The mining regulations of British Columbia and Mexico present some features which might well be copied in the United States, if we are to have a complete revision of the laws governing mining titles. 1. First and foremost is the "squarc" location, which would mean the abolition of extralateral rights. This is a condition in both of the countries above named which has seemed to work no hardship upon any one, and certainly the limitation of underground rights by vertical planes through all lines makes a locator's rights clear. In view of the long and costly litigation which has involved so seriously many of our most important mining districts, it would seem to be the part of wisdom to avoid a repetition of similar trouble on titles of lode mining claims, by the enactment' of a law similar to that in force in British Columbia. Objections have been raised by .representatives of English companies to the investment of large amounts of money in mining operations in the United States, because of the insecurity of title under the 'present apex law; and the statement has been made to me personally by one of the largest English operators, that he would .never again consent to the purchase of mines in the United States, preferring Mexico with all its revolutionary troubles to the danger of encroachment upon his underground rights by an unscrupulous neighbor. Without going into further argument as to the desirability of the I(square location," it should be sufficient to say to those who are inclined to "let well enough alone" and still stick to the "law of the apex" that there have never been any serious objections raised to this feature of the square location in either British Columbia or Mexico. There are well founded and logical reasons for abandoning the doctrine of extra-lateral rights since it is so difficult of interpretation; the most natural substitute being a law similar to that of British Columbia, giving to each locator an area 1,500 ft. square. I would advocate the right to locate adjoining claims of equal extent on either side of the discovery claim, on the strike of the lode, subject to a seasonable requirement in the matter of work upon them; and in the case of a vein dipping flatter than 45' from the horizon, or in case of a

Statistical studies have been carried out on structural geological data collected across a large zone of roof failure 600 m (1968 ft) wide and at least 800 m (2642 ft) long in the Greta coal seam at Aberdare East Colliery. Two swarms of hundreds of minor, normal faults with throws commonly between 3 and 300 mm in the room and pillar workings are broadly coincident with roof failure. The faults have been classified into dip slip and oblique and strike slip types. Roof conditions have been classified into good; troublesome with subclasses scaly, heavy, gutter falls and wide, flat-roofed falls; and severely failed with subclasses very heavy roof, gutter falls and dome falls. Troublesome conditions are defined as those in which the height of the fall is less than or equal to 0.3 m, and severely failed conditions as those in which the fall height is greater than 0.3 m. Comparison of faults, roof condition and mining rate on a shift basis indicates that faults and roof failure are much more important than machine breakdowns in reducing mining rate. The effect of faults on roof conditions has been quantified using a concept called the "zone of influence," a rectangular area around a fault in which the fault has potentially deleterious effects. The spatial comparison of fault "zones of influence" with areas of roof failure wing Spearman's rank correlation coefficient shows that, while normal dip slip faults do not appear to be associated with roof failure, oblique slip and strike slip faults appear to be associated with roof classed as severely failed. The "zone of influence" of an oblique slip fault may extend up to 3 m on each side of it in the headings and up to 1.14 m in the cut-throughs. The fault "zone of influence" has geomechanical implications for the design of mine openings and Possibly represents the maximum length of a cantilevered roof beam likely to fail during mining, owing to a fault. Roof conditions could Possibly be predicted in blocks of &gin coal if the type of fault could be identified in oriented drill cores.

Since 1907 Illinois has furnished about 15 per cent. of the United States output and about 10 per cent, of the world's production. The value of the output in 1913 is estimated at $307000,000, of which about $20,000,000 is profit. The present prosperity dates from 1905, but efforts have been made since 1865 to develop production and geologists have been very sanguine as to its future for over 25 years. Had the oil operators been as confident as the geologists, the field would have been opened at least 30 years earlier. The pneumatic rock drill operates essentially as a crusher. The rock is shattered into a powder that is removed from the drill hole by the air stream introduced through the hollow drill steel. Particles thus produced vary in size from 1/4 in. or larger down to diameters too small to be revealed by the ordinary microscope. The power consumed by the drill is proportional to the new surface area of the powdered material, therefore the greater the proportion of "dost" produced, the higher the power consumption and the lower the drilling speed. A considerable amount of material ejected from the hole settles on the rock and much of this falls back as the mound builds up to be crushed further before it is removed again. The cushion of dust at the bottom of the hole reduces the effectiveness of the blow of the bit and thus lowers the rate of drilling. The unfavorable working conditions created by the dust also reduce the drilling speed by lowering the efficiency of the operator. Thus, the dust produced by rock drills constitutes a serious drawback to economical performance on all drilling operations. To the economic objections, one must add the more important objection to the health hazard created when the dust contains free silica (quartz). The silicosis problem is a familiar one in many mines, tunnels, and other underground operations as well as in quarries and other types of open rock excavation. Dust is a necessary end product of all pneumatic drilling operations. Its production cannot be eliminated although the proportion of microscopic particles can be reduced by using improved drill steel, proper methods of sharpening, more efficient drills, etc.—improvements that increase the drilling speed largely by increasing the size of the cuttings. The absolute improvement secured in this way is not great, however, and the pneumatic drill must always remain a dust-producing machine. Definite benefits do result, on the other hand, from the use of dust-control equipment that captures the dust as it emerges from the hole and conveys it to a remote point of discharge. The origin of the salt domes of the Gulf coastal plain has been investigated by many of the most able geologists, but the problem cannot be said to have been satisfactorily solved. Since 1860, numerous theories have been presented, only to be discarded, at least in part, as more complete infomation revealed their fundamental weakness. Real progress toward solution dates from 1902, when Hill1 advanced the theory of secondary deposition of the domal materials from saturated solutions of hot saline waters ascending from great depths under hydrostatic head along structural lines of weakness. Shortly thereafter, Harris,² using Hill's hypothesis as a basis, explained the doming and pronounced uplift associated with these salt cores as the result of forces exerted by growing salt crystals. This was a marked advance over the ideas of Coste3 and Hager,4 since no evidence of igneous intrusives, as they assumed to explain the uplifts, had been found associated with the domes. Harris5 developed his theory until it offered such apparently plausible explanations of so many details of dome phenomena that his hypothesis and conclusions received widespread acceptance, despite some serious objections, and today his theory, somewhat modified, is considered by many able investigators to be the best explanation of the origin of these domes. The immense production of oil per acre, the recognition of the high lubricating quality of the oil, the development and recognition of the efficiency and advantages of oil-burning vessels, with the subsequent exceptional demand for fuel oil, and the resultant advance in the price of coastal crude, have been responsible for a prospecting and develop- 1 Robert T. In designing a pocket instrumeut whereby any giver1 horizontal or vertical angle may be closely approximated, the following points should be kept in view, if general utility is aimed at : 1. The instrnment should be light and compact, so that it can be carried in the pocket, or in a sling. 2. It should be capable of observing any angle whatever, horizontal or vertical. 3. Since time is often an important consideration in making a preliminary survey, it should be capable of giving the horizontal and vertical angle at one observation. I do not know of any instrunlent that will fulfill these requirements, except the one here described. Where the depression- or elevation-angle of the distant object, whose bearing is required, exceeds 50 or 60 degrees, it becomes difficult or impossible with a prismatic compass, for instance, to obtain accurate results; and since it frequently happens, particularly in mining, that much work requires to be done beyond that limit, it is obvious that an instrument which can be used to observe a high angle just as easily as a low one, if not absolutely a necessity, will at least be a great convenience. How this a pocket transit" attains to the required degree of universality will be understood from the diagram, Fig. 1, in which B is a beveled, graduated circle, attached to and freely revolving about the center of the magnet A. Light falling on B is reflected through a window in F (the compass-box), along the line AC, and is again reflected back to the eye at D by the prism C. Early last March Mr. Jerome Coldren, an old miner add prospector, undertook a prospecting tour through the western part of Kansas, and discovered a very peculiar bed of rock, which yielded a white metal on fusion with soda. Mr. W. D. Church, city chemist at Topeka, examined the metal and found it to contain nickel. This discovery created much excitement, and was at first doubted. Many samples of the material, from a range of twenty miles, were sent to the Smithsonian Institution for examination ; and in every instance a qualitative test showed the presence of nickel, although the amount appeared to vary greatly. The ore is quite different from any other nickel-ore. It consists of a quartzose conglomerate from bean-size down, with much decomposed material between the pebbles, and the whole cemented by a more or less manganiferous limonite. In the qualitative tests, the nickel appeared to vary with the manganese. In all the tests, simple treatment with HCI dissolved a great deal of AI2O3. The principal deposit is near the top of a small hill on the divide between Smoky Hill river and Butte creek. The surface-rock is the conglomerate, and, at varying distances, stains of the limonite appear and gradually increase ; so that the ore is simply the lower portion of a bed of conglomerate which has been heavily charged with the manganiferous limonite. Below the conglomerate is a layer of selenite; below this, a soft sandstone, containing well-preserved fossils, and below the sandstone, a shale. From 2 to 6 per cent. of nickel in selected samples has been reported by different chemists; but the following two analyses on large samples show the average composition of the material:

The absence of paraffin and other oil hydrocarbons in the soil although they are concentrated in extensive deposits in some localities, the common distribution of plant remains through many formations that are not productive for oil, and many other factors, seem to indicate the existence of an intermediate organic compound between the complex plant compounds and the petroleum hydrocarbons; and much evidence points to the humus acids or associated organic compounds, which are probably collected by surface waters and concentrated in certain areas by means of precipitation by electrolytes, which would be contained in sea water or possibly in various inland seas or lakes. Present-day Evidence There are many present-day evidences of the association of petroleum with humus acids. Binney, in 1912, made observations without explanations on the peat mosses of Down Holland, England, where he found petroleum being formed by decomposition in the presence of an infiltration of sea water. Many of the rivers carry much humus acid in solution, and some tropical rivers carry in the aggregate millions of tons of humus each year. The amount of humus is a variable factor, depending on climatic conditions, and on the salts and alkalies present in the water, also on the density and temperature.

Activity on the part of Local Sections should be recognized and stimulated by appropriation of funds from the Institute's treasury; and these appropriations should be as large as is consistent with the relative needs for other activities. 3. As between different Sections, the amount of such appropriations should be based primarily on the extent of activities as reflected in the number and character of meetings held and " the attendance of the members at such meetings. 4. In making a request for funds for any year, the officers of a Local Section should submit a report on the printed form approved by the Directors at their meeting on November 19, 1937. 5. A standing Committee on Local Section Appropriations, consisting of one past chairman of a Local Section, one member of the Institute's Executive Committee, and one member of the Finance Committee, shall be appointed by the President and shall pass upon requests for appropriations and authorize payments within bounds of the budget. The committee will be guided by the principles herein outlined, always having in mind the vital importance of healthy, active Sections to the welfare of the Institute as a whole. 6. According to Article XI, Section 2 of the Bylaws, requests for appropriations shall be signed by the Chairman, Secretary and Treasurer of the Section. 7. Requests for appropriations must be in the hands of the Secretary of the Institute by February 15 of the year for which they are desired.

The glass insert stressmeter, or photoelastic stressmeter, is an instrument designed to determine stress changes occurring in rocks. It has several potential advantages over other such devices in that it is a biaxial device, it is simple and it is cheap to make. The object of this study was to assess the behaviour of the meter under biaxial loads and to examine some of the problems associated with measurement and interpretation of the fringe pattern. This assessment has been carried out by comparing theoretical and laboratory behaviour of the meter. It has been shown that: a) There are certain optimum measuring points in the meter at which measurements should be made for best accuracy. The position of the points depends on the ratio, n, of the biaxial stresses. b) The meter&apos;s sensitivity can be assumed to be independent of the rock modulus E provided that the rock modulus is < 2.5 x 106 psi and not, as previous workers have assumed, if E < 5 x 106 psi. c) There are several methods of separating the principal stresses; some of these are unsatisfactory. A new method is proposed and discussed. d) The meter sensitivity decreases as the ratio of the biaxial stresses approaches unity; the accuracy thus also decreases. e) The axes of symmetry of the fringe pattern give an excellent indication of applied stress direction. f) Laboratory calibrations are in good agreement with theory. The glass insert or photoelastic stressmeter is an instrument designed to determine stress changes occurring in rocks. It has several potential advantages over other such devices in that it is a biaxial device, it is simple and it is cheap to make. This stressmeter has been described in detail.l,2 Basically it is a hollow glass cylinder that has at one end a light source and filters producing circularly polarized light. The glass cylinder and source are grouted into a borehole in rock and the face of the cylinder is viewed through a quarter wave plate and an analyser. If, after installation, a stress change occurs in the rock, then a distinct colored isochro-matic fringe pattern is seen in the meter. The fringe order at any point in the meter can be determined by counting the fringes and measuring the fractional fringe orders by the Tardy compensation method. The relation between the fringe order at any point and the applied stress change can be determined either by calculation or by calibration. The object of this study was to assess the behavior of this stressmeter under biaxial loading conditions and to examine some of the problems of interpretation of the fringe pattern. THEORY Hiramatsu et a14 have determined the stress distribution in a hollow cylindrical inclusion in an elastic host material when subject to uniaxial stress. Using this solution, the biaxial case of stress p in the x direction and stress q in the y direction (Fig. 1) can be solved by superposition. This has been done in Appendix 1. It is shown that the principal stress difference (s1 -s2) at any point (r,?) in the cylinder is given by:

A method is described by whichX-ray pole figures and axis density figures may be plotted automatically. The X-ray data are obtained using a Siemens texture gonionleter and the Schulz reflection method. Composite sampling methods are used to obtain a full quadrant of the pole figure. The contour lines of the pole figure and axis density figures are drawn using a computer-controlled x-y plotter. The computer program used to draw the contours was obtained from ZBM. POLE figures used to describe crystallographic orientations of poly crystalline sheet materials are usually plotted manually from X-ray diffraction output in the form of a strip chart recording of the intensity distribution of a given crystallographic pole in physical space. Today&apos;s computers and associated plotting equipment now make it possible to plot pole figures and axis density figures automatically. Inverse pole figures have been determined by mathematically "inverting" X-ray pole figure data.&apos;-&apos; In general, these methods require complicated, time-consuming numerical calculations. A more economical but less accurate method is to determine the axis densities of low-index crystallographic poles using an X-ray diffractometer. When these axis densities are plotted in a unit stereographic triangle contour lines can be drawn to represent the axis density distribution. This can now be done automatically. Computers were used to plot pole figures by a method developed by Holland, Engler, and powers.&apos; In their method intensity ratios based on a random standard sample were obtained from a strip chart recording, and the stereographic (x, y) coordinates of these ratios were determined by a computer. Symbols characteristic of different intensity ratio levels were then plotted using an automatic x, y plotter and intensity contours were drawn manually. The present paper describes a method by which pole figures and axis density figures have been automatically plotted from digital data obtained from a Siemens X-ray unit. Plotting was accomplished using an IBM 1620 computer and a Calcomp 563 digital plotter. COMPUTER PROGRAM The computer program was obtained from IBM Systems Reference Library, No. 1620-CS-05X, and was designed to plot contour maps from randomly distributed data. It consists of a set of twelve separate subprograms, four of which were used in this work. The program takes a given distribution of data points and by a numerical method determines the values at mesh points of a square grid system superimposed over the input data. The output data from this program is in a form suitable for input to the contour plotting program. A smoothing program is also available which calculates new mesh point values from a continuous function fitted to neighboring mesh points. The degree of smoothing depends on the number of points around a given grid point which are used to adjust or smooth the grid value. The contour plotting program is designed to allow the user to specify the interval, scale, and annotation of the contours to be plotted. EXPERIMENTAL PROCEDURE Pole Figure Data Points. AS reported several years ago,&apos; nitrogen may be taken up from the atmosphere by austenitic Cr-Ni steels during creep or creep-rupture tests. This was indicated by chemical analysis and by the appearance of a new microstructural phase, or phases, tentatively identified as chromium nitride (S), at the surface or at the intergranular cracks associated with fracture. The nitrogen pickup was observed to be dependent on time, temperature, and deformation. In a more recent investigation, a sample was obtained in which there was sufficient of the precipitate to suggest that it could be readily identified by X-ray diffraction. This sample had been taken from a 1/4 in. diam creep-rupture specimen of annealed, type 304L stainless steel of the following initial composition: C, 0.03 pct; Mn, 0.65; P, 0.010; S, 0.019; Si, 0.54; Cr, 19.50; Ni, 12.02; N, 0.031; and Al, 0.005. The specimen had ruptured after 10,470 hr at 1500°F (2000 psi). In this case nitrides were distributed across the whole section of the sample, Fig. 1. The precipitate occurred both at the grain boundaries and within the grains; the latter precipitate had in some cases the appearance of pearl-ite, and in others was distinctly Widmanstatten. Chemical analysis of the sample after test showed 0.64 pct "soluble" nitrogen (soluble in 1:1 hydrochloric acid: water) and 0.18 pct "insoluble7&apos; nitrogen (insoluble in the hydrochloric acid solution but dissolved by fuming sulphuric acid). For identification of the precipitate by X-ray diffraction, the matrix in the surface layer of the specimen was dissolved by prolonged attack in an alcoholic solution of picric and hydrochloric acids. The appearance of the specimen surface after such etching is shown in Fig. 1c. The diffraction pattern of the surface-concentrated precipitate was obtained with a recording spectrometer in both the forward and back-reflection regions (the latter by adapting a special fixture to the conventional X-ray unit). The observed X-ray diffraction lines, Table I, show the presence of Cr,N and CrN; the agreement with interplanar spacings calculated from reported data2,3 is quite good. Since it has been suggested&apos; that CrN dissolves only in concentrated sulphuric acid, whereas Cr2N dissolves in dilute hydrochloric or sulphuric acids, an effort was made to distinguish between the two nitrides. This proved possible, inasmuch as etching in a dilute solution of hydrochloric acid gave a sample in which microscopic examination showed that much of the Widmanstatten-pearlitic precipitate within the grains had been eaten out, leaving the grain boundary precipitate in relief, and which, when examined by X-ray diffrac-

In September I contributed an article upon Columbite in the Black Hills of Dakota to the American Journal of Science. I had not at that time seen the paper by Professor Charles A. Schaeffer, of Cornell University, upon the occurrence of tautalite in the same region," or I would have gladly made reference to it. His analysis, proving the entire thence of columbic acid, shows that the specimen he analyzed, at least, should be called tantalite, and not columbite, if the distinction between these two closely related species is to be maintained. It is hard to say where the line is to be drawn, in such cases, between two minerals, when the specific characters and the composition are so nearly the same. If the name is to be determined by the relative amounts of tantalic and columbic acids, what shall we call the mineral when these acids are present in nearly equal quantities? Preference was given in this case to the name columbite, for the reason that the specific gravity, as ascertained by the ordinary scales at command, was nearer 6 than 7. As Professor Schaeffer had only one fragment by post, while I had an abundance from many places, it may yet be found that columbic acid predominates in some of the specimens. I therefore use the name columbite or tantalite indifferently. With this explanation I proceed to give a few observations upon the occurrence of the mineral with the tin-ore of the Black Hills. There are two localities, especially, where the mineral is found in the same dike or vein as the cassiterite: 1. at the Etta mine; 2. at the Bob Ingersoll claim. At the Etta it occurs in close association with albite and feldspar in crystals from one to four or five inches broad, and from one-quarter of an inch to three inches thick. In recent years society has become increasingly concerned with maintaining and improving the quality of environment. Thus, public interest and concern with pollution problems is now high. This is reflected in recent federal and state efforts to formulate new legislation to prevent pollution and strengthen existing pollution laws. In reviewing literature pertaining to pollution problems, it is possible to distinguish many common elements. The most outstanding of these is the failure of the market to guarantee that private firms responding to price signals generated in the marketplace will make decisions leading to optimal resource use. Cases of market failure in allocating natural resources according to the wants of society frequently are due to the presence of technical externalities, or side-use effects.59 These roughly and generally can be defined as interdependencies among production and consumption units, the impacts of which are exerted other than through the market. They are, in other words, extra-market relationships. The economic unit generating external effects does not take them into account in decision-making. Thus, the tendency is for the unit to produce either more than society desires or not enough. In such cases society often has intervened in the decision-making process. This intervention frequently has taken the form of legislation to regulate production and consumption activities. Thus, a body of institutions, which acts as a constraint in decision-making processes, has materialized. These institutions are often far more influential in their effect upon resource use than are the forces of supply and demand acting in the marketplace. The problem of environmental pollution is essentially the problem of handling residuals which are the byproduct of all production and consumption activities which take place in the economy.2 These residuals are emitted into the air and water and disposed of on the land. They are interrelated, in that efforts to control emissions into the air or water can result in the production of solid wastes, which then present disposal problems. It is convenient to separate residuals by the type of pollution they cause-air, water, and land while remembering that these problems are related and that solutions may require coordinated effort.1 Residuals may be produced in both production processes and consumption. Residuals produced in production by the mineral industry, or firms utilizing its products, range from emission of sulfur dioxide by steam generating plants to radioactive mill tailings produced in the course of mining uranium.. Residuals associated with consumption are generated mainly through transportation of members of the household, space heating, and in the disposal of solid wastes, including refuse and junk autos. Residuals associated with both production and consumption receive attention in ensuing sections of this chapter.

At the present time five localities in the Argentine Republic are known to bear direct evidences of the presence of petroleum. The segregation of these localities is more or less arbitrary inasmuch as minor indications may be found to extend from one locality to the other at no regular distance apart, especially in the northern and western part of the republic. These localities are listed as follows: North Argentine-Bolivian region, Salta-Jujuy district, provinces of Mendoza and Neuquen, Comodoro Rivadavia, and the Gallegos-Punta Arenas region. Economic conditions attract us to the possibilities of developing these and other regions of countries in the southern hemisphere. Development work will, naturally, be undertaken first in such localities as present direct manifestations of the presence of petroleum; "hidden fields" may exist, but, unless discovered by accident, their development will be left to the last. The problems to be solved in the development of the petroleum resources of the Argentine republic are mainly of stratigraphy, structure, and transportation. We are not here concerned with the unfavorable climate of the countries to the north in the tropics where, for us of the "far north," life hangs by a thread ready to be severed by a mosquito, gnat, or tropical germ. North Argentine-Bolivian Region The North Argentine-Bolivian region has already been described by the author.&apos; Geographically and geologically this is admittedly one field extending from Argentine into Bolivia. It is not necessary to repeat here the various conditions pertaining to this field, though the summary may be quoted as follows: Extending from northern Argentine northward into central Bolivia is a belt of petroleum seepages. On account of the remoteness of the district it has, heretofore, been little considered by oil operators. The regional geology is comparatively well understood but the local features have not been carefully detailed. Development work in the past has been done on an unscientific basis and has led to failures. At the present time, access to the region is somewhat difficult but, no
