The aim of this paper is to provide an overview of existing forms of subcontracting in the South African mining industry. A descriptive framework is developed to understand different subcontracting arrangements. We argue that, in order to do so, it is important to distinguish between labour broking and gang subcontracting. Data resulting from a research project (including an analysis of historical sources, interviews with contractors and focus group interviews with mineworkers) is presented to highlight the implications of changing formations of subcontracting for the South African mining industry in the late 1990s. Apart from the subcontracting of ?traditional? functions, such as shaft sinking, access development, catering and hostel maintenance, contractors are now used in ?core? mining activities. In some instances, whole shafts are ?outsourced? to outside agencies. It is argued that certain of the subcontracting arrangements have serious implications for the ability of the mining industry to improve health and safety standards. Some of the practices can potentially result in conflict between different categories of workers, and, as a result, instability in the industry.

The U.S. cement industry, including Puerto Rico, again set a record in terms of production and shipments. The increase in shipments came primarily from imports of portland cement as domestic production from produced and imported clinker gained only 1.9 Mt (2.1 million st). Clinker production as reported to the U.S. Geological Survey (USGS) was 88.6 Mt (97.6 million st), an increase of 1 percent. Gray and white portland cement production from domestic and imported clinker, estimated at 93.5 Mt (103 million st), was up 1.9 Mt (2.1 million st). Masonry cement shipments of 5.5 Mt (6 million st), which equates closely to production, was up 6.3 percent. Blended ce-ment shipments were up 35.9 percent from 2004 at 2.35 Mt (2.6 million st).

Namakwa Sands aims to conserve environmental resources and prevent or minimize environmental impacts from its operations. The challenge faced by Namakwa Sands is the rehabilitation of the arid winter rainfall Strandveld and lowland Succulent Karoo vegetation zones affected by its mining activities. Extensive experimentation with different rehabilitation methods resulted in the development of an effective rehabilitation programme. The use of topsoil as a seed bank and shade-cloth as windbreaks have significantly aided the rehabilitation process. The aim of the programme is to stabilize the soil environment so as to allow the germination and development of the local plant species. The ability to control wind erosion is critical to the success of the rehabilitation effort. A programme of biodiversity audits has been started to measure the recovery of plant species in the rehabilitated area. The principle of continuous improvement, coupled to site-specific rehabilitation studies, is applied to enhance the rehabilitation programme.

We still need to innovate, but it is getting harder. The real price of metals is declining, return on shareholder value is lower than other industries, and there is a shorter-term focus on staying viable in a capital-intensive industry where timeframes for implementation of new technologies can be long (+I5 years). In this environment, the levels of R&D spent by major minerals companies are remaining steady at around 0.2%-0.5% of revenue. This is not large and to remain viable in the future, we need to be smarter about the way in which we do R&D. The mining industry is a knowledge-based industry. Driving down the cost curve demands innovation, which demands knowledge. To be smarter and more effective in our approach to innovation, a new paradigm is required Generating, capturing and using knowledge has evolved from Mode 1 (discipline based and clear distinction between basic and applied research) to Mode 2 (multidisciplinary, team-based approached with flow between basic and applied activities). Mode 2 is now seen to be much more efficient and to deliver better appropriability (Tegart 2003). To survive, we need to innovate, and the best way to do this is collaboratively. Some examples and pointers for the future will be given in this paper. THE CURRENT SITUATION The Rand report and other recent studies have painted a grim outlook for the mining industry. The real price of metals continues to decline (Figure 1) and profit margins remain thin. This is reflected in shareholder returnwhich are well below other industries (Figure 2)-and current management strategies-which reflect something of a "survival mode." There are practical indications that flotation recovery of palladium bismuth tellurides is poor. This work tested whether this can be caused by a lack of interaction of the collector with the telluride. Impedance measurements, voltammetry and Raman spectroscopy were performed to determine the interaction of dithiocarbonate collectors (KEX) with Pd-Bi-Te. Impedance measurements showed lower capacitance values in solutions containing KEX, indicating the formation of a continuous surface layer. Anodic and cathodic polarization diagrams show the mixed potential to be higher than the reversible potential of the xanthate-dixanthogen equilibrium reaction; hence the formation of dixanthogen on the surface is possible. Electrochemically controlled in situ Raman spectroscopy did indicate the presence of bulk diethyl dixanthogen on the surface. Raman spectroscopy has confirmed the co-presence of xanthate with dixanthogen, indicating that xanthate retains its molecular integrity when it adsorbs on the surface of the Pd-Bi-Te. As a result, the mineral surface is expected to be hydrophobic and alack of collector interaction with the mineral is not the reason for the low PGM recoveries experienced. Anatolia Minerals Development Limited (AMDL) is constructing the Çöpler Gold Project in eastern Turkey and commenced mining in the fourth quarter of 2009 with gold production scheduled to begin in the fourth quarter of 2010. The project is a 15,500 tonnes/day oxide heap leach with three-stage crushing, agglomeration, carbon adsorption and electrowinning for final metal recovery. Leach solution copper levels are expected to be relatively low during the first two years of production but will increase in later years due to higher copper content in the mined and processed ore. Over the mine life approximately 40 million tones of ore will be placed on the leach pad, which will contain about 35,000 tonnes of copper. Metallurgical testing indicates copper extraction will vary by ore type and, if controls are not implemented, may lead to copper levels exceeding 1,000 mg/L in pregnant solution. High copper levels in leach solution have the deleterious effect of increasing cyanide consumption and potentially overwhelming the ability of the carbon circuit to effectively adsorb the principal economic metals, which in this case are gold and silver. Using data obtained from laboratory leach column testwork, the heap leach facility was modeled using METSIM process simulation software to estimate the build-up of copper in leach solution over the mine life. Laboratory testwork was also performed to evaluate process conditions for treating a portion of pregnant leach solution via sulfide addition to precipitate saleable copper as copper sulfide (Cu2S).

Due to improved, stringent safety regulations, many modern road tunnels are statistically safer, per kilometer, than above ground roadways. However, the public perception and reaction in the event of a serious tunnel fire is very different to that associated with a surface incident. Vehicle fires in road and rail tunnels are recognized to represent an immediate and extreme danger to the patrons of those systems. Unlike workers in the mining and civil construction industries, the general public are neither trained nor equipped to fight fires or evacuate under deteriorating smoke conditions. Accordingly, for the majority of modern transportation tunnels the ventilation infrastructure is sized on the requirement to control the combustion products from worst-case fire scenarios and to provide a tenable evacuation route for the tunnel users. It is common for these same emergency ventilation systems to be employed, often in a reduced capacity, for other operating modes such as the dilution of pollutants during congested traffic conditions. This is one of the fundamental differences to mine ventilation, where primary ventilation systems are not typically sized based on fire scenarios. This paper presents an overview of the subject of fires in vehicular tunnels. This includes a brief history of major transportation tunnel fires followed by a discussion on the resulting legislation and standards that govern the design and operation of tunnel emergency ventilation systems. A summary is provided on the common criteria, theory, and design techniques that are employed during tunnel emergency ventilation systems design. Information is provided on fire detection and suppression, with a discussion on the growing acceptance of wet suppression as a means to mitigate major fires in road tunnels worldwide.

"1. INTRODUCTIONIn the past two decades, low-grade gold and silver ore bodies in the United States have been exploited by heap leaching, primarily with sodium cyanide solutions. This method has proven to be a viable alternative to conventional milling due to its low capital and operating costs. Successes have been made, particularly in Nevada, where ores are well oxidized and the climate is conducive to this method. in recent years, heap leaching has been tried in northern latitudes with some success, however, in using this method, operators face more severe limitations than do their neighbours to the south.This paper evaluates the limitations of heap leaching with particular emphasis on northern climates and introduces an alternative method to recover precious metal values in a continuous vat. This proprietory technology, known as the Mackie Vat Leaching Jig, shows promise, with improved gold recovery and potential to operate in cold climates.2. WHAT ARE THE LIMITATIONS TO HEAP LEACHING?Heap leaching of non-refractory ores is subject to the following limitations:1. Minimum amount of free gold and nuggets in the ore.?. Minerology of the ore--accessibility of gold to lixiviant.3. Minimum particle size and size distribution of crushed product to allow percolation of lixiviant through the heap.4. Minimum amount of clays or clay-like slimes that can cause coating of ore particles and channelling of lixiviant.5. Minimum strength of ore particles or agglomerations to allow economic height of heaps to be built.6. Amount and suitability of real estate.7. Amount and type of precipitation.8. Ambient temperatures.9. Possible poorer lixiviant diffusion.10. Possible lower oxygen content in dissolved cyanide solution with higher heaps, particularly with ice and snow cover."

Long-term production scheduling optimization has been a challenging issue for the mining industry because of the size and complexity of the problem. The current planning algorithms have limitations in terms of addressing the stochastic variables underlying the mine planning problem. In this paper, an intelligent agent-based mine planning framework based on reinforcement learning is introduced. The long-term mine planning is modelled as a dynamic decision network. The intelligent agent interacts with the block model by means of a stochastic simulation and employs a Q-learning algorithm to learn the sequence of pushbacks that maximizes the net present value of the mining operation. The intelligent open pit simulator (IOPS) was implemented with an object-oriented design in Java®. A comparative application case study was carried out to verify and validate the models. The proposed method was used in planning an iron ore deposit and the results were compared to the Milawa scheduler used in Whittle® software. The outcome of the study demonstrates that the intelligent agent framework provides a powerful basis for addressing real-size open pit mine planning problems.

"In 1928, there were 47 fatal accidents in the California petroleum industry, 14.6 per cent more than occurred in 1927 when 41 men lost their lives in the drilling, producing, manufacturing, and marketing divisions of the industry. This increase in the number of fatal accidents for 1928 has caused the first upward trend in the fatality curve of the California petroleum industry since 1923. In no other year during the 6-year period have the fatalities in any one year been greater than those for the preceding year. This fact should be given serious consideration and study by the petroleum industry, and an endeavor should be made to cause the number of fatalities again to decrease and conform to the previous gradual declining trend of the fatality curve.The following chart shows the trend of fatal accidents during the past six years:Of the 47 fatalities in 1928, 30 occurred in the drilling and producing division, 1 in the pipe line and transportation division, 14 in the refining division, and 2 in the sales and marketing division. The effect of transition elements which form binary solid solution upon the recrystallization temperature of zirconium has been investigated. All additions raised the recrystallization temperature. A correlation is obtained between the logarithm of the rate of change of recrystallization temperature with atomic percent solute and the free atom ground state electron configuration of the solute element. ThE work of Abrahamson, et al., on dilute binary solid-solution alloys indicated a correlation between the free-atom ground state electron configuration of the solute and either the brittle-ductile transition or recrystallization temperature. These studies were carried out on bcc base materials. The implication is that the outer s and d electrons of the solute are the prime determinant of the absolute rate of change of recrystallization or transition temperature. Furthermore, the limit of linearity has been shown to be a function of solute electron configuration for recrystallization in iron and vanadium. To date no Complete systematic recrystallization study of dilute binary zirconium base alloys has been made. It is the purpose of this study to note whether the change in solvent structure from bcc to hcp will influence the correlation. It was also desired to learn more of the role of the electron configuration of the solvent on recrystallization temperature. PROCEDURE All alloys were made using 99.87 pct Zr with 0.01 Cr, 0.04 Fe, 0.006 Hf, 0.003 Mg, 0.003 Mn, 0.003 N, and 0.080 0 (132 BHN). The solute elements were 99.9 pct pure. According to the published binary phase diagrams6 and metallographic examinations at X750, all alloys used were solid solutions. The alloys were arc melted and remelted six times in the form of cubic 200-g buttons under an argon atmosphere. They were then hot pressed at 950°C to 0.450 in., upset pressed to 0.350 in., and annealed at 800°C for 1 hr. The specimens were then Blanchard ground to 0.250 in., removing 0.050 in. from each side. The grain size of the material at this stage was found to be 8000 100 grains per sq mm. The specimens were then cold rolled to 0.130 in. and cold pressed to 0.125 in., yielding 50 1 pct cold work. All alloys were then chemically analyzed for the principal addition. The interstitial contents remained at the values of the starting material when checked on random alloy specimens. The rolled sheet was cut into 6.75 by 0.25-in. lengths and heat treated in a gradient furnace for 1 hr. The gradient was 250o to 900°C over the 6-in. length, recorded continuously by six thermocouples resting on each specimen. Control was 3oC, accomplished at the hot end. The recrystallization temperature was determined metallographically using polarized light. The criterion chosen was the point on the specimen showing the first recrystallized grain at a constant magnification, X200. Specimens were repeated, and the agreement was found to be 3°C. The 2004 Prospectors and Developers Association of Canada (PDAC) conference contained an air of optimism and excitement that has not been seen since 1997. Many segments of the mining industry are alive and well. This is largely a reflection of improved metal prices, themselves due to the strong euro and improvements in Asian economies. Those factors offset higher oil prices, a weaker U.S. dollar and concerns about the Middle East. This report is an overview of the conference. It is supplemented by an examination of conference handouts, abstracts and a few complete papers that are on the PDAC’s Web site www.pdac.ca. Sixty PDAC 2004 abstracts are available at the same site, along with 15 complete papers in PDF format. The conference was held March 7-10 in Toronto, Ontario. It was attended by a record 9,200 delegates from 85 countries. About 8,000 people from 74 countries attended the 2003 conference.

"This presentation will cover some crushing and grinding considerations in plant design and operation. There is nothing basically new in the subject matter presented here; however, the viewpoint and interpretation may be novel and some of it controversial.The presentation is based on experience gained in the metallurgical design of plants for Placer Development Limited from 1960 to the present. The plants are listed on SLIDE No. 1.These plants have conventional crushing, followed by rod mill and ball mill grinding. I would like to think that autogenous grinding plants are the answer for eliminating secondary crushing plants and reducing the capital and operating costs; however, the autogenous plants seem to have some problems of their own and I have had no experience with them.Fineness of Grinding RequiredFirst let us consider the fineness of grinding required.The fineness of grind will affect the recovery obtained, and the relationship must be determined. If the grinding is too coarse, some of the valuable mineral, either free or locked in middling grains, will not be floated. However, as grinding is probably the greatest single operating cost, we do not want to grind any finer than is justified economically.Finer grinding should not be carried beyond the point where the net smelter return for the increment saved becomes less than the added operating cost. Even this fineness will be beyond the economic limit because of the additional capital cost for the equipment needed to achieve it. These factors will be discussed in more detail later.The Bond work index is the commonest method of expressing a measure of the effort that has to be expended in grinding. It is the kilowatt-hours required to reduce a ton of rock from an infinite size to 80% passing 100 microns. The formula allows a calculation to be made for other size ranges."

"Industry practice for defining acid consumption is based on column tests. Freeport-McMoRan (FCX) has adopted a practice of leach operation using a defined pH or gpl acid in the raffinate based on the column test program. The acid consumption can be easily calculated using the leach operating parameters of SX-EW efficiency, lift height, bulk density, irrigation rate, primary leach cycle time, acid cure dose and acid concentration in the raffinate. The column leach test results and a column to heap efficiency factor are used to define the copper extraction. The maximum acid consumption will occur when zero acid is contained in the raffinate. The term Net Extracted Value (NEV) is to define the maximum extracted value relative to acid consumed.This paper presents the operating logic and method used to calculate acid consumption based on column tests and operating parameters.INTRODUCTIONIndustry practice for defining acid consumption is based on column tests. This may result in lower economic value if the tests are not designed to account for operating variables. A test program is described to assist in defining lift height and the influence of gangue on solution chemistry. A simple spreadsheet is presented that will use the leach operating parameters of SXEW efficiency, lift height, bulk density, irrigation rate, primary leach cycle time, acid cure dose and acid concentration in the raffinate to calculate the acid consumption for a proposed operation.A review of current leach operations solution chemistry will help to define acid consumption. This is recommended for all current leach operations.DISCUSSIONThe current practice at Freeport-McMoRan (FCX) is the use of column test results to define operating parameters. The monitoring of operational solution chemistry and copper production addresses any changes needed in operational parameters. This practice maximizes the value extracted from each tonne of ore leached."

Heats of solution of samarium (III) oxide and chloride in hydrochloric acid and of samarium (III) oxide, sulfate, and hydrated sulfate in sulfuric acid were measured. The heats of solution of this hygroscopic oxide are larger than those from the literature, probably because of more complete removal of water in the present study. From the literature value for the heat of combustion of samarium, the heats of formation of samarium (III) chloride and sulfate are -244.18 ± 0.41 and -928.5 ± 1.6 kcal./mole, respectively. The heat of hydration of the sulfate is -34.7 ± 1.0 kcal./mole. The heats of formation of other samarium com-pounds have been recalculated, using the new data.

Open pits and quarries are the major sources of all "hard rock" tonnage mined today. Normally, ore is fractured from the pit face by blasting and then truck-hauled to a primary crusher where processing begins; over- burden (or waste) is generally truck-hauled from the pit to dump areas. Truck haulage of blasted ore and overburden accounts for some 25 to 50 percent of total mining costs in a typical open pit and commonly is the largest single cost factor. Obviously then, cost reduction efforts should properly focus on improving existing haulage systems and developing new breakthrough techniques for material transport. Continuous flow systems for large tonnages ordinarily will result in a lower cost than batch systems such as truck or rail haulage. Continuous flow with pipelines for liquids and slurries, or conveyors for medium to coarse dry materials (in the -8 in. range) are the accepted economic answers for bulk materials handling over reasonable distances.

Spokane Research Center personnel have been investigating the use of seismic tomography to monitor the behavior of a rock mass, detect hazardous ground conditions, and assess the mechanical integrity of a rock mass affected by mining. Seismic tomography can be a valuable tool for determining relative stress in deep ( > 1220 m) underground pillars. If high-stress areas are detected, they can be destressed prior to development or avoided. High-stress areas can be monitored with successive seismic surveys to determine if stress decreases to a level where development can be initiated safely. There are several benefits to using seismic tomography to identify high stress in deep underground pillars. The technique is reliable, cost-effective, efficient, and non-invasive. Also, investigators can monitor large rock masses, as well as monitor pillars during the mining cycle. By identifying areas of high stress, engineers will be able to assure that miners are working in a safer environment.

Keywords: Low-Grade Dolomite, Low CaO Content, High Specific Surface Area, MgO. A low energy consumption preparation technology of magnesium oxide with low calcium oxide content and high specific surface area from low-grade dolomite has been investigated. The optimum technical conditions for the preparation of magnesium oxide are the followings: dolomite is partially calcined at 750-800° for 2 h; the optimum solid-liquid ratio range in calcined dolomite slurry is 20-30 g?l?1; carbonation temperature, carbon dioxide pressure and end point pH value of carbonation are less than 40°, 0.4-0.6 MPa and 7 respectively during carbonation process; decomposition temperature of Mg(HCO3)2 solution is near 100°; calcination temperature of the precursor (i.e. precipitated basic magnesium carbonate) is less than 850°. More than 90% of magnesium can be extracted by the technology. The MgO product (CaO < 0.38%) with a specific surface area of near 50 m2?g?1 also can be obtained by the technology.
