The potential production of cobalt from nickel sulfide deposits in Canada, from nickel laterite deposits in the Pacific Islands, and from the copper deposits of Zaire and Zambia will be a function of the cost of recovery of the primary nickel and copper products. This cost of production varies significantly for these deposits and is related to the differences in the cost of labor, energy, and supplies, to production technology, and to the grade and recovery of nickel, copper, and cobalt. This Bureau of Mines paper investigates these cost and technology differences as they relate to the cost competitiveness of the deposits in Canada, Zambia, Zaire, and the Pacific Islands.

In the mobile crushing unit system trucks are replaced by a conveyor resulting in a "continuous" almost "fully-automated" operation with all its attendant advantages. In consequence, overall operating costs are greatly reduced. Because of the new designs of large mobile crushing units that have been brought on-to the market, the use of these plants has increased significantly during the last three years. This paper describes the designs of new mobile crushing units, and emphasizes the advantages that such plants offer to the rock products and mining industries. It examines operating costs, and indicates the conditions in which the application of these plants is most profitable.

Mill design and project execution are very demanding and interactive processes requiring the dedication and cooperation of many parties. The development philosophy which lead to the successful completion of Ranchers Exploration and Development Corporation's Escalante silver mill is reviewed. The project spanned 25 months from initial feasibility studies to start-up with the major construction effort requiring only 4 months. Mill performance for the second and third months after start-up, as well as fiscal 1983, is compared against the design parameters. Capital and operating costs are also discussed.

A statistically-designed exper¬mental study showed how gangue minerals, flux additions, fineness of grind, firing temperature and time affect the properties of acid pellets made from a Western Australian hematite ore. Alumina has less effect than silica and lime, but various interactions between the six variables occur, which influence abrasion index, reducibility and cold compression strength. Finer grinding has little influence on reducibility but improves the other two properties. The major variable is firing temperature. It interacts with all other variables in its effects on pellet properties. Calculations based on the data show the implications for straight-grate pellet plants and optimum hood temperature range.

The Iron Ore Company of Canada has now been operating a computer for the grading or blending of direct shipping ores for two years. This paper deals with the computer application pertaining to the grading of direct shipping ore. It consists of five sections. The first part deals briefly with a description of the operation of the Iron Ore Company of Canada; the second with the source and flow of the various data required to grade or blend ore; the third briefly outlines the computer programs used in this application; the fourth illustrates the mathematical approach used to properly blend ore. The final section briefly describes other technical computer programs.

The pressure/vacuum lysimeter is being used as an effective vadose zone monitoring device for mining heap leach facilities, tailing disposal ponds and tailing waste sites. Their use has proven reliable for baseline data collection, early warning leakage detection and analyzing geochemical variations in the vadose zone. The lysimeter structure utilizes a closed cylindrical chamber made of PVC or inert material. The soil water intake portion of the cylinder is made of a porous material of low permeability. The application of vacuum or pressure to the unit is via two access tubes from the ground surface. Available soil moisture is drawn by vacuum through porous material into the lysimeter chamber and then collected from the access tubes. Case studies show their usefulness for monitoring around a uranium tailing pond constructed in glacial till material, under heap leach pads and pregnant, barren, and overflow ponds, and investigating the movement of contaminant moisture through old tailing deposits. Relatively easy to install and sample, regulatory agencies and facility operators are accepting and negotiating for their application as a site integrity monitoring device and unsaturated zone research tool. Their use at heap leach facilities lends credibility to solution balance calculations when considering a leachate loss of 5 or 10 percent can make or break a mine's profitability.

The Waste Isolation Pilot Plant (WIPP) is a geologic repository for disposal of transuranic waste and is operated by the U.S. Department of Energy (DOE). The repository is located at a depth of 655 m in the Permian age salt beds of the Salado Formation, 40 km east of Carlsbad, NM. A key component in the design of the WIPP repository is the installation of concrete structures as panel seals in the intake and exhaust drifts after a panel has been filled with waste containers. The DOE has proposed several panel closure design modifications to the EPA. EPA approval of the changes is required since the details of the designs are specified in EPA’s final rule as a condition for WIPP certification. The Environmental Evaluation Group, in its role of providing technical oversight on the WIPP project, has evaluated the proposed modifications. An analysis of this evaluation is discussed.

A review is made of the actual costs of recent foreign mineral exploration programmes in third world countries. Target identification leading to the selection of areas, or macro-targets, must follow a well planned and defined series of steps. Suggestions are made with respect to this inter-active project development work. Potential revenues in the broad sense will always determine the overall economics of exploration but clear objective philosophy, good planning and adequate financing are essential for exploration success. Considerable opportunities exist for making important foreign mineral discoveries and broad selected suggestions are made for the identification of exploration areas in relation to high-grade and precious metal mineralization.

In relating geology and mineral resources to the nongeologist engaged in planning and zoning, a major hurdle to overcome is often the concept of natural resources. Statements listing such "resources" generally include and often may he limited to such items as "open space", "buildings of historical value", "forest and wilderness areas", and "sites of natural beauty" but seldom mention minerals even where they are of significant economic importance to the area. Unfortunately, mention of mineral resources is often limited to statements calling for tight controls on mining to prevent "ravaging of the land". While, the concept of sequential use involving mining is sometimes acknowledged, it is frequently done in such a manner that this approach is discouraged. In the conflict for land between urban development, recreational open space and mineral extraction, far too often the mineral industry will be the loser. In Missouri, there have long been continuing requests for geologic and resource data for planning purposes from city and county government and from Federal agencies for inclusion in the various river basin studies and Soil Conservation Service projects. These reports vary in detail from concise statements of the geology of an area to rather lengthy reports on mineral and water resources, bed rock and engineering geology characteristics. In most cases, these reports as written were directed to a geologically-oriented reader. Our initial approach to presenting geologic data to the land-use planner was in the area of engineering geology with attempts to show the limitations that bedrock and soil conditions can place on development. The development of large quantities of ground water for any major use in an area is always of environmental concern to representatives of regulatory groups, citizens, agricultural and industrial users. From these concerns, state and federal congressional representatives receive a variety of impulses from their constituents and in turn begin a series of questions upon which to-base appropriate legislative actions. The kaolin industry in Georgia is substantial to the economy and the welfare of an important segment of east-central Georgia. It uses large quantities of water for processing. This constitutes an important source of income and tax revenue. Pumping test procedures to provide an accurate and efficient dewatering scheme have been developed and carried out at a number of mines in the kaolin district of Georgia. This paper highlights one such test and is directed at an assessment of the impact of this industry on ground water supplies of an area.

Before the development of the underground stoping and mining costs can be considered, certain facts about the ore body, the proposed mine, markets, etc., must be known or determined. In the case to be studied, the zinc-lead mineralization occurred with a narrow vertically dipping structure of undetermined length and vertical extent. Exploration completed to date has revealed 6.5 mil¬lion st t of proven reserves. A further 820,000 st of in¬dicated reserves has been outlined and this tonnage is considered capable of being expanded by a factor of approximately four after more detailed drilling. After studying the market conditions and completing a very preliminary feasibility study, it was decided that production would be 730,000 stpy (or 2000 stpd) of ore. First year production would be at the rate of 1500 stpd. The main design criteria for the selection of the min¬ing methods are minimizing surface subsidence, maxi¬mum recovery of the ore body, maximum degree of grade control, maximum productivity, and safe working conditions. Two basic extraction systems are considered capable of meeting these requirements: mechanized cut¬and-fill stoping and sublevel long-hole stoping with filling. The primary development system of the mine has been designed to give maximum flexibility in stoping systems and layout and to permit changes if considered necessary as a consequence of actual production ex¬perience. At the present time, access to the mine is by a circu¬lar concrete lined vertical shaft, 16 ft diam, sunk to a depth of 1380 ft. Two exploration levels have been driven within the ore zone at depths of 165 and 1246 ft below the surface outcrop. The development to date had the objective of sampling the mineralization and produc¬ing detailed information on the outline of the ore body and the distribution and controls of zinc and lead values. In an attempt to satisfy the basic design criteria for the mine, it was decided that production would be best achieved by a combination of 40% sublevel long-hole stoping and 60% cut-and-fill mining. Costs of exploration and capital development of per¬manent underground facilities are normally written off over the life of a mine. Production expenditures, on the other hand, are of a temporary nature and are normally charged as and when incurred as an operating expense. Reasonably accurate predictions of mine production costs can be built up from engineering design and estimates of individual mine activities for ultimate inclusion in the comprehen¬sive data required for financial decision making. The simulated operations can be costed on a detailed basis in the form of a monthly operating budget. The budget format can be generalized or detailed, depending upon the scope of the project. However, ex¬perience suggests that a fairly detailed format has the advantage of assuring that all significant cost items are included. For underground costing it is suggested that the budget structure include five major cost centers (i.e. development, diamond drilling, ore extraction, hoisting/ transportation, and general mine expense). These in turn are detailed under numerous subheadings. The mechanism for compiling an operating budget will be illustrated. Because of its relative simplicity, ore extraction under sublevel long-hole stoping has been chosen for illustration. All other activities, simple or complex, can be estimated in similar fashion. BLOCK AND STOPE DEVELOPMENT Long-hole blocks, used where advantageous, will be up to 250 ft in height, depending upon the vertical con¬tinuity of the mineralization, and approximately 300 ft long. Drawpoints will be at 36-ft intervals and serviced by loading crosscuts driven from a footwall drift parallel to and close to the ore zone. Pillars between the stopes will be 50 ft wide. Stopes will be drilled off with vertical rings of blastholes drilled from sublevels approximately 60 ft apart vertically. This drilling will be done by percussion drilling machines (31/2 in.) mounted on a trackless drilling rig. Load¬haul-dump (LHD) equipment will be used to move broken ore from the drawpoints to the orepass connecting to rail haulage systems. On completion, long-hole stopes will be backfilled to prevent caving and to facili¬tate later pillar removal. From a planned stope layout, a forecast of produc¬tion and development is made in Table 1. Table 1. The extensive lead time to develop most Arizona copper deposits commenced with initial production efforts before the turn of the century, when the first attempts were made to recover gold and silver and later copper from the high-grade vein deposits of the territory. Each of these discoveries, prospects, and early operations had its own lead time and life cycle as economic production was attempted. Because prices of the metals fluctuated and the higher grade material was depleted, economics forced operations to close and companies to fail. Renewed interest in the property because of improved conditions, different interpretation of the geologic structure, or new promotional ability frequently resulted in the formation of yet another company to finance the exploration and, hopefully, the development of the property. This cycle of renewed activity and subsequent abandonment was and is common, accounting for many lead times and for the long period of time from the initial location of claims to large-scale production. In order to gain a perspective on the lead-time interval necessary to achieve development of a large-scale operation, the histories of several major Arizona mines were examined, rather than a simple listing of discovery and production dates of many mines to arrive at a statistical average. The Miami, Castle Dome, Copper Cities, San Manuel, and Twin Buttes properties were studied, and as much data as possible obtained on the Pinto Valley, Esperanza, Sierrita, Pima, and Mineral Park-Ithaca Peak properties.

A discussion concerning the effect that water temperature, water chemistry, water treatment, and surface area have on disc filter productivity and filter cake moisture is also included. This report is a summary of the data that were presented in five previous research reports, which are listed as references in this paper.

Kaolin is a hydrated aluminum silicate mined primarily in middle Georgia along the "fall line", the location of the coast line in prehistoric times. It is used extensively as a filler for paper, insecticides, tires, plastics, a pigment for paints, as a coating for fine gloss paper, and for high grade ceramic products, such as catalytic converters. During its journey from the open pit mine to its final use, kaolin takes many forms, and must be handled in many different ways. The purpose of this presentation is to follow kaolin through its process and briefly describe some of the methods Georgia Kaolin Company, one of the world's largest kaolin producers, uses to handle and convey its product and some of the peculiarities involved.

In 1969 Climax decided to seriously consider improved control of selected areas of their milling process after preliminary research had been completed on two rougher ball mill grinding circuits. In 1971 the Climax Mill Department developed a direct digital control scheme for rougher milling, designed a remote control center for handling process water, planned to automate the central steam heating facility for energy conservation, and convert other plant areas to automation. All twenty rougher grinding mills and the industrial water system were automated by 1977. The idea of automating central heating and other areas was abandoned although some fuel conservation items were installed at the heating plant. During this period from 1971 to 1978, the mill capacity was expanded from 39,000 metric tons per day to 43,000 metric tons per day and cyclone classification was introduced to rougher milling. Ore quality changes degraded the milling recovery from over 90% to less than 85%. This report describes the procedure the mill used in developing the automatic process and the occurances that affected the timing and fina1 control logic. The report deals primarily with the automation of the ball mill grinding, classification and flotation process as this was the bulk of the seven-year project.

The basic principal in the ISL process involves the recovery of metal values by moving fluids through rock instead of moving rock. The process combines surface and sub-surface operations, with the economic performance controlled by four major factors; rates of fluid injection and production from wells; the rate of mineral solubilization; the volume of rock swept by the fluid; and the volume of solution processed through the system. This paper discusses various technical and economic parameters affecting these four factors and how they impact project costs.

Heavy media processes have been used for cleaning +28 mesh coals for a number of years, Two applications, i.e., the vessels and the cyclones are widely used in the U. S. for this purpose. The basic reason for the popularity of these systems is their extremely high efficiencies for particle sizes above 28 mesh, However, application of heavy media technology to fine coals below 28 mesh, has been limited due to the following reasons: o Inability to make size separations effectively at sizes below 28 mesh o Necessity of feeding large quantitites of magnetite to the separators o Difficulty of recovering magnetite in the presence of large quantities of coal o High levels of coal contamination in the recovered media, leading to high circulating loads and ineffective control of media gravity

At Getchell, Nevada a thousand tons per day mill for extracting gold from an ore containing orpiment and realgar was operated several years until early 1967. A cyanide process with a roaster was used in the processing of the ore. Mill wastes were contained in tailings ponds, in which the concentration of arsenic, currently, is one per cent or higher, Studies were conducted determining the effect of the tailing wastes on the Upper Sonoran vegetation of the area. Grid and line-intercept techniques were employed to obtain botanical informatics of the area surrounding the tailings ponds. Data of the per cent ground cover, species frequency, and plant vitality as a function of distance from the tailings ponds was collected. The data was compared to other botanical data collected from a control site outside the influence of the tailings ponds. In an attempt to isolate naturally occurring factors for varying plant communities from hose induced by factors derived from the close proximity of the tailings, soil cores were taken along the line-intercepts at intervals of 30 meters. The cores were analyzed for several compounds and elements needed for growth, or known to inhibit growth. Specific physical parameters of the soil samples were also taken. The paper describes the impact made by mill wastes containing large amounts of arsenic on the Upper Sonoran vegetation of the Getchell region. Described in detail are the techniques used to make the correlations between the plant communities and the influences of mill wastes.

The Bacterial Oxidation (BIOX®) process for the pre-treatment of refractory ores for gold recovery developed by Genmin, the mining division of Gencor, has been operating successfully at the Fairview mine since October 1986. The continuous operation of a pilot plant at Genmin Process Research has resulted in further process developments to improve plant operating efficiencies. These new developments which include a higher solids content of the pulp feed to BIOX®, lower retention times, higher operating temperatures, lower power utilization for oxygen dispersion .and reduced nutrient addition have all been successfully implemented on the Fairview plant.lt has furthermore been confirmed that the arsenic precipitate formed in the neutralization of effluent solutions complies to the United States of America EPA standards. Continuous cyanidation pilot plant work conducted on BIOX® product has indicated that cyanide consumption can be drastically decreased if a continuous flowsheet is implemented in preference to a batch leaching system.
