The President of the United States signed Public Law 91-173 on December 30, 1969 and the Federal Coal Mine Health and Safety Act of 1969 became law. The Bureau of Mines was required to promulgate regulations to implement the law. Unfortunately, some stipulations of the Act were not technologically possible. The USBM employed many new inspectors and had to instruct both old and new personnel in the requirements of the law. Mine operators and mine workers also had to be informed. There was a fair measure of inconsistency during this period. Progress is being made, however, and it is becoming easier for mining personnel to know what needs to be done. There are some unresolved questions, however, and there still appears to be an appreciable lack of uniformity in the application of the law by the many federal inspectors.

No review of underground mining should begin with anything but the new world safety record set at the Grace underground iron mine of Bethlehem Steel at Morgantown, Pa., on Friday, November 12. There had not been a disabling injury (an injury which keeps an employee away from his next scheduled shift) for 550 working days. In all, 2,660,080 man-hours had been worked by nearly 950 employees without a disabling injury. The record was wrested from Johns-Manville's Jeffrey mine at Asbestos, Que. At 3 p.m. Friday, December 3, miner Stanton E. Friend was completely buried under several feet of coarse rock, fortunately sustaining only cuts and multiple abrasions. But with his fall, the accident- free period came to an end at 2,778,600 man-hrs worked without a disabling injury-the new record!

The subject is one that is worth a great deal of thought and research at this time. It is a well-known fact that the strong affinity of steel or, iron for oxygen is perhaps the main detriment to sound production, and, as the author states, it is-indeed remarkable that today there are no analytical methods in general use in steel works for determining the gaseous con-stituents of steel.

Seven formulas commonly used to evaluate industrial screening efficiency are investigated to determine if they are suitable for calculating the efficiency of rectangular-hole screens. Six formulas were found to be limited in application to square-hole screens. The seventh, although acceptable for evaluating rectangular-hole as well as square-hole screening efficiency, was found to be unwieldy. A new formula is developed based on the concept of misplaced sizes. This proposed formula permits the single step determination of efficiency and is applicable to all types of screening applications.

Leaching manganese-bearing materials with NaOH to remove caustic-soluble silica has been demonstrated as a method for upgrading manganese. Those materials containing opaline varieties of silica respond most readily. Spent leach liquors are regenerated by treatment with lime to precipitate calcium silicate and to reactivate the NaOH for leaching. ALL of our larger domestic deposits of manganese are very low grade, but estimated tonnages in these deposits are large enough to constitute a potential strategic reserve of manganese for emergency periods, provided these ores can be upgraded sufficiently to meet industrial specifications. Many types of processes have been suggested for upgrading these ores, several have been studied in pilot plants, and a few have attained limited commercial production for special purposes. The hydrometallurgical process to be described below proposes a leaching operation for removing caustic-soluble silica and other gangue minerals and consequently upgrading a manganese ore or flotation concentrate to a commercially acceptable moduct. It is known that some forms of silica and some silicate minerals are soluble in NaOH solutions under suitable conditions. This new process proposes to use NaOH for removing the soluble materials from manganese ores or concentrates and, as a result, upgrade the manganese content. Since spent leach liquors are not efficient leaching agents the liquor must be treated with lime to precipitate calcium silicate and reactivate the NaOH. Experimental Procedure Manganese-ore samples ground to —35 mesh were leached in iron containers into which the ore sample and appropriate NaOH solutions were placed. Flotation concentrates were already ground to —200 mesh. The slurries were then placed on a hot plate or into a pressure digester and stirred continuously during the period of digestion. Where the- digestion was performed at atmospheric pressures, water lost by evaporation was replaced at regular intervals to maintain approximately a constant volume of slurry. In the pressure digester, volume changes were not controlled. After digestion, the slurry was allowed to cool enough for easy handling, but it was filtered hot, 50" to 70°C, on a Buechner filter. Filtration under these conditions was satisfactory. The resulting filter cake was washed and dried. In most instances, a single leach would not produce maximum extraction of silica from the ore sample; consequently, the dried tailing was treated again in the same manner with a fresh solution of NaOH to obtain an additional extraction of silica. This procedure was repeated a number of times to get the maximum extraction of silica. Usually three or at most four stages of leaching were adequate for this purpose. This leaching procedure was used for obtaining the data reported in this paper on the effects of NaOH concentration, pulp dilution, temperature, and time of digestion on the efficiency of extraction of silica from the ore sample. The experimental procedure does not match industrial methods. consequently tests for counter-current leaching were set up. Data from these tests are not yet complete, but in a qualitative way they indicate that thickeners between stages of leaching will be satisfactory and that the quantity of silica in a leach liquor moving forward to a new solid has only a minor effect on the quantity of silica extracted from the new solid. A pilot plant is now being designed for operation in the near future to test and evaluate the merits of this process.

ComMercial steel sheet is prepared by a combination of hot and cold rolling and annealing. This treatment usually results in more or less pronounced anisotropy. The anisotropy may manifest itself both as preferred orientation and in the manner in which impurities, segregations, and the like, are aligned in the sheet. The type of preferred orientation and the organization of impurities or segregations may affect the elastic moduli, the yield strength, the tensile strength, and almost always the amount of ductility in different directions. In any case, the most important directions concerned in the anisotropy are along the rolling direction, along the width direction, and along the thickness direction. Considerable data exist on the anisot-ropy of sheet steel as demonstrated by conventional tensile tests; however, few attempts have been made to measure the constants of plastic anisotropy and use them to describe the flow of anisotropic sheet under combined stresses. In this paper, evidence is presented indicating that plastic flow in anisotropic sheet can be described by the shear-strain energy flow theory provided that the anisotropy is properly taken into account. Materials Used in the Investigation Table I lists the sheet materials used in this investigation and describes the condition in which materials were tested. Direction, of Tests and Test Methods Two types of tests were run—tensile tests and hydraulic-bulge tests. Characteristic parameters of anisotropy were determined from the tension tests by methods which will be described later. ON the 22d of November, „1879, white iron unexpectedly appeared while working the Cedar Point Furnace, Port Henry, N Y., on the following burden, calculated to turn out mill and foundry iron: Anthracite coal, - 3000 pounds. Connellsville coke, - 1500 pounds. Total, - 4500 pounds. Old Bed ore, - 3750 pounds. New Bed fine ore, - 2000 pounds. New Bed chunk ore, - 1000 pounds. Kearnev hematite ore, - 750 pounds. Total, - 7500 pounds. Magnesian limestone, - 1865 pounds. Common limestone, - 885 pounds. Total, - 2500 pounds. The production per week since making mill iron-from September 1st, 1879, to date, seven weeks-was 412 gross tons. Ore was not immediately taken off, as nothing serious was looked for. The iron for the next week graded from No. 4 to white, and in. six days the make was 274 1/2 tons. At 10 P.M., Friday, the 28th, a slip of-..4 feet occurred, and on Saturday, at 5 A.M., another of 3 feet on the south side and. 7- feet on the north side took place. At this time it was found that the south side had been hanging for over a week--a fact which had not been reported. Throwing off the wind, to produce slips. and reduce pressure, had been tried with no effect. The stock, as seen through the tuyeres, seemed to consist almost entirely of coal, with just enough infusible cinder to cement it into a mass through which the blast could not be forced. At 3.50 A.M., Sunday, the 30th, the first cinder seen in seventeen hours came into tuyeres Nos. 1, 2, 3, and 6, At 9.30 A.M. No. 3 was taken out to see if the stock

The only essential difference among the three methods of collecting the precious metals from their low-grade ores by fusion is comprised in the nature of the vehicle in which those metals are concentrated. If lead- or coppper-ores are used, the processes are respectively lead- or copper-smelting; but when the sulphide of iron forms the matrix in which the gold and silver are collected, the process is known as pyritic smelting. The latter method presents rarely any advantages when lead- or copper-ores are available at rates which permit profitable treatment. Pyritic silver-smelting, defined by Percy as " the smelting of silver-ores, which are either free from lead or do not contain it in sufficient quantity to collect the silver, in conjunction with pyrites, in order to produce a regulus in which the silver may be concentrated," is not, as the name would imply, confined to ores of this metal alone, but embraces auriferous silver-ores, or even gold-ores simple. This method of collecting the precious metals from lowgrade dry ores, employed at Freiberg by Barthel Kohler in 1585, does not appear, up to the present, to have been introduced into this country on a working scale. And yet the possibility of getting rid in a single operation of all the earthy or siliceous gangue of a lowgrade ore and concentrating the precious metals in a matte without loss of lead (which includes gold and silver) by slagging, or volatilization, at the same time producing a highly siliceous slag, very nearly if not quite as clean as is usual in lead-smelting, certainly commends itself. The resignation of Herbert Hoover, Director General of Relief in Europe, from his post as Chairman of the Board of Directors of the Food Administration Grain Corporation, in which capacity he had served for nearly two years; and the reorganization of the corporation under the name of the United States Grain Corporation, with Julius Barnes, United States Wheat Director, as its new head, took place at the annual meeting of the stockholders, held in New York, July 1. This action on the hart of Mr. Hoover is believed to be one of the first steps in his intended withdrawal from public service upon the conclusion of the war service of the various departments of the Food Administration, or as soon as they shall have been absorbed by other agencies. The Grain Corporation has been, for the past two years, a vast collection and distribution agency. Its function has been to assist in supplying to the Allies and the American Army and Navy large quantities of wheat, wheat flout, and other foods, with very little disturbance of American prices, and with such an even control of American distribution that reserves from one crop to another have been brought down to the lowest possible compass and without the dvelopment of actual scarcity anywhere in the United States. In the year just past, it carried on all the buying and the shipping for, the Belgian Relief Commission, until the commission retired on May 1 and the Belgian Government itself undertook its own overseas supplies. During the twenty-two months of its existence the corporation had disbursed $3,500,000,000 and collected an equal amount, selling for over-seas shipments commodities valued at $1,800,000,000, at an operating expense of about $3,250,000, or one-sixth of 1 per cent. During this time it has not lost a single dollar through fire loss.

Since the first pay hole in Missouri's "New Lead Belt" was drilled in 1955, this district has become one of the world's leading sources of lead. The belt extends from north of Viburnum in a southerly direction to near Eminence, a distance of about 35 miles. The St. Joseph Lead Company was the discoverer and first to develop new mines in the Viburnum area. Since the discovery of the New Lead Belt, many companies have engaged in exploration programs and several major companies have become active in development of new mines. These include Cominco American, Inc., which operates a joint venture with Dresser Industries; Ozark Lead Company, a subsidiary of Kennecott Copper Company; and Missouri Lead Operating Company, a joint venture of Arnax and Homestake. St. Joseph Lead Company, with over 100 years of experience in the Old Lead Belt, has served as a leader in development of equipment and mining techniques, making its properties some of the most efficient mining operations in the world. The new producers give the district the benefit of fresh viewpoints, as their engineers are mostly from outside of Missouri and their previous experience has been considerably different from conventional lead belt practices. While all operations are similar in that they are room-and-pillar, the diverse experience of the operators has produced a group of mines that employ a variety of equipment and mining techniques to give increased efficiency

RESEMBLING in some respects the enterprise at R Chuquicamata is that of the New Cornelia Copper Co. at Ajo, Arizona. Controlled from its inception by the Calumet & Arizona Mining Co., New Cornelia became a unit of the Phelps Dodge Corporation when the latter absorbed the Calumet & Arizona company in 1931. Both Ajo and Chuquicamata are situated in low mountains in extremely arid desert country. Both ore deposits consisted-the past tense is used advisedly because the oxidized ore has nearly all been mined at Ajo-of a horizon of leachable oxidized ores overlying sulphide or concentrating ore. The principal technical problem in each case was the development of a method for treating the oxidized ore. In both instances the capping of waste rock was comparatively thin and power-shovel mining in open cuts was the obvious method of exploitation. Nature had smiled on neither place in the matter of climate. Though Ajo does not have the persistent winds for which Chuquicamata is notorious, the comforts of living are largely artificial. And it is only fair to emphasize that at each place the mining companies have achieved remarkable success in providing these comforts. Of course, in point of size New Cornelia must be content with the inferior role. From May, 1917, when production was started, to the middle of June, 1930, the company leached 16,368,000 tons of oxidized ore, thereby virtually exhausting the ores of this class. Up to the same date, about 15,000,000 tons of sulphide ore had been mined, and a rough estimate gives 170,000,000 tons remaining in reserve. The total tonnage does not loom very large in comparison with Chuquicamata's billion tons; but it is exceeded by similar figures for only four of the Porphyry group.

Reliable and detailed statistical data available for Kentucky, Ohio and West Virginia are the most meager and unsatisfactory of any of the producing states. Detailed histories and statistics are available for only a few pools. The antiquity of these pools, loose nomenclature, particularly where several names are applied to the same pool or various parts of the pool or a new namsed when the pool was rediscovered, made the collection of accurat historical and statistical data almost impossible. So many of the data reported are unreliable that a breakdown by pools or even by counties, until more accurate information is available, would lead to gross errors. Rather than perpetuate inaccuracies, we have endeavored to go to original sources wherever possible, sift these and provide data that may serve as an incentive and basis for future work. The necessity for accurate information is thoroughly recognized by the operators, particularly because of the effect of recent government regulations and request? for data in connection with the preparation of the various codes a pending legislation. Producers, both major operating companies and individuals, . freely given their time and assistance in the compilation of these data. Valuable information was obtained from tax records, rate cases, statistics published by the oil and gas publications and the Bureau of Mines. So many individuals cooperated in the preparation of these data that individual credit cannot be given. Undoubtedly many errors will be found. Some of the data are open to controversy, and many have been omitted in the hope that new information of a more reliable character may become available. Other omissions are due to an inability to contact the proper individuals, many of whom are no longer connected with this industry. Pennsylvania grade crude sold in 1933 for the lowest price since 1895. Gas production could not find sufficient new markets to fill the void left by industrial stagnation. In the gas industry, where the market price is fixed by contract, uncertainty persisted because of impending legislative action affecting both taxes and utility rates. THIS issue is about Chuquicamata and the new sulphide plant. Chuquicamata is moving into a new cycle of productivity; she has begun to give up the sulphide copper which lies deep-seated beneath the oxide ore zones in large but yet unknown quantity. After forty years of production, Chuqui may be likened to a strapping youngster, with adolescence and maturity still ahead. Mining operations are being projected-not for decades -but for generations. Although there are still many years of open-pit mining ahead, planning of future underground mining has been started. The bottom of the orebody is still unknown, but enough work has been done to show that Chuqui is one of the largest known copper orebodies in the world. Until recently, only the oxide ores have been mined and these have been treated at the rate of 50,000 to 60,000 tons per day by leaching. Construction of the sulphide plant was timed to coincide with reduction in production of oxide ores. The new sulphide concentrator and smelter, designed in keeping with the magnitude of the orebody, will be brought on the production line at the rate of 30,000 tons per day. The capacity of the plant now planned can be expanded to treat 60,000 tons of sulphide ore. Little wonder that Chuqui is a name legendary in the remotest mining circles. But to those who have known her more intimately, and there is hardly a mining camp without a Chuqui graduate, she means much more. She is an orebody that has made engineers. Reposing at 10,000 ft on the western flank of the Andes in the arid northern reaches of Chile, water is scarce, common fuels absent, and volcanoes and earthquakes add drama and hazard. It is these natural difficulties which have created the fascination and challenge which have caused many engineers to devote their lives to unlocking this treasure house of nature.

This paper describes the use of the magnetometer, under geological direction, in exploration of the Sudbury nickel district. The writer's experience at Falconbridge has led him to the belief that only through detailed work, and by careful correlation of both geological and geophysical results, can geophysical prospecting methods be applied successfully to mining exploration problems. It is hoped that the basic technique described in the paper will be found to have general application. Introduction Within the past 20 years, geophysical methods of prospecting have become solidly established in the field of petroleum exploration. They have not, however, been similarly adopted by the mining industry, although mining is a far older craft and should be the more advanced in its technique. While, therefore, it is almost a routine matter to have geophysical surveys performed in a new area being tested for oil, a new metal-mining district is usually teeming with prospectors and promoters long before the technical man appears on the scene. Even then, only the more primitive engineering methods are customary in the early stages of exploration. Three factors are chiefly responsible for this situation, The first is the difference between oil pools and ore deposits in their geological modes of occurrence. While most of the known metallic ore bodies have been found outcropping at the surface, petroleum deposits are characteristically buried. This does not mean that all ore deposits outcrop, but neither does it mean that we should rely on "wildcatting" to discover blind ore bodies. The second factor is the relative scale of metallic lodes and accumulations of petroleum. In areal extent, a metal-bearing vein deposit is typically a much smaller geological feature than an oil pool. Presenting a narrower target, it requires closer shooting to score a direct hit. And finally, there is the need, in mining work, for close correlation of the known local geology with geophysical observations. This becomes of increasing importance as the size of the objective diminishes. A geophysical disturbance on a large enough scale will be detected under almost any circumstances and by almost any technique; without benefit of geology, however, the significance of a local anomaly may easily be misread. Campaign at Sudbury In the Sudbury nickel district of Canada, new deposits of nickel and copper have been discovered recently by magnetic methods, under geological supervision. A campaign of exploration, designed to encompass the district eventually, was set in motion in the spring of 1935. After six years, a new and important Ore body has been discovered and its continuity established to 1000 ft. in depth; several areas have been eliminated; and a number of possibilities remain to be tested. This has been accomplished with the expenditure of less than $$I50,000-—including the cost of all diamond drilling. The idea of parameterizing reserves has only been formalized and scientifically applied for a few years. Its most fully developed application, that of open pits, has been operational only since 1976. Two new versions which have just been issued provide a complete solution to the problem and also a powerful tool for mine planning, and they open up a new field of investigation. This paper describes the basic principles for parameterizing reserves, their application for open-pit mines, the algorithm used, the physical interpretation of the results obtained, their economic use as well as the first prospects offered by a complete parameterization in tm of (I. ti), or of the metal price.

AT the Utah Copper Pit of Kennecott Copper Corp. a versatile mobile drill unit has been developed and tested. Through increased drilling speed and additional available drilling time, an improvement of 233 pct in drill performance has been realized. Operators using drill power can quickly and easily convert the unit from a vertical to a toe hole drill. Drilling is done with the machine in line with the unit or at right angles to it. Table I covers the 1950 drill record at the mine, showing the types of machines used and the footage obtained. Development of the new units was prompted by a desire for solution of the following problems: 1—The ever-expanding operations within the Utah Pit, requiring some 65 miles of transmission pipe lines radiating from a central compressed air plant, have now taxed this compressor plant beyond capacity. While 100 lb per sq in. pressure is maintained at compressors, transmission losses from innumerable small leaks result in low terminal pressure at the drills. Fig. 1 illustrates that while terminal pressure varies according to size of air hose and fittings used, the average drill is operating on air pressures within the 60 to 70-lb range. The compressor plant is operated primarily for air rock drills. All drilling is done on day shift, but it is necessary to run two of the three 3720 cu ft capacity compressors during night shift in order to prevent drastic loss of pressure through leaks. On day shift all three compressor units are operated at capacity, so that there is no reserve safeguard available for extensive repairs to any compressor. The calculated volume of compressed air required for operation of 25 drills is but 33 pct of three day-shift compressors. While compressed air is being used to a minor extent for purposes other than drilling, it is felt that satisfactory substitute facilities could be pro- vided in the event that air lines were no longer available. 2—Drill performance has increased beyond the capacity of present 3-in. drifter machines. 3—The installation, maintenance, and moving of air lines in routine mining is a growing problem. The 2-in. level lines are placed outside electrification towers and must be moved to new location upon completion of each shovel cut. In addition to these moves it is often necessary to dismantle level lines so that excessive shovel spillage, or material covering track following a blast, can be pushed in the clear with bulldozers. Where level room is limited, it is often necessary to remove air lines in giving bulldozers room to prepare grades for wagon drills. In spite of precautions taken, many level lines become buried, twisted, and constricted, with excessive air loss resulting. Excessive back break in blasting often leaves several sections of air line suspended in mid-air. Occasionally air lines come in contact with defective electric transmission towers, so that holes are burned through pipe. 4—Rail-handling of drilling equipment such as wagon drills from one location to another requires considerable locomotive crane crew time. Any new unit developed should travel under its own power. 5—Present practice requires accessory material including hose, water pressure tanks, water barrels, drill steel, and bits to be transported by means of push cars when drill locations are changed on any level. 6—In order to supply numerous drill locations with material, many stock piles of new drill rods, drill bits, and other essentials must be left at strategic points, usually in the vicinity of powder magazines. This practice makes for poor housekeeping and contributes to the loss of supplies. Planning the Unit It was felt that a mobile drill unit which would rectify the foregoing problems should meet certain demands: 1—It must furnish compressed air to operate a 4-in. rock drill at a pressure of 90 to 100 lb.

Development of the new units was prompted by a desire for solution of the following problems: 1—The ever-expanding operations within the Utah Pit, requiring some 65 miles of transmission pipe lines radiating from a central compressed air plant, have now taxed this compressor plant beyond capacity. While 100 lb per sq in. pressure is maintained at compressors, transmission losses from innumerable small leaks result in low terminal pressure at the drills. Fig. 1 illustrates that while terminal pressure varies according to size of air hose and fittings used, the average drill is operating on air pressures within the 60 to 70-lb range. The compressor plant is operated primarily for air rock drills. All drilling is done on day shift, but it is necessary to run two of the three 3720 cu ft capacity compressors during night shift in order to prevent drastic loss of pressure through leaks. On day shift all three compressor units are operated at capacity, so that there is no reserve safeguard available for extensive repairs to any compressor. The calculated volume of compressed air required for operation of 25 drills is but 33 pct of three day-shift compressors. While compressed air is being used to a minor extent for purposes other than drilling, it is felt that satisfactory substitute facilities could be pro- vided in the event that air lines were no longer available. 2—Drill performance has increased beyond the capacity of present 3-in. drifter machines. 3—The installation, maintenance, and moving of air lines in routine mining is a growing problem. The 2-in. level lines are placed outside electrification towers and must be moved to new location upon completion of each shovel cut. In addition to these moves it is often necessary to dismantle level lines so that excessive shovel spillage, or material covering track following a blast, can be pushed in the clear with bulldozers. Where level room is limited, it is often necessary to remove air lines in giving bulldozers room to prepare grades for wagon drills. In spite of precautions taken, many level lines become buried, twisted, and constricted, with excessive air loss resulting. Excessive back break in blasting often leaves several sections of air line suspended in mid-air. Occasionally air lines come in contact with defective electric transmission towers, so that holes are burned through pipe. 4—Rail-handling of drilling equipment such as wagon drills from one location to another requires considerable locomotive crane crew time. Any new unit developed should travel under its own power. 5—Present practice requires accessory material including hose, water pressure tanks, water barrels, drill steel, and bits to be transported by means of push cars when drill locations are changed on any level. 6—In order to supply numerous drill locations with material, many stock piles of new drill rods, drill bits, and other essentials must be left at strategic points, usually in the vicinity of powder magazines. This practice makes for poor housekeeping and contributes to the loss of supplies. Planning the Unit It was felt that a mobile drill unit which would rectify the foregoing problems should meet certain demands: 1—It must furnish compressed air to operate a 4-in. rock drill at a pressure of 90 to 100 lb.

AT the Utah Copper Pit of Kennecott Copper Corp. a versatile mobile drill unit has been developed and tested. Through increased drilling speed and additional available drilling time, an improvement of 233 pct in drill performance has been realized. Operators using drill power can quickly and easily convert the unit from a vertical to a toe hole drill. Drilling is done with the machine in line with the unit or at right angles to it. Table I covers the 1950 drill record at the mine, showing the types of machines used and the footage obtained. For $100 a month plus expenses, Thomas A. Edison in 1879 hired a colorful adventurer named Frank McLaughlin to go west as a prospector. A few months later, McLaughlin triumphantly returned to the inventor's laboratory in Menlo Park, N. J. "On his shirt bosom and fingers sparkled glittering stones," recalled one of Edison's associates. These were only the tangible parts of his new trappings. In addition, McLaughlin "now wore the title of major which he acquired somewhere west of Omaha."
