To meet escalating energy requirements, substantial increases in production from the strippable coal and lignite deposits in eastern Montana, western North Dakota, and northeastern Wyoming already have occurred, and further expansions are expected at least until the year 2000. Such production, attributable largely to rising demand for low-sulfur coal, must be accomplished with a minimum of adverse effects on the environment. Information on geology, climate, and current land use in the Upper Missouri River basin is presented in the Bureau of Mines review as a guideline to what operators may expect during and after mining. Proven methods of protecting the air and water from pollution and of restoring mined land for other uses are described, and untried methods of land reclamation, some with equipment yet to be manufactured, are discussed as possible means of maintaining aesthetic values in the basin. Costs incurred to protect the environment are part of the production cost and thus are borne by the ultimate consumer. Unit production costs are less for the thick coal and lignite deposits of the basin than for the thinner but higher Btu coal deposits of the Eastern and Midwestern United States. Precise comparisons of environmental protection costs between mines in such disparate areas cannot be made, because of differences in physical conditions, accounting procedures, and other variables.

IT is with sincere appreciation and a deep sense of responsibility that I accept the honor of delivering the Howe Memorial Lecture. In our time metallurgical research has delved into phenomena ever more complex in character, so that much of this work must be done by organized teams. We, of the Union Carbide and Carbon Research Laboratories and the Electro Metallurgical Co., are truly a team and the lecture which is to follow is due largely to a few of the outstanding members of that team here cited and well known to you in their own right: John Lamont, whose work deserves special recognition, Walter Crafts, William Forgeng, William Binder, Robert Fowler, and David Swan. Thus it is a fitting pleasure to accept this honor for the research institution which I represent. Henry Marion Howe was truly inspirational and his breadth of view was such that he could use either the method of rigid proof or implied mechanism to further the broad understanding. But perhaps his outstanding characteristic was his sound judgment and his ability to weigh observations. The following is replete with observations and judgment as to their implication. We would like to feel that it is the type of dissertation which Howe, himself, would have enjoyed. Chromium carbides in stainless steel have, in a sense, been a key to the progress of the stainless steel industry. Brearley's first stainless steel, containing approximately 0.30 pct C, was successful because it differed from previous Fe-Cr alloys in that the carbides were present in such amount and form as to provide the stainless and cutting properties. Again, the 12 pct Cr die steels with a carbon content of 1.5 pct or more achieved their properties by virtue of the form and distribution of the chromium carbides. In the straight chromium steels with from 12 to 25 pct Cr, chromium carbide amount and distribution are once more the determinants with respect to physical properties and corrosion resistance. In each of the cases just cited the role of the carbide is in essence similar to that of iron carbide in carbon steel and this story is so well known that we need not dwell on it. In the austenitic stainless steels, the chromium carbide plays only a minor positive role with respect to mechanical properties, and for corrosion resistance the objective is to achieve maximum homogeneity. Thus the tendency has been to ever lower the carbon and correlatively the chromium carbide content of the austenitic steels. Today stainless steels with carbon less than 0.03 pct are beginning to find their true place, and this is being aided in major degree by our Company's introduction of a new type of ferrochromium having negligible carbon. The role of carbon in these austenitic steels has long been recognized, and a truly enormous amount of research has been devoted to the subject. Much has been learned about corrosion resistance, but the attack on the problem from the point of view of carbide precipitation and the nature thereof has left much to be understood. Because of its fundamental importance to the future of stainless steels, further study of the mechanism of carbide formation in austenitic steels is of interest. In the 18-8 Cr-Ni steels, which are typical of the austenitic class of steel, carbon is soluble in the aus-tenite to the extent of approximately 0.15 pct at 1832°F (1000°C). The solubility becomes less with decreasing temperature, so that at 1652°F (900°C) the solubility limit is approximately 0.06 pct, at 1472°F (800°C) it is about 0.03 pct, and at 932°F (500°C) it is approximately 0.01 pct. Obviously this is the ideal situation for the classical precipitation phenomenon. It is true that, in a sense, 18-8 austenite resulting from annealing is in a metastable state, and the phenomenon of ferritic precipitation from this austenite should be considered. However, in a so-called fully austenitic 18-8 steel this is secondary with respect to the carbides and can be neglected. A wide variety of chromium carbides is known. Only one chromium carbide, Cr,,C,,, frequently referred to as Cr,C, has been found in unmodified low carbon 18-8 steel. This, fortunately, simplifies the study of the precipitation phenomena. For this study an A.I.S.I. type 304 stainless steel of commercial quality was selected. Analysis showed C 0.07 pct, Mn 0.49 pct, Si 0.33 pct, Ni 9.34 pct, Cr 18.91 pct, and N 0.033 pct. As expected with this composition the steel was homogeneous after annealing except for a few pools of ferrite, which were disregarded in that their location was not coincident with subsequent carbide precipitation areas. On corrosion testing the steel was normal and typical of good commercial quality. Specimens 1/2xlx4 in. were annealed and subjected to precipitation heat treatment for 100 hr at 100" temperature intervals from 1000° to 1500°F and for ten selected intervals ranging from 5 min to 64 hr at 1300°F. High-Mg-content concentrates are usually treated in Jinchuan flash smelting Furnace. Because the viscosities of high-Mg-content slag is very high, the operation of flash smelting becomes very difficult. To solve this problem, the viscosities of the semi-synthesized FeO-MgO-SiO2 slag of different compositions were measured. The results showed that when in the slag the weight percentage of MgO [w(MgO)] is 6-10%, the ratio of the weight percentage of iron to that of Si02, w(Fe)/w(Si02) is 1.1-1.4 and the temperatures are within 1473-1773K, the slag viscosities increased with the increase of W(MgO) and w(Fe)/w(SiO,). When w(Mgo)<6%, the smelting temperature should be controlled at I 300°C in order to to keep the smooth operation. When w(MgO)>10%, the temperature should be kept above I 633K. When the content of MgO is higher, a lower viscosity slag can be produced by decreasing the ratio of w(Fe)/w(SiO,). The appropriate ratio of w(Fe)/w(SiO,) for Jinchuan flash smelting furnace is about 1.2.

An investigation was begun by the Bureau of Mines in 1948 to determine the preparation characteristics of American coals. Results of the investigation were planned to be reported on a county basis and, from the data developed, to determine: (a) Which coals, either as mined or after beneficiation by conventional preparation, are suitable chemically under present standards for producing metallurgical coke. (b) Which coals require special and more intensive treatment in preparation than is now practiced. (c) Which coals cannot be considered potential sources of metallurgical coke, regardless of preparation. This report is one in a county series and describes the preparation characteristics of the coals of Logan County, W. Va. According to present-day standards for metallurgical coal, many believe that the sulfur content of the coal should not exceed 1.25 percent? Coal with more than this amount has been used for making metallurgical coke, especially when blended with coal containing less sulfur. In this series of reports 1.25 percent sulfur is used as a gage to determine whether or not a coal will be suited for metallurgical coke.

THE COAL DIVISION started its share of the annual meeting Monday morning with a study of coal classi fication. A. C. Fieldner was in the chair. The report of the tellers of the ballot for division chairman, stating that Thomas G. Fear had been elected to that office, was read by M. D. Cooper. Mr. Fear acknowledged the honor in a few words. In reviewing the history of the Coal Classification Committee the chairman pointed out that this was its third symposium, the last previous one having been held at the 1930 Annual Meeting. Throughout its work the com¬mittee has had the active cooperation of the Canadian workers who are interested in the subject which should result in a uniform scheme of classification in Canada and the United States. F. E. Lathe, of the National Research Council, Ottawa, abstracted the first two papers of the session entitled "Determination of the Alkali-Soluble Ulmins in Coal," by Edgar Stansfield and K. C. Gilbart, and "Moisture Determination for Coal Classification," by the same authors. The third paper "Condition of Water in Coals of Various Ranks"&apos; was presented by its author, A. W. Gauger. Written discussions of these papers were presented by H. C. Porter and Gilbert H. Cady. In the oral discussion which followed, W. T. Thom, Jr., brought out the advisability of considering age as a factor in classification. Mr. Fieldner favored retaining bed moisture as a partial classification basis, stating that a review of many coal analyses revealed a remarkable consistency in this item in samples from a given mine particularly where the moisture content was not high. Mr. Porter pointed out that the structure and porosity of coal often have much to do with its moisture content and that these vary in different parts of a seam, particularly in anthracite. Mr. Gauger expressed doubt as to whether the Stansfield method gives the true moisture content of coal, which is needed for classification purposes.

In 1927 Coghill showed that there is considerable liberation of the iron oxide mineral from gangue when the Alabama red iron ores are ground to a size suitable for classification and tabling but that there is not sufficient to make possible a high extraction and a high grade of concentrate. Coghill states: High extraction and &apos;high grade of concentrate cannot be obtained without grinding to a size comparable with flotation or cyanide practice. If grade of concentrate be sacrificed the grinding need not be so severe. These ores slime readily during grinding, and in most instances the slimes are only slightly higher grade than the original ore. Not only do they carry a considerable percentage of the total iron in the ore, so that to reject them as tailings would result in prohibitively low extraction, but they are too fine to be amenable to ordinary methods of gravity concentration. In 1929 the Bureau of Mines published results showing that certain Alabama oolitic iron ores could be concentrated by classification and tabling after grinding, with rubber-covered rods. This selective grinding produced slimes of much higher grade than the original ore, and they were considered part of the final concentrate.

The Big Jim mine of the United Eastern Mining Co. is at Oatman, Mohave County, Ariz. Oatman is in the foothills on the western side of the Black Mountains, at an elevation of about 3,000 feet. It is on a paved highway about 30 miles west of Kingman, the principal distributing; center for mining supplies in the district, and 25 miles from Topock, en the Colorado River. Both latter towns are stations on the Santa Fe Railroad; Oatman has no roil connection. Mining conditions are typical of western Arizona; water is scarce, no mine timber is available locally, and the winters arc mild and the summers hot. The supply of a killed labor is usually adequate, but in 1933-34 it w not more than sufficient for the restricted operations. Wages have been $4.00 to $4.50 for miners. Electric power was supplied from Kingman and cost about 2.6 cents per kilowatt-hour.

This paper is one of a series on mining methods and costs being published by the Bureau of Mines. It describes briefly the mining methods employed since the start of operations in 1937, with emphasis on the diamond-drill blast-hole method of ore breaking and slusher-drift method of ore drawing at the Holden mine of the Howe Sound Co., Chelan Division, Holden, Wash. The Holden mine is in the north-central part of the Cascade Range, 11 miles up Railroad Creek from Lake Chelan. The nearest railroad is at Chelan Falls, 40 miles by boat and 4 miles by highway from the mine. All freight comes into the mine and all concentrates are shipped out via Chelan Falls. The altitude of the main haulage level is 3,500 feet. Railroad Creek Valley is covered with a dense growth of fir and spruce, while most of the surrounding mountains are rocky, with sparse timber growth.

In any discussion on the subject of mine-safety, it is well to honestly face the fact at the outset that mining is a hazardous occupation and that certain inherent dangers attach to the work, which, in spite of the greatest vigilance on the part of everyone concerned, will from time to time exact their toll of in jury or death from the underground worker. Great progress has been made of late years in narrowing down the range of these necessary risks, and, illustrative of what can be done along these lines by concerted effort, it is pleasing to read from time to time of large operating mines running for weeks, months, a year or more, without a single lost-time accident. To achieve any results in the work of accident prevention it is necessary, first, to have a definite goal, such as a no-accident period, be it a week, a month, or a year, to aim at; and, second, to set up definite standards to work by. The legal code of regulations should form the basis of all standards of work at every mine and should, for this reason, cover as far as possible all conceivable phases of operation. This represents the ideal, but in practice it is unattainable, largely because of the many variables that must be considered, due to the divergence in the scale of operations and to differing geological conditions at the different mines. Hence it becomes necessary for the operator who wishes to attain the maximum in the establishment of high standards of safe operation to so amplify the code as to meet the peculiar requirements of his operation.

USE of copper as an intentionally added alloy in steel and cast iron has rapidly expanded with-in the last fifteen years. It is estimated that in 1931 not more than 2000 tons of copper were so used; by 1941, however, this figure had grown to 13,000 tons. Tonnage figures during the war years have been restricted just as copper itself has been restricted, but copper-bearing cast irons and steels have played a part in the production of ordnance equipment. They are used in gun carriages, airplane landing-gear assemblies, scout cars, bulldozing equipment, army trucks, armor plate and many other instruments of war. These wartime applications have their counterpart in many peacetime applications; derricks, dredges, mine equipment, railway equipment, trucks, farm implements, automobiles, and tractors, all usually contain some parts made of copper-bearing steel or iron. An example of this is the Ford tractor which in 1940 contained over 300 lb. of copper-bearing steel castings. To this list should be added corrugated building sheet for exterior use most of which, at the present time, contains upward of 0.15 per cent copper. With the return to peacetime economy and the removal of wartime restrictions, it appears certain that copper cast irons and steels will find increasing application in civilian goods.

The purpose of this research is to identify hazards associated with roof bolting and to make recommendations for procedural and equipment design changes to reduce those hazards. To that end, the project reviewed Literature on related research, collected and analyzed roof bolting injury data, normalized the injury data be exposure time to each activity and identified problem areas within the root bolting tasks. In addition, field data collection forms were prepared and mines selected for field work. In the field, observations were made of eighty (80) different roof bolting crews bolting one hundred fifty-five (155) place;, on forty (40) sections spread among nine (9) mines. Task analysis forms were used to record unsafe behavior or conditions for each crew and each place. Informal discussions were held with the mine&apos;s safety and training officer, the maintenance officer, one section foremen and, when possible, the observed crew, concerning the training and experience of the miners. Unsafe acts were categorized and related to the "Activity While Injured" categories developed during the accident analysis. For each of these categories one or more recommendations for corrective measure, machine modification, procedural change or job training were developed. The study produced over fifty (50) specific recommendations involving machine design, procedural, safety training and supervisional issues that would lead to reduced roof bolter injuries in the near term. The authors concluded, however, that only the development of truly hands off/remote bolting can eliminate or reduce to an absolute minimum the hazards to which the roof bolter is subjected.

[THE LITERATURE contains relatively few thermodynamic values for interoxidic compounds, and these often are unreliable. This is especially true of data for ferrites and aluminates for which heat of formation determinations may involve extreme experimental difficulties. This report contains the results of new experimental work for obtaining the heats of formation of five ferrites (Ca2Fe2O5, CaFe2O4, MgFe2O4,, NaFeO2, and LiFeO2) and one aluminate (CaAl4O7), and a review and revision of previous similar work of this laboratory on five aluminates (Ca3A12O6,, 12/7 CaO-Al2O3, CaAl2O4, NaA1O2, and LiAlO2), The results for the 11 compounds are combined with entropy and high-temperature heat content data to derive tables of heats and free energies of formation (both from the oxides and from the elements) for the temperature range 298° 1,800° K, The relative stabilities of the compounds are discussed. The presented data all have application to ceramic reactions, and those for the calcium and sodium aluminates are applicable in considering soda-lime sintering processes for extracting alumina from silicate minerals such as day and labradorite.]

The combined value of production of natural abrasives, which include tripoli, special silica stone, garnet, staurolite, and emery, increased about 4% in 1990. The decrease in the value of tripoli production was the result of a decrease in total production. Emery decreased owing to a decrease in the volume of the material produced. Special silica stone experienced a decrease in unit value and in the quantity produced. Garnet showed an 8 % increase in quantity and an 8 % increase in unit value. Staurolite increased about 38 % in the quantity produced, and the value of production increased about 36 %. The fused aluminum oxide industry showed a 12 % decline in the quantity produced and a 13 % decline in the value of production. The silicon carbide industry saw a 47 % decrease in the quantity produced and a 23 % decrease in the value of production. Combined, the industries decreased 17 % in quantity and value compared with those of 1990.
