A group of prominent engineers and contractors of Chicago and vicinity have cooperated in forming a Joint Committee on Military Engineering. The founders are members of all of the leading engineering and contracting organizations of Chicago, including the local branches of the national engineering societies. The purposes of the Committee are to further military preparedness among engineers, contractors and their associates by the following means: (1) Courses of lectures; (2) assigned reading; (3) studies and practical instruction in military engineering;. (4) assisting engineers to qualify as officers in the National Reserve Corps of Civilian Engineers; (5) urging enlistment in and support for engineer troops of the National Guard and such other organizations as the Government may create; (6) furthering instruction in military engineering in training camps and the attendance in them of those qualified; (7) by such other means as from time to time may be deemed advisable. The Joint Committee has already prepared a program covering the vital points outlined. To date the program is practically complete for a period extending from April 20 to July 25. Something of interest will be taken up each week, including lectures by Lieutenant-Colonel W. B. Judson, Engineer Corps, U. S. Army; two lectures by Major P. S. Bond, Engineer Corps, U. S. Army; Lieutenant-Colonel Mason M. Patrick, Engineer Corps, U. S. Army, and several exhibition drills, terrain exercises and inspection trips under the direction and guidance of various officers of the Engineer Troops of the Illinois National Guard. Additions to the program will be made from time to time. '

R. T. Hukki (Finland Institute of Technology, Helsinki, Finland)—Two schools of thought are developing concerning the order of the rate of flotation. The paper by Morris is intended to show experimental evidence in favor of the first order rate. Arbiter, on the other hand, has presented an earlier paper" to demonstrate the validity of the second order rate equation. Unfortunately his method of plotting is open to criticism, as pointed out by Morris." A more sensitive method of plotting has been described by the writer,= whereby the data presented by Arbiter demonstrate the superiority of the second order plot. The general rate equation may be written in the following forms for the integrated first and second order equations: (A) t = -1/k In Co-R/Co (first order) [4] 1 (B) 1/t = - kCo + kCo2 1/R (second order) As a first approximation the value of Co may be taken as a unity, 100 pct or 1. Whether or not this is the case in all tests performed by Morris is impossible to judge, owing to the fact that the flotation times are extremely short, e.g. 150 sec in tests A. It would, indeed, be very interesting to know what the total recovery R would be after 1 hr of flotation, for example, instead of after 150 sec. Miner-bolters, which combine mining and bolting functions into a single machine, are being developed by the US Department of Energy to improve production and productivity in coal mining operations. The authors have been studying possible production gains from the use of the Joy automated miner-bolter (AMB) in mine development using the computer simulation model "UGMHS" developed by the Pennsylvania State University. In a recent paper (Chugh, Campbell, and Parkinson, 1979) the authors discussed justification for the development of miner- bolter machines, assumptions and analytical procedures used in computer simulation, cutting, and bolting cycle times for an AMB, and production potential of AMB in four and five entry mine development sections. The effects of available operating time, haulage capacity, bolt installation time, and flush and staggered entry layouts on production potential of AMB were also discussed. In all cases, the production potential of AMB was compared to a full face continuous miner and an independent dual-boom roof bolter operating in a similar mine layout. Present Study In this study, the production potential of the Joy AMB in three and six entry layouts is presented. A three entry mine layout represents development entries in a longwall panel. A six entry layout represents development of main and submain entries in longwall mine development. Flush and staggered entries were considered in both layouts. The assumptions and analytical procedures used in this study were similar to those in the earlier study and are not presented in this paper. Only the results of the studies are presented here.

INTRODUCTION Historically, planning a mine involved the economic decision of whether to mine by open-pit methods or underground methods. The method selected was influenced by a number of factors, including size, tenor, and location of the deposit. If the project could not be justified by either underground or open-pit practices, it remained in fallow until economic conditions changed or technology advanced. Technology has advanced and the mining industry now has another option, that of in situ leaching. This method is on the threshold of becoming a commonly used alternative for production in many types of metal and mineral deposits. It will be utilized as the primary method for developing an ore body or as an adjunct to open-pit or underground operations. The following considers application of the technique to a deposit that had been partially exploited by open-pit methods. HISTORY The Big Mike Copper Mine is located approximately 30 miles south of Winnemucca, in Pershing County, Nevada. Interest in the property dates from the turn of the century, but little exploration was undertaken until the mid '60s. In 1967 Cerro Corporation acquired the property and initiated a major drilling effort. Ranchers Exploration obtained the property after this exploration program in late 1969 and confirmation drilling was undertaken. The deposit was delineated and it was determined that reserves amounted to about 100,000 tons of 10.0% massive copper sulfide ore and 700,000 tons of 2 .O% mixed oxide-sulfide ore. 1,. C. McCABE*-—An increased derliand for coal in the west is to be expected because of the growth in population and industry during the past ten years. The author calls attention to the increased mechanical cleaning of Utah coal between 1938, when no cleaning was being done, and 194.7, when more than 24 pct of the production was cleaned. This is essentially the Period of most rapid growth of the Pacific Coast. area altliough the growth and, no doubt, the general trends in coal production and cleaning continued at a less accelerated rate during 1948. The Pacific southwest increased 37 pct in population between 1940 and 191.7 while the United States showed only a 7 pct increase in the same period. it has been estimated that there will be an additional 15 pct increase in population between 1947 and 1950. The conclusion that more coal and more mechanicak cleaning capacity will be required appears to be well founded. Mr. Westerberg discusses the cco- nomic advantages of coal cleaning reflected in freight savings, in lower cost per million Btu, and lowered ash and sulphur content. In view of the limited occurrence of coking coals in the west it would be interesting to know whether significant beneficiation in coking strength can be expected from mechanical cleaning of Utah coals. This has been demonstrated for some eastern and midwestern coals. One can readily agree to the desirability of recovering the fine coal that has heretofore been lost in washery slurry. THE subject of the flow of air through a mine under the influence of natural ventilation has proved an elusive one. To my knowledge only cut and try algebraic solutions have been used where multiple paths are involved. The object of this paper is to present a method for the graphi-cal determination of the flow induced by the natural ventilation pressure (N.V.P.) alone or in combination with a fan. The N.V.P., measured in pounds per square foot, induced by two columns of air between two horizontal planes at different elevations, is equal to the difference in weight of the two columns, assuming each to have a cross-sectional area of 1 sq. ft. Pressure in pounds per square foot is converted into inches of water by dividing by 5.19. Methods of calculating the N.V.P. have been discussed in the litera-ture. In this paper, for simplification of exposition, the change in pres-sure due to the weight of superimposed air will be assumed directly proportional to the length of the column. The actual methods of cal-culating the N.V.P. do not affect the solutions to be presented. It must be realized that the precision to be obtained from the small-scale, inked diagrams presented is not as great as would be obtained from large-scale, penciled curves that would he used in practice. The accuracy of the curves does not warrant reading "volumes" closer than the nearest thousand cubic feet per minute.

IN recent years many prophets have arisen who hold that gold has outlived its days and that its monetary use is now an anachronism. These prophets include well-known politicians, economists and businessmen. Some of them have called it a joke that metal should be dug up at heavy cost in Africa and elsewhere and shipped to the United States of America only to go underground again at Fort Knox. Others have claimed that all the gold in the world could be sunk in the ocean without anyone being the poorer. The fact that you have invited me to address you on the future of gold may perhaps reflect the fears caused by these various predictions. At present the prophets' taunts show no sign of coming true. The demand for gold is greater than ever before, although stocks held are the largest in history. Nearly all governments have gone to great lengths to suppress any demand that might be made by the public; they have reserved to themselves the right to hold gold and have lost no opportunity of satisfying their own demands. Where the public has been allowed to buy gold, the demand has proved impressively strong. In India the price of gold equals about $82 per fine ounce, having been $90 earlier in the year; in Egypt $65 to $70, after having been $87, and elsewhere it is even higher. In Palestine, for instance, the golden sovereign is traded at about £5, equivalent to $86 per fine ounce, having been nearly £6, equivalent to some $100 per fine ounce, earlier in

Coal is a term applied to vegetable matter (trees, grasses, etc.) which was subjected to heat and pressure through geologic ages. This resulted in a change in both the physical and chemical properties. Because its chemical composition is variable, geologists classify coal as a heterogeneous mineral rather than a homogeneous mineral. Peat represents the initial, unconsolidated stage in the development of coal. This coalification continues with time and the application of temperature and pressure to lignite, subbituminous, bituminous, and anthracite toward the theoretical graphite end member. PHYSICAL PROPERTIES OF COAL The physical properties are concerned with the characteristics of coal in its natural state, or prior to its end use as a fuel. For example, the hardness and grindability of coal determine the maintenance cost for coal mining, handling, and pulverizing equipment; the specific gravity of coal and its associated minerals determines the coal preparation technique used in a cleaning plant as well as the capacity of coal bins, boats and size of cargo, and other coal storage facilities. The physical properties are, of course, dependent on the chemical constituents of coal, and all properties are interrelated. Specific Gravity The specific gravity (sp gr) of a solid is the ratio of the weight of a cubic foot of the solid to the weight of a cubic foot of water. The specific gravity of pure coal has been reported to range between 1.23 to 1.72 and increases with the change in rank from lignite to anthracite. This means that it is 1.23 to 1.72 times heavier than water.

Discussion of the paper of J. V. EMMONS, presented at the Pittsburgh meeting, October, 1914. and printed in Bulletin No. 93, September, 1914, pp. 2233 to 2248. ALBERT SAUVEUR, Cambridge, Mass.-Mr. Emmons is to be congratulated for having placed before us in so forcible and satisfactory a manner a question of much importance-that of the surface decarbonization of steel. Of course, both manufacturers and consumers have known for many years that during the heat treatment of high-carbon steel, surface deca.rbonization is always likely to occur to a greater or less degree, but the subject does not seem to have been investigated with the method and thoroughness it deserves. I am in substantial agreement with Mr. Emmons's conclusions, and I have but little to add to what he has so well said. His statement that carbon dioxide is just as effective an oxidizing agent as pure oxygen is likely to cause surprise and some will wonder whether his investigation has been carried far enough to warrant so unexpected a conclusion. The reaction C + 0 = CO, expressing the oxidation of carbon by pure oxygen, is decidedly exothermic, whereas the reaction C + C02 = 2C0, expressing the oxidation of carbon by carbon dioxide, is endothermic. Decarburization by pure oxygen, therefore, should take place much more readily than by carbon dioxide. One cannot help regretting that the author does not mention' the best way of preventing in a practical manner surface decarbonization while treating tool steel and other high-carbon steels.

The use of the verb in this mood is not as common as formerly: at the time, for example, when the Bible was translated and the plays of Shakespeare were written. Nevertheless it is an essential part of literary English. In editing the 'Mining and Scientific Press' I do not insist upon the use of the subjunctive in articles that are contributed from the outside, but it is deemed proper in all our editorial writing. To speak plainly, the subjunctive is a mark of scholarship; it is ignored by those that are not particular in such matters, and unfortunately it is a source of perplexity to many that are entirely unfamiliar with the use of it. Therefore, as an editor, I think it well to allow the indicative mood to be used by contributors in sentences in which, to be strictly correct, the verbs should be in the subjunctive mood. The fact that most subjunctives are indistinguishable in form from indicatives is another cause of trouble to the uninitiated.* For example, the verbs in such phrases as "Suffice it to say", '(So help me God ", and "God save the King" are in the subjunctive. One reason why the subjunctive is becoming uncommon is the growing habit of expressing the subjunctive meaning by aid of auxiliary verbs that are coupled with the infinitive; thus: "It will sate to say" and "May God save the King". The subjunctive is common in subordinate clauses, and that is how it obtained its name, 'subjunctive', meaning

In mining, all unit operations are closely interrelated, and the results of blasting are probably the key factor within that sequence. The drilling program prior to blasting is just as dependent upon the desired rock fragmentation as are the loading, hauling, and mechanical crushing operations which are economically and technically influenced by the results of blasting, namely, the size and scatter of the product. What is known today as optimum blasting is the process of designing a blast in order to obtain a certain degree of fragmentation so that overall mining costs are minimized. Applying this criterion often results in a different program than when an individual blasting pattern is chosen only on the basis of the lowest operational cost for that pattern, disregarding what comes before or after the blast. [Fig. 1] shows the characteristic variation of mining unit costs with the degree of fragmentation, or the maximum size of blocks obtained from blasting. From the figure, it can be seen that optimum breakage must correspond to the lowest total costs, but reducing drilling-blasting costs only does not achieve such an optimum solution. Methods of designing surface or underground blasting operations should comply with the optimization criterion, but this compliance is feasible only if a detailed mining system analysis is available. Therefore, predictions of costs of loading, transporting, and mechanical breakage of ore as a function of its size will define a narrow range of variation for drilling and blasting parameters in order to get the minimum total costs.

VENTILATION of the Butte mines has long been a rather difficult problem because of the natural high temperature of the rock. With increase in mining depth, higher rock temperatures have been encoun-tered, and this has caused a constantly growing demand for more effective ventilation measures. During recent years the hazards of dust in mine air have been more clearly recognized, and have necessitated the adoption of dust-prevention methods. To meet these ventilation problems in the mines of the Anaconda Copper Mining Co., a mines ventilation department was organized in 1918, to act under the direction of the general superintendent of mines. At the present time, under normal operating conditions, the force employed includes the ventilation engineer, two chief assistant ventilation engineers and eight assistant ventilation engineers. The activities of the department are, briefly: (1) planning and supervising operation of the general ventilation system; (2) planning and supervising the operation of dust-prevention measures, together, with dust sampling and related microscopic work for the quantitation of the dust samples and determina-tion of particle-size distribution; (3) the design and development of air-conditioning methods to meet present exceptionally severe temperature conditions and in anticipation of future requirements. To a large extent the technical features of the ventilation methods have been described in earlier papers by the author. This paper is written mainly to summarize past accomplishments bearing most closely on health and safety, with a somewhat more detailed account of the dust-prevention measures that have been developed comparatively recently.

A 2 m. cube of jointed, Pre Cambrian biotite gneiss was subjected to uniaxial and biaxial loading at ambient and elevated temperature. The effects of different boundary conditions on the following rockmass properties were investigated: deformation modulus, joint stiffness, dynamic modulus, coefficient of thermal expansion, thermal diffusivity and conductivity, and joint permeability. Test conditions ranged between 0 and 6.9 MPa uniaxial and biaxial load, and 12° to 74°C mean block temperature. The tests were performed as part of the Office of Nuclear Waste Isolation program for evaluating site charterization test methods for measuring the hydro-thermal-mechanical properties of rock masses. The fracture flow experiments discussed in this paper were described in detail in a similar paper given to this symposium in 1981 (Voegele, 1981). DEFORMATION MODULUS Horizontal deformation measurements oriented parallel to the loading direction were made at the block surface. Several instrument types were employed: surface short-rod extensometers, bonded strain gauges, vibrating wire strain gauges and the Whittemore caliper strain gauge. Two vertical and two slant borehole extensometers measured vertical displacement. Loading history, especially during uniaxial loading, was critical to interpretation of observed deformation and fracture flow data. This important tendency has been observed in other large-scale laboratory (Bandis, 1980) and field tests (Pratt, et al., 1977). Excavation of the block resulted in minimal disturbance to the intrinsic condition of the sample. Even so, permanent, unrecovered "set" was imparted to the block beginning with the first low-stress biaxial load cycle to 3.45 MPa (Table 1). Unloading

In an earlier paper1, the author described a method of interpreting earth-resistivity curves, based on the theoretical investigation of a single horizontal underlying stratum. If the four-electrode system of Wenner is employed, the resistivity in a homogeneous soil is given by the formula p = 2paR [1] where a is the electrode separation and R is the resistance of the earth between the two inner electrodes. If the earth is not perfectly homo¬geneous, the application of this formula gives an apparent specific resistance varying with the electrode separation. In the special case of the single horizontal underlying stratum, there is a surface layer of thickness h and resistivity pi and a lower layer, extend-ing to infinity, of resistivity p2. It has been shown by Lancaster-Jones2 that the apparent resistivity, obtained by an application of equation 1 is related to the true resistivities, the depth h and the electrode separation a by an expression of the form pa/p1 = 1 + 4F [2] where Pa is the apparent resistivity and F is a function (actually an infinite series), of the ratio h/a, and a reflection coefficient k = (p2 - p1)/(p2 + p1). For given values of h/a and k, the right-hand side of equation 2 can be calculated, and curves drawn showing the relationship between Pa/P1, h/a and k. Such a set of curves for the case when pi > P2 is given in Fig. 1.

INTRODUCTION Large amounts of mineral values are discarded today as fines and ultrafines, because of inadequate technology to process them economically. Most conventional mineral processing techniques fail in the sub-sieve range. Fines respond poorly to processes such as flotation either due to change in mineralogy and surface composition or even simply due to the direct effect of their smallness in size on collision and adhesion rates between them and air bubbles. Indeed if the poor flotation is due to the smallness in size, a solution must rest in aggregating the fines. Inorganic electrolytes as well as polymers have been successfully used as flocculants in the past for obtaining increased flotation of colloidal material from waste water effluents. In mineral beneficiation, this technique can be profitably used if the process of flocculation can be made to take place selectively. The power of the selective flocculation technique has already been proven, with the successful application of it in the case of beneficiation of low grade iron ore by the Cleveland-Cliffs Iron Ore Company and potash ore by Cominco. The process holds tremendous potential when it is followed by flotation, elutriation, etc. Today its application is, however, limited to the above two cases and it has become clear that a full understanding of the process will prove helpful for developing solutions to various problems that exist both at the basic and applied levels. In this paper, principles that are known to govern selective aggregation processes such as selective flocculation, carrier flotation and spherical agglomeration will be examined and areas of uncertainties will be identified.

THERE is a growing interest in the possibilities presented by the manipulation of metal powders, which justifies an attempt to summarize their character and potential value. A summary of this kind presents an opportunity for making a classification of metal powder products into several general types. Our present knowledge of the finer and more abstract aspects of many of the principles involved in metal powder technique is extremely limited. Any conclusions as to the ultimate value of the process will, therefore, for the present at least, be of doubtful value unless they are substantiated by its products. The number of such products is increas-ing. A study of their diverse and unusual characteristics; an examination of the methods by which they ale made, and a consideration of the reactions that take place during their fabrication, in so far as we can define them, should afford as good an evaluation of this interesting development as it is possible to make at this time. A critical study of this kind results in a formidable list of special attributes, which apparently are characteristic of applied powder metal-lurgy. A comparison of these special effects with the end products and well defined limitations of the melting and casting process indicate that often they may very well be considered as being special advantages. They are subject, of course, to certain not as yet so well defined limita-tions of their own. Based on current products only, a necessarily con-densed summary of the more striking special attributes of the metal powder process follows.

The use of "probability" methods in slope stability analysis has been practised by geotechnical engineers for some time. This paper questions whether the term probability has been properly used since in many cases the term is used in a classical statistical manner only to describe frequency distributions of data. This paper proposes a definition of the term probability which includes the engineers' subjective state of confidence for all critical parameters. Such parameters may include the slope stability model, undetected structural features, strength, groundwater pressure distribution, and geological framework. This process does not make a "better" analysis but it does force the geotechnical engineer to state his opinion in such a manner that others can understand and if necessary, criticize the assumptions. Further, this technique forces the question, "What impact would failure of a slope have on the production schedule or costs of a mine?" The level of risk taken in adopting a particular slope design strategy in a mine is not a question of what Factor of Safety should be selected but, rather, what trade-offs result from steeper slopes and the associated costs of failure. This paper also presents several simple probabilistic techniques which, though widely used in other fields have been all but ignored in geotechnical slope stability analyses. These include the use of stratified sampling to optimize Monte Carlo uncertainty approaches, and the use of simple functional approximations rather than complex stability models in probabilistic analysis. The author presents a case example of this technique and discusses the results in comparison with more traditional methods.

PROBLEMS dealing with the movement or ,migration of fluids through porous beds have been the subject of much research. The subject is not peculiar to the production of oil and gas, as many investigators have studied the nature of this movement and its relationship to the problems of other industries. Darcy1 conducted a series of experiments relating to the percolation of water through filter beds. King2 carried on an extensive series of laboratory experiments with the object of formulating some conception of the rate of movement of water through soils and sand strata in the drainage of surface water into underground channels and subsequent recovery of this water through wells drilled into the source beds for irrigation purposes. Slichter3 undertook a study. of the same problem from a mathematical standpoint, and more recently Furnas4 has investigated the flow of gases through beds of broken solids with particular reference to blast-furnace operation. With specific reference to gas production, Muskat and Botset5 of the Gulf Research Laboratory undertook an experimental study to establish quantitatively the characteristics of and laws governing the flow of gases through consolidated and unconsolidated porous materials of fine texture with a view of predicting the performance of gas in an underground reservoir. There seems to be a general agreement that many of the relationships between the numerous factors influencing the flow of fluids through porous materials are far too complicated to be attacked by analytical methods based upon a knowledge of hydrodynamics.
