Austria produced approximately 800 cisterns of 10,000 kg. each (56,000 bbls.) of crude oil of a 0.9428 sp. gr. during 1935. Of this Gosting II well near Zistersdorf, owned by the Erdolproduktions-Gesellschaft m.b.H., produced 86 per cent of the total, averaging a little over 1.8 cisterns, or about 125 bbl., per day. Gosting IVa of the same company was put in production early in December and produced a total of about 70 cisterns (4900 bbl.). Gosting IV was a failure, but a directional hole drilled from the same derrick produced Gosting IVa. Gosting I, a well owned jointly by the company above mentioned and the Raky-Danubia, was deepened late in the year and made about 2800 bbl. of oil at the rate of 70 bbl. per day. Completions during the year were as follows: In the Gosting pool, Gosting IV and IVa, drilled with rotary tools, the latter producing from Sarmat at a depth of 934 meters (3065 ft.); Kronberg I, of European Gas & Electric Co. with cable tools in Flysch at a depth of 566 m. as a dry hole; in the Oberlaa gas pool, one cable-tool well of the same company at a depth of 266 m. as a dry hole and one Fauck-Haiek system well of the Vacuum Oil Co. at a depth of 483 m. as a dry hole; one rotary hole of the European Gas & Electric Co. at Enzersdorf a/d. Fischa plugged and abandoned in Sarmat after a blow out and gas eruption at a depth of 699.5 meters. The status of drilling wells at close of the year is as follows: In the Gosting pool, Erdol Bohr- und Verwertungs G.m.b.H., north of the producing area, was drilling with rotary at 990 m., Raky-Danubia is rigged up to deepen the old Windisch-Baumgarten hole, Rohoel-Gewin-nungs A.G. (Vacuum-Shell combination) rigging up rotary south of the production, and Steinberg-Naphta G.m.b.H. (Musil) was deepened with light rotary to 830 m.; at Enzersdorf a/d. THE purpose of this torsion balance survey and the quantitative calculations was to delimit the extension of the cap rock at the Hoskins Mound salt dome. The sulfur ore in the Gulf Coast sulfur-bearing salt domes occurs in the lime rock, which is the outer layer of the cap-rock mass, and also in the underlying gypsum zone. The status of the exploration and exploitation of the Hoskins Mound dome at the date of this survey is shown by Fig. 1. The mound had been covered by the very early prospect wells of the Mound Oil Co., and the later and more numerous prospect wells of The Texas Company. The Freeport Sulphur Co. was producing from the flank wells in the southwest quadrant. The limits of the cap were surmised to lie inside the centers of quad-rangles 4F, 3F, the center of the NE. ¼ of 2E, and the north line of 2D. That surmise was based partly on the data of Fig. 1 and partly on the position of the edge of the topographic mound. The management of the Freeport Sulphur Co. wished to block out the extent of its ore reserves with a minimum of expenditure. The management was informed by the writer that no geophysical method could map the presence or quantity of sulfur directly, or determine the presence and quantity of the lime-rock cap independently of the rest of the cap, but that a reasonable probability existed that the approximate position of the edge, the depth and the thickness of the cap-rock mass as a whole could be determined through quantitative calculations based on the data of a very careful torsion balance survey. Considerable lime rock would probably be present, of course, wherever much cap rock was present. This paper presents the data of the survey, our calculated prediction of the configuration of the cap rock, and the degree of confirmation by the subsequent drilling. The survey was made by the Geophysical Research Corporation, under the direction of the writer. The work of the calculations was done by Andrew Gilmour, then assistant to the writer.

The subject of this paper implies three questions: whether regulation is necessary; if so, what sort of regulation is wise; and, finally, by what government the power to regulate is to be exercised. In the year 1937 emphasis falls on the third of those questions. This contrasts with the situation prevailing a dozen years ago, when the question was whether regulation was necessary at all; and with the situation a few months ago, when the third question seemed answered by the Supreme Court decisions on the National Recovery Act, Agricultural Adjustment Act and Guffey Coal Control Act, and by the ratification of the Interstate Oil Compact. It then appeared settled that the State and not the Federal Government possessed the regulatory powers and, granting that conservation measures are a recognized necessity, the problem seemed to be to develop the wisest kind of regulation that the Constitution would permit. Today, by virtue of developments during the first months of 1937, the oil industry is faced again by the question of whether the Federal Government is to have power to control its operations, along with those of the other basic industries. Developments in Governmental Control There have been three recent developments. The dominating one is the President's proposal that he be authorized to increase the size of the Supreme Court to 15 members. The implications of that plan ought to be perfectly plain to the oil industry. This suggestion is made in lieu of offering an amendment to the Constitution, to reverse the Supreme Court decisions mentioned. In those decisions the Court held that production does not constitute commerce, and hence that the Federal power to regulate interstate commerce does not extend to the regulation of production. These holdings were contrary to the Government's contention that the stream of commerce begins in the factory and ends with the consumer and may be regulated at any point from beginning to end. That position was urged in the Government briefs in Amazon Petroleum Co. v. Ryan, defending the petroleum code, and repeated as late as Feb. 10, 1937, in the case of National Labor Relations

The petroleum industry has been involved in Lore collective planning than any other American industry, with the exception of the railroads and utilities, and therefore is of interest as a case study in the experimental attempts to regulate the economic consequences of free competition. Planning is of course an integral part of effective management, hence at the outset a distinction must be clearly drawn between competitive planning and collective planning. By competitive planning is meant the aggregate of plans drawn up and prosecuted by the competing units occupying a field of enterprise; by collective planning is meant a collusion of plans, either originating among some or all competitors, or else imposed upon them, whether accepted or resisted, by some superior authority, usually the state. The prevailing popular concept of "planning" as applied to industry appears to be a program of conduct superimposed upon an industry unwilling or incapable of achieving a socially and economically desirable result under free competition. In this brief and tentative analysis of the subject, competitive planning is left to one side and attention is focussed upon the matter of collective planning as defined above. A basic functional difference between the two categories of planning is that in the case of competitive planning the individual plans are small, numerous, and tend to offset one another when in error; whereas in the case of collective planning, the separate plans are larger in scope, fewer in number, and tend to escape the incidence of the principle of compensation. In viewing the evolution of collective planning in the petroleum industry we find that during the past 20 years there have developed four more or less well defined collective plans and that at the present time the industry is deeply involved in a collective planning trend pointing toward further varieties. The four plans, which are to some degree transitional, may be conveniently named from the chief incidents that led to their formulations. The first collective plan was the program of control developed during the World War and hence called the war plan. The second plan was one originating within the industry in the period between the war and the inflation of the late twenties and called the inventory

THE American producers of silver are keenly alive to the importance of the silver problem and its vital effect on the mining industry in Montana and other States where precious-metal mining constitutes a basic industry. There are so many ramifications to the subject that one is tempted, no matter from what angle an approach is made, to digress along lines that inevitably lead into a maze of social, economic and financial problems, through which no clear pathway is marked, and regard¬ing which no definite opinion can be expressed, as the ultimate solution is dependent upon the policies adopted and carried out by the more important Governments with reference to their fiscal requirements and currency systems. The situation may be summarized in two questions First, what, if any, plan have the silver producers, as being the most directly interested, to offer in meeting the situation which will confront the industry upon the termination of purchases of domestic silver under the Pittman Act? Second, what, if any, assistance can be extended by the Government in connection with the problem? In answer to the first inquiry, while the matter has been the subject of discussion among the principal producers, they have been unable to formulate a defi-nite plan, principally because they have been and are dealing with a subject embracing many unknown fac-tors; and second, it has been felt that before any plan is adopted there should be indicated the extent to which cooperation on the part of the Government may be depended upon to enable a proper study of the situation to be made. In order to explain these rather cryptic statements, a general review of the situation may aid. Whatever differences of opinion there may have been in the past upon the subject of bi-metallism or the establishment of a fixed ratio between the coinage value of gold and silver, it will probably be conceded that it would be neither wise nor expedient to attempt a revival of this discussion, nor to undertake to solve the question by the adoption of such a remedy. Issues of contro-versial economics must be avoided, if possible-political economics will destroy rather than assist constructive effort.

The data which are collected in Table 1 show that the ferrite of low-carbon steel and of electrolytic iron, like the network of hypo- and hyper-eutectoid carbon steel, inherits, either absolutely or relatively, the grain size of the mother austenite from which it is born in cooling through the transformation range. This evidence is so abundant and concordant as to cast doubt on Prof. Jeffries'l hypothesis of what might be called reversed inheritance, by which he explains Mr. Ruder's observation2 that a grain in a "slug of pressed pure electrolytic iron powder" was coarser, perhaps 1,500,000p2, aftcr a 3-hr. exposure to 1000" C. than after a 3-hr. exposure to 1250-1300°, when the grain size was about 35,000µ2. His explanation implies a natural tendency of coarser austenite grains to yield finer ferrite ones than spring from finer austenite grains, so that the inheritance is reversed. What seems to me a simpler explanation is that the enormous grains which followed the 1000" heating were not inherited from the mother austenite, but were formed by the process of natal coarsening, by means of which Stead and Carpenter developed grains of this same order of magnitude in this same kind of material, on heating to 950" or to 1000°, the temperature used by Mr. Ruder, provided the exposure was not unduly prolonged, and it does not seem to have been in Mr. Ruder's case. That their coarsening was natal and not through inheritance is shown first by the fact that their grain coarseness was out of all proportion to their relatively low temperatures and short periods, and hence was very far in excess of the grain size which the mother austenite must have had, and second and more cogently by the fact that the shape of these coarsened grains was evidently determined by the temperature distribution which existed during and immediately after the Ar3 transformation, that during the passage from the gamma to the non-gamma state. J. A. MATHEWS, ? Syracuse, N. Y. (written discussion§).-This paper by Prof. Hoyt, together with the papers by Messrs. Jeffries, Clayton, Rawson, and Moore, submitted at this meeting, constitute a valuable symposium on what might be called the "mechanism of failures." Prof. Hoyt has not emphasized too strongly the importance of the notched-bar test, or the notch as a feature of a structural design. There has been a good deal of misunderstanding in reference to the value of the notched-bar test, and various vibratory tests such as the Wohler, White-Souther, Stanton, and Upton-Lewis have been devised. This form of testing has received more attention abroad than it has here, and has been the subject of a great many very careful investigations. I have heard many expressions of surprise at the apparent lack of agreement between the results of vibratory tests and the results of shock tests. It is not necessary that the values obviously should agree, because obviously different properties are being tested. In reference to the presence of notches or sharp corners in the construe tion of machines or parts, would say that these more frequently lead to fatigue failures than to typical notch-bar failures clue to sudden impact. I have seen a number of airplane crankshafts that had apparently failed due to a keyway that was left with fairly sharp angles at the bottom. The material satisfactorily responded to every test, including the notched-bar test, nevertheless the shafts failed, showing a fatigue break, usually spiral and sometimes making at least one complete turn around the shaft. The lack of concordance between supposedly duplicate notched-bar tests in my experience has been most often due to lack of care in the machining of the test piece itself. Prof. Hoyt draws attention to a report of Charpy in 1909, in which two steels of almost identical physical properties show very different results in the notched-bar test. He states that the microstructure at once showed that one steel was in poorer condition than the other. More recent experience has shown other cases of this kind where not even the microstructure serves to reveal any startling differences in structure.

Oil production in north Louisiana in 1937 was 28,668,070 bbl., an increase of 1,896,925 bbl., or 7.1 per cent over 1936, as against an increase of 178 per cent from 1935 to 1936. Gas production of 301,148 million cu. ft. from gas wells and 17,330 million cu. ft. of casinghead gas, a total of 318,483 million, was an increase of 33,483 million cu. ft., or 11.7 per cent over 1936. Well completions numbered 716, with 411 oil wells, 175 gas wells and 130 dry holes; compared with 346, 109 and 78, respectively, in 1936. There were 58 wildcat dry holes. In addition to the wildcat producers described and tabulated with the fields, there were two small, shallow gas wells in Sabine and Tensas Parishes, which did not open fields of any present importance. At the close of 1937 there were only five wildcat tests actually drilling, with nine others shut down or temporarily abandoned. Chief interest during 1937 was in development rather than discoveries. The only real discoveries were two deep gas and distillate fields, Bear Creek and Ruston. There were also three completions of gas-distillate producers from deeper formations in old fields, of which the most important was at Cotton Valley, one discovery of oil in a previously known gas sand and five or six extensions of some importance. Geological Section The columnar section in south Arkansas (Fig. 1, p. 317) also applies in north Louisiana, with a few changes noted below. The oldest known formation in north Louisiana is a bed of rock salt. Except on salt domes, only one well at Rodessa has been drilled into this salt, but it has been penetrated by a number of wells in south Arkansas. Salt domes have been discovered near Vicksburg and Hattiesburg, Miss., and a deep well in Limestone County, Texas, has drilled into rock salt. In Louisiana the distance between the "interior salt-dome basin" and a salt dome of the "Gulf Coast salt basin" is hardly 60 miles. Sulphur, even in small amounts, may often be harmful to nickel and high-nickel alloys, causing impairment of mechanical strength and destruction of malleability and ductility, as shown by Merica and Waltenberg.l,2 It may act either in the form of nonmetallic inclusions produced in the liquid state during furnacing or as reaction products resulting from its diffusion into the solid metal. In recognizing the action of this element, ability to identify its various forms by means of the microscope is often of considerable importance, especially when direct quantitative methods are inapplicable. Of the sulphur compounds associated with nickel and high-nickel alloys, the sulphides that may be found in malleable nickel, Monelt and Inconel are an important group. These sulphides were investi- gated by metallographic methods in order to provide descriptive data by which to identify them. The nominal compositions of malleable nickel, Monel and Inconel are given in Table I. The term "sulphide" is employed here in a very general sense, to designate a substance in which sulphur and one or more metallic elements are combined. The term includes any combinations of compounds and solid solutions. Method of Investigation Three groups of small laboratory melts were made, one group to represent each of the three types of alloy under investigation. Within each group, a number of ingots with a sufficient variety of chemical analyses were prepared so that the effect of each of the elements entering the complete commercial alloy could be isolated and observed. In most cases, to facilitate metallographic study by exaggerating the number and size of the resulting sulphides, somewhat greater amounts of the minor elements were added than are present in the commercial alloys. Likewise, considerably more sulphur was added than is normal, but not enough to complicate the system. Transverse sections were cut at a point one third of the distance from the butt to the head of each ingot, polished and examined with an inverted stage metallo-graph equipped with a combination polar -izing-analyzing vertical illuminator. The light source was a tungsten-mercury vapor arc lamp.

The mines operated by the South American Development Co. are located in the Zaruma mining district of southwestern Ecuador. They are near the old mining town of Zaruma, which is the only important city in the canton of the same name. The district is situated in the upper end of a valley lying between two spurs of the Cordillera, one of which may be considered the Coast Range and the other an intermediate range. The mining camp proper, known as Portovelo, and the plant are 2.4 km. south of Zaruma, on the north bank of the Amarillo River, a tributary of the Tumbes River, which flows southwestward through Peru to the Pacific. Portovelo is difficult of access; it is reached from Guayaquil by means of river steamers and muleback. 'Embarking at Guayaquil, the route is down the Guayas River, across the Jambeli Canal, and up the Santa Rosa River to Santa Rosa, a distance of 177 km. From Santa Rosa, the road or trail follows the Santa Rosa River, then across the summit of the Coast Range into Portovelo, a distance of 74 km.—a two-day trip on muleback. The mining property of the South American Development Co. comprises 297 lode claims and 142 placer claims. The combined lode claims cover an area, roughly rectangular in shape, 9000 m. long from north to south by 4000 m. wide; the northern edge of the rectangle is about 3000 m. north of the central plaza of Zaruma. Mineral lands in Ecuador are held by virtue of an annual tax per claim paid to the central government, no surface rights being included. HiSTOry The Zaruma mine has been worked by white men since 1549, probably before that it was worked by Indians. The followers of Pizarro, led by traces of gold in the sands of the Tumbes River, followed that stream to its source, worked the gold veins that they found and established the city of Zaruma. Numerous articles have been written in regard to the man who mines coal and he has been likened to brave men in all ages who have gone out to conquer some unknown hazard. Now, however, modern mining is no longer something to be avoided but is a vocation that anyone can well be proud of, with remuneration equal to or above that of almost any industry. A concerted effort is being made each day by both the operator of most mines as well as the state and Federal inspectors to see that coal mines are as safe or safer than any other industry. However, it is true that mine fires and explosions have occurred in the mining industry since its earliest inception. One of the earliest accurate references to such an occurrence is found in the transactions of the Royal Society of London. In the Colliery Managers' Handbook, 1898, Caleb Pamely writes of an explosion that occurred at Fatfield, England, which resulted in the death of 69 persons in August 1708. It is interesting to note that he states, "Three of them, viz, two men and a woman, were blown quite up from the bottom of the shaft, fifty-seven fathoms deep, into the air, to a considerable distance from the mouth of the pit." From this statement it is noted that women were employed as miners in England during that period. Numerous mine fires and explosions have occurred in mines in this and other countries. Several of them claimed more than 100 lives. Among the greatest losses was a mine explosion in West Virginia that claimed 361 and a mine fire in Illinois that claimed 259. Although no one would minimize the seriousness of a mine fire or an explosion, yet in too many cases they have been publicized out of proportion. This especially is so when compared with the accident rate of other industries or on our highways. It should be remembered that of these general classifications of hazards in mining, mine fires and explosions rank very low in the accident rate in any given year. The depression of dithiophosphate by phosphate was investigated by correlating radiotagging measurements of competition in sorption with measurements of flotation. Competition in sorption was as complex as the sorption of the individual ions, thus strengthening the conclusion that more than one process was involved in the interaction of the ions with galena. The depression of flotation was chiefly a result of reducing the amount of dithiophosphate sorbed.
