Study Design. Survival analysis techniques were used to compare the fatigue failure responses of elderly motion segments to a middle-aged sample. Objectives. To compare fatigue life of a middle-aged sample of lumbosacral motion segments to a previously tested elderly cohort. An additional objective was to evaluate the influence of bone mineral content on cycles to failure. Summary of Background Data. A previous investiga¬tion evaluated fatigue failure responses of 36 elderly lumbosacral motion segments (average age, 81 ± 8 years) subjected to spinal loads estimated when lifting a 9-kg load in 3 torso flexion angles (0°, 22.5°, and 45°). Results demonstrated rapid fatigue failure with increased torso flexion; however, a key limitation of this study was the old age of the specimens. Methods. Each lumbosacral spine was dissected into 3 motion segments (L1-L2, L3-L4, and L5-S1). Motion segments within each spine were randomly assigned to a spinal loading condition corresponding to lifting 9 kg in 3 torso flexion angles (0°, 22.5°, or 45°). Motion segments were statically loaded and allowed to creep for 15 minutes, then cyclically loaded at 0.33 Hz. Fatigue life was taken as the number of cycles to failure (10 mm displacement after creep loading). Results. Compared with the older sample of spines, the middle-aged sample exhibited increased fatigue life (cycles to failure) in all the torso flexion conditions. Increased fatigue life of the middle-aged specimens was associated with the increased bone mineral content (BMC) in younger motion segments (mean ± SD, 30.7 11.1 g per motion segment vs. 27.8 ± 9.4 g). Increasing bone mineral content had a protective influence with each additional gram increasing survival times by approximately 12%. Conclusion. Younger motion segments survive considerably longer when exposed to similar spine loading conditions that simulate repetitive lifting in neutral and flexed torso postures, primarily associated with the increased bone mineral content possessed by younger motion segments. Cycles to failure of young specimens at 22.5° flexion were similar to that of older specimens at 0° flexion, and survivorship of young specimens at 45° flexion was similar to the older cohort at 22.5°. Low back disorders (LBDs) are a major cause of both short- and long-term occupational disability in the United States, and it is clear that workers in certain occupations are more susceptible to LBD.2-5 Specifically, epidemiologic studies have shown that jobs involving heavy physical demands such as construction,2,3 mining,2,4 and farming,5 engender increased risk of back pain. These occupations are thought to experience high LBD rates as a result of their extreme postural and manual lifting demands. Studies have shown that jobs involving significant lifting 6-9 and jobs that involve frequent bending10-12 are associated with increased LBD risk. Workers in the mining industry, in particular, often have to lift heavy materials in restricted workspaces that compel torso flexion. An understanding of the impact of repeated loading of the spine in flexion on fatigue failure of spinal tissues is thus a critical issue for our research agency, which is concerned with reducing the pain and disability associated with LBD in the mining industry. It is well accepted that loads experienced by the spine during manual lifting tasks are sufficient to cause fractures in the endplates of lumbar vertebrae, particularly on repeated loading. 13-15 Endplate fractures may not be painful in and of themselves 16; however, evidence suggests that the process of internal disc disruption and disc degeneration may be initiated via endplate fractures. 16,17 It has been shown that endplate damage will alter the distribution of stress in the disc, resulting in buckling of the lamellas of the internal anulus.17 Once this process has been initiated, repeated spine loading will cause additional disruption of the anular fibers, resulting in formation of significant fissures or tears. 11-21 If these tears occur near or extend close to the outer portions of the anulus, a wound healing process is initiated, which involves infiltration of mast cells, macrophages, and re¬lease of cytokines and growth factors. 21 The presence of these infiltrates has been strongly linked to discogenic low back pain. 21,22 Indeed, for patients experiencing chronic low back pain, the prevalence of internal disc disruption is at least 39%,19 which represents the most

As we enter the new century and close out the old, it has become standard procedure for most blasters to complete a blasting log or shot report following a blast. However, how can you be sure these completed blasting logs are worth the paper or electronic space they occupy.3 Is the recorded data accurate and meaningful? Will the blasting logs stand up under investigation? This paper will attempt to define the purpose of a blasting log, illustrate common mistakes, discuss potential problems, and indicate steps that a company or individual blaster can take to improve and protect against costly errors. The end result will be a reminder of the importance of accurate documentation following a blast that must be given the same individual effort as went into the blasting itself. This paper will also attempt to achieve a proactive training resource to improve the use of blasting logs. A completed blasting log is, quite possibly, the only witness to the overall credibility of the work of the responsible blaster. The log may remain perpetually silent, only to end up in a file that is moved progressively with time to various levels of long-term storage. But, will this silent witness be ready to speak out should a concern arise from the blasting ? Will the blasting log communicate with authority and credibility, or will it be ridiculed by investigation and silenced in shame with costly adverse results for the blaster and company? It is not enough to simply complete a blasting log. The information it contains must be accurate enough to stand the test of time and arduous scrutiny. Unfortunately, most blasters and their associated blasting companies do not realize the status of the silent witness until it is too late.

Discomfort, annoyance, or interference with activities due to exposure to vibration is only expected if the vibration exceeds the threshold for the perception of vibration. When there is more than one vibration input to the body (e.g. at the hands, seat and feet), the sensation is first experienced at the location with greatest sensitivity. Knowledge of differences in the thresholds of perception for vibration at the hand, seat, and feet should assist the identification of sources of discomfort caused by vibration. Perception thresholds for vibration have been determined in several studies, but only a few studies have investigated perception thresholds in the horizontal direction for hand-transmitted vibration 1, 6 or whole-body vibration 4-5, and there has been little consideration of perception thresholds for the foot resting on a vibrating surface. This study determines absolute thresholds for the perception of sinusoidal lateral vibration, examining the effect of vibration frequency (8 to 315 Hz for the hand and foot; 2 to 315 Hz for the seat) and the effect of input location (the hand, the seat and the foot). Methods Three groups of twelve males aged between 20 and 29 years participated in the experiment. Subjects in each group attended an experiment to determine perception thresholds for lateral vibration via either a rigid handlebar (30 mm diameter) at the left hand (left hand), or a rigid contoured seat (250 mm x 150 mm), or a footrest at the left foot (30.5 mm x 10.5 mm with 10-degree inclination). For the non-exposed hand (right hand) or foot (right foot), a stationary handle and footrest with the same dimensions as the vibrating handle and footrest were provided so that the same body posture was adopted among the three groups of subjects. An up-down (staircase) algorithm was employed to determine thresholds in conjunction with a three-down one-up rule. A single test stimulus (2.0 seconds) was presented with a cue light illuminated during this period. The task of the subjects was to indicate whether they perceived the vibration stimulus or not. The threshold was calculated from the mean of the last two peaks and the last two troughs, omitting the first two reversals. Results The median absolute thresholds of the 12 subjects determined at each frequency for the hand, seat and foot are shown in Figure 1. TICOR South Africa is a new titanium feed stock producer. In the Ticor South Africa plant the ilmenite feed to the smelter plant is roasted to enhance its magnetic properties. This allows for the magnetic separation of chromite from the ilmenite. The magnetization reaction relies on partial oxidation with both under- and over-oxidation causing insufficient magnetization. To subject the roaster plant feed material to the required physical conditions a circulating fluid bed (CFB) roaster is used. This paper describes the development of a laboratory model that will aid in the control of the CFB roaster.

Mine planning includes equipment selection as a subprocess because aging equipment must be replaced to maintain or improve productivity levels. The criteria used for decision-making in mine planning and equipment selection are often inextricably linked and inherently contradictory. For example, financial wisdom demands that development, which is an expense and locks up capital, be deferred as far into the future as possible yet on the contrary technical knowledge suggests that developing well ahead of stoping is practically desirable because it generates additional geological information required to improve planning of the unmined portion of the orebody and create better operating flexibility. Consequently, mine planning professionals have to delicately balance all decision criteria when executing mine planning in order to achieve optimal mineral extraction or when selecting equipment, so that capital is optimally deployed. These two processes can therefore be characterised as belonging to the multi-criteria decision analysis (MCDA) type of problems. MCDA problems are alternatively referred to as multiple attribute decision-making (MADM) problems and belong to a broader group of problems called multi-criteria decision-making (MCDM). There is now a gradual recognition and application of MCDA techniques in the minerals industry. This paper explores the theory, current and potential application of these techniques in decision-making in the minerals industry.

"Black calcium cyanide is utilized mainly as a reagent for gold extraction. It is produced by reacting calcium cyanamide, sodium chloride and calcium carbide at temperatures in the range of 1200°C to 1400°C in a smothered arc furnace. The equivalent sodium cyanide content of the product is in the range of 45% to 50% and the calcium cyanamide conversion efficiency is in the range of 90% to 95%. Since black cyanide contains impurities such as salt and lime and also because the conversion efficiencies are below 100%, the product contains unwanted materials which significantly increase the shipping costs.The impurity content of the raw materials can not be lowered without increasing their cost and/or the processes to produce them, and therefore the present research was focussed on studying those factors which affect the cyanide grade. The major variables investigated were: the heating rate, the reaction temperature, the salt to cyanamide ratio, the nitrogen content of the calcium cyanamide, moisture additions and calcium carbide additions. It was found that each of these variables had a significant effect on the product grade. The highest cyanide content of the product was obtained for salt to cyanamide mass ratios of 0.55 to 0.60. The salt reduces the decomposition rate of the cyanide and, therefore, at low salt to cyanamide ratios and at higher temperatures, the product grade is decreased. It is likely that the salt evaporates at the higher reaction temperatures and this decreases the cyanide capacity of the melt. High heating rates minimize the residence time and thus salt evaporation is reduced and higher grades can be obtained. As expected, the cyanide content increased with the nitrogen content of the cyanamide. Calcium carbide additions resulted in an increase in the product grade. The presence of small amounts of moisture in the charge caused a significant decrease in the cyanide content of the black cyanide. An equilibrium reaction is postulated in order to explain the black cyanide process and in particular the effect of calcium carbide on the product grade."

Zinc alloy castings continue to account for a very large, world-wide end-use market for zinc. However, an ever expanding multitude of other materials and processes are increasingly providing viable, cost-effective alternatives to designers, many of whom have no particular allegiance to any one industry. In order to meet this challenge, innovation of and for the zinc hot chamber pressure die casting process, in concert with sustained and inventive market development, is clearly required. While 'Quality' is now the watchword, and the goal of zero defects is being rigorously pursued, other important goals which must be addressed include net shape casting, enhanced productivity and increased energy efficiency. The paper gives an overview of several practical, process-orientated, projects designed to help achieve these goals. For example, a project designed to understand and precisely measure dimensional changes of castings with time has provided some of the critical information needed for net shape casting. A second study is looking anew at surface quality in relation to process conditions as an important step toward the goals of zero scrap rate and increased productivity. Developing the correct die casting machine parameters for achieving optimal quality and properties of zinc (ZA) die castings is a further example of research designed to benefit both the die caster and his customer, chiefly the original equipment manufacturer (OEM). A project on die soldering or galvanising in response to varying process parameters is similarly being considered in order to foster increased understanding and avoidance of problems, with a special interest in the use of special coatings. The maintenance or expansion of the future market for zinc die casting alloys also depends on design for functional applications, as an adjunct to their traditional decorative use. The role that alloys with enhanced properties can play, such as ZATEC, a new high creep resistant alloy developed specifically for elevated stress/elevated temperature applications, will be briefly discussed.

Keywords: Slag, chromium oxide, recovery, stainless steel Experimental and theoretical work was performed to estimate the effect of slag basicity and amount of reducing agents on the reduction of chromium oxide from the slag which interacted with molten steel at 1600°C. The slag system contained CaO, MgO, SiO2, CaF2 and Cr2O3 together with Fe-alloys (Fe-Si and Fe-Si-Mg). The CaF2 and MgO contents in the slags were 10 mass % each; Cr2O3 was 25%. The amount of the ferroalloys ranged from 12.5 to 50 g per 100 g of slag. The (CaO+MgO)/SiO2 ratio was held at 1 and 2. The Cr yield was determined using both Fe-alloys as reducing agents. Some estimations were made to determine the theoretical effect of temperature, slag basicity, (CaO+MgO)/SiO2, and amount of reducing agents in the slag on the chromium recovery. The FACT (Facility for the Analysis of Chemical Thermodynamics) computational package is used to determine the equilibrium between the slag and molten steel.

"1. Introduction and Backgrounda. In its fundamental form, risk is simply the likelihood of an adverse impact. Expanding on this theme, the Corps of Engineers has broadly defined risk associated with infrastructure as a factor of three distinct elements: a probabilistic assessment of a hazard such as a flood or earthquake; a probabilistic assessment of how the infrastructure performs in the face of this hazard; and a measure of the likely consequences – loss of life, economic damage, environmental impacts – associated with the resulting inundation scenarios.b. The lessons and observations described herein relate to the Corps of Engineers experiences in implementing risk concepts for infrastructure management during the period 2005 through 2013. The Corps of Engineers is a large, decentrally operated and centrally led federal agency that plans, designs, constructs, operates, maintains, and/or manages a portfolio of over 3,000 built dam and levee systems within the United States. The infrastructure in this portfolio is 55 years old on average, and although much of the structures provide for flood risk management benefits, many of the dams deliver multi-purpose benefits. Scale matters – where scale and uncertainty are large, risk concepts provide great opportunity and arrangement for application.c. The amount of organizational change that is demanded for the implementation of risk concepts is considerable and should not be under estimated, but need not be feared if the path others have taken is considered. This paper is, in many ways, an opportunity to step back from the last seven years of implementing risk informed management, check our own azimuth and maturation, and share the purpose and energy behind our own continuing actions. Hopefully, this azimuth check is also beneficial to those that are either considering the use of risk or are in the process of implementing risk concepts.d. Success at managing the massive change related to incorporation of risk concepts will directly affect success of the infrastructure program. The three key organizational elements to consider –human systems such as governance and competencies; policies that outline the who, when, and why of decisions and management; and the processes and technology that outline how work is to be performed - are changed fundamentally. From senior leaders to project team members and all of the people in between, there is a need to discuss, confront, and vet the change and the role people and organizations have in the process. For the Corps of Engineers, with a history of over two centuries, deeply embedded beliefs about infrastructure aren’t transformed over night - the change process is decadal in scope. Given our self imposed “project execution” mantra and corporate objective, risk seemed threatening at first to the cost and schedule of delivering infrastructure projects. In reality, risk concepts have been responsible for savings and cost avoidance of nearly $6 billion over the last three years alone while at the same time justifying increased investment by several fold for the highest risk needs."

Underground or surface mining is only the first stage in the ore mining process. Once the ore is mined, it is transported to the surface for further processing. Generally, this is done to extract the particular metal or other component of the ore that has commercial value in its purified form. In its raw state, there are typically between 4 and 7 g/t (0.12 and 0.2 oz/st) of valuable material from rock mined. Once on the surface, the ore is crushed and milled in order to obtain smaller rock particles and to expose the minerals that contain the desired metal or component. Mixing the milled ore with water, a process known as ?froth flotation,? can be employed. This technique consists of a series of tanks, or ?cells? through which the process liquid flows. To obtain the maximum recovery, the milling and flotation process will often be repeated a second time. An increase between 100 and 1,000 g/t (2.9 and 29 oz/st) of rock following this stage of the process is typical. Efficient recovery is key to maintaining a profitable mining operation. The measurement and control of the froth flotation process is vital.

El presente trabajo señala el proceso de optimización en la recuperación del cobre y molibdeno en la concentradora de Toquepala. La implementación y desarrollo de la remolienda del flujo de concentrado desarrollan un mayor grado de liberación, y por ende, una mayor recuperación del cobre y molibdeno en el circuito. Asimismo, el descarte de relave OK-50 ha permitido normalizar las recuperaciones de cobre y molibdeno en ciertas secciones de la flotación rougher de la planta, incrementando en la recuperación del cobre de 0.8% y 1.8% en molibdeno. Por ello, es factible mejorar las condiciones de operación de la planta a través del desarrollo de pruebas metalúrgicas llevadas adelante como un esfuerzo conjunto entre todos los integrantes del equipo Concentradora Toquepala.

On the first of October 1991 two significant pieces of legislation came into force. Both of these are relevant to the allocation and use of minerals in New Zealand . They are the Crown Minerals Act 1991 and the Resource Management Act 1991.   The full legal implications of these is not fully known because the Planning Tribunal and the superior courts have not as yet had to deal with them in any detail. However, the thrust of the legislation is clear and it is appropriate to give an overview of how the statutes will operate in tandem if you are seeking to pursue or oppose any prospect, exploration or mining of Crown Minerals in New Zealand.

"Copper and copper alloys remain key materials for society today, with important uses found in the electrical, transportation, and construction industries. Copper demand is rising, with projections indicating that by 2025 global refined copper demand will increase to 29.5 million tons, up from the 22.4 million tons anticipated for 2015. This will require the opening up of dozens of new mines and numerous new smelters over this time period. Fortunately, Africa has significant reserves of copper, and African copper can once again play a key role in contributing to meeting the rising global demand for copper. This paper provides a brief overview of the current copper smelting operations in Southern Africa. INTRODUCTION Copper and copper alloys are essential materials for today’s modern world. The familiar green copper patina colour seen on buildings and other structures sometimes belies its true “green” characteristic – copper is essential for key emerging technologies such as wind turbines, tidal generating systems, solar energy systems, electric cars and the like. Consequently, it is believed that there will be continued growth in copper demand in the years ahead. Projections indicate that by 2025, as an example, global refined copper demand will increase to 29.5 million metric tons, up from the 22.4 million ton level anticipated for 2015. This will require dozens of new mines, and of the order of the equivalent of 10 to 12 new 0.5 million tons of copper/year-sized copper smelters (after factoring projected copper produced by electrowinning (EW))—overall, a huge undertaking. Fortunately, Africa has significant reserves of copper, and African copper can once again play a key role in supplying this rising global demand for copper. Africa’s share of global mined copper production was about 10% in 2014; however this will increase significantly in future if announced new projects eventuate. Southern Africa has an important role to play in this process. The present paper provides a brief overview of copper smelting in Southern Africa."

In the systems Mo-Fe-C, Mo-Co-C, and Mo-Ni-C the phase boumdaries of the cubic Ij carbides were determined at 1000°C and the variation of the lattice parameter with composition was measured. In the system Mo-Fe-C a single ternary carbide, Mo3Fe3C, was observed. In Mo-Co-C and Mo-Ni-C two new n phases of the type M12C were found: Mo6C06C and Mo6Ni6C. At 1000°C they coexist with the M6C phases MO3-4,CO3-2C and Mo3-4Ni3-2C, respectively. Mo3C03C and Mo4C02C are not separate phases but parts of a single M6C phase region, and the same is true of Mo3Ni3C and Mo4Ni2C. THE n carbide structure type has been known since it was determined by westgren' in 1933, yet reliable information on phase compositions of this type is ap-parently scarce. The following selection of suggested formulas illustrates the extent of the confusion con-cerning compositions: W2-3Fe4-3C,1W6Fe6C,2 W2_4Fe4-2C,3 (W,Fe)6C,4 Tj.-W4Co2C and nz-W6Co6C,5 n1-W3Co3C and n2-w4Co2C,5 W3C03C and w6Co3C2,7 MO3Fe3C,8n2-M04Fe2C,9 (MO,Fe)6C,4 MO3CO3C,8 n2-MO4CO2C.9 Many of these compositions obviously overlap, some disagree in carbon content. The use of the designations 77, and n2 is not consistent. There is uncertainty whether two carbides M6C coexist or whether there is only one M6C with a wide range of substitution of one metal for the other. The existence of M12C seems questionable altogether if one ignores the results of a neutron diffraction study of W6Fe6C supporting that particular metal to carbon ratio.'' More reliable information is available for the iso-typic oxides studied by Nevitt,11 Nevitt, Downey, and orris," and Meussner and carpenter.l3 That n car-bides and oxides are structurally identical, particularly with respect to the location of the metalloid atom, has been demonstrated clearly by Stadelmaier and Meussner14 and also by Parthe, Jeitschko, and sadagopan.15 Therefore the present paper, which attempts to establish the phase boundaries of n defini-tively for three carbon systems, has implications for the whole family of filled Ti2Ni types. EXPERIMENTAL PROCEDURE The samples were prepared in two stages. Pellets weighing 3 g were compacted from powders of the elements and presintered in a closed tube of fused silica that had been evacuated to lO-4 mm Hg. This was fol- lowed by arc melting the sintered samples under argon. Remelting the button once was sufficient to produce homogeneous specimens. The metal powders had the following minimum purities in wt pct: molybdenum 99.5, iron 99.0, cobalt 99.7, nickel 99.9, graphite 99.94. Carbon determinations by the gas volumetric method were obtained from thirty-one of the one hundred samples in the annealed condition. They were limited to compositions that were critical to placing a boundary line in the isothermal sections. The carbon losses were comparatively low and averaged less than 1.5 at. pct. For annealing, the samples were sealed in tubes of fused silica evacuated to 10-4 mm Hg. The annealing schedule was 20 hr at 1250°C followed by 150 hr at 1000" ±10°C. For the water quench the silica glass tubes were broken mechanically to speed the quench. The specimens were examined in the as-cast and annealed condition by standard metallographic techniques. Some of the as-cast and all annealed samples were studied by X-ray diffraction using a 114.6-mm powder camera with filtered Co radiation. The lattice parameters of the n phases were determined by graphic extrapolation to 8 = 90 deg on a plot against sin2 8. It is estimated that the maximum error in the lattice parameters is ±0.002A.. The phase fields were determined by the disappearing phase method, relying on X-rays for phase identification and on microscopy to detect small amounts of a phase. RESULTS Pertinent information on the binary side diagrams has been summarized by Hansen and Anderko16 and Elliott17 and will not be discussed further. Photomicrographs documenting the equilibria at 1000°C have been selected to avoid redundancy due to the similarity of the three systems. Thus there will be only one picture showing an equilibrium with Mo2C, and so forth. Molybdenum-Iron-Carbon. An isothermal section of most of the Mo-Fe-C system at 1000°C is shown in Fig. 1. No attempt has been made to distinguish between a and y iron or to determine their phase boundaries. A conspicuous absence is the phase Fe2 1Mo2C6 with the Cr23C6 structure, supporting the suggestion by Krainer4 that it decomposes by annealing at high temperatures. The only ternary phase is found in a narrow range around Mo3Fe3C (MO43Fe43C14). A microstructure with a two-phase mixture of Mo + n is seen in Fig. 2. The variation of the lattice parameter of n with the estimated composition is shown in in Table IA. The phase diagram does not agree with the results of Kuo9 who reported n2-Mo4Fe2C. Our lattice parameter Varies from 11.095A at the iron-rich end to 11.140Å at the molybdenum-richoend of the phase field whereas Kuo9reported 11.26Å for Mo4Fe2C. One area of study in the Coal Mine Injury Analysis project was to illustrate and enhance the ability of mine safety management personnel to apply analytical techniques to injury experience data and to justify requests for funds for safety enhancement actions on a cost/benefit and other quantitative basis. Four volumes of this final project report detail (1) the objectives and scope of the mine safety management research, (2) the results of literature review, and case studies, and (3) models developed for mine safety management. The four volumes are titled as Volume III: Mine Safety Management, Volume IV: Analytical Techniques for Mine Safety Management; Volume V: Mine Safety Management Case Studies and Volume IX: Training Cost Model. This volume deals with the development of a microcomputer based training cost model (TCM) which can be used to analyze training cost implications of various types of training. The model has been developed using Aston Tate's dBASE III plus language. The computer program and a test run of the model are presented in this report.

Asset availability has been a longstanding objective in mining and mineral processing plants around the world. Enormous resources in both dollars and manpower are invested in improvement efforts to achieve higher asset availability. One dimension of asset availability is the time equipment is out of service for large scale planned maintenance activity: grinding mills, kilns, furnaces, mobile equipment, shovels and draglines are all regularly taken out of service for extended repairs and service. The speed, cost and quality of these planned outages provide an opportunity to increase asset availability. Equipment shutdowns are projects that are executed in a compressed time period. This paper will describe how the overall time and cost of equipment shutdowns were significantly reduced at Cliffs Natural Resources Michigan Operations (CNRMO) through the introduction of the Critical Chain Project Management techniques.

When overburden depth exceeds economical recovery in openpit coal mines, the use of highwall mining systems has increasingly come into play. However, stability in the highwalls is always a major safety concern during such mining. The U.S. Mine Safety and Health Administration requires that highwall mining operators follow ground control plans that specify the pillar sizes necessary to prevent collapse that would threaten highwall stability.

Introduction The post World War II nuclear arms race and interest in nuclear power generation resulted in a significant demand for uranium in the 1950’s. This led to the development of uranium solvent extraction technology and uranium became the first metal to be recovered on a large scale by solvent extraction (SX) (1), interestingly more than 100 years after the extraction of uranium from an acid nitrate solution using diethyl ether was first reported by Peligot.(2) For a variety of reasons discussed elsewhere (3,4) there have been upheavals in the supply demand picture and price for uranium since the 1960’s. (Figure 1) The low price of uranium from the mid 1980’s until 2004 resulted in a depression of new resource exploration and mine development along with uranium mine / mill closures and decommissioning. People with skills in uranium processing could not find suitable employment and many experienced engineers and metallurgists took jobs elsewhere or retired. This resulted in a significant brain drain with respect to uranium processing technology.

"The Stillwater mine is a 3,000 tons/day platinum/palladium underground mine and flotation concentrator located in the Beartooth mountain range in south-central Montana. The site elevation is 5,000 feet above sea level providing a climate with pleasant summers and cold winters. The winters are particularly characterized by very strong winds.The mining methods at Stillwater had been variations of overhand cut-and-fill and some blast-hole stoping. Until construction of the paste back-fill plant, mine back-filling was being practiced using classified hydraulic sand-fill methods. Where higher strengths were necessary, cement was added to the hydraulic fill, however, excessive quantities were necessary due to significant losses with the water drainage from the comparatively low-density fill. There was a need for higher strength back-fill with reduced cement content to augment the hydraulic-fill process.In early 1998, Stillwater Mining Co. commissioned AGRA Simons (then H.A. Simons) in a joint venture with The Industrial Company, TIC, to design and construct a treatment facility to re-process the mill flotation tailing, incorporating the following process alternatives:Produce 100 tph of low strength paste with unconfined compressive strength of 25 to 50 psi,Produce 100 tph of high strength paste with unconfined compressive strength of 100 to 125 psi,Direct all of the excess mill tailing to the sand-fill plant,While no paste is being produced, pump all of the mill tailing to the sand-fill plant,While no paste is being produced and the sand-fill silos are full, direct the mill tailing to the tailing pond.The paste backfill plant was therefore to be designed to produce the two different types of backfill paste as well as have the function of being the distribution center for the mill process tailing .Moderate to high slump pastes would be required because of the comparatively long horizontal transport distances, up to 8,000 feet, and the requirement for a low angle of repose to fill the stope evenly without numerous discharge points."
