INTRODUCTION The basic purpose of this paper is to suggest procedures and practices to insure that no employee working in a uranium milling operation receives exposure to radioactive, toxic, or other materials or agents that might produce a permanent, deleterious effect upon his physical health and well-being. This program is also designed to insure that each employee can carry out his assigned duties without risk to his health or to that of his fellow workers. The assumptions underlying this program are by necessity, conservative, with emphasis being placed upon prevention rather than correction or reaction to an undesirable situation. The limits specified-either as Threshold Limit Values (TLVs), Maximum Permissible Concentrations (MPCs), or Radiation Protection Guides (RPGs)--represent both standards of best practice and those of law and regulation. The total program is envisioned as a balanced combination of occupational hygiene and radiation monitoring. This includes surveying, air sampling, personnel dosimetry, bioassay, medical surveillance, epidemiology, and training--all backed by a thoroughly tested and evaluated set of emergency procedures. The program, as presented, is keyed to the results of monitoring, surveying, air sampling, medical surveillance, and epidemiology--it being obvious that no problem can result when no hazard can be identified. The lack of an identified hazard, however, does not negate the need for such a program and prudence suggests the need for routine surveillance programs in the best-designed facility. [The Model Mill] The model mill used in this paper is that presented by the U. S. Environmental Protection Agency in its study of the uranium fuel cycle1. The model mill processes 600,000 metric tons of ore per year into 1,140 metric tons of U308 as yellowcake per year using an acid leach process. Other characteristics of the mill such as location, tailings dam design, number of light water reactors supported, and geographical location are not pertinent to this paper. The usual remote western location of these facilities produce some difficulties in delivering the required occupational medical services and is not within the scope of this paper. The operating lifetime of most mills is commonly estimated as from 12 to 15 years in actual practice; however, the U. S. Environmental Protection Agency estimated a 20-year lifetime for its model. The principal steps in the acid leach process include :2 (a) Ore is blended and crushed to pass through a 2.5 cm (one inch) screen. The crushed ore is then wet ground in a rod or ball mill and is transferred as a slurry to leaching tanks. (b) The ore is contacted with sulfuric acid solution and an oxidizing reagent to leach uranium from the ore. The product liquor is pumped to the solvent-extraction circuit while the washed residues (tailings) are sent to the tailings pond or pile. (c) Solvent extraction is used to purify and concentrate the uranium. (d) The uranium is precipitated with ammonia and transferred as a slurry. (e) Thickening and centrifuging are used to separate the uranium concentrate from residual liquids. (f) The concentrate is calcined and pulverized. (g) The concentrate or yellowcake is packaged in 208 liter drums for shipment. This process is illustrated in Figure 1.3

INTRODUCTION A population of several thousand uranium miners in the Colorado Plateau region of the United States has been under surveillance since 1957 using sputum cytology and other procedures. Attempts were made to collect sputum samples annually for those miners showing normal sputum or only minor abnormalities, and on a semi-annual schedule for miners having more severe cytological abnormalities. For individuals having carcinoma in situ or malignant cells in their sputum, samples were taken more frequently. As in any human population, however, these schedules were not always adhered to, and samples were often acquired less often than scheduled. On the basis of the thousands of sputum readings that have resulted from this surveillance, one can calculate the durations or sojourn times which individuals spend in the various cytologic states into which the sputum readings are classified. This paper presents some preliminary, descriptive results concerning relationships among the cytologic state duration distributions in this population, and their associations with other variables such as radiation exposure and cigarette smoking. There are several reasons for studying cytology results in this observational setting. Of considerable interest is the opportunity to gain insight into the preclinical natural history of lung cancer. Such information would be valuable in the future design and interpretation of screening programs for the early detection and treatment of lung cancer, should this activity prove to be of benefit in experimental trials. Secondly, it is of interest to determine if some characteristic of sputum cytology readings can be utilized to determine a decision point at which to transfer a uranium miner to another job category within the industry in order to effectively reduce his probability of developing lung cancer. For example, a reading of moderately atypical cells in the sputum has been suggested as a possible decision event which would be sufficient to warrant such a transfer. In the analysis which follows, an attempt will be made to develop information relevant to these issues. The data base for our analysis, largely developed over a period of more than 20 years by Drs. Geno Saccomanno and Victor Archer, contains sputum readings classified into one of eight cytologic states: normal, metaplasia, mild atypia, moderate atypia, marked atypia, suggestive, suggestive-equivocal, and malignant. The two suggestive states will not be considered as these categories seldom contain enough observations to generate meaningful results. The duration in a given cytologic state for a given individual is calculated as the sum of the intervals between consecutive sputum readings in that state. When two consecutive readings are in two different states, half the between-readings interval is assigned to each of the two states. Among all individuals in the data base, only those having at least two sputum readings are used so that a duration can be calculated. Furthermore, the analysis is limited to individuals whose successive readings are no more than 24 months apart, so as to focus on a population which was under surveillance on a reasonably regular basis. RESULTS The overall distributions for the cytologic states are displayed as histograms in Figures 1-3.

A large number of minerals and chemicals (Table 1), some mineral-derived, are used in the treatment of both potable water and domestic sewage waste water and solids (Anon., 1990). In water treatment there are ten principal process uses as shown in Table 2 (Anon., 1990), which also lists the major chemicals in each process. Since lime (calcium oxide, calcium hydroxide, and dolomitic lime) is the largest chemical (by tonnage) used in water treatment, this chapter will deal primarily with this product. Note that it is included in five of the process uses shown in Table 2, and that indirectly it is also used in at least one other category (taste and odor control, where lime is used with potassium permanganate to provide optimum pH condition). POTABLE WATER TREATMENT Water Softening The biggest use for lime in water treatment involves water softening, where it serves to reduce carbonate hardness caused by dissolved bicarbonate and carbonate compounds. Currently there are more than 1000 domestic water softening plants (Table 3) located in most sections of the country, but particularly in Ohio, other midwestern states, Florida, and Texas, where limestone bedrock abounds (Anon., 1990). Among the other uses for lime in water treatment are coagulation, disinfection, and removal of heavy metals due to high pH softening, removal of certain radioactive and organic compounds and fluorides, neutralization of acidic water, removal of silica, particularly with dolomitic lime, and removal of color. Most of the above advantages accompany water softening, although at some plants lime is used specifically for one purpose, such as silica removal with dolomitic lime, minimizing pipeline corrosion by addition of lime to correct an aggressive water, and others. Hardness in water comprises two types - carbonate hardness, caused by dissolved calcium and magnesium carbonates and bi- carbonates, and non-carbonate hardness caused by dissolved non- carbonate salts, particularly calcium sulfate, calcium chloride, magnesium sulfate, and magnesium chloride. Total hardness is the sum of the carbonate hardness and non-carbonate hardness. Waters are classified as soft (0 to 75 mg/L as CaCO,), moderate (75 to 150 mg/L), hard (150 to 300 mg/L), and very hard (above 300 mg/L). Most water plants strive to reduce total hardness to about 100 mg/L, although in recent years the tendency in some cities has been to allow a little higher value in order to reduce both chemical costs and the amount of water softening sludges produced. There are four basic types of softening plants: lime softening, primarily to reduce carbonate hardness; lime-soda softening, for reduction of both types of hardness (in some plants caustic soda is used in place of soda ash, but it is more costly); split lime-zeolite, where a base exchange mineral is employed in place of soda ash (this system also requires salt [sodium chloride] to regenerate the zeolite mineral); and finally zeolite softening, which is generally used in small systems for private houses and small municipalities. Principal disadvantages of the latter system are its relatively high cost and the salt requirement, which introduces considerable quantities of soluble salts into the waste water discharge system.

Over 10 million tourists have visited Vietnam in 2016. Travel and tourism accounted for 9.3% of the country’s Gross Domestic Product (GDP) in 2014. At the same time, as with many other resource-rich developing countries, Vietnam has been developing its extractive resources sector as a means of promoting the country’s social and economic development. In 2015, mining was the third largest contributor to GDP, and accounted for 8% of Vietnam’s gross domestic product. Vietnam is the third largest mineral producer in SE Asia. Although it produces zinc, nickel, bauxite, and manganese, coal mining is its most developed sector. The country has over two hundred coal mines, and total reserves of approximately 6 billion tons. Quang Nihn Province, where the World Heritage Site Ha Long Bay is located, is a very important tourism destination. It is also a coal-rich region where mining extraction and processing have been active since the early 20th century. Vietnam is signatory of the United Nations Sustainable Development Goals (SDGs). The country is aware of the importance and the challenges involved in managing the extractive sector in a way that does not undermine its tourism industry and yet that contributes to the country’s sustainable development. To this end Vietnam is taking actions towards implementing more advanced coal-mining extraction and processing techniques. The country is furthermore promoting a responsible mining sector, and is investing in programs that foster environmental protection and sustainable tourism. This paper examines the case of the Ha Long Bay region and the project involved in relocating the Hong Gai coal preparatory factory from a seafront area to a mountainside area. This paper provides a preliminary review of the initiatives adopted by the government of Vietnam to address the existing challenges that have resulted from a focus on promoting the country’s socio-economic development through the exploration of its rich coal endowment. Furthermore, it also describes Vietnam’s legal and policy frameworks. In conclusion this study identified that Vietnam has drafted a National Action Plan to implement the Sustainable Development Goals. The country is also taking an integrated approach to implementing the SDGs agenda and that it is assigning responsibility to a variety of ministries to achieve SDGs’ specific targets. Furthermore the country is changing policies and the legal framework in order to facilitating the execution of the work of agencies that are responsible for implementation, regulation and enforcement. In this respect, the approval of the National Action Plan on Sustainable Development Goals is another important step in that direction. While the decision of supplying its internal market with high quality coal helps minimize negative environmental impacts in Vietnam, exporting low quality coal to other countries does not help resolve the problem of CO2 emissions globally. With respect to the 2030 Agenda, this may be considered a temporary solution since to achieve the SDG goals, Vietnam will have to consider other sources of cleaner energy in order to align with the Sustainable Development Goals # 7 on affordable and clean energy.

INTRODUCTION Excess bronchogenic carcinoma has been demonstrated among underground uranium miners in the United States, Czechoslovakia, and Canada (Archer 1981). This excess cancer is attributed largely to radiation from the alpha particles delivered to the tracheobronchial epithelium by the decay of short-lived daughters of radon. Interaction between the radiation and cigarette smoking has been demonstrated in production of the excess cancer (Archer 1973). The distribution of histologic types of bronchogenic cancer among uranium miners was established as different from that in other men in 1964 when an analysis of the first 51 cases among United States uranium miners was published (Saccomanno 1964). It was confirmed five years later by Yugoslavian studies (Horacek 1969). A later analysis, using a relative frequency method, indicated that oat cell and other small cell undifferentiated carcinomas increased markedly with increasing exposure to radiation in uranium mines (Saccomanno 1971). A subsequent analysis used only cases from an epidemiological study so as to enable calculation of expected numbers. It showed that there was an elevation in incidence of epidermoid, adenocarcinomas, and possibly other types, as well as small cell undifferentiated carcinomas (Archer 1974). At that time, it was felt that the histological distribution of cancer among uranium miners was well established. However, one of the authors (GS) has noted that fewer oat cell carcinomas were appearing among uranium miners in recent years. In his material the fraction of oat cell carcinoma, in successive 5 year periods between 1960 and 1980 was 59, 46, 37, and 22 percent. The association with calendar years is almost certainly spurious, reflecting some other factor associated with time. From the standpoint of tumor biology such a change must be important. This is a preliminary report which attempts to determine the cause of that change. POSSIBLE REASONS FOR OBSERVED CHANGE IN CELL TYPES 1) It might reflect a decrease in radiationinduced carcinomas, so that most of the ones being seen now are cigarette-induced. This appears to be a possibility because radiation levels in mines had been markedly reduced in the early 1970s, and because most of the uranium miners now developing carcinoma had quit mining during the 1965-1975 period. 2) It might represent a change in interpretation by the pathologists involved. 3) It might represent a real change in distribution as a result of increased latency, an aging population, cessation of smoking, increasing pack years of cigarettes, or other factors which have changed with time. Each of these possibilities is being checked. Dr. Waxweiler, later in this conference, is presenting an updated mortality analysis of United States underground uranium miners. His data indicate that lung cancer incidence among the Study Group of uranium miners is still quite high, but the ratio of observed to expected is falling somewhat. It is apparent that decreasing exposures in uranium mines is not yet reflected in normal lung cancer mortality rates. Reason #1 is therefore very unlikely. Thirty-five percent of the histologic types of carcinomas in this study were classified by a panel of three pathologists, 45% were classified by one of the panel members, and 20% were classified by a number of

Introduction The history of the Australian coal industry is almost as old as the history of Australia after new settlement. The first cargo of coal was exported from Newcastle to India in 1799. Coal has been mined in Australia for almost two centuries. But there are indications that the first coal was processed in 1877 in the Newcastle area. This is nearly 50 years after the first coal processing in Europe. Processing on any significant scale began in 1944 at the Newcastle Steel Works. In Queensland, however, coal processing did not begin until the second quarter of this century. The dramatic growth of mining and processing of Australian coal since the mid-60s is primarily due to the expansion of the export market in Japan, Asia, and Europe. Australian coals Black coal occurs in most of the major sedimentary basins of Australia. The better known deposits of commercial importance are in the Sydney, Bowen, Oakland, and Gailiee Basins. Apart from the Collie Basin in western Australia, other coal deposits of the Arckinga Basin in South Australia, the Bonaparte Basin in Northern Territory, and the Tasmania Basin are basically unexploited. The Sydney Basin of New South Wales and Bowen Basin of Queensland remain the major producers of black coal in Australia. Currently exploited or potentially commercial deposits of black coal in Australia occur in strata ranging in age from Permian to Tertiary. Estimated black coal reserves are summarized in Table 1. Coals from different ages have significant differences in their petrographic characteristics. Many of the Permian coals are usually rich in inertinite. Jurassic and Tertiary coals are typically rich in vitrinite content. Typical petrographic and chemical characteristics of some important Australian coking coals are summarized in Tables 2 and 3. The reserves of coking coals are restricted in the main to the Permian coals of the Sydney and Bowen Basins. Coal deposits in the latter are at shallow depth. A high percentage of these are being strip-mined. On the other hand, in the Sydney Basin, the majority of the reserves of good quality coking coals are at significant depth. The mining cost of these deposits is substantially higher than those in the Bowen Basin. It is usually possible to make strong coke with Australian Permian coals of vitrinite content much lower than the other international coals. But there are many major Permian deposits in Australia where low vitrinite content presents problems. As they are classified as marginal coking coals, optimization of their pro¬cessing plays an important role in meeting the market specifications of coking coal. The major reason for processing Australian coal is to reduce the ash content. Compared with British and some American coals, Australian coals are of relatively high ash content. Unlike American coals, more than 99% of the Australian coal deposits have sulfur content less than 1%. Consequently, sulfur control has never been a major problem. The coking quality of coal is improved simply through the ash reduction in the marketable product. However, with the increase in intensive mechanization and multi-stage handling of coal be-

"Federal regulations require refuge alternatives (RAs) in underground coal mines to sustain life for 96 hours while maintaining an apparent temperature (AT) below 35°C (95°F). NIOSH research has shown that heat and humidity buildup is a major concern with RAs because they have a limited ability to dissipate heat, and high internal air temperature and relative humidity (RH) may expose occupants to heat stress. The heat transfer process within and surrounding an RA is very complex and is not easily defined analytically nor experimentally. To investigate heat and humidity buildup in RAs, NIOSH conducted multiple in-mine 96-hour tests on a 6-person metal-type RA, a 23-person tent-type RA, and a 10-person tent-type RA. The test results show that when moisture was introduced into the tests to represent perspiration and respiration from miners (wet tests), the average measured internal air temperature at midheight increased by 7.7°C, 9.4°C, and 10.5°C, and the RH approached 95%, 94%, and 88%, respectively. For the dry tests when no moisture was introduced, the average internal temperature increased by 8.4°C, 10.3°C, and 12.6°C, respectively. INTRODUCTION If an accident occurs in an underground coal mine, miners who cannot escape from the mine can enter an RA for protection from adverse conditions, such as high carbon monoxide levels. One of the main concerns with the use of mobile RAs is the thermal environment inside the RA. The metabolic heat of the occupants and the heat released by the CO2 scrubbing system will cause the interior air temperature to increase. Moreover, the humidity within the RA will increase through occupants’ respiration and perspiration and from the chemical reaction within the CO2 scrubbing system. The internal thermal conditions can subject miners to heat stress, which can lead to heat exhaustion, heat stroke, or even death depending on duration and magnitude of exposure. MSHA regulations require that RAs must be designed to ensure that the internal apparent temperature does not exceed 35°C (95°F) when the RA is fully occupied [1]. Apparent temperature (AT) is a temperature-humidity metric for the perceived temperature caused by the combined effects of air temperature, relative humidity (RH), and wind speed. It is used to assess the perception of indoor temperatures when workplaces are not sufficiently heated, cooled, or insulated to provide comfortable or healthy conditions. Before a mobile RA can be deployed at an underground mine for emergency usage, it must be tested to show that its internal AT when fully occupied will not exceed the 35°C (95°F) limit. For practical reasons, RA manufacturers usually conduct their tests at above-ground test facilities. To investigate RA thermal response in an in-mine environment, NIOSH conducted multiple 96-hour tests on a 6-person metal-type RA, a 23-person tent-type RA, and a 10-person tent-type RA in its underground coal mine facility. The work described in this paper could be used by RA manufacturers to determine a final temperature rise based solely on dry and time-reduced testing."

At the Mount Isa mine, Mount Isa, Qld., Australia, sublevel open-stope mining is used for copper ore while both sublevel open-stope and cut-and-fill methods are used for the silver-lead-zinc ores. Production in 1979¬80 was 4 730 000 t (5,200,000 st) copper ore and 2 590 000 t (2,850,000 st) of lead ore. The deepest mine level currently is 960 m below the surface. GENERAL ORE BODY REQUIREMENTS AND LIMITATIONS Size, Shape, and Dip The mine is located in the valley of the Leichhardt River in Lower Proterozoic sediments of the Mount Isa group. The regional strike of the sediments is north¬south and they have a persistent westerly dip of about 1.1 rad (65°). In the mine area, the Mount Isa group comprises a sequence of alternating bands of dolomitic shales and siltstones some 3.2 km (2 miles) in width. It is bounded on the east by greenstones and quartzose sediments of the Eastern Creek volcanics, and on the west by the Mount Isa fault, west of which occur schists and other metamorphic rocks. The ore bodies as currently known at Mount Isa are restricted to the Urquhart shale, a formation of thinly bedded pyritic, dolomitic, and volcanic shales some 1070 m (3500 ft) thick. Towards the top of the Mount Isa group sediments, copper and silver-lead-zinc ore bod¬ies occur as contiguous but discrete entities and are mined and treated separately (see Figs. I and 2). Argentiferous galena, sphalerite, pyrite, and minor associated sulfides occur in distinct concordant bands throughout the Urquhart shales. Wherever these bands are grouped together in sufficient density they constitute silver-lead-zinc ore bodies with widths varying up to 36.6 m (120 ft). Other mineralized bands are common in intervening beds. Individual ore bodies persist for many hundreds of meters concordant with the strike and dip of the enclosing shales. Intersections of these beds with fold axes provide local zones of enrichment but otherwise the mineral content of the ore bodies varies only slightly throughout the extent of the dip and strike. Chalcopyrite is the only important primary copper mineral. It occurs in association with pyrite and pyrrhotite as disseminated flocks and as vein fillings throughout irregularly shaped zones of folded, brecciated, and re¬crystallized Urquhart shale. These zones, which are lo¬cally termed "silica-dolomite" bodies, are broadly transgressive to the shale bedding and confine all significant copper mineralization to the virtual exclusion of silver¬lead-zinc mineralization. In some areas, the downward percolation of acidic water through faults and shears has caused extensive leaching of the coarse-grained carbon¬ates to depths in excess of 610 m (2000 ft), but most of the silica-dolomite remains unleached and the ground is competent. The majority of lead ore being mined is north of the main shaft pillar (R62, U62) area. The Chamber of Mines of South Africa is an association of major mining corporations, gold mines, coal mines, diamond mines and other metalliferous mines. It looks after those interests of its members which can best be handled on a co-operative basis. The Chamber's activities include the engagement of labour; the negotiations of all labour matters, including minimum wage rates, with recognised trade unions and associations; the carrying out of advanced technological research; representing the industry in dealings with the government and the administration of miners' training colleges and rescue training stations. Subsidiary companies of the Chamber handle matters such as the refining of gold and other metals; the processing and marketing of uranium and the marketing of Krugerrands. The thirty-two gold mines members of the Chamber of Mines of South Africa produce approximately 694 tons of gold per annum. To achieve this they employ 430000 persons and break about 8400 kilotons of rock per month. The working revenue is approximately 4 225 million US dollars per annum and the annual working profit is approximately 2 050 million US dollars. The electric power consumed by the gold mining industry is 1650 MW, about 20% of the total power produced in South Africa, and the annual costs of this power is approximately 200 million US dollars per annum. It is estimated that about 25% of this power is used for ventilation and refrigeration appliances. Thus the annual power costs for ventilation and refrigeration is approximately 50 million US dollars. The gold bearing reef is a narrow tabular deposit situated at varying depths throughout the gold fields. The weighted mean rock breaking depths and, virgin rock temperatures range from 1 700 - 9 000 ft (520 - 2 740 m) and 68 - 113°F (20 - 45°C) respectively. The maximum virgin rock temperature at which mining currently takes place is 130°F (54.5 C). Obviously at such depths and temperatures and with such a large labour force the provision of an acceptable environment is critical and to achieve this 59 000 000 cfm (28 000 m3/s) of air is downcasted during the main shift and 122500 tons (430 MW) of refrigeration are provided. Legislation in South Africa requires that on metalliferous mines when more than 1000 persons are employed underground during any one shift the manager shall appoint one or more ventilation officers. The legal responsibilities of the ventilation officers are concerned mainly with the measurement and control of dust. In practice, this is not the main part of their work and ventilation personnel perform many other duties such as measuring and controlling the distribution of air, checking the performance of fans and cooling plants, planning air and refrigeration requirements and, more recently, measuring and controlling noise and illumination levels. Ventilation personnel are specialists who provide management with advice on all matters relating to the mine environment. At the present time there are 506 persons engaged as ventilation personnel in gold mines and a further 1744 persons are employed in gold mine ventilation departments in a non-technical capacity, for example as construction workers, filter cleaners, fire patrollers, etc.

Barbaro et al. (1990) implemented a tedious study aimed at delineating the short-scale spatial variability of sulfur in a coal seam. It is not possible, however, to extend their conclusions to any other coal seam or use theirs in any other fashion, because the background geology was not presented. Nor were the conclusions accompanied by geological interpretations in the paper. In addition, an unfortunate printing error occurred where the total sulfur (determined by High Temperature Combustion) variogram in Fig.3 was duplicated in Fig. 2 instead of the seam height variogram. A more serious error, however, has been committed in the definition of the variable, seam height. What is defined as seam height by Barbaro et al. (1990) is, in essence, mining height, and is not a regionalized variable that should be studied by geostatistical methods directly. Despite the fact that the variable, seam height, is not defined in the paper explicitly, the following quotation discloses the fallacy: "All roof rock that exceeded 1.8 m (6 ft) from the floor was not taken because the longwall was operated to not mine more than 1.8 m (6 ft) unless the coal seam height exceeded 1.8 m (6 ft)." From this definition, the seam height, and therefore the sampling height, is equal to the actual coal thickness, if the coal thickness is greater than 1.8 m (6 ft). Otherwise, it is equal to the sum of the coal thickness plus the thickness of the roof rock that complements the thickness to 1.8 m (6 ft). In the latter case, the seam height is constant and equal to 1.8 m (6 ft). It is possible to conduct a variogram study on a pool of samples that are realizations of two different variables. But the conclusions derived would not belong to any one of the two variables uniquely and, therefore, do not possess any significance. Geostatistical analysis is irrelevant for the sum of multiple regionalized variables formed by arbitrary selections. In a two¬seam setting, for example, the mining height, as defined by the thickness of one seam at one location and the thickness of both seams at another location (due to quality and/or minimum thickness considerations perhaps), should not be used in the calculation of one common variogram. The two seams should be modeled separately. They can then be combined according to the specific purposes of the study. On the other hand, if a constant is added to a regionalized variable (to incorporate dilution perhaps), the variogram of the new variable will not change. Barbaro et al.( 1990), surprisingly, does not give any geologi¬cal interpretation of their results despite the fact that most of them can be explained by the origins of sulfur in a coal seam. The presentation of the results of a geostatistical study with no reference to the geology of the deposit is uninformative. It may also be misleading for the potential users of geostatistics. It is not unusual to find nuggets of pyrite in coal seams. In such cases, pyritic sulfur will probably display a spatial structure for only a very small distance that will appear in the experimen-

INTRODUCTION The effect of stress concentration in coal seams leads to a sudden release in the form of rock bursts. This effect is controlled along many lines, but the most efficient methods consist in preventing the accumulation of energy in the seam or in the roof. The over- burden weight resulting from mining is the main cause of excessive stresses in a seam. An additional weighting of roof takes place due to formation of abutment loads. The accumulation of energy in the roof takes place where thick sandstone beds occur in overburden strata. An essential problem is to watch, with appropriate measurements, the stress of coal and roof rocks, and to conclude, on this basis, the degree of rock burst hazard. The methods for determining the stresses in a coal seam are quite well developed at present. Let me mention here the seismoacoustic methods, or borehole overcoring measurement methods. On the other hand, an examination of the state of stress in the roof rocks is almost impossible at the actual stage of development of the measuring technique. Hence, the model of stresses in roof was analyzed and determined theoretically. Based on this model, a technology for roof fracturing was developed which aims at destressing rock masses in a planned way. The essentials of the fracturing method consist of a controlled breaking of sandstone roof beds in order to: - prevent the excessive weight on the pillar - prevent a spontaneous breaking of roof beds at a limiting state followed by sudden energy release. High pressure fluid infusion is used to release buildup of stresses. THEORETICAL AND RESEARCH BASES According to the tests carried out by A. Kidybinski by the method of finite elements, isobars of stresses occurring in the roof over the working face are shown in [Fig. 1]. The results indicate: - the highest values of compressive stresses occur in the roof directly over the seam, at a distance of about 5 m ahead of the working face - at a distance of about 22 m above the seam there is a line of transition of compressive stresses into tensile - within the tested roof area, the highest tensile stresses occur at a vertical distance of 35 m, and at a horizontal distance of 20 m from the line of the working face. H. Gil (1) determined the pres- sure initiating the fracture of roof rocks by the formula: [ ] On the basis of results of analysis of isobars, and of the initiation of failure stress formula (1), isobars may be designed for a given roof class. Assuming for sandstones the Poisson ratio equal 0.3, a field of failure stresses presented in [Fig. 2] is obtained. In this figure it can be seen in which areas the effects of sandstone breakage may be obtained with the operation of a determined hydraulic pressure. To use formula (I), the knowledge of Rr is still necessary. This value may be determined in two ways: - taking a sample and testing it in the laboratory, if there is access to roof rocks in the existing openings, - drilling boreholes in the roof from surface and examination of the rock mass by using hydraulic breaking, if there is no access to roof rocks.

Pyrometallurgical process are usually used to recover valuable metals from metal sulphide concentrates. However, their use is diminishing as the cost of energy rises and pollution controls become strictes. An alternative method of treatment sulphides could be bacterial leaching due its simplicity and negligible contamination (1-2). This process is presently used commercially to re cover metals such as Cu and U from low grade ore concentrates. In spite of numerous researchs during recent years (3-5) there exists very little kinetic data concerning the speed of bioleaching process. The kinetic analysis of bacterial activity is related with the metabolism and growth of microox ganisms . This fundamental information permits ma- king the best utilization of bacterial oxidation and to suggest techniques which might increase the production of the products desired. However, bio- kinetic models are especially complicated due to the existence of many metabolic routes and parallel reactions which are important for the life of the bacteria. Microbiological oxidation of a mineral substrate is influenced by its own inicial concentration: This influence can be determined by means of a kinetic study. In a medium with sufficient concentration of nutrients (nitrogen, phosphorous and potassium) and an adequate supply of 0, and CO2, as the only & L source of carbon for the biochemical synthesis, the substrate concentration would remain the only limitation in the rate of leaching. In this case the Michaelis-Menten model could be applied (6). The model is based on an association of the enzyme (El with the substrate (S) with consequent decomposition of the latter into enzyme and products [ ] The rate of dissolution is defined by the equation : [ ] Were V is the rate of metal extraction (mg 1-1 1 h-1 ) ; S is the pulp density Mn is the maximum rate for metal extraction (mg 1-1 h-1) and K is the constant of Michaelis (concentration of substrate that yields Vm/2). This method is applicable only when the rate of bacterial growth is similar to the rate of metal extraction. It would therefore be sufficient to control the concentration of metal in the medium over the period of time. In the present work a systematic study of the kinetics of ZnS and CuFeS bioleaching in sphalerite and complex ore concengrates was carried out. The rate of dissolution of the Zn and Cu as function of the pulp density and temperature was determined. However, most oxidations of sulphide dissolution take place with a very slow kinetic; but, this can be accelerated considerably by the addition to the solution of suitable catalytic ions, as was Suggested many years ago by Bjorling (7). Such ions can exercise an important influence on the rate of the oxidation-reduction reactions, both homogenous and heterogenous, which take place during the leaching of sulphides; they also affect the nature of the reaction products. The action of catalytic ions has been fully developed in aqueous systems, but in the absence of bacteria (8 - 11) although the actual machanisms is not totally known. The mechanisms proposed as hypotheses in the literature (8) indicate that, in the case of ZnS, the catalyst ion act through an electrochemical mechanism according to the reactions: [ ]

"In the Netherlands, the Dutch Tunnel Standard has been developed for the execution of road tunnel projects. The Dutch Tunnel Standard is based on the Dutch Tunnel Law (WARVW) which sets the minimum safety standard for road tunnels in the Netherlands. Uniformity of tunnels and the uniform perception of a tunnel by its users leads to a higher safety level. Therefore, several items in the Dutch Tunnel Standard are specifically developed to ensure safety in emergency situations through the plane of human factors. Taking human factors into account is important in regular traffic situations, but in an emergency situation, this can be vital. In this paper, the development and contents of the Dutch Tunnel Standard are explained in the first part and in the second part, the systems related to human factors are described. DUTCH TUNNEL LAW AND THE NEED FOR THE DUTCH TUNNEL STANDARD In the 90’s of last century and the early 2000’s, several serious accidents occurred in tunnels in Europe. These accidents involved fire and led to many casualties. After these accidents, the European Union decided to change the regulations for tunnel safety, leading to the EU directive 2004/54/EG. The primary goal of this directive is, that casualties are minimized in case of a calamity in a tunnel (e.g. fire). In the Netherlands, the EU directive led to the development of the tunnel law and a tunnel regulation (in 2006) to prescribe the safety features required for a safe tunnel. The new Dutch tunnel law – cited in the Building Act – was meant to make tunnel design easier – but resulted at first in the opposite effect. Tunnel design in the Netherlands and design standards of Rijkswaterstaat Rijkswaterstaat – the executing organisation of the Dutch Ministry of Infrastructure and the Environment – is the owner of the tunnels in the Dutch national motorway network, thus owner of the majority of the road tunnels in the Netherlands. In the early years of tunnel building in the Dutch national highway network (approximately 1950 – 1970), Rijkswaterstaat was not only owner, but also designer of its own assets. Most Dutch tunnels are submersed tunnels, because these type of tunnels provide a cost-effective way to make river crossings. Another type of tunnel that is used, is a TBM tunnel. Because of the geological conditions in the Netherlands (merely clay/peat and sand), there are no NATM or drill-and-blast tunnels in the Netherlands. Since the last decades, land tunnels (covered roads) are becoming more common to provide for multiple use of surface space and to meet more modern environmental regulations as traffic increases near densely populated areas. Tunnel lengths in the Netherlands vary from 500 m to 1.5 km for river crossings up to 6 km for the Western Scheldt (bored) tunnel. The lengths of land tunnels vary from 500 m up to 3 km. With these increasing lengths, some safety topics and design topics arise, topics that were non-issues in the past, when tunnels were only used as river crossings."

"Mercury (Hg) is toxic and has long-term effect on the muscle tissues, the brain and the central nervous system functions due to its bioaccumulation and biotransformation effect. Hg pollution around the world is high and this has attracted much global concern such as the Minamata Convention on Mercury, held in 2013. For several years, mercury has been the chemical of choice for Artisanal and Small-Scale Mining (ASM) gold extraction, accounting for about one-third of the global mercury consumption. A greater percentage of this ends up in the environment through open burning of amalgam, spillage and indiscriminate disposal of waste. To break this wall of mercury pollution, it is very important for the mercury used to be recycled through the use of mercury retort units. This brings into the limelight, the Lantern Retort which tries to synergise the high conductivity of steel and the see-through effect of glass, thus, improving the amalgamation process. A research conducted on improving the original Lantern Retort arrived at an appropriate distillation length of 5.08 cm which was used in redesigning a more efficient retort. The improved Lantern Retort recovered about 98% of the mercury used. INTRODUCTION Artisanal and Small-scale mining (ASM) is an informal mining activities which employ quite simple tools such as pickaxes, sluice boxes, shovels, chisels, metal bars, mattocks and water pumps for mining and processing of gold ores. The artisanal and small-scale mining (ASM) sector has served as source of employment for many people in developing countries including Ghana (Aryee, 2001; Hilson and Potter, 2003; Amankwah and Anim-Sackey, 2004; Amankwah et al., 2010) and has provided a substantial amount of foreign exchange through its activities (Hilson, 2001; Styles et al., 2010). Hentschel et al. in 2003 estimated that about thirteen (13) million people are said to be engaged directly in the small-scale mining activities worldwide. However, an estimated 100 million people are said to depend on this sector for their livelihood mainly in developing countries. In China alone, a projected number between 3 and 15 million people are engaged in artisanal and small-scale mining activities (Hentschel et al., 2003), whilst in Ghana, it is estimated that more than 1,000,000 people are employed directly or indirectly in the artisanal and small-scale mining activities, with 10% being women (Amankwah and Anim-Sackey, 2004; Amankwah and Ofori-Sarpong, 2014). In Ghana, ASM gold production has grown from a low of 2.2% in 1989 to a high of 34% in 2014. This figure is estimated to increase with proper documentation. This indicates that the sector has made significant socioeconomic impact on many individuals and communities as a whole. Notwithstanding the above positive contributions, the sector has also contributed to negative impacts on human, aquatic life and the environment in general due to indiscriminate mercury emission. This ‘pollution wall’ needs to be broken, and several interventions have been put in place including the use of retort units like the lantern retort (Adjei et al., 2014; Amankwah and Ofori-Sarpong, 2014)."

"A spatially-discretized heap leach simulation model was developed within the GoldSimTM modeling framework for the Coeur Rochester Mine, Nevada. The model is being evaluated by Rochester as a means of improving forecasting of silver and gold production on an actively loaded valley fill heap leach facility. Optimization of future heap leach operations and crusher product size is also being evaluated with this software. Simulation modeling incorporates metallurgical data such as mine planning, particle size distribution of placed ore, stacking plans, pad geometry, and leaching dynamics. The heap leach model is represented as a discretized matrix with lifts providing vertical separation to form 19,840 spatially discrete cells. Each cell is quantified with regard to ore properties and metal content. The model tracks solution and cyanide-complexed silver and gold within each cell as a function of time based on pad operations, unsaturated flow properties, and kinetic rates. Practical heap leach management and daily operation will be discussed as it relates to the simulation and forecasting model. INTRODUCTION The Rochester mine, and associated valley fill heap leach facilities, is an open-pit silver and gold mine located in Pershing County, Nevada. In 2015 Rochester produced approximately 4.6M troy oz silver (Ag) and 52K troy oz gold (Au) through combined cyanide heap leaching of the Stage II, III and IV heap leach pads with recovery via a Merrill Crowe process plant. Rochester is actively stacking and leaching ore on the Stage III Heap Leach Pad. The Stage III pad contains approximately 70M tons of ore in a valley fill configuration and is forecasted to receive an additional 20M tons of ore by the life-of-pad in 2019. The ultimate height of the pad is permitted to be 400 ft above the liner and solution collection system. Approximately 80 percent of the ore loaded on the Stage III pad is produced from tertiary crushing split from two crushing circuits that produce a nominal 80 percent passing 3/8” product. The remaining material consists of run-of-mine (ROM) from off loads of re-mined waste rock stockpiles. Metallurgical testing of the ore indicates low variability in geologic properties and high variability of both Ag and Au extraction rates for the various particle size distributions. Historically the valley fill configuration provided metal forecasting challenges that could not be predicted as the leach pads grew. Forecasting metal production and leach optimization of the Stage III pad became challenging due to the extreme variation in heap leach pad depth, application of available barren leach solution and the variability of Ag and Au extraction rates for the various ore particle size distributions. To assist with understanding and optimizing metal production forecasting with these factors for the Stage III pad, Hatch developed a spatially-discretized heap leach simulation model using GoldsimTM dynamic simulation software. The model incorporates metallurgical data such as mine planning (tonnages and grade), particle size distribution, ore crushing, ore stacking plan, pad geometry, and both leaching dynamics and kinetics to forecast metal production from a consolidated mine plan."

With the rapidly growing use of hydraulics in mining equipment, maintenance personnel should be familiar with the various components in hydraulic systems. Hydraulic systems do wear out - the fluids they transport are hot and turbulent, the equipment they power often imposes tremendous pressure pulsations and bending stresses, and the working environment is harsh. Therefore, even though hydraulic hoses are made of remarkably trouble-free components, they do need to be replaced periodically. There must be coupling methods that allow hoses to be replaced without disturbing other components. Couplings must also provide a variety of leak-resistant connections between hoses and other components in the hydraulic circuitry. Threaded Connection and Seals Hydraulic coupling thread ends and sealing arrangements are standardized, with many types available. Their outward appearance varies, but coupling configurations are recognizable by examining threads and seals and comparing them to the examples provided here. Iron Pipe Thread There are two kinds of iron pipe threads normally used in mining equipment circuitry - National Pipe Tapered Thread for Fuels (NPTF) and National Pipe Straight Thread Mechanical Joint (NPSM). The NPTF seal is the engagement of the coupling threads, called thread interference. When tightened, the tapered thread of the male fitting binds into that tapered thread of the female fitting to form a relatively leakproof seal (Fig. 1). In the NPSM seal, there is a 30° angle seat machined into the end of the male NPTF fitting. This seat engages with a mating 30° angle cone on the inside of the female fitting. Female NPSM fittings have straight threads, as opposed to the tapered threads of the NPTF fittings. However, most NPTF solid male fittings also have a 30° angle seat enabling them to be used with NPSM female fittings (Fig. 2). JIC and SAE Fittings Joint Industry Conference (JIC) and Society of Automotive Engineers (SAE) seals are formed by joining two mating, conical metal surfaces. The coupling threads are used to bring and hold these surfaces together to form a leak-resistant seal. A JIC connection is a solid male threaded end, with a 37° machined male nose, mating with a 37° female flare seat. When connected, the mating surfaces are held together by the threads, but the threads do not form the seal. The female seat is created by flaring a tube end or machining the interior surface of a stem to 37°. A female JIC has a swivel nut, allowing the sealing surfaces to be joined together without twisting a hose or twisting the seats against each other (Fig. 3). JIC couplings are frequently used on low, medium, or high pressure hydraulic circuits on mining equipment and machinery. The SAE connection is similar in appearance and sealing characteristics to the JIC system, except the angle of the machined male nose and female flare seat is 45° (Fig. 4). "O" Ring Fittings Seals for "O" ring fittings are formed by compressing an "O" ring against an exposed machined surface on a mounting block or hydraulic component part. "In today’s challenging mining environment the “Big Picture” (Caterpillar, 2013) approach to mining is often neglected. With haulage costs approaching up to 45 % of the overall mining costs, all too often the load-haul-dump- return cycle is not investigated in its completeness. This paper will discuss the aspects of taking the time to observe an operation from the “Big Picture” approach. In today’s mining business miners, engineers, trainers, supervisors, and managers have ever increasing roles and responsibilities as never seen before in the past decade. The endless human resource, safety, environmental, cost control issues and performance initiatives, detracts from precious time that may have been dedicated to examining the day to day operation. Having examined numerous mining operations over the past several years, one common denominator is lack of time to properly observe operating practices in the field and recognize both positive and negative observations. The old fashioned vocation of observing the operation to assess the haulage, loading and maintenance processes to adjust, maximize or enhance operations have sometimes vanished. Four areas to be discussed in this paper: (1) Look at the “Big Picture”(Caterpillar, 2013), (2) Use common sense, (3) Areas identified for biggest improvements in the operations, (4) Observation of small details for big impacts to lower cost per ton and increased production. The objective of this paper is to provide low cost recommendations to lower cost per ton and increase production. INTRODUCTION Whether miners claim to have been around and experienced it all or the “rookie” on the mine site, miners are expected to execute the mine plan at the lowest cost possible. So why is it so difficult to execute this task? Shouldn’t supervisors just have to man the equipment, tell operators to have a safe day and tally up the numbers at the end of the shift? And let the technology system do the rest? So what could go wrong? Lots. Mining companies seek help from consultants, training departments, performance reporting systems and an arsenal of resources. Armed with all this information, the supervisors just hop in the pick-up and tell the shovel operator to speed up. Sounds simple enough. When the improvements don’t happen, what could have gone wrong? It comes down to people, the simple things that were not executed over the months previously and as a result today the mines performance is not where it should be. A mine is built by people. Managers who have the vision to develop the ore body in a manner that follows sound engineering practices. The infrastructure to mill the ore and support the equipment needed to move the material. Along the way equipment is procured and operators trained to run the gear. Engineers and geologists set up the design, the material movement, and haulage routes. Sounds easy to this point. So, why mine after mine is there this constant struggle to move more with less and get the costs down? Understanding how to make “Great Miners” out of these people is critical to lowering your cost per ton."

Introduction Until recently, there were many jobs for mineral engineering graduates. Traditionally, minerals-related career paths available to university graduates stem from rather standard offerings in the disciplines of mining, metallurgy, petroleum, geology, geophysical engineering, and mineral economics. Within each discipline, there exists many career opportunities. In fact, until fairly recently, the most difficult decision for most graduates was choosing among all the available alternatives. Unfortunately, this relative state of euphoria changed quickly and dramatically within the minerals sector. Within two or three years, graduates from minerals-related engineering disciplines found it exceedingly difficult - and then almost impossible - to secure employment in the minerals sector upon graduation. At the same time, there were dramatic reductions in production requirements and, ultimately, mine closings. This resulted in massive layoffs and often termination of professional personnel possessing significant and valuable industrial experience. Obviously, this worsened an already bad employment picture for those hoping to begin a career in minerals. Certainly, there is no universal agreement on what the future offers for the US minerals industry or the career opportunities associated with it. However, there are a number of considerations that deserve study by students, faculty, administrators, and industrial personnel before minerals-related career paths are chosen. Where Will the Jobs Be and How Many? Everyone is aware that the minerals industry is very cyclic. It is not surprising then that job opportunities for new graduates also fluctuate. Typically, there is a two-to-four year lag between industry's engineering manpower needs and the academic community's ability to produce this talent. Due to the response lag, there will necessarily be years when supply and demand do not match. Employment Projections It is extremely difficult to anticipate what the key career paths might be within the next few years. Considerable speculation remains with respect to whether activity in the US minerals sector over the short-, intermediate-, and long-term will improve, remain status quo, or further deteriorate. However, some information pertaining to the prospects for career opportunities in mining engineering was offered by Tingley and Ghose (ME, Sept. 1983, p. 1274) from a study performed by Fenvessy and Schwab. Results from this industry-sponsored survey suggest that the US will experience 700 more mining engineers than needed in 1985, 1300 in 1990, and 1800 in the year 2000. These conclusions were based on the assumptions that future graduate levels remain flat and demand increases 3.6% annually. Educators quickly argued that depressed job markets, coupled with university student mobility, would negate the assumption of flat mining graduate levels in the immediate future. Student Mobility Student mobility from one engineering discipline to another is high. This is perhaps best demonstrated by the tremendous growth in programs such as computer engineering and computer science at the expense of enrollments in the more traditional engineering programs. The ability and willingness of students to quickly change engineering disciplines in response to existing and perceived job market demands have created significant student, faculty, and resource dislocations within universities nationwide. This has resulted in problems for university faculty and administrators responsible for effective use of

Scarcely a month goes by that I or someone else at Newmont Mining or Newmont Gold isn't asked to give a talk on the topic I was asked to discuss today. Investors, financial analysts, geologists, metallurgists, even our government--everybody wants to know what the future holds for gold mining. Well, you're not going to get exactly what you asked for. Today, I'm prepared to focus primarily not on what the future will bring to us, but rather on what the future will demand from us. More than that, I cannot undertake because it isn't within my scope to predict how wise and resourceful everyone in our industry will be in the future. What our future will hold, as I see it, will depend on our--and our colleagues'-- responses to these very real demands. Three critical issues stand out in my mind as to what the future will demand of us in the gold mining industry. And these demands will be for: 1. The very greatest of technical expertise and innovation. 2. The highest order of environmental sensitivity and timely accommodation. 3. Planning, planning and more planning. All of these flow inexorably today from the traditional objective of any mining company--or any company in any business, and that is, to make money. Nothing as I see it, should be undertaken by a geologist, metallurgist or even an environmental department, unless the exercises will enhance profits; and nothing may be ignored which can have consequent damage to the bottom line. Thus, the three issues I've listed for you subordinate themselves to the objective of making money, although at least in the environmental area, it might seem to some that we can only incur additional costs without even a dollar-for-dollar return. I hope to disabuse you today of any such out-of-date notion. Let's tackle the first issue-- Technical Expertise and Innovation. Newmont Gold Company this year is celebrating its 25th anniversary of successful and profitable operations on the Carlin Trend. Carlin in 1961, which is when exploration began on the "Trend" by Newmont, actually may share a lot of similarities with Carlin today. They didn't then know where the gold was and, if they found it, they had one hell of a challenge mining and processing ore at a profit because gold was selling at only $35 an ounce. Today, we know where the current reserves are. But we don't know where our future reserves lie. Furthermore, we don't know exactly how we're going to mine them, and, as everyone here knows too well, we don't know what the optimum metallurgical treatment is, even if we can find and mine them. And all that despite the abundant level of modern experience and skills within the current generation of mining companies, and the fact that, even taking inflation into account, gold sells at a higher price today than in 1965 when Carlin began operations. But, of course, I'm telling you what you already know.

Today's coal mines are turning more and more to belt haulage as the key system to transport coal out of the mine. The advantages of using belt for both intermediate and main haulage are numerous. Belts are reliable high capacity haulage mediums that can be utilized at low operating costs. They are adaptable to rolls in the coal seam and can handle relatively steep grades. They are not noisy, operate with a minimum amount of labor, and are easily extended and retracted. Belts require the least power of any haulage medium, are easily controlled by push- buttons and interlocks, and present low fire and safety hazards. Belt haulage can also be the largest source of operational problems for mine management when not installed correctly. This chapter and Chap. 6 concentrate on proper installation of both the static and dynamic components of efficient belt haulage. This chapter looks at the static system component, composed of the belt drive, its installation and operation, as well as belt takeup and transfer point construction. These components do not change readily over the life of the installation, hence the term static system. Chap. 6 discusses the dynamic system of belt line construction, which includes belt splicing, breaking down and reanchoring the tailpiece, and extending the belt line, plus operational and maintenance items for belt operation. This chapter is divided into three major topics. The first is a general discussion covering the points necessary for designing an efficient haulage system; the second looks at installing belt drives, head rollers, and takeups, and the third discussion centers on installing efficient and effective transfer points along the haulage system. Each will address the design and construction issues facing the engineer or construction supervisor in charge of installing the system. Before looking at the static system, it may be useful to review some of the basic design factors and considerations of all belt haulage systems. The material usually carried on an underground belt is a mixture of raw coal and rock, commonly known as run-of-mine (ROM) coal. This mixture has certain material characteristics that guide the mining engineer to the final and proper belt selection. The characteristics looked at most frequently are: 1) Angle of Repose is the angle at which the material will freely make a pile. Most ROM coal averages a 35"-39" angle of repose. 2) Angle of Surcharge is the angle a pile will assume on a moving conveyor. This ranges from 5" to 15" less than the angle of repose in most materials. For ROM coals, 25" is the average angle of surcharge. 3) Flowability, which determines the maxi- mum cross-sectional area needed to carry any given material on a belt. It is measured by the angles of repose and surcharge of a material and also serves as an index of the safe incline angle for the belt line. These characteristics, plus practical engineering research and development work are defined by an organization called the Conveyor Equipment Manufacturers Association (CEMA) for most bulk materials. CEMA also provides a code for each classified material depending on the characteristics above and the subjective considerations of the average size to be encountered, the abrasiveness of the material, and any miscellaneous characteristics (oil resistive, corrosive, etc.) which may be important.
