ABSTRACT The Saskatchewan Ministry of Environment recognizes the importance of environmental protection as an important contributor to Saskatchewan’s economy, with the environmental performance of industry closely monitored. Unfortunately, environmental regulation is often accompanied by significant process that does not always add value to environmental protection activities. The Saskatchewan Ministry of Environment has embarked on a visionary restructuring of its regulatory framework from conventional command and control regulation to a results-based regulatory framework. This new regulatory framework will provide for establishing clear environmental protection and resource management objectives; streamlining the environmental acts and regulations; developing an environmental code of practice; relying on qualified persons; enhancing compliance and enforcement tools; eliminating of many permits; and developing greater certainty in environmental assessment decisions. Results-based regulation promises to deliver enhanced environmental protection with less process. The uranium industry in Saskatchewan will be used as an example of the potential effects of results-based regulation.

Rosh Pinah Zinc Corporation (Pty) Ltd (RPZC) operates an underground mine at Rosh Pinah in southern Namibia producing zinc and lead sulphide concentrates. It currently mines around 0.7 Mtpa run-of-mine ore containing around 6-10% zinc and 1.5-3.5% lead. As part of past exploration and current intensified exploration, a massive continuous low grade ore body was identified which grades at around 3% zinc equivalent. This ore body is near current mining infrastructure and could be amenable to bulk mining methods. In the present paper a concept is presented on how it could be exploited. As a precursor to exploitation of the low grade a number of enhancements are proposed for the current mining operations including: ? shortening load-and-haul distances by extending the conveyor raise further down the mine in a phased manner and back-filling of waste into mined-out stopes; ? use of mobile crushing plant at the crusher tip, and; ? installation of a system to allow scoops to load directly from stopes into ore passes close by combined with truck loops to haul from these ore passes to the crusher tip. To exploit the low grade ore body the following concepts are proposed: ? open stope mining from two areas at a total rate of up to 2 Mtpa; ? underground pre-beneficiation of mined low-grade ore near the stopes using either dense medium separation or X-ray sorting; ? pre-beneficiated tails back-filled to mined-out stopes and; ? pre-beneficiated product transported to surface by linking into proposed run-of-mine conveying system.

Flotation operations in Sudbury, Ontario, seeking to separate pentlandite and chalcopyrite from mixed sulphide deposits, produce pyrrhotite tailings that have been disposed of in tailings ponds for over 50 years. These reactive tailings are viewed as waste, despite containing ~0.8 wt% Ni, and represent an environmental liability because of their acid mine drainage (AMD) potential. Given the large quantities of pyrrhotite currently stored in Sudbury, and declining ore grades elsewhere, these tailings have shifted from being viewed as a waste to a potential resource. Recent advances in the bioleaching of low-grade sulphide ores have raised the prospect of bioleaching as a potential low-cost processing option. However optimization of this proposed process requires a thorough understanding of the mineralogy of the pyrrhotite tailings that would be leached. The work presented here addresses the characterization of two distinct Sudbury pyrrhotite tailings, namely from the Vale and Glencore operations, using electron microprobe, XRD and QEMSCAN analysis. Over the decades, mine and mineral processing plant operations for the most part, have been found to have had adverse impacts on the environment. At the same time, mineral processing and mining operations produce mineral products that are indispensable to modern society. Thus, the sector has desirable and undesirable attributes simultaneously. The situation presents itself as a contradiction (i.e.) the mineral processing and mining operations are wanted by society, and at the same time unwanted by society. The existing methods of addressing the issues raised above have evidently not been very successful in reducing the opposition to new projects and to the related activities such as land acquisition. This paper attempts to show the relevance and applicability of TRIZ for addressing the issue. TRIZ, or Teoriya Rezheniya Isobretatelski Zadach, is a Russian acronym meaning Theory of Inventive Problem Solving. TRIZ is a powerful tool that can be usefully applied to resolve such contradictions, using resources usually available within the system of interest. Accordingly, this paper introduces the issue background, followed by an introduction to some key concepts of TRIZ such as the 40 principles, separation principles and directed evolution. The paper goes on to apply the 40 principles to two case studies. The results show that TRIZ could be a useful tool to generate potentially innovative and sustainable approaches. Its most appropriate position would be as a supplement to current decision-making procedures, and as a validation tool to review existing solutions for possible improvements. Disequilibrium ratios (U3O8/eU3O8), which assess the degree to which gamma activity represents the uranium content of a sample, have been measured on a representative set of samples from the ore zone of a carnotite ranium deposit located at Yeelirrie, Western Australia. A statistical analysis has been performed to investigate the dependence of the ratios on lithology and on the location of the sample in the orebody. The analysis indicates that dependence on lithology and on position across the orebody is negligible. Samples from the western end of the orebody and those from below the water table level tend to have slightly lower ratios than samples from other positions, although these trends are small compared with a large random variation in the data. The large random variation could result from some redistribution of the daughter isotopes of uranium within the orebody. On the basis of the results from all the samples, the estimated deficiency of uranium relative to radium in the ore zone of the deposit is 11 per cent.

As the usage of BIM increased in the construction industry, some construction owners started exploring the use of BIM for maintaining their facilities. Construction Operations Building Information Exchange (COBIE), a spreadsheet data format suggested in 2007 to manipulate building information, is considered as one of the solutions that would facilitate the process of transferring information from BIM to applications for facilities management. Several BIM and Computer Aided Facilities Management (CAFM) applications offer functions to export or import the COBIE data. To facilitate the process of generating the COBIE data out of Building Information Model, some add-in applications, such as COBIE Toolkit for Revit, also were developed. However, most of these applications handle a limited amount of COBIE data. Professionals using these add-in applications therefore sometimes end up spending a significant amount of time to add additional data manually to the COBIE data file. To automatically get a data-rich COBIE file, we developed a prototype application that extracts information from Revit, which is one of the BIM authoring tools, stores them in an external database, and then produces the COBIE file using information stored in the database. We applied our application to a pilot project and produced 8 COBIE worksheets automatically, which demonstrated a significant amount of time saving. This paper presents how our prototype application produces 8 COBIE data sets automatically. It also addresses our attempt to handle more COBIE data sets.

Drilled shafts are widely adopted as the foundation for sound walls. However, there has been a lack of uniformity in design and analysis methods and design criteria, in terms of factor of safety against ultimate capacity failure as well as the allowable deflection. In order to establish a uniform design methodology for the drilled shafts supporting sound walls in cohesive and cohesionless soils, respectively, a database of full-scale lateral load tests on fully instrumented drilled shafts was collected. Based on the compiled database, existing design methods and design criteria of laterally loaded drilled shafts were evaluated. Broms method and COM624P (or LPILE) are suggested as the design methods for drilled shafts supporting sound walls in both cohesive and cohesionless soils. Additionally, the corresponding design criteria, including factor of safety and permissible deflection, for both design methods are recommended. Two full-scale lateral load tests on fully instrumented drilled shafts were subsequently conducted in Colorado to further verify the design recommendation. A comprehensive geotechnical investigation program was also carried out at the two new lateral load test sites that included pressuremeter test, SPT, as well as laboratory triaxial consolidated undrained tests and direct shear tests on the soil samples taken from the lateral load test sites. The test results obtained at these two load test sites were employed to validate the recommended geotechnical design and geotechnical testing methods for the drilled shafts supporting sound walls.

Although two-entry yield pillar-based gate roads supported by wooden cribs have been commonly used throughout longwalling in the Wasatch PlateadRoan Cliffs coalfield of central Utah, a three-entry yield-abutment gate road configuration was recently trialed in the Hiawatha Seam at the Genwal Resources (GRI) Crandall Canyon No. 1 Mine, near Huntington, UT. Pillar, entry, and cable bolt performance were monitored through second panel mining using a fairly extensive array of geomechanical instruments installed over a span of four crosscuts. Ground pressure and entry closure measurements confirmed that the 9.1-m-wide (30-ft) yield pillar was partially shielded from first panel longwall loads by the 36.6-m-wide (120-ft) abutment pillar, and consequently, experienced only minor yielding until the approach of the second panel face. Complete yielding of the 9. I-m-wide (30-ft) pillar occurred when the second panel was approximately 6.1 m (20 ft) inby the instrumentation site. Average cable bolt loads and differential roof sag remained low through second panel mining and tailgate entry ground conditions were excellent; however, very high ground pressures in the abutment and yield pillars, and second panel rib strongly suggest a high potential for coal bumps utilizing this gate road configuration at mining cover depths in excess of 396 to 457 m (1300 to 1500 ft). This conclusion is supported by the suspected occurrence of small coal bumps along the abutment pillar ribs, observed indirectly as fresh debris in the middle entry just behind the second face. This paper presents a case history developed from the geotechnical measurements and on-site observations of this unique application of a yield-abutment gate road configuration and cable support system in the Hiawatha Seam.

This paper deals with a complementary soil investigation which being part of the contract helped understand the behavior of a softened clay and adjusted the design of a retaining structure accordingly. The investigated softened clay proved to have lost its original strength but had maintained some characteristics of its stress history and in particular high horizontal stress. Pressuremeter tests and flat dilatometer tests were of interest to estimate the at rest earth pressure. A design consisting of a T-shaped slurry wall in conjunction with transverse walls was the most effective solution to cope with high active pressures and low passive pressures.

"INTRODUCTION Sheet mica is one of the most important minerals in modern industry. It is used in many kinds of electrical devices, and up to the present time no satisfactory substitute for it has been developed. It is necessary for the successful operation of airplanes, ships, motor vehicles radios, and radar equipment. Early in World y r II, the Array and Navy, foreseeing the need for conserving the stock of sheet mica on hand and realizing that imports from India and Brazil were falling off, had strategic mica placed on the critical war-materials list.Examination and exploration by the Bureau of nines indicated that there probably are large undeveloped deposits of mica in Alabama, some of which are near the surface and others at greater depth. The quality of most of this mica is high.During World War I, Alabama mica producers added materially to domestic production, but after 1920 virtually all of the mines closed end miners scattered. During World War II, when imports from India, Madagascar,Brazil,,other foreign sources were reduced, sometime was required for Alabama to act into production. Operators began to produce small quantities in 1942.The Colonial Mica Corporation was created by the Government during 1942 to buy Mica for the Metals Reserve Company, end later Colonial was made sole buying accent for strategic mica. About this time the Bureau of Mines estab¬lished the graphite field laboratory at Ashland, Ala. Samples of mica wore submitted for examination, and advice was requested by property owners and mine operators. This continued during 1943, when as many as 400 visitors a month called at the Bureau's Ashland field laboratory."

In 1984, at the request of Bureau of Land Management, the U.S. Bureau of Mines studied the 13,730-acre Burnt Lodge (MT-065-278) Wilderness Study Area (WSA) in order to evaluate the mineral resources. The WSA is located in Phillips and Valley Counties, MT, about 55 miles south of Malta adjoining the Charles M. Russell National Wildlife Refuge. It is underlain by near horizontal sedimentary beds of the Hell Creek Formation, Fox Hills Sandstone, and Bearpaw Shale. No mines or prospects were found in the WSA. Bentonitic beds were examined, but are generally less than 1 ft thick and, except where exposed, are deeply buried. Kaolin-bearing sandstone in the Colgate Member of the Foxhills Sandstone was sampled and may have potential for use in structural clay products. However, remoteness and inaccessibility of the area make it unlikely that the material could be economically extracted even though some of the material is marginally useful.

Electricity will play a major part in providing energy services in the 21st century. Ecologically Sustainable Development (ESD), that is accommodating the needs of the present without compromising the needs of future generations, will provide a focus for optimising the use of electrical energy. Environmental externalities may redefine the cost structure of electricity. Strong corporate environmental management will ensure that current environmental objectives are met and that future ones, identified by the ESD process and environmental externalities accounting, can be developed and implemented by receptive business managers. This paper addresses the current environmental issues of electricity production. It outlines a management strategy for the SECV becoming a community leader in protecting the environment. ESD is discussed in terms of using non-renewable resources wisely, extending their availability and putting in place mechanisms which ensure their ultimate substitution by renewable resources and conservation. The paper explores options for dealing with costing environmental externalities, particularly in relation to greenhouse emissions.

Brown coal production in Victoria's Latrobe Valley Region (Figure 1) continues to rise and currently stands at around 50 Mt per annum. With the exception of around 2 Mt used to produce some 700 Kt of brown coal briquettes, this coal is mined by the State Electricity Commission to fuel large thermal power stations with a total installed capacity of just over 5 000 Megawatts. The moisture content of the coal as mined typically exceeds 60 per cent, making Latrobe Valley coal a markedly low rank fuel. The lack of heating value is, however, compensated for through power station design and by the fact that ash yield is very low, usually within the range of one per cent to four per cent on a dry basis. This means that compared with most other coals, the burning of Latrobe Valley brown coal produces relatively small quantities of waste products and discharges a minimal level of pollutants into the atmosphere. Even so, the inherent quality of Latrobe Valley coal does vary significantly from one area to another (Gloe, 1991; Barton et al, 1992) both on a local and a regional scale. Such variations need to be recognised and understood in order to not only realise efficiency gains in existing power stations but to properly assess resource potential for future utilisation and the application of new technologies. The principal aim of this paper is not to describe coal quality variation in detail or to speculate on the nature of and reasons for such variation. Rather, it is to simply underscore that significant differences do occur and that this is clearly a factor which needs to be considered in any evaluation of Latrobe Valley brown coal as a resource for the future.

For the period January 1st, 1942, to January 1st, 1946, the American Bureau of Metal Statistics records the gold production of the world as 118,788,000 fine ounces. If we include 1946 at the same rate as 1945 (26,- 590,000), we arrive at a total of 145,378,000 fine ounces in the past five years . Included in these figures are estimates of Russian output at 4,000,000 ounces per annum for the five years, and 1,300,000 ounces per annum for Korea and Japan. The remaining 120,000,000 ounces represent the aggregate production from official reports of the other gold producing areas of the world, with the exception of the 1946 figures, as noted above. At $35.00 per fine ounce, this represents $5,188,230,000. According to the reports of the Federal Reserve System of the United States, on December 31st, 1941, the monetary gold reserves of the United States were $22,736,- 600,000 (at $35.00 per fine ounce) , while on October 31st, 1946 (latest available) , they had fallen to $20,402,000,000, a decline of $2,334,600,000. Adding this decline to the value of the new production for the five years, we have a total of $7,522,830,000, which has been absorbed by the rest of the world since Pearl Harbour, a rate of absorption of over $1,500,000,000 per annum. This has taken place at a rime when the advocates of purely managed currencies had convinced many people that gold performed no really essential function in the world's economy, and that we could get along perfectly well without it. It was pointed out that gold could not be eaten, it could not clothe our nakedness, it could not shelter us from storms, and, therefore, it was a non-essential, even though it could be used to settle international balances of trade. Apparently, the world as a whole still regards it as preferable to the paper promises of governments, however sound, relatively, they may appear. Actually, we have no way of measuring the true strength of this feeling, because the principal governments of the world have made it legally impossible for their citizens to own gold, except in the form of ornaments.

We introduced a numerical method that is applicable for the analysis of static and dynamic deformations of elastic media. In this numerical study, each elastic body is modeled with a system of several hundred rigid particles that are joined together elastically. Maximum shear stress fields due to external loading are obtained and compared with those obtained by photoelastic experiment. Preliminary results are presented for the stresses generated in circular disk shaped bodies idealized with connected systems of particles. Extension of this simulation method to fragmentation of brittle materials is also illustrated in an example.

The major health concern for uranium miners is the release of radon gas and the resultant ingrowth of the short lived daughters in the mine atmosphere. Present methods of control are the utilization of mine ventilation systems for dilution and control of ingrowth time to maintain working levels below those set by regulations. This study examined pressure cycling efforts on the radon emanation. The mechanical ventilation systems were altered to allow pressure changes throughout the mine to increase radon influx during the off shifts and thus deplete the sources of radon gas. Continuous radon working level and environmental monitors, developed by the Bureau of Mines, were employed to monitor radiation and physical parameters in the mine workings. The mine ventilation system was then varied to induce radon flows during off shifts, thus, depleting the radon sources during normal production shifts. Electro-static precipitators were also tested to determine radon daughter collection efficiencies. Both radon and radon daughter concentrations were monitored and evaluated. Major problems were found in the simple mechanical operation of cleaning these units.

The graphitic carbon content of soils may be used to detect and delimit subsurface graphitic zones. Spectrographic measurement of carbon in C horizon soils from several areas in the northeastern United States shows good correlation with known graphitic bodies. Bodies of graphite and sulfides are readily located by electromagnetic prospecting methods, but these methods cannot generally discriminate between them. Usual practice, therefore, requires follow-up work on electrically anomalous areas by trenching, drilling, or soil sampling in order to determine the mineralogical nature of the conductor. The efficiency and cost of such follow-up is consequently an important factor in prospecting. The presence of buried sulfide deposits is often reflected in concentrations of metals in the superincumbent soil. Simple chemical tests for such metal concentrations have been developed and applied with considerable success. Bodies of graphite or mixtures of graphite and sulfides are, however, very common and a means whereby buried graphite could be detected by soil testing should provide valuable additional information in the search for ore sulfide and graphite deposits. Graphite is a notably stable substance and should persist in soil above graphite-rich horizons. Microscopic examination of soil samples high in carbon, however, failed to reveal any recognizable graphite fragments indicating a grain size in the clay range. Presumably such small particles would have some mobility in a soil by a translocation mechanism similar to that proposed for the movement of clay particles in a soil profile. Experimental data supports this idea since the boundary between background and anomalous soils carbon values is quite sharp, but the anomalous zone is slightly broader than the graphitic source rock. A simple spectrochemical technique for the determination of carbon in geological materials has been described by Dennen,1 and may be directly applied to soils. A modification of this technique which employs an arcing chamber through which nitrogen is passed is recommended to decrease contributions from atmospheric carbon dioxide. Tests indicate that soils over graphitic zones may be strongly enriched in carbon. The spectrochemical determination of carbon depends upon the formation of the cyanogen molecule (CN) from carbon in a sample and atmospheric nitrogen, under the high temperatures associated with a dc arc. Samples for analysis are dried, lumps broken, and screened. A small portion of the -100 mesh fraction is packed into a copper electrode and excited as the cathode of a dc arc. The band spectra of cyanogen are recorded photographically and the density of the bandhead CN 3883A is measured. The limit of detection of the method is about 0.01 pct C and its coefficient of variation is about 15 pct. Soils, of course, contain carbon in other forms than graphite, and the amount of interference from such sources was examined. The C horizon of several soils from Massachusetts, Maine, and Pennsylvania were found to have a carbon content of 0.3 to 0.5 pct by weight. Numerical simulation of coal pi1lar loading has traditionally been a difficult task due to the unique and highly variable properties of coal and the inability of numerical procedures to duplicate these properties. This simulation was based upon material properties developed from laboratory tests of coal cubes and examined against coal pillar strength data developed from actual underground measurements. The coal cube measurements indicated the coal followed a nonlinear Mohr- Coulomb failure criterion. The in situ measurements showed that a pillar yield zone developed similar to Wilson's hypothesis and, at high confinements, the pillar core seemed to followed a pseudo-ductile behavior. The strain-softening material model, based on a 1inear Mohr- Coulomb failure criterion, simulated coal cube and pillar behavior at moderate load conditions. However, at high loads the models were inaccurate, due to an inadequate failure mechanism and/or to changes in the pillar constraints at the coalbed interface.
