The effects of solutes on the distribution of two-dimensional configurations of grains in zone-refined tin have been studied. When solutes with partition coefficients (ko) greater than unity are added, three-sided pains become more prevalent and the growth law changes. It is shown by electron-Probe micro-analysis that a solute buildup occurs ahead of a moving grain boundary when ko > 1. It has been found recently1, 2 that solutes with partition coefficients greater than unity have a larger retarding effect on grain growth than solutes with k, less than unity. ko is defined as the ratio of the concentration of solute in the solid to the concentration of solute in the liquid with which the solid is in equilibrium. Niessen and winegard2 have suggested that this effect is probably due to the complex shape changes which occur during the process of grain growth and that no theory based on single boundary motion3-5 can explain the results. They suggested that the dissociation of the unstable fourfold junction was delayed in alloys where ko was greater than 1 because the boundaries at the junction had to move into a region of high solute concentration. If indeed this mechanism were correct, it was felt that not only would the dissociation of fourfold junctions be affected by the solute buildup ahead of the boundaries, but the collapse of three-sided grains would be impaired. These combined effects would naturally lead to a modification in the distribution of the number of sides per grain seen on a two-dimensional section. The present investigation was undertaken to test these hypotheses by examining the grain-growth process in detail. EXPERIMENTS The Distribution of Grain Configurations in Zone-Refined Tin as Seen on a Two-Dimensional Section. Following the method of Bolling and Winegard,6 zone-refined tin was cast into button-shaped specimens and, subsequently, plastically deformed under a drop hammer at room temperature. The resulting flat coin-shaped samples were annealed at 200°C, some for 50 sec and others for 100 sec. The specimens were then examined to determine the distribution of the number of sides per grain, i.e., the num- ber of crystals adjacent to any particular grain in the section. For simplicity, the grains were classified as three-sided, four-sided, and so forth; this concept is schematically illustrated in Fig. 1. As indicated by smith,' it was necessary to examine every grain within an enclosed area to obtain a proper distribution of the relative frequency of each type. A RESIDENCE of 14 years in the Republic of Colombia, spent in almost continuous traveling and prospecting-trips, has given me an intimate knowledge of the resources of that wonderful country. The man who best knows Colombia is unquestionably General Rafael Reyes, President of the Republic for the past three years, and with seven years more to serve in his present term. Such is the strength of his personality and the wisdom of his policies that his term of office will no doubt endure as long as he is willing to serve. The vastly improved economic situation and the brilliant outlook for Colombia are so directly due to the influence of President Reyes that a few lines concerning him. will not be amiss, if they serve towards a better understanding of his personality. Born of a distinguished ancestry in the mountains of Boyaca, he is now 57 years old, just the age of his friend Porfirio Diaz when be began the work which has placed Mexico in the rank of great modern nations. It was Reyes who came to Washington to protest against the action of the government of the United States of America in reference to the establishment of the Republic of Panama, and, without entering into a discussion of this affair, it can be fairly said that there was not an American in Colombia whose feelings of justice were. not outraged at the government action and subsequent refusal to submit the matter to the impartial judgment of the' Hague. President Reyes is an accomplished linguist, speaking English, French, German, Portuguese, Spanish, and Italian. He has a remarkably. powerful voice, which can readily be heard by a large assemblage. His height is about 6 ft., and his weight exceeds 200 lb. He has clear gray eyes. Reyes was the leader of those who favored the approval of

ALLUVIAL gold was first discovered in Guiana in 1852, in the sands of the Arataye river; by Paulino, a Brazilian convict. During the following years, gold was found also in the rivers Orapu, Cirubé, etc. In 1873 the famous placers of the Sinnamary system were opened: Saint-Elie, Dieu-Merci, Adieu-Tat, and Couriége. This group of mines has produced nearly $10,000,000, according to official records, not including the gold that escaped the taxes. The discoverer was a mulatto named Vitalo. Except in a few rich spots, the gold was rather evenly distributed along the creeks. In one instance, gold was found in the red dirt from the slope of a hill, which, after transport to the creek, gave an amount of 150 kilograms. The placers of the Mana system, Enfin, Elysée, Pas-Trop-Tot, date from 1878, and their production has been about $5,000,000. In 1888, the Awa placers, along the boundary between the French and Dutch Guianas, on the Maroni and its tributaries, were discovered. They have yielded $12,000,000. The only industrial company,, the Dutch Guiana French Mining Co., produced in 15 years about 2,500 kg. of gold, worth $1,500,000. From 1893 dates the famous Carsewene discovery, in territory then in dispute between France and Brazil. A settlement was made recently in favor of Brazil, by arbitration of the Switzerland State Council. Carsewene is said to have pro-duced about $18,000,000 in six years (1894-1900), but not even one-fourth of the production went through French Guiana and

IT is now generally admitted by experts that at least so far as rapid progress is concerned the Alpine system of tunnel-driving is superior to any other. This is perhaps natural in view of the record of experience in driving tunnels through the Alps. These great mountain-chains cannot be treated in the ordinary way by shaft-sinking and driving headings, thus multiplying the points of attack. The work must be done from the ends only, hence speed in driving is of the utmost importance; and, as necessity is the mother of invention, the concentration of effort to make progress has resulted in an organization and in mechanical appliances that have produced results so much in excess of the usual practice, even in America, that a discussion of the subject in detail should be of much value to the engineer and contractor. The first Alpine tunnel was the Mont Cenis, length 7.5 miles, driven with a progress that averaged about 7.75 ft. per day. Next came the Saint Gothard, 9.5 miles long, 18 ft. per day; Arlberg, 6.5 miles long, 27.25 ft. per day; Simplon, 12.25 miles long, 36 ft. per day. The figures represent progress when driving from two headings, so that by dividing them in two we get the daily single-heading progress. The latest of the Alpine tunnels is the Loetschberg, now being driven. In this work the world's record has been beaten by a single day's record in one heading of 36 ft. and by an average daily record in. one heading of 29.5 feet. The Alpine range forms a natural barrier between a large section of northern and southern Europe. This range extends from the southeast of France to the frontier of Hungary, between Italy and the plains of southern Germany. The contour

THE following paragraphs, constituting the concluding portion of the Annual Report of the Council for 1903, have been withheld from publication until now, in order to make them as accurate and complete as possible. They will be published in Volume XXXV. of the Transactions in their proper place at the end of the said Annual Report. Franklin Ballou was born in Pittsburg, Pa., May 29, 1845. He was the son of an old resident, Arthur Ballou, a manufacturer and wholesale dealer in vinegar. In early youth Franklin attended the Western University of Pittsburg, but left school at the age of 16 to become book-keeper for his father, upon whose retirement from business, in 1868, he associated himself with Walter C. Childs, of Pittsburg, in the manufac¬ture of furnace-grates and asbestos-cement for blast-furnaces. This firm was known as W. C. Childs & Co., and did a success¬ful business for several years. In 1869 Mr. Ballou married Miss May S. Wilson, daughter of Judge Wilson, of Lewistown, Pa. In 1876 he spent several months traveling in the West and studying the mining industry, which greatly interested him. In consequence of this journey, he wound up his business in Pittsburg and removed in 1877 to Georgetown, Colo., where for several years he conducted a sampling-works, and built up an extensive business as an agent for the sale of ores, besides engaging to some extent in mining enterprises. , It is said that he controlled at one time about one-eighth of the output of the Leadville mines. In the early 80's, he became Vice-President and General Manager of the Bimetallic Smelter at Leadville, of which Mr. David H. Moflat was the principal owner. The materials containing copper which are refined in the United Statrs, are, for the most part, the natiye noppers of Lake Superior. IJntil quite recently but little pig copper Was made for sale, and that came principally from the pure sulphorous ores of New England and the Sonth, and was generally sdd to reSneries not far from the ore filrnaceu. A stnall aiuoiint found its way into the'niarket which was produced either as the by-product of the treatment of gold and silver ores, or as the result of the treatment of impure copper ores; but both these grades, on account of the impurities they contained, were loolced on with stlspicion, and were not sought for. There are at the present time only three works which treat native copper, the two of the Detroit and Lake Superior copper Company, and the works of C:G. Hussey & Co., in Pittsburgh. There are a few works ivhich smelt sulphuroris ores and refine their pig; bo sides these t1le1-e arc a few siuall works where gig copper is refined uuly. Some of these purcIlase blscir copper, refine scrap, or simply refine such grades of ingot copper as are found in the market, but nlostly that from Lake Superior, for the purpose of getting it into swh shapes that can be handled cpmtriercially to advantage, such as in making large plates or high grades of wire fir electrical purposes. At the Lake Superior meeting, September, 1904, Messrs. A. Gibb and R. C. Philp presented a paper entitled " The Constitution of Mattes Produced in Copper-Smelting,"' in which they concluded that ferrous and cuprous sulphides formed the chemical compound, 5 Cu2S, FeS. They arrived at this inference from the observed fact that a matte containing Cu,S, 90.4, and FcS, 9.6 per cent. (or, in round figures, Cu2S, 90, and FeS, 10 per cent.), did not contain any metallic copper, while one with more than 10 per cent. of FeS readily dissolved copper, and with less than this amount retained copper in mechanical suspension. Although they determined the melting-points of five mattes containing from 32.6 to 80.1 per cent. of copper, they did not draw a freezing-point curve, as the necessary apparatus was not available. A microscopical examination of 11 polished samples gave them a grayish-black field of very uniform appearance, except that five of the specimens showed the presence of metallic copper. The object of the present investigation was to supplement the above paper by drawing the freezing-point curve of the ferrous sulphide-cuprous sulphide series, and to see how the constitution could be further revealed by microscopical work. The results obtained lead to conclusions very different from those of Gibb and Philp. While their paper bears the date 1904, it was published only in 1906.2 In the meantime, Bolles3 had presented his paper, " The Concentration of Gold and Silver in Iron-Bottoms." The raw material which formed the basis of the research was a matte containing Fe, 61.68, and Cu, 11.20

Secretary's Note.—In printing this paper in the present volume, the figures given in the pamphlet edition have been brought more nearly up to date, the product of 1899 being in many instances inserted. Iron-Ore Resources. In a paper presented to the Institute in 1897,* I discussed the iron-resources of the United States as then developed, calling attention to some principal sources upon which other countries depended. The following statement will give a general idea of the amounts, as compiled from the latest official records, of ores won, and metal produced, in the nations which are important contributors to the world's output. Unfortunately these are not all contemporaneous, since in some countries the statistics do not appear until after one or more years. The statement covers not only pig-iron and iron-ore, but also manganese-ore —the manganese mined being principally used in the production of spiegeleisen or ferro-manganese, and these alloys being generally included in the pig-iron output. FIVE days, extending from Monday, Feb. 18 to Friday, Feb. 22, inclusive, will be required for the annual meeting this year. The first fours days will be devoted to reading and discussion of papers, general and committee business meetings, two lectures, luncheons, dinners and all the pleasures of a big, general reunion. The fifth day will be given over to an all-day excursion for both men and women by special train to West Point, in celebration of the birthday of the first President of the United States. Washington having been an engineer and now after one hundred and thirty-one years the country having selected as President another engineer in the person of Herbert Hoover, our own past president and honorary member, it is proposed to celebrate with a good old-fashioned picnic and inspect the school. The authorities at the Military Academy have undertaken to welcome the engineers and do whatever they may to make our pilgrimage notable. Other social features planned for the week are numerous. Luncheon will be served as usual at the building each day of the meeting to all members and guests. This year a very nominal charge will be made, primarily to overcome deficits due to irregular attendance. Monday noon, the Non-metallic Minerals Committee will lunch at the Engineers' Club and in the evening the Milling Methods Committee will dine there. The Annual Smoker will be held at Hotel Astor after dinner. Professional entertainment of high order is promised, but not too much to interfere with the numerous group reunions that characterize this func- tion.

In engineering in general, close agreement between theoretical predictions and structural performance is rare—this is particularly true in rock slopes. Since the complexity of natural arrangements makes exact theoretical solutions of associated structural problems almost impossible, the role of theory should be that of developing guides or markers to which observations and experience can be related. The author in this paper has outlined the results of a theoretical study of highly idealized models which represent both granular materials and jointed rock. Some important practical considerations result—especially in regard to horizontal stresses—when theory is compared with full-scale experience. In the field of engineering activity, specific examples of close agreement between theoretical prediction and structural performance are rare. Particularly is this so for the case of rock slopes, where, owing to the complexity of the natural arrangements, it is quixotic to expect exact theoretical solutions to the associated structural problems. The role of theory is rather that of developing signposts or guide rails to which observations and experience can be related. It is with this in mind that the present paper has been prepared; the author's aim has been to set out briefly the results of a theoretical study of highly idealized models which represent both granular materials and jointed rock. Despite the idealization of the problem, it will be seen that the theoretical conclusions are in accord with full-scale experience, particularly as far as horizontal stresses are concerned, and they point to some important practical considerations. CLASSIFICATION OF ROCK SLOPES At the risk of over-simplification, an attempt has been made to classify the problem of rock slopes into three broad categories with respect to internal stress systems. These are illustrated in Fig. 1. It is tacitly assumed in this classification that the strength of individual particles is very much greater than the interparticle strength whether the particles are the crystals of an igneous rock (Case I) or the blocks of Cases 2 and 3. The Homogeneous Monolith: This case is representative of uniform unjointed rock. Under relatively low stress conditions the internal stress system may approximate to that of an elastic body as given by Terzaghi.' It is more usual, however, for overall stability, to consider the material as a rigid plastic which yields in shear when S =C + c tan 4> where S is the shear yield stress, o is the normal stress on the surface of failure, and C and d are empirical constants according to the Mohr-Coulomb criterion of failure. Sokolovsky has recently developed, for the first time, a series of mathematical solutions to problems involvinga C, mass subject to self-weight. He demonstrates that for such a case a semi-arch (Fig. 2) is stable. A corollary of this argument is that for a true C, d material a curved overhanging slope is possible and such an observation may well aid field identification of these materials. The shape of the curved slope face is however directly dependent on the C-value, and from the long-term point of view this is a most difficult value to establish with any degree of confidence. It is customary to measure C and 0 in some form of shear test—usually a triaxial compression test—on core specimens sampled from the rock, and as far as the author is aware the present case is the only one in which, as far as overall stability is concerned, such tests are

REPUBLIC Steel Corporation's iron-ore properties in the Adirondacks consist of mines, mills, and sintering plants in the Mineville and Port Henry area and at Lyon Mountain. This article will deal with the properties in the vicinity of Mineville and Port Henry. In 1938, when Republic leased the Mineville- Port Henry operations from the Witherbee Sherman Corp., these properties had just come through some hard depression years. As a result, the mine development program was far behind schedule; most of the equipment needed replacement; and above all, the entire system of mining had to be completely changed to reduce operating costs. The concentrator had been in operation for many years; the process was dry and dusty. Machinery and equipment were either badly worn or entirely obsolete. The sintering plant, also long in operation, was badly in need of repairs.

WHEN "Chief" Buehler in mid-September set out on his official 10,000 mile swing-around-the-circle visiting Local Sections he decided not to tell his audiences how to organize and operate a state geological survey. As the director for 28 years, of the Missouri Bureau of Geology and Mines (which, he concedes, is the best in existence) lie could have done this to good advantage; but he preferred to discuss affairs of the Institute. In 25 speeches made to member and student groups, he dwelt on sonic or all of the following phases of activities. He stressed the vital importance of the Local Sections in providing the opportunity for members to associate under pleasant auspices with others in their profession. The benefits of Institute membership he classified as tangible and intangible. Of the two lie felt that the latter were more important. A man's progress in his profession depends in large measure upon a broad acquaintance and friendship with others. The Institute is incomparably the best medium for meeting fellow engineers. The primary, function of the new enlarged Membership Committee is to obtain a comprehensive list of engineers eligible to be members, always hearing in mind that the standards of membership must not be lowered in any degree. These men are to be invited by individual letter to apply for membership. Whether they become members or not is of less importance; but it is vital that no qualified man should be outside the fold for the reason that membership had never been suggested to him. IT was just five minutes past midnight, on Wednesday, Jan. 5, 1938, that Mrs. Cosgrove and I sailed from New York City. Our trip was to completely circle the globe, to cover over 40,000 miles and stop at thirty ports-from New York to Trinidad, to South America, via South Africa to the Orient, to India, to the Malay States, to Indo-China, the Philippines, Australia, New Zealand, Fiji, and across the Pacific home via Honolulu. It is not my intention to make this a complete, technical study of coal or coal mining in the various countries that .we visited but more to outline the general in- formation that the mining engineer and coal operator would absorb in his travels. Coal is the universal fuel and is in use wherever there is commerce and industry. Even on our ship, which, like practically all ocean liners was an oil-burner, a considerable quantity of coal was used for cooking.

WHAT American can enter this Western empire without his imagination being stirred by the stories of its past-yes, and even more by visions of its future! Whether we travel by rail or by auto, our pathway has its traditions of exploration and its records of early settlement. The mountain passes and the routes used by today's commerce are lasting memorials of the pathfinders whose unconquerable purpose was to search out a way-Lewis and Clark, Bonneville, Pike, Long, FrBmont, their names still live in your rivers and lakes and peaks. It was the glory of these adventurers that they spied out the land so that others might follow that long pro- cession of pioneers who occupied the new country- fur traders, gold miners, cattlemen, and homesteaders. Each of these pioneers attacked the problem of transportation in his own way, and each sought by his own method to win the resources whose richness had been reported by the pen of the Government explorer or by the swift rumor of the unnamed and unfamed adventurer. Trails were worn deep by these home or fortune seekers as they passed through the mountain barriers in successive waves-and these were waves that did not ebb, for this was an army of occupation. Along these main pathways of the West, as one historian has pointed out, the figure of chief interest was the sad- faced woman sitting on the front of the covered wagon.

The northeastern United States embraces that area of the Appalachian Mountains, and adjacent territory, beginning on the south at the Potomac River. It thus extends from the flat-lying Paleozoic terrane of the Appalachian plateau on the west, across the folded Paleozoics of the Great Valley and adjacent ridges (Paleozoic and Precambrian), over the Piedmont and New England metamorphic complex (mixed Paleozoic and igenous rocks), broken by the great Triassic rift remnants, onto the subdued coastal plain of Cretaceous and Tertiary sediments. Although not noted as a metal mining region, the area does contain numerous substantial and several outstanding mines, chiefly of the more prosaic metals, particularly iron, zinc, and copper, as well as many minor occurrences of these and a few additional items. These deposits occur to some extent in every subdivision of the area. The region to date (1966) has produced almost 500,000,000 tons of medium to lowgrade iron ore, especially magnetite, including ilmenitic magnetite; 50,000,000 tons of highgrade zinc ore; and 5,000,000 tons of lowgrade copper. In the past, it has yielded small amounts of chromite and nickel, and at present is a large producer of titanium. Precious metals are conspicuously absent, and so also are the Tertiary or Mesozoic igneous phenomena so commonly associated with mines of the West. Hence, a survey of the extensive mineralization · of this region should be instructive

With the postwar emergency for new housing and for new industrial buildings, much research has been done on lightweight aggregates for use in concrete and plaster. The trend toward lighter weight aggregates to relieve the dead load on the higher, steel frame- work buildings started toward the end of the last century. Progressively the requirements be- came more stringent, crushed bank slag, weighing 80 lb per cu ft as com- pared to 100 lb for crushed rock, was supplemented in some sections by foamed slags and expanded shales weighing from 40 to 60 lb per cu ft. In other sections cinders were used weighing from 40 to 50 lb, including sand. Sections favored with more recent vulcanism turned to pumice weighing from 30 to 60 lb, whereas other localities made use of diatomite, from 28 to 40 lb. Exfoliated vermiculite weighing from only 6 to 10 lb per cu ft came into use. As the search for lighter weights in aggregates continued so did the search for other desirable properties such as nailability, ease of cutting or channeling, and good insulation to both sound and heat. This search eventually led to a widespread interest in the expansion of perlite, or similar volcanic glasses, with the result that in 1946, the Office of the Housing Expediter' listed eleven firms reporting the operation of processing plants either on pilot or commercial scale producing aggregates weighing from 2 to 16 lb per cu ft.
