SEVEN years ago there was installed in the hospital of the Bunker Hill & Sullivan Mining & Concentrating Co. at Kellogg, Idaho, an ultra-violet ray quartz lamp, the standard equipment which is found everywhere in the offices of physicians and among usual hospital equipment. The use of this lamp was con- fined largely to treatment of pathological cases, still treatment of under-nourished children, run-down anemic people, both men and women, and, as a general tonic, was part of the routine hospital procedure. At the latitude of the Ceur d'Alene district and especially because of the position of the towns in deep canyons, with much overcast and cloudy weather, sunshine is not plentiful at any time of the year; for many of the winter months there is scarcely any. Underground workers, particularly during the winter, have little sun- shine; it is not unusual to have none at all for weeks at a time. Treatment by the ultra-violet ray lamp in the hospital has resulted in many extraordinary benefits but the use of the lamp is expensive and limited. Some weeks ago attention was directed to the automatic solarium equipment of the Burdick Corporation. The doctors strongly recommended the increased use of the ultra-violet lamp for its curative powers and tonic effects, urging that it be made accessible to all employees. Real interest was . . also displayed by employees with the possibility of securing ultra-violet ray treatment for themselves and families under better conditions than it was possible to have by the limited use of the lamp at the hospital. This resulted in the installation of the so-called sun room or automatic solarium as an adjunct to the mine change-house. An annex was built to the change-house, with dressing rooms for women, children and men from other departments, and the outfit put into use on Sept. 5, 1929. Leasing is not a new phenomenon. Experts have identified its origins as early as biblical times. It is a method of finance that has grown rapidly and is now used in most countries, including those of South East Asia, South America, the Middle East and even the People's Republic of China. Internationally, the leasing world divides fairly easily into two groups and this is determined, by and large, according to whether a country has Anglo-Saxon origins or not. Most of the Anglo-Saxon countries have seen tax-oriented leasing become a sophisticated means of financing the acquisition of large and costly items of equipment and large projects. Countries such as France, Spain and Japan have a highly developed leasing industry but it is not tax-oriented. This paper will not address leasing of this kind. LEASING - THE CONCEPT Wide acceptance of leasing as an alternative for financing capital equipment has grown with the recognition by the users of equipment that it is use and not ownership that generates profits. Whilst this seems obvious, memories of repossession of assets during the Depression and attitudes towards leasing as "last resort financing" have raised strong philosophical resistance that has only recently begun to be overturned. A financial lease is a commitment by way of contract between a user of equipment (lessee) and a financial owner (lessor) under which the lessee makes a series of payments in return for use of the equipment. The lessee is acquiring economic value associated with ownership but not ownership of the equipment itself - that remains with the lessor. A lease is a method of financing the use of an asset; other methods finance the assets themselves. It is the taxation aspects that then become important. The lessee is giving up some or all of the taxation benefits of ownership such as depreciation and investment tax credits. The lessor claims these benefits, as he is entitled to do as owner, and takes them into consideration when determining the level of lease payments that are necessary to generate his required rate of return. These lease payments are, of course, lower than they would have been without those taxation benefits. The lease payments themselves are fully tax deductible. This is tax shelter leasing. The lessor is acquiring taxation deductions that are applied fully and immediately against his other taxable income so as to reduce the amount of tax he is to pay to the revenue authorities. It is this concept that makes financial leasing work. Governments provide incentives by way of tax concessions to encourage capital investment. Governments presume that prudent capital investment will offer employment opportunities, generate sales and streamline economic activity. These, in turn, will lead to the collection of government revenue. It makes no difference at all whether these incentives are claimed by a commercial or industrial owner/user or by a financial owner who makes equipment available for use by industry. Rather, the issue is to ensure that if an incentive is available, it is used so as to achieve its desired results. No greater or lesser incentive is available for leasing and leasing does not misuse the taxation aspects of equipment ownership. The critical issue is whether the full value

IN 1942 the outstanding characteristic of the petroleum industry was the multiplicity of war-induced distortions in virtually every segment of the business. So devastating was the success of the Nazi submarine campaign along the shores of the western Atlantic and on transoceanic routes that within six months after our entry into the war petroleum rationing was necessary in the East Coast area. The conquest of the Netherlands Indies by the Japanese three months after the opening of the war in the Pacific cut off our normal sources of rubber, and in our first year of war nationwide rationing of gasoline had to be invoked to conserve rubber-borne transportation facilities. Meanwhile the oil industry faced the imperative necessity for rapid expansion in the output of aviation gasoline and later accepted the vast responsibility for developing a new industry. synthetic rubber manufacture. Probably no other essentially peacetime industry has been forced to make so many complicated adjustments, yet its response to its wartime obligations has been nothing short of dramatic.

Inclines and tunnels can extend from ground surface to considerable depths traversing a wide range of lithologies. The strata encountered may be affected by loosening and induced stresses at different locations along the route. It is suggested that Phase I of the pre- driving assessment process should include study of the geology, hydrogeology, rock material and rock mass characteristics. A rock mass disruption factor is used to express the ratio of the unconfined strength of intact rock material to the unconfined strength of in situ rock mass. It is suggested that there is a relationship between in situ (secondary) permeability values and the disruption factor, since the permeability of the rock mass is governed by parameters which influence strength. In Phase I1 of the pre-driving assessment, consideration should be given to the prediction of primary loosening which results largely from disturbances to the rock mass arising from the driving process. Also in Phase 11, preliminary assessments are made of the effects of induced stresses and of the geodurability characteristics of the rocks. In Phase 111, the mechanics of various secondary loosening pro- cesses are considered along with their relevance to estimates of stand up time and support requirements. Yield-line analysis is introduced for the study of plastic and brittle type bending deformations. Stand up time and support characteristics are also assessed. In Phase IV, the effects of induced stresses are analysed. It is suggested that even for broken rock in the Yield Zone, the rock mass disruption factor may not often increase above lo which is equivalent to an in situ permeability of 10-1 m/s.

THE iron-silicon alloy series has always been one of the most puzzling among the binary alloys. Examining the well known mechanical properties of the iron-rich alloys only we meet the following situation: The ultimate strength and yield point of alloys worked and annealed under the usual conditions represent nearly a straight line function of the silicon content up to 4.5 per cent. silicon (Fig. 1). Starting at the ultimate strength of 35,000 lb. and at a yield point of 16,000 lb. for pure electrolytic iron, one reaches a maximum strength of 93,000 lb. and a maximum yield point of 74,000 lb. at 4.5 per cent. silicon. This corresponds to an increase in ultimate strength by 13,000 lb. per each per cent. of silicon added and nearly the same rate applies to the yield point. The data mentioned are taken from the investigation by T. D. Yensen,1 and while they do not exactly corroborate the results obtained by earlier investigators, they seem to be the most correct. Plastic properties of the alloys are controlled by a much more complicated relationship. Up to 2.5 per cent. Si, the elongation stays close to 50 per cent. (in 2 in.) and the area reduction amounts to 85 per cent;, a situation that forms the usual feature of all alloys representing strictly solid solutions. The plasticity of the latter is always nearly equal to that of their base metal. Beyond 2.5 per cent. silicon, the situation becomes much more complicated. Yensen observed an enormous drop in elongation and area reduction at about 2.65 per cent. silicon, where the first hardly reaches 10 per cent. and the second is still lower; he found, however, a considerable recovery in plasticity at about 2.8 per cent. Si and up to 4.5 per cent. Si it is represented by 20 per cent. for the elongation and 30 per cent. for area reduction.

The Minister of Geology of the Soviet Union P.Ya. Antropov, recently visited China and claims that this country occupies one of the foremost places in the world in reserves of tin, tungsten, molybdenum, antimony, iron ore, coal, and phosphates. Occurrences of economic value of chromite, nickel, gold, beryllium, tantalum, niobium, rare earths, and asbestos have also been reported. MINERAL RESOURCES Coal: The inferred reserves of coal are estimated at at 1,500 billion tons. A considerable part of the coal reserves is represented by coking coal, 80% of which is bituminous. Thicknesses of coal seams range up to 150 ft in the principal deposits located in northern and northeastern China. The total output of coal in 1958, 270 million tons, was produced by an army of 20 million people mainly in small mines operated by the agricultural communes. It is rather gratifying that in the field of the manufacture of refractories, in which, as a whole, foreign practice has surpassed us, the United States stands pre-eminent in the making of silica brick. In some instances European manufacturers have refused point-blank to credit the possibility of making to such specifications as are Common with us, until the actual completed shapes were shipped for inspection. But both the manufacturer and consumer in foreign lands are now frankly learning from us, and benefiting by our advanced practice in this field, as is evidenced by the orders placed here and the efforts put forth abroad to come up to the standard of American-made material. In no metallurgical operation has the employment of silica brick spread with such leaps and bounds as in the building of plants for the carbonization of coal, particularly in the byproduct coke oven. Today, in practically all types of oven, the structure above the floor level (except the facings) is of silica, while in the recuperative and in some regenerative types, its use is extended to that portion of the oven below the floor as well. By reason of the fact that there are a number of classes of refractories of higher silica content than the usual so-called fire-clay brick, there is sometimes a misunderstanding as to the class of material referred to as "silica" brick. We here refer only to a brick having a silica content of 94 per cent. or more and made usually from quartzite rock with a small percentage of lime as a binder. The term "silica" brick is sometimes rather loosely applied to brick from highly siliceous clays, or to a quartzite refractory of mingled fire-clay and quartz rock; but such products are not considered in this discussion. : Materials The rock from which practically all high-grade silica brick are made is a true quartzite or metamorphosed sandstone, variously known as

A hybrid finite element-boundary element code with eight noded isoparametric finite elements and three noded boundary elements is described for plane strain and linear isotropic elasticity. In the direct formulation of the Boundary Flement Method, quadratic variation of geometry and displacements, and linear variation of tractions with respect to the element intrinsic coordinates are used. The boundary element region is treated as a "super-element" in the finite element sense.

Selective flocculation studies carried out with iron ore tailings generated at Kudremukh iron ore plant indicate that a concentrate containing 63% iron can be obtained from the tailings containing 34% iron with around 60% recovery. This opens up the possibility of recovering most of the iron lost in the tailings generated at 2 kt/h (2200 stph) while processing 22 Mt (24 million st) ore per year. This would mean that the productivity could increase by around 50%. In these studies, it has been established that caustic degraded tapioca starch is a most effective agent for selective flocculation. While potato starch after caustic degradation can also be used, neither the parent starch nor the amylopectin compound is as effective.

When only sixteen he was inducted into the mining industry as apprentice assayer and millman at the Victoria Metallurgical Works. Following his training at Golden he had more practical mining and milling experience at several properties in the West, and studied a little as well at the Royal School of Mines, in London, and at the Ecole des Mines, in Paris.

The principal event during 1936 was the sale of Mosul Oilfields, Ltd. to Mosul Holdings, Ltd., a British company with French and American participation, and the expansion of its wildcat activities to untested structures on its West Tigris concession. Mosul Holdings continued the exploration of its low-gravity Qaiyarah-Najmah-Jawan-Qasab field. The Iraq Petroleum Company's systematic exploration and exploitation of its Kirkuk field was continued on a scientific unitized basis. Pressures and gas-oil ratios remained satisfactory. All wells were produced by flowing. A stabilization plant large enough to supply the 4,000,000-ton pipe line to the Mediterranean was completed at Kirkuk about the close of the year and only sweet oil is now being exported. The Khanaqin Oil Co., Ltd., a subsidiary of the Anglo-Iranian Oil Co., Ltd., continued the normal exploitation of its Naft Khaneh oil field, refining and marketing through the Rafidain Oil Co., Ltd. for local Iraq market. This field lies partly on the Iraq side of the boundary and partly on the Iranian side, the latter portion being known as Naft-i-Shah. Only the Iraq side is considered in this paper. Slightly more than 30,000,000 bbl. of crude was produced in Iraq during 1936. The I.P.C. exported all crude sold outside of Iraq and showed an increase of about 2,500,000 bbl. over the preceding year. Crude production in Iraq for export in 1934 was 7,096,669 bbl.'; in 1935 it was 27,014,904 bbl. and in 1936 it was 29,521,053 barrels.

Certain types of macromolecules added to water and salt solutions flowing in turbulent motion can reduce the pressure gradient. Alternatively, the volumetric capacity of a pipe for these fluids is increased by the presence of these materials. Examples presented show that the drag reduction can become significant. Thus, the presence of 0.28 per cent of a gum derivative in a solution of sodium chloride flowing at 200 gal/min in a 1.89-in. pipe yields a pressure drop which is 0.44 of the single-phase drop measured under the same conditions of turbulent flow; the addition of 0.1 per cent of a vinyl derivative to a I-in. water line yields a throughput capacity which is 1.78 of the single-phase capacity at the same pressure drop. It is further shown that these phenomena are distinctly different from previous observations with other classes of non-Newtonian systems. There a simple lowering of friction factors below the levels predicted from the resistance laws for Newtonian fluids is associated with a suppression of turbulent motion. A rational physical explanation for drag reduction is advanced. Briefly, the proposed mechanism is a storage by the molecular elastic elements of the macromolecules in solution of the kinetic energy of the turbulent motion. INTRODUCTION This study was inspired by a recent review of some paradoxical drag reduction phenomena in turbulent pipe f1ow.I Under very moderate conditions of turbulent flow, the pressure gradient necessary to pump solutions containing certain specific kinds of polymers, fibers and metallic soaps may become appreciably lower than that required* to pump the solvent, i.e., water or a low-viscosity hydrocarbon, under identical flow rates in the same conduit. As shown by our review, this phenomenon of drag reduction in turbulent duct flow was first noted during the second world war, apparently arising in connection with the development of flame warfare weapons. Since that time several papers illustrating this phenomenon have appeared: Toms, Oldroyd,3 Agoston et al., Bundrant and Matthews, Robertson and Mason,6 Ousterhout and Hall,7 Daily and Bugliarello~ Lummus, Anderson, and Fox. 9 That there are practical applications for techniques which increase discharge or decrease the pressure necessary to transport a liquid through a pipeline is illustrated in the patents which have issued which take advantage of this peculiar phenomenon, e.g., Mysels,l0 Dever, Harbour, and Seifert.11 One also finds fragmentary evidence of this effect in the data pertaining to a few of the polymeric solutions studied by Shaver12 and Dodge.13 However, these investigators were concerned with the development of friction factor vs Reynolds number correlations for a variety of non-Newtonian solutions and suspensions, rather than in a study of drag reduction-. A similar kind of drag reduction effect has been observed in gases. Sproull, for example, reports that adding dust to air flowing in turbulent motion through a pipe results in a lowering of the pressure gradient at identical flow rates. There are also military applications for reducing the drag on hydrodynamic vehicles. For example, the possibility of injecting a rheologically complex fluid into the boundary layers of bodies to reduce the skin friction has been investigated by Fabulal5 and Granville.16 Along somewhat different lines are the drag reduction studies of Kramer.17118 He has shown that skin friction can be reduced by covering the surface of a vehicle with a flexible skin. The effect is apparently due to the boundary layer being stabilized by the presence of the skin. Drag reduction by means of coexisting gas and liquid boundary layers, e.g., film boiling and continuous gas injection, has been proposed by Bradfield, Barkdoll, and Byrne,19 Cess and Sparrow,20'21 Sparrow, Jonsson, and Eckert.22 Here the skin friction occurs between a vapor and a surface rather than between a liquid and a surface. There are several references in the literature to friction-factor correlations for non-Newtonian solutions and suspensions: Shaver and Merri11,23 Dodge and Metzner, Clapp,25 and Thomas.26

Silicon carbide coated boron fiber (Borsic) reinforced aluminum composites were made which exhibit strength and modulus values predicted by the rule of mixtures. A successful technique for fabricating these composites consists of plasma spraying of monolayer filament reinforced tapes and subsequent diffusion bonding of these tapes into composites. The elastic properties of the composites were given by the rule of mixtures in reinforced directions. (The modulus parallel to the fibers was 32 x 106 psi for a composite with 50 pct by volume fibers. The other elastic properties for a composite with 50 pct fiber were transverse modulus = 14 to 16 X 10 psi, G = 9.5 x 106psi, and v,, = 0.23. Tensile strengths of over 190,000 psi were measured for the composites with 50 pct fiber and the average strength for these composites was 162,000 psi. These same composites had interlaminar shear strengths of 12 to 15,000 psi. Multidirectionally reinforced composites demonstrated the same reinforcement efficiency in strength and modulus as the uni-directimlly reinforced composites. Comrpessive strengths of composites with 50 pct by volume fiber were found to be greater than 250,000 psi. STRUCTURAL filamentary composite materials are being considered for use where high strength, high modulus, and lightweight materials are required. Metal matrix composites have been considered for use at temperatures ranging from cryogenic (aluminum stainless steel) to 6000°F (plasma sprayed tungsten plus tungsten fiber) and other requirements have been similarly diverse. Metal matrix composites offer high modulus and high strength in unreinforced directions, the ability to be joined by brazing or welding, and greater fracture toughness compared with the more easily fabricated resin matrix composites. This paper deals with the mechanical properties of aluminum boron composites, a system which is being considered for applications where lightweight, high modulus, and high strength are required at temperatures including those above the normal operating temperatures of resin composites. The boron fiber used in this investigation had an average room temperature strength of greater than 400,000 psi, a modulus of 58 x 106 psi, and a density of 0.09 lb per cu in. (2.6 g per cu cm).' The fiber used in the composites had a coating of silicon carbide to retard degrading reactions with the matrix at elevated temperatures. The coated fiber, which is sold commercially as Borsic: has been reported to have excellent resistance to degradation at temperatures up to 600°C in air and in aluminum2 and the same mechanical properties as the standard bare boron fiber. Fabrication of Composites. The composites were diffusion bonded from plasma sprayed monolayer tapes. These tapes were fabricated on a substrate of aluminum alloy foil which is incorporated in the composite matrix. The technique consists of winding a layer of fiber on the foil, and plasma spraying the balance of the matrix alloy over the windings which bonds all of the components together. Advantages of this process include the ability to achieve good fiber spacing, Fig. 1, the formation of a good bond between fiber and matrix (achieved during the plasma spraying), and the adaptability of the process for forming large and complex parts. This is particularly true when used with brazing foil backing which alloys low pressure bonding of the structural shape. PROPERTY EVALUATION TECHNIQUES Tensile test specimens, 5 to 7 in. long with a reduced gage section and ,030 to ,040 in. thick, were cut from composite sheets with a diamond saw. The gage section was .200 in. wide, while the gripped section was .240 in. wide and over 2 in. long in each grip. The standard gage length used was 1 in., however, transverse specimens (i.e., specimens with the fibers oriented 90 deg to the loading axis) were tested without a reduced section. Twelve specimens were also made with a 3-in. gage length but no significant effect of gage length was measured. The tensile test specimens were mounted in a fixture and aligned in friction grips using a 10X microscope. Unbonded foil doublers (0.010-in.-thick aluminum) were used to insure firm gripping with a minimum of damage to the fibers. The test specimens were transferred to the testing machine in a rigid fixture and mounted in the self aligning loading train. In situ solution mining of uranium has environmental advantages over conventional mining. The leaching of uranium, however, alters the ground-water quality in the aquifer where the mining occurs. Currently, regulations require that the ground water be restored to approximately its original condition. This paper, a summary of a study funded by the Bureau of Mines, reviews the state of the art in restoring ground-water quality after in situ uranium leaching. Current restoration practices discussed include disposal of liquid wastes in deep disposal wells and evaporation ponds, producing from all wells during restoration, and recirculating water purified in surface plants. Methods for predicting the effectiveness and cost of current techniques are presented. Possible alternative techniques are also described. Two restoration operations are discussed.

There were two official representatives of Foreign Governments as guests at the Chicago Meeting. One was Frederick Goransson, managing director of the Saudvikens Steel Works, who represented the Jernkonteret, the Iron and Steel In-stitute of Sweden, and who came to this country especially for our meeting. The other distinguished guest was Commander Toublet, who repre-sented the French Embassy. Commander Toublet delivered a most polished address at the Banquet, dealing with the felicitous relations existing between this country and France for the last 150 years. Com-mander Toublet was accompanied by Mrs. Toublet, who won the hearts of all the ladies present, whose guest she was.

The greatest of all gifts is the power to estimate things at their true worth. LaRockefoucauld INTRODUCTION The primary reason for performing a feasibility study on a proposed mining venture is to investigate all phases of the proposal in as much detail as necessary to justify either dropping the project or continuing expenditures through the next stage. The economic evaluation component of the feasibility study, therefore, must ultimately be based on information which provides an answer to the question, "What is it going to cost?" Unfortunately engineers preparing feasibility studies never have all the engineering or economic information they would like or need. Consequently, the economic portion of the analysis can only be performed if estimates of the various costs associated with the project are made. Project cost estimates, in turn, require estimates of all the physical factors affecting cost components, including anticipated performance of plant and equipment as well as all pertinent geologic, mineralogic, and metallurgical variables. Before useful cost estimating procedures can be applied considerable data must be collected, compiled, and organized. Preparatory work typically includes organization of cost data available for estimating purposes, development of techniques for updating historical costs, and establishing methods of forecasting prices and costs over the duration of the project. Cost estimates for mining and mineral processing projects involve so many features and variables that it is absolutely essential to have some means by which the vast amount of detail can be organized. It is very important to identify, in as much detail as possible, all the cost data available (historical and developed) to the estimator. These costs, after being properly identified in detail, should be com- piled, stored, updated regularly, and made readily available for use in developing new cost estimates Accessing files of current cost information requires a standardized numerical system of classifying cost data. When uniform definitions and procedures are used, every project record contributes to the common store of estimating data.

THE South African Mining and Engineering Journal recently pointed out that no satisfactory solution of the question of compensation for silicosis can be arrived at by placing further liability of an inequitable nature upon the mines. There are at present 35 scheduled mines liable to contribute to the annual levy of $800,000 and provide for the net outstanding liability of $6,400,000. Several of these mines have, as yet, not been able to set aside sufficient funds against their out- standing liability to the Compensation Fund. The gold producers declare that the gold mining industry today is passing its zenith, and that the production of gold will decline, with a consequent lessening of the spending power of the mines, which in about ten years will be reduced to a great extent unless encouragement is given for the opening of new mines. It is during this period of decline that the mines will be required to meet the large burden already created by miners' phthisis. Preparation and Use.-Magnesite is an important refractory in open-hearth, heating, and electric furnaces for steel-making and in many of those employed in the metallurgy of copper and lead. It is sold in the form of brick, finely ground "furnace magnesite" for brick-laying, and dead-burned grains for making and repairing furnace bottoms. The latter are a mixture of granules varying in size from pieces of about 5/8 in. (1.6 cm.) diameter to very fine but sandy particles. Dead-burned magnesite results from calcining 'the crude or lightly burned mineral at a temperature that will not merely drive off practically all the CO2, but will also cause sintering of the particles. During this process the pieces shrink considerably and become hard, dense, and inert to atmospheric moisture and C02; under-burned material, on the other hand, will hydrate on exposure to the air. A small percentage of ferric oxide seems to be necessary for the production of a satisfactory sinter; from 4.5 to 8 per cent. in the dead-burned grains is considered the most desirable amount. Dolomite has been little used for brick-making in the United States, but it is prepared for use in the granular condition calcined or "double-burned" and is the principal ingredient of several materials offered for sale under various trade names for refractory purposes. Dolomitic refractories are almost wholly confined to the open-hearth and electric furnaces, where they are used for fettling and as substitutes for magnesite. Much more magnesite and dolomite are used for basic open-hearth steel-making than for all other refractory purposes. The hearth of the furnace is usually built up of magnesite brick and dead-burned grain magnesite so laid that the brick base is protected by a working bottom of the granular material. The latter is sintered into place in layers 1 to 2 in. (2.5 to 5 cm.) thick to a total depth of 12 to 18 in. (30 to 45 cm.) at the center of the furnace.
