West Virginia's basic coal mining regulatory programs are not unique when compared to Federally approved programs implemented by other coal producing states. In fact, the language in The West Virginia Energy Act governing subsidence mirrors that written in the Federal Surface Mining Control and Reclamation Act as well as other states' statutes. Certain legal and administrative issues, how¬ever, combine to make West Virginia's regulation of surface subsidence a singular approach.

The Hong Gai coal field in northeast Vietnam has been the main coal mining area of Vietnam for more than 150 years. Anthracite coal is produced from several open pit and underground mines situated close to the UNESCO world natural heritage site Ha Long Bay. The mining-induced environmental impacts such as dust emissions, acid mine drainage, and visual impairments due to waste dumps resulted in severe conflicts of interests regarding future land use and the protection of the world natural heritage site Ha Long Bay. Within the RAME project (Research Association Mining and Environment in Vietnam), Brenk Systemplanung is contributing to an improved environmental and sustainable planning in Vietnam's mining industry and the reduction of environmental impacts on Ha Long Bay by developing suitable and sustainable technology and planning measures (e.g. for dump construction/rehabilitation, predictive modelling, and/or monitoring) for Vietnam's leading coal producer.

Any mining or engineering-construction excavation that extends below the water table must be dewatered. In many situations, the ground is of low permeability or the workings extend only a short distance below the water table. So water removal can be handled easily and economically by using mobile centrifugal pumps. However, there is an increasing number of mines that have a continuous high flow of water into the workings. Controlling this flow can significantly increase the cost of ore production. Successful implementation of any major dewatering scheme will ultimately rely on a clear understanding of the local geology. This understanding is necessary before an interpretation of ground water conditions can be made. It will dictate which dewatering methods are feasible. Once the geology and the ground water system are known, the scope and timing of the dewatering measures can be varied with the mine plan. Ground water modeling can assist in optimizing the dewatering system, though the precise objective of each model should be clearly defined. Production wells must be sited and drilled so that individual well efficiencies are high. Any lost efficiencies will translate into higher operating costs. Each well must be designed for maximum long-term control of the water table, and pumps sized to operate under continually changing heads. Finally, the investment in each production well must be protected during the mining process.

The Cliffs and Associates Limited (CAL) 500,000 tpy HBI plant located in Trinidad was commissioned after modifications in early 2001. This plant employs the novel Lurgi Circored® process to reduce iron ore fines using a combination of circulating fluidized bed and conventional fluidized bed reactors in a hydrogen based. This paper will review the advantages offered by working in the Caribbean nation of Trinidad and Tobago, the Circored® processes, and plant start-up experience.

Mechanical mining holds great promise for the mining industry. Realizing this promise depends on developing the tools needed to mechanize a mining operation with a reasonable expectation of success. Mechanical mining entered the 1990s with new machines, new operating methods and new ideas for the future. Mechanical mining can provide higher production, increase safety, reduce roof support requirements, create smoother openings for better ventilation, substitute continuous production for cyclical drill-and-blast procedures, and create opportunities for automatic and teleoperated control. The full promise of this important technology still lies ahead. Obstacles include: • Long-term production prediction: Mechanical systems have a high capital cost. Although recouped by lower operating costs, the tradeoffs are not always clear to mine operators. • Cutting tools for hard rock: Rock of more than 103.4 MPa (15,000 psi) cannot be cut by flexible mining machines. • Machine designs: Many machines cannot convert the required power into rock cutting capability. • Engineering: Better use of the machines in the mine is needed.

A computerized system (SCAPEVIEWER) based on landscape indices and artificial intelligence techniques is proposed in order to classify landscape images into various categories according to the quality of the pictured scenery. Photographs (totally 108) from various landscapes have been clustered, from seven experts in accordance to the mean estimation of landscape quality, into distinctive (C1), typical or common (C2), and indistinctive (C3). For each of the landscape photographs, ten (10) environmental and operational indices have been selected and determined, corresponding to visibility (V), naturalness (N), relief (R), flora quantity (FC), flora quality (F), water (W), skyline (SL), visual entities (G), season (S), and viewer position (P). These landscape indices are fed to a classifier. The classifier is a feed forward Neural Network (NN) trained by a novel hybrid method combining genetic algorithms and the back-propagation algorithm with adaptive learning rate and momentum. A total classification rate of 93.5% has been achieved, using only 8 input neurons. The discarded input neurons correspond to the indices S, and P. The pilot system SCAPEVIEVER has shown the feasibility of landscape photograph classification into three categories (C1, C2, and C3) according to the landscape quality, selecting simultaneously the most robust indices, by means of a computerized system combining the knowledge of an expert with a NN based classifier.

While a fleet of 100 t (110 st) haul trucks were busy removing overburden from the open pit mine in the distance, a host of dignitaries, including congressmen and California state representatives, gathered for Molycorp?s official groundbreaking ceremony at the Mountain Pass Mine on April 20. The mine, recognized as arguably one of the richest rare earths deposits in the world, is at the center of Molycorps? strategic ?Mine to Magnets? plan. It aims to secure America?s future supply of rare-earth-dependent technologies by developing a strong domestic rare earth industry. Molycorp identifies rare-earth-dependent technologies as those that cannot be produced without rare earth materials. The list of these technologies is long and growing. It encompasses everything from personal electronics and batteries for hybrid cars to permanent magnet generator wind turbines and national defense applications.

"The Gateway Trans-Hudson Partnership (GTHP), a joint venture of WSP USA, Inc., AECOM USA, Inc, and STV Incorporated, is providing preliminary engineering services to Amtrak for the Hudson Tunnel project as well as supporting the NEPA process for getting the record of decision (ROD). This preliminary engineering design effort by GTHP includes geotechnical exploration and laboratory testing, design of structures, tunnel contract packaging and procurement planning.The Hudson Tunnel Project includes the construction of a new Hudson River Tunnel system and rehabilitation of the existing North River Tunnel. The new tunnel system will be constructed south of the existing North River Tunnel, from North Bergen under the Palisades to Hoboken in New Jersey, below the Hudson River, and connecting directly to Penn Station in New York (Fig. 1). The tunnel system is configured as two single-track tubes, intermediate ventilation shafts and cross passages in compliance with NFPA- 130 requirements. The adjacent surface alignment west of the Palisades will be constructed on viaducts, embankment and retained fills. The existing North River Tunnel (Fig. 2) consists of two single-track, electrified rail tunnels extending from tunnel portals in North Bergen, New Jersey to Penn Station in New York. Completed in 1910 by the Pennsylvania Railroad, the tunnel opened at the same time as Penn Station and the four, single-track, East River tunnels that connect Penn Station to Queens and onto Long Island and New England, respectively. Both tunnels in the existing North River Tunnel were inundated with brackish river water during Superstorm Sandy (Fig. 3), resulting in the cancellation of all Amtrak and NJ Transit service into New York City for five days. After the brackish water was removed from the tunnels, the residual chlorides and sulfates have had on-going detrimental impacts on the interior concrete and rail systems."

"‘Gas hydrate’ is the common term for a solid material formed from the combination of various gases as ‘guest’ and water as ‘host’. A series of large-scale scientific drilling and coring programmes conducted since 2000 revealed that natural gas hydrate exists in a wide variety of accumulations in the sediments. The scaled-up onshore and offshore field production tests during the last decade show that gas production technology will be realized to make gas production from gas hydrates viable in the future, recognizing its potentials as one of the future sustainable energy resources.The total produced gas was approximately 470 m3 by the hot water circulation method over 6 days of operation in the permafrost-associated Mallik 2002 project in the Mackenzie Delta of Canada. In the Mallik 2007-2008 project, the gas was successfully produced stably by the depressurization method for 6 days, up to 13,000 m3 cumulatively. The depressurization method applied in the Mallik test was shown to be an effective way to produce gas from gas hydrates. The Alaska field trial to inject mixed gas of CO2 and N2 to exchange CH4 in 2012 was successfully done for the first time to produce maximum 1,270 m3 per day. A remarkable achievement was made by Japan when it completed its first offshore production test in the Eastern Nankai Trough, producing approximately 120,000 m3 of methane by the depressurization method over 6 days in March 2013. The technical challenges and scientific uncertainties obtained from Nankai Trough production test provide Korea with more considerations as to the aspects of well completion, reservoir formation and seafloor stability, sand control, flow assurance, environmental monitoring, and etc., due to the different geological setting and geomechanical properties of the Ulleung Basin in Korea."

Aggregate is an essential input to every economy, so governments need to ensure a sustainable supply of these resources through planning. There is also a need to shift from a linear economy to a more circular one, in which wastes are recycled rather than landfilled, so as to increase eco-efficiency. The purpose of the Sustainable Aggregates Planning in South East Europe (SNAP-SEE, SEE/D/0167/2.4/X) project is to develop a Toolbox for Aggregates Planning to assist governments and stakeholders in national, regional, primary and secondary, aggregates planning in southeast European countries. The Toolbox comprises documents on stakeholder consultation, data and analysis methodologies, a vision of best practices in aggregates planning and how to build an aggregates plan. The Toolbox will also support ongoing efforts to enhance minerals policy in the European Union (EU) as called for by the European Innovation Partnership on Raw Materials. Since its introduction in 2002, the modern air jig has processed a wide array of coals throughout the world. This paper explores the reasons and justifications for the installations and provides case history performance data. Specifically highlighted are air jig plants processing metallurgical coal in Colombia, bituminous coal in the United States and India and lignite in the United States and Spain. Each installation has unique reasons to justify an air jig facility. It is important to note that not all of the justifications were based on the ?most cost effective yield?, normally a mantra for coal preparation plant designers and owners. Dry jigging of coal has long been a proven technique for upgrading coal, the modern air jig, with its improved efficiency and operating systems simply extended the range of applications. In some cases, it even allows market quality coal to be produced when no other option is possible.

In response to the FY2008 Consolidated Appropriations Act (H.R. 2764; Public Law 110?161), the United States Environmental Protection Agency (USEPA) issued the final Mandatory Reporting of Greenhouse Gases Rule (MRR). The rule, signed by the USEPA Administrator, Lisa Jackson, on September 22, 2009, requires reporting of greenhouse gas (GHG) emissions from large sources and suppliers in the United States, and is intended to collect accurate and timely emissions data to inform future policy decisions. The MRR will go into effect on January 1, 2010, and a report of the total emissions for calendar year 2010 will be due to the USEPA by March 31, 2011. Under the final MRR, suppliers of fossil fuels or industrial greenhouse gases, manufacturers of vehicles and engines, and certain facilities that emit 25,000 metric tons or more per year of GHG emissions are required to submit annual reports to the USEPA. The gases covered by the rule are carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), hydrofluorocarbons (HFC), perfluorocarbons (PFC), sulfur hexafluoride (SF6), and other fluorinated gases as outlined in Table A-1 of Subpart A of the MRR, which is also provided in Appendix A of this report.

The Allen Park Sanitary Sewer Overflow (SSO) Tunnel and relief sewer project, located in the city of Allen Park, MI, is a long-term corrective action designed to bring Sanitary District One?s sanitary system into compliance with its 2005 consent order and service contract with the Detroit Water and Sewerage Department (DWSD). The $20 million project is intended to reduce Allen Park?s wet weather discharges to DWSD, reduce bypass pumping to the Ecorse Creek and limit the future risk of basement flooding by providing storage during wet weather events and eliminating hydraulic bottlenecks in the sanitary sewer system.

Introduction US dependence on external energy sources is dangerous because of unstable political situations existing in key energy exporting countries. So, recent national energy policies call for increased reliance on domestic energy sources. Coal ranks as the most feasible domestic energy source due to its abundant reserves and continental distribution. But to efficiently extract these coal reserves, huge sums of capital funds are needed. Due to the depressed economy, lenders of capital funds are forced to be more stringent with loan applications. This results in fewer loans granted. In many cases, it is uncertain if funding can be obtained. Furthermore, the greatest level of domestic mine financing is expected to be in the coal sector. Demand for capital in the domestic coal industry is anticipated to increase 80% by 1990. The Chase Manhattan Bank in New York warns that these future needs cannot be met by the present capital markets. This article analyzes the current and expected situations of the capital markets available to the domestic coal industry, including: • current and expected future types of financing used in the domestic coal industry; • problems the domestic coal industry may encounter as it seeks capital; and • the future availability of capital funds as concluded from analysis of the first two items. Background Information Regardless of industry, all projects or ventures can be divided into four basic stages: generation; evaluation; selection; and execution. Within the mining industry, one can break down these stages to draw a clear picture of mine development, as shown in Fig. 1. Each successive stage has a corresponding risk level. This risk level defines the type of financing available to the mine operator. Mining Venture Risks A coal mining venture can be characterized by its unique blend of technical and financial risk. As the mine moves through different development stages, varying proportions of each of these risks are encountered. It is these risks that the lender evaluates to determine project suitability. For a coal mining venture, the major complexities generally occur with the technical risk. These include: • quantifying the coal reserves: • assessing the feasibility of the mining method; and • evaluating the design of the wash plant. The reserve risk is gauged by the amount of measured, mineable, and saleable reserves. The greater the latter amounts, the lower the risk. Secure title to the reserves plus title for any surface areas required are also of concern to the banker. The Cable belt Company has been building single flight conveyors for a number of years. The simple design concepts of this type conveyor, introduced over thirty years ago, when distances of one to two miles were considered major advances in technology, remain relatively unchanged. Conveyors that are 6 to 20 miles (9.0 to 32 kilometers) long are being built and are presently in operation through- out the free world. The Cable Belt conveyor is not conventional in its construction. Cable welt differs from conventional troughed idler conveyors in that the driving medium and carrying medium are separated. Motion is provided by two endless steel cables running the length of the conveyor. The cables are driven by a single drive unit incorporating a differential gear which insures identical cable linear speeds and equal tension in both cables at all times. The belting is located and supported by "V" shaped shoeforms moulded to the belt which form a wedging action. The friction between the belting and rope is sufficient to prevent slippage (See figure 01).

A novel approach incorporating computational fluid dynamics (CFD) and flotation modelling has been used for investigating flotation cell designs. CFD modelling has increasingly been employed to enhance understanding of the cell hydrodynamics in mineral and coal flotation. Opportunities for improving the flotation cell performance can be identify by modelling. The CFD-flotation model from CSIRO incorporates cell hydrodynamics that affect particle-bubble interactions. Information from the model includes velocities, turbulent dissipation rates, gas hold-up, particle-bubble attachment and detachment rates. The attachment and detachment rates have been found to be effective measures of cell performance for cell design.

From Sept. 22-24, the Las Vegas Convention Center will be home to MinExpo 2008, the world?s largest mining equipment show that comes along once every four years. Sponsored by the National Mining Association (NMA), this year?s show is on pace to be the largest ever. Nearly 1,300 exhibitors have purchased nearly 55,700 hm2 (600,000 sq ft) of booth space. At the center of it all will be some of the most impressive mining equipment that the industry has to offer. And in the shadows of the massive haul trucks, drill rigs and bulldozers, attendees will be able to see the latest and greatest products including hand tools; the latest in automation and robotics; safety and communications equipment; longwall mining equipment; engines and parts; materials handling and processing equipment and services; pollution control equipment; reclamation equipment and services; computer applications; consulting and financial services and more. While many companies will be on hand to display the tried and true, there will also be plenty of new things to see. ?We anticipate that a whole range of new products will be introduced at the show,? the NMA said of the show that has been called the world?s richest deposit of mining technology, services and products. In addition to the show that will take place in Center Hall and North Hall of the Las Vegas Convention Center, MinExpo 2008 includes a conference program with 20 educational sessions that will tackle the most timely and pressing issues affecting the mining industry. Air flow patterns in the face area of a room-and-pillar mining are critical for understanding the dust dispersion characteristics and for developing engineering controls. SIUC has previously performed a CFD study to analyze the airflow patterns in the face area when continuous miner is making a straight cut. Results from this study identified low air velocity and re-circulation zones in the face area and illustrated the significance of line curtain, and scrubber operation on the air flow patterns. This paper discusses similar analyses when continuous miner is making a right turn cut as it is considered to be the dustiest cut among all the cuts made to advance an entry through a crosscut. This paper presents results for box-cut development for a right hand turn x-cut. This paper also addresses line curtain advance and air leakage through the curtain on the airflow patterns in the face area for such a cut. Low air velocity and recirculation zones were identified by analyzing the velocity vectors.

Although production operations at mines, representing the extraction and removal of the mined material, often appear to receive the greatest amount of attention, the emphasis given to auxiliary operations is continually increasing. This is due to the changing economic, social, and environmental climate in which modern mines must operate. Auxiliary operations can best be described as those activities that are not directly related to the extraction and removal of the mined material, but must receive proper attention if recovery is to take place in a safe, efficient, and socially responsible manner. In fact, certain mining auxiliary operations, such as strata control and ventilation, are considered to be of such importance that they warrant separate sections in this Handbook. Judging from a mine-personnel standpoint, it is not uncommon for a mine to hire the same number or more individuals responsible for auxiliary operations as the number assigned to production.
