WITHIN the last 10 years the subject of mine taxation in its relation to coal-mining interests has come to have growing importance, not only to those engaged in the mining of coal, but also to the owners of land underlain by coal. A disposition has developed among legislators to accept the principle, which has been laid down y many judicial decisions, that coal underlying the surface must be regarded as a part of the real value of all properties so underlain, and as such is chargeable with such burdens of taxation as the necessities of the government may impose. These necessities arise from the normal expense of maintaining State and local governments, and in the past have been met principally by, taxes based upon assessments of real estate values, which values in many cases have been confined principally or wholly to the value of the surface, without taking into consideration the value of minerals underlying the surface. It is not proposed here to deal with the question of Federal taxation, whether levied on production, or on products transported from one State to another, or exported from the country, or upon thegross or net earnings of corporations engaged in interstate commerce, or upon the production of materials which may be transported from one State to another, or levied. upon the profits or upon the obligations of corporations. The present discussion will be confined to the appraisal of coal lands as assessed for State, county, township, or borough taxation. The methods heretofore and at present in use in the different States vary widely and have resulted in more or less litigation. Discussions appearing from time to time in the technical and trade journals and in the proceedings of mining and engineering associations frequently direct attention to the need for the adoption of fixed principle in levying taxes, and of uniform methods for applying such principles, but there does not seem to be a general demand from the public for the adoption of such methods.

A PRACTICAL program of education for workers of the mining industries is being formulated by the Federal Board for Vocational. Education in cooperation with the States in which this industry is a dominant one. The Federal Government last year passed a law, known as the Federal Vocational Education Act, that provides for the promotion of vocational' education and for cooperation with the States in the promotion of such education in agriculture and trades and industries and in the preparation of teachers of vocational subjects. More than 1,000,000 men in the continental United States are employed in mines and quarries. The following table, from the-1910 Census Report, shows the relative importance of mining and manufacturing pursuits: Manufactures Mines and Quarries Employees 7,405,313 1,109,410. Capital $18,428,269,706 $3,380,525,841 Value of product $20,672,051,870 $1,238,410,322 Of the more than 1,000,000 men employed in mining, almost three-fourths are engaged in the, production of bituminous and anthracite coal; one-fifth, in the production of copper, iron, lead, zinc, and other metals; and the remainder in getting out structural and miscellaneous materials from quarries. The meeting of the needs of the coal-mining industry, therefore, is the problem of greatest importance in the point of numbers to be served. Moreover, the dangers in coal mining are greater than in metal mining. Practically all States have set up educational and technical standards , for the position of foreman, boss, superintendent, etc., and every applicant for these positions must have a certificate of competency. The qualifications, too, are becoming increasingly difficult in the field of technical information. In some States, every miner must have a certificate, which is issued by the mine examining board. only after an oral examination.

Gentlemen.-It is pleasant to be able to report that the year just closed has been a prosperous and successful one for the Institute. As is shown by the reports of the Treasurer and the Finance Committee, the business affairs of this organization are in excellent condition. With property valued at more than three-quarters of a million dollars, and with considerable sums in various funds and endowments, it is possible to spend on each member of whatever class $22.65 each year, more than the maxi- mum amount of dues received from any one, and substantially twice the average amount, $10.94, received from all. To do this has required close management and a strict regard for our limitations. In 1926, when the Budget was made up, the estimated expenditures for the work which it was felt the Institute must do exceeded the estimated receipts by some $14,000. At the close of the year, despite a number of unexpected decreases in receipts, it had proved possible to accomplish substantially all the work laid out and close the books with the usual transfer of initiation fees to the General Reserve, and still only reduce the cash balance $2,074.54. This was made possible by the hearty and loyal cooperation of the whole staff of employees and the extremely large amount of gratuitous service rendered by the officers, the members of the Divisions and technical Committees, and the membership generally. Even so it was impossible, because of limitations of funds, to undertake many things it is highly desirable for the Institute to do, and it was necessary to refuse the publication of important papers and committee studies, because of the lack of funds. PUBLICATIONS In an analysis of the income and expenses of the Institute published in the February issue of our Journal, MINING AND METALLURGY, it was pointed out that the largest item of expenditure is, as it should -be, for publications. Printing, binding, and distributing the various technical papers sent to the members cost in 1926 more than all the money received from dues, including the portion allocated as subscription to the magazine. Within the. year, the following volumes were printed and, with the exception of the second volume of TRANSACTIONS, which was mailed in January, were distributed : TRANSACTIONS, Volume 73, 1241 pages, covering papers on non-ferrous metallurgy, milling and concentration, non-metallic minerals, iron and steel, and the Institute of Metals Division papers read at the

IT has been said that carbon is "ubiquitous" with reference to iron alloys. Certainly at temperatures where carbon and iron form the solid solution, austenite, it may be readily added to, or removed from, steel surfaces. Differences in concentration potential are the sole requirements for carbon flow. To measure the rate of carbon flow, a proportionality factor, D, is arbitrarily expressed in units of (length)2 X (time)-1. If the term used for carbon concentration is weight pct C, as is customary, then a factor must be found, changing this term to one of weight per unit volume when the diffusion coefficient, D, is used in flow formulae. The determination of D values for carbon is complicated since D varies with the concentration itself. The Matano method has often been employed for systems involving a variant D. This method expreses an evaluation of unsteady flow whereby .0 is given a relationship with the numerical value of C-X slopes. The author contends that this solution is incorrect, except when D is invariant. The primary purpose of this paper is to support this contention. Here diffusion is controlled under two conditions of flow. The first part deals with the steady state; the second part considers unsteady flow under definite restrictions. Beginning with the fundamental concept, the development is continued until equations for C-X curves are obtained. The solution is then subjected to experimental data. It is realized that a great amount of reliable data is required for a rigorous proof. No such research is claimed. Instead an attempt is made to set forth the physical significance of the diffusion mechanism, and particularly to express the factors which influence the flow of carbon in austenite. Of equal significance is the implication that gaseous media may be employed with reasonable accuracy in making these determinations. THE STEADY STATE DIFFUSION OF CARBON IN AUSTENITE The fundamental experiment defining diffusion in solid metals may be readily performed for carbon in gamma iron.1 For this experiment a thin plate of medium carbon steel is chosen. The surfaces of this plate may be taken as two parallel planes which may be considered infinite for points well in the center of the planes. These two planes are held at different concentrations of carbon at a constant temperature. This temperature, 1700°F for example, is one where the single phase, carbon in solution with gamma iron, exists. When these conditions are held for a sufficient time the concentration of carbon of the different points of the solid settles down towards its steady state value. At points well removed from the ends, the concentration will remain the same along planes parallel to the surfaces of the plate.

INTRODUCTION The primary purpose of comminution circuits in the mineral industry is to reduce an ore to a particle size that will permit separation of the valuable minerals from its gangue constituents. Wide variations in the mineral content and physical characteristics can and do occur throughout a given mineral deposit From the standpoint of their effects on the comminution characteristics of an orebody, these variations may not be identified by the normal sampling and analysis procedures utilized to delimit an orebody and to characterize its grade distribution. The proper design of a comminution circuit for a mineral deposit is very important to the success of that enterprise. It is also an expensive unit process both from the standpoint of capital and operating costs. It is, therefore, essential that any sampling program be designed to identify the variations that may occur that will affect this circuit. Because of the variety of comminution systems that are available, it is also essential that the sampling and subsequent evaluation program be sufficiently comprehensive to identify potentially inappropriate systems or flowsheets. It would be impossible to describe in a single chapter the techniques and approaches that should be utilized for sampling every type of orebody. Each orebody is unique and requires a sampling and testing program designed to its specific requirements for exploration, characterization and circuit design. The following is a general discussion of the guidelines to be used and considerations to be made in establishing such a program. SAMPLE SELECTION When sampling an ore deposit for the purposes of equipment and flowsheet selection for comminution, it is important that the sample composites for grind testing be chosen on the basis of how they will affect the comminution circuit rather than just how they might affect the subsequent metallurgical operations. For example, grindability, classification and liberation size characteristics are more important to the comminution circuit than ore grade. Mineral deposits may contain a multiplicity of ore types that can vary extensively in the dissemination of minerals and optimum liberation size requirements; and may also vary as much as 100% in ore hardness. The accumulation of samples for grind characterization should be done in such a way as to allow the identification of this variation. A proper mineralogical evaluation of the samples obtained to characterize an ore deposit can be a great aid in identifying the individual ore types within the deposit

A KNOWLEDGE of the fundamental principles of locating, sampling, testing and evaluating materials is essential in prospecting for mineral aggregates. In this discussion, mineral aggregates will be considered sand, gravel, crushed stone and slag that are used as materials of con-struction. The quantity of mineral aggregates produced in the United States during the year 1935 for such purposes was roughly 165,000,000 tons, about 60 per cent of which was sand and gravel, 37 per cent crushed stone and 3 per cent crushed slag. The total value of this material was approximately $100,000,000. It is apparent therefore that the prospect-ing for suitable mineral aggregates is of considerable economic importance. In prospecting for mineral aggregates, the methods employed are the same whether the organization is large or small. In the large organiza-tion there may be available geologists for locating sources of supply, a land acquisition department to arrange for the necessary options or permits, engineers to do the sampling, a laboratory for testing, and a board of consulting materials engineers to make the final selection. Even small organizations must follow the same general procedure, though the respon-sibility for the selection of aggregates may rest with one man, who may or may not be an engineer, but who must depend entirely upon his own judgment.

INTRODUCTION Requirements for achieving economic slope stability in open pit mining must not only be met during the operating stages but in all preceding stages of mine development. In many operating mines little or no emphasis was ever placed on evaluating the stability of possible slopes during the exploration and planning stages. The purpose of this discussion is to emphasize the necessary considerations that should be made in all stages of development in order to achieve the safest and most economic pit slopes. The most economic slopes may not always be the safest slopes and it is incumbent upon the mine operators and engineers to achieve an optimal combination of economics and safety. The stability requirements outlined are based on the profit motive and are, therefore, practically oriented. Long-term basic research or theoretical studies are considered important only to the extent that they can be shown to have a definite payoff. Consideration will first be given to the information required for stability analysis, which can be determined during the exploration and evaluation stage, followed by further stability work necessary during the mine planning and layout stage. Particular emphasis is then placed on the operating stage in which blasting, dewatering, artificial stabilization, and slope failure are discussed. Lastly, the importance of a logical and orderly research procedure is stressed. EXPLORATION AND EVALUATION STAGE The purpose of the exploration and evaluation stage in the mining scheme is to find and delineate a potential orebody. Discovery and delineation commonly involve drilling tens and in many cases hundreds of boreholes. These boreholes, which may cost as much as $20.00 per foot of depth for a cored hole, are usually abandoned once drilling is completed. Stability evaluation for a potential open pit should begin at this stage by taking advantage of the existing boreholes. Rock and soil properties, as well as hydrologic parameters, may be obtained from both the borehole and the core. Seismic velocity and neutron probes may be used to log the borehole to obtain elastic moduli data. A borehole dilation jack may also be used to give backup information on the rock and soil elastic parameters. Research on roof bolting has developed significant information with respect to the functions that can be performed by properly installed bolts and the methods that can be used to ensure that effective installation has been achieved. The present paper brings together results that are pertinent to the design of a bolting system for reinforcing horizontally stratified mine roof with vertical bolts. The design approach is based on the use of bolts to decrease the maximum bending stress within an arbitrary sequence of roof strata (see Fig. 2) in which the only loads are the weights of the individual beds. The use of rock bolts to achieve other objectives, such as to stabilize a fractured rock mass on the periphery of a mine opening,3 is excluded from consideration herein. Reinforcing effect of bolts consists of a friction effect and a suspension effect in combination. "Friction effect" refers to reduction of bending in a stratified roof due to clamping action of tensioned bolts, which compress the strata, thereby creating frictional resistance to displacement along planes of stratification. (The flexure of a sequence of strata is necessarily accompanied by horizontal displacement of each bed with respect to its neighbor, along mutual surfaces of contact.) Although the sliding of the beds tends to exert a shearing effect on the bolts, tests show that this has negligible influence on the bending stresses, probably because the bolts are so far apart. "Suspension effect" refers to the transfer of part of the weight of the weaker or thinner strata to one or more thick strata, which occurs when strata with differing tendencies to deflect are constrained to have equal deflection. The term "suspension" is used irrespective of whether the thin strata are above or below the thick strata, because tests show that the supporting effect of the flexurally more rigid roof strata is for practical purposes independent of their position in a bolted sequence of strata. An earlier paper4 dealt with a bolted unit in which all strata had equal flexural rigidity; bolting could develop a friction effect but no suspension effect. The present paper deals primarily with a bolted unit in which all strata do not have equal flexural rigidity, so that bolting can develop both a friction effect and a suspension effect. The reinforcing effect of the bolts was determined by a combination of experimental and theoretical stress analysis.4'6'7 The experimental method consisted of loading a model by rotating it in a centrifuge to simulate the gravity forces exerted about an underground excavation. Models were made from two different limestones, although the results are independent of the material because the elastic constants were taken into account in the data analysis. Electric resistance strain gages were bonded to the highest and lowest members of the bolted unit to determine the outer-fiber bending strains at the center and at the supports. The quantitative results presented herein are based on tests of 56 different models, which included a range of values for the structural parameters. Each model was tested several times, with different combinations of spacing and tension of the bolts. DESIGN EQUATIONS The effects of friction and suspension on the flexure of a bolted stratified roof can be expressed by the following equations, which give the maximum bending stress, the deflection, the friction effect, the suspension effect and the transferred load for any (the i-th) member of the bolted unit in terms of the structural parameters:

In 1972 Kennecott Explorations, Inc. conducted a three month cruise to the central Pacific as part of a study of deep-ocean manganese nodules. One of the objectives of the voyage was to collect at least 200 tons of nodules for use in extractive metallurgy research and various engineering tests. It was determined to cut off production at a maximum of 200 tons, should we reach that amount before the end of the 38 on-station days. We were able to reach that goal; 200 tons of nodules were collected, representing an average return of 2340 lb from 171 dredge runs. Once equipment and techniques were refined, normal returns consistently exceeded 2 tons per haul. Up to this time, Kennecott had sampled extensively with the use of small free-fall devices using wire rope and winch equipment. These devices have never offered a viable method for collecting nodules in bulk, and we sought to develop a dredging capability which would give some assurance of meeting future requirements with efficiency and economy. After testing a series of increasingly complex dredge designs at sea, it was decided to utilize two of the simpler configurations, which after modification provided the basic design for the dredge used.

A fragmentation experiment was performed in cooperation with Duval Corporation in a porphyry copper molybdenum deposit near the Sierrita pit south of Tucson, Ariz. A 10-hole test blast was detonated to establish relationships between blasthole spacing and the resulting fragmentation. Blastholes were 9 in. in diameter and 110 ft deep. The 10 blastholes contained a total of 17,400 lb of aluminized slurry blasting agent in 50-ft columns with 60 ft of stemming. Blasthole spacings of 25, 20, and 15 ft were tested. Diamond drill core examination was the primary method used to determine the condition of the rock before and after blasting. Topographic surveys were used to measure the rock swell produced by the blast and a fragment size distribution was obtained for the rubblized material on the surface. The rubble zone at the surface was ideal for in situ leaching. Fragmentation to depths of 110 ft was excellent from the 15- to 20-ft blasthole spacing patterns. Good breakage was also produced by the 25-ft pattern although the effects of the blast were not as obvious. In situ leaching tests were not conducted. However, based on size consideration only, all three blasting patterns produced adequate breakage for successful leaching.

THE Coal Division of Battelle Memorial Institute, during the course of an investigation conducted for a coal producer, carried out extensive sampling of the fine-coal section of a preparation plant. The information obtained during the testing period was used to evaluate the overall plant operation and provided the basis for. recommended changes in the plant flowsheet. Included in the information were data for the results obtained when using a Bird centrifuge to dewater the particular coal being treated. At the completion of the investigation, the coal producer gave Battelle permission to publish the operating data for the Bird centrifuge in order to make this information available to the coal industry. The authors wish to take this opportunity to express their appreciation to this company and its officials for their willing cooperation in the matter of publication. Description of Preparation Plant: The preparation plant on which the data were obtained is primarily a jig plant. The coal being washed is a low inherent moisture, friable, Pocahontus-type. The washed coal from the jig is dewatered and sized at 1/4 in. by a Parrish-type dewatering and sizing screen. The minus 1/4-in. coal and the underflow water from the shaker screen flow to a sludge tank where, after the coal settles, the coal is conveyed by a flight conveyor into a pump sump. The pump, a 300-gpm sand pump, delivers a mixture of fine coal and water to a Bird centrifuge which produces a dewatered cake and an effluent. At the time when the investigation was made, the centrifuge effluent was returned to the sludge tank and the cake product was mixed with a coarser size of coal prior to loading into railroad cars. The semiclarified water from the sludge tank overflowed into a pump sump from which it was pumped to the jig. As originally designed, the preparation plant was intended to operate with a closed water system but it was found, soon after operations started, that for various reasons this could not be done. In order to provide for removal of excess water from the system and to aid in maintaining the desired minimum percentage of solids in the circulating water, the plant was operated to provide from the sludge tank a continuous overflow of water and fine solids that was sent to waste. The centrifuge feed represents approximately 35 tons per hour of minus 1/4-in. coal in the form of a pulp averaging 38 pct solids. Sampling Procedure: In order to obtain basic data for determining the relationships existing in the fine-coal section of the preparation plant, samples were obtained for: (1) the centrifuge feed, (2) the centrifuge cake, (3) the centrifuge effluent, and (4) the circulating water. The sampling was arranged to start on a Monday, in order to begin operations with a sludge tank full of fresh water, and was continued long enough to allow sufficient time for fine solids to build up within the water system or for a two-day, four-shift operating period. THE use of copper sulfate for improving the flotation behavior of sphalerite is probably at least 15 years old. The original discovery of its activating influence is somewhat obscure. The story goes that in the mill at Mascot, Tenn., its favorable action was discovered by accident, early in 1914, as follows: The original laboratory test work on a sphalerite ore gave favorable flotation results, but after a mill had been built the flotation concentration of the ore was very unsatisfactory. In diagnosing the probable reasons, one fact pointed out was that the laboratory test machine had been constructed of bronze whereas the commercial machine allowed pulp to come in contact only with wood and iron. A plate of sheet copper was hung in the flotation machine and results immediately improved. At first fanciful explanations of electrolytic and electrostatic behavior were given credence, but when the copper plate was removed and a small amount of copper sulfate substituted in the pulp an even more favorable result was obtained. Toward the end of 1914 copper sulfate was also adopted in the acid flotation circuit of the Butte and Superior Copper Co. Just who is responsible for the original discovery the present writers do not know: It seems strange that in that era of flotation litigation this discovery was not patented. While for pragmatic purposes it may be sufficient to know that the mere addition of copper compounds to a flotation pulp is sufficient to activate the flotation of the sphalerite, for scientific purposes it is quite desirable to know more about how the action takes place. It is the purpose of this paper to present certain evidence dealing with the mechanism of the beneficial effect. The description of the effect as activation in contradistinction to depression is now common in both the English and German languages. It makes no assumptions as to whether the zinc sulfide surfaces have been filmed with copper compounds. In fact, the principal differences of opinion expressed in the literature deal with whether there is an actual formation of CuS (or even Cu2S) on the surface of the sphalerite.

For more than a decade the use of the metallographic microscope, by mining geologists, for examining ores has been increasing and conclusions founded upon examinations made by it are found in several recent professional papers of the United States Geological Survey as well as in our technical publications. But most mining men have been slow to realize the positive value of this instrument in their daily work. The reason for this condition is not hard to find. The varied applications, the simplicity of preparation, and the methods of studying a polished section of ore have not been widely published. Papers in technical periodicals have been profusely illustrated by photographs of such sections, special refined methods of procedure for laboratory work have been described, and complete and detailed schemes of identifying the ore minerals have been published in book form.1 But simple and easily applied directions and, what, is more important, light, compact, and inexpensive equipment have not been available. The simplest microscope obtainable is intended for laboratory use and is much too bulky for the average field equipment; at present it costs about one hundred dollars for the instrument alone. Methods previously described for polishing specimens have necessitated electrically driven lap wheels, which are found only in permanent installations. It is small wonder that the examining mining engineer, field geologist, resident engineers, and mill men have looked upon the subject as being too involved for the field and have assigned it to the laboratory investigator. The writer has been interested in this question for some time from the viewpoint of his own work. Being handicapped by the difficulties enumerated, he has designed an outfit that has proved very useful. It is described here and its. applications shown in the hope that it may be of equal value to others, and that a start will be made toward popularizing

Previous Publications THE first report on the slag viscosity work of the Bureau of Mines was made by one of the authors 1 in 1916. It was concerned chiefly with, the method of measurement. A paper 2 on this phase of the work was presented to the Institute in February, 1917, and a similar paper 3 was communicated to the Faraday Society. Purpose and Scope of the Slag Viscosity Tables Following the development of a suitable method, the next step in the investigation was the measurement of slag viscosity over a wide range of temperature and composition, and the arrangement of this experimental data in the form of tables for the use of the blast-furnace operator. In talking with a good many people, I have discovered that concrete is being used A good deal for a wide variety of oils ranging from 14° to as high as 40° Bé., especially, by some of the western railroads:, If any member has had experience, in storing gasoline in concrete, I should like to learn of it. KNAPP, Ardmore Pa.).-I have had considerable experience in building masonry tanks for gas Holders. I do not believe it is possible to build a concrete or masonry tank of any kind. With hydraulic cement, mortar, which will be absolutely water-tight, unless the bottom and inner wall, after completion are waterproofed with some impervious material. The same will be true of oil tanks, the bottom and inner face of which must be made impervious to oil. Masonry tanks are intended to be sunk in the ground. All that the wall of the tank then amounts to is a retaining wall to keep the excavation in shape and to receive an impervious coating. The bottom of, a; tank, when empty, must be protected by a relief valve from any hydraulic: pressure acting from below. At ordinary prices, for sheets, a tank 100 ft. diam by 20 ft. deep can be built of steel much quicker and cheaper than of masonry. Several years, ago I saw very large oil storage tank under construction in California the bottom and sides being concrete. The sides were, sloped at about the single of repose for the material excavated: If you build a steel oil tank, you can get. .men for the work who do nothing else, and you, are likely to get a satisfactory job; but if you wish to build a concrete or masonry tank it is almost: impossible to find men skilled in building absolutely water-tight masonry Work. (San Francisco Meeting, September, 1915) THE desirability of employing the centigrade scale for the measurement of temperatures is becoming more and more recognized in this country, particularly in view of the fact that this scale is used almost exclusively in technical papers and publications-exclusively in those published in French or German. There are, however, a large number of factories and laboratories which still employ the Fahrenheit scale. It therefore frequently becomes necessary to convert one into the other and the accompanying chart (Fig. 1) has been found very convenient for this purpose.

On January 9, 1964, the molybdenite extraction circuit at the San Manuel concentrator was switched from the sodium hypochlorite-ferracyanide process to the present process described in this paper. This moment was the culmination of over three years of laboratory and pilot plant test work. COPPER CONCENTRATOR Even though San Manuel's molybdenite plant begins with the thickened copper concentrates, it is necessary to describe briefly the copper sulfide circuit, because San Manuel's excellent molybdenite recovery actually begins with the primary grinding of the ore.
