The Payback Period (PBP) is one of the most widely applied project evaluation criteria 'in the mineral industry. As much as this criterion is liked by practitioners, it is also criticized by academicians who seriously question its validity. Inspired by this criticism, the author of this paper examines the classical definition of the PBP criterion, and formulates a new one designed for both investment and borrowing projects. It is demonstrated that the PBP, in its revised version, is free from all the shortcommings of the old one, and is fully compatible with the Net Present Value (NPV) criterion, as well as with all the other NPV compatible project evaluation criteria. Since the traditional approach to the comparison of mutually exclusive projects (MEP1s) by means of the PBP criterion has been incorrect, the paper also outlines the correct approach to this problem. Finally, owing to the fact that the PBP depends on the assumed interest rate, and using a specially developed computer program, the PBP is graphically presented, in six numerical examples, as a function of the interest rate.

Kaolin tailings ponds play an important role in reclamation of land and water. Discharges impounded from kaolin plants include oversize fractions consisting of coarse kaolin, mica, quartz as well as magnetically extracted contaminents, acid filtrates, and plant washdown streams. Tailing ponds perform an essential function in sedimentation of particulates, blending and reoxygenation of liquid waste, and neutralization and clarification of discharge water. During the past fifteen years, most kaolin firms have segregated their coarse filler waste to allow for possible reclamation for production of delaminated coating clay. This excess coarse filler fraction constitutes a reserve for future coating clay production.

The effects of additives, sodium hydroxide, sodium carbonate, sodium oleate, oleic acid and polyacrylic acid, on stirred media milling of limestone have been investigated. The results are evaluated in terms of specific surface area, specific energy and energy efficiency as a function of additive dosage, polymer molecular weight, solids concentration and relevant operating variables. Use of additives generally results in changes in specific surface area and energy efficiency, while under certain conditions a more than 100% increase in these parameters can occur. Relevant interfacial properties have been measured and milling mechanisms involved are explored particularly in terms of the effect of additives on the flow patterns at higher solids concentration.

The January 1988 issue of Engineering and Mining Journal includes two short articles on blasting practices in surface gold mines (Anon., 1988 ; Carr , 1988). A reader of these articles learns, among other things, that a "12 x 13 ft" blasting pattern is used at the Carson Hill Mine, and a "17-ft burden and 18-ft spacing" is used at Echo Bay Mineral's Borealis operation, while at Mascot's Nickel Plate Gold Mine "ore shots are on a 10 x 10 ft" pattern. Like a new edition of the World Book Almanac, these articles are overflowing with useful tidbits of technical data; but, they never mention why the particular blasting patterns were selected. A survey carried out during the Winter of 1988 at six surface gold mines in the western United States also failed to produce a satisfactory answer. The responses from mine planning engineers to the question "why is your blasting pattern X by Y", reduced to "we use X by Y here because we used X by Y at our last operation, and it worked ok." Certainly, with the available decades of experience and professional practice in blast holes design, rock fragmentation in surface mines has been thoroughly investigated. However, and this is the central issue, fragmentation of the rock is not the primary purpose of most rotary drill holes in surface gold mines. Under contract to the Department of Energy, Fluor Mining & Metals, Inc. and Bonner & Moore Associates developed a group of computer models that can be used to simulate single seam dragline operations. These models have been subsequently modified by Fluor for use in multi-seam dragline mining situations. The single seam model analyzes the digging, spoiling, and walking patterns of draglines to identify possible parameter changes to increase productivity. Parameters such as key-cutting, panel width, digout length, and bench height, etc., are analyzed in this process. The models were tested using data from four operating mines. Field demonstrations were performed to correlate computer optimization results with field data. Productivity was greatly enhanced at one mine site by a change in some of the operating parameters. The multi-seam study has as its objective the development of a broad- based mine planning tool which would be used to identify and quantify the different procedures employed in multi-seam dragline mines to increase their productivity. The major problem identified in multi-seam mining is the sequencing of the different stripping and mining operations. The multi-seam model has the same capabilities as the single seam model. In addition, it models up to four seams with three partings per seam. It allows the operation of several draglines at different levels, and analyzes the effect of ramps, rehandling, and ancillary mining equipment.

The author was privileged to find employment as a uranium mill chemist for The Anaconda Company while working his way through school in the mid-1950s. He then served Anaconda in various technical and management positions until 1980. This paper describes the prevalent technologies employed by uranium producers, briefly describes various mines and mills in the U. S., and memorializes a few of the thousands of men and women who contributed to the U. S. Uranium Boom. Following isolation of uranium as an element by M. H. Klaproth in 1789, uses of uranium were confined primarily to pigments, glass coloring agents, and ceramic glazes. In 1896, Antoine Becquerel found that uranium is radioactive, releasing particles and energy as it decays. In 1898, Pierre and Marie Curie isolated radium from uranium and learned that it can be an effective treatment for some types of cancer. In 1939, it was discovered that the isotope U235 is fissionable1 . Up to this point, nearly all uranium production was from pitchblende concentrates made in Bohemia, Canada, and the Belgian Congo. In 1938, only about 5 percent (23.85 short tons) of global output was produced from ores of the carnotite mineral that were being mined in the U.S. By the early-1950s, physicists in many countries had begun to recognize the potential for nuclear chain reactions. Ernest Rutherford (UK), Frederick Soddy (UK), and Leo Szilard (US) explained transmutation of elements and formulated the principle of “atom splitting”. In 1934, Marie Curie’s daughter, Irène, and her husband, Frédéric Joliot, identified uranium as the most viable source for this new form of energy. The basic fission process was unraveled by German scientists in December 1938. After Hitler’s army seized the uranium deposits in Czechoslovakia, many feared that Germany would build the first nuclear weapon.

INTRODUCTION Placer Dome's Turquoise Ridge Joint Venture operation is located some 75 km northeast of Winnemucca, a community in north central Nevada. Formerly known as the Getchell Gold Corporation and First Miss Gold, the operation mines refractory ore from the Getchell and Turquoise Ridge gold deposits located on the east flank of the Osgood Mountain Range above the Kelly Creek Basin in the Potosi Mining District. Mining has been ongoing at Getchell since shortly after its discovery in 1934, and was the nation's second leading producer of gold after Homestake in the early 1940s. Over its history the Getchell property has been mined for gold, tungsten, molybdenum and arsenic; mining methods varied from open pit mining to underground mining; processing options included conventional milling, flotation, roasting, heap leaching, and most recently pressure oxidation followed by CIL (carbon-in-leach). As an historical note, the US Bureau of Mines developed the use of carbon for gold recovery at Getchell during the 1940s (Horton 1999). Placer Dome acquired the property in May 1999. The pressure oxidation plant was mothballed in July 1999 and the property was placed on care and maintenance in February 2002 pending further exploration results. The property is currently ramping up to full production status. A joint venture agreement (75% Placer Dome, 25% Newmont) was established with Newmont Mining in 2003 and ore is processed at their nearby Twin Creeks autoclave plant. Mine dewatering is a key element to success. Arsenic is a ubiquitous mineral in many of the mineralized areas of northern Nevada, necessitating treatment of water prior to re-infiltration.

INTRODUCTION Deformation measurements are some of the simplest and most useful measurements that can be made by the mining/rock mechanics engineer in assessing the sta¬bility of openings in rock. A number of tools and tech¬niques are presently available. This chapter will de¬scribe the most common instruments, their application, and present the equations needed for data reduction. MECHANICAL STRAIN GAGE Description of Instrument A mechanical strain gage of the Whittemore type shown in Fig. I is a useful instrument for measuring deformations of pillars, sidewalls, and roofs of under¬ground mines. Measurement gage lengths typically range from 51 to 254 mm (2 to 10 in.), and the dial indicator reads to 0.0025 mm (0.0001 in.). The instru¬ment measures the deformation between precision gage points which are anchored in the rock. The anchor points are typically grouted in small holes drilled 12.5 mm (1/2 in.) or so deep into the rock. Strain a is calculated from the measured deformation AL with the equation [ ] where L is gage length. A necessary accessory for the instrument is a master bar normally made from invar steel having a low co¬efficient of thermal expansion. This bar allows one to check the instrument for changes in the mechanical zero point and to correct for temperature effects on the measuring instrument. The instrument is available from Soiltest, Inc. for a cost of approximately $340; the cost of the master bar is approximately $55; and nonreusable brass inserts which are anchored in the rock are nominally priced at $0.27 each. All prices are for 1978. Applications Two classes of applications may be considered, one where only one measurement direction is involved and the second where three measurement directions are em¬ployed. Applications where only one measurement di¬rection is necessary include: monitoring crack or frac¬ture separation or shear movement with anchor points on opposite sides of the discontinuity; measurement of vertical strain in a pillar or sidewall; and measurement of steel support deformations with anchors in the steel members. The more general application involves a strain ro¬sette consisting of three measurement directions which for convenience are oriented 1.04 rad (60°) apart to form an equilateral triangle as shown in Fig. 2. When Dr. David Gully solicited this paper last spring a few questions basic to commodity trade between the U.S. and world markets appeared perplexing. Why, for example, when the demand for aluminum was at a peak and when little expansion of capacity had taken place, was the dollar price half of what it had been at the previous peak? Or, why in 1984 when imports surged by 50% as the U.S. economy pulled out of its recession did the dollar not fall, but rather rose by 35%? And, why when the experts all seemed to agree that the dollar was grossly overvalued did the price of gold continue to decline? Surely these were extraordinary times for the mineral economist. When this paper was written in late July, 1985 the answers seemed clearer. The prices of many commodities were not low - the dollar in which they were denominated was too high. In other currencies many commodity prices were indeed high. The dollar was overvalued in trade terms by some 40% caused by an influx of short term coupon investments made by foreign money managers to take advantage of the higher short term interest rates in the U.S. relative to other international banking centers. With a decline in the relative difference in interest rates, an unhealthy buildup of foreign bank accounts and a perception that the dollar would fall, the dollar did start to decline rapidly.

During much of the 1970s and 1980s, world metal consumption grew more slowly than during the 19505 and 1960s. The slowdown contributed to surplus capacity and low real prices because actual consumption was consistently less than expected as new mining and mineral processing capacity came on stream. Over the last year or so, however, world metal consumption has picked up noticeably, raising the question, Has metal demand returned to the long-run growth rates more typical of the 1950s and 1960s than of the 1970s and 1980s? This paper examines this possibility and, more generally, assesses the factors that will shape demand for the major metals over the longer term. TRENDS IN METAL CONSUMPTION The extent to which metal consumption has recaptured the brisk growth rates typical of the 1950s, 1960s, and early 1970s is shown in Figure 1. This figure traces the consumption of crude steel, primary aluminum, refined copper, refined lead, and refined zinc between 1960 and 1987 for the western world, consisting of the OECD countries (including the United States), and the developing countries. Consumption increased in 1987 for all five metals, and preliminary data for the first six months of 1988 suggest even more substantial increases, at least for the United States (U.S. Bureau of Mines, 1988). However, Figure 1 also shows that the recent increases in consumption are not untypical of similar surges during earlier periods of economic expansion and thus may reflect only cyclical or temporary factors. In short, the available data are unable to provide a clear indication of whether recent increases in metal consumption reflect the beginning of a new era of faster growth or simply a cyclical and temporary upturn associated with the expansionary phase of the business cycle. Consequently, to pursue this issue, we are forced to examine the underlying forces that will shape metal demand trends over the next decade. The approach we have taken involves two steps. The first examines the prospects for overall economic growth. The expectation is, the faster the economy expands, the faster the production of metal-containing goods grows.2

INTRODUCTION This paper discusses two uranium tailings waste disposal studies that reflect the United States Nuclear Regulatory Commission (NRC) regulatory actions and their changing requirements during the mid to late 1970's. Present guidelines require that all new uranium tailings impoundments be designed and constructed to eliminate, to the extent that it is reasonably achievable, exposures and risks to the public from the tailings. This includes positive measures for control of seepage losses from the impoundment and for control of radiological releases caused by wind and water erosion. Long-term stability of the reclaimed impoundment is also a very important requirement. That is, it is intended that the tailings impoundment, once it is reclaimed, will require little or no care or maintenance as long as the uranium tailings remain a hazard. Principally because of the long-term stability objective, the NRC has now identified subsurface burial of the tailings as the "prime option" for tailings disposal. The environmental implications of these proposed regulatory actions are obviously desirable. The economic implications the actions may have on a particular project are not always so obvious because they are so dependent on environmental suitability of site conditions. Selection of a site with favorable topographic, geologic and hydrologic conditions will usually result in the most economically and environmentally attractive alternative for tailings disposal. The first project discussed in this paper was initiated before the NRC guidelines had been developed to favour subsurface burial. At the beginning, seepage and radon emission control requirements were moderate. Constraints were imposed on the design by site topography, geology, and project capitalization considerations, factors which were dealt with according to straightforward engineering and design principles. More serious constraints were imposed by changing regulatory requirements. Unlike the more usual engineeringrelated constraints, regulatory requirements were upgraded during the design process, causing the design itself to undergo numerous modifications. The second project was initiated after the NRC proposed regulations had become better defined and below grade burial appeared to be the preferred

The Pinglin tunnels are situated within the fold-and-thrust belt structural region in Taiwan, due to continent-arc collision and plate tectonic setting. The pilot tunnel TBM (§=4.8m) became stuck ten times with the standstills to date. The westbound main tunnel TBM (§=11.74m) was buried in a collapsing calamity. The main tunnel TBM shall identify and overcome the adverse geology with high volume of ground water ingress itself. This paper presents our experience and methodology through the adverse geology with Pinglin large TBM.

Twelve linear test foundations were constructed over an advancing longwall panel in southern Illinois, six were located along the centerline, and six in the maximum tension zone. One footing in each set was a control foundation constructed according to conventional practice. It suffered severe damage. Footings with reinforcing bare and post-tensioning had much smaller elongations, with the post-tensioning preventing cracking of the footing. Footing-soil interface treatments of plastic-on-sand and plastic-on-soil served to reduce damage. The addition of steel fibers to the footing had about the same effect as an interface treatment. Sill plate construction (butt-jointed versus lap-jointed) appeared to significantly affect the behavior.

Once considered the dowdy country cousins of the glamorous metallics, industrial minerals are shedding their old image. They are neither common nor easy and their time has come in an age of increasing specialization. Consider that of the 45 or so industrial minerals and rocks listed in [Table 1], almost three-quarters have ten or fewer significant suppliers (i.e., those individual countries contributing 2% or more of total world production); in more than half the cases, 85% of world production is accounted for by only five countries or fewer. Curiously, even materials that appear to be virtually ubiquitous like crushed rock and common salt have significant production vacuums. For example, there is a severe lack of sound aggregates along the US Gulf Coast and common salt production on a large scale is virtually absent in central Africa. These examples all underline the obvious, but acute truism that "The single most important fact about mineral resources is that they are not distributed equally over the world" (Flawn, 1966). Just as significant today is that human resources are not distributed equally over the world, and so arise some interesting commercial incongruities. In certain regions raw materials are plentiful but consumers are not, and without a market a mineral deposit is merely a geological curiosity. Elsewhere, there may be a market but no local raw material supply. For example, despite a huge market there is no or virtually no commercial production of chromite, diamonds, and manganese in the United States and Canada, nor phosphate rock, diamonds, rutile, and zirconium minerals in western Europe. In contrast, Australia with its small domestic market is the world's largest supplier of bauxite, diamonds, ilmenite, natural and synthetic rutile, and zircon; the same is true for South Africa which is a leading producer of chromite, manganese, diamonds, andalusite, ilmenite, rutile, and zircon (Table 2). In the commercial world, Nature's uneven distribution is counterbalanced by deep sea international trade.

INTRODUCTION Today, auxiliary fans, or boosters as they are sometimes called, are commonly used underground to provide ventilation for safe working conditions for personnel. Fans are installed in many ways and for many purposes; however, their use falls into three main categories depending upon the application. Auxiliary Face Ventilation For Coal Mines Usually the application of auxiliary fans underground in coal mines presents problems not normally encountered in other types of mining. Two of the major problems deal with liberation of methane at the coal face and the production of coal dust in the mining process. For these conditions it is necessary to use permissible (explosion-proof) type of equipment. As a result, these fans are discussed in a category by themselves. Auxiliary Fans For Tunnel and Drift Ventilation Tunnels and drifts present unique ventilation requirements. For instance, tunnels and drifts can be developed for considerable distances into virgin territory. Since they are generally dead-ended, the only way to obtain ventilation at the face is to use ventilation pipe to establish one leg of a ventilation circuit. The ventilation of tunnels and drifts therefore falls into another natural category. Other Uses of Auxiliary Fans For Mining Purposes Fans can be applied to mining applications in many ways other than those discussed under the other two categories. For example, many times auxiliary fans can do a much more practical job of proper air control and distribution that can be achieved with any other mechanical means; therefore, these other uses are discussed as a special category. AUXILIARY FACE VENTILATION FOR COAL MINES After 1936, federal and state coal mining laws prohibited the use of auxiliary underground fans in coal mines since such equipment had been widely misused. In certain cases, recirculation of face air had been allowed to occur thereby creating a serious potential explosive hazard by the possible buildup of excessive methane concentrations. By the late 1950s, mining machines with rapid face penetration were commonly being used in coal seams which liberated higher quantities of methane than in earlier years. As a consequence, in the late 1950s and early 1960s, the use of auxiliary face fans was again allowed under strict experimental conditions because conventional methods of face ventilation control without fans were becoming inadequate. Today, auxiliary face fans are widely used under strict federal and state control. Such auxiliary ventilation does not reduce the need for the amount of primary air from the main mine fans; however, it does help to distribute primary air more efficiently at the face. The present trend is toward an exhaust system of ventilation utilizing 406- to 610-mm (16- to 24-in.) diam tubing extending from the face to an outby auxiliary fan. Since the tubing is normally applied with negative pressure, spiral wire reinforced tubing has been replaced largely with metal and, more commonly, fiberglass tub¬ing. Additional auxiliary blower units are often used at the mouth of the room being developed, or installed on the miner or loader near the face, depending upon the amount of gas liberation present. Often one (or more) of the fan units is equipped with an integrally mounted hopper and feeder which automatically adds a continuously metered amount of rock dust to the exhaust air. The combination unit tends to make the mixture of discharge particles noncombustible and reduces to some extent the need for additional rock dusting of return airways. In this part of the chapter, typical auxiliary ventilation systems are described including curves and photograph of typical/applicable equipment. Reference will be made to "blowers" and "ex¬hausters." Both are fans and are basically the same units. They take on their name through the manner in which they are used. A blower usually has an inlet bell on the inlet side to help to obtain good air flow into the blades. An exhauster often has a discharge cone added to reduce the discharge loss. Any basic fan unit can be used either as a blower or an exhauster. Description of Auxiliary Ventilation Systems Several auxiliary ventilation systems and modifications of basic systems have evolved over recent years. Some of these systems are described and illustrated. System No. 1, an exhaust system for faces with comparatively low gas liberation, is shown in Fig. 1. Here

A synthetic fiber manufactured by one chemical company has been treated by another chemical company to produce a cloth fabric capable of performing ion-exchange functions. Only a few delimiting parameters have been established. This paper will discuss briefly the highlights of a functioning ion-exchange cloth. Throughout the paper this fabric will be referred to as "Fabric Z".

The modem open pit-heap leach operation by Pegasus Gold Ltd. at Zortman and Landusky in Phillips County, Montana, is a new chapter in the mining of gold in these districts. The discovery of bulk tonnage ore bodies and their development and ultimate production was based on a long history of mining and exploration in that part of Montana. Gold was originally discovered in the Little Rocky Mountains as placer deposits by Pike Landusky and Lou Myers. This discovery in the 1880s was not significant, but Pike Landusky continued prospecting for lode deposits, and he eventually located the Gold Bug and Little Ben, two of the larger Au-Ag producers in the district. Eventually two camps, Landusky and Zortman, grew in the LittleRocky Mountains. By the time Landusky was killed in 1894 by Kid Curry, the district was still a discontinuous small producer. Steady production commenced in 1907 with the organization of the August Gold Mining Co. Eventually high grade ores on specific veins were exhausted by selective underground mining and the district was idle by May 1942. After World War II in the early 1950s. E.A. Scholz tried to continue selective underground mining, but he realized the stockworks surrounding the larger veins constituted bulk tonnage targets. Ultimately in the 1976- 1979 period he organized two exploration efforts, one each for the Landusky and Zortman areas, and brought these into production as the Argo and Pegasus gold mines. By the time of his death, Apr. 8, 1980, both operations were producing gold. Later the two companies were merged as Pegasus Gold Ltd. Upon the death of Scholz, V.F. Hollister continued as the geological consultant, Ed Roper was engaged as general manager, and J. J. Crowhurst was given the responsibility of executive vice president. The discovery of open pittable ores and the application of heap leach technology was important in the development of mining. Both contributed to the low cost operation that continues to this day. The attached article by L.M. Rogers, then chief geologist, and M.S. Enders, his assistant, describes the geology of the deposit. It was presented at the Northwest Mining Association meeting in 1982.

The eastern U.S. contains vast reserves of thin seam coal deposits, particularly in the Appalachian mountain region. These typical 355 to 710 mm thick reserves are difficult or uneconomical to recover with present technology. The U.S. Bureau of Mines is developing technology that would allow nearly 100% recovery of thin seams in these mountaintop regions. This paper details the research that has been conducted on these new techniques and presents results of testing on a cross-ridge full-scale physical model.

Public concern over possible degradation of groundwater resources has resulted in an array of Federal laws and corresponding state laws to regulate contaminates from solid and hazardous waste. A mine owner must be familiar with environmental regulations which could impact his operation and must know what precautions and corrective actions to take in order to protect his mining operation from potentially expensive remedial actions. The Environmental Protection Agency (EPA), has issued few regulations controlling the management of mining wastes. Federal regulation of mining came primarily under the Surface Mining Control and Reclamation Act (SMCRA) administered by the Office of Surface Mining (OSM). Waste generated from the extraction, benefication and processing of ores and minerals was exempt from regulation under the Resource Conservation and Recovery Act (RCRA), which is EPA's major instrument in controlling surface contaminates. On December 31, 1985, EPA submitted to Congress a report entitled "Wastes from the Extraction and Benefication of Metallic Ores, Phosphate Rock, Asbestos, Overburden from Uranium Mining and Oil Shale", which will be referred to, henceforth, as the Congressional Report. This Congressional Report assessed the possible adverse effects of mine associated wastes. This report is the first step toward developing regulations with which EPA can regulate waste from the extraction, benefication and process of mineral ores.

Results of an electrochemical study using carbon paste electrodes of pyrite and pyrrhotite samples suggest that the mineralogical impurities associated with these minerals are the determinant factor on their reactivity under alteration systems. These results were supported by mineralogical and leachate chemistry data from leach cell tests run on these samples. Pyrite reactivity decreases in the presence of associated impurities due to a galvanic effect whereas pyrrhotite reactivity appears to be controlled by the formation of a passivating layer, which overcome impurities effect. Electrochemical responses of sulfide-bearing samples provided valuable information on the prediction of ARD generation.
