This article is a continuation of a series of publications by the authors on the international debate on resource nationalism, with specific reference to South Africa. Previous outcomes have shown that mine nationalization is not a solution for South Africa, and that maintaining stability of the current mineral and tax regimes is fundamental. It will not be wise to replace existing law and policy instruments until there is a better understanding of the distinction between fact and public perception about the impact of the current system. The new scheme of state custodianship linked to a mining royalty that effectively targets economic rents provides for effective resource use. The methodology in this article is to consider how South Africa's mineral tax regime can be tweaked to achieve optimal management and benefit from mineral extraction and associated rents by avoiding changes feared by investors. The major finding is that the current suite of instruments can be considered a suitable platform for optimal management of resource rents. However, it will be necessary to first investigate ways of improving the mineral beneficiation intent of the royalty structure, and secondly investigate whether the mineral rent portion of the royalty formula can be ring-fenced for the purpose of establishing a sovereign wealth fund.

This report describes the construction and calibration of two ice calorimeters and includes results of high-temperature heat-content measurements, made by the Federal Bureau of Mines, on rubidium fluoride, hafnium tetrafluoride, cesium chloride, and cesium iodide. The heats and entropies of fusion of rubidium fluoride, cesium chloride, and cesium iodide have been calculated at their respective melting points using equations derived from the experimental heat-content data. Hafnium tetrafluoride did not melt within the range of temperatures investigated. Heat and entropy of transition of cesium chloride from the alpha to the beta form were also determined. INTRODUCTION Free-energy data usually afford the cheapest and quickest means of determining the feasibility of experimentally untested reactions. For known reactions, free-energy data show the variation of the equilibrium constant with temperature and make it possible to calculate, without experiment, the maximum ratio of product to raw material for a given chemical process.

On a project which is to develop a system to suppress coal dust explosions, a facility has been built and several devices tested. The facility is a 317-foot, 4.5-foot diameter shock tube and to date 53 tests have been carried out with methane-air and methane/coal dust-air as the explosive mixtures. Suppression of slowly propagating (up to 300 ft/sec) flame fronts has been successfully carried out on two tests using the dry chemical extinguishing agent Purple K. Delivery of the material directly into the flame front Seems to be required if effective suppression is to be accomplished.

Introduction The Open Cut is one of the best known landmarks in South Dakota's Black Hills. It is the site of the original discovery of the Homestake ledge, or lead, in 1876. Between that time and 1945, the Open Cut produced about 36 Mt (40 million st) of gold ore, the majority of which was drawn from underground operations. In 1981, a drilling program was undertaken to determine how much ore the old timers left behind. The results of this study indicated an ore body made up of broken and caved ground, and solid blocks in pillars and crowns. Reserves are estimated at about 6.8 Mt (7.5 million st) of gold ore, grading at 4 g/t (0.116 oz per st). Total tonnage of material, including waste, is estimated at more than 60 Mt (66 million st). The mining plan is a combination open pit and underground operations. The bottom 78 m (255 ft) will be mined by the underground panel-caving method. The open pit was designed as a contractor operation up to the expected milling stage or the point of sustained ore production. The pit was designed to avoid disturbance of US Highway 85 near Lead, SD. In 1983, the South Dakota Board of Minerals and Environment approved the mining and reclamation plan. Test mining began in the north of the Open Cut using open pit methods. Upon completion of the test pit, Homestake Mining's board of directors approved an expanded mine plan. They committed an additional $27.1 million to prestrip the ore body that is expected to yield 23 t (750,000 oz) of gold. Project life is estimated at 15 years. Exploration program In early 1980, 10 diamond drill holes were drilled from the surface in the vicinity of the east side of the Open Cut. The reserves delineated by that drilling were too small to justify their development. A continuation of this study attempted to quantify the tonnage remaining in the bottom of the Open Cut in the crushed remnants of old stope-and-crown pillars. This was originally thought to be minable by improved drawhole methods using highly mechanized procedures. By early 1981, however, thinking turned toward surface mining methods. The effort to quantify minable ore tonnage ultimately involved drilling 385 reverse-circulation rotary drill holes. These were drilled from August 1981 to March 1983 in several groups of holes. Each group, or drilling program, had a slightly different immediate goal or purpose. The holes were drilled to various depths using truck-mounted Drill Tech 40 drills with doublewalled 76 mm (3 in.) pipe with 134 mm (5.25 in.) three-cone rotary bits. Initially, wet drilling was employed using a cyclone collection system. Since cutting recovery was not as high as it should have been, all subsequent drilling was dry. The cuttings were collected and deposited by way of a cyclone into the sample bag. The pickup for the cuttings using the three-cone bits was about 50 mm (2 in.) above the bottom of the hole. Overall cutting recovery for the drilling program was estimated at 75%. Samples were taken on each 1.5 m (5 ft) of hole drilled. Each sample was split into three 48-g (1-2/3 assay ton) charges. The accepted value was the straight average of the three charges. Because of the known "nugget effect," assays were nearly impossible to duplicate. Therefore, to validate the regular assays, a series of screen fire assays were run. Based on this method of assays and checks, it was concluded that 10% more ounces would be produced than indicated by mine grade. Test pit The northernmost portion of the mine as planned is known as the Terraville test pit. This portion was mined ahead of the rest and separately. It provided answers to questions on slope stability, reserves correlation, mill recoveries, mining costs, and surface mining conditions in various weather and ground conditions since many boulders and much timber were expected. The mining plan for this portion of the pit was successful. More ore was mined than was expected. Mixing of Open Cut ore with underground ore in the mill feed was successful. This paper analyses the impact of the uncertainty associated with the input parameters in a mine planning optimization model. A real example was considered to aid in the building of a mathematical model that represents the coal production process with reference to the mining, processing, and marketing of coal. This model was optimized using the linear programming concept whereby the best solution was perturbed by the stochastic behaviuor of one of the main parameters involved in the production process. The analysis of the results obtained permitted an evaluation of the risk associated with the best solution due to the uncertainty in the input parameters.

Surface subsidence that results from longwall mining can be large magnitude and can affect significant areas. Conventional methods for subsidence monitoring include leveling, global positioning system (GPS), and photogrammetric surveys. Remote sensing techniques, including aerial LiDAR, terrestrial laser scanning, and satellite-based differential interferometric synthetic aperture radar (DInSAR), are also used to measure deformation associated with subsidence. DInSAR data are different than data from conventional subsidence surveys. Images capture data over large areas (hundreds of kilometers), and each pixel (data point) in an image quantifies the average displacement over an area of square meters. DInSAR data can have fairly high time resolution; imaging periods typically range from weeks to months.

For bituminous and lignite coals the economic picture continued to improve as it has each year since the low of 1961, with production at 480 mil- lion tons in 1964 compared with 1963's 459 million tons. The anthracite industry produced 16.3 million tons in 1964 and 18.3 million tons in 1963. The industry is looking toward a further expansion; among the new developments will be a mining wheel producing 3 million tons of lignite per year in South Dakota. It is expected that electric power generation will continue to provide the market for most of the increase in consumption, with exports second in importance in the expansion. Improvements in methods of mining and transporting coal underground and in strip mines, and the cooperation of carriers in finding ways to reduce transportation costs to distant markets, have made possible these expansions. Research continues to reduce costs of mining, transportation, steam generation of electric power and production of steam for space heating and manufacturing processes, to retain some markets and expand others. Other research seeks to expand markets by developing fuel from coal which will be more attractive than competing fuels, by reducing sulfur and other sources of air pollution. Public relations efforts of the industry are bearing fruit in a greater acceptance of coal as a modern fuel.

This report describes a program of research to evaluate methanometry in coal mines. The program commenced by conducting an extensive state-of-the-art survey. Details of the survey are presented which includes a rating of various types of instruments that can be used to detect and record methane gas. Laboratory test data, on mine instruments tested are presented together with results from a computerized statistical analysts.

A study of the high magnification of some inorganic fibers which are found in nature or produced in the laboratory, has been conducted with the electron microscope. This series of electron microqraphs shows the important morphological differences exhibited by potassium-lead silicate, lead-aluminum silicate, chrysotile, wollastonite, silicon nitride, potassium titanate, cobalt chrysotile, magnesio-fluor-richterite, fluor-richterite, refractory oxide fiber, silicon carbide, massive serpentine, and palygorskite. A ribbon or a thin lath 250-2500 A. wide is the structural form of potassium-lead silicate and lead-aluminum silicate. Chrysotile, cobalt chrysotile, and massive serpentine all have a tubular structure and a fairly uniform (150-300 A.) diameter. Wollastonite, potassium titanate, fluor-richterite, and magnesio-richterite crystals have a lath shape, and potassium titanate laths are laminated ribbons. Single fibers of silicon nitride and palygorskite are ribbons, and the silicon nitride sample contains many twins (branching fibers). Palyqorskite fibers are highly flexible and have cross-sectional measurements of 150-300 A. Silicon carbide fibers differ from other fibers because their structure consists of several different forms. The sample used in this study had, predominately, a margarite-type structure. The refractory oxide fiber lost, all its apparent fibrosity after being prepared for electron microscopic examination, and only irregular fragments are visible in the electron micrographs.

"The Functional Performance Equation for ball milling circuits allows us to isolate the circuit classification system efficiency (CSE) from the mill’s grinding performance. The factors which affect circuit CSE are reviewed, with emphasis on water usage at the classifiers. It is shown that manipulation of such water usage can be carried out to improve plant grinding circuit efficiency, at times by more than 30 percent.THE FUNCTIONAL PERFORMANCE EQUATIONObservation of the feed and product size distributions going into and discharging from the mill in grinding circuits with low versus high circulating load ratios initially led to the definition of “circuit classification system efficiency” (or CSE, McIvor, 1988a), and ultimately the discovery of the Functional Performance Equation (McIvor, 1988b, and McIvor et al, 1992). The CSE is the percentage of “coarse” (typically with reference to the plus P80) size material occupying the mill (versus “fines” or product size material, finer than the circuit P80), and can be calculated by taking the average of the percentage of coarse material in the mill feed and mill discharge. As this also represents the percentage of the mill energy expended on targeted, coarse size material, it is directly proportional to overall grinding circuit efficiency and production rate. This is all clearly expressed in the Functional Performance Equation for ball milling circuits, which is derived as follows.We define “fines” as any product size material, and “coarse” as that targeted to be further ground, the two typically differentiated by the circuit target P80. For any grinding circuit, the production rate of new, product size material (fines) must equal the specific grinding rate of the coarse material (i.e. fine product generated per unit of energy applied to the coarse material) times the power applied to the coarse material."

"The selective recovery of gold and silver from solutions containing other metals such as copper is possible using AuRIX®100 resin in conjunction with the Gekko Resin Column. Selectivity is driven by controlling the solution pH, which enables activities such as loading copper, gold and silver and then selectively stripping copper before gold and silver. Alternatively gold and silver can be loaded and the copper left in solution. Gas sensing systems are becoming more important in many industries such as oil, gas and mining operations. Particularly in underground coalmines, accurate and reliable monitoring of toxic and combustible gases such as methane, nitrogen dioxide, carbon monoxide and hydrogen sulfide is essential. Available conventional electrochemical sensors for gas measurements in underground coalmines suffer from shortcomings such as cross-sensitivity response, limited lifetime, high calibration cost, maintenance cost and safety. Recent studies have found that fibre optic-based gas sensors have potential to eliminate these issues. These sensors can also be used for long distance and distributed sensing of various gases, both of which are important for underground gas monitoring. The QMM mineral sands of South East Madagascar contain approximately 1,900 million tonnes of mineable sand with a total heavy mineral (THM) content of roughly 4.5wt%. The QMM deposits are the world’s largest known reserves of 60% TiO2 ilmenite and also contain a small volume of zircon. The deposits are semi-continuous and homogenous and the mineralized sands are free flowing with minimal overburden, induration & slimes. These characteristics are favourable to dredge mining and allow the application of conventional wet gravity, electrostatic & magnetic separation to final products. A mature THM mineral suite of high valuable heavy minerals (VHM) content has enabled the development of a relatively simple separation process.

During the production of pure TiO2for the pigment industry, ilmenite, containing 35?60% TiO2, is reduced to high titania slag, containing 70?95% ?TiO2? and pig iron. The high titania slag produced, consists mainly of titanium in different oxidation states and FeO in equilibrium with liquid iron. To predict the phase and chemical reaction equilibria in a furnace, a suitable solution model is required with accurately determined binary interaction parameters, as slag melts tend to behave very non-ideally. This paper investigates two popular slag models, namely, modified quasi-Chemical (MQC) model and the cell model and provides the binary interaction parameters based on recently published data of the ternary system and critically assessed published unary and binary data. Very few modelling results have been published on the ternary Ti-Fe-O system pertaining to high titanium slags. The solution models, with their regressed interaction parameters, can subsequently be implemented in commercial software of the slag-metal phase equilibria to predict how much and which type of solids will precipitate for a given bulk slag chemistry and operating temperature or, alternatively, above which temperature should a furnace be operated to avoid excessive solids precipitation.

"Pipe Open Pit ore is delivered by rail to the Thompson Mill at a rate of 34,000 tons per week. Ore is milled at a rate of 220 tons per hour.Characteristics of the serpentinised peridotite host rock are such that significant deviations from hitherto experienced milling practice became a necessity because of coagulation of the gangue upon cominution.Extensive development work was done in the grinding and classification circuits to better understand the ore characteristics and optimize operating parameters and the use of available equipment. This work ultimately resulted in the change from 30 to 20-inch diameter cyclones.Coagulation of the ore slurry and the characterstics of the sulfide minerals necessitated an ""unconventional approach"" in processing as compared with the beneficiation of Thompson Mine ore.Recent changes in ore characteristics led to testing of antistatic agents to reduce tailing losses."

"Lucky Strike and Menez Gwen are two hydrothermally active sites located along the border of the Azorean plateau, southwest of the Azores islands where the alteration processes affecting basaltic rocks are prominent (Costa et al., 2003). Here we report on a slabby brecciated rock, abundant at both Lucky Strike and Menez Gwen, composed mainly of basaltic fragments cemented by hydrothermal precipitates from warm fluid circulation system. Research reveals that hydrothermal alteration takes place mainly by replacement processes, in which silicification is dominant (Costa et al., 1997 and Costa, 2014).Petrographic observations, including scanning electron microscopy (SEM), microprobe analysis, and mass balance studies made on basaltic fragments within the breccia show that silicification is one of the main processes resulting from hydrothermal fluid circulation. This alteration process leads to complete replacement by silica, in extreme cases, forming an impermeable cap that may contribute to the formation of sub-seafloor sulphide deposits, including examples in the geological past."

Paper presented at the conference Economic geology in Europe and beyond II, models for mineral deposits in sedimentary basins, held in Keyworth, UK, 13-14 April 1994. The region includes the Deveci siderite/goethite deposit and the Hasancelebi, Karakuz and Kuluncak magnetite/goethite deposits; Deveci is the only mine in operation. The area consists of a serpentine-gabbro complex overlain by a volcano-sedimentary sequence hosting the iron ores. At least three generations of hydrothermal alteration have affected all rock types except the latest trachytic dykes. The Deveci deposits occur in a pyroclastic volcano-sedimentary sequence with shales and carbonates equivalent to the main mafic sequence, whereas the other three deposits formed contemporaneously with the intrusion of trachytic dykes. The deposits are of the volcanic-exhalative type, with syngenetic siderite in pillow lavas or stratiform layers the primary and main Fe-bearing mineral. In the west hydrothermal alteration has replaced siderite in pillow lavas with magnetite or has remobilised sideritic iron into magnetite veins

Computerized thermodynamic databases for solid and liquid metal, slag and solid oxide phases in the Al2O3-CaO-CoO-CrO-Cr2O3-FeO-Fe2O3-MgO-MnO-NiO-SiO2-S system have been developed by critical evaluation/optimization of all available phase equilibrium and thermodynamic data. The databases contain parameters of models specifically developed for molten slags, liquid steel and solid oxide solutions such as spinels, pyroxenes, olivine, monoxide (wustite, periclase, lime), corundum, etc. By means of the optimization process, model parameters are found which reproduce all thermodynamic and phase equilibrium data within experimental error limits. Furthermore, the models permit extrapolation into regions of temperature and composition where data are not available. The databases are automatically accessed by user-friendly software that calculates complex equilibria involving simultaneously slag, metal, refractories and gases, for systems with many components, over wide ranges of temperature, oxygen potential and pressure. A short review of the available databases is presented. The critical evaluation/optimization procedure is outlined using the Al2O3-CaO-FeO-Fe2O3-SiO2and Al2O3-CaO-MnO-SiO2systemsas examples. Several applications of the databases to deoxidation of iron and to inclusion control in steel are discussed. "Experiments were performed with plant feeds with a continuous 1,8 m3 cell at Pyhasalmi mine with Cu flotation feed in order to test the applicability of the bubble surface area flux as an indicator of the flotation rate constant. It was found that bubble surface area flux could not predict the rate constants of coarse Cu containing fractions. In the middle size fraction, the correlation coefficient in the rate coefficient estimation was higher but not statistically significant. Only the fine fraction showed a linear relationship with a moderate correlation coefficient.The bubble surface area flux was shown not to be a function of the impeller velocity above a threshold value. The flux was an almost linear function of the superficial gas rate enabling to use the superficial gas rate instead of flux if the operation of an existing cell is to be estimated.INTRODUCTIONBubble area flux seems to offer a simple way of modeling flotation. It relates the flotation rate constant with the bubble surface area flux by a simple linear equation. Due to this, there has been a considerable interest in using the bubble area flux for flotation computations. It has even caused claims that a cell producing a high bubble surface area flux automatically produces a high rate constant and therefore a high recovery.This paper discusses some of the assumptions of the relationship and gives some plant results during two sampling campaigns.The bubble surface area flux s b is describing the area of bubbles available for flotation in a cell per unit area.
