An emerging technology for sustainable development in mineral development, tailings co-disposal™ is a means to dispose of conventional mill tailings within the void space of a waste rock dump. This method, while not applicable to all tailings systems, can offer a significant reduction in short-term and long-term environmental liability, land disturbance, closure costs, and negative public image. The concept is to dispose of the tailings simultaneously with the waste rock or leach ore, controlling the ratio of tailings to coarse material such that the resulting dump is stable both physically and chemically. The resulting co-disposal dump can be as safe as a conventional waste dump. In the case of alkaline tailings in a potentially acidic waste dump, the acid production can be buffered or slowed.

The Sloan Ranch kimberlite complex is located approximately 130 km north-northwest of Denver in the Precambrian core of the northern Colorado Front Range (Figure 1). A Devonian age for the complex is suggested by the fossil assemblages in limestone xenoliths (Chronic and others, 1969), and by paleomagnetism of the kimberlite (E. E. Larson, personal communication, 1986). The presence of diamond was first reported in rocks from the Sloan diatreme by McCallum and Mabarak (1976). Prior to this time, the distinctive- appearing host rock of the Sloan diamonds had been quarried for use as terrazzo stone; examples may be seen in the floors of the airports in Cheyenne and Laramie, Wyoming. The Minerals Division of The Superior Oil Company obtained a lease on the Sloan property in 1980. During the next four years Superior built and fine-tuned a highly efficient diamond recovery facility, explored and tested the Sloan deposit, and used Sloan as a site for testing numerous exploration techniques for future use in a continuing exploration program in the Colorado-Wyoming kimberlite province. The Sloan property was ultimately determined to be sub- economic, but the lessons learned there have been very helpful in subsequent exploration efforts.

The intensive use of computers for mineral application at Serrana's phosphate mine in Jacupiranga, State of Sao Paulo, Brazil, began in the late seventies. The early hardware and software available are described in sufficient detail to allow comparisons between that solution and the new one, based on a personal computer and a new software package - PC MINE SYSTEM from GEMCOM SERVICES INC - that provides full color graphics capabilities plus mine design and planning tools. The process needed for adaptation to the new technology' and its impact on SERRANA S.A. DE MINERACAO are described. Finally, future enhancements to the System and mine control and planning are focused.

INTRODUCTION It is now 21 years since Wiegel and Li published their paper on a random version of Gaudin's model for the mineral liberation phenomenon (Wiegel and Li, 1967). This paper was to revitalise interest in North America in one of the most fascinating, difficult and important problems in the field of theoretical mineral processing. Gaudin had many years previously (Gaudin, 1939) already presented a penetrating analysis of the problem and Wiegel and Li based their analysis very closely on the Gaudin model but they realised that the indeterminate geometrical structure of mineralogical materials demanded that only probabilistic models could provide the necessary quantitative information when working with real materials. They proposed and solved a randomised version of the Gaudin model but retained the essential geometrical simplicity of cubic mineral grains and a cubic fracture pattern. Although their model met with some limited success it was to be superseded in due course. During the 1940's and 1950's the classical field of geometrical probability spawned the mathematical discipline of integral geometry and as early as 1965, Bodziony (1965, a,b) showed that the techniques of integral geometry could accommodate the problems associated with the indeterminate nature of the geometrical mineralogical structure, provided that these were couched in probabilistic terms. In particular he showed that the quantitative description of the comminution process and that of liberation could be decoupled with the resulting economy of effort. This idea has profoundly influenced the course of research in liberation theory and has greatly facilitated its application and the measurement of liberation in a practical way. The cluster of gold deposits at the Goldstrike property is located in the Northern Carlin Trend in northeastern Nevada (Fig. 1). At many mature mining camps like Goldstrike, exploration innovation and success may wane with time. In this regard, sufficient exploration drilling was conducted in the area immediately north of the ultimate pit crest and under the final planned pit wall to test for a major deposit. No indications of large deposits were found, however, the majority of drill holes did intercept mineralization. Mining along the northern pit wall exposed significant structurally controlled ore-grade mineralization that had been missed by exploration drilling. In 2002 and early 2003, the mine geology group added reserves to the pit and improved the definition of underground resources by targeting specific ore-controlling structures within favorable stratigraphic units by utilizing relatively inexpensive horizontal RC drilling from the pit wall. The widespread occurrence of mineralization to the north of the pit was re-interpreted to be an indication of continuity of these mineralized zones. In January 2003, 70 feet of 0.332 opt Au at a depth of 710 to 780 feet was intercepted in a dewatering well. This intercept was significantly thicker and higher-grade than average for the area, which confirmed the existence of high-grade structural continuity, and helped secure management support for additional exploration. A timely and cost effective solution was needed to confirm the potential of the area. Immediate follow-up drilling on tighter grid spacing was rejected in favor of improving the geology model. Exploration across the property would benefit from an improved geology model, but to provide results in a timely manner, the area to the north of the Betze pit was chosen as a starting point (Fig. 2).

Silver is an economically important component of many complex, massive sulfide ores. Current beneficiation for these ores is almost entirely by flotation. Silver recovery often is low, but little is known about the flotation behavior of the silver-bearing minerals. Floatability studies were conducted using silver-bearing tetrahedrite and lead-zinc ore. The effects of xanthate collector concentration, conditioning time, potentiostatic control of the mineral potential, and pH on mineral floatability were evaluated. The floatability of the silver-bearing minerals was shown to depend on collector concentration and mineral potential. The effect of controlling mineral potential during the flotation process is discussed.

The engineering profession has traditionally devoted its efforts to understanding and modifying the Earth's environment in order to adapt it to man's needs. In appraising our overall performance, I would have to say it has been a mixed bag. In many areas, notably communications taken in the broadest sense, and development of creature comforts, we have done a good job. In others, we have failed, particularly in our assessment of the effect of our work on the environment. Our failures have been due in part to a lack of understanding or foresight, and in part to a disproportionate emphasis on lowest first cost. Now, with an increasingly large number of people living in a finite environment, there is an urgent need for reassessment. It is no longer possible to pursue a single objective without regard to its side effects. Our projects are too large, and there are too many of them. Environmental impacts must be taken into account in all important engineering decisions of the future. There are forces at work which will help to bring this about. Thinking people everywhere have realized that adverse alteration of our environment eventually affects every one of us. The majority of our citizens, who now live in cities, are beginning to appreciate the advantages of a good natural environment in a way which others who have been closer to the soil have appreciated for years. Our people have flocked to the cities because they wanted to be "where the action is." At the same time, there is a strong desire for what we have come to call the quality of life. Today, we all want the standard creature comforts. We want to be able to move freely

Reliability of the compressive strength of a coal seam determined in the laboratory is often subjected to debate. Effects of the coal seam's inherent characteristics, specimen preparation, testing procedure, testing condition, and a number of tests often result in drastic variation of the strength data. This paper deals with the development of a testing procedure for determination of coal seam compressive strength in the laboratory. Coal samples from two different coal seams were tested. First, the inherent characteristics of each coal seam such as coal structure, Hardgrove Orindability Index (HOI), Slake Durability Index, proximate analysis, and mechanical properties namely Young's modulus and Poisson's ratio were determined to categorize them in terms of their characteristic severity liable to produce variable strength data in typical laboratory tests. Second, two commonly used laboratory specimen shapes namely; cylindrical and cubical, were tested to determine which shape produced the least variation of data and reproducible strength values. Third, four loading rates within the static testing range (Le. 0.007 MPa/s (1.0 psi/sec), 0.07 MPa/s (10 psi/sec), 0.34 MPa/s (50 psi/sec), and 0.7 MPa/s (100 psi/sec)) were used to determine an ideal loading rate. Finally, the number of test samples required to produce strength data within the acceptable standard deviation, considering coal seam characteristics were established.

13.1 INTRODUCTION Cyanide is, a generic term indicating the presence of the cyanide ion (CN-). Cyanide is a very common, naturally occurring compound produced by many biochemical reactions. Many plant species synthesize organic compounds which contain cyanide in the form of cyanogenic glycosides (Knowles, 1976). For example, trace amounts of cyanide are present in the seeds and leaves of many members of the Rosaceae (rose) family (Kingsbury, 1964). Many common items such as lettuce, maize, sweet potatoes, kidney beans, (Oke, 1969) almonds, and cigarette smoke contain cyanide. As examples, a recent chemical analysis of chocolate-covered almonds measured a total cyanide content of about two ppm (Steffen Robertson and Kirsten, 1987); and the U.S. Surgeon General (U.S. Department of Health, 1964) has shown that cigarette smoke contains up to 1,600 ppm total cyanide. The chemistry of cyanide solutions is complicated because the cyanide ion forms compounds and complexes with many elements. Some cyanide species are highly toxic whereas others are relatively inert and harmless. Molecular hydrogen cyanide (HCN) is the most toxic form of cyanide. Under most conditions, HCN exists as a gas which readily dissipates or reacts with the environment to form less toxic or nontoxic forms of cyanide. Thus HCN is an ephemeral toxin, and many naturally occurring geochemical processes reduce the HCN concentration of a heap system with time. As discussed below, free cyanide includes the two species, ionic cyanide (CN-) and molecular hydrogen cyanide. Free-cyanide toxicity in man, mammal s, and aquatic species is we1 1 documented (Doudoroff, 1976; Ecological Analysts, 1979; Towill et al., 1978). The lethal doses reported for human adults vary with the type of exposure as follows: • One to three mg/kg body weight if ingested; • One hundred to 300 ppm if inhaled; and • One hundred mg/kg of body weight if absorbed. Acute toxicity of free cyanide to freshwater invertebrates ranges from 0.028 to 2.295 mg/l, depending on species and test conditions. The paper covers mining operations and preparation of the ore prior to metallurgical treatment in the Process Plant. Mining operations are primarily concerned with the delivery to Ore Preparation of a balanced ore feed within fairly rigid specifications as to both ore type and chemical analysis. The mining method, systems of geological and engineering control, and the equipment employed are therefore reviewed in this context. In Part One of the paper the physical and geological characteristics of the orebodies, including the varied nature of the ore itself, are first described. Orebody evaluation, the calculation and classification of ore reserves, mining planning and forecasting to ensure continuity of production are covered, and the particular problems presented by sampling, the erratic distribution of ore values and the variation in the density of the ores are also mentioned. Mine design and ore excavation practice are described, together with the way in which they have evolved with recent developments in modern mining equipment. In Part Two of the paper, a detailed description of the Ore Preparation plant is given, centred around the concept of rubbling as a means of separation of the barren hard boulders from soft lateritic ore. Ore blending and ore reclamation operations are explained followed by a detailed description of the drying and crushing plant. The importance of the control of moisture content and ore sizing in the feed to the metallurgical plant is emphasized.

The National Italian Regulation concerning environment protection imposes that industrial areas are provided with systems aimed at preventing the circulation of contaminated groundwater. These systems can be static or dynamic and operate basically by intercepting the contaminated flow. Their effectiveness, realization time and costs depend on the intervention type and on the features of the specific site. The selection of the best solution is complex and the results obtained by this selection may be affected by residual risks related to the uncertainty of the hydrogeological and geotechnical characterization of the site. With regard to the industrial area of Portovesme, located in the south of Sardinia, the paper presents the analysis of alternative interventions aimed at the protection of the groundwater. The attention is focused on the evaluation of their effectiveness, impact on environment and, finally, time and costs of construction.

Rainbow colors of roofing granules, adorning the roofs of buildings from single family units to largest office buildings, have their origin in the roofing shingles as burlap soaked with tar appearing as early as the 1700s. Dusting of talc and mica on the coated surfaces, to keep roofing from sticking to itself in storage, represents an early improvement to the original construction product. Sometimes, colored, natural mineral dusts were added as color pigments within the dusting material, for initial color. Prolonged exposure to sun caused the asphalt to become brittle, and it eventually cracked and leaked. Search for solutions to cracking and subsequent leaking problems eventually led to the use of crushed mineral granules on asphalt coated shingles. This provided the impetus for further growth in the asphalt roofing industry. Application of a layer of crushed mineral on the asphalt coating minimized the coating deterioration from exposure to ultraviolet light, thus significantly improving the shingle life. In the 1900s, screened waste from slate quarries was the most commonly used granule in asphalt roofing products. Records indicate the use of coarse slate screenings for asphalt roofing as early as 1906. As the asphalt roofing industry further developed, other naturally colored minerals, such as silica sand, quartz, mica, feldspar, talc, slag, granite, rhyolite, and oyster shells were used on roofing surfaces. Later on, a number of manufactured granular materials, such as crushed brick and tile, fire clay, and white porcelain were used. The first artificially colored roofing granule was produced in 1914 by running molten slag into a solution of alkaline metal silicate, which was absorbed by the porous slag. Various colors were obtained by adding pigments to the silicate coating and by subsequently heat treating the granules. In 1922, another technique was developed in which green slate granules were saturated with copper sulfate solution and heated to 760°C to form copper oxide. Since then, many other granule coloring processes have been patented, one of the most significant being the sodium silicate coatings introduced around 1975. Granules as used in construction (specifically roofing materials) are defined as natural or synthetic-mineral grains smaller than gravel and larger than sand in particle size. They are used primarily for protective and decorative purposes on the weather- exposed surface of asphalt composition roofing. Development of artificial coloring techniques has made it possible for the roofing industry to provide asphalt roofing shingles in a wide variety of colors complementing the color and style of buildings. Roofing granules, as we see today, are the products of long technological evolution.

The Sobek humidity cell has been in use with minor modification for more than 30 years to determine bulk primary-mineral reaction rates. As a result, it has become a key tool for predicting the bulk rate of sulphide oxidation, the Carbonate Mole Ratio (CMR) of neutralization-potential (NP) consumption to sulphide oxidation, and the rates of metal leaching. Most humidity cells are operated for less than a year, with the resulting rates extrapolated into the future for years or decades. The validity of these extrapolations was tested by examining longer trends from cells that have operated for three to seven years, as found in the International Kinetic Database (IKD). Additionally, large batches of cells for two minesites in the IKD (45 and 46 cells each) were examined to determine if regular, predictable trends were obtained across ranges of geochemistry at a minesite. The long-term cells show that the rates of sulphide oxidation and acid generation, based on sulphate production, have a 50% chance of stabilizing within one year, with the remainder fluctuating significantly throughout their test periods. Despite the fluctuations, the CMR, which is critical for defining site-specific or rock-unit-specific ABA criteria, remains relatively steady in many cases between 1.0 and 2.0 as expected from principles of aqueous geochemistry. However, if the sulphate-production rate falls below 10-30 mg/kg/wk, the CMR value can increase significantly. At and below these low rates, physical factors like flow rates of surface waters and groundwaters will determine the rate of NP consumption, rather than geochemical factors. Also, if weekly rinse pH falls to acidic values, the CMR will decrease below 1 .O, reflecting the exhaustion of fast- neutralizing minerals. The two batches of multiple cells also confirm these trends across arange of geochemistry. The long-term cells show that copper leaching often stabilizes within a narrow range as long as rinse pH remains relatively constant. Also, there is no strong dependence of leaching on the sulphate rate. However, the rate of copper production often increases sharply if rinse pH falls to acidic values. This suggests the measured copper-production rate in some cases is not a true primary rate, but a lower secondary rate after secondary- mineral precipitation within Sobek cells. As with the long-term cells, the batches of multiple cells show that copper production often increases gradually with decreasing rinse pH, with no clear dependence on sulphate production. However, high rates can also occur at near-neutral pH, so secondary-mineral precipitation of copper is not necessarily common.

THE CIP PROCESS "IN THE RIGHT PLACE AT THE RIGHT TIME? After its tentative introduction to the precious metals mining industry in the earlier part of this century, the carbon in pulp (CIP) process has now come of age, and is the process of choice on all new gold mills. Well over 50 percent of all gold that is mined each year is recovered by adsorption on activated carbon, and the percentage will increase in the years ahead, when old mills using Merrill Crowe technology come to the end of their lives, and as the proportion of world gold production from low-grade resources increases. The pioneering process development work in this field, which was mainly concerned with carbon elution, was carried out by Zadra and his colleagues at the United States Bureau of Mines in the early 1950's (Zadra et al., 1950, 1952), and led to the commissioning of the first large-scale, industrial CIP plant, at the Homestake Mine in South Dakota, in 1973 (Hall et al., 1974). From there, the process spread rapidly, firstly in South Africa in the late 1970's. and then throughout the rest of the gold producing world in the 1980's. There were several factors that led to the meteoric (by gold industry standards) acceptance and successful implementation of this new technology into gold processing operations worldwide. Firstly, and perhaps most fortuitously, the development of the technology closely paralleled the 1968 release of the gold price from the rigid constraints of the $35/oz. gold standard. With the value of the metal allowed, for the first time in modern history, to fluctuate in response to free market supply and demand forces, the gold industry witnessed an unprecedented boom as the price of their commodity increased ten-fold in a remarkably short period of time. This had several important spin-offs as far as new process developments were concerned: The profits realized by established gold-mining companies increased enormously and, consequently, there was more to spend on research and development and exploration for new deposits.

The area of flotation testing of drill-core is important in the business plan of most mining companies. Metallurgical information derived from this practice can be used to advantage in strategic decision-making. Sampling, flotation testing and subsequent Qem SCAN analysis of a mineral resource is one example of this approach. Anew resource, located in Sudbury, Ontario, is being assessed for the Sudbury Operations of Falconbridge Limited, which includes the Strathcona Mill. In this case, it was possible to improve the value of information from sampling and flotation testwork by using an improved, statistically-based test design, by sampling the resource by generic end-member ore type, and by integrating the Mineral Processing and Mineral Science disciplines into a Process Mineralogy team. In addition to producing standard metal grade and recovery information, this new approach provides more reproducible information from representative samples and flotation testing in a replicate format. Qem SCAN technology is used to produce a size by size mineral balance, including both modal percentages and liberation, from which flotation models for each ore type can be developed. As a result, a key understanding of the potential behaviour of a given ore type, if mined and then processed at the current mill operation, is gained at the 95%confidence level. The three ore types of this mineral resource were shown to have different flotation characteristics. Quantifying the mineralogy and liberation in each of the three ore types, has shown that this difference is due to changes in modal percentages of ferro-magnesium and magnesium silicate minerals such as pyroxene, talc and serpentine. Liberation across the three ore types is very similar and is therefore not responsible for variation in flotation performance.

Despite a recession that's crippling many US industries, and a UMW strike that wasn't supposed to happen, 1981 was a fairly good year for the coal industry. The big news was record-high exports. Queues of colliers waited for weeks at Hampton Roads, VA, and Baltimore, MD, to load coal destined for Europe and the Far East. Private industry and city governments began scrambling for a share of the export boom, and port developments were planned in nearly every coastal state. Coal exports jumped from about 82 Mt (90 million st) in 1980 to a record 83 Mt (92 million st) in 1981, according to the National Coal Association. NCA projects exports to remain at this level 1982. The following statistics illustrate industry performance in other areas: • Demand by domestic utilities and overseas customers was so strong that total US consumption reached 760 Mt (838 million st) in 1981. DOE predicts another record year in 1982, with consumption forecast at 804 Mt (886 million st). • 1981 production of 730 Mt (805 million st) was just slightly below the record high of 748 Mt (824 million st) in 1980, "a remarkable figure considering that UMW production was shut off for 72 days during 1981," says NCA President Carl Bagge. Production in 1982 should set a new record, 800 Mt (880 million st). • Eastern coal production fell 7.4%, while western production-largely unaffected by the UMW strike-rose almost 10%. NCA says eastern output will rise almost 12% to 538 Mt (593 million st) in 1982, and western production will increase by 6.6% to 266 Mt (293 million st). • Production per manhour is improving. After the strike, weekly production hit the 16 Mt (18 million st) mark and has approached the 18 Mt (20 million st) per week level. •Coal's share of the US electric generation market increased from 51% in 1980 to 53% in 1981. Electric utilities are coal's biggest customer, and their financial situation is precarious. Inflation has thwarted necessary expansion plans, while shifting environmental regulations have played havoc with construction costs. Utilities increased power sales by only 2.5% in 1981; NCA predicts that utility coal use will increase 4% in 1982. The Association's long-range forecast indicates that growth in electricity demand in the immediate future will be much lower than in the 1960s and 70s. Administration Impact Industry optimism following the election of Ronald Reagan and a Republican-dominated Senate didn't survive the year. One bright spot was the appointment of James Watt as Interior Secretary, and his promises to review surface mining regulations and resume leasing. The administration, however, has declined to support federal eminent domain for slurry pipelines and expects port users to foot most of the bill for expansions and improvements. Due to variation in the geological natures of underground coal mines, especially when the entry?s roof/floor are soft and weak, it is vital to select an appropriate roof bolting system to ensure entry stability, coal production, and miner?s safety. No single type of roof bolting system perfectly fits for various types of openings, even within a mine. From the results of continuous research on roof bolting in the past 10 years, the authors used a novel concept of ?Self-screwed? mechanism to develop five types of roof bolting under a patented Self-screwed Tube Bolting System (STBS)©. This roof tube bolting system can be applied to meet different timing-strength requirements under varying mining conditions to increases the stability of mine workings. This paper outlines the structures and mechanisms of the five types of self-screwed roof bolting systems along with their unique characteristics, advantages and disadvantages, and limitations. Two case studies using a Self-screwed Tube Drilling Bolting (STDB)©, one of the five types of roof tube bolting systems, show the principles of mechanics, suitability and parameters for a mine entry and a subway?s construction/ supports in the surrounding soil layers and soft sands, respectively are presented. The results confirmed the time dependent anchorage capacity between predictions and on-site measurements. Currently, other types of the self-screwed tube bolting systems are also being applied to different coal mines in China to increase entry stability and meet safety requirements.

This section begins with an introduction to several key environmental laws. This is followed by a discussion of some of the issues raised by such environmental regulation. Finally the subject of regulatory reform is addressed. Overview of Selected Major Environmental Laws The number, type and complexity of environmental laws and regulations affecting mineral resources development have grown at an astonishing rate since the 1960s. The most significant laws and regulations are those addressing the use of the public lands; those concerned with air quality, water quality, and surface reclamation; and those defining government responsibility for its actions having important environmental consequences. The laws and regulations governing activities on the public lands will be taken up in the section 5.15C, "Minerals and Land Management." In this section we will concentrate on five primary laws: the Clean Air Act, the Clean Water Act, the Surface Mining Control and Reclamation Act, the Endangered Species Act, and the National Environmental Policy Act. The Clean Air Act: The legislative and regulatory framework for controlling air pollution has developed in a series of steps. Most important for present purposes are the Clean Air Act of 1970 (P.L. 9 1-604) and the 1977 Amendments (P.L. 95-95). The rather complex air quality control scheme includes four key elements-national ambient air quality standards, state implementation plans, the prevention of significant deterioration program, and the non- attainment program. National Air Quality Standards. The 1970 Clean Air Act is a landmark law because it contains the first explicit recognition that pollution is a nationwide problem requiring a national control program. The federal government through the Environmental Protection Agency (EPA) was to establish national air quality standards for at least the six pollutants named in the Act (sulfur dioxide, carbon monoxide, total suspended particulates, photochemical oxidants, hydrocarbons, and nitrogen dioxide). These standards were to be established so as to protect public health, "allowing an adequate margin of safety." The cost of achieving these standards is not to be considered. The 1970 Act unrealistically required that these standards be achieved in all areas of the country by 1975. As the program has developed, the air quality control regions are now to be designated as "attainment" or "nonattainment" with respect to each of the national standards. State Implementation Plans. Under the Act the states are given the primary role in achieving the ambient standards. States are to develop and implement control plans governing emissions from all existing and new sources. These plans can include emission limitations for existing stationary sources, transportation control plans to reduce emissions from mobile sources, and pre- construction review of new stationary sources to assure compliance with new source performance standards. The EPA must approve all state implementation plans. Sanctions are given to the EPA to be applied if states fail to submit acceptable

"Fluorspar is one of the most important industrial minerals. It has a wide range of applications, for example it is used in the steel and aluminum industry, and is also the raw material to produce hydrofluoric acid, Teflon or Gore-Tex. There are only a few major fluorspar mines worldwide, with China being the most important fluorspar producer (U.S. Geological Survey National Minerals Information Center, 2017). At Okorusu, Namibia, fluorspar has been mined with conventional open pit mining methods from 1955 until 2014 from a large scale metasomatic fluorspar deposit with seven identified orebodies. There are about 7 million tons of measured resources left with an average grade of 27.5 % CaF2. This paper is based at an MSc thesis at Technical University Freiberg and describes the design of an underground mine for the A and D orebodies with an annual production rate of 100,000 t acid-grade fluorspar product. By comparing different mining methods and adapting variants of access to the underground orebodies the paper will emphasize on the selection of a suitable mining technology, with a special focus on the economic considerations to decide about the most profitable operation. INTRODUCTION Mining holds an important part in the economy of Namibia. In 2016 11.1 % of the GDP was made through mining activities with 22 active mines (The Chamber of Mines of Namibia, 2016). Only one of them consists an underground mining operation. The global annual production of fluorspar is approximately 6 to 7 million t (U.S. Geological Survey National Minerals Information Center, 2017). Okorusu produced on average about 50.000 t annually in recent years (U.S. Geological Survey National Minerals In-formation Center, 2015). Okorusu Mine is Namibia’s only fluorspar mine. Fluorspar was mined in an open pit mine with four individual pits (A-D) since 1980. In 2014 the mine closed due to the increased stripping ratio and beneficiation problems. The mine assets were bought by Gecko Namibia. Currently Gecko uses parts of the processing plant for beneficiation of graphite from a neighboring mine. Figure 1 shows a panoramic view with the four pits and the mine village. The intent is to develop a concept for the further underground development of the mine. There are still about 7 million t of measured resources left in the deposit, with an average grade of 27.5 % CaF2. This study focusses on the underground mine design. The above-ground plant and facilities are considered as remaining unchanged."

Agglomeration by balling in cylindrical or shallow pan devices dates back to the early part of this century. The first sintering tests conducted by Dwight-Lloyd on nonferrous ores included a mixing step for ore, flux and fuel carried out in a deep pan device similar to the balling pans, or discs, presently in use. Further work directed mainly toward sintering of ferrous and nonferrous ores always included a preparatory step, usually referred to as mixing, agglomerating or green-balling of the ingredients. In the late forties and early fifties two methods of particle preparation prior to firing were in general use. In Europe the balling pan was used predominantly, both as a mixer and as a pelletizer. In the United States many pilot plants and semi¬commercial plants used balling drums. When the first iron ore pelletizing plants were built in this country, the most frequently used device for green-balling was the cylindrical drum. At the same time, the pan device was used both in Europe and the United States for many other materials such as fertilizer, cement, flyash, alumina and copper concentrates, as well as to mix the feed for sinter machines. The difference between these two balling devices - -the drum and the disc - has been the subject of much discussion and is well covered by several papers included in the 1962 publication "Agglomeration' issued by AIMS, based on their 1961 International Symposium held in Philadelphia.
