The present paper is a continuation of the work on the relationship between the magnetic and the phase transformations in carbon steels during quenching. An account was given by the author in a previous paperl† of an investigation of this relationship during a continuous quench. The experimental difficulties then encountered prevented a conclusive proof of the existence or absence of such a relationship. The conclusions of the previous paper were derived indirectly. The present paper deals with the same problem, but the method of attack is modified. The technique developed by Davenport and Bain2 in their well-known study of austenite transformation at subcritical temperature was adopted in the present investigation. They have shown that the austenite to martensite transformation can be caused to proceed at a relatively slow rate by quenching steels into a hot metal bath. Slowing down of the rate of transformation, together with an observation by Lewis3 that a eutectoid steel can be preserved in the nonmagnetic state by such quenching, pointed out a possibility of a study of both transformations under more favorable conditions than previously described. The preliminary steps were connected with the technique of the hot bath quench. To study this phase of the present work a modification of the apparatus previously described' was used. The modification consisted in the use of a hot quenching bath instead of brine, and in fixing the secondary and the primary coils of the apparatus in a stationary position in and around the bath. Tubular specimens, as in the previous investigation, were heated in a suitable furnace to a temperature in the austenitic range for the given steel and then were dropped into the quenching apparatus. The quenching bath was heated to a series of temperatures within the probable range at which the austenite to martensite transformation was expected to proceed at the slowest rate. Observations

(San Francisco Meeting, September, 1915) MOST of. the recent discussion of the mineral land law published in the Transactions is in the abstract-an exception being Mr. Goodale's paper, The Apex Law in the Drumlummon Controversy,1 which illustrates in concrete instances many of the practical disadvantages of what Dr. Raymond has. called "The Law of the Apex." The present paper, it is hoped, may serve a similar purpose, emphasizing the necessity for a change in our mining laws, and bringing home to mining engineers some of the defects and dangers of our present code. There are many storm centers of "apex litigation" in the Rocky Mountains; and not the least of them is the Wardner camp, where such litigation has been almost continuous since 1892, and the end is not yet. In their decisions, the courts have accepted the claims of the litigants that the " Wardner vein" is a broad zone varying from 250 to 500 ft. in width at the surface. This is the simplest theory which could have been advanced, and probably decreased, rather than augmented, the number of contests; in fact, every one of the claim owners seemed to feel that the greatest advantage would accrue to him if this theory were adhered to. The dominant structural feature of the Wardner vein is a persistent fault, striking N. 40° W., clipping about 40° to the southwest and called the "Wardner foot wall." Fig. 1 is a composite of two adjacent cross-sections of the vein and is a fair representation of the relative size and shape of the orebodies and their relation to the "Wardner foot wall." The country rock is a comparatively thin-bedded sericitic quartzite which has an average strike of N. 80° W. and clips at high angles to the north and south.

This title is somewhat of a misnomer, because it does not accurately describe the phase of heat generation and application coming within the scope of this discussion. This paper is concerned primarily with that particular phase of radiant-heat transfer sometimes erroneously referred to as "shielded" radiant heat, to differentiate it from the open radiant heat of either flame or settings, in which the actual source of the radiant heat is a small incandescent furnace composed of a highly conductive superrefractory, within whose walls the combustion of the fuel is completed. This small furnace is usually located directly in the furnace proper, and although its refractory walls do shield the heat-absorbing surfaces from contact with the gases of combustion, there is no interference with the radiant heat given off by the furnace itself. We do not believe it either necessary or advisable to shield or screen radiant heat when properly controlled and applied. We do believe it essential to prevent the excessively hot gases of combustion from coming in contact with those parts of the heat-absorbing structure that are already receiving heat at high rates by radiation. In connection with any process for the refining of oil with which we are familiar, we are convinced that it is most advantageous to transfer the maximum of the heat generated in the form of radiant heat, applied directly to the heat-absorbing surfaces without the interposition of any form of shield or screen to prevent or reduce the radiant-heat transfer. While the term radiant heat is broadly used to cover all heat energy transferred from one body to another by radiation, in contradistinction to heat given up by gases in direct contact with the heat-absorbing structure (convection) or transmitted simply by conduction, in furnace work it is perhaps more often limited to the heat rays given off either by

DURING the last 15 years much attention has been given to the "contact-metamorphic" ore deposits which mainly occur in limestone close to intrusive contacts. In general, these deposits are characterized by the association of magnetite and simple sulphides with the so-called "contact-metamorphic" silicates. These silicates comprise garnet, epidote, vesuvianite, tremolite, wollastonite, diopside, hedenbergite, ilvaite, and many other rarer forms. The ?contact-metamorphic zones contain also in places minerals with boron, fluorine, and chlorine, like axinite, tourmaline, danburite, fluorite, and scapolite. There is also more or less quartz and coarsely recrystallized calcite. The simple sulphides embrace pyrite, pyrrhotite, chalcopyrite, galena, zincblende, more rarely arsenopyrite. On the whole, sulphantimonides and sulpharsenides are rare. Deposits, of magnetite or chalcopyrite or of both are most common. The deposits have an irregular or rudely tabular form, following main contacts, dike contacts, or stratification planes; they rarely extend for more than 1,500 or 2,000 ft. from the contact; far more commonly they only reach a distance of a few hundred feet from that surface. The deposits are usually formed by replacement of limestone, or allied calcareous rock. Apparently they are found both in relatively pure and in impure carbonate rock. The deposits are geological bodies of a chemical and mineralogical character differing greatly from the adjoining intrusive rock and from the unaltered limestone. They are rich in silica and iron, with more or less of lime, magnesia, alumina, sulphur, and rarer metals like copper. The so-called contact-metamorphic silicates which form the gangue usually are coextensive with the metallic minerals, though of course not necessarily with the merchantable ore. All opinions agree in holding the deposits of epigenetic origin, later than the inclosing limestone. Regarding the origin of the metals and the genesis of the ores there are several opinions.

(Cleveland Meeting, October, 1912.) Iv taking up this subject it is first necessary to define our terms. Efficiency, in its engineering usage, means the ratio between actual and theoretical results, and efficiency-records thus involve the use of scientifically determined standards with which all results are compared. Scientific management is the methods used in increasing efficiency, and includes the use of efficiency-records. Effeciency-records do not alone constitute scientific management, but they are necessary to it, and any so-called system of management which is not based upon standards and standardization is fundamentally wrong. An efficient management and efficiency-methods in management are not the same thing. There are some people who have an instinctive genius for management and accomplish results without exactly knowing how they do it. Such a manager may obtain a very high efficiency without the aid of scientifically determined standards. On the other hand, it sometimes happens that poor results will accompany the use of efficiency-records, clue to a weak or indifferent management, which fails to make use of the information acquired. Efficiency-records are only a tool, and like other tools are worthless unless used. The ordinary cost, sheet and production-statement do not go far enough. They tell what has been done, but give no information as to how well it has been done. It is true that the man who is familiar with the industry and the plant in question may draw inferences and form a general idea of good work or bad work, but it can only be a very general and hazy idea. Comparisons with previous records or records of other plants are unsatisfactory, since there is nothing to show the cause of the differences.

The tin-deposits of Durango, Mexico, have been ably described by Mr. W. R. Ingalls in a paper published in our Transactions in 1895.* While the occurrellces of tin-ore in other parts of the Republic are similar in many resperts to those in Durango, there are noteworthy local differences which, it is hoped, ma? lend interest to the present paper. The deposits examined by me in May, 1895, are found in the Serrania de Chacuaco, Municipality of Sain Alto, District of Sombrerete. The workings are situated in a range of mountains having a general northwest to southeast trend between Sombrerete and Fresnillo; the most northerly claim (La Desparranlada) being about six leagues southeast of the former town. El Refugio lies about four leagues to the southwest, and El Calabrote eight leagues to the west, of Fresnillo. The claims are from about 8425 to 8775 feet above sea-level, and from 1500 to 1800 feet above Sain Alto, the position of which town is marked in the map printed in Mr. Ingalls's paper. In order to reach the claims, one uses the carriage-road from Sain Alto to the small tin-colony of Las Cuevas; from the latter place to the mines there is only a rough mule-track. The mountain range consists of a rugged, weathered, gray granite rock, remarkable for large grains of quartz, and is flanked by masses of rhyolite and rhyolite-tuff of upper Tertiary age. The whole formation is broken up by narrow and steep willding arroyos and deep barrancas, mainly the result of denudation, and it appears to be a southeasterlj extension of the tin-bearing belt of rocks north of Durango City. As a raw material, prereduced pellets can be considered symptomatic of the quiet revolution taking place in the quality and grade of blast furnace burdens for the past decade. In 1954, the average analysis of ores from U.S. ranges in the Great Lakes area was 50.86% Fe (natural), 10.22% SiO2, and 10.90% moisture; ten years later, the average was 56.67% Fe (natural), 8.13% SiO2, and 6.17% moisture. The advance in Canada was even more pronounced in a lesser number of years. In 1957 the average product of Canadian ore-producing areas was 51.62% Fe (natural), 8.59% Si02, and 8.02% moisture; in 1964, the average grade was 59.59% Fe (natural), 6.27% SiO2, and 3.94% moisture.2 These dramatic data are testimony to the giant strides made in iron ore improvement, and the next logical step is prereduction. Prereduction can well be considered as a beneficiation step in which oxygen is the gangue. Since the ultimate objective of milling and smelting is iron metal, non-metallic constitutents in general, whether oxygen or silica, are contaminants. The past and continuing attack aimed at lowering the silica content of concentrates is succeeding. One need only thumb through the Grade Name listings of the American Iron Ore AssociationVo note that virtually all commercial pellets contain less than 8% silica, many are lower than 6%, and a few below 45%. With natural technical evolution, it is expected "many" rather than "few" will ultimately be in the last category and further mechanical concentration will have reached the point of diminishing returns. At this level, oxygen would constitute the only major diluent worthy of attack.

The analyses which have been made by the writer according to the method described below were made as part of Professor Withey's investigation of the concrete aggregates1 of Wisconsin, in the hope of throwing light on the extent and nature of the influence of the mineral-ogical constitution of aggregates upon the properties of the concrete and mortar made from them. This method was found most satisfactory after four weeks of experiment and modification. It attains an accuracy quite sufficient for the purpose of the analysis, and is fairly rapid. mineralogical analyses may be thus made at a cost considerably less than that of chemical analyses of a similar degree of completeness. The results obtained by this method should not vary in any item by more than 1 per cent. of the total weight of the sample, and may be made very much better than this by the exercise of greater care in the microscopic counting (see below). The accuracy of the hand sorting is of course dependent upon the experience and carefulness of the analyst. After a month's practice, the writer was enabled to turn out these analyses at the rate of four in 33 hr. of working time. It was found most economical to handle four samples at once. The samples analyzed weighed from 290 to 340 g. each. The same method could be applied to larger or to smaller samples, within reasonable limits. The following list covers the necessary apparatus and equipment: 1 good balance capable of weighing accurately to tenths (or, better, hun- dredths) of a gram, and of handling quantities up to 200 g. in weight. 1 Westphal balance, registering densities to two or three decimal places. 1 Meker or Bunsen burner, and gas supply. 1 nest of sieves, 10, 20, 40, and 100 meshes to the inch.

WHEN temper rolled low carbon sheet is stored at room temperature before use, changes take place in its mechanical properties. This phenomenon is known as strain aging. Normally these changes are observed by means of Olsen ductility and Rockwell B hardness tests but' unfortunately such tests are relatively insensitive. Strain aging can be readily observed in the laboratory by means of tensile tests. The tensile test method is even more sensitive if the aging is allowed to take place in specimens which have been prestrained in tension rather than by cold rolling. In fact one of the great benefits of commercial temper rolling is that it introduces a residual stress pattern which tends to mask the effects of strain aging when the sheet is finally used in a pressing operation. Curves B, C, and D of Fig. 1 illustrate the changes that take place during the aging of commercial rimmed steel at room temperature following straining in tension, curve A, Fig. 1. The first important change that can be observed is an increase in the stress required to produce plastic flow. This increase is, in this paper, called the aging index. As aging proceeds and the aging index increases, there is also an observable return of the yield point, an increase in the ultimate tensile strength, and a decrease in elongation to fracture. The results of strain aging in deep drawing steel manifest themselves as stretcher strains (L?ders bands) buckling, 2nd tearing. In deep drawn parts such effects are undesirable and strain aging is a serious problem. The production of the Texas Panhandle1 up to Jan. 1, 1932, was slightly under 179,000,000 bbl., 90 per cent of which came from Hutchin-son and Gray counties. About 21,500,000 bbl. were produced during 1931. This was about 35 per cent less than the 1930 production and the smallest annual production since the first boom started seven years ago. The present daily production is slightly under 55,000 bbl., which is the production permitted under statewide curtailment. The assumed potential for the purpose of curtailment is 108,708 bbl. and the actual capacity of the wells is probably in the neighborhood of 75,000 barrels. The total initial production of the oil wells completed in 1931 was 40,714 bbl. from 117 wells or 347 bbl. per well as compared to a 511-bbl. average from the 304 oil wells drilled during the preceding year. Gray County led with 71 completions and a total initial production of 29,209 barrels. Completions Two hundred wells were completed in the Panhandle in 1931, as against 526 in 1930. Of the year's completions, 117 were oil wells, 77 produced gas, and but six were dry holes. Of the 3197 wells drilled in the Panhandle to date, 2944 have produced oil, gas, or both, making the ratio of dry holes to producers about 1:11.7. Ignoring the 64 dry holes drilled in nonproductive counties the ratio becomes 190:2944 or 1:15.5, which is somewhat more favorable than that obtained at the end of 1930. The Eagle mine is situated in the Kerber Creek mining district, Bonanza, Saguache County, Colo. The climate and topography of this district arc similar to those of mining camps of the Rocky Mountain region that lie 9000 to 12,000 ft. above sea level. The district is at the northeasterly edge of the San Juan volcanic region, in which successive Tertiary lavas have built up a high plateau resting upon earlier sedimentary formations, or the underlying pre-Cambrian complex. The latter was exposed in places by erosion previous to the eruptions. In the Bonanza district, proper, only volcanic formations, andesites and latites, are found. Dr. H. B. Patton,1 in his survey of the district, discriminates between several varieties of lavas and maps these as distinct flows. They are local variations within the same lava and it is impossible to determine any distinct line of demarkation between them. Structurally they are members of the same flow. There are three general types of vein occurrences: 1. Lead-zinc-copper-silver-gold veins in well-defined fissures with a quartz gangue; ill these, the various sulfides show a zonal arrangement. 2. Massive gray copper ores high in silver, in irregular fractures in the form of small lenses and pockets, in which little or no quartz is found. 3. Manganiferous quartz veins very low in silver and gold at the surface which, with depth, become important silver veins containing subordinate amounts of gold. These veins have a quartz gangue with an abundance of Phodochrosite. The silver is associated with small amounts of sphalerite, galena, and pyrite; fluorite also is present. The Eagle is the only mine that has been developed in the manganiferous quartz type of vein. THE study of the flow of oil and gas mixtures through oil-bearing formations has received special attention from the petroleum industry within the past few years, and has resulted in a series of research projects based upon various phases of the flow of heterogeneous fluids through porous media. Obviously, the low cost of producing oil during the flowing life of a well makes it desirable to obtain production by natural flow as long as possible and to effect a maximum recovery of oil and gas by the utilization of reservoir energy through efficient methods based upon a thorough knowledge of reservoir characteristics. Despite the extensive research that has been carried out, there is little information available on the behavior of oil and gas mixtures flowing through reservoir formations. This makes it impossible to predetermine the optimum operating condi-tions for flowing wells. A differential pressure must exist in the reservoir in order to induce flow toward the well. It is a well established fact that with homogeneous fluids the relation of pressure drop to linear distance traveled is a straight-line function as long as the flow is viscous. However, in regard to gas-saturated oils, a number of investigators1,3,4 have reported that the flow characteristics are materially altered as some of the lighter hydrocarbons are liberated from the oil to form gas while the fluid passes through the reservoir. Most of the work done has been concerned primarily with steady-state flow of liquid-gas mixtures. Cloud1 has studied the effects of saturating crude petroleum oils with various gases, together with the resultant pressure gradients under steady flow conditions, noting that unsaturated oils flowed faster and yet maintained lower pressure gradients than saturated oils.

IN this survey of the progressive development of education for the mineral industries throughout the United States, the review of the history of each school has usually been completed wherever it is first mentioned, but the history of the schools in the cities of the eastern seaboard was not carried beyond 1870. It is necessary now to cover what happened during the period of approximately the last quarter of the nineteenth century in several of the schools in the east. PHILADELPHIA Of Philadelphia, it has been related in chapter 4 that the Polytechnic College of Pennsylvania began offering a curriculum leading to the B.S. in mining in 1853; that the school did not prosper, and finally closed about 1890. The establishment of a Department of Mining, Arts, and Manufactures at the University of Pennsylvania in 1855-56 was also mentioned, but its history was not carried beyond 1860. In 1859 J. Peter Lesley was appointed professor of mining in the University of Pennsylvania. The son of a cabinetmaker, born in Philadelphia Sept. 17, 1819, he had taken his A.B. degree at the University of Pennsylvania in 1838 and then secured a position on the Geological Survey of Pennsylvania under H. D. Rogers. When the Survey was discontinued, in 1841, he went to Princeton to study theology, was ordained a Presbyterian minister and followed that career until 1853, when the Pennsylvania Geological Survey was again started and he rejoined its staff. He published "A Manual of Coal and its Topography" in 1856, and studied at the École des Mines, Paris, in 1850-57. He published an 800-page "Iron Manufactures Guide" the year that he was appointed to the staff at the University of Pennsylvania. ALUMINUM which has lost its original identity as to source may be considered as secondary. This would include scrap originating in the fabrication of aluminum, which is not consumed at the plant of fabrication, and all material resulting from fabrication, which has lost its original identity regardless of whether it be consumed at the plant of fabrication or not. In general, secondary aluminum may be divided into two classes, commercially pure and alloyed. The chief impurities found in commercially pure aluminum are copper, iron, titanium and silicon; while in aluminum alloys, copper, iron, titanium, silicon, zinc, manganese, magnesium, nickel, or tin, may be present in varying proportions. Occasionally lead and antimony are found in secondary aluminum alloys, especially if the alloy results from remelting vender's automotive scrap. Such alloyed elements as are found in the scrap cannot be removed on remelting. In this, the remelting of secondary aluminum differs from the smelting of secondary copper or most other secondary metals. The majority of secondary materials reach the consumer in the form of remelt ingot or remelt No. 12 ingot. This ingot varies greatly in quality, depending upon the source of the material, and the manner in which it is refined and blended. The principal differences between primary and secondary ingot are: 1. The composition of secondary ingot may be more or less indefinite. 2. Secondary ingot may contain more dross and oxide. Secondary ingot may, however, be used successfully in a great many products. RELATION OF PRIMARY PRODUCTION TO SECONDARY PRODUCTION Table 1, compiled from data published by The American Metal Market, gives an approximate idea of the relation of primary to secondary production. Information obtained from other sources leads the authors to believe that the figures for secondary production are somewhat low.

Measurements have been made of the standard free enevgies of formation of the sulfates of cobalt, Cupric copper, nickel, and ferric iron in the temperature range of 750° to 950°C. Dynamic gas-solid techniques have been employed in which oxide-sulfate and basic sulfate mixtures were placed in a stream of gas of controlled SO3 potentials. Thermal analysis and thermogvavimetry were used as detection methods, and it was found THE formation of sulfates during the roasting of sulfide ores is now considered to arise in many cases from the interaction of sulfur trioxide in the gas and the metal oxide which is formed on the sulfide as a first step.' As a preliminary to the investigation of the kinetics of sulfate formation during roasting, measurements have been made of equilibria from which the free energies of formation of cobalt, copper, nickel, and iron sulfates can be that the range of temperatures which could be investigated and the choice of method was largely controlled by the kinetics of these gas-solid reactions. The results are compared with previous results obtained from static measurements with which they agree quite well, and calculations have been made employing themal data to interrelate the present results with those for other sulfates. calculated. The method used has been to expose the solid sulfate (or basic sulfate) to a controlled flowing gas mixture of SO,, 02, and SOs and to observe the temperature of decomposition. The onset of decomposition was detected by thermal analysis or thermogravimetry. EXPERIMENTAL METHODS The thermal-analysis method was similar to that employed by Dewing and Richardson.' The sulfate was dehydrated at 250°C in air, and placed in a small alumina crucible which was held by a quartz ring in the hot zone of a horizontal furnace. ONE of the main functions of the United States Bureau of Mines is to obtain and disseminate information that will promote safety in and around mines, and the health and safety of employees engaged in mining. Serious health and safety conditions arising out' of contamination of air in metal mines by dust, fumes from explosives and fires, and absorption of oxygen by timber and other causes, led the Bureau of Mines to cooperate with the United States Public Health Service in the study of dust occurrence and ventilation in metal mines in various parts of the country. Dr. A. J. Lanza, of the U. S. Public Health Service, and Edwin Higgins, mining engineer of the U. S. Bureau of Mines, in 1915, made a detailed study in the mines around Joplin, Mo., their reports1 are now available. In 1916, 1917, and 1918, a similar study was made in the Butte, Mont., region by Doctor Lanza and D. Harrington, mining engineer of the Bureau of Mines; the reports of this investigation will be available soon. In 1919, the study was continued in some of the Arizona mines by D. Harrington, of the Bureau of Mines, and G. E. McElroy and Dr. R. A. Koronski, of the U. S. Public Health Service, the underground work being completed in June, 1920; these reports are now being prepared for publication. In the spring of 1920, the scope of the work was extended, with D. Harrington in charge as supervising mining engineer, and short studies made in the mines of the Coeur d' Alenes in Idaho and around Oatman, Ariz. It is hoped soon to extend the work into mines of California, Nevada, Colorado, Michigan, and Minnesota, and ultimately to other states should the mining companies be willing to cooperate.

The coals mined in the area known as the anthracite fields of Pennsylvania have always been recognized commercially as anthracites. In the literature, however, some of these anthracites have been called semi-anthracites by various writers. The coals mined in Sullivan County, especially those from the Bernice field, have been recognized commercially both as anthracites and semi-anthracites. In the literature they have almost always been referred to as typical semianthracites, although Franklin Platt,1 in his report to the Pennsylvania Geological Survey, uses the terms semibituminous, semianthracite, and anthracite in describing them. The purpose of this paper is to endeavor to dispel the confusion of names used to describe these coals and to supply further information that will permit a logical and definite classification. Most of the confusion of the past has been due to the impossibility of securing enough fresh face samples from which to draw sound conclusions; some of it was due, no doubt, to lack of standard methods of analysis, and of course, to the ever-present lack of definition of boundaries from the standpoint of classification. Map Showing Lines of Equal Volatile Matter and Lines of Equal Specific Gravity As a foundation for this work the writer constructed a map showing lines of equal volatile matter and lines of equal specific gravity throughout the anthracite and semianthracite regions. The points on these lines were determined from a study of analyses of 214 face samples from 28 mines and composite analyses from 18 different breakers. These samples were collected through the joint efforts of the U. S. Bureau of Mines and the Anthracite Institute. The Bureau of Mines standard method of sampling was used in all cases. STATEMENT OF THE PROBLEM THE administration of industrial organization today embraces more than the cost of production and selling prices. Competition is deeper seated than mechanical devices, overhead charges, and a shrewd manipulation of the markets. Despite the "down-to-the-minute" equipment and the "last word in organization," it is quite evident that "capacity production" will be an unknown quantity until the workman is considered as a producer, in relation to his home, as he is now considered in relation to industry. Whether or not a man shall do an honest day's work is as much a psychological condition as it is a matter of physical strength or skill. His attitude toward his work each morning is determined, to a large degree, by the environment of his home. Whether this attitude, good or bad, obtains the day through will depend entirely upon the one fact as to whether the corporation which employs him does or does not differentiate between the mechanical factor and the human factor in industry. To be more specific, sociological work, under whatever name, should be of such a character as to influence the life of a workman in such a manner as to establish a cooperative interest in his work, foster within him a spirit of contentment in his home, lead him-so to employ his leisure time that he will not lower his efficiency as a workman, destroy his domestic happiness, or endanger his standing in the community as a citizen. While no fixed rules of procedure can well be formulated for the development of the work, yet definite lines of activities will readily present themselves as applicable to the individual needs of a community. This is especially true where community influences and agencies pertaining to general welfare are easily correlated.
