The following notes are contributed, not with the idea of offering a complete history of the development of this very important process as applied to the Leadville district, but with the hope that the practice, as it was carried out in the Bi-Metallic Smelter, may still be of interest to others. The Bi-Metallic Smelter, at Leadville, Colo., was the first to make a commercial success of the process described in the following pages, which consisted essentially of smelting raw silver- and copper-bearing sulphide ores in blast-furnaces to form a matte, which was generally re-smelted with siliceous ores for a second high-grade matte. Robert Sticht, in his excellent monograph on the subject,1 has outlined briefly the plant belonging to this company. He says, in effect: The Boulder, Mont., enterprise set the example for others with whom the patentee (w. L. Austin) had been negotiating, and the old La Plata lead-smelter at Leadville, Colo., was fashioned into a crude, temporary experimental plant for the Bi-Metallic Company, and the feasibility of the process demonstrated by a trial run. Subsequently, the plant was considerably improved, and, being supplied with very favorable ores, continued to run without interruption from August, 1892, to June, 1893. In September, 1893, smelting was resumed in a completely remodeled establishment, some $200,000 having been expended upon the new work. Thus, aside from the Montana experiments, which, under the direction of W. L. For some years past, those interested in the development of the increasingly important mining industry of Canada, have urged the adoption by the Dominion Parliament of a federal mining-law, which would have the force and stability of statutory enactment. At present, placer-mining in the Yukon Territory, is governed by the Yukon Placer Mining Act. All other mining under federal jurisdiction is governed by 'Orders in Council and Ministerial Regulations. In the earlier stages of development, it is perhaps a matter of necessity that these important matters should be so dealt with; but it is now felt that the time has come when mining-rights in the extensive regions under federal control should be put on a permanent basis, -and that any changes required from time to time should be made only after full and open discussion in Parliament. A short sketch will suffice to indicate how vast and varied the interests affected really are. When the Dominion of Canada was constituted by the Imperial Statute known as the British North America Act of 1867 (which came into force by proclamation on July 1 of that year), it comprised only the present Provinces of Ontario, Quebec, Nova Scotia, and New Brunswick; but provision was made for the inclusion of Newfoundland, Prince Edward Island, British Columbia, Rupert's Land, and the North West Territories. Subsequently Rupert's Land and the North West Territories were acquired, the 'Crown Colonies of British Columbia and * SECRETARY'S NOTE.-Mr. Clark, an eminent Canadian lawyer, and joint author of the treatise on "The Law of Mines in Canada," has been requested by the Do¬minion Government to prepare a Federal mining-law, and presents this paper, by invitation of the Council, in order to obtain, if possible, useful suggestions from members of the Institute.-R. Abstract-The sharp drop in world phosphate demand that took place in 1975, due to temporarily high prices, now seems to be reversing itself. And prices for both phosphate rock and phosphate fertilizers, which declined dramatically from their 1975 highs, now appear to be bottoming out. This recent price weakness has delayed new mining ventures that had previously been planned for completion by around 1980. While there is ample capacity to supply near-term rock needs, the stage seems to be emerging for a better supply-demand and price environment in the late 1970's and early 1980's.

In order to evaluate the ability of a Hydrafrac treatment to effect a sustained increase in well production, data were accumulated on the first 65 wells in 26 fields treated by Stano-lind. Since these data were obtained from such a large number of fields, it is felt that individual well or reservoir characteristics do not affect the overall picture, as might be the case if the study were made in one field or one group of wells in a field. These data are tabulated in Table I and plotted on Figs. 1 and 2. An analysis of Fig. 1 shows that at the end of six months, 75 per cent, or 45, of 60 wells on which data were available showed a sustained production increase. At the end of two years, data were available on 25 wells. Of these, 15 wells, or 60 per cent, showed a sustained production increase. At the end of three years, 55 per cent, or 10, of 18 wells had a production rate greater at that time than before Hydrafrac treatment. The lack of information on additional wells at the end of the third year is primarily a result of the small number of treatments conducted in the early stages of field application

PROGRESS in the general field of nonferrous physical metallurgy during the past .year has been uneventful but healthy. A continued increase is apparent in the number of useful alloys and in the mechanical treatment and heat- treatment of finished metals and alloys nothing can hinder the multiplication of alloys or the diversification of their treatment as knowledge of the behavior of .alloys increases; as ternary and quaternary alloys are better understood, hundreds of new metal combinations with unusual properties may well be expected. Evidence of rapid progress is already at hand.

THE transformation temperature of hafnium from hcp to bcc is 1750° + 20 °C in contrast to previously published values by Duwez and fast2 which are believed inaccurate. The Bureau of Mines determined this value by measuring the temperatures at which a sudden decrease was observed in the electrical resistance of hafnium alloys containing up to 18 at. pct Zr, and then extrapolating the temperatures to 0 pct Zr. Duwez1 previously reported a transformation temperature of 1310°C, obtained by use of a rapid-cooling thermal-analysis technique. Later, Fast2 published a much higher value of 1950° 100°C based upon: a) his own determination of 1690°C for the beginning of the transformation range for hafnium containing 5.7 at. pct Zr, and b) his belief that lattice parameters reported3 for Duwez' hafnium indicated i contained 19 at. pct Zr and that the 1310°C value should be associated with that composition. Russell4 subsequently stated that Duwez and Fast probably were reporting their lattice parameters in different units and reassigned a value of 6.0 at. pct Zr to Duwez' hafnium. If this assumption were true, Duwez' hafnium was of approximately the same purity as Fast's, but his transformation value was considerably lower. The reason for this divergence is not known. Fast's value for hafnium containing 5.7 at. pct Zr agrees well with our data. McGeary5 determined a transformation value of 1660°C by metallographic examination of heat-treated specimens, but the zirconium content of his hafnium was not definitely established. The specimens used in this investigation were 1/8-in.-diam rods 6 1/2 in. long, fabricated by hot-swaging bars cut from arc-melted buttons. AT various times during the past quarter century proposals have been made that the basic Federal mining law of 1872 be repealed or amended, and that in its place a new and simpler law be enacted to provide for the entry upon, working, and the taking up of claims on the unallotted Federal mining lands in our western states and in Alaska. Serious discussion and study have been given such proposals but little has resulted there from, except perhaps a lively interchange of opinion and the conclusion that though the Apex law of 1872 is in many ways highly unsatisfactory and frequently a fomenter of strife and trouble, it still bids fair to remain with us. Under this act a greater part of the non-ferrous mining industry of the United States has developed. With all its short-comings it is the legal bridge that has carried over the innumerable caravans of adventurers and prospectors who explored our mining frontiers. For without any amendments of substance this act has for fifty-eight years been the guide in the location of our western Federal mineral claims and has stood unchanged during the most important period of our mining history. While Federal and state acts and amendments have been ground out by thousands and tens -of thousands the mining act of 1872, with a :strange tenacity, has remained as constant as the Rock of Gibraltar, and under it states, mining districts, and local customs have developed different codes for its application but its fundamentals have been unaltered. "Use doth breed a habit in a man"; until now the application of the law of 1872 has become a second mining nature.

AST fall over half a million tons of ore and rock were broken in one blast at the open pit of the Hudson Bay Mining & Smelting Company's operation, at Flin Flon, Manitoba. The following particulars of the blast, and details of the preparatory work, indicate how an operation of this scope is carried out. The data given, in essentially the present form, were first published by The Canadian Mining Journal. The area blasted was 150 ft. wide and about 700 ft. long. A total of 123 tons of 50 per cent forcite gelatin, in 5 by 16-in. cartridges, was used for the charge. Drilling for the blast was started on May 29, and was completed late in August, requiring 1297 machine shifts for drilling only. Total footage drilled for the shot was over 5 miles of 6-in. hole. The main blast consisted of 232 holes spaced on 17.5-ft.

The Silicates are m part strictly anhydrous, in part hydrous, as the zeolites and the amorphous clays, etc. Furthermore, a large number of the silicates yield more or less water upon ignition, and in many cases it is known that they are, therefore, to be regarded as basic (or acid) silicates. The line, however, between the strictly anhydrous and hydrous silicates cannot be sharply drawn, since with many species which yield water upon ignition the part played by the elements forming the water is as yet uncertain. Furthermore, in the cases of several groups, the strict arrangement must be deviated from, since the relation of the species is best exhibited by introducing the related hydrous species immediately after the others. This chapter closes with a section including the Titanates, Silico-titanates, Titano-niobates, etc., which connect the Silicates with the Niobates and Tantalates. Some Titanates have already been included among the Oxides.

BEGINNING Thursday, July 16, the National Broadcasting Co. is broadcasting from 6:30 to 6:45 p.m., over its nationwide network and possibly also by short wave a series of eleven radio programs dealing with the contributions of engineers to the prosecution of the war. The series is being arranged and sponsored by a committee of representatives of the national engineering societies, R. L. Sackett, chairman. The committee began its deliberations before Pearl Harbor and had scripts under way on blackouts, bombs, and damage to structures. The declaration of war emphasized the importance of the proposed radio program. The National Broadcasting Co. and the Office of Civilian Defense enthusiastically endorsed the committee's proposal and have been generous in their help and approval of scripts so far submitted. Controversial matters are included in the broadcasts and changes will be made when requested by O.C.D. up to the minute that a program goes on the air. In this way the latest and authoritative information will be given.

The notion prevails that writing is a knack, that the skilful use of the pen is a gift of nature. This is an error. Dogberry may be responsible for it; he said: "To be a well-informed man is the gift of fortune, but to write and read comes by nature". Because Dogberry said it, we may be sure that Shakespeare thought otherwise. Ability of any sort may be partly innate, but my own observation and experience lead me to conclude that most of the easy writers have become so by constant practice. As I recall the names of men successful with the pen, I remember that most of them have written a great deal and have taken particular pains to improve their style. The suggestion that proficiency in the difficult art is a happy accident provokes a sardonic smile. The larger part of the great writing in our literature is the result of persistent effort. An easy fluency has been the undoing of many; their flamboyant and fantastic scribbling has proved as perishable as froth. This criticism applies to technical writing also; in order that a technical description or discussion may hold the interest of the reader, at least long enough to cause him to read it to the end, the writing must be done carefully and systematically; otherwise it will fail in its purpose of conveying information. Clearness is absolutely essential. "It is not enough to use language that may be understood; it is necessary to use language that must be understood."* The purpose of writing, at least of that which is meant to be read by others, is not only to express ideas but to communicate them. PROMINENCE has been given lately in engineering circles to the question whether an organisation with manifold interests can be as effective as one with a single aim, especially if that single aim be the furtherance of affairs of moment and the welfare of engineers in general. In its earlier days, the A. I. M. E. was forbidden by its constitution to engage in non-technical public affairs, but the members altered the constitution in this respect, in the year 1912, in response to the growing demand that engineers be more human in their interests and that the engineering societies represent them in this respect. Since that time, the activity of mining engineers in public affairs has been growing rapidly, and we are happy that the Institute has been able to render very valuable economic services. Doubtless the greatest public service rendered by engineers in a recent great emergency was the work of the Naval Consulting Board, without which the U. S. Navy would never have been able to enter promptly into service upon our entrance into the war, ,and both Navy and Army would have been a long time without the munitions that came at an early date. We can never forget that this Board was established through the direct activity of the then President of the A. I. M. E., with the hearty cooperation of other national organizations.

This plant, near Marysville, Mont., was planned to treat the ore from the Piegan and Gloster mines, the latter being one of the early and famous producers of the Marysville district. When the mill was closed in 1888, treatment consisted of stamp milling, followed by pans and settlers for pan amalgamation. The extraction was evidently poor, because, a few years later, thousands of tons of tailings were re-treated by the ranchers in the valley below the mill, by the then new cyanide process, and gave a handsome profit. In 1914, the present owners, after laboratory tests and an experimental mill run, decided upon the following treatment: crushing to 40 mesh in cyanide solution, concentration, amalgamation, classification, and cyani-dation of sands by leaching, and of slime by agitation and decantation in charges. The ore averaged about $7 per ton, gold and silver, the ratio of weight being 1 oz. gold to 7.56 oz. silver. The ratio of gold and silver in tailings was 1 oz. Au to 36.6 oz. Ag; the quartz was sharp and sandy, however finely ground, and rather difficult to slime. The mechanical equipment was a No. 5 Symons gyratory crusher; three 10-ft. Lane slow-speed Chilean mills; one Wilfley roughing and one finishing table; one submerged-type Akins classifier; five 26 by 10-ft. fir leaching tanks; one 24 by 7-ft. Dorr thickener; four 14 by 16-ft. Dorr agitators; four 6-compartment double-row zinc-boxes having compartments 18 in. wide, 18 in. deep, and 34 in. long; Johnson zinc lathe; acid and vacuum filter tanks for treating precipitate; roasting furnace; and Case tilting No. 275 crucible furnace for melting precipitate. The mill is driven by electric power supplied by the Montana Power Co. at the following rates, per kw.-hr.: 200 to 300 hp., 0.68 c.; 300 to 500 hp., 0.61 c.; 500 to 750 hp., 0.55 c.; plus $1 per month per installed motor horsepower. The plant as above described was operated from May, 1915, to the end of the year, when an additional Dorr thickener and a 12 by 12-ft. Portland revolving filter were added, increasing the nominal capacity of 100 tons per 24 hr., but not the percentage of extraction.
