RESOLUTION ADOPTED BY "THE BOARD OF DIRECTORS AT ITS MEETING ON APRIL 17, 1936 Recognizing the fact that the problems of the committee named by the Board to prepare the "official ticket" for officers and Directors of the Institute are various and difficult; and desiring to assist this committee by setting forth some of the principles that should guide the committee and some of the qualifications that should be required of candidates, the following instructions are formulated and the Secretary is directed to publish them in MINING AND METALLURGY concurrently with the publication of the names of each newly appointed Nominating Committee and to send a copy to each member of the Committee.

The phrase "Clean Synthetic Fluid Fuels From Coal," implies that it is possible to obtain adequate and dependable supplies of fuel without sacrificing the quality of our air, water, and land. Because of the long lead times needed to develop technical feasibility, into commercial reality, however, vigorous efforts must be made now in order to do it. The available options for clean fuels include many exotic sources, like solar and geothermal power, fuel cells, and thermionic and thermoelectric systems. To solve the energy crisis, however, we have three basic energy criteria-abundance, reliability, and commercial availability by 1985. Only processes based on converting coal and oil shale to clean, synthetic fluid fuels can meet all three.

Iron and steel lire subjects that will receive the attention clue them at the meeting in. St. Louis. Within the past 2 years the smelting of iron ore on a large scale has been started in the St. Louis area, and the blast furnaces are in full operation. Ore is being received. from the Lake Superior region, in large barges .brought clown the Mississippi River. Firebrick, for the lining of the furnaces, is made in the. St. Louis district to a greater extent than elsewhere in the country. At this meeting, there will probably be a discussion of the possibilities of the increase of manganese production in this country, and of improved methods of using it in steel manufacture.

The calculation of metallurgical balances for precious metals is very dependent on a precise mineralogical understanding of the distribution of each element. Determination whether the precious metals occur as dilute solid solutions in major minerals is not always easy because of the relatively high levels of detection (9200-500 ppm) of the precious metals by the most common methods of in-situ analysis (e.g. electron microprobe). Particle Induced X-ray Emission (PIXE) analysis of sulfides from Izok Lake, N.W.T., Canada and from the Hilton mine, Mount Isa, Australia with a proton beam (proton microprobe) confirms solid solution of Ag in chalcopyrite from both deposits. In addition, chalcopyrite and sphalerite from Izok Lake both contain indium.

X-ray fluorescence analysis can be profitably applied in the mineral industry by improving evaluation and control analyses, while offering lower cost and greater speed than conventional methods. Chemical analyses are not only a major item of cost in exploration and mining, as well as in milling and chemical treatment, but often cause evaluation and control of processing steps to lag behind operations. In the fields of geology and mining, the X-ray technique can be employed without destroying samples and, if necessary, specimens can be analyzed and then used, unchanged, in other evaluation techniques. Results are quickly made available for decisions on progress of exploration or sorting of waste and ore.

Transforming from a mere novelty field of science to a well-recognized branch of engineering, the scientific discipline of rock mechanics continues to mature. The past decade has witnessed an unprecedented in- fusion of scientific research approach into mine design. In the preceding year alone, there were six national and international congresses which also indicated the increased interest, in rock mechanics and participation by scientific personnel with diversified backgrounds. It may be presumptuous to conclude that the time, effort and money spent thus far on procedures for mine structure design have necessarily resulted in the evolvement of design techniques; but certainly the prospects of evolving such techniques art: more promising at present than ever before.

It is considered the great enemy of the steel manufacturer-, and the chief aim has been and is to keep it out by using pure crude material, or when once in, to eliminate it or counteract its effect. During in situ uranium mining using ammonium bicarbonate lixiviant, the ammonium exchanges with cations on the ore's clay. After mining is complete, the ammonium may desorb into post-leach ground water. For the particular ore studied, other elements (uranium and selenium) that are mobilized during the leaching process, have also been found in post-leach ground water. Laboratory column tests, used to simulate the leaching process, have shown that aluminum chloride can rapidly remove ammonium from the ore and, thus, greatly reduce the subsequent ammonium leakage level into ground water. The aluminum chloride has also been found to reduce the leakage levels of uranium and selenium. In addition, the aluminum chloride treatment produces a rapid increase in permeability.

A review of the movement of coal in water is undertaken from a practical rather than a theoretical view point. Installations are described in which coal is transported on gradients down to 2.5' and others which move coal at a water-coal ratio of 1:l by weight. The water cycle of the hydraulic mining system is discussed. In many applications this can be a closed circuit. The coal dewatering system is illustrated, making particular reference to the problems of storage of coal-water mixtures between the mine and the plant. Water treatment is done in thickeners down to 100 ppm which is normally sufficient for re-circulating through high pressure pumps and monitors.

In 1951 the first ton of iron was shipped from West Africa; ten years later the total export exceeded 4 million tons, and an optimistic forecast for 1970 indicates a production capacity of something around 40 to 50 million tons. The quality of the ore varies from normal hematitic concentrates, through naturally enriched hematitic direct shipping ores with comparatively high content of ore fines, to dense, hard, rich lump ores of magmatic character. West Africa is largely composed of folded Pre-cambrian rocks trending generally northeast to southwest. They are exposed over about one third of West Africa and are part of the vast continental plateau which has an average elevation of about 1300 ft in this area.

The mines of southeast Missouri's Lead Belt have been in operation since 1864, almost 100 years. During this period about 10 pct of the total ore available has been left in place as pillars, and this now represents the best ore reserve left to the older mines. St. Joseph Lead Co. has been investigating various plans of pillar recovery for several years. The example to be described is only one possible approach under a specific set of conditions. Conditions vary greatly in the different areas within the Lead Belt, and the same approach would be entirely in- adequate in certain other areas, but there are important sections where this system is clearly applicable.

ThE deterioration of the magnetic properties of silicon-steel core materials during service (magnetic aging) is quite undesirable. Although some information about the effects of impurity elements on magnetic properties is available, 1,2 magnetic aging that occurs at low temperatures has not been extensively studied. Moreover, the microscopic techniques used by earlier workers were not suitable for study of fine metastable phases that are precipitated at relatively low temperatures. Recently, several investigators3,4 successfully used transmission electron microscopy in the study of low-temperature precipitation in Fe-C, Fe-N, and Fe-Mn-C alloys. A simple robust rock bolt load gage was tested in the laboratory to define its characteristic behavior and to obtain a measure of its performance. The gage uses three vibrating wire sensors crimped 120 (2.09 rad) apart into the outer surface of a hollow cylindrical steel, tube. The resonant frequencies of the wires change as the gage is loaded. This change is read with a Creare meter developed for the Bureau of Mines on a previous contract to read borehole stress gage results. A statistical analysis of data obtained defines the variables influencing results. A U.S. patent (3,914,992) assigned by the author to the Dept. of the Interior was granted Oct. 28, 1975.

The Archean (2.65 billion years) aged Canning Stock at Copper Mountain, WY, contains an average of 20 ppm U. The North Canning and Fuller deposits occur within the enriched interibr of the stock. Post-Laramide development of supergene enrichment blankets occurred in 25-100 m (82-328 ft) crushed zones. Hematite and chlorite accompany pyrite and sooty pitchblende in the mineralized zones. Reduction mechanism proposed for deposition of pitchblende are sulfides, hydro-carbons, bacteria, the water table, or some combination of these. Abundant tar-type organics appear to have preserved the enrichment blankets from degradation. Trace element and radio-metric data define target zones, but exploration models focus on favorable structure.

Dramatic changes have been effected since 1955 in the mode of iron ore shipments within the U.S. In 1955, less than one percent of ore consumed in domestic blast furnaces-approximately 125 million long tons-consisted of pellets. Five years later, in 1960, some 94.8 million tons of ore were consumed, 14% in the form of pellets. Projections for 1980 reinforce confidence in this most economic of blast furnace feeds, and set U.S. pellet consumption at 151.2 million tons. In the last decade, pellets caught fire in other countries. By 1969, world production reached 96 million tons. This compares strikingly with present world output of 154 million tons.

At the meeting of the Institute in Philadelphia, in June, 1876, it was my pleasure to read a paper on the "Manufacture and Endurance of Iron Rails." I then spoke of some trial rails which had been placed in the down track of the Philadelphia and Reading Railroad, over which passed, in addition to merchandise and passengers, most of the heavy coal traffic of that company. One of these rails, made at the Philadelphia and Reading Rolling Mill in 1870, and then placed in the track, was removed in 1876, after having carried about 55,000,000 gross tons, and was on exhibition at the Centennial Exhibition. A piece of this worn rail, twisted cold, was also shown there. One of the same series of rails was allowed to remain in the track until 1878, and short sections of this rail, as well as one not worn, to show its original shape, are presented for your inspection. A comparison of the two will show that the top of the head or tread has morn down 3/16ths of an inch during its nine years of service. It carried in that time 67,000,000 gross tons of freight, passengers, cars, and engines. This rail was made in the usual way of manufacturing iron rails at the Philadelphia and Reading Rolling Mill. The head was made from puddled iron bars, piled, heated, and rolled into bars, 41/2 and 3 inches wide by 1 inch thick, these bars, breaking joints, were made into a pile in section 9 inches square, heated and rolled into slabs 9 inches wide and 2 inches thick; the balance of the rail-pile was made of 41/2 and 3-inch bars, rolled from two-thirds old rails and one-third puddled iron, the

The TTT curves of 0.1 pct C, 13 pct Cr steels containing up to 12 pct Co have been determined in order to establish whether the effect of cobalt is similar to that observed m plain carbon steels. It is shown that cobalt increases the incubation time and decreases the transformation rate, though not in an uniform way. The bainitic transfornation is displaced to lower temperature and overlaps partially the martensitic zone. ThE effect of cobalt on the transformation of a plain carbon austenite has been studied by many investi-gators.'-3 It was shown that cobalt displaces the TTT curves to shorter times and diminishes the harden-ability. The interpretations given for this effect of cobalt are conflicting. According to E. Houdremont,4 cobalt increases the transformation rate of austenite because it increases the diffusion of carbon as shown in the experiments of E. Houdremont and H.Schrader,' R.Smoluchowski,5 and M. Blanter.6 On the other hand, M. Hawites and R. Mehl3 deny on the basis of their own experiments any effect of cobalt on the diffusion of carbon and they assume that an explanation should be found in an eventual effect of cobalt on the mechanism of nucleation and growth of pearlite. W. C. Hagel, G. M. Pound, and R. F. Mehl7 have shown by calorimetric measurements that cobalt increases the free energy of the austenite-pearlite transformation in an eutectoid steel and this result explains qualitatively the observed effect of cobalt on the rate of nucleation and growth of pearlite. With the advent of the Interstate Highway Pro- gram, many problems have been encountered in the application of highway design standards to topography, particularly rock cut design. A rigid application of slope ratios with little respect to rock type, dip, foliation, structure and height of cut face is a problem. Generally a slope ratio of ½ : 1 or 63º for shallow cuts and 1/3: 1 or 71º in deeper cuts are used in Connecticut. The deepest cut face constructed recently was greater than 185 ft. With cuts of this size, rock fall and stability become a problem, and a way to reduce the problem is to construct a stable face initially. A search of the literature indicates that adequate information on the construction of stable rock slopes is not available. A major highway contract was awarded in 1962 to Savin Brothers, Inc., in which line drilling on 6-in. centers was required in many portions of the contract where the cut was greater than 60 ft and one or more benches were to be constructed. From the start of the project many variations were attempted regarding slope hole spacing and distribution of explosives in the holes. Rock ranged from a competent granitic gneiss to an incompetent soft graphitic schist. Generally, the roadway alignment was roughly normal to the strike of the foliation having a dip of ± 60º. An important factor affecting construction of rock slopes was the existence of intersecting joints and faults. The spacing used in less competent rock was about one ft on center. Loading of holes was purposely varied. As competency of the rock increased, hole spacing was also increased. Thus, on a different project in similar rock, spacing was kept at 4 ft.
