The new saw mill at Cache Bay of the Geo. Gordon & Co., Ltd., a subsidiary of International Nickel Co., of Canada, is equipped with the first fully electric saw carriage drives in Ontario. It has a capacity of 120,000 ft of lumber in an 8-hr shift. About half of the mill's production is high grade white pine lumber which is shipped to the general market. The other half, red pine is used in the mining operations of International Nickel in the Sudbury district, 55 miles west of Cache Bay. [ ] Inco with a potential need of 77 million board ft a year, gets only part of its supply from the new mill. The milling firm became an Inco subsidiary Jan. 1, 1948.

New Device Eliminates Blasting in Coal A non-explosive device developed by duPont utilizes the high pressure of a gas generated inside a steel tube which is inserted in a hole drilled in a coal seam to break down the face of coal. Chemical reaction is started by an electric current which produces heat to initiate the action. The same heat destroys the starter wire as soon as electric current is no longer needed. The tube containing the chemical is closed at the outer end by a plug with electrical connections, and at the other with a disk that is ruptured by the compressed gases formed. When the gas has been liberated in sufficient quantities to create a desired pressure the disk breaks and the released gas breaks down the coal face. The new device is called a Chemechol.

A special meeting of the officers of the Columbia Section was held in Spokane, Wash., Jan. 10, 1918, for the purpose of organizing and nominating members to the principal committees of the Section. Present: J. C. Haas, Vice-chairman; W. H. Linney, Past Chairman; and L. K. Armstrong, Secretary. J. F. McCarthy, Wallace, Idaho, was appointed fifth member of the Executive Committee. The following were appointed to the Membership Committee: R. M. Betts; for Oregon; W. J. Hall, for Idaho; J. M. Porter, for Washington. A member for British Columbia will be appointed later. The following were appointed to the Committee on Papers: Prof. F. A. Thomson, Moscow, Idaho; Prof. L. 0. Howard, Pullman, Wash.; H. S. Lee, Rye Valley, Ore. A fourth member, representing British Columbia, is to be appointed later. The following members were appointed representatives on the Executive Committee of the Spokane Engineering and Technical Association: J. C. Haas, W. H. Linney, F. A. Ross, L. K. Armstrong. The Treasurer reported a deficit, resulting from the participation of the Section at the Northwest Mining Convention in 1916. It was recommended that the Institute be petitioned to make good this deficit, in addition to the usual annual allowance. The members of the committee who were present expressed their desire to be of greater service in the present war, and discussed at some length the possible means of carrying out their desires. It was later decided to reopen the subject at a subsequent meeting of the Section, or to present it to the Executive Committee of the Spokane Engineering and Technical Association for discussion and cooperative action. PENNSYLVANIA ANTHRACITE LOCAL SECTION On Saturday evening, Jan. 31, 1914, about 40 members of the Institute met at the Hotel Sterling, Wilkes Barre, Pa., for the purpose of discussing plans for the formation of a local section in the Pennsylvania anthracite region. President Rand; Prof. Joseph W. Richards, of the Board of Directors; Dr. H. M. Chance, Chairman of the Committee on Coal and Coke, and Secretary Stoughton were among the guests present. R. V. Norris acted as Master of Ceremonies, and the arrangements were all made in advance by a Committee under the leadership of Charles Enzian, to whom an enthusiastic vote of thanks was accorded at the dinner. An address was made by President Rand, followed by .Professor Richards, who outlined the procedure necessary for the formation of a Local Section. Addresses were then made by W. J. Richards, F. W. Chase,. C. F. Huber, R. J. Foster, F. A. Hill, H. M. Chance, Bradley Stoughton, and others, after which a rising vote was taken, and it was unanimously decided to petition the Board of. Directors for the establishment of the Pennsylvania -Anthracite Local Section. More than the required number of members then signed -the petition, and President Rand announced the appointment of a Committee to organize the Section and arrange for a meeting in accordance with their By-Laws, consisting of R. V. Norris, W. J. Richards, R. J. Foster, Edwin Ludlow, C. F. Huber, Charles Enzian, Douglas Bunting, F. A. Hill, and J. M. Humphrey.

On Aug. 20, 1913, the following 30 members of the Institute residing in Montana made written application to the Board of Directors of the Institute for authority to establish a local section of the Institute to be called the Montana Section, with headquarters at Butte, and having such territory as may, later be determined on. This petition was granted by the Board at its meeting in Butte, Mont., Aug. 20, 1913. The committee named at the head of this paragraph was appointed to' arrange for permanent organization of this section.

Plans have been completed with only details to be arranged for the first Metals Branch Conference in the Northwest. The two day meeting will be held jointly with the Industrial Minerals Div. on Friday and Saturday, May 9 and 10, 1952, at the Davenport Hotel in Spokane, Wash. For, some time the metals activities in this area have been neglected. Expansion of metal producing and fabricating industries in Washington and neighboring states has brought sufficient interest to insure the success of such a meeting. A committee has been hard at work for several months. Nonferrous extractive metallurgy men will find an extensive program in the April issue of JOURNAL OF METALS. Sessions for iron and steel producers, physical metallurgists, and educators will make the Metals Branch picture complete. Metals Branch members residing in Washington, British Columbia, Oregon, Idaho, Montana, Wyoming, Nevada, and Utah, or who can be in the Northwest at this time should make plans now to attend. A Metals Branch luncheon is planned for Friday and a dinner jointly with the Industrial Minerals Div. is planned for Saturday according to F. R. Morral, metallurgist with the metallurgical research div. of Kaiser Aluminum & Chemical Corp., P. O. Box 1451, Spokane, Wash.

After an enjoyable dinner the meeting was called to order, and the first paper by Ralph Arnold on Conservation of Oil and Gas in the Americas was read by the Secretary. W. F. Staunton then read an important paper on The Influence of California Oil on the Mining Industry of the West. In this he touched upon the uses of oil as a fuel for generating power, especially in connection with the Diesel engine. This paper was discussed it some length by J. F. Mitchell-Roberts, R. B. Moran, F. H. Asbury and L. D. Godshall. The Chair then introduced Robert B. Moran of the California State Mining Bureau, Deputy Supervisor of Gas and Oil, for the' Los Angeles . Kaiser Sees Bright Future for Jamaica Kaiser Aluminum Co. has a big stake in the British West Indies, the Island of Jamaica in particular. There, Kaiser is busy developing one of the most promising bauxite finds in recent years. The $12 million operation was officially opened in February. Facilities have a rating of an annual capacity of 2 million tons and will supply Kaiser plants with ore for years. The ore comes across the Gulf of Mexico, up the Mississippi to stockpiles at Baton Rouge. The stockpile at Baton Rouge would throw many an old river boat skipper for a loss. Where no mountain once existed now stands a man-made bluff of bauxite, known as Bauxite Peak.

Low-temPeRatUre carbonization needs no introduction to the literature on coal. This paper will attempt no review of that literature; it tells the story of the commercial development of one of the processes for carbonizing coal at so-called low temperatures, dealing with the technology and economics of the process rather than with the design of equipment. The process used is that covered by the patents of C. B. Wisner, with improvements and changes made by the Pittsburgh Coal Carbonization Co. The important and novel feature of the process is the phenomenon of making the product in ball form (Fig. 1). Melting coal dust into smokeless solid fuel in an apparatus as simple as a revolving cylinder of ordinary mild steel has been proved to be practical. Furthermore, it has been found that the process has a wide application, for by applying a knowledge of why and how this balling action is accomplished, the apparatus can be designed and adapted to treat any coal that has a certain minimum agglutinating property. The operating plant is 20 miles west of Pittsburgh, adjacent to the Champion preparation plant of the Pittsburgh Coal Co. The coal used is cleaned minus ?-in. or finer sizes. The products are low-tem-perature coke, tar and tar products. Present capacity is 7000 tons per month of low-temperature coke and 140,000 gal. of tar. There is no surplus gas for sale, and none of the light oils are stripped from the gas. The coke is marketed in two sizes, 1 to 2 in. and 1 to 6 in., through retail coal dealers for domestic consumption in hand-fired furnaces, and for fireplace fuel. The smaller size is bagged by dealers. Crude tar and many distillates and road tars are sold. THE RELATION OF THE ENGINEER TO RECONSTRUCTION FIFTY-THIRD MEETING OF BOSTON SECTION The fifty-third meeting of the. Boston Section was held April 28. The speaker of the evening was the new president of the Institute, Mr. Howard V. Winchell, who spoke on "The Relation of the Engineer to Reconstruction." He told of the part engineers had played in the war and paid tribute to Herbert E. Hoover as an example of what engineers can do. He said that engineers are not taking enough interest in politics, although it is badly needed as shown by the evidences of Bolshevism even in America. Conditions have suddenly changed; whereas we formerly borrowed money we are now loaning widely to foreign countries and our investments, abroad have to be protected. A committee is badly needed to investigate and determine the actual conditions. The Government has already been invited to cooperate with the Institute along professional lines and this should lead to closer contact between our Society and the Government. Mr. Winchell then went on to describe some of the mining conditions in Russia. He brought out the point that the rich platinum deposits are exhausted and only the poorer sands remain. The largest copper properties average less than 2 per cent. copper and there are some 4,000,000 tons available in .the Caucasus region near Batum. There are approximately 100,000,000 tons of high-grade manganese ore scattered in small deposits in the eastern Ukraine. There are some copper mines in the East, butt they are almost exhausted. The Baku oil field is the second largest in the world and there is probably oil in Persia. There are also manganese in Siberia and coal veins of enormous thickness.

[ ] For President-Elect Leo F. Reinartz has been nominated for the Presidency of AIME in 1954. Mr. Reinartz is now vice-president, special operating development, Armco Steel Corp. He was born in East Liverpool, Ohio, and graduated from the Carnegie Institute of Technology as metallurgical engineer. He joined Armco in 1909 as a chemist and then became open hearth foreman; assistant superintendent, open hearth dept.; superintendent, open hearth dept.; assistant general superintendent; works manager, East works; manager, Middletown div.; and assistant vice-president, successively. Mr. Reinartz has been active in many technical societies and delivered papers before several. He has been the recipient of the Alumni Award from Carnegie and holds life honorary membership in the AIME National Open Hearth Conference. One of the organizers of the National Open Hearth Conference, Mr. Reinartz was Chairman, Executive Committee (1927 to 1946) and is presently Chairman of its Finance Committee. In October 1951 he was an American Conferee at the First World Metallurgical Congress held in Detroit. An AIME member since 1925, Mr. Reinartz has been active on numerous committees of the Institute.

Discussion of the paper of Lewis T. Wright, presented at the New Haven meeting, February, 1909 (Trans., xl., 492 to 495). J. PARKE CHANNING, New York, N. Y. (communication to the Secretary*):-Mr. Wright, in his introductory paragraph, says: " It is commonly believed by metallurgists that in copper-smelting, the copper in the slags, which is irreducible by continued smelting, is retained in the form of 'prills' of matte." On a recent visit to Greenwood, B. C., I was discussing with J. E. McAllister, the general manager of the British Columbia Copper Co., and the former metallurgist of the Tennessee Copper Co., this very question; and he held strongly to the idea that the copper in slag was in two forms-one portion contained in occluded matte and the other as an oxide. He believed that this same rule would apply to the silver in the slag. From my experience I am strongly inclined to agree with Mr. McAllister; and it appears quite reasonable that in furnaces treating oxidized copper-ores, and to a less degree in furnaces treating sulphide ores, there is always bound to be present a certain amount of copper oxide and silver oxide, which will behave like any base and get into the slag as such. We all know that in Arizona, in the early days, when it was customary to produce black copper, because the ores were nearly all oxidized or carbonates, and sulphur was scarce, the slags as a rule carried 2.5 per cent. of copper and seldom ran less than 1.5 per cent. of copper. The economic point was determined by the extra coke necessary to produce the reducing action. In connection with the extra saving in copper, Arthur L. Walker, now professor of metallurgy at Columbia University, and formerly general manager of the Old Dominion Copper Mining Co., at Globe, told me that with coke at $60 per ton it never paid him to make slags containing less than 2.5 per cent. of copper. *Received Oct. 8, 1909.

Gidel was, accepted, and Walter E. Gaby was elected to fill the office for the balance of the fiscal year. No further business was transacted, and upon motion the meeting adjourned WALTER E. Production and consumption of nonferrous metals in the United States during 1950 were at peak levels for the postwar period, as is shown in Tables I, II, and III. The trend of production was upward through most of the year. At the year end, with the possible exception of the Tri-State zinc-lead district, the large mining operations in the country were running at capacity. The absence of serious labor interruptions during the year was an important contributing factor in the increased out-put of metals, since in each of the previous postwar years there had been a number of major strikes which affected production adversely.

OIL FLOTATION DISCUSSED BY SOUTHERN CALIFORNIA SECTION . A meeting of the Section was held in the home of R. H. Norton, 335 W. 27th Street, on Mar. 10, thirty-two members and five guests being present. Vice-chairman Staunton opened the meeting with a description of an experiment he made with oil flotation, and then introduced the guest and speaker of the evening, L. C. Penhoel, of the South-western Engineering Co., who gave a very interesting and informal talk on the subject of Flotation. During the talk, as points were raised, there was a general discussion, in which valuable information was brought out. A number of examples of successful competitive, results by cyanidation and flotation in large milling plants in this country and Mexico were cited and discussed. The latter part of the meeting was devoted to a discussion of the bill introduced in the California State Senate, to license and register engineers. Mr. Ernest Strout gave a most favorable opinion of the principal of licensing mining engineers from his extensive experience in the working out of such a law on the Rand. All members who spoke were opposed to this bill as drafted but felt that the subject was of too great importance to the profession to attempt to amend the present bill in the week or two that remains, and that the passage of a bill that was so crude and inefficient for the achievement of the results desired, would harm the engineering profession. After the meeting adjourned a short time was spent in social intercourse, during which light refreshments were served. The appreciation and thanks of the Section is extended to Mr. and Mrs. R. H. The forty-fifth meeting of the Boston Section was held, at the Engineers' Club, on Tuesday, Nov. 6, 1917. Mr. F. C. Carstarphen, tramway engineer of the American Steel and Wire Co., was the guest of the evening. After dinner, Mr. Carstarphen gave a most interesting illustrated talk on the subject of aerial tramways. The views-showed the various forms of aerial tramways and three' unique installations, one carrying 285 tons of coal an hour, undoubtedly the maximum quantity transported by any tramway up to this time. The second installation is that of a lumber-carrying tramway, 5 miles long, operating in California. The last views illustrated a 13 ½ -mile tramway for carrying salt over the

The reading of the minutes of the last meeting were suspended upon request of the Secretary. The Secretary read the report from the Committee on the Associated Engineering Societies of Seattle. Upon motion, duly seconded, the report was adopted and placed on file. Mr. Lee, Chairman of the Committee. on the Mining Men's Convention to be held this coming winter, gave his report orally, and upon motion the committee was continued. The report of the Secretary-Treasurer was read, received, and placed on file.
