THE word "development," as used in connection with .mining, is a rather general term and in most instances must be qualified or explained before the exact thought in the mind of the user is made clear. For instance, by the development of a mining district is often meant its entire facilities of mineral production, such as railroads, towns, mine plants, etc. In speaking of the development of a property its prospecting by test pits or diamond drill borings may be referred to; or it may be the mines, strip pits or quarries from which the coal, ore or rock is won. But, as a rule, when the development of an individual mine is spoken of the idea in mind is the system of underground workings by means of which the mineral is recovered and transported to the surface. It is this character f development that is considered in this paper. The discussion will be confined to the ordinary room-and-pillar, system of mining. practically horizontal coal seams that is used in most bituminous coal mines in this country, and to only two phases of this subject; viz., what is properly included under the head of "Development"' as it appears on the books of a coal company or the inventories of an examining engineer, and how its "value" should be determined -by the accountant or engineer. No absolute rule or definite agreement covers these points, yet these questions are far more than academic. Development is often an important part of a mining company's assets, affecting the amount of its invested capital (and hence its rate of taxation under present Federal income tax laws) as well as the value of its total assets and the amounts chargeable to cost of coal and to depreciation.

Liberation (the process of destroying the interlock between unwanted materials, such as mineral matter and pyrite, and coal) is one of the most important precursors to the benefication of raw coal in order to produce high grade marketable coals at economical recovery levels. Liberation is achieved usually by comminuting the raw coal. However, because of the significant interaction between the production of fine particles to achieve liberation and the cost of separating fine particles, the coal industry needs a method projecting the change in washability with size reduction. Such a projection can be combined with size reduction and separation simulators in order to examine completely beneficiation circuitry to produce coals of stringent specification. This paper presents the development of an appropriate liberation model for coal and its solution by Monte Carlo simulation to predict the expected washability of the raw coal as a function of comminution. It includes model validation with a known binary mixture as well as with a known teritary mixture.

THE first session of the Institute was held on Tuesday evening, September 16th, in the William Molson Hall, of McGill University, Dr. T. Sterry Hunt, Chairman of the Local Committee of Arrangements, in the chair. Dr. Hunt introduced Monsieur S. Rivard, Mayor of Montreal, who spoke as follows : GENTLEMEN: We welcome you with pleasure to our city, and we are proud to find that you have deemed it worthy of your visit. I understand that your association was founded in 1871 with some thirty courageous members, and that so valuable has it been esteemed, and so attractive was it found, that nearly one thousand have now enrolled their names as members and associates. But we must regard your profession as dating back to the stone age and mingling therewith ; how remote that is none of us can tell. Much of civilization is due to the discovery of metals, and the magnitude of our works to their widespread abundance. If you have not accomplished what the alchemists aimed at, which was to turn the ruder materials into gold, you manage, by your subtle skill, to turn stones into gold value. Europe has long since been-dug into and perforated with shafts and galleries in search of metals, and great wealth, and power, and comfort have arisen there-from ; but by an increase of knowledge, and more than European enterprise and energy, America is following rapidly in the race, and by means of natural advantages of a geological character has out-stripped the Old World. ZINC metallurgists continue to follow with keen interest reports of successful results from the continuous retort plants at Palmerton, Pa., and Meadowbrook. W. Va. The new process had already demonstrated its ability to reduce the lead content of the metal and to effect savings in labor and fuel. The past year has shown that the retorts themselves can he built to last long enough so that the retort cost per ton of metal is lower than in past practice with small horizontal re- torts. A number of the latest type of retorts are reported to have been in continuous operation for over 18 months without a failure and are said to be still in good condition. This seems a complete answer to the last question which remained before continuous zinc smelting could he pronounced commercially practicable.

As already announced, the XCIIId meeting of the Institute will be held at Toronto, beginning July 23, 1907. Hotel Headquarters will be at the King Edward Hotel, in which also the sessions will be held. The Queens, Rossin, Wallen, Iroquois and Palmer are good hotels not far from the King Edward. Members must secure their hotel-accommodations beforehand, by direct correspondence with the hotel they select. For those who neglect this precaution, the Local Committee will doubtless do what it can, but is unable to promise anything. Correspondence concerning this meeting (including notices of intention to attend it) should be addressed hereafter exclusively to Mr. W. G. Miller, Provincial Geologist, Bureau of Mines, Toronto, who is the representative of the Local Committee. The excursion to Cobalt, Lake Tenagami, Sudbury, etc., arranged by that Committee, involves the use of a special Pullman train for meals and lodging. After waiting a reasonable time to hear from members, the Local Committee has made its contract for Pullman cars. According to its latest report, there was still room for additional excursionists. Under this head, application made immediately to Mr. Miller may not be too late. Sessions for the presentation of papers, etc., will be held at the King Edward Hotel on Tuesday afternoon, July 23, and Wednesday morning and afternoon, July 24. In 1969 "Société des Mines et Fonderies de Zinc de la Vieille-Montagne" produced 221,000 tons zinc ingots and 22,000 tons zinc dust, thus rating highest on the world's zinc producer list. The Company's plant at Balen, Belgium, with an output of 135,000 tons electrolytic zinc is the most important one of this group; it is an integrated metallurgical zinc and lead unit with recovery of most by-products. The present paper describes the zinc production facilities. The roasting section includes four fluid bed roasters (total concentrates charged: 740 tpd) and two sulfuric acid having a corresponding capacity. Calcine is leached in a fully automated plant by a two-step continuous process. Leaching residues, mixed with lead furnace slag, are treated in a shaft furnace. The recovered zinc fume is leached separately. In the near future, the leaching residues are to be treated by a wet process, developed in the Company's own laboratories. Purification of solutions is accomplished in two steps: antimony and zinc dust are added in the first one, only zinc dust in the second one for removal of cadmium. Electrolysis cells are partly of a conventional type. A new type of cell configuration was put onstream in October, 1969, planned output 60,000 tpy. Main features of the new cell rooms are the fully automatic pulling, stripping and replacing of the jumbo-size cathodes (immersed area 2.6 m2). Zinc cathodes are remelted in induction furnaces followed by in-line automatic casting and stacking machines.

CERRO'S power system consists of three main hydroelectric plants and one steam-electric plant. These are located on the eastern slope of the main Andes range at altitudes between 12,000 and 13,000 ft. The hydroelectric group utilizes the watershed which extends for about 150 kilometers south from Cerro de Pasco, divided into two catchment areas which lie adjacent. The northern area serve,, the medium-head plant of Mal¬paso. while the southern area provides for the high-head plants at Pachachaca and Oroya. The rainfall, as registered at the rain gauging stations of the three hydroelectric plants, averages 33 in. per year; all these stations are subject to the same hydrological conditions, and the bulk of precipitation occurs between October and March. Rainfall during the dry season, April till September, has no appreciable effect on the total annual runoff. Table 1 shows the storage capacities of the main reservoirs of the hydroelectric group. Although Asarco's Silver Bell Unit, 40 miles west of Tucson, Ariz., is known primarily for copper production, molybdenite is also produced as a byproduct in the 8000 tpd flotation mill. The Silver Bell ore comes from two pits approximately two miles apart. Copper mineralization is essentially chalcocite resulting from two to three-fold secondary enrichment in a highly altered zone. A typical porphyry copper deposit, Silver Bell ore is of medium hardness. The ore consists of about one part molybdenum to 65 parts of copper. In the copper concentrate which is the starting point for separate molybdenum recovery, the ratio is also one part molybdenum to 65 of copper. Molybdenum mineralization is primary. Enrichment is not evident but it is notable that the molybdenite is more common in the more siliceous, harder rocks. The actual molybdenite occurs as diversely oriented flakes of fairly constant grain size, mostly in fractures associated with quartz veins. Most of the mineral appears unoxidized; secondary coatings on the molybdenite flakes are fortunately rare. In May 1962 a modified, improved version of the molybdenite circuit was put into operation.

This paper examines recent developments and work in progress on the application of quantitative methods and computers to the appraisal of the mineral resource potential of discrete areas by employing reconnaissance geological information and general economic relationships. The perspective of this paper might be that of a firm planning a regional exploration program or of a legislative body seeking to choose between several alternative actions on the basis of their impact upon the regional resources. In addition to this general survey and commentary, an example is presented of the use of geostatistical analysis and computer simulation to evaluate the economic mineral resources of the Seward Peninsula of Alaska.

The new valves described in this article are the latest product of the Research Laboratories of the General Electric Co. Some of them are still in the laboratory stage, others have already found important applications. Some of the larger ones, which have graduated from the laboratory, are waiting for their apprenticeship in industry, there to refine their frailties and complete their preparation as electrical servants. The career that awaits them, though dimly foreseen, appears fascinating. And as surely as history repeats itself, scenes still more romantic, now beyond the horizon, will unfold as we approach them. This is the romance of science. Counting Electrons Let the smallest tube lead the march of review. It is a special Pliotron, designed to measure currents smaller than any yet detected. It goes by the unromantic name of Pliotron FP-54. Fig. 1 shows this miniature tube—miniature in performance rather than size, for it is the size of an ordinary radio receiving tube. Its appearance has nothing distinctive, except the quartz beads above and below the plate, which support the grid. They minimize insulation leakage. In principle, the FP-54 is like any grid-controlled high-vacuum electron tube; but in structure and operating characteristics it is entirely special. An extra "space-charge" grid, maintained at 3 volts positive with respect to the filament, holds back the small but pernicious current of positive ions emitted by the filament; the normal plate voltage is 6 volts, grid bias 3 volts, thoriated-tungsten filament temperature 1700" K., plate current 40 microamperes. These conditions are essential to the avoidance of grid-currents, which may consist not only of insulation leakage and positive ions from the hot filament and from residual gases, but of high-speed electrons from the filament, photo emission from the grid due to the light of the filament, and electron emission caused by X-rays generated by the impact of electrons on the plate.

DURING the roasting of zinc sulfide concentrates and by-product recovery from flue dusts, the zinc sul-fate phase may occur in various stages of the processes. In addition to zinc sulfide, other sulfide phases are usually present such as CdS, PbS, CuzS, and FeS. Consequently, the effect of these sulfides on the thermal decomposition of ZnS04 was investigated. Merck high-purity, anhydrous zinc sulfate was used as the starting material. The sulfate was heated under an argon atmosphere, at a rate of 10°C per min. With the first slight indication of decomposition as determined by gas analysis, the sample was removed from the furnace and allowed to cool. X-ray patterns showed no other phase present. It is estimated that less than 0.05 pct of the ZnS04 decomposed. The metal sulfides were also heated under an argon atmosphere to drive off any adsorbed water. The materials were then sized (-200 to +270 mesh), mixed in predetermined mole ratios, and pressed into pellets. The experimental measurement of the reaction rate consisted of purifying the argon carrier gas, continuous flushing of the heated reacting mixture with argon, and collection and analysis of the SOn product gas. Alaska is a land of immense proportions and resources. Its very name, derived from an Aleut term, means "The Great Land." Yet, in a state slightly larger than Texas, California, and Montana combined, there are presently only two-large scale mines in production, excluding dredge operations. Once referred to by its territorial governor as "a storehouse of minerals," Alaska is, in the opinion of many industry observers, at least 20 years away from a healthy, productive mining industry. The mineral potential of the state is tremendous: coal deposits on the North Slope alone have been hypothetically pegged at 1.5 trillion tons. Copper-zinc deposits on the south flank of the Brooks Range are conservatively estimated to be worth $4 billion to $6 billion. THE {120}(001) texture has been reported in near 50 pct Ni-Fe alloys <0.004 in. thick1,2 and in copper 0.014 in. thick.3 This texture is one of two types of secondary recrystallization textures observed to replace a cube texture matrix and is desirable in Fe-Ni alloys because of its unique magnetic characteristics.1,2 However, the conditions for and mechanism of the {120}(001) formation are not well understood.3 During an investigation of the influence of alloying elements on the magnetic characteristics of 49 pct Ni-Fe alloys with a sheet thickness of 0.014 in., we have observed the growth of {120}(001) secondaries when strong deoxidizers such as aluminum and calcium were present. It is believed that this observation in unique and provides additional insight with regard to the mechanism for {120}(001) texture formation. Three alloys were prepared with electrolytic iron and nickel and contained a nominal 49 wt pct Ni. Alloy A was a straight binary Fe-Ni alloy, whereas intentional additions of 0.013 wt pct Ca to alloy B and of 0.59 wt pct A1 to alloy C were made. Ingots were forged at 1100 C, hot-rolled to 0.150 in. gage, pickled, and cold-rolled to 0.014 in. The MANUFACTURE of Iron in the PROVINCE of Quebec. The St. Maurice Forges.—The deposits of iron-ore in the St. Maurice district, in the rear of Three Rivers, were probably known to the Indians and .Jesuits, but it is not till 1667 that any discovery is reported. The affairs of the colony were then in the control of the " West India Company," who amongst other monopolies had a right to all mines and minerals." Specimens of the iron-ore were examined in Quebec. in 1668 by the Sieur la Potardière, who reported unfavorably on them. In 1671, Louis de Buade, Comte de Frontenac, was appointed governor of La Nouvelle France ; and in the original manuscripts relating to his administration some allusion is occasionally found to the St. Maurice iron mines.? In a letter to the Imperial Government, dated 2d November, 1672, he says: "The iron mine of which I have already spoken is of great consequence. I have visited it myself, in order that I may be enabled to give a more accurate account of its nature. INTRODUCTION SOONER or later in the development of any natural resource it becomes highly desirable to know the quantity of this resource in the country as a whole, as well as of the part that is being developed, for the general course and. conduct of the development work must be governed to some extent by the total supply available. An accurate estimate of the quantity of any natural resource is difficult to make; yet if one is diligent enough one can obtain a pretty accurate idea of the quantity of marketable timber, the acreage of tillable land, or the horsepower that may be developed from the streams, for these are things that may be measured. But any attempt to estimate the quantity of some mineral in the ground appears to enter the realm of imagination and it seems that the estimate can be nothing more than a blind guess. It may appear to be especially futile to attempt to determine the quantity of oil and gas that is available in the ground, for these minerals are so vagrant that even if the quantity now available should be known quite exactly, the quantity that will eventually be obtained may be much less, for certain losses in the extraction of both oil and gas are unavoidable, and just what these losses will be cannot be predicted. Though necessarily inaccurate, estimates of such mineral reserves are, however, of distinct value, for they summarize the existing knowledge of the deposits of the mineral and thus enable those who are interested in some industry that depends in one way or another on this mineral to formulate a rational commercial policy. Some time ago, when the price of gasoline suddenly rose in a rather spectacular manner, the writer was one of the U. S. Lattice parameters for the wurtzite form of&apos; CdS mere measured by powder X-ray diffraction techniques over the temperature range 26° to 1000 K&apos;. A negative thermal -expansion coefficient was determined parallel and perpendicular to the c axis below 13.5°K. Near 808°K, the curves of the a, parameter, the differential thermal expansion, and the resistivitv vs absolute temperature exhibited a reversible discontinuity. j\. direct determination of the lattice parameters of CdS over an extended temperature range is of particular use in interpretation of the effects of high pressure on the band structure of semiconductor materials. For example, Langer&apos; has studied the effects of pressure on the absorption edge of CdS from 77°K to room temperature. In order to properly interpret his results it is necessary to know the change in lattice constants as a function of temperature for the wurtzite, zincblende, and rocksalt2 modifications of this material. Thermal-expansion measurements for CdS, wurtzite phase, have previously been determined over a limited temperature range.s74&apos;5 The zincblende phases, of other compounds with similar bonding, have been investigated by Novikova et a! .&apos;&apos; Previous thermal-expansion measurements for metals with hexagonal symmetry have for the most part used bulk sample techniques for low-temperature result. Most X-ray measurements at low temperature have been on materials with cubic symmetry.&apos;jQ The use of X-ray powder-diffraction techniques offers a convenient and accurate method of measurement over a wide temperature range. The X-ray method, besides measuring unit cell size, also provides information about change in structure type and the nature of some of the stacking defects present. I) EXPERIMENTAL PROCEDURE The thermal expansion was measured by X-ray powder-diffraction techniques. Lattice parameters for the range 300" to 1000°K were determined in a 19-cm Unicam camera. From 26" to 300°K a 34-cm back-reflection camera with the Van Arkel" film arrangement was used. The sample was bonded to a copper cold finger below a helium, hydrogen, nitrogen, oxygen, dry ice, or ice brine bath in a metal cryistat. che inner bath was surrounded by another one for radiation shielding. Nitrogen was used in this outer bath for the very low-temperature runs while dry ice and acetone was used for the 195°K point. CuKa X-rays, filtered with a nickel foil, entered the cryostat through a 0.001-in.-thick aluminum window. During a typical 9-hr exposure the sample was continuously rotated through a 30-deg arc. Heat losses from the sample holder limited the minimum temperature attained to 26°K with helium in the inner dewar. Temperature calibration between 25" and 125°K was determined with an Allen Bradley 300-ohm carbon resistor. The resistor was attached to the back of the copper finger with a thin layer of silicone grease. Liquid He, HZ, N2, and O2 baths were used to calibrate the resistor. Temperature variation is estimated to be *2"K with a slightly higher uncertainty at room temperature and 264°K. The thermal expansion of high-purity germanium from 373" to 900°K was measured as a calibration for the Unicam camera. This value was compared with the known value1&apos; for the thermal expansion. A discontinuity in the thermal-expansion coefficient of the CdS a, parameter was observed. Similar discontinuities in the resistivity and differential thermal analysis at the same absolute temperature indicate that the temperature error is *5°K in the temperature range above 500°K.
