B. C. Burgess-—Prior to hearing this paper presented at the San Francisco meeting, I travelled by car from Yuma, Ariz., across south-central California and up through the San Joaquin Valley. After hearing the paper I returned by the coast route to San Diego then along the Mexican border to Yuma. The striking feature of these trips, related to this paper, was the dry river and creek beds at a time of year not the dry season. Contrasted with this was the wasteful use of water in irrigation canals and laterals. Poland says "at least 90 pct of the ground water pumped is used for irrigation." That being the case, it would appear that first consideration should be given to conservation of this use. Probably a small part of this is actually reaching the plants. Some measure of this loss between pump and crops would be revealing. Methods that might be employed to reduce this loss are pipe lines and spraying of some crops such as the banana planters are using in Central America. Another idea which might be investigated is to line canals and ditches with some water-repelling mineral like pyro-phyllite. Perhaps a comparatively thin sprayed-on

There are no data available of shipments until 1858, and then estimated, when railroad service became available. By reason of the iron made in the county, and the large amounts of salt, the tonnage used locally was quite large, and until 1860 these are estimated from the probable salt and iron production. After 1859 the tonnages shipped by rail are partly estimated from the total shipments of the Allegheny Valley Railroad from four counties. It is believed that the totals are below, rather than above, what the actual production was. While considerably larger for the same years than figures given by the Secretary of Internal Affairs and census reports, these data were always too low in those days, partly because of lack of facilities for gathering them, but more largely because of the strong prejudice existing in those days against furnishing such data to any governmental agencies.

CERTAIN ideas on iron and steel sanctions to follow originated in a series of conferences held under the joint auspices of the War Department and Brookings Institute in Washington last spring. The views presented may be regarded as those of substantial segments of the steel industry. In view of the fact that steelmaking capacity can be so quickly converted to the production of armament, any effective control must necessarily include the entire steel industry and not solely the parts devoted to the production of implements of war. It must also be exercised all the way from production and shipment of raw materials through their ultimate conversion into finished products and use. Control will be dis- cussed under two main headings: (I) control of raw materials at the source; (2) control of steel capacity within the Axis countries.

At a recent meeting of the North of England Institute of Min ing and Mechanical Engineers, during a discussion upon the com pression of air, attention was called to an apparent anomaly in the phenomena attending the compression. At a subsequent meeting this apparent anomaly was explained by Prof. Herschel, and all the facts observed shown to be strictly in accordance with the laws of thermodynamics. Upon reading the report of the discussion in the published transactions of the society, it occurred to me that an attempt to determine mathematically the amounts of energy (whether in the form of heat or of work) expended and absorbed in compressing air, and causing it to perform work by expansion, might prove of use to some who have not access to any treatise upon the application of the laws of thermodynamics to the compression of air, and who have not the time or the inclination to make such application for themselves. AT A MEETING of the Shareholders of the Russo-Asiatic Cons. Ltd., in London, Oct. 23, 1922, LESLIE URQUHART, chairman of the com- pany made the following statement:* I come now to our recent negotiations with the Soviet Government and to the agreement which has resulted from them. You will remember that the conference at The Hague broke up without having achieved anything very definite. It was not, however, a failure. It elicited from M. Litvinoff an offer which will, I think, come to be regarded as a milestone in the progress of Russia from a ruinous and unpracticable Communism towards a modified form of capitalism. The offer made by M. Litvinoff at The Hague amounted in effect to this: that in return for political recognition on our part the Soviet Government would first acknowl-edge its liability for Russia's national foreign debts, and, secondly, would give the original foreign owners of property in Russia effective compensation. A very great advance that. It showed-and there have been many other signs to confirm it-how real and persistent has been the internal evolution of Russia during the past year from Marxism to the economics of the Western world. I will not now detain you with the reasons why M. Litvinoff's highly promising and significant offer came to nothing. The fact that it had been made and the further fact that The Hague Conference had separated indefinitely were the important things. The first fact seemed to indicate that the Soviet rulers, after all, proved to be people with whom one could do business. The second fact rather emphatically showed that the way to do business with them was not by unwieldy poly-glot conferences of ministers, officials and experts representing a few dozen different governments and a few dozen different sets of national interests. That method had been tried at Genoa. It was tried again at The Hague. Each time it failed, and having failed it left the road clear for a simpler and more direct approach.

(Pittsburg Meeting, March, 1910.) IN the copper-mining district of northern Michigan a fair-sized mine usually operates two or more shafts along the strike of the lode, these shafts being usually at least 1,000 ft. apart. The tonnage to be hoisted from each shaft is large-from 13,000 to 25,000 tons per month. The hoisting-engines used are generally steam-driven, non-condensing, duplex engines with Corliss valves, supplied by steam from separate boiler-plants where the distance between shafts is great. In an attempt to centralize power-plants and secure central-station economies, the Winona Copper Co. installed an electric hoist of the Ilgner type, with Ward Leonard control. A brief description of this plant has already been published.1 The only point of variation from the simple Ilgner set lies in the connection of two generators to a single induction-motor by flexible couplings. These generators serve motors which operate hoisting-drums at separate shafts, viz., No. 4 shaft, Winona, and No. 1 shaft, King Philip. , The hoist for No. 4 shaft, is about 1,700 ft. from the power-plant, and in this building the motor-generator set is placed. No. 1 King Philip hoist is 1,500 ft. from the motor-generator set. The equipment of the motor-generator set is as follows: In the middle of the set is a 12-pole, 450-h-p., 600-rev. per min., 2,080-volt, three-phase, 60-cycle, variable-speed induction-motor, connected on each side to a 20-ton fly-wheel which is 10 ft. in diameter, and to a 6-pole, 170-kw, 575-volt, interpole, direct-current generator. On each side of the shaft is placed a separate exciter, which delivers current at 125 volts. Many changes in equipment have had to be made to handle the flotation products at the blast furnace, and these changes have meant an expenditure of considerable money, which has not been compensated by an increase in smelting tonnage. To date, very few new lead mines have been developed, so that the help derived by the innovation of flotation has been directed to old producing properties, where the ratio of concentration is greater now than when gravity concentration was in effect. In some smelting plants there has been an abandonment of complete units due to the introduction of flotation. Flotation Products Difficult to Handle The physical characteristics of the flotation product do not make for economic handling for lead blast-furnace work, either mechanically or metallurgically. The millman or miner do not know what trials and tribulations they have passed on to the smelterman. To the smelterman it is "the everchanging flotation," for little does he know what new reagent will be perfected tomorrow that may completely change the grade and physical characteristics of the product. Even the mining companies who have complete units of mining, milling and smelting have had a hard time to reconcile themselves to the fact that the unit cost per ton of ore smelted must go up with the increase of flotation product on the blast-furnace charge. The "smelterman's burden," for that is what flotation has been for the last few years, has not caused the smelter operator to lag or fall down, but has spurred him on with new zeal. The physical properties of the flotation products are as follows: (1) High moisture content; (2) mucky nature of product; (3) fineness of product, and (4) high metal content. New Mechanical Devices for Handling Furnace Product These characteristics have caused the use of many new mechanical devices in smelting practice, for example: New transportation equipment, such as solid-bottom cars, is required; unloading equipment and sampling

COAL occupied a large place in the technical sessions of the Institute at its annual meeting for in addition to three sessions specifically de- voted to coal the two sessions on mine ventilation and the two on ground movement and subsidence, which are reported under their own headings, were primarily concerned with coal. The first session on coal was a joint one with the Iron and Steel Division, on Wednesday afternoon, with F. H. Crockard and J. R. Campbell presiding as joint chairmen and the latter actually officiating. The principal topic of discussion was G. S. Scott's paper "Evaluation of Coal for the Making of Blast- Furnace Coke," which has been published as T. P. 159. The author made a brief statement of its con- tents to start the discussion and the chairman, after briefly reviewing it himself, called on C. A. Meissner to start the discussion. He briefly reviewed the economic factors in the use of coal for coke-making, saying that not only .does the removal of 1 per cent of ash from the coal reduce the cost of pig iron 12 or 13c. per ton, but it also permits coke of satisfactory structures to be made from a coal which otherwise could not be used. He stressed the importance of uniformity in blast-furnace fuel and discussed the benefit of mixing different coals as raw material for the coke oven and cited experience with Illinois coals.

ON Thursday a most interesting symposium on "Gases in Metals" was held, with both morning and afternoon sessions. The morning was devoted principally to the considerations of the steel maker, the nonferrous field being taken up in the afternoon period. Dr. John Johnston, as chairman, introduced the subject with "A Short Analysis of the Gas-metal Problem and Its Practical Importance." He then introduced P. H. Brace who explained in considerable detail the various vacuum fusion and other methods in use at present, both here and abroad, in the study of "gases" in metals. He was fol¬lowed immediately by H. W. Graham on "The Effect of Oxygen in Steel." The papers elicited considerable discussion, the point being particularly noted by both Dr. Rawdon and Dr. Sauveur that a knowledge of "total oxygen" alone is not sufficient information for the metallurgist, distribution of oxygen being probably the more important. Dr. Johnston, in commenting on the lack of agreement among many of the methods now in use, such as the Ledebur and vacuum fusion, spoke of the contemplated plan of the Iron and Steel Division to have a number of standard samples analyzed by many laboratories by the various methods, the Bureau of Standards acting as a clearing house, so that more definite information may be obtained on the comparative accuracy of the method.

WHEN man became dissatisfied with the mere utilization of physical force and began to use weapons, he made a definite stride forward. At first he used sticks, animal bones and stones, often rudely shaped to some particularly lethal form. These devices, while crude, were moderately effective. How- ever, some of the brighter men of the tribe found that certain particularly heavy "stones" were somewhat ductile and could be hammered into more effective weapons than those previously known. Later, probably through the misuse of one of these weapons to stir the campfire, it was found that heating softened and perhaps actually melted the material. The process of annealing had been discovered! Smelting the more easily reducible metals was in all probability one of those fortuitous accidents which was followed up by thoughtful researchers who ultimately developed the technique of mixing various ores to produce bronze and even some of the nickel content alloys. The resulting products were at first lumps of more or less ductile material which could be hammered to shape, and were thus incidentally hardened by this process. The hardening of metals by alloying and cold working remained for many centuries the only known methods for improving their properties.

THE Isley furnace control, here presented as a novelty in furnace construction, is, in principle, one of the oldest methods of maintaining furnace heat for industrial purposes. Records unearthed in Egyptian tombs and the primitive methods of melting metal practiced by African tribes today indicate that fanning the fire and forcing the furnace by bellows have been an effective means of regulating heat for man's work during thousands of years. Even today, these cruder forms of mechanical draft production are still nn use within the borders of this most highly developed industrial land. Stacks, as we know them, are of com- paratively recent historical age but their attractive simplicity and seeming effectiveness have made them exceedingly popular. And so we find one of the most important types of furnace the world has even known, the open-hearth furnace, duly and more or less properly equipped with a chimney. The regenerative, or reversing, type of furnace, how-ever, required another mechanism between its hearth and the stack to provide a means for alternately con-necting one side and the other of its system of regen-erative chambers and flues to the stack and to a source of fuel and air supply respectively. Various types of reversing valves were developed, some of which are re-markably well designed for maximum efficiency and ease of installation as well as operation. However, this combination has a number of inherent faults which are so difficult to correct as to make efforts in the direction of improving over-all efficiency almost futile. These inherent difficulties are as follows: (1) The necessarily high temperature at which the gases must be delivered to the stack in order to make it operative. (2) The great temperature difference incidental to the reversal of flue gas and air and consequently the large variation in preheated air and fuel delivered to the furnace dur-ing the cycle. (3) The leakages and resistances created by the reversing apparatus and the complicated flues necessary. (4) The inadequate range of control af-forded by the natural draft system, especially under adverse atmospheric conditions.

A METALLURGICAL research building is to be erected for the Armour Research Foundation at the Illinois Institute of Technology. It will be located at the corner of Federal and 34th Sts., Chicago, and fully equipped will cost $250,000. It will provide the Middle West with the largest and most complete of facilities for the conduct of developmental and industrial research in this field. The new building will be constructed around an existing foundry and metallurgical research building which has become too small to carry on and service the many research projects contracted for by the Foundation, having to do with steel, alloys, and nonferrous metals. After two bays of the new unit have been completed, the old unit will be torn down and the new one completed.

(Cleveland Meeting, October, 1912.) THE structure of iron and steel, though the object of so much study and research for the past 25 years, is by no means thoroughly understood. In the first place, we have three or more distinct iron-carbon thermal diagrams, each with its own supporters, and each representing a theory of the structure and constitution of cast-iron. In the second place, by reason of the fact that austenite, the solid solution of carbon in iron, decomposes in the solid state into ferrite, or pure iron, and cementite (Fe3C), and that quenching from above this transition-range, no matter how rapid, cannot entirely prevent the change and thus preserve the austenite by itself at ordinary temperatures, it happens that under the microscope we find, in addition to the ferrite, Fe3C, and austenite, which the thermal diagram of steel requires, it series of transition-products with distinctive structures, to which have ,been given the names martensite, troostite, sorbite, etc. Now these transition-products, in addition to the solid solution, austenite, have been the source of much controversy, at times very bitter. One side would insist that, say, troostite was an entity, which the other side would deny, pointing out that it must be a transition-mixture, with a particular structure. That austenite was a solid solution of carbon in iron has been denied by one school ; we have been told that Fe24C dissolved both Fe3C and Fe, and thus gave rise to a whole series of quenching-products-all this in spite of the fact that no matter how the thermal diagrams differ in regard to cast-iron, they all agree in regard to the solid solution, austenite, for Fe24C finds no place on the diagram. THIS paper gives the results of an investigation of the behavior of the argentiferous cobalt-nickel arsenides of Temiskaming, Ontario, in roasting, made in the metallurgical laboratories of the School of Mines, of Columbia University in the City of New York. The ore was kindly given by the owners of the La Rose and Trethewey properties at Cobalt, Ontario, and Mr. E. J. Hall, Tutor in Assaying in Columbia University, has helped us much. I. OBJECT OF THE INVESTIGATION. The object of the investigation was to learn:- 1. The temperature at which the arsenic is most rapidly expelled; 2. The thoroughness with which it is expelled by prolonged roasting at this temperature; 3. The effect of adding charcoal (a) near the end of the roast and (b) at the beginning of the roast. II. NATURE OF THE ORE. The important ores mined in the Temiskaming deposits are native silver-with small amounts of dyscrasite (Ag6 Sb), argentite (Ag2S), pyrargyrite (Ag3SbS3)-smaltite (CoAs2), chloanthite (NiAs2) and niccolite (NiAs). Mispickel (FeAsS) and cobaltite (CoAsS) also occur in smaller quantities. The average composition of the ore shipped from this district for the first six months of 1905 -was: silver, from 4.1 to 4.8 per cent.; cobalt, from 6.9 to 8.2 per cent ; nickel, from 3 to 4.7 per cent ; and arsenic, from 30.9 to 34.6 per cent. This paper is presented as a suniniary report of the use of well gas composition correlations obtained from mass spectrometer recordings as a means of identification and determination of reservoir continuity. Conventional methods for detecting composition differences are en-pensive, elaborate, and difficult to obtain. This excludes the use of extensive composition data for most applications. During recent years the mass spec-trometer has come into general use as an analytical tool in petroleum refineries. The use of mass spectrometer composition patterns ir~ characterizing or "finger-printing" the produced gas from a reservoir, presents a novel method for correlatitlg gas samples from well to well. The mass spectrometer provides a trace similar to an electric log. having peaks which represent the abuntlnnce of certaitz hydrocarbons in the well gas sample. Without going further into the detailed analysis the idea has been advanced that these traces or patterns could be used as a means of identifying a particular natural gas. This theory has proven to be essentially correct. The mass spectrometer pattern method is simple and cheap as COi?7pared to other standard methods. It greatly facilitates the solution of reservoir and geological problems in which correlation of well gas Com-positions is a factor. Specific field applications have been made. This paper concerns the results obtained in 465 individual gas analyses from 35 fields and 77 res- ervoirs. In a number of cases it has been found that such data have been extremely valuable in the determination of reservoir continuity. In at least one case, the method was a valuable contribution in tracing a reservoir from sand to sand in a coinplex fnulted field involving n11rnerous gas reservoirs. Field applications are presented to illustrate the possibilities of the method at the present stage of developnient and to stimulate the ernployrnent of this new approach by geologists and petroleum engineers in the industry. INTRODUCTION Identification of producing horizons and the determination of reservoir continuity are often a problem in those areas where dome structures and highly faulted sands are encountered. To complicate the picture further, there may be numerous sands, one on top of the other which dip and diverge in different directions. Even though it may be possible to develop some solutions to the preceding problems on the basis of the geological and reservoir data on hand. it is readily recognized that substantiating data based on independent methods would he extremely valuable. It has been found through field studies that correiation of well gas composition can be used to advantage in the geological and engineering study of a complex reservoir identification problem. METHOD FOR COMPARISON AND CORRELATION OF WELL GAS SAMPLES Since a large number of well gas samples are required in a gas identification or reservoir con- tinuity problem, it is necessary that a method of analysis be employed which can detect differences in composition readily and inexpensively. Although detection would be possible by means of low temperature fractional distillation (POD) analpsis, the method requires a relatively large sample and is comparatively slow and expensive to run. The mass spectrometer affords an inexpensive and precise analysis of small well gas samples taken at the surface which are about 1/300 as large as a POD sample. These samples can be obtained by regular field personnei and shipped to the spectrometer for analysis. It is, therefore, a practical approach to the problem. A typical record from the mass spectrometer is illustrated in Fig. I. The peaks on the record represent the abundance of ions produced from the different hydrocarbon molecules making up the gas sam-ple. In well gas comparisons only five peaks are employed, since the other peaks are formed from the same gas molecules and furnish no additional information. The five peaks used represent the abundance of methane, propane, ethane, butane and heavier, and oxygen. They are referred to respectively as the 16, 29, 30, 43, and 32 peaks. Introduction In August 1977, the federal Surface Mining Control and Reclamation Act was signed into law. It stated that: "The Congress finds and declares that because of the diversity in terrain . . . and other physical conditions in areas subject to mining operations, the primary governmental responsibility for developing. authorizing, issuing, and enforcing regulations for surface mining and reclamation operations subject to the Act should rest with the States." Section 516 of Title V (Control of the Environmental Impacts of Surface Coal Mining) of the Act deals with the surface effects of underground coal mining operations. "Each permit issued under any approved State or Federal program pursuant to this Act and relating to underground coal mining shall require the operator to adopt measures consistent with known technology in order to prevent subsidence. causing material damage, to the extent technologically and economically feasible, maximize mine stability, and maintain the value and reasonable foreseeable use of such surface lands, except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner: Provided, that nothing in this subsection shall be construed to prohibit the standard method of room and pillar mining." This section raises many questions. Precisely what is the "reasonably foreseeable" future as far as land use is concerned? And what is the "standard method of room and pillar mining"? The first part of the paragraph seems to rule out longwall mining, but isn't longwalling a "predictable" manner of "planned subsidence"? Does the Act take into account variations among mining methods in differing regions or coal seams? With these questions and the need to comply with the Act's provisions in mind, many states may turn to the Pennsylvania Bituminous Mine Subsidence Act of 1966- the only comprehensive subsidence act passed by any state-as a model for their own programs. Thus, it is very important to evaluate Pennsylvania's Act to see whether its basic assumptions can accommodate national application. This paper will note the Subsidence Act's provisions and guidelines, briefly analyze the current state-of-the-art in subsidence damage prevention and control, and list several recommendations for altering the Act's application guidelines for different mining areas.

SOME PHRASEMAKER has aptly said that nature made aluminum light but research made it strong. Research has been a vital element in the past progress of the aluminum industry and its future growth likewise depends upon the application of the results of research. The role of aluminum products in World War II is well known and this metal will certainly be increasingly important in the postwar world. Some of the principal developments in the war years were in the field of high-strength aluminum alloys. New and stronger alloys were developed which enabled designers to get increased speed and performance in our fighter planes and bombers. The aircraft industry will continue to use these new materials for peacetime passenger and cargo airplanes. High-strength alloys will also find structural applications in trucks, buses, trains, ships, and bridges.

The restraining effects of war conditions on oil-field development are well illustrated by statistics on South Texas † fields for the year 1942. Statistics also show a decline in wildcatting, but this decrease is much smaller than that shown by field activity. In comparison with results in 1941, there was a reduction of about 44 per cent in the total number of wells drilled in the area (802 in 1942 against 1452 in 1941) This 44 per cent drop represents declines of 50.4 per cent in field wells and of 17.4 per cent in rank wildcats. Field wells (exclusive of 18 wildcats that discovered fields) totaled 598; also, 204 rank wildcats were drilled (see Tables 3 and 4). The corresponding figures for 1941 are 1205 field and extension wells and 247 rank wildcats. In this connection, it should be noted that whereas in 1941 the rank wildcats made up only 17 per cent of all wells drilled in the area, their percentage of the 1942 total was 25.4 per cent. In spite of the decrease of 43 in the number of rank wildcatst drilled, there were 18 new productive areas discavered, one more than the 17 new fields found in 1941. Thus the field-discovery rate for 1942, one new field for every 11.3 wildcats drilled, compares favorably with the I to 14.5 rate of 1941. Thirteen new producing levels were opened in fields; this includes the finding of 44' gravity crude on the west flank of the Sejita field in a 5700-ft. sand, which produccs distillate higher on the structure. Interesting, and showing the general scarcity of sand discoveries, is the fact that of the 13 new sands discovered, 7 were found in Jim Wells County. The year's sand-discovery rate of one new level for every 46 field wells compares very unfavorably with the I to 19.7 rate of 1941, during which 61 new producing horizons were found. Developmeilt of new fields was on a small scale. In several instances activity in these areas was not carried beyond the drilling of the discovery well.
