Success of The Carter Mining Company's safety program can be primarily attributed to "total immersion" of all operating and staff personnel in program design and implementation. Currently, the Company operates two surface coal mines in Campbell County, Wyoming. Total employment is about 440 and current annual production is about 15 million tons. The safety program has evolved from one which was administered primarily by staff personnel (the Safety Department) to one which requires active participation by line management and operating personnel. Lost time accident frequencies have declined from a high of 1.86 per 200K hours worked in 1978 to zero in 1982. Reportable accident frequencies have declined from slightly over 5 to slightly over 2 during the same period. Analysis of program results indicates that the most important achievement by the company has been to gain strong commitment to safe operation by all employees. It is important that program format and content be frequently changed and modified so that: 1) The requirement for safe job performance is communicated well and often, 2) The safe job performance message is trans- mitted in new and interesting ways, and 3) Operating personnel participate in design and implementation of the program.

This paper describes the development of a new method and device for determining the in-situ mechanical properties of rock masses. The method involves a self-recording mechanical deformation gauge for sensing-recording she deformation of the borehole wall when loaded hydraulically. The self-recording feature of the gauge eliminates the difficult technical problem of transmitting signals over very long cables for measurements at great depths. Adopting a mechanical gauge instead of electronic, electrical, optical or grid techniques eliminates delicate instrumentation and installation problems. Moreover, mechanical gauges are inherently rugged and suitable for use in severe borehole conditions including very high temperatures. The technique was tested in limestone, basalt and granite specimen. The calculated mechanical property values for 1 the tests agree with those obtained by conventional testing methods. The self-recording mechanical deformation gauge has a minimum reading of 50 micro inches (1.27 x 10-3mm), comparable with electrical resistance strain gauges, capable of reading deformations over a range of 0.25 inches (6.35mm). The sensitivity, ease and accuracy of the method recommends it highly for in-situ rock modulus measurements.

The Alumet Company of Golden, Colorado, is currently engaged in the development of their Diamond Creek and Lanes Creek phosphate ore bodies located near Soda Springs, Idaho. The Alumet Company is a partnership of National Steel, Southwire Co., and Earth Science Inc. Davy Powergas, Inc., of Florida was contracted by Alumet to perform an evaluation study of these properties and, in general, determine the tonnage of altered and unaltered phosphate reserves which would be amenable to beneficiation and production of merchantable phosphate rock (defined as material with a P2O5 content of 3 1.0% and greater). The Colorado School of Mines Research Institute was retained by Davy Powergas to develop a beneficiation method for the studies of the altered and unaltered ores. Ore reserves were classified by Davy in a comprehensive range of categories such that any partial grouping could be made as dictated by future mine planning, mine or mill design, or prevalent economic conditions. Categories included ore horizon, stripping ratio, degree of certainty of their existence, and physical and chemical characteristics. The last category was of interest for beneficiation considerations in that it dealt with the degree of alteration of the phosphate ore.

The mechanistic or phenomenological approach to ball milling involving the, concepts of particulate selection and breakage functions with particle population balance models has been well established over the past decade (c.f., the review articles by Austin (1) Herbst and Mika, (2) and Snow (3)). Initial efforts to apply this approach concentrated on batch milling, but since most milling in industrial practice is continuous, much recent research has been directed to extending this approach to continuous milling. The primary difference between batch and continuous milling processes is the relative importance of material mixing and transport in the mill in the latter case. Much analytical (4-8) and some experimental (9-15) work on the effect of mill mixing and transport on milling has been recently reported. Much of the analytical work has naturally centered around extension of the well-developed concepts that have been applied to chemical reactors, (16-18) Fortunately, it has been found(1) that most milling processes are analogous to first-order chemical reactions so that the combined effects of material transport and reaction (breakage) can be handled by the relatively simple segregated flow concepts. Prior to 1912, coal research for Republic Steel, Corporation was limited to a periodic box test conducted in a commercial coke oven. Then in 1912, a Koppers movable-wall test oven was -built to research wall pressures for selected blends and to conduct other varied research work. In the 1950's economic pressures caused a reassessment of position resulting in the establishment of a Coal and Coal Chemical research group in 1956. In 1958 this group, along with other groups of research endeavor were incorporated into the new Republic Steel Corporation Research Center at Independence¬ Ohio. Currently this section is divided into four groups. 1) Coal Preparation, 2) Coal-Chemicals, 3) Coal Characterization, and 4) Coal Carbonization. The objective of each group is described, and a brief listing of the work done under the first three groups is indicated. A more detailed description of the studies by the Coal Carbonization group of the coking characteristics of Republic Steel Corporation's coals as blended among themselves or in conjunction with selected purchased coals follows. The wall pressure, contraction, and stability index criteria are specified, and the method of assessing these criteria as a function of blend composition is indicated.

The increase in productivity which has been achieved in mining during the past two decades has been attained largely through the replacement of manpower with electrical power. Power demands should continue to increase, requiring electrical distribution systems to be well planned to avoid inadequate voltage levels caused by underdesign and excessive costs resulting from overdesign. To aid the mining electrical engineer in designing proposed power systems or analyzing changes to existing systems, a digital computer program has been developed. This program will analyze alternating or direct-current networks with up to 10 voltage sources, 75 loads and 300 total segments. A maximum of nine levels of voltage is permitted in the system. This project was part of a package of programs developed at Virginia Polytechnic Institute (WI) for the mining industry under sponsorship of the Office of Coal Research. Included in this package are also programs to: 1. Schedule mine production and predict cost of mining 2. Simulate rail haulage systems 3. Simulate belt haulage systems 4. Analyze ventilation networks 5. Analyze pumping networks These programs are available from the Department of Mining Engineering, VPI, Blacksburg, Virginia 24061 for a nominal processing cost.

Previous studies on semi-soluble minerals such as calcite (1) and apatite(2) and sparingly soluble minerals such as quartz (3,4) have given evidence for significant changes in their electrokinetic properties as a function of aging time. Such changes are relevant to mineral processing operations where the crushed ore particles might not have yet reached equili¬brium with the water that it is in contact with. In order that these changes be studied under controlled experimental conditions for long periods unattended or with fairly less intermittant attention, a streaming potential apparatus with an automatic streaming system was constructed. Also, a new streaming potential cell was incorporated into the system so that the effect of temperature, a variable coming into increasing usage in mineral processing operations(5), could also be studied. Conventional streaming cells(6) cannot be safely employed to conduct studies as a function of temperature since they have many glass joints that are prone to leakage, parti¬cularly under pressure, in the course of an experiment. This paper describes the new apparatus and some typical results that have been obtained with it far temperature effects.

The New England States form the most northeastern portion of the continental United States and include Connecticut, Rhode island, Massachusetts, Vermont, New Hampshire, and Maine. These states have an aggregate population of over 10.5 million people, and an average annual population rate increase of about 1.3%. A great deal of new construction is required each year to meet the increasing demand for new homes, roads, offices, factories, and warehouses. Yet, prices of construction materials such as blocks and concrete are generally higher in New England than in other well populated areas of the United States. This is an indication of local demand being somewhat greater than supply, an atmosphere conducive to new developments in the production of construction materials. One such field of development is the rapidly growing Lightweight Aggregate Industry. Recent construction in Boston has used a great deal of lightweight aggregate. New structures using lightweight aggregate in lightweight concrete include the following: M.I.T.'s 20-story Earth Science Center and 17-story Married Students Housing Project Prudential Life Insurance Center, West End Redevelopment Project at Charles River Park, Hotel Americana, and the British-owned 33-story office building at 50 Pearl Street.

The Cross City Tunnel comprises 2km of a new underground traffic route in Sydney, Australia. The route is very complex, involving some six separate tunnels and three underground Y-junctions. For almost 200m the six tunnels run parallel at different level sunder William Street, Sydney. Almost all of the route runs adjacent to the City Business District of Sydney and adjacent to or below many major buildings and services. The planning and design of this project is described. The geometric arrangement is achieved with a strong dependence on 3D road design packages. Road alignment constraints include land acquisition and proximity to existing tunnels and basements as well as maintaining separation from the other tunnels in the scheme. Geotechnical and hydrogeological studies are described. Findings discussed include the high horizontal stress field in the Sydney area and investigation of incised palaeochannels on the route. Methods of design for the tunnels and Y-junctions are described, as well as methods of settlement prediction for the buildings and services. The latter includes the settlement assessment for more than 200 buildings, many in excess of 20 storeys, as well as services including all of the city railway lines in Sydney.

A number of investigators have studied the electrokinetic potential (?) of kaolinite as a function of pH. (1,2,3,4,5) These investigators all agree that the ? is negative except at quite acid pH values. The actual shapes of the curves reported by the several authors vary considerably. In spite of the general negative character of kaolinite the mineral has a rather high anion exchange capacity. (6,7,8) The cation exchange capacity is the lowest for the clay minerals. (6) It has been shown that anionic surfactants adsorb readily onto the mineral even up to neutrality, often in quantities exceeding the reported anion exchange capacity. (7,8) At least part of the anionic adsorption should be onto positive edge sites thought to exist on the mineral. (9,10) In the present study ? of kaolinite was measured as a function of pH using both the streaming potential (sp) and microelectrophoresis (m.e.p.) methods. In addition ? was measured at various pH values as functions of sodium dodecyl sulfate (SDS) and trimethyldodecylammonium chloride (TMDAC) concentrations. In some experiments decyl alcohol (DA) was added.

Most of us are aware of the relationship between the golden-yellow resin spots on Upper Cretaceous Wasatch Plateau coals and fossil tree resins (?amber?). Nevertheless, confusion remains about the exact chemical composition and structure of commercial coal resin preparations as well as their observed heterogeneity. In order to arrive at a more detailed chemical description we need to distinguish between micropetrographic, organic geochemical and process technological definitions of coal resins, which may include substantial quantities of constituents unrelated to fossil tree resins. New information on composition and origin obtained by Curie-point pyrolysis/evaporation in combination with isobutane chemical ionization mass spectrometry, as presented in this paper, points to the presence of four more or less distinct resin components: (1) a sesquiterpenoid polymer; (2) sesqui-and triterpenoid monomers and dimers; (3) a suite of triterpenoid alcohols, ketones and acids; and (4) a series of increasingly aromatized hydrocarbons with naphthalene and picene type skeletons. Moreover, a strong similarity is found between the composition of recent Dammar resin and fossil Wasatch Plateau coal resins. Some of the technological implications of these findings and the consequent need for a more precise chemical definition and nomenclature are discussed.

Emerging from discussions of U.S. energy policy: from the Project Independence Blueprint; from President Ford's statements to Congress; and from several independent appraisals of the situation; there is a clear objective to achieve an appropriate balance of supply and demand in the near term future (1) by developing more efficient ways of using energy and (2) by extending domestic sources of energy. More specifically, the strategy for achieving this goal has three parts (1) Conservation of energy through greater efficiencies in automobiles, appliances, lighting, heating, and industrial processes. (2) Increased domestic production of oil and gas through new sources such as the outer continental shelf and new efficiencies such as tertiary recovery. (3) Substitution of coal and uranium for oil and gas in utility power plants and industrial heating. The goal of energy research and development is to help achieve these goals and to help minimize the economic, environmental and social impact of our shift from imported energy to domestic sources. The focus of this paper is the implications of the expanded use of coal, and the research and development which may help achieve the above goals in so far as coal is concerned.

Among underground coal miners, hearing loss remains one of the most common occupational illnesses. In response, the National Institute for Occupational Safety and Health (NIOSH) conducts research to reduce the noise emission of underground coal-mining equipment, an example of which is a roof bolting machine. Field studies show that, on average, drilling noise is the loudest noise that a roof bolting machine operator would be exposed to and it contributes significantly to the operators? noise exposure. NIOSH has determined that the drill steel and chuck radiate a significant amount of noise during drilling. NIOSH and the Corry Rubber Corporation have developed a bit isolator that breaks the steel-to-steel link between the drill bit and drill steel and a chuck isolator that breaks the mechanical connection between the drill steel and the chuck. This effectively reduces the noise radiated by the drill steel and chuck and reduces the noise exposure of the roof bolter operator. The paper documents the evolution of the bit isolator and chuck isolator. Laboratory testing confirms that production bit and chuck isolators reduce the A-weighted sound level generated during drilling by 3.7 to 6.6 dB

In the mining industry and in new and expanding fields, such as electronics, nucleonics, and astronautics, a new type of manager has evolved. The name most generally used is project manager. His business is to create a product and the principal means through which he accomplishes this is project management. In this chapter, new information is the product of the project manager; as such the products, for which the computer methods described throughout this volume are designed, fall in the domain of project management. It has been the author's experience that project management is the management tool to effectively direct the information technology function within an organization. The purpose of this chapter is to describe project management and to identify and present a solution to the problems associated with project management in the development and application of computer methods in a minerals environment. Specifically, the problems to be addressed will center around: (1) recognition of the need for project management in terms of business-environmental factors and product characteristics, (2) formulation of a method of operation in terms of organization and implementation, and (3) application of project management to the minerals industry.

The Pocahontas Coal Field consists of eight mineable seams of low-volatile coal in southern West Virginia and Virginia. The deeper seams, especially the Pocahontas No. 3 and No.4 Seams, under heavy cover and below drainage are notoriously gassy. Methane in the Pocahontas Field is generally thought of as being confined in the coal itself, rather than in mud slips or clay veins. Furthermore, it is characteristic of Pocahontas coal to retain its gas until the coal is broken and removed from the solid. Because of this inability for gas to escape from unmined coal, entries developed around large blocks are seldom of significant value in bleeding off methane before pillar extraction begins. This is evidenced by the fact that it is not uncommon to find gas liberated during the mining of chain pillars and barriers which have been developed for several years. The Pocahontas Fuel Company develops almost all solid coal by conventional methods with shuttle car haulage. To provide the maximum productive capacity without compromising ventilation and safety requirements, the Company has adopted standards for ventilating 5, 6 and 7-entry sections.

To date some 1,000 exploration targets (by way of adits, mine dumps, shafts, outcrops and unstoped mine areas) have so far been identified using an interactive data base system to query a digital data base comprising topographic, cadastral geological and mine components developed as a compilation of old plans, records, surveys and recently flown aerial photography. The exploration targets are intended for early follow-up as part of a 1987 exploration programme to investigate the reserve potential of the former producing property located in southern Utah. Of further interest is the unscrambling of old mine plans to provide drill targets for investigation of unstoped reserves with one target being a possible 800,000 tons in part of the lower workings. The project site encompasses about 3,200 acres of mainly patented lode claims covering most of the claims and mines of the Gold Mountain mining district formed in 1889. Turn of the century mining saw several mines operating whose total production was at least 143,000 oz. gold and 460,000 oz. silver from steeply dipping veins up to 20 ft. or more in thickness.

A mining operation in Zimbabwe produces a pyritic gold concentrate that requires oxidative pretreatment prior to cyanidation in order to liberate 80 percent of the gold values. Bio- oxidation offered the potential of increased gold recovery and was considered to be an economically advantageous alternative to the existing practice of roasting the concentrate. Based on bench- scale test work, a small bio-oxidation plant, capable of processing approximately 50 percent of the concentrator production, was installed at the mine to evaluate this approach. The plant included two 57 m3 bioreactors in series and the ancillary equipment needed to prepare the feed concentrate, to wash the leached residue prior to cyanidation, and to neutralize the waste liquor. The plant was operated for a year-and-a-half, and the conditions needed to achieve a 90 percent liberation of gold values were determined. A number of critical technical problems were encountered, and many were resolved on-site. Others have been addressed since the pilot plant was moth-balled in June 1988. Valuable insight was gained from the operation of the pilot plant, which has provided useful guidance for continued process and equipment improvement.

In 1982, the US Congress passed the Nuclear Waste Policy Act (NWPA) to provide for the development of an underground repository for spent nuclear fuel. This development will be managed by the US Department of Energy. In 1986, the President selected three areas for site characterization to determine their suitability for the development of an underground repository. Those sites were: (1) a site in volcanic tuff located at Yucca Mountain in Nevada, (2) a site in bedded salt located in Deaf Smith County in Texas, and (3) a site in basalt located in Hanford, WA. At present, conceptual repository designs are being developed for each site. A key element of a repository design is the underground ventilation system required to support construction, nuclear waste emplacement, and potential waste retrieval. This paper describes the preliminary ventilation system designed for the repository in tuff. The concept provides separate ventilation systems for the construction and waste emplacement activities. The paper further describes the means by which acceptable environmental conditions will be reestablished to allow reentry into previously closed rooms for the purpose of inspection, maintenance, or retrieval.

The Red River is located within the Sangre De Cristo Mountain Range in northern New Mexico. An approximate 12-mile segment of the river from the town of Red River to the village of Questa (Questa) includes several hydrothermal alteration zones. Alteration ?scars? formed as a result of rapid chemical weathering and physical erosion of pyrite-rich hydrothermally altered rocks. Storm water runoff from the scar drainages contributes metal-laden, acidic water to the river and creates a visible plume of discolored water in the river. Acidic runoff reduces the river pH from 7 to the mid 3s for at least 2 hours during large storms and the low pH water continues downstream. Runoff from scar drainages increases some metal concentrations in the river from below chronic ecological criteria to as much as two orders of magnitude greater than acute ecological criteria, and results in acutely toxic conditions for macro-invertebrates. A general improvement in the river?s water quality occurs downstream due to dilution from tributary inflow from non-mineralized watersheds, the natural buffering capacity of the river, and storm water controls at the Chevron Mining Inc. Sedimentation in highly flocculated suspensions of fine particles such as clays occurs through individual settling units (flocs) which have very open structures and correspondingly low density -typically less than 5% solids by volume. It follows that such settling processes rapidly lead to the build-up of a bed of flocs which are essentially close-packed, with inter-floc porosity of perhaps 50%, but with an overall solids content of no more than about 2-3 percent by volume. An important consequence is that the thickening process is dominated by the consolidation of this bed rather than by simple settling of the individual flocs. Experimental measurements of sediment consolidation in flocculated clay suspensions indicate that for a given system, consolidation rates are essentially determined by solids concentration and can be evaluated using the classical Kynch treatment. However, these rates are strongly dependent on the physical as well as chemical conditions of the flocculation process. Furthermore the extent to which gravity consolidation proceeds depends on the total weight of sediment (i.e. on both height and solids concentration). The implications with respect to thickener operation and the requirements for laboratory testing for thickener design are discussed.
