THE low-volatile, or smokeless, coal field of southern West Virginia is in Fayette, Raleigh, Wyoming, Mercer, Summers and McDowell counties, in the extreme southern portion of the state, and extends into the adjacent counties of Tazewell and Buchanan in Virginia. McDowell County is the largest producer, with Fayette and Raleigh counties next. The total area of the field (Fig. 1) is approximately 1600 square miles, or 1,024,000 acres. The percentage of volatile matter in the various seams ranges from 15 to 26 per cent. The upper limit of true low-volatile coal is usually considered to be 23 per cent volatile matter; above this point, the coal usually is classed as medium volatile. This limit will be used in this paper.

THIS paper discusses what mining reports should contain when presented to the California State Corporation Department, to accompany applications for the sale of stock to the general public, but the principles involved apply to mine financing everywhere. Such reports should 'be as clear and concise as possible, endeavoring to tell the truth in as few words as necessary. Should the engineer be aware that his report is to be used in connection with the sale of stock to the general public, he should consider the public as his client as well as the person who actually employs him. It is always required that the engineer be favorably known and of recognized standing. The following points should be given careful attention : 1. A legal description and location of the property. 2. Transportation conditions, and how they may be expected to affect the operating costs. 3. A brief history of the property, its production record as to tonnage, grade, and character of the ore should be given. Should the property have suspended operations for any reason, this should be given. Any details of former operating costs should be given, especially as to how any improvement could be made, due to better methods which might be employed.' 4. The main geological features and whether they are such as to lead the engineer to believe that the mine may possibly 'be exhausted or the ore of such grade as to be no longer profitable. If he considers them favorable, he should give his reasons for the belief that further development work may produce profitable results. A map showing these features should be submitted, and it is not necessary that such map be highly colored or contain any more than the essential matters. 5. The rate of self-diffusion in silver single crystals during torsional strain was measured over a wide range of tenperatures and strain rates. The torsional strain was applied in a cyclic manner by reversing the divection of twist aftev a certain fraction of the total strain was reached. Surface roughening was substantially reduced in cyclically strained specimens compared with those strained entirely in one direction. Diffusion coefficients were determined using a special sectioning technique whereby slices could be removed parallel to the surface of a strained torsion specimen. The accuracy of the technique was first determined using roughened specinzens statically diffused to various penetration depths. Simultaneous strain-diffusion experiments were then performed over the temperature range 550' to 800 using strain rates of lo-' to 2.2 x 10' sec-'. The increase in silver self-diffusivity during torsional plastic strain was small. In only one case was the enhancement greater than twice the static value of the diffusion coefficzent. The enhancements increased slightly with decreasing tenzperature and increased with increasing strain rate. A dislocation pipe mechanism of enhancement was found to explain the present results satisfactorily. The magnitude of the enhancements and the tenzperatures at which they were observed suggests that a steady-state dislocation density of 10' to 109 dislocations cm-2 existed during the high-tempevature deformation. The diffusion coefficient in an fcc metal can be increased by 1) an excess concentration of point defects and 2) the rapid movement of diffusing atoms along grain boundaries and dislocations. Plastic deformation may be responsible for enhancements by both of these mechanisms. The results of simultaneous strain-diffusion experiments have caused a controversy over the magnitude of the effect of strain upon diffusion. Experiments reporting large enhancements have been criticized for the manner in which the diffusion coefficient was measured. Several of these experiments have been contradicted by other results obtained in a similar manner. No enhancement was reported by two investigators''' who performed their experiments at high temperatures where strain is expected to have little effect upon diffusion. A recent theoretical analysis3 indicates that strain enhancement by a vacancy mechanism will be small and exist only at low temperatures and rapid strain rates. It is doubtful whether any experiment has yet proven that strain enhancements can occur by an excess vacancy mechanism. In the present research, experiments were performed at extremes of temperature and strain rate in an attempt to measure enhancement of diffusion by strain. Self-diffusion of silver during torsional deformation was chosen since two separate investigations4j5 indicate that at least a small enhancement exists under these conditions. An accurate method of determining the diffusion coefficient, mechanical sectioning, was employed after a technique was devised to apply it to the roughened surface of a strained torsion specimen. First, the accuracy of the technique was determined for different penetrations (2fi). Then diffusion experiments were performed at temperatures between 550" and 800°C at strain rates of 10"" to 10"" per sec. I) EXPERIMENTAL PROCEDURE Preparation of Specimens. The experimental procedure detailing the growth of crystals, their treatment, and the annealing techniques during straining are contained in earlier publications.496 The dimensions and orientations of the torsion specimens are shown in Figs. 1 and 2. licatiin of Torsional Strain. The torsion procedure was changed from that used previously. The specimens were strained in cycles to reduce the gross distortion and surface roughening inherent in twisting to high strains in one direction. For all strains above 0.30, the total surface strain was obtained as follows: the specimen was twisted to 0.10 strain in a clockwise direction; the direction was reversed; the backlash in the torsion apparatus was taken up; and the specimen was twisted in a counterclockwise direction through the initial starting point to 0.20 surface shear strain in the opposite direction. The strain reversal took no more than 1 min to accomplish. The total accumulated surface shear strain was arbitrarily taken as the sum of the 0.10 strain in the clockwise direction plus 0.20 in the counterclockwise direction. Although cyclic torsional strain was beneficial, surface roughening and specimen distortion were not entirely eliminated. The variation in the diameter at various points on the specimen was often much greater than the depth of the diffusion zone. Since serious errors might result if specimens were sectioned in the usual manner, a technique of lathe sectioning was devised to allow sections to be taken parallel to planes of equal concentration.

A review of production in the Eastern District for 1930 is necessarily brief. Drilling operations were curtailed, due to economic conditions, which in turn reduced production. However, in spite of these conditions, there have been a few outstanding developments which surpass any of recent years. The development of a field in Chautauqua and Cattaraugus counties, New York, has been rapid and probably reached its peak of production in 1930. The gas in this field comes from the White Medina Sand (Silurian), at an average depth of 2600 ft. Some of the wells had an open flow of 20,000,000 cu. ft. of gas per day,' with an original rock pressure of 965 pounds2 per square inch. Another area developed during 1930 was the Tyrone field, in Tyrone Township, Schuyler County, New York. This field was discovered 2nd is practically controlled by the Belmont Quadrangle Drilling Corpn. of New York. The production is from the Oriskany Sand (Devonian), which is found at an average depth of 2100 ft. The field covers approximately 2000 acres, and to date has 14 producing gas wells. The largest well had an open flow of 15,000,000 cu. ft. and an original rock pressure of 740 Ib. The gas from this field is impregnated with sulfur, and requires washing before it is marketed. Because little is known of the Oriskany Sand, a brief description may be of interest. This sand outcrops at Oriskany Falls, New York, and has a thickness of 10 to 12 ft. Its texture is coarse grained, it is composed mostly of quartz and is a regularly bedded sandstone. At Yauger's Wood, in Cayuga County, New York, it is exposed and shows a thickness of 26 feet. The discovery of the Tyrone field led to much prospecting in the New York and the northern part of Pennsylvania, and as a result of this search, the Allegany Gas Co. struck a large gas well in Farmington Township, Tioga County, Pennsylvania, which created considerable excitement through the Eastern District. G. A. Vissac (Consulting Engineer, Vancouver, B. C.) —Some of the data presented in this paper, in connection with cost studies of washed coals, should be clarified and qualified. Washing a raw coal down to a low ash content may mean higher losses in refuse, but the cost of the operation may be more than compensated by the increased value of the resultant product. However, careful engineering and accurate machinery are required to insure maximum profits. Washing at a low gravity separation demands a very accurate automatic process, chiefly when the small sizes of coal are being handled. Coal consumers today are buying mostly on a Btu basis, cognizant of the fact that low ash contents result in lower installation costs and in savings in handling and transportation charges. The attached Table X gives the actual balance sheets of the various cleaning operations corresponding to various ash contents for the two coals presented in the paper, using the old technique of a two-products separation. or the new technique, now commonly used in Europe, of a three-way separation made possible by new methods and new equipment. Savings in capital costs, handling, and transportation have been calculated on the basis of a delivered cost f.O.b. plant of $10.00 per ton of coal at 16.5 pct ash (actual 1953 average price reported by Consolidated Edison, N. Y.), and of $3.50 at the mine also for 16.5 pct ash coal. In both cases this corresponds to values of 126 and 4.26 per 1 pct of combustible and per ton, respectively, on delivered and on at the mine prices. As an example, the middle western coal at 16.5 pct ash, raw, washed down to 4 pct ash in a two-way process will give 53.75 pct of clean coal at 4 pct ash and 46.25 pct of refuse at 31 pct ash. The value of the losses will be 0.4625x(100—31)x0.042 = $1.34. Add the cost of washing, capital, and operation, which is $0.35. The total cost will then be $1.69. But with a three-ways separation we will have 53.75 pct of first-grade coal at 4 pct ash, 37.25 pct second-

NONMETALLIC minerals (excluding fuels) arid their primary products produced annual in the United States have a value in excess of one billion dollars, or more than that of the metals, yet the lack of expert knowledge of some of the fundamental technical and economic aspects of this most important and complicated business is astonishing. This paper will deal with the economics of this non- metallic mineral field-the business of making money from producing these minerals. The incentive behind all business activity in a capitalistic economy is to make money-to plan so that each dollar invested in property, plant, equipment, services, and so on will return more than a dollar plus simple interest. Of course, business has social, civic, and national duties and responsibilities, but the fulfillment of these is largely dependent upon financial success.

STUDY of several severe mine explosions that occurred during the winter of 1907 led to the belief that coal dust was a definite explosion hazard. The Consolidation Coal Co. was a pioneer in the early work to' eliminate this hazard and to combat the dangers incident to poor ventilation and the presence of methane. Maintenance of high humidity throughout the mines was one of the first measures adopted, later to be superseded by rock-dusting. In the twenty years from 1907 on, many safety measures were developed and adopted, and several prizes were won, though the practice was crude by present-day standards. But in 1927, the company went to work in earnest, and organized a Department of Safety with adequate personnel and with authority to enforce all approved rules for the prevention of accidents and the preservation of company property. All plans for new construction work, changes in mining systems, and proposals for the purchase of new mining equipment had to receive the approval of this Department. A set of operating- and safety standards was written to govern the activities of all employees, and physical examinations for them were required.

A QUARTER century ago this country was producing an extraordinary quantity of iron and steel, with a decisive influence on the outcome of the first World War. Today this country is again demonstrating its industrial capacity with telling results. If this lapse of time has confirmed the opinion that man learns little from experience with respect to human relationships, at least we can derive some consolation from the knowledge that in the same period we have made huge strides industrially, and particularly in the steel industry. The differences represented by 25 years are striking, and have resulted from a multitude of changes that have contributed to the present-day high state of our pig iron and steel manufacture.

THE gains of society from the state of primitive conditions in the past to the standard of living which prevails in the advanced countries today have been accomplished mainly by the increasing productive capacity of the population under the leadership and services of the engineer. Without improvements in the arts and industries the growth of population tends to place succeeding generations always at a disadvantage. In this country we have been exploiting with reckless prodigality a wealth of soil and minerals and timber that has been in preparation for thousands of years. We know that the prices of all national products have been advancing, and were on a rising scale even before the phenomenal increases resulting from the war. Over against this depletion of natural wealth we have the influence of improvements made in the methods of production and distribution-and the accumulation of wealth in the form of productive equipment. The net result of these opposing influences determines whether society moves forward or backward.

THE interplanar angles for hcp metals vary with c/a ratio, and therefore must be computed separately for each particular metal or alloy. Manual computation of these angles is laborious and time consuming, and for this reason computer programs have been developed to accomplish this task.1"3 However, these programs have certain disadvantages. For example, they require prior knowledge and understanding of ALGOL or FORTRAN languages. Further, they will not print out specific angles but instead give all angles between given limits—thus program2 prints out a total of 26,649 angles between planes with indices and in the range from (4 4 4) to (4 4 4) for any given c/a ratio. The purpose of this note is to present a simple and inexpensive computer program for accomplishing this task. This program is written in BASIC language4 which does not require any prior knowledge of computer programming, and is ideally suited for nonprofessional programmers. It also provides flexibility for the user by allowing him to select any indices for as many or few planes as desired for any given c/a ratio. New Mexico produced 31,913,816 bbl. of oil in 1942, the lowest annual production since 1936, and dropped one place to rank eighth among oil-producing states. This production decreased 7,838,052 bbl., or 19.71 per cent, from the 1941 figure is the result of transportation difficulties caused by the dislocation of tanker sailings to east coast ports. The average per-well allowable in New Mexico on Jan. I, 1942, was 43 bbl. and at the end of the year was 38 bbl. Allocations as set by the New Mexico Oil Conservation Commission followed the recommendations of the Petroleum Administrator for War. After setting the daily outlet, however, the average daily pipe-line runs were 87,545 bbl.—11.06 per cent short of these allocations. Production for Lea County was 26,812,949 bbl., Eddy County 4,624,578 bbl., northwestern New Mexico 473,609 bbl., Chaves County 2,680 barrels. Drilling activity for New Mexico in 1942 was approximately 84 per cent of that in 1941 with 339 completions. Of these completions 254 were oil wells, II gas wells, and 74 dry holes. Proven fields accounted for 55 of the dry holes and 19 were wildcats. Three new oil fields and one new gas field were discovered as the result of wildcat drilling. Extensions were made to one oil field and one gas field. By the close of the year, the New Mexico Oil Conservation Commission had designated 59 areas as proven for oil and/or gas. Southeastern New Mexico Lea County Monument was again the largest producing field in the state, with 5,729,336 bbl.; Eunice was next, with 5,217,965; Vacuum produced 3,295,624 and Hobbs 2,973,488. The Hobbs field has the largest accumulated production, which at the close of 1942 totaled 100,381,417 bbl. The 100-million-barrel mark for Hobbs focused attention on the fact that this is the first field in the state to attain this figure, and also that, as Hobbs has been under continuous proration since July 1930, or approximately the entire life of the field, this 100-million-barrel recovery was obtained with 86 per cent of the wells in the pool still flowing and having a drop in bottom-hole pressure of only 3.5 Ib. per million barrels recovered. Hobbs stands out as perhaps the best regulated major oil field in the world. Two new oil fields were discovered in Lca County, the most inlportant being the area designated as East Lusk, consisting of the south 4 tiers of Sections in T. 19 S., R. 32 E. The discovery well was drilled in the SW. SW. 1/4 of sec. 21, T. 19 S., R. 32 E., by Culbertson and Irwin, Inc., and others. It was completed at a total depth of 2751 ft. in the Seven Rivers formation of Permian age. The initial potential of the well was 237 bbl. per day on pump. The author has shown, by .practical experiments, how the rate of cooling steel in the mold governs ingotism, segregation, the formation of dendrites, and the distribution of intergranular material; and the resulting effect these conditions have on the physical qualities of the steel before annealing, after annealing, and after forging. The paper also describes how the structure of steel is affected by the design of the mold and the method of pouring. It is shown that the various constituents of carbon steel segregate differently under different rates of cooling. For the classes of steel covered in this paper, it is concluded that the best physical structure and the most uniform chemical composition is obtained by pouring the steel at a low temperature and solidifying as rapidly as possible in the mold. MUCH time has been devoted, by metallurgists, to the study of steel after solidification and remarkable strides have been made in the heat treatment of steel, but less knowledge is available of the thermophysical, activity of the constituents of steel prior to solidification in the mold. It is known that certain elements added to steel produce marked changes in physical properties, also that other elements added to steel produce similar changes, but we have only meager knowledge as to how these elements combine in steel under different conditions of solidification. It is not sufficient to know, from chemical analysis, that a certain element is present in steel. We should know how this element is in combination with the other elements and whether the combination is such as will give the greatest physical properties. Certain elements go into solid solution with the iron, while others segregate to the grain boundaries and combine with the impurities collected there. Until it is known where an alloy produces the most beneficial effect and a means, is determined for controlling its physical location by altering solidification conditions, or otherwise, we will not obtain the maximum value from our alloys.

INTRODUCTION AND SUMMARY Complex copper-lead-zinc ore is mined from underground workings high in the Western Cordillera of the Andes mountains about 100 km in a stralght line north of the city of Arequipa in southern Peru. The Madrigal mine is situated in a steep-walled canyon into which the six operating levels "daylight". Production is from cut-and-fill stopes currently producing approximately 740 dry metric tons per day. The Santa Rosa vein, the most important producer in the district, outcrops for a distance of about 4 km, bearing N 75º W and dipping about 70º NE. In places the vein splits into two or three branches; widths of each vary between 1 and 4 m and total mineralized widths of up to over 8 m occur. Principal ore minerals are chalcopyrite, galena and sphalerite. Ore reserve grades for the Madrigal mine average about 1.45% Cu, 2.6% Pb and 5.0% Zn, 2.9 ozAg per metric ton. DURING 1943, supplies of lead, like those of most base metals, moved from a position of scarcity to one of ample supply for all possible war requirements. The principal worry in the market, as 1944 began, was that surplus stocks might increase too rapidly to maintain price stability. The problem of postwar stockpiling had definitely entered the picture. The end of the year finds the lead industry having met all use demands, but not without depleting stocks to a critical low in spite of heavy importations. The principal reason for this dangerously reduced stock position is lack of adequate man power, which, without question, has become the lead industry's number one problem. This condition became obvious about the middle of the year, after Selective Service placed in effect orders that no deferments would be given employees under 26 years of age, and to a complacent attitude toward the industry assumed by the War Manpower Commission. It has become progressively worse since then. The WPB continued its policy, started during 1943, of easing restrictions on materials to be used for maintenance, repairs, and operating supplies. The policy of premium payments established by the Metals Reserve Co. was continued and, in spite of expressions to the contrary, has proved quite satisfactory. MESSRS. BURT and Shockley and others have been for three years urging upon the Institute the matter of simplified spelling. The Institute endeavors to be progressive in the matter of spelling and. is in cooperation with the national body which has this in hand and which has its principal office in New York. Our spellings are changed as fast as-good usage will permit (so it seems to the Board of Directors) and the national body, which is the real representative of the simplified spelling interests, deems that the Institute is making real progress, although not quite as fast as extremists would wish. In January, 1919, Mr. Shockley sent out letter ballots which created a misconception in the minds of many members, who received the impression that the communications came from the Institute instead of from a small group of members. As a result of this propaganda 163 proposal-ballots were sent in to the Institute divided as follows: Yes ?114 No ?20 Negative letters ?9 Split ballots ?20 Total ?163 The total membership at this time was about 7200. The disgusted members would not vote.
