When originally accepting the assignment, the Client had described the property as vacant land. A prior appraisal was later discovered and revealed that the property included a mineral rights appraisal. Further research disclosed an old dispute with a court ruling based on testimony by AIMA-certified experts. The present appraisal was therefore based on data from findings of the court with a fresh look at discount rate, absorption period, and residual land value. Fortuitously, the property subsequently sold on the market, while meeting all criteria for Fair Market Value. This provided insight into a market-based discount rate. Also, the absorption period could be adjusted in accordance with the current market conditions. The residual land value was minimal (based on comparable sales and projecting trends in market) as the property was affected by a flood zone and the surrounding development was sparse. PROPERTY HISTORY: A GREAT INVESTMENT Briefly, the subject property is located in the floodplain region of the San Jacinto River, a short river in southeastern Texas that flows into Galveston Bay, filled with sand and gravel. This location is on the north side of Houston, north of Beltway 8 on the east side of I-59.

The transportation of solids by pipeline is not new. In 1891 a United States patent broadly covering a method of pumping coal with water was granted to W. C. Andrews. His pilot plant was constructed on what is now the site of the New- York Public Library in Manhattan. His process was applied to pumping coal mine waste back into the worked out portion of coal mines. On October 26, 1967, the world's first long distance iron ore slurry line was put into service by Savage River Mines. The commissioning of this 5.0 million dollar installation climaxed three years of development, testing, and construction and proved the Company's faith in pioneering' this unique transportation method for iron ore. This paper will discuss some of the more pertinent items in connection with that three-year period. Also to be discussed will be the operation of this line during the past eleven months.

Most of the future phosphate resources in Florida, which accounts for 70  percent of production in the United States, are contaminated with too much dolomite that is difficult to remove with existing industrial practices. The low-grade ore quality coupled with increased phosphate demand is of concern to the Florida phosphate industry. In order to resolve the dolomite issue, various beneficiation technologies were designed and evaluated, but none have been sufficiently successful [1].

THE production of soft coal from strip mines in the United States has shown a remarkable growth in the last sixteen years, increasing from one and one-quarter million tons in 1914 to approximately twenty-two million tons in 1929. This is a growth of approximately 1660 p& cent, as compared with a growth of approximately 20 per cent in the underground mines for the same period. But even with this marked in- crease the total tonnage produced by open-face mining represents only 4 per cent of the nation's soft coal tonnage.

Almost all the ore deposits of ferrous, non-ferrous and rare metals of Kazakstan, are exploiting by the open-cast method, are the complex-structural, multi-component ones. Their rational working requires precise organization of extracting works. In this connection it is necessary to set up the best intercommunications between drilling-blasting, excavating-loading and transport works. This requires the stable functioning of the quarry for dispatch of ore raw material of required quality with minimum of corresponding expenses. For this purpose, proceeding from the quarry’s ore output and the assumed parameters of the exploitation system, the first problem about rational arrangement of excavating-loading equipment in extracting faces is solved. By solving the problem the model with dynamic, adapting properties had been used. It was solved numerically by the method of statistical tests. By setting up the necessary link between type-sizes of excavating-loading and transport equipment, the minimum prime cost of loading and transportation of 1 ton of mining mass from the face to the receiving station was adopted as the criterion of optimality. Depending on the type of excavating-loading equipment, the efficiency function may be different. By using wheel loaders, their displacement between the faces is possible, therefore, the efficiency function of the problem may include expenses for their displacement. By using excavators like power shovel, the problem’s restrictions must exclude its displacement between the faces. The efficiency function consists of minimum expenses for loading, proceeding from set of volumes of extraction from the faces, satisfying required quality. The volumes of extraction from the faces, satisfying required quality of ore in output stream, are determined by the method of statistical tests. Sample range is given, proceeding from the restrictions for maximum productivity of the excavating-loading equipment. Volumes of extraction, not satisfying required quality, are cut off. The efficiency function meaning is then determined and minimized. Mineral property valuations to be used for Canadian securities regulatory purposes must comply with CIMVal1. The technical basis for a CIMVal report is the same as that required for a technical report that complies with NI 43-1012. NI 43-101 describes the content to be covered in a technical report, while also covering other requirements, one of which is that the report should be based on a property visit. CIMVal is based on five tenets that the valuator must follow: ? Materiality. ? Independence. ? Transparency. ? Competence. ? Reasonableness. Upon its adoption by CIM Council in 2003, it was hoped that the new CIMVal code would be adopted without change by the several Canadian regulators.

Scandium can be recovered from waste streams of other metallurgical processes such as red mud from the Bayer process and titanium dioxide acid waste. This is accomplished by an integrated process comprising leaching using acidic media, solvent extraction using organic solvents and stripping of Sc from the organic phase using NH4F solutions. The precipitation of scandium as (NH4)3ScF6 from NH4F strip liquors has been demonstrated at lab-scale with recoveries and purities greater than 98% and 98.3%, respectively. It is desired to assess the possibility of recovering the solvents for re-use in the process to improve its economy and environmental friendliness. Investigations have been conducted to recover alcohol by simple distillation from strip liquor-alcohol mixtures containing about 50 v/v% alcohol. The mixtures were obtained after anti-solvent precipitation of (NH4)3ScF6 using an alcohol to strip liquor volumetric ratio of 1:1. The starting strip liquor contained about 2000 mg/L scandium in 3 mol/L NH4F solution. In the recovery of methanol, the first distillate product collected had a purity of about 87 v/v% and this decreased slightly with time over two hours. The methanol distillate collected in the first 30 minutes with a purity of ca. 85 v/v% was re-used in anti-solvent crystallisation of (NH4)3ScF6 from the initial strip liquor, and the scandium recovery attained was about 98.6 w/w%, almost similar to that of 99.2 w/w% obtained using 100 v/v% methanol. For ethanol recovery, the first distillate product collected was approx. 84 v/v% pure and the distillate collected in the first 30 minutes with a purity of about 75 v/v% achieved a scandium recovery of about 97.2 w/w% in comparison to 98.5 w/w% obtained using 100 v/v% ethanol during anti-solvent crystallisation. The U.S. Bureau of Mines assessed mineral resources of the BLM Malheur-Jordan Resource Areas (MJRAs) in southeastern Oregon in 1993 and 1994. The study relied heavily on acquiring and analyzing existing data. In order to efficiently handle and analyze a large quantity of data, a minerals information management program, informally called MINFO, was developed as a frontend for three databases created to store basic information gathered during the minerals resource assessment. The MINFO program will also provide the BLM with a method of tracking and updating minerals information in the future because program modules in MINFO allow the addition of new data and the correction of errors, creation of print files, transfer of data to other database formats, exportation of data to other software packages, and creation of AutoCAD script files to be used in conjunction with AutoCAD to produce maps. The report specifically identifies significant past and present mineral exploration and development activities and possible areas of future mineral exploration and development. These areas are informally designated as areas of development interest or ADIs. The report contains a scenario of what mineral development might reasonably occur in the foreseeable future if the BLM does not substantially change its present resource management plan, and it shows the possible socioeconomic impacts of that development. The uncertainty of the political and economic situation makes it extremely challenging for the USBM to accurately predict a reasonably foreseeable development scenario. The reasonably foreseeable development (RFD) scenario developed by the USBM for the BLM indicates short-term RFD of minerals should have a negligible socioeconomic impact, and longer-term RFD of minerals should have a slight socioeconomic impact on the MJRAs. The mining industry is facing a rapidly changing business and regulatory environment in Oregon. Several signal changes have occurred recently, including State regulations that require significant bonding prior to the startup of "chemical process" mining, an initiative by a special interest group to stop all chemical process gold mining within the State, and an opinion by the Oregon Attorney General (AG) banning all forms of placer mining without exemption. In the AG opinion, not even gold panning is allowed, and the prohibition applies to mining claims on Federal lands. The State legislature may amend the statute to allow small scale placer mining to occur, as was allowed under an AG opinion issued in 1982. These and other changes occurring at the local, State, and National levels are making it more challenging for the mining industry to operate in the United States. Several epithermal gold properties in the MJRAs attracted the mining industry's interest. Only the Grassy Mountain Project of Newmont Grassy Mountain Corporation may be developed in the next few years. It is probable that at least two other properties will be developed if Grassy Mountain is successful. Mining companies are waiting to see the effect recently promulgated State mining regulations and more stringent proposed regulations, particularly bonding regulations, may have on Grassy Mountain. Resources of bentonite, diatomite, and zeolite are abundant. The almost Ubiquitous stone, sand and gravel, and semiprecious gemstone resources also were examined. Little environmental or socioeconomic impact is expected from reasonably foreseeable development of these mineral resources.

Rock mechanics engineers must provide ground support designs that ensure a safe underground working environment. Unexpected falls of ground are unacceptable while ground support systems must be adequate. Ground support must be economic for the area supported and the time frame the opening is in use. While numerical modeling can be used for ground support design, empirical models are still the common useful design tools. Empirical models are best developed and improved from local experiences although some models, such as Stability Graph (Potvin et al, 1992), are in extensive use by the Canadian mining industry. To determine the adequacy of ground support practices at HBMS, a database of 50 fall of ground case histories between 1985 and 2001 was compiled. For each failure, the recorded data included: location, rock type, rock mass conditions, opening and failure geometry, installed ground support and failure mechanism. An analysis of the database was done to obtain an understanding of failure frequency association with rock types, stope geometry and installed ground support, and to assess what support design changes were necessary. The paper describes changes made to ground support and mining practices during the last five years, and the formation of new ground support standards and practices which have been successful in reducing ground falls while providing improved, efficient and economical ground support.

In this work we have reviewed methods to classify corrosivity of ground waters. Weight loss and stress corrosion cracking (SCC) corrosion tests have been done for rebar and steel strand. No clear indication of SCC was found. The application of tensile stress to 85 % of yield strength increased general corrosion rate significantly in very corrosive waters. The effect of corrosion protection on the axial behavior of steel strands was determined by double pipe axial tests with different embedment lengths. The results showed a significant difference on behavior between epoxy-coated steel strands, galvanized steel strands and plain steel strand. Dans la présente étude, nous avons passé en revue des méthodes permettant de classifier la corrosivité des eaux souterraines. Des tests portant sur les pertes de poids et sur la corrosion FCC (la fissuration par corrosion sous contrainte) ont été effectués pour les barres d’armature et les torons. Aucune indication nette de FCC n’a été constatée. L’application d’une contrainte de traction allant jusqu’à 85 % de la limite d’élasticité a accru de manière significative la vitesse générale de corrosion dans les eaux très corrosives. L’effet de la protection contre la corrosion sur le comportement axial des torons en acier a été déterminé au moyen de tests axiaux à double tube avec des longueurs d’enrobage différentes. Les résultats ont mis en évidence une différence significative quant au comportement entre les torons en acier à revêtement époxy, les torons en acier galvanisés et les torons en acier standard. In dieser Arbeit haben wir Methoden geprüft, die korrosive Wirkung des Grundwassers einstufen. Gewichtsverlust- und SCC-Korrosionstests wurden für Stahlstäbe und Drahtlitzen durchgeführt. Es wurden keine sicheren Hinweise auf Spannungsrisskorrosionsbrüche gefunden. Bei Anwendung einer Dehnbelastung von 85 % der Streckspannung bzw.Ergebnisstärke stieg die allgemeine Korrosionsrate in stark korrosivem Wasser deutlich an. Die Wirkung des Korrosionschutzes bei axialem Verhalten von Stahldrahtlitzen wurde durch axiale Tests an Doppelleitungen unterschiedlicher Versenkungslänge determiniert. Die Ergebnisse zeigten im direkten Vergleich von epoxidbeschichteten, galvanisierten und normalen Stahldrahtlitzen beachtliche Unterschiede im Verhalten auf.

The tide has turned. Developments in China that have continued to unfold over the last four years or so have now reached a point where the supply market dynamics of certain industrial minerals have changed significantly. No more is this sea change better exemplified than by the supply market for magnesite, and in particular, its processed derivative grades of dead burned magnesia (DBM), caustic calcined magnesia (CCM), and fused magnesia (FM). But what has compounded the barrage of influencing factors impacting this sector, which include the widespread effects of energy and freight cost increases, has been rising demand from certain end use markets. Clearly, the magnesia market is experiencing bittersweet conditions. But those western producers which have monitored and responded to this market transformation, stand to taste success in the near and medium future. REVOLUTION IN WORLD SUPPLY STATUS In essence, while China, as host to a wealth of magnesite resources in Liaoning province, remains a huge producer of magnesia, its supply dominance on the global magnesia market has been considerably weakened. In future, it will mainly aim to supply domestic, and to some extent east Asian markets. Magnesia consumers outside China are now scrabbling for alternative, ?western? sources of supply. At the same time, magnesia producers outside China that weathered the storm of low cost Chinese DBM and FM imports flooding their regional markets for the last 20 years (and many did not), are busy investing in production capacity increases to meet not just demand from falling Chinese supply, but also demand from end use markets which is picking up. And it is not just a matter of expanding capacity of existing magnesia product lines. In the face of plentiful lower cost DBM and FM substitutes from China over the last couple of decades, many western magnesia producers started to switch their focus to the non-refractory markets (eg. environmental, specialities) which promised lucrative opportunities (and still do) and crucially, a lessening of sales revenue dependence on the DBM refractories market. Now we have the likes of Baymag (Canada), Bommag (Serbia/Turkey), and Kumas (Turkey) not only expanding capacities but seriously considering diversifying into DBM and FM production. Perhaps DSP (Israel), having ceased its famous high purity DBM activity as recently as 2005, might even reconsider a return to the ?other side?. But it?s not all DBM and FM. The CCM and specialities markets are also demanding a response, and so Baymag, DSP, Martin Marietta (USA), Premier Chemicals (USA), Qmag (Australia), MGR (Spain), and Magnifin (Austria) are also stepping up to the market on the non-refractory side. From most accounts, the situation with regard to Chinese supply has been described as one of turmoil, with prices rising, leading to improving opportunities for western producers. The majors are conducting huge expansion programmes, such as Qmag, Magnezit (Russia), and the new look Magnesita (Brazil). Even smaller players such as Causmag (Australia) and Dalmia (India) are looking to increase production. In short, the western magnesia supply sector is witnessing a landmark event in capacity investment and market share penetration as China?s previously dominant role begins to weaken (for a review of western capacity expansions see Industrial Minerals, September 2008, p.28). MERGER & ACQUISITION ACTIVITY Another response of course has been a raft of mergers and acquisitions in order to secure resources and supply outside China. These have included private equity groups taking over Magnesita and Qmag; Imerys entering the FM business through UCM; Peñoles further consolidating the electrical grade FM market by acquiring Minco; Martin Marietta acquiring Morton Salt?s Specialty Magnesia Group; Bomex entering the market through Calmag (now Bommag); LWB acquiring Magnesita; and Magnezit?s pursuit of Slovakian magnesia, with Slovmag aboard while currently wooing SMZ. Interestingly, RHI has gone ?the other way?, and has invested in a state of the art joint venture operation at Dashiqiao, Liaoning, with which it aims to secure high quality feedstock for its Chinese refractory plants. Tata Refractories Ltd has announced intentions to follow suit, and other majors, such as Qmag are known to be interested in seeking options. Naturally, there is now renewed interest from several parties in the idled 50,000 tpa DBM/10,000 CCM Jormag facility, Jordan, and the commercially undeveloped Zhargat project, Saudi Arabia. Elsewhere, there will no doubt be suitors for stakes in SMZ, in Slovakia, and Magnohrom, in Serbia, whose respective ownerships are on the block. THE ?CHINA FACTOR? The ?China factor? has been key to magnesia?s market change, and has significantly influenced prices and availability of material to global markets. Resources & production China hosts the largest share of the world?s magnesite deposits, accounting for 26% or 3,319m. tonnes of predominantly sparry magnesite (followed by North Korea, 24%, and Russia, 22%; Wilson 2008). China accounts for 44% of total world magnesite mined (19m. tonnes in 2007) and 50% of the total world magnesia produced (8.2m. tonnes CCM, DBM, FM; Wilson 2008). Russia follows China at 13% of magnesia supply, illustrating China?s dominance of magnesia production. Apart from one producer in Shandong province, central eastern China, the country?s magnesite resources and production are concentrated around the cities of Haicheng and Dashiqiao in Liaoning province, north-east China. Although there are also producers in the Xiuyan district of south-east Liaoning, the Haicheng-Dashiqiao Magnesite Belt hosts the majority of producers. In total these may number 200-300 of large,

IT is appropriate to evaluate 1947 in review as a year of a peacetime record production of about 676,000,000 tons of coal (anthracite and bituminous), closely approaching the extraordinary wartime output in 1944. Considering the general price-wage inflation, it is in point to note that the coal industry sustained the highest wages paid to workers in any major industry, but that coal prices at wholesale levels have risen much less percentage wise than the average for all commodities. The sellers' market continues to prevail. In addition to serving our own country's enormous needs, our coal industry is exporting extraordinary tonnages overseas. This unusual export demand is likely to continue for a while. Moreover, the demand in Europe for American coal mining machinery is a real tribute to the management efficiency of our modern mechanized coal industry. Work was done to determine conditions necessary for efficient electrodeposition of aluminum from fused chloride electrolytes. Aluminum was deposited from a molten chloride salt electrolyte over a temperature range of 150° to 750° C. At lower temperatures in a heat-resistant glass cell, aluminum was deposited on stainless steel and on aluminum cathodes. The deposit was recovered in the form of light, feathery dendrites that could not be consolidated. At 750° C, molten aluminum was deposited at cathode current efficiencies as high as 90 to 100 percent on titanium diboride cathodes and in molten aluminum cathodes. Nitride-bonded silicon carbide was the best cell material, although porcelain was also used. The electrolyte consisted of a mixture of sodium and potassium chlorides in 1 to 1 mole ratio, containing aluminum chloride in concentrations ranging from 2 to 30 weight-percent in cells holding up to 1,000 grams of electrolyte. Generally favorable results were attained in studies made at temperatures greater than the melting point of aluminum.

This report discusses in detail laboratory and pilot-plant tests conducted from January 1951 until January 1955 at the Northwest Electrodevelopment Experiment Station of the Bureau of Mines, Albany, Oreg., on defluorination and recovery of evolved fluorine from phosphate rock. Results of use tests of defluorinated phosphate rock by cooperating agricultural colleges and the United States Department of Agriculture are also included. In 1954 the consumption of fluorspar, the only domestic fluorine-bearing mineral of commercial importance, was approximately 478,000 short tons; 245,000 tons was from domestic mines. The production of marketable phosphate rock in the same period was about 13,800,000 long tons. Of this total amount, approximately 15 percent was produced in the West. From the viewpoint of conservation and utilization of fluorine as a natural resource, it is interesting to note that the total estimated quantity of fluorine in domestically produced phosphate rock is more than double that present in domestically mined fluorspar.

IN the last year, much information had become available as to the extent that zinc participated in the war effort. The importance of foreign zinc in this program had been indicated by Bateman (M&M April 1945) as of the order of 400,000 tons annually in zinc or contained zinc. Pehrson (M&M April 1945) reviewed the domestic ore-reserve situation with respect to most minerals and metals and showed the extent to which commercial zinc ores had become depleted in this country. This picture was further darkened by O.P.A. figures appearing in E.&M.J. July 1945 in which figures for total production during the three previous years were broken down into percentages produced under ceiling and various quota price categories. True, factors other than depleted ore reserves contributed to this picture. Among the more important of these, were shortage and high cost of labor, both skilled and unskilled, and the general difficulty and cost of maintaining adequate equipment and supplies. The cost of production in the Tri-State district was most affected.

The Bureau of Mines conducted a reconnaissance of the less accessible parts of the Beluga River coalfield in August 1957 to determine, if possible, which areas were most favorable for developing large reserves of coal suitable for open-pit mining. Several outcrops of subbituminous coal were observed within an area about 30 miles long and 3 miles wide; neither the length nor the width of the coal-bearing area was delineated by the examination. Coal beds 30 feet thick or more outcrop at two places, and beds 5 to 20 feet thick or more outcrop fairly abundantly along the Beluga River and its tributaries The coal measures appear to occur in a series of folds. The overburden comprises glacial gravels and poorly cemented sandstones and ranges from 20 to 400 feet in depth. Few partings were seen in any of the coal beds. Samples ranged in calorific value from 6,240 to 8,246 B. t. u. on an as-received basis. Adequate water is available for stripping by hydraulic methods.
