United States, and ranked fourth among the states. The production for 1941 declined 9.2 per cent from the previous year's total of 147,647,000 bbl. Daily average production for 1941 was 366,000 bbl. At the beginning of the year daily production was slightly more than 326,000 bbl. and it remained at appoximately that amount until June, when there was a slight increase. The increase continued until the peak of 431,260 bbl. daily was reached for the week ending Oct. 4. Daily average production at the end of the year was approximately 387,500 barrels. The increased production during the last half of 1941 was largely due to the rapid development of the Johnsonville field, Wayne County, the Rural Hill field, Hamilton County, and the Benton field, Franklin County—new fields discovered in the current year (Fig' 1)—and the Woodlawn pool, discovered in 1940. Discoveries In 19 counties in southern Illinois, 44 new fields were discovered in 1941 (Fig. 2 and Table 2), and extensions to 40 fields were successfully completed (Table 3). At the end of the year there were 10,496 wells in the fields discovered since Jan. I, '937, as compared with 71965 wells at the end Of '940. The area proved for production in the new fields increased from 78,040 acres at the beginning of 1941 to 97,483 acres at the end of the year (Table I)—an increase of 19,433 acres, of which 9,955 acres are in the fields discovered during the current year, and the remainder of 9,478 acres in extensions to pools discovered earlier. Drilling During the past year, 3838 wells were completed in Illinois (Table 4), of which 2912 were oil producers, 13 were gas producers and 913 were dry holes; 76 per cent of the wells drilled were producers. Of the total number drilled, 591 wells are classified as "wildcat" and of these 84 (1 in 7) were successful in obtaining production. The results of an investigation to ascer-tain the reason for the locations of the wildcat wells are set forth in Table 5. Of the 591 wildcat wells, the 292 known to have been located by scientific methods were 21.6 per cent successful. The total footage of wildcat wells drilled in 1941 was 1,341,743 ft., of which a total of 216,995 ft. was drilled in successful wells. Exploration MEthods Subsurface geology and geophysics, largely the reflection seismograph, are still the principal methods used in exploration and development in the state. The number of seismograph parties operating throughout the year was as follows: seven parties on Jan. I, 1941; five on Apr. I; four On July I; eight on Oct. I; fifteen on Jan. 1: 1942.

In 1941 Illinois produced 134,139,000 bbl. of oil, or 9.5 per cent of the total for the United States, and ranked fourth among the states. The production for 1941 declined 9.2 per cent from the previous year's total of 147,647,000 bbl. Daily average production for 1941 was 366,000 bbl. At the beginning of the year daily production was slightly more than 326,000 bbl. and it remained at appoximately that amount until June, when there was a slight increase. The increase continued until the peak of 431,260 bbl. daily was reached for the week ending Oct. 4. Daily average production at the end of the year was approximately 387,500 barrels. The increased production during the last half of 1941 was largely due to the rapid development of the Johnsonville field, Wayne County, the Rural Hill field, Hamilton County, and the Benton field, Franklin County—new fields discovered in the current year (Fig' 1)—and the Woodlawn pool, discovered in 1940. The primary objective in laying track in panel sections is to reduce the number of track laborers required. This is possible because the work is mechanized. Moreover, because the work is mechanized and each of the operations needs only a few men, and each is self-contained, the work can be carried on at night as well as in daylight; therefore, the method provides a means of preparing tracks on more than one shift. The laying of tracks in open pits and quarries in panel sections is not new but new methods have been made possible by the introduction of new types of equipment. The purpose of this paper is to describe the methods that are followed in the Morenci open pit. General Mining Operations Full-scale ore production at Morenci is about 50,000 tons daily. The normal yearly output of ore and waste is 32,000,000 tons, of which 30,000,000 tons is handled by rail haulage. This requires the building of approximately 47 miles of loading and other temporary tracks during a 12 months' period (Fig I). Broken ore and waste is loaded into 90-ton capacity dump cars with 5-cu-yd full-revolving electric shovels. Shovel banks are uniformly 50 ft high. They are blasted with churn drill holes and the broken material from a blast is loaded out with two shovel cuts, the first one being called (locally) the "splatter" cut and the second one the "clean-up" or "face-up" cut. When a shovel is making its clean-up cut, the loading track is about 70 ft from the toe of the bank and, under normal conditions, a bank is blasted against it without removing the track. It is thus evident that each track is used for two shovel cuts before relocation is necessary, inasmuch as a single position serves for both the clean-up cut prior to blasting and for the splatter cut following the blast. The normal advance of a solid bench by a single blast is 40 ft (Fig 2). Preparation OF Panel Grade In preparation of panel grades bulldozers and rooters are used for the bulk of the work and an auto-patrol road grader for the final stage. At Morenci, bulldozers have always been used for track-grade preparation, but before the introduction of the other two types of equipment grades were uneven and irregular at best, and always necessitated a big gang of track laborers to hand-block under the ties with rocks after a track was laid into place. High blocking also made poor track because of instability and caused frequent derailments. Under these conditions derailments were generally bad as re-railing became difficult. Much track was torn up and many tics broken in the process. The inadequacy of the hand-blocked track, together with the inefficiency of hand blocking, constantly pointed, to the desirability of reducing the amount of labor required, so various means were tried to improve conditions, such as wood
