The administration came on as a strong supporter of the mining industry in April of 1982 when President Reagan delivered his long-awaited minerals policy statement. He promised to reduce America's minerals vulnerability, and called for spending billions on meeting stockpile goals for strategic minerals, opening up federal lands for mineral exploration, elimination of barriers to deep sea mining, and regulatory relief. He defended the favorable tax incentives in the Economic Recovery Act as a stimulus to private research and development that would ensure the availability of materials essential to the nation's economy and national defense. But the administration just didn't seem to get anywhere. Congress, environmentalists, and even foreign governments fought White House-proposed legislation on all fronts, delivering the ultimate coup in forcing Environmental Protection Agency Administrator Anne Burford's resignation and the subsequent EPA staff house cleaning in early 1983. Anti-Reaganites scored victory after victory against Reagan's efforts to stimulate the minerals industry. Congress was stalemated on so many mining-related issues that not much was done either for or against the industry. And the US was not to get its way on the issue of sea mining either. Most of Reagan's mineral policy objectives failed to be met. Three months after the National Materials and Minerals Program Plan was presented and the Cabinet Council on Natural Resources and the Environment was made its coordinator, the head of the Cabinet Council James Watt blamed lack of progress in reviving the mining industry and creating a better strategic stockpile on the weak economy and the House of Representatives, which repeatedly thwarted efforts to open wilderness lands to mining. Congress The 97th Congress spent much of its time saying no in 1982-to the Reagan administration's deep cuts in energy and environment programs, to major changes in clean air and water laws, to oil and gas leasing in wilderness, and to killing the Department of Energy. Most of 1982 (and 1981) was spent in heated budget disputes. Some things that did not happen: • The administration and industry failed to get changes in controls of hazardous air pollutants and sulfur dioxide emissions that are implicated in the phenomenon known as acid rain. Industry had wanted to relax requirements for new industries building in clean air regions where the air act demands prevention of significant deterioration (PSD) of air quality, and to relax requirements tightening up the regulation of emissions of hazardous air pollutants. The air battle is expected to continue on five major fronts-acid rain, hazardous air pollutants, PSD, automobile pollution, and nonattainment. • Regulatory reform legislation to overhaul the way government carries out the law died a slow death last year. Business groups and the administration said federal agencies should be required to consider cost-effective measures of reaching regulatory objectives of protecting public health, safety, and the environment. Opponents, including environmentalists, feared such action would delay, weaken, or scuttle important regulations. • Congress turned thumbs down several times on proposals for oil and gas leasing in wilderness but could not agree on any new wilderness recommendations (see The Wilderness Battle). • Congress refused to open the door to the Reagan administration's plan to raise up to $4 billion a year from sales of federal lands. The administration identified surplus and excess federal lands, mostly obsolete buildings or isolated tracts of land, that could be sold by the General Services Administration (GSA) to help out the federal budget deficit. Congress took no action. Some things that did happen: • Congress extended the Defense Production Act (DPA) for six months through March 1983 without changing the 32-year-old law. That came after it failed to resolve sharp differences over proposals for critical minerals programs. Differences concerned both the amount of funds and the scope of programs that would be authorized under the DPA's Title III. Some proponents pressed for $5 billion in funding for loan guarantees or purchase commitments to spur domestic production of minerals such as cobalt. Other members of Congress wanted smaller amounts of funding, and the Reagan administration, until about November, had opposed any use of federal funds for strategic mineral programs. These measures were certain to come up again before the DPA extension expired in March. • House supporters of the Critical Materials Act of 1982 were unable to come up with the twothirds majority needed to pass the bill, so it died on the House floor in December. The bill proposed that a council be established with responsibility for coordinating federal materials research and development. The advent of the more efficient and effective rare-earth roll (RER) separator in the early 1980s began a new era of dry magnetic separation. The RER units quickly became the separator of choice within the materials processing industry. Though RER separators are now commonplace throughout the world, only modest advancements have been made to the original design. This paper details recent, more significant, rare-earth magnetic separation developments. These developments maintain the best features of existing technology while minimizing shortcomings. The discussion includes discerning features that aid in better metallurgical performance. Also discussed are improved mechanical aspects that allow for both easier operation and maintenance. Performance details from various test programs are included.

Mine workers are continuously exposed to a host of nonfatal stressors and potentially fatal hazards: noise exposure, excessive vibration, poor air quality, toxicant exposure, ignition of combustible gases, equipment-related accidents, and thermal heat stress. Wearable or portable sensors and contextual analytics provide a platform to unobtrusively collect and fuse multimodal health and safety data in real time to compute both acute safety and longitudinal health insights. This paper presents preliminary trial results, conducted by Simtars, VigiLife, Inc., and Queensland Mines Rescue Service, of the application of wearable sensors to monitor heat stress and other vital biometrics for mines rescue personnel.

Computational chemistry methods, such as density functional theory (DFT), are powerful tools to quantify reagent-mineral interactions encountered in sulphide mineral flotation. A quantitative relationship between theoretically calculated parameters based on chemical structure of collectors and their reactivity with different metals/minerals can provide valuable insights for design and development of more powerful and tailor-made reagents offering enhanced metal/mineral selectivity. DFT calculations at B3LYP/6-311++G(3df,3pd) level were employed to elucidate the reactivity of neutral sulphide collector reagents, including thionocarbamates (TC), thioureas (TU), xanthogen-formates (XF), dialkyldithiocarbamates (DTC) and dialkyltrithiocarbonates (TTC) with different heavy metal ions (Cu2+, Zn2+ and Pb2+) in solution. The extent of delocalization of lone pair electrons of heteroatoms (attached directly to C in C=S) over C=S group was found to be the dominant factor in determining the collector’s reactivity. Order of reactivity was established as: TU > TC > XF > DTC > TTC. All the collectors showed superior affinity towards copper followed by lead. Unidentate binding was observed through sulphur atom except for xanthogen-formate for which bidentate binding mode was observed. Effect of nature of substituent groups at N and/or O atom on reactivity of thionocarbamate and thiourea was also investigated. The results obtained through DFT calculations are consistent with the experimental data reported in literature.

"INTRODUCTION Diesel locomotives have been used successfully in underground mines of Europe for 18 years, and much has been written on the technical details of the design of these machines and the safeguards provided by the manufacturers. The actual conditions under which' the Diesel locomotives are used have not been publicized as well and consequently are not well-known. In 1945 the writer observed numerous Diesel locomotives working underground in coal and metal mines of several European countries and was favorably impressed with the practical approach to the safe use of this- type of equipment.Recent statistics showing the number of Diesel locomotives in use are not available now because of the World War, but the extent to which this type of mine locomotive was used immediately before the war is indicated by table 1, which classifies the number of locomotives used in several countries according to the type of power, such as compressed air, Diesel, and electric.Mining conditions observed by the writer in the European countries are very different from those in most coal-mining districts of the United States. The surface plants are larger and are permanently constructed of brick or concrete; numerous coal beds are worked through one shaft; the crosscut rock tunnels or levels, driven to intersect the coal beds, are lined with brick or concrete blocks where needed instead of timber; the coal beds dip more steeply and are not as thick as in most fields of the United States."

The sequences in alteration and mineralisation from five copper-gold porphyry systems (Taysan and Didipio, Philippines; Horse-Ivaal and Wafi River, PNG; and Goonumbla, Australia) and one gold-copper skarn system (Browns Creek, Australia) are documented in this paper. Alteration and mineralisation in all these systems reflect a common evolution from crystallisation of melts emplaced at shallow crustal levels (zoned potassic -> propylitic alteration), followed by exsolution of volatile-rich fluids from these melts (porphyry quartz ¦K-feldspar/biotite veins and local high temperature advanced argillic alteration), to a progressive cooling of the intrusion which results in associated retrograde alteration. Copper-gold mineralisation in all cases is almost exclusively restricted to the cooler retrograde events. The recognition of the temporal and spatial zonations in alteration and mineralisation in gold-copper porphyry systems has significant relevance in the interpretation of geophysical signatures, overprinting alteration, vein sequences and structural controls, and can lead to more focused and potentially more cost-effective exploration.

An assessment of U.S. western hardrock miners? noise exposures was conducted as part of a multi-year National Institute for Occupational Safety and Health (NIOSH) survey of noise exposures in each sector of the mining industry. Noise from selected mining equipment and operator noise exposures were measured, analyzed and tabulated for dissemination to the participating sites and are being used to direct NIOSH research and interventions to address the greatest noise hazards. Eighty-two noise dosimeter measurements were obtained, along with time-motion studies as the miners operated hardrock mining machines. Of the operators, 96% had daily noise doses that exceeded the U.S. Mine Safety and Health Administration?s (MSHA) permissible exposure level. The average gold miner dosages while operating the following equipment were: haul trucks - 261%, load-haul-dumps (LHDs) - 235%, single boom drills - 221%, bolters - 214% and dual boom drills - 163%. The worst exposure level was a silver miner with a daily dose of 873%. Time-motion data showed that this miner?s exposure accumulated most rapidly while operating a jackleg drill. These results will be used to help prioritize noise control development by NIOSH and other partners.

The objectives of this research were to define the chemical composition and physical characteristics of the aerosols associated with attached radon daughters in operating uranium mines, and to investigate the relationship between these aerosol parameters and operating conditions. Major Results and Conclusions The organic, inorganic and radiological characteristics of test chamber and active U-mine aerosols have been measured as a function of particle size. These measurements represent the first detailed analyses of the organic and inorganic components in U-mine aerosols and the first determinations of the details of the individual and total radon daughter distributions in operating U-mines. Reduce respirable dust exposure of workmen operating auger-type continuous mining machines. Approach: An auger miner was fitted with an exhaust system which draws dust laden air through a [scruber] and discharges it behind the line curtain. How It Works: Dusty air is drawn into the space above the coal conveyor and through a scrubber, by two fans mounted side by side above the conveyor. Exhaust from the fans passes through a duct to the side of the auger miner, and into tubing that runs back and into the air return passage formed by the line curtain. See Figure 1. Of the 5,000 cubic feet per minute of air normally entering the working place, 4/5 is drawn out through the dust exhaust system. The system was installed on a Wilcox Mark 20 Miner and tested underground by personnel of the Bureau's Pittsburgh, Pa., Mining and Safety Research Center, under a cost sharing

Gerdau Monroe has installed and commissioned the Tallman Supersonic Carbon Injection system (TSCi™) for use in their 135-ton Electric Arc Furnace (EAF) located in Monroe, MI. TSCi™ is an innovative injection system with the primary aim of improving injection carbon delivery to the steel bath by increasing efficiency. It is proven technology with installations at numerous steelmaking facilities all over the world. Results from installation and commissioning of TSCi™ at Gerdau Monroe will be reported as well as on-going trials and optimization efforts. Standard injection systems deliver carbonaceous material from a vessel to the EAF using air where it is injected through a lance pipe or oxy-fuel burner. Using this method, material delivery to the EAF is limited by the pressure and velocity of the transport air. Loss of efficiency can be observed by looking at the quality of the injection carbon stream during operation or by measuring loss on ignition of EAF slag or off-gas system dust. TSCi™ uses a patented design and proprietary technology to improve delivery of carbonaceous material to the EAF. Using this method, savings at Gerdau Monroe were realized by reducing the amount of carbon used in each heat while maintaining or improving upon existing foamy slag practice. As well, significant savings were achieved as a result of reduced FeO content in the slag and improved recovery of iron. Additional savings can be realized by using a smaller mesh material to take advantage of lower material cost and higher injected surface area. Other inherent benefits to improved injection carbon include lower energy and electrode consumption, reduced refractory wear and reduced maintenance cost.

Essas análises são padronizadas por normas técnicas ABNT ISO tanto para atender ao mercado interno quanto ao mercado externo. Não há como garantir a qualidade das análises se não houver uma certificação da qualidade dos padrões de referência de forma a calibrar equipamentos de análise, verificar e controlar metodologias e treinar e avaliar os analistas. A produção na Mina de Serra Azul é um processo dinâmico em constante evolução e requer uma gama grande de padrões de referência com características próprias que o mercado de material de referência não tem condições de suprir. In the geologically prospective nations which rim the Pacific Ocean, mineral deposits offer great potential to create wealth for social and economic development. The paper first examines the geological and economic attributes of potential mineral wealth based on current outlook assessment of all significant base metal deposits discovered to 1988 in two Pacific Rim nations - Australia and Canada . The variability of mineral wealth among the economic deposits evaluated and the major contribution of the few world-class discoveries to total mineral wealth are highlighted. Then, the essential but too often neglected linkage between the makeup of potential wealth and its actual realization is analysed. The impact of taxation and the role of exploration are crucial in this regard. Finally, the ingredients of exploration success, prerequisites for realizing the mineral wealth of nations, are examined.

The U.S. Bureau of Mines-Michigan Technological University mine ventilation mainframe program was successfully adapted for execution in a personal computer (PC). The hardware requirement can be as modest as 256 kilobytes (33) of random access memory (RM) and two floppy disk drives. A version compiled for a PC possessing 512 Kb RAM has arrays dimensioned to accommodate 512 separate mine airways and junctions, and it contains all the features and capabilities of the original version. It has successfully analyzed all the ventilation networks tested, including a very large commercial mine (404 airways, 237 junctions, and 5 fans). In all cases the PC version produced practically identical results as obtained from the mainframe computer. In all respects, the PC version performed the same as the mainframe version with the exception of execution speed When a numerical coprocessor is employed, execution time can be reduced by more than 50%.

Neste trabalho buscou-se avaliar o consumo de sucatas com elevador teor de enxofre, em carro torpedo, sem afetar a qualidade final do produto, objetivando a recirculação de um coproduto gerado internamente e aumento do rendimento de gusa distribuído para Aciaria. A sucata em questão é gerada a partir do beneficiamento da escória resultante do processo de raspagem após dessulfuração do ferro gusa em panela (KR) e do procedimento de limpeza dos carros torpedos. Foi avaliada a operacionalidade da adição, riscos envolvidos no processo e redução da geração com reaproveitamento direto no processo. Os resultados mostraram que existe viabilidade técnica e ganhos financeiros significativos

Expanding blast patterns to near the limit of an explosives’ ability to do the necessary amount of work is a common practice to reduce drilling and blasting costs. Choosing less expensive explosives such as ANFO vs. emulsion, bulk product versus packaged product, etc. are also common cost savers. Both practices are only effective as long as the pattern geometries are accurately drilled. However, will pushing the limits on pattern sizes and explosive products produce consistent results at the face, minimize oversize, produce superior fragmentation, and improve crusher throughput? Sometimes, but no amount of explosives can overcome a poorly drilled pattern. Knowing the probable outcome of any changes in drilling and blasting is valuable in achieving success.

O objetivo do trabalho é estudar a viabilidade da realização do tratamento superficial via implantação iônica por imersão em plasma (3IP) de nitrogênio de chapas de nióbio soldadas previamente com feixe de laser, para formação de camadas de nitretos sobre superfície do material base, zona termicamente afetada (ZTA) e do cordão de solda. Os resultados obtidos são discutidos levando-se em consideração a influência do tratamento nas alterações apresentadas pelo material tratado. Os resultados mostram uma significativa alteração na superfície do material, em termos de composição química, evidenciando a formação de nitretos de nióbio sobre esta superfície. Em geral, os nitretos de materiais refratários apresentam propriedades desejáveis para aplicações que envolvem temperatura elevadas de trabalho como: estabilidade térmica, elevado ponto de fusão, boa resistência à oxidação; além de apresentarem elevada dureza e baixas taxas de desgaste e corrosão. Em virtude do aquecimento do substrato, durante o tratamento, observam-se mudanças microestruturais no material tratado. Tais alterações microestruturais, nas diferentes regiões analisadas, mostram-se benéficas na homogeneidade dos valores de dureza apresentados, especialmente na região do cordão de solda e material de base. A redução da dispersão dos valores de dureza entre o cordão de solda, a zona termicamente afetada (ZAC) e o material de base podem minimizar a presença de regiões com concentrações de tensões, melhorando a resistência mecânica do material quando submetidos a esforços mecânicos, como tração uniaxial.

"This paper presents the challenges associated with the design and construction of a steel sheet pile cofferdam supported with one level of grouted anchors in clean to silty sand with gravel. The initial assessment of the subsurface conditions indicated loose to medium dense soil with intermittent dense to very dense layers with no occurrence of cobbles and boulders. Sheet piles were proposed to be installed to a depth of 24 m below the ground surface to limit dewatering requirements for the cofferdam. During sheet pile installation, refusal of piles occurred at multiple locations forming passages for increased flow into the cofferdam. Modifications were made in the design of the dewatering system as a result of the increased flow. Finite element modeling was used to select the necessary modifications to the dewatering system within the cofferdam. Wells were installed based on the findings of the numerical model. Model simulations showed good comparison with monitoring of the field installed dewatering system.INTRODUCTIONIt is necessary to consider the impact of the ground water, subsurface stratigraphy, strength, and drainage behavior of the soil for the design and construction of cofferdams. This paper presents a case history of the construction of a cofferdam in Northern Ontario, Canada. The project consists of the construction of a powerhouse, intake, and tailrace which will generate around 28 MW of renewable clean energy by diverting water from New Post Creek through a power house and discharge into the Abitibi River. The focus of this paper is the dewatering and excavation support required to permit construction of the powerhouse. The layout of the cofferdam is shown in Fig. 1. The cofferdam for the powerhouse is rectangular in shape with sheet piles on all four sides intended to be driven to the design toe El. 101 m. The east and west walls have a length of 46.3 m. North and south sides are 47.6 m long; and in addition, two cantilever sheet pile walls bound the tailrace on the west side and two cantilever walls were installed on the east for construction of the penstock inlet. The ground surface in the powerhouse cofferdam area, before commencement of sheet pile driving, was brought to El. 125; the ground then slopes up to the East, toward New Post Creek, and the site is bounded on the West by the Abitibi River. 186 pairs of sheet piles were used to create the cofferdam and cantilever walls. The deepest excavation is to elevation 114.4 m. Within the west half of the cofferdam footprint, the base of excavation slopes upward at 3H: 1V to facilitate the tailrace discharge into Abitibi River.SOIL STRATIGRAPHYThe cofferdam design was based on the geotechnical investigation conducted by AECOM (2014) which included two relevant boreholes near the powerhouse footprint. The ground elevation at the time of investigation varied between 131 to 129 m. The material observed to the full depth of investigation was comprised generally of coarse to fine sand and gravelly sand or a sand matrix with gravelly inclusions. Some intermittent layers of clay and silt intrusions were also observed. Generally the soils grade finer away from the river. SPT N60 values were recorded in two borings during the field investigation with values reported from 3 to 92. The in-situ conditions ranged from compact to dense with some loose and some very dense zones. Figure 2 shows the variation in SPT N60 values with elevation."
