Introduction The relationship between precious metal miners and gold refiners has been uneasy over the years. Reasons for this uneasiness and lack of trust include technical factors, economics of scale, and cultural differences. Technical factors take two forms. First, concentrates, precipitates, and sponge produced at the mine site are notoriously difficult to sample. A nonrepresentative sample can be the cause of misunderstanding and distrust. Dote, however, is relatively homogeneous and can be correctly sampled and analyzed with greater reliability. Second, the technology and chemistry of fine gold and silver production is complex and quite different from dote production. Most mining companies are content not to be involved with additional processing steps. From the standpoint of process economies, it is easy to see why miners and refiners are separate groups. Mine location is dictated by the natural occurrence of ore bodies. Heavy capital investment requirements for infrastructure in remote locations usually limits companies to produce the first marketable product from a mine. Beyond that point, the economies of scale and large capital investments for refineries generally dictate that the outputs of several mines be combined to feed a single refinery. The refin¬ing process is so complex that refineries are generally built in larger cities with a skilled labor pool. Therefore, only the largest mines can afford to refine their own output. Lastly, there are cultural differences between the miner and the refiner. The miner, particularly the small gold miner, is by definition a risk taker in a risky business. Refineries, on the other hand, have historically been operated under legal or implied monopolies approved by the government. The government is interested in owning gold, either for currency reasons or because many national mints are major users of gold coins. It is not surprising, then, to find that miners may regard refiners as part of an unresponsive government bureaucracy or, worse, as "city slickers." It is easy for the two groups to distrust each other with these different backgrounds. The interface between miner and refiner does exist and affects nearly all precious metal mining companies and most refineries. This paper discusses the technical and economic aspects of the interface. It points out how both parties can improve the relationship. Technical interface Precious metals selectively dissolve to produce a pregnant solution. They are then recovered from solution by zinc precipitation (Merrill-Crowe process) or by absorption onto activated carbon. This is followed by stripping and electrowinning. At this point, the mining company must decide whether to ship precipitates (or sponge) to refiners or to produce a dote. Some factors the company must consider are the ability to sample precipitates, concentrates or sponge, security of storage, and production rates. An important factor is the incremental cost (capital and operating) of converting precipitates or sponge into dote at the mine. Generally, mines prefer to melt precipitates or sponge to dote to avoid prob¬lems associated with sampling them. There are three types of fur¬naces used by mining operators to melt precipitates to dote. The first and most widely used is a sil¬icon carbide crucible heated ex¬ternally with a gaseous liquid fuel. The crucible is easy to use and slag can be skimmed before pouring dote. This simple system is capable of handling 1 t/a (32,000 oz per year) gold. It could cost as little as $20,000. More complex systems could cost up to $200,000. The second type of furnace is the gas- or propane-fired rever¬beratory furnace. This is usually used only by large-scale opera¬tors in the silver business. Precip¬itates in reverberatory furnaces come in direct contact with the flame. The large volumes of flue gas can carry significant amounts of dust and fume that must be re¬moved from the gas before dis¬charging it to the atmosphere. In the days when the Rand re¬finery in South Africa used reverberatory furnaces, the silver leaving the furnace in the form of vapor and fume was estimated at 2.2% of the total silver charged to the furnace. The gold in the gases was about 0.03% of the gold charged. Most of this silver and gold was recovered in the exhaust gas scrubber system. These scrub¬ber systems can be more costly than the furnace itself.

"The Stockman base metals project is situated in State Forest in the alpine area of East Gippsland, Victoria, adjacent to a National Park and within the headwaters of a major Ramsar-listed wetland catchment and the Murray-Darling River system. Site topography is steep, and elevated (650 m – 1200 m above sea level), and subject to circa 1 m annual rainfall, with occasional winter snowfall. The project consists of two volcanogenic massive sulfide (VMS) deposits to be mined by underground methods and treated in a 1.0 Mt/a central concentrator to produce copper and zinc concentrates for export over a ten year operational life. New resource projects are rare in Victoria. Recognising the sensitive setting, planning for the Stockman Project, which is now in the advanced permitting stage, has focused on balancing economic, environmental and social outcomes to ensure social licence to operate is secured and can be maintained. This has involved close attention to triple bottom line (TBL) risks and outcomes. Stockman has successfully gained State and Federal approvals via the Environmental Effects Statement process. The process of obtaining these approvals has required close attention to effective stakeholder involvement, and management of a lengthy and difficult approvals process, which is still to be finally concluded. This paper is a case study of the process of that permitting and the issues encountered to date. Key learnings from the experience have included: successful approvals require close attention to much more than just the project and its technical aspects and physical setting – effective stakeholder involvement and endorsement is critical the differing consultation requirements for local, regional and government stakeholders, to design and plan implementation of a project to meet TBL objectives, and to gain social licence to operate within the Victorian approvals process, the need for an effective lead government agency with policy authority dealing with material policy change requiring post-closure financial sureties estimating realistic permitting time and cost during the project evaluation phase. Twin-roll casting is an integrated casting and rolling process that involves the continuous solidification of a melt and the plastic deformation of the solidified metal between two rotating rolls. Computer modeling is a valuable tool to help engineers understand the metallurgical process during twin-roll casting. However, commercially available software can only model either the fluid flow/heat transfer of the melt or the plastic deformation of the solid, but not both. In this study, an object-oriented finite element program was developed to simulate the steady-state fluid flow, solidification and plastic deformation of an A7,31 magnesium alloy in a horizontal twin-roll caster. The melt, the mush zone and the solid were treated as a generalized Newtonian flow in an Eulerian reference frame and different constitutive equations were employed to describe the material behaviours. The effect of operational parameters on the solidification process was discussed based on the simulation results.

Blind areas around construction equipment are a major contributing factor in incidents involving a piece of equipment striking a worker. In highway construction, these types of incidents result in an average of 22 deaths a year in the United States. The Spokane Research Laboratory of the National Institute for Occupational Safety and Health, in cooperation with the Washington State Department of Transportation, is evaluating methods to decrease these incidents. One such method uses devices that assist equipment operators in monitoring blind areas around the equipment to prevent collisions with workers or other objects. Several camera and sensor systems are available for this application. These systems were evaluated on various trucks used in road construction and maintenance. Tests were conducted on sanding trucks during the winter months, which allowed researchers to investigate the effectiveness and limitations of various technologies under the most extreme conditions. Tests were also conducted on dump trucks and utility vehicles during the warmer months to study the effectiveness of the systems in highway work zones. Results showed that many difficulties arise when using camera and sensor systems in cold, snowy climates. And, while the operation of these systems is more reliable during the warmer months, challenges still exist in using them on equipment in congested work areas.

A panel cave using LHDs for ore extraction came into production at Premier in 1990 at a depth of 630 metres below surface on the western side of the mine in the BA5 mining block. A post-undercut mining sequence was used with all development on both the undercut and production levels completed prior to the undercut being advanced over the pre-developed drawbells. Support and rock mass damage on the production level was extensive as the undercut moved overhead. Undercutting and coarse fragmentation created problems. The mining sequence was changed to an advance undercut with the minimum of development and support undertaken on the production level prior to the undercut moving overhead. Only once the abutment stresses had stabilised were drawbells developed and final support installed. The height of the undercut drill design was decreased from 18 to 13 metres. The changes resulted in markedly less rock mass and support damage on the production level. Lessons learned in the BA5 mining block on the 630 level were incorporated into planning and scheduling the BB1E mining block which came into production on the 732 metre level on the eastern side of the mine in 1996. An advance undercut mining sequence was planned, undercut height was minimised and undercutting parameters were optimised in terms of the BA5 experience. Numerous problems still occurred. As the undercut area increased in size severe spalling from the cave back resulted in vertical propagation of the cave to a height of 30 metres instead of the planned 13 metres. The resultant coarse fragmentation created secondary blasting problems and an excess of undercut ore that had to be loaded and trammed, slowed the rate of undercut advance. The planned mining sequence was compromised and considerable support and rock mass damage resulted on the production level below. Once these problems had been overcome the undercut advanced at the planned rate and continuous caving initiated at the predicted hydraulic radius. At a later stage the unexpected ingress of water hampered undercut drilling and slowed the rate of undercut advance in a section of the cave. Leads and lags between adjacent tunnels and the overall face shape could not be developed as planned. The rate of natural horizontal cave propagation exceeded the rate of undercut advance and three undercut drilling tunnels were extensively damaged. More tunnel development on the production level prior to undercutting than was planned resulted. The slow advance of the undercut and high abutment stresses caused extensive damage to installed support and the rock mass on the production level, 15 metres below. Experience in the BB1E mining block on the 732 metre level has taught that an advance undercut mining sequence reduces damage on the production level markedly. Extremely tight control on the rate of undercut advance, leads and lags between adjacent tunnels and overall undercut face shape as well as extraction ratio, tunnel development and support sequence on the production level below is required. Premier Mine plans to implement a block cave at a depth in excess of 1000 metres within the next decade. All the experience gained on current mining levels together with data collection and numerical modeling is being used to plan the proposed mining operation. The geotechnical challenge of mining at this depth in weak rock has been identified as the greatest risk to the project. Challenges centre around adopting the correct mining sequence, limiting the extent of rock mass damage associated with undercutting and effective support. The hydraulic radius needed to initiate caving, fragmentation, drawpoint spacing, secondary blasting and the possibility of seismicity are geotechnical concerns that are being addressed. Results to-date suggest that a pre-undercut mining sequence with all development and support on the production level carried out only after the undercut abutment stresses have passed overhead will have to be implemented.

High-grade ore found in a shaft pillar at the Homestake Mine prompted a request for a Bureau of Mines study to determine if selected areas of the shaft pillar could be mined without jeopardizing the shaft. The design approach was to perform a finite-element study of the shaft pillar. Plan view and vertical sections were developed using two-dimensional, elastic, plane strain assumptions. Input into the model consisted of in situ stress measurements geologic mapping rock mass properties, and previous mining history. Results from the study indicated that ore-beating sections of the shaft pillar could be removed within the displacement tolerances acceptable for the shaft. Homestake engineers, using the results of the finite-element study and considering other factors, have designed and are beginning to mine the shaft pillar.

A large scale blast damage project was carried out over the past two years at INCO Ltd Manitoba Division co-funded by the Canada/Manitoba Mineral Development Agreement. The experiment was conducted at the T-3 Mine in two mining stopes with an experimental drift developed in the hanging-wall for the installation of monitoring instrumentation. The objective was to observe and subsequently to reduce ore dilution by monitoring the performance of blasts, the hanging wall movement, as well as the cavity of the open stopes.

The 21st Annual American Mining Hall of Fame Awards Banquet sponsored by the Mining Foundation of the Southwest will be held at the Sheraton Tucson Hotel in Tucson, AZ on Saturday, Dec. 6, 2003. This year’s inductee, guest of honor and featured speaker at the banquet will be Thomas J. O’Neil, recently retired president and chief operating officer of Cleveland Cliffs Mining. Prior to Cliffs, O’Neil spent 10 years with Cyprus Minerals. He was also professor and head of the Department of Mining and Geological Engineering at the University of Arizona. As representatives of mining heritage, the Hall of Fame will induct James Boyd and Thomas F. Walsh. Walsh discovered a rich gold telluride vein in Ouray, CO, which became the Camp Bird gold mine. Boyd was a former director of the U.S. Bureau of Mines, vice president of Kennecott Copper and later president of Copper Range.

A large number of experiments have been carried out by many workers on the recrystallization of deformed and subsequently annealed metals and alloys. Although observations on single crystals are of great importance in the study of the recrystallization textures of deformed and annealed metals, very little of this work deals with material in this form.Since, in deformed metals, the stress concentration is greatest at the grain boundaries and along the planes of slipping, it is to be expected that recrystallization will start in these regions. For example, in polycrystalline aluminium (1),:1: (2), copper (3), a-iron (4) and brass (5), (6), which had been deformed by cold-rolling, drawing, pressing or stretching and then annealed, the new grains first appeared in the boundaries of the original crystals, whilst in the case of cupronickel (7) and iron (8), recrystallization commenced along the slip planes of the deformed material. THE flotation plant at Mount Lyell was erected, primarily, for the treatment of ore from the Lyell Comstock mine. These workings are situated over a mile in a direct line north of the North Mount Lyell mine, and are connected with the Reduction Work at Queenstown by a 2-ft. gauge steel tramway via the Queen River valley a distance of 7 miles. The property was purchased from the Mount Lyell Comstock Copper Co. After the disastrous fire in the North Mount Lyell mine in October, 1912, steps were immediately taken to make Lyell Comstock ore available for treatment, in order to relieve distress caused by any prolonged stoppage of work, and subsequently 13,032 tons of ore, averaging 3.38 %copper, 0.28 oz. silver, and 0.034 oz. gold; were smelted. When operations were resumed at the North Mount Lyell mine, it was evident that there was no economic advantage in smelting Lyell Comstock ore as compared with the higher value North Mount Lyell ore, which was also a better flux for the Mount Lyell pyrites, and that the future of the Lyell Comstock ore depended upon cheap mining and successful concentration of the ore. Therefore, extensive trenching and diamond-drilling was carried out, and a sufficiently large quantity of ore proved available for cheap extraction by open-cut methods. At the same time bulk tests by flotation were carried out at the Minerals Separation testing plant in Melbourne on different classes of ore from the Mount Lyell Comstock mine proper, followed by laboratory tests at Queenstown on all classes of ore available. All these tests demonstrated that the ore was amenable to the process, provided that it was ground finely enough. During the past few years, the Pittsburgh Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) examined and characterized conditions at a majority of the underground stone mines in the United States. Observations at these mines revealed a limited degree of roof monitoring beyond visual inspection and sounding. When monitors are used, they typically require the miner to measure movement at the roof. If conditions are unstable, the mine rmay be in a hazardous situation while recording data. Based on this scenario, researchers surmised that a simple, inexpensive monitor with the capability of recording data at a distance from the mine roof would be a safer way to gain the information. Additionally, more widespread use of monitors could potentially lead to better understanding of roof movement in general. A monitor to meet this need was designed, tested, and subsequently improved as experience was gained in its’ use at a number of underground stone mines. The Roof Monitoring Safety System (RMSS) can provide an initial indication of movement in roof beams. By understanding and measuring roof movement in underground mines, the potential for injuries and fatalities to mine workers from falls of ground can be reduced. Also, officials at a mine with a history of data are better prepared to make a decision on remedial actions in the event of ground falls. This paper will outline the evolution of the RMSS and how it can be used in a comprehensive proactive ground control safety program. Also included is a case history describing how the RMSS was used in an evaluation of the effectiveness of a mechanical impact scaling machine at an operating limestone mine.

Pre-support measures for urban tunneling have seen a substantial development in the recent past. Ground improvement techniques, pipe-arch and spiling methods now allow for non-disruptive tunneling at very shallow depths under sensitive structures, rail tracks and roadways. The paper presents experience gained on national and international projects built over the past decade that represent case histories and therefore may be used as guidance for the development of similar solutions for future tunneling projects at shallow depths. Reference projects include tunnels for the Washington, DC Metro, London Underground, Dulles Inter-national Airport, Busway tunnels in Boston and the Ft. Canning Tunnel in Singapore.

In November, 1932, an investigation of silicosis was undertaken at the, McIntyre Porcupine Mine, Schumacher, Ont., atfer a discussion of the problem with Sir Frederick Banting and his, staff. As a result it was decided to carry on dusting experiments with animals at the mine in a manner that would duplicate as far as possible actual industrial conditions.At that time 50, guinea pigs were placed in the crusher nouse tunnel of the mill where a considerable quantity of fine dust, containing approximately 35 per cent., of free silica, was being constantly produced. These animals lived in this atmosphere for periods up to one year, and, while on autopsy large amounts of dust were found in the lungs, not a single case of silicosis had developed. These negative results suggested, among other things, that the mine gases might be a predisposing factor in the production of silicosis, and the results of this investigation led us to undertake the study of the hydrogen-ion concentration of the condensate of the atmosphere, both in the mine and in various sections of the mill.The C02 combining power of blood serum on a series of 400 miners was also studied at this time. While these results were inconclusive, the variation in the hydrogen-ion concentration of the condensate between the surface and underground atmospheres encouraged us to investigate the effect of neutral, weak acid and alkaline solutions on the solubility of silicious materials. Gye and Purdy were the first to point out that the chemical reaction and not the physical presence of silicious material was responsible for the production of the fibrosis in silicosis. This work was investigated by Gardner and Cummings who showed that the tissue reaction to quartz was definitely proportional to the size of the particle. They found that 1-3 micron particles of quartz produced an acute proliferative fibrotic response while the 10-12 micron particles produced only a foreign body reaction up to a period of three years. It is accepted that the dangerous silica particles retained by the lung are under 5 microns in diameter. We assumed that if the solubility of the silicious material retained in the lung could be reduced sufficiently by the addition of some non-toxic element or compound the usual fibrotic respohse would be modified. We found that the addition of certain compounds to silica would reduce its solubility in the beaker to a slight extent. But these compounds, when mixed with quartz...

Unfortunately from 1991 through 1995, 44 miners were fatally injured in the stone industry. Of these 12 occurred at underground mines from a total work force of less than 2,000 miners. Nine of these 12 miners were fatally injured in falls of roof or rib. A safer environment for the miners can be achieved by evaluating the nature of the hazardous ground and by developing more efficient and effective ground control strategies. Roof and rib conditions in the underground stone industry were observed and assessed at 33 mines in Illinois, Indiana, Kentucky, Maryland, Missouri, Pennsylvania, and West Virginia [(Figure 1)]. Hazard assessment indicated that those ground failures occurring under moderate to substantial overburden (> 30 m [l00 ft]) were caused by stress concentrations and geologic structures. Ground failures near the surface are caused by solution (water) processes. Selection of the mining horizon and mine layout decisions tremendously influence ground stability.

This paper discusses the Installation of a Vibwall for the Cardiff Bay Barrage Project Wales, UK, by Kvaerner Cementation Foundations. Only the second use of the technique in the UK the wall was successfully placed to a depth in excess of 20 metres, in unique and challenging conditions. The installation of the Vibwall was a technical success, but not a financial one. The use of the technique was at its "limits" and this paper recommends some of the controls essential in the carrying out of such work in the future.

The Kalgoorlie Tailings Retreatment Project (or "Kaltails") involves the reclamation and retreatment of approximately 50 million tonnes of gold tailing situated on the Golden Mile at Kalgoorlie, Western Australia. Tailing is reclaimed and retreated at the rate of 42 million tonnes per annum. The project is a Joint Venture between Poseidon Limited and Gold Corporation, with Poseidon being the major participant (90%) and manager of the operation through its wholly owned subsidiary Kaltails Mining Services Pty Ltd. The marginal nature of the tailing retreatment project dictated that a detailed feasibility study be undertaken. Extensive sampling and metallurgical testing of the tailing permitted the development of an optimum economic processing route. A sensitivity analysis undertaken as part of the feasibility study indicated the project to be very sensitive to gold price and unit operating cost variations, and relatively insensitive to capital cost variations.

I WAS asked by the chairman of one of the Sessions on Employment Problems to talk about the viewpoint of the foreign workingman. I am not a workingman. I have never done what a work-hand might call an honest day's labor; that is, I have never been in a factory or manufacturing plant or in a mine, though in truth, hard work and I are well acquainted. I was a soldier, am an engineer, have long been actively interested in the most important waterway construction in the near East, have served politics and diplomacy, written books and lectured at universities. My knowledge of the foreign workingman in this country comes from the fact that my own compatriots here at various times came to me and appealed for advice and help, and last year I was asked by the employment manager of a corporation to undertake a welfare job at one of their plants. I went out, saw the plant, talked with the superintendent and outlined certain of my ideas which he personally heartily approved, but which did not find favor with those higher up. I approach the subject of the foreign workman's point of view with the understanding that the industrial employer's effort is for the maximum of efficiency. I am conversant with labor conditions abroad both in industry and agriculture. What I have learned of industrial conditions in America as they affect the foreign immigrant has been chiefly gathered from the cases referred to of foreign workmen who from time to time have come to me with their troubles. In the course of those investigations, in order to give whatever help or advice was possible, I have been impressed with the fact that the great United States industries evidently had- pot yet sufficiently recognized the value of studying the conditions of the workingman in the lands of his origin across the seas. A careful study of that which could be called the moral element in connection with its foreign labor would give industry a knowledge of the man's reason for coming, what' grievances he brings with him, his hopes for a future, and the peculiar character of his capacities. The employer would thereby be enabled to meet the man, to be helpful to him, to aid him and at the same time promote industrial efficiency, inasmuch as a workman who believes that he is being dealt with humanly and squarely is contented and satisfied and will give willingly, and even with pride, the best that is in him; justice and a fair deal is all the man wants.

Worldwide, the major Manganese ores can be separated into three different types: ?Oxidized ores (MnO2): in Australia, Gabon, Brazil,?. ?Semi-oxidized ores (Mn2O3): in South-Africa, Australia,?. ?Carbonated ore (MnCO3): in Ghana, South Africa, Kazhakstan?. The other Manganese ores are less rich but can be used locally or in the neighbour countries (China, Ukraina, India?). Since the beginning of the 20th Century, Manganese has played a big role in the steel industry process average usage ratio: 9,5 kg/mt of steel). The recent grow-up of this industry has led to an increase of Manganese ores demand. In parallel, several companies have increased their Manganese ore producing capacity. In this presentation, we explain the link between the main Manganese ores characteristics and the key different factors for an effective and low cost Mn alloys production (HCFeMn and SiMn): ?Chemistry ?Size ?Reactivity Then we will point out the advantages of Comilog ore and Sintec ® usages in various Manganese alloy metallurgical process compared with the other main ores and with the local ores. Some advised formulations for the different kinds of furnaces and alloys will be also discussed.
