The National Research Council was organized in 1916 at the request of the President by the National Academy of Sciences, under its congressional charter, as a measure of national preparedness. The work accomplished by the council in organizing research and in securing cooperation of military and civilian agencies in the solution of military problems demonstrates its capacity for larger service. The National Academy of Sciences is therefore requested to perpetuate the National Research Council, the duties of which shall he as follows: 1. In general, to stimulate research in the mathematical, physical, and biological sciences, and in the application of these sciences to engineering, agriculture, medicine, and other useful arts, with the object of increasing knowledge, of strengthening the national defense, and of contributing in other ways to the public welfare. 2. To survey the larger possibilities of science, to formulate comprehensive projects of research, and to develop effective means of utilizing the scientific and technical resources of the country for dealing with these projects. 3. To promote cooperation in research, at horse and abroad, in order to secure concentration of effort, minimize duplication, and stimulate progress; but in all cooperative undertakings to give encouragement to individual initiative as fundamentally important to the advancement of science. 4. To serve as a means of bringing American and foreign investigators into active cooperation with the scientific and technical services of the War and Navy Departments and with those of the civil branches of the Government. 5. To direct the attention of scientific and technical investigators to the present importance of military and industrial problems in connection with the war, and to aid in the solution of these problems by organizing specific researches. 6. To gather and collate scientific and technical information, at home and abroad, in cooperation with governmental and other agencies, and to render such information available to duly accredited persons. Effective prosecution of the council's work requires the cordial collaboration of the scientific and technical branches of the Government, both military and civil. To this end representatives of the Government, upon the nomination of the National Academy of Sciences, will he designated by the President as members of the council, as heretofore, and the heads of the departments immediately concerned will continue to cooperate in every way that may be required. The figures listed in a table for Gulf Coast fields given by L. P. Teas1 in 1934 are so greatly at variance with results that I have obtained from a serious study of this subject over a number of years, that I am disposed to challenge the correctness of Mr. Teas' figures as an accurate representation of acre-foot yields of Gulf Coast fields, and as regards at least two of the fields listed by Mr. Teas I desire to "put into the record" some figures that, according to my study, are more nearly in accord with what I conceive to be the actual facts. Upon investigation I find that Mr. Teas' figures, inadvertently no doubt, arc not what they purport to be. Apparently the figures were arrived at by considering as thickness of the producing formation the net thickness of producing rock corresponding "to the total of the net portions of the producing zones which actually yield oil into the drill hole"—and in following this method I am under the impression that Mr. Teas was acting under instructions of the Institute in the preparation of this paper, in order to get comparable figures from the several fields of the United States. Apparently the author interpreted these instructions to mean that in the absence of cored thicknesses of producing horizons the actual number of feet of screen set in the various producing zones was to be taken as the basis for arriving at the thickness of these zones and the "acre-foot" yields. It is obvious that in many instances only 20 ft. of screen, or even 10 ft. of screen, might be set in a well, when there might be actually 100 ft. of oil sand present. In the early operations in the Gulf Coast it was usual to set much less screen than the amount of sand. It follows that the "acre-foot yields" so arrived at would be much greater than those found by using the full amount of sand. In Mr. Teas' table, it was indicated that up to the end of 1933 "acre-foot" yields had been obtained in the several fields as listed in Table 1. Economic law was accorded considerably more recognition by the oil industry last year than perhaps ever before. While proration was undoubtedly given added impetus in 1931, and the list of proponents of unit operation was noticeably lengthened, predominant evidence plainly shows that the functioning of economic laws dominated collective efforts to reduce the excessive above-ground supply of petroleum. Crude oil production was reduced more than 48,000,000 bbl. last year; imports from other parts of the world were substantially lower; stocks of crude were drawn upon to the extent of nearly 48,000,000 bbl.; domestic gasoline demand increased 2 per cent—and yet, prices of petroleum and its products were at the lowest levels in many years. To say that the ills of the oil industry during 1931 were due to the general depression that was felt in all other lines is tantamount to attaching an air of uncertainty to a group of commodities that have been proved to be an ever increasing necessity, even in times of depression. TO say that the potential productivity of proven oil-producing areas has been responsible for the unsatisfactory state of affairs last year, and now, is to admit failure to carry out the principles designed to control production in accordance with the limits prescribed by demand. In fact, there is no reason why a large proven potential supply of oil should not be considered a valuable asset to the industry; an assurance against future needs; a stabilizing influence in building up confidence in the ability of the industry to supply this and future generations with fuel and lubricant requirements at reasonable prices. At any rate, an assured future supply of oil should be interpreted to the public to mean that the oil industry is a legitimate, progressive industry, and not a group of prospectors madly searching for "liquid gold." There has been a great deal of romance connected with the history of the oil business—so much that the public has come to associate the word "oil" with untold riches. However, the financial statements of 1931 will furnish conclusive proof to the contrary. Too much oil, too many refineries, too many filling stations, too much capital invested; these and other "too muches" and "too manys" have perhaps been given more publicity than necessary. The Globe Mining District is in the southeast central part of Arizona, in Gila County. Globe, with a population of about 7000, is the terminus of the Arizona Eastern R.R., a branch line 130 miles long that connects with the Southern Pacific R.R. at Bowie. In 1874, prospectors crossing the Pinal Mountains from the west located what is generally known as the Old Dominion mine. For several years, it attracted little attention, because of the greater interest aroused by the discovery of high-grade silver ores in some of the foothills northeast of Globe. About six years later, the prospector turned his attention to the abundant copper ore revealed by surface workings along the Old Dominion vein, and, in 1884, the Old Dominion company erected two 30-ton furnaces. From 1888 to 1893, the Old Dominion company is said to have maintained an average annual production of about 8,000,000 Ib. of copper. Until Dec. 1, 1898, all supplies had to be freighted into Globe by wagons and the mines of the district operated intermittently because of high expenses, but with the advent of the railroad the Old Dominion company continued to be a large and steady producer. In the Globe district, the production of copper far exceeds in importance that of any other metal. There are four operating companies along the Old Dominion vein and the total annual product of these properties for 1923 was about 45,000,000 lb. of copper. The unit size of the mineral tracts in the district is the regulation mining claim, 600 ft. wide by 1500 ft. long, and all ownerships are held in fee. Globe is 3600 ft. above sea level, and lies between the Apache MOUntains to the east and the Pinal Mountains to the west. The principal drainage of the district is northward through Pinal creek into the Salt River. The general slope from the high point along the vein, where the Superior & Boston mine is, to Pinal creek, where the Old Dominion mines are, is about 250 ft. to the mile. Geology The oldest rocks in the district are pre-Cambrian crystalline schists known as the Pinal schist, which are the basement upon which all the later rocks were deposited. Sulfur isotopes are best used in conjunction with other geological studies to determine the origin of known deposits; concept-oriented exploration programs can then be developed to find similar deposits. Geochemical processes are capable of causing different S '41S" ratios in the minerals and fluids participating in natural reactions. Because the magnitude of the resultant isotopic difference is inversely proportional to temperature, sulfur isotopic studies can be used to determine the source of the sulfur in high temperature deposits. The narrow spread of sulfur isotopic values from ores related to cupolas of felsic intrusions suggests that the sulfur in the ore-forming fluids was derived from a fairly uniform source (such as the intrusions) rather than by heated ground water from the adjacent country rocks. However, geologic and isotopic evidence suggest that the sulfur of many nickel sulfide ores may have been derived from the country rocks rather than the associated mafic igneous rocks. This sulfurization hypothesis implies that mafic intrusions in sulfur-rich country rocks should be prime exploration targets. Sulfur isotopic analyses of sulfides in the mafic rocks may indicate whether sulfurization has occurred. In equilibrium geochemical reactions S" is concentrated in the minerals with the greater bonding strengths. Thus the isotopic compositions of coprecipitated sulfides that have not undergone exsolution may be used as geothermometers and to distinguish multiple periods of mineralization, post-ore metamorphism, etc. The sulfur isotopic compositions of coexisting sulfides at Butte, Mont., indicate that the copper minerals did not originate by simple replacement of pyrite. Geologic and isotopic evidence suggest that the mineralogical and isotopic zoning at Butte formed almost isothermally during the geochemical evolution of the ore-forming fluids upward and outward from the Central zone. Unidirectional reactions cause enrichment of S" in the products. At low temperatures the isotopic effects of bacterial and inorganic reactions are difficult to distinguish. Anaerobic sulfate-reducing bacteria apparently were responsible for the sulfur of Gulf Coast salt domes and for diagenetic pyrite in sandstone-type uranium deposits. Sulfur (and carbon) isotopic data suggest that the roll ore bodies of sandstone-type uranium deposits originated by limited inorganic oxidation of diagenetic pyrite rather than by bacterial activity. Accordingly roll ore bodies should be most numerous and thickest against those portions of the sandstone aquifer that contain pre-ore pyrite.

The Zener relaxation in alloys in the a! solid-solution region of the Cu-Ni-Zn ternary system has bear investigated. Of the binary solid solutions that bound this region, Cu-Zn and Ni-Zn exhibit measurable Zener peaks whereas Cu-Ni does not. At constant atomic percent copper, the Peak height drops uni.forinly from the value in the Cu-ZTL binary to zero in CIA-Ali. The cariation of peak ternperatuve with composition is linear. At constant atomic percent zinc, the peak height in the ternary alloys goes through a large maximum as compared with the binary values. The temperature of these peaks varies smoothly with composition. The half-width of the peaks in the ter nary alloys, however, are much larger than those in the binaries. A large enhancement of the relaxation strength of the Zener relaxation in ternary Au-Ag-Zn alloys as compared to the relaxation strengths in Au-Zn and Ag-Zn binary alloys was observed by Firson and ert.' Since this effect was unexpected, the present study was devised to investigate whether enhancement of the Zener relaxation in ternary alloys is a general feature or is particular to the Au-Ag-Zn system. We have chosen the Cu-Ni-Zn alloy system for this investigation. Measurable Zener relaxations are observed in both the Cu-Zn and the Ni-Zn binary systems, but not in the Cu-Ni binary system. A large solid-solution region extends to large concentrations of zinc, making it possible to vary composition of the alloys over a wide range without crossing phase boundaries. EXPERIMENTAL PROCEDURE Two series of alloys were prepared. the first at constant atomic percent copper, the second at constant atomic percent zinc. The compositions of these alloys are shown by the circles in Fig. 1. The alloys were prepared by melting the individual components, each of which had previously been vacuum-melted, in an evacuated quartz capsule in an induction furnace at 1500 C. The capsules containing the molten alloys were quenched in water to reduce coring. Any individual melt which exceeded 0.001 pct weight loss was discarded. The ingots were swaged to a 50 pct reduction of area and annealed for 1 week in an evacuated quartz capsule to aid homogenization. The alloys were then

The formation of casting porosity is viewed as a nucleation and growth process with solidification shrinkage and gas precipitation as cooperative driving forces. Experimental evidence evaluating the individual contribution of each force confirms the major premise that microporosity is nucleated by gas precipitation. Additional data disclose the effects of the identity and quantity of gas, the temperature range of freezing, and the freezing rate upon the amount and distribution of porosity in light metal castings. POROSITY, as it commonly occurs in metal castings, has been ascribed to the contraction that accompanies the freezing of the metal, to the evolution of dissolved gases from the liquid during cooling and freezing, and, most frequently, to a combination of the two.'" "Pipe" formation is universally associated with solidification shrinkage; spherical "gas holes" are understood to be retained bubbles of gas; but the origin of microporosity, which usually exhibits an irregular or scalloped outline when viewed in cross-section, remains a subject of continuing debate.", ' The present research constitutes an endeavor to show what parts are played respectively by shrinkage and gas evolution in the initiation and growth of micropores and what factors determine their number, size, shape, and distribution. A preliminary outline of the mechanism of cavity formation in castings will serve to coordinate the experimental findings that will be reported and will at the same time provide a general theory of the origin of casting porosity. Basic to the mechanism of cavity formation that will be proposed are the following established facts: 1—that liquid metals and alloys contract gradually during cooling down to the freezing range, where a relatively large contraction, known as the "solidification shrinkage," takes place (exceptions in bismuth and gallium being noted);' 2—that the capacity of liquid metals and alloys for dissolving gases diminishes with cooling until, in the freezing interval, a large decrease takes place (various exceptions being noted and excluded from present consideration) ;.: and 3—that freezing proceeds counter to the direction of heat flow, the freezing front most commonly being composed of a system of tapering dendrite stalks and side arms which are coarser the lower the freezing rate and which protrude into the liquid for a distance that is greater the longer the freezing temperature interval of the alloy and the smaller the thermal gradient.' ALBERT SAUVEUR, Cambridge, Mass.-The Bureau of Standards has once more rendered a public service. Manufacturers and consumers of steel rails alike should welcome the important results now laid before them by Dr. Burgess and his co-workers. Personally I welcome these results all the more that in the past, as some of the members may remember, I have never failed, when occasion arose, to call the attention of rail manufacturers to the importance of controlling the finishing temperature of their rails. The pioneer metallographic work conducted at the South Works of the Illinois Steel Co. in the early '90s clearly brought out the close relations existing between the manufacture, properties, and finishing temperature of steel rails and I think I may say without fear of being contradicted that the results of this early investigation had considerable influence in drawing the attention of manufacturers to the importance of finishing temperature and of heat treatment in general. The results now before us should be, it seems to me, of great value to rail manufacturers in their efforts to produce a better and, above all, a safer rail. It seems to be demonstrated in this paper that there is no difficulty in installing in rail mills pyrometric outfits, making it possible to record, without interfering in the mill operations, the temperature of the rails as they leave the finishing rolls, or of the ingots as they are withdrawn from the soaking pits, or at any intermediate point in the process of manufacture. The inference necessarily follows that manufacturers should see to it that such pyrometric installations are made, in order that they may actually know, instead of guessing at, the temperature of their rails;, and, for obvious reasons, rail consumers should insist upon such installations. In the rolling of heavy sections especially should care be taken to lower their finishing temperature, seeing that the present tendency is to finish them at higher temperature, whereas, owing to the slower cooling of their central portions, which makes for coarseness of grain, they should, if anything, be finished at a lower temperature than lighter rails.

INTRODUCTION Underground coal mining has been practiced in the United States for over 200 years. Much early mining was not as efficient as today and unrecovered coal pillars, often of variable size and spacing, remain to support the overlying strata after mining has ceased. These conditions constitute a potential subsidence problem since the pillars will eventually fail. The possibility of subsidence above an abandoned mine must be anticipated except when total extraction has been achieved, permitting subsidence concurrent with mining, or when large coal pillars which have an adequate factor of safety for long-term support remain in the mine. Coal is found in 37 states and is mined under- ground in 22 states (HRB Singer, Inc. 1980). Underground mining produced 40 percent of the 7.5 x 10" kg. (830,000,000 tons) of U. S. coal mined in 1980 (Keystone, 1981). There are approximately 70,000 abandoned or inactive underground coal mines in the United States and approximately 2000 active underground coal mines (NAS/NAE, 1975). Underground coal mining in the United States will eventually extend beneath 162 x 109m2 (40 million acres). Thirty-two billion m2 (8 million acres) are already undermined (HRB Singer, 1977). Subsidence due to mining has affected more than 8 x 109m2 (2 million acres) in 30 states, 7.7 x 10 9m2 (1.9 million acres) from bituminous coal mining and the remainder primarily from anthracite mining (Johnson and Hiller, 1979). Subsidence from all other underground mines has affected only 6.9 x 10 7m2 (17,000 acres) (Johnson and Miller, 1979). Subsidence appears to be particularly widespread in two states, Pennsylvania and Illinois, although serious subsidence is found in localized areas of numerous other states (HRB- Singer, Inc. 1977). Host underground coal mining has occurred in the eastern United States, where the U. S. Bureau of Mines estimates 1.6 x 109m2 (398,600 acres) in urban areas in 18 states (out of a total 1.7 x 109m2 1418,400 acres]) are threatened by subsidence (Table 1) (Johnson and Miller, 1979). Pennsylvania and West Virginia contain 57 percent of the total threatened areas. The U.S. Bureau of Mines estimates the total cost to stabilize the estimated 1.7 x lo9m2 (418,400 acres) of subsidence prone urban land located above abandoned mines is over $12.5 billion (1978 costs).

THE Larap iron deposits, 125 miles east of Manila, are the biggest high-grade iron deposits in the Philippines, and have in seven years produced nearly 4 million tons of 6o per cent ore. Magnetic surveying followed by churn and diamond drilling cheaply developed a score of million tons. The ore zone is a wedge of metamorphic rocks in fresh, Miocene sediments overlain by agglomerates, which seem to have filled a river valley eroded in the sediments. A mild overthrust of the competent agglomerates crumbled the shale in front. Solutions gradually turned it into more competent hornfels and deposited pyrite, then magnetite and pyrite in the pores. As the temperature rose large bodies of magnetite with some pyrite were deposited by replacement and in open cavities in tensional areas of overthrust shears. At still higher temperature magnetite and calcium-magnesium silicates formed other bodies in similar cavities, and finally the thrust zone was invaded by syenite porphyry, causing high-temperature alteration products. Possibly, as temperature abated, more high-grade ore was deposited. The complicated faulting indicates dynamic, chronological and spatial changes of mineralization rather than zoning in a static system. Noncommercial copper, molybdenum and some gold accompanied the iron mineralization. In the thirties the Philippines gained a justified reputation as a country of considerable mineral wealth. Traces of Chinese workings show that these earliest travelers and traders had in a small way exploited the latent gold resources in the Islands. The Spaniards continued this for centuries, but did not succeed in establishing any steady mining industry. Modern technology was required to get it started. The rapid development in the last decade before the war got its impetus from several financial factors, the return to sugar growers of previously collected taxes, the influx of Spanish capital during the civil war in [ ] Spain, the influx of Chinese capital when the Japanese started their "China incident," and others. Directly or indirectly much of this capital reached the mining industry; in particular, gold mining. Out of the turmoil of an exceptional mining boom emerged a sufficient number of good and well managed gold properties to send the production to a level above that of any single state in the United States at the time. INTRODUCTION by E. D. HUMMER An efficient refuse-disposal system is a necessary part of the modem cleaning plant. The large-scale refuse system and disposal area, engineered for the lifetime of the plant, has become more important due to the greater tonnages of refuse produced from increased quantities of mechanically mined and prepared coal. Laws and increased government regulations have affected the design and operation of disposal systems. THE EFFECT OF MINE AND PLANT OPERATION Refuse disposal starts at the mining face. The mining system, the type of roof support, the machinery used, and the degree of discipline at the face contributes to the amount and type of refuse that must be removed through the disposal system. Economies gained through modification of the mining system or mining machinery may be partially offset by increased dilution of the mined coal with impurities from associated rock formations. In some cases the change in the mining system and equipment has reduced the dilution. In all cases the ratio of impurities that must be removed from the raw-coal feed to the plant not only affects the maintenance and operating costs of the plant, but greatly affects the design of the refuse disposal system. The design of a mine and plant should include the location and the estimated capacity of the disposal areas for the life of the property or plant. Complete evaluation of the disposal system and an estimate of its annual cost of operation over the life of the property or plant should be incorporated in the plant and mine evaluation. Plant design should be as simple as possible, consistent with the efficient production of clean coal. Material transfer points, crushing, screening and pumping operations should be kept to a minimum to reduce degradation and the subsequent increased difficulty and cost of refuse removal. The maintenance of good process control by operating management will result in a minimum of misplaced material in both refuse and clean coal. Reduction of misplaced float material in the plant refuse is an important factor in preventing combustion in the refuse storage pile. THE REFUSE DISPOSAL AREA Combustion in refuse piles occurs when air enters the pile in sufficient quantity to support oxidation. At certain rates of air in-filtration, the heat produced by the oxidation process is not dissipated and temperature rises.

THE metal iron has physical arid chemical properties which are some- what different from those of steels, but a knowledge of the pure metal is a useful starting point in studying the behavior of steels. Solid iron exists in two different crystalline forms, called alpha (a) and gamma (?) iron the former being the ordinary form at room temperature. When heated above the "A2 point," 769 C (1416 F), the metal becomes nonmagnetic, and at the "A3 point," 911 C (1672 F), it undergoes a change in crystalline form to become gamma iron. 111 the range 769 to 911 C, it is sometimes called beta (ß) iron to distinguish it from the magnetic alpha, but the two are identical in crystal structure. When gamma iron is further heated to 1392 C (2538 F), it changes into delta (d) iron, which is identical with beta or nonmagnetic alpha iron. Pure iron melts (in an inert atmosphere) at 1536 C (2797 F); the melting point is generally lowered by alloys or impurities. PHYSICAL AND THERMAL PROPERTIES OF IRON Many of the properties of iron undergo abrupt changes at the transition temperatures.1 For example, in heating through the A3 point, a sudden shrinkage in volume occurs. Similarly, melting is attended by sharp physical changes such as an increase in volume. Table 16-1 contains a summary of the measured physical properties of pure iron at several temperatures. Usually the properties change smoothly with the range of stability of a given form, but this is not always true. For ex- ample, the specific heat reaches a sharp maximum at the A2 point al- though no transformation occurs. (See Fig. 14-1.) Solvent Powers of Liquid Iron. Liquid iron is capable of dissolving most of the other metals and many nonmetallic elements as well. Of the metals that are liquid at the melting point of iron, only lead, silver, and bismuth refuse to dissolve to an appreciable extent. Table 16-2 contains a list of the common elements classified with respect to their solubility in liquid iron. Those which are very soluble or practically insoluble require no further discussion, but several of the nonmetals that are gases and exhibit limited solubility are of considerable importance to us and merit more detailed consideration.

As economics concerns the production, distribution, and consumption of goods, so our whole society is based on raw materials. Without the basic extractive industries of agriculture and mining, there would be no economic problems with which to deal. Systematic investigations on silver-rare earth metal systems have been extended on the Ag-Ce system in order to clarify the discrepancies reported in literature. The phase diagram has been reinvestigated on the base of thermal analyses and of microstructure examination on cast and annealed specimen. All intermetallic phases Ag4Ce, Ag3Ce, Ag2Ce and AgCe show no extended range of homogeneity, they melt congruently fm), or decompose peritectically (d) at 815 °C (d), 1030 °C (m), 855 °C (d) and 855 °C (m), respectively. The system shows eutectics at 793 °C/10 at.%, 780 °C/42 at.%, and about 505 °C/81 at.% Ce. d-Ce dissolves up to 2 at .% Ag and decomposes metatectically at 710 °C. Furthermore, the phase transformation of the intermetallics would be clarified. The phases Ag5Ce and Ag51Ce14 reported in literature could not be verified.
