Mineral economics interfaces the mineral sciences and engineering with finance and economics in the analysis of appropriate questions facing the minerals and energy industries. Its practitioners include those trained in the earth sciences; mining, petroleum, and geological engineering; metallurgy and mineral preparation; as well as finance, information systems, economics, and statistics-most usefully in one or more combinations. Allowing for some overlap, three general areas may be identified: evaluation, economic analysis, and resource appraisal. Evaluation begins with mine investment analysis (exemplified by Gentry and O'Neil, 1984) and process costing, for which the STRAMM Handbook (Anon., 1977) provides a well-known basis for mining and beneficiation. But it extends from property appraisal, often used for the determination of taxes and royalties, through the determination and comparison of transport costs (e.g., Richer and Soo, 1977), and to benefit/cost analyses of externalities. Economic analysis, the subject of this section, is displayed in rigor and extent both theoretically and as applied to commodity classes in Vogely (1985), but it is implicit though apparent throughout Lefond (1983). The text edited by Vogely places minerals in their aggregative context with economic growth and trade, proceeds to the theoretical analysis of minerals and their markets, analyzes the structure and performance of the major mineral sectors, and concludes with policy issues: fuel, nonfuel, and environmental. Resource appraisal employs quantitative methods for the estimation of mineral and energy resources. It moves through geologic, geophysical, and geochemical properties to the identification of estimation procedures for mineral endowment and for the economic measure of stocks and flows of specific minerals (Harris, 1984). Dispute Review/Resolution Boards (DRB’s) are a highly successful dispute avoidance and resolution tool. In a joint effort between the UCA of SME and the Dispute Resolution Board Foundation (DRBF), the authors embarked on an informal assessment of the state of the DRB practice in the tunnel industry from the point of view of the Contractor, Owner, DRB Practitioner, and Attorney. The results of this assessment were presented in a panel discussion at the Rapid Excavation and Tunneling Conference (RETC) in June of 2021. This paper presents the results of that session with recommendations for further industry discussion and implementation

Buoyed primarily by growing consumer spending, the economy rebounded from a weak second quarter. According to preliminary estimates released by the Department of Commerce, real gross national product (GNP) grew $2 1.9 billion during the third quarter, producing a seasonally adjusted annual growth rate of 2.4%, compared with a rate of 0.6% in the second quarter of 1986 and 4.1% for the third quarter of 1985 (table 1). Third-quarter real personal consumption expenditures and Government purchases of goods and services rose $42 billion and $7 billion, respectively, but those gains were partially offset by the continuing decline of gross private domestic investment, off $16 billion, and the growing trade deficit, up $11 billion. Three quarters of the growth in consumer spending occurred in the durable goods sector as consumers responded to discounted financing offered by automobile manufacturers attempting to lower inventories of 1986 vehicles, Increased purchases of other durable goods, such as furniture and home furnishings, also contributed to the strength of the durable goods sector. The success of the automobile inventory reduction program as well as weak factory output led to a $20 billion decline in inventory growth. Investment for housing and producers' durable equipment expanded, however, and mitigated some of the impact of slower inventory depending on gross private domestic investment, Capital spending for nonresidential structures declined for the third consecutive quarter. The declining capital spending and the growing trade deficit continued to be significant and interrelated problems for the economy. Real capital spending for new plants and equipment during 1986 is expected to decline 2.5% after rising 8.7% in 1985 and 15.8% in 1984 (table 2). It is likely that capital expenditures bottomed out in the second quarter and that they will expand in the third and fourth quarters. The first-half decline was partially attributed to uncertainty arising from the pending tax- overhaul bill. Furthermore, there is little impetus for corporations to invest in new capacity since factories are operating at less than 80% of capacity (table 3) largely because of the continuing growth of imports. The growth rate of the trade deficit dropped sharply in the third quarter to less than half that of the previous quarter. Low oil prices, declining auto- mobile and steel imports, and increased exports of agricultural goods contributed to this decline. The continued low growth of the economy caused the Federal Reserve System to reduce the discount rate for the fourth time this year (in late August), drop ping it to 5,596, the lowest level in about 9 years. Inflation, as measured by the fixed- weighted GNP price Index, continues to remain low, but rose from the revised second-quarter level of 1.7% to 2.596, mostly because of rising food costs.

When the word "gas"' is mentioned in connection with mining almost invariably it is inferred that the explosive gas, methane, is in mind and that the reference is to coal mining. Although methane is likely to occur in any coal mine the metal mines of the world contain by far a greater variety of gases than do the coal mines. Often the gases in metal mines are as dangerous as the gases likely to be found in coal mines, and sometimes are even more deadly. A coal mine is more likely to contain methane than a metal mine. In rare instances it may contain high percentages of nitrogen or carbon dioxide or it may be deficient in oxygen where the air is confined in a blind end or in a sealed region. Much more rarely relatively small percentages of ethane or other hydrocarbons with an odor of ether, gasoline, or kerosene, or minute percentages of hydrogen sulphide are found in a coal mine. During a coal-mine fire or explosion carbon monoxide content is likely to be high (4 per cent or more), and if the coal contains much sulphur the high fumes may contain some sulphur dioxide.

"Long term contracts requiring delivery of 6,000,000 pounds of U308 per year to its customers have made it necessary for Denison Mines to expand its milling capacity from 7,100 tons per day to 15,000 tons per day.Previous papers (1) and (2) described the old leaching and product recovery practice. The flowsheet briefly includes a crushing and grinding circuit, sulphuric acid leaching in a Pachuca plant, liquid-solid separation with wash thickeners and two-stage drum filtration, concentration and purification by moving bed ion exchange followed by two-stage precipitation to produce an ammonia yellowcake.No. 1 Shaft ore, about 4,000 tons per day, will be processed through the truck dump into the old crushing and grinding plant and through the old leaching plant. Ore from Stanrock (No. 3 shaft) will be hauled by truck and also processed through the truck dump as No. 1 shaft ore. Beginning in 1982, ore production from Stanrock will gradually increase until 1985 when some 3,000 tons per day will be milled from the source.A new 8,000 ton per day circuit was designed and constructed to increase the milling capacity to 15,000 tons per day. The new circuit is separate from the old one except that it coins together for the precipitation and tailings neutralization sections of the plant. The feed to the new plant will be from No. 2 shaft.The flowsheet is much the same as the old plant with the exception of the grinding circuit and the ion exchange plant. A semi-autogenous grinding (SAG) plant, unique in the Elliot Lake area, has been installed rather than the conventional crushing and grinding plant; the ion exchange plant is the stationery bed type.This paper describes the major equipment installed for the expanded grinding and hydrometallurgical plant."

In July, 1918, the attention of the Secretary of the Interior WItS called to the rapidly increasing cost of producing gold and the declining output of that metal in the United States. Realizing the importance of the gold-mining industry, the Secretary appointed a. committee, consisting of Hennen .Iennings, chairman, J. H. Mackenzie, and Charles Janin, of the Bureau of Mines, and H. D. Me- Caskey and F. L. Ransome, of the United States Geological Survey, to,make a thorough study of the gold-mining situation in the United States. The study was to cover the increased cost of recovery and the decreased output of gold, and to consider the different measures that had been proposed to relieve the industry and stimulate production. This report embodies the results of the investigation and study made by the committee. The report presents statistical data compiled from various sources, showing the production of gold in the United States and other countries, with comparative figures for coal, iron, and other mineral products, and describes the sources and distribution of gold output in the United States. It discusses the relation of gold' production to finance and credit, the causes for the decline in gold output, and measures for the relief of the industry. The Interior Department publishes this report in the belief that the widest publicity possible should be given the findings of the committee in order that attention may be directed to the serious conditions revealed therein, and in the hope that wide discussion of the subject may result in some action being taken that will aid in upholding the gold standard ,and the gold industry.

The authors developed the TBM Excavation Control System (the TBM Navigator), in order to realize the advanced observational construction. During the excavation using this system, the rock strength value is immediately calculated from the TBM driving data as an index of rock properties, and the drill energy coefficient is also calculated from the drill logging data that is carried out using the probe hole ahead of the tunnel face. In this study, a new, geostatistical simulation-based method is proposed for the automatic prediction of the rock properties ahead of the tunnel face with good precision, using both the drill logging data and the TBM driving data. The applicability of this method is validated through the prediction at the actual tunnel excavation that passes through the faults. Les auteurs ont mis au point un Système de Contrôle de forage avec la machine à pleine section (Navigateur de la machine à pleine section), en vue de réaliser un système de surveillance plus efficace. Avec ce système, la résistance de la roche est immédiatement calculée, au cours du forage, à partir des données de conduite de la machine, comme indice des propriétés de la roche, et le coefficient d'énergie de la foreuse est également calculé à partir des données de log de forage collectées dans un trou de sonde foré dans le front de taille. Unter Einsatz dieses Systems wird die Gesteinsfestigkeit während der Ausschachtungsarbeiten unmittelbar aus den TBM Antriebsdaten als ein Index für die Gesteinseigenschaften berechnet. Gleichzeitig wird auch der Bohrenergiekoeffizient aus den Bohrlogdaten berechnet, die an Hand der Probebohrung am Stirnende des Tunnels erhalten wurden. In der vorliegenden Studie wurde ein neuartiges, auf geostatistischen Methoden basierendes Verfahren für die automatische und angemessen genaue Vorhersage der Gesteinseigenschaften am Stirnende des Tunnels vorgeschlagen, für das sowohl die Bohrlogdaten als auch die TBM Antriebsdaten verwendet werden. Much has been said and written about the need to reduce South Africa's dependence on gold. To compensate for the decline in the country's foreign-exchange earnings resulting from the phasing out of gold, which must inevitably occur at some future date, a far higher priority will have to be placed on the mining, beneficiation, and export of the 59 other mineral commodities produced in South Africa. The basic strategy of the mining and metallurgical industries should be to move from the traditional approach of establishing a resource base to the establishment of a market base; to turn from production orientation to market orientation; and to rely less on exploration and economies of scale and more on process innovation and product development. The enthusiasm, entrepreneurial spirit, and commitment of the leaders in the mining and metallurgical industry will clearly be of decisive importance in the establishment of new industries for the beneficiation and export of added-value mineral-based products. The State can make a significant contribution by the provision of a welldeveloped and efficient infrastructure, including rail and harbour facilities, communications and health services, roads, and of electricity and water supplies. In our search for a new development strategy for the beneficiation and export of South Africa's minerals, we need to recognize that no one nation has all the mineralresources that it needs. Commercial and strategic manipulation of mineral supplies should no longer be tolerated. The future of the human species lies in international cooperation and in a greater understanding of the limitations of the world we live in.

The Black Hills Mineral Atlas briefly summarizes all important data available on the mines and mineral deposits in the Black Hills that have been explored, developed, mined, or located. The purpose of the atlas is threefold; First, from available data the general potentialities of the Black Hills region can be determined, although it is not possible to calculate actual ore reserves; second, it will provide the necessary basic information regarding a given property or commodity for further detailed study; and third, the compilation is a comprehensive directory of Black Hills deposits.

A wide range of minerals is found within the Republic of South Africa, many of which are exploited to a greater extent than in similar deposits found elsewhere. It is often asked whether this is atributed to the high grade of the ores encountered in this country, or whether such factors as fiscal and Infrastructural incentives create an economic climate that has en bled the mining industry to successfully extract and market minerals at a profit. This paper views South Africa's mineral resources in a regional and global context In an attempt to place the country's geological wealth in perspective. In the stretch-bend or bending-under-tension test, a strip is rigidly clamped and restrained at each end and bent by central transverse loading using a radiused punch: The strip deflection at failure has been used as a measure of formability for high-strength low-alloy (HSLA) steels by other investigators. In this work, a detailed study is made of strains developing during stretch bending of an 80,000-lbf/ in 2 (552 MPa) yield stress steel using different punch radii. It is shown that toward the end of the process, the bending strains at both the inner and outer surfaces are tensile and suddenly increase at a rapid and approximately equal rate. The strain ratio in the failure region departs significantly from plane strain , even using a large width-to-thickness ratio of about 10. The effective fracture strains appear to be independent of bend ratio (punch radius/thickness) and significantly below the fracture s train in simple tension. Metallographic and tensile data were obtained for the subject material and, for one bend ratio, the effects on stretch-bend parameters of annealing both on this material and a. carbon steel were compared.

Platinum and its allied metals osmium, iridium, rhodium , palladium, and ruthenium are the most costly of the better-known metals and combine properties that make them unique among the elements . For a number of isolated uses substitutes have been found which are cheaper and quite as satisfactory ; but none will replace platinum in many of its varied uses , and there is a large and growing demand for purposes for which no economical substitutes are known . As this paper is being written the supply of platinum tends further to increase as a result of the exploitation of newly developed resources and the expansion of production from older sources . In obedience to economic law prices have declined steadily . Buyers , always reluctant to commit themselves on a falling market , have maintained a waiting attitude , and consumption trends are not clearly indicated . Should platinum again approach the price of gold , the natural tendency would be to use more of the metal . In recent years , however , the industrial and scientific uses of platinum have become subordinate to its consumption in jewelry . In matters of personal adornment the popular whim and not practical utility is the dominant factor in demand , and it does not follow that lowered prices will stimulate demand . The substitution of white gold and certain plated goods for platinum may be checked by cheaper platinum , but a fickle public that turned from gold to platinum when platinum became the more costly metal can not with certainty be expected to buy more platinum jewelry because more of the metal than formerly may now be had for the same price . The dearth of platinum during and for some years after the World War had a profound effect upon prices , and this in turn wrought important changes in the field of consumption . When prices advanced the chemical industry, formerly the leading consumer of platinum, was forced to economize in its consumption of the metal and to substitute other metals whenever it could . Somewhat similar conditions resulted in the electrical industry and in the use of platinum in dentistry . Some of these former outlets are permanently closed , and others may be reopened now that platinum prices have receded to pre-war levels , but despite the general expansion of industrial and scientific activity since 1913 the demand for platinum outside the jewelry trade has suffered a net decline . Since the metallurgy of platinum is relatively simple the reason for its high price is its relative scarcity in the earth's crust . An interesting speculation set forth by certain geologists attributes the extraordinarily high density of the interior of the earth in part to the presence of iron alloyed with substantial amounts of platinum and other related metals . In support of this hypothesis it may be said that platinum is often found in meteorites , and known deposits in the earth's crust are all of deep - seated origin . However , even if there were a high concentration of platinum in the interior of the earth it would be next to impossible at the present state of our knowledge to make it available , and the world would continue to depend for its supply on deposits found within minable depths below the surface . For many years before 1914 the world obtained its supply of platinum metals primarily from Russia , which before the war produced as much as 300,000 troy ounces in a year , or approximately 95 per cent of the world output . Despite fluctuations due to internal political disturbances Colombia managed to account for 3 to 4 per cent , leaving the rest of the world to furnish the remaining 1 to 2 per cent .

"Auriferous quartz veins occupy zones of dilation. Foldgenerated dilation zones are systematically distributed and are dependent upon the folding mechanism. Comparison of natural and theoretical folds indicates that different mechanisms operated in the Halifax and Goldenville formations.In the slates of the Halifax Formation, the folds are of similar type and internal strain is most intense in the limbs. This internal strain is probably accommodated with little or no dilation.In the meta-sandstone and slates of the Goldenville Formation, a combined flexural and tangential longitudinal strain mechanism, modified by pure strain, produced the folds. Tension fissures produced by this mechanism are: (a) saddle 1'eef veins in slate horizons, (b) veins normal to bedding in meta-sandstone layers in the fold hinges,(c) veins along faults in the cores of tight fold hinges and (d) zones of en- échelon veins in slate honzons in the limbs of folds. Because veins in fold hinges (a, b and c above) account for most of the gold production in the Meguma Group, other factors controlling the distribution and size of these veins are summarized below.1. The size of saddle reef veins is controlled by the curvature of the fold hinge. Thus, a Curvature Index greater than 600 degrees indicates a promising prospect, where"

The Bureau of Mines is conducting investigations to determine how fuels belonging to or for the use of the United States Govern- ment can be utilized with greater efficiency. As a result of these investigations a number of reports have been published, each report treating of one phase of fuel utilization. A list of these publications is given at the end of this bulletin. The efficient utilization of coal depends on the correct design of furnaces and on their proper operation. To attain both of these conditions a knowledge of the fundamental principles of combus- tion is necessary. Therefore, the study of the combustion of coal in industrial furnaces has been made a part of the bureau's fuel in- vestigations. The desirability of investigating the fundamental principles of combustion was suggested by the study of a large number of steam- ing tests made by the fuel-testing division on coals from all of the more important fields in the United States. The results of these tests have been published in Bulletin 325 of the United States Geological Survey and in Bulletin 23 of the Bureau of Mines. As a result of that study a plan to investigate the combustion of coal in a special apparatus in which all conditions could be controlled was presented to the National Advisory Board for Fuels and Struc- tural Materials at its meeting of April 10 and 11, 1906. The plan received the approval of the board, and since the establishment of the experiment station of the Bureau of Mines at Pittsburgh the investigation of the combustion of coal has been carried on intermit- tently. The history of these investigations is given in Technical Paper 63.

THE Bureau of the Mint of the United States Treasury maintains 13 offices for the purchase of gold-bullion, and this paper describes an investigation to establish the reasonable differences in the assay-results at the various institutions which may be commercially allowable in the settlements between them. Beginning with the comparative assay of proof-gold at the Philadelphia mint and the Utrecht mint, which shows 0.00002 as the closest agreement now possible, eight tables of comparative results, taken from the regular work of the service, are given. These tables begin with very fine gold, produced in an electrolytic refinery, showing close agreement. in the assay-results, and follow through decreasing gold fineness and . increasing amounts and complexity of base metals to very impure and complex bars produced at cyanide-mills, some of which give widely-varying results. Next is given a series of results on samples, prepared and sent out to various laboratories in the service, to test the influence of different metals and various combinations upon the' agreement of the assay-results; 11 samples were sent out and each one was assayed from 44 to 71 times, making a total of 623 assays. To these are added 107 assays of identical samples of coin-gold. On a previous occasion,' I have endeavored to show the degree of accuracy that may be expected in the ordinary everyday analysis of various materials, and on another occasion2 I

"INTRODUCTION Review of Previous Work Many investigators and certain commercial interests have recognized that the briquetting process is a practical method to convert much of what is now considered undesirable fuel into a usable form of domestic fuel.The art of improving the form of solid fuels is ancient, as early records indicate that the Chinese employed crude hand briquetting of combustible materials long before coal was known in Europe and America.According to Franke, 4/ the earliest description of a briquetting proce¬dure employed in the Occident is contained in an English patent dated in 1773. Following this in rapid sequence, many methods and procedures wore developed in this country and in Europe. Stillman/ states that the first attempt to briquet coal in the United States was made by Loiseau 6/ at Fort Richmond Piers, Philadelphia, in 1872. The American briquetting processes outlined by Stillman comprise an imposing compilation of successes and partial and outright failures."

Pre-cambrian scheelite deposits in Northeastern Brazil are widespread in a high grade metamorphic terrain. Previously these deposits had been interpreted as contact-metasomatic. In this paper, a volcanigenic model is invoked based on the volcanic setting (proximal to distal) and the absence of associated felsic intrusives and spatially associated metasomatic skarns. The tungsten was introduced into sediments by volcanic- exhalative processes and subsequently remobilized and further concentrated by heat and metamorphis fluids associated with high-grade metamorphism and migmitization. An alternative syngenetic - diagenetic model is discussed which requires the transport of tungsten by heteropoly acids and deposition of the tungsten as a function of Eh and Ph conditions and different clastic depositional environments. While such stratabound tungsten deposits are considered rare in North America, the hypotheses developed in this paper may open new areas for exploration.

On the trial of any such cause, the possession or possessory right of the plaintiff shall be considered as extending to the boundaries embraced by the claim of such plaintiff, so as to enable him to have and maintain any action as aforesaid, without being compelled to prove an actual inclosure; provided, that such "claim" shall not exceed in any case one hundred and sixty acres of land. SEC. 3. Every such claim, to entitle the holder to maintain any action as aforesaid, shall be marked out, so that the boundaries thereof may be readily traced, and the extent of such "claim" easily known, and no person shall be entitled to maintain any such action for possession of, or injury to, any claim, unless he occupy the same, or shall have made improvements thereon to the value of $100. SEC. 4. A neglect to occupy or cultivate such "claim," for the period of three months, shall be considered such an abandonment as to preclude the claimant from maintaining any action as hereinbefore mentioned. Sec. 5. Any person or persons claiming the right of possession to land under this act shall have the right to defend said possession and the claim thereto, and all the rights and privileges given them by this act.
