In 1995, Congress abolished the Bureau of Mines in the Department of Interior but preserved the safety and health research functions being performed at the Pittsburgh and Spokane Research Centers. These functions were transitionally housed in the Department of Energy before permanently merging with the National Institute for Occupational Safety and Health (NIOSH), Department of Health and Human Services, in October 1996. Since the merger of the former Bureau with NIOSH, there has been an active evaluation of ongoing research activities, significant interaction with stakeholders, and the development of a process leading to "data informed" priority setting. This presentation will review current surveillance information concerning the level of injury and disease from mining work and will discuss how research priorities are evolving to improve the contribution of research to the prevention of injury and disease.

Radon in the Environment Radon, as a natural nobel gas, can be detected nearly everywhere in the environment as a decay product of ubiquitous uranium. As it is emanated from soil and rocks measurable concentrations have been found at the surface of soils and in even higher concentrations in enclosed spaces like, for example, mines and buildings. While above soil surface activities caused by radon have been found in an order of magnitude of up to 1 pCi/l (Weigel, F. 1978), concentrations in enclosed spaces and mines are higher because of the lack of atmospheric circulation. Beside air circulation the relevant figure depends on the Ra226-concentration in the surrounding rocks or building material, as well as on emanation coefficient and the diffusion coefficient. While representative Rn222concentrations in well ventilated buildings are reported to be in an order of magnitude of 1 pCi/l maximum values up to one order of magnitude higher have been found in badly ventilated brick buildings (Ettenhuber, E., Lehmann, R., Clajus, P., 1978) (Aitken, J.H., et al., 1977). Just now it was stated that the reduced air circulation due to German legal regulations on energy conservation will increase radon exposure of the public considerably (Jacobi, W., 1979). Radon in Mines Radon exposure of workers is, of course, a matter of concern in uranium ore mines where relatively high concentrations of the uranium to be mined are present. Measures to protect workers' health have been implemented, based on experience on dose-effect relationship. They serve to meet exposure standards by limiting inhalation of radioactive particles, in reducing radon concentrations or in limiting working hours. Both improved measuring devices and capacity as well as the lower discrimination threshold enable to measure radon concentrations in other mines, e.g. in coal mines. It is known that radioactivity in coal is small compared with that in other minerals and even soil, rocks. Nevertheless, radioactive elements were identified in coal and so the question was whether the concentrations of radon in coal mines might be a subject of concern. The problems encountered when measuring radon in coal mines are described below, as the measuring device has to be flame proofed which is an important additional requirement. Measured radon concentrations in British coal mines have already been published (Duggan, M.J., Howell, D.M., Soilleux, P.J., 1968 (Dungey, C.J., Hore, J., Walter, M.D., 1978). The authors found concentrations of up to 14 pCi/l in Cornish mines. In most cases the values were in the order of 2 pCi/l. These results were consistent with measurements reported from U.S.-coal mines (Lucas, H.F., Gabrush, A.F., 1966). Such concentrations of radon were not considered to represent a hazard for British miners (Ogden, T.L., 1974). In Germany, too, first measurements have been carried out in five coal mines in the Saarland in the 60's. Air samples were taken at different places in the coal mines, dried, fed to an ionisation cell and measured by a device including reference cells. Samples taken at ventilated places showed radon concentrations consistent with the lower British results. They all kept within the standards of the first German regulation on protection against radiation. Measuring the radon daughters was renounced because of the relatively low radon concentrations and the requirements for flame proofness in coal mines. Moreover, it can be ascertained that because of the effective ventilation the disequilibrium factor between the decay products and the radon concentration remains far below the value of one (Muth, H., 1978) (Keller, G.). In 1979 the committee on mine safety and health protection in coal and other mines of the EEC proposed to have measured and evaluated radon concentrations in European coal mines to find out whether they complied with international standards. Great Britain and Germany agreed to this proposal and by commissioning such measurements to scientific institutes complied with the request to harmonize the methods used. In the Federal Republic of Germany, e.g. Westfälische Berggewerkschaftskasse (WBK) and Staatliches Materialprüfungsamt; Dortmund (MPA) were requested to carry out the measurements in coal mines of the Ruhr coalfield whereas Saarberg Interplan was responsible for the Saar coalfield. The WBK measurements are reported in later paragraphs.

A review of the evolution of the North American sulfur market's structure serves to dramatize the kinds of changes that the market is undergoing at the present time. In 1970, the U.S. accounted for 23 percent of world sulfur production. This share has not declined dramatically--to 21 percent in 1993--but the U.S. developed into a substantial net importer of sulfur in the past 25 years. U.S. output was based on large deposits of native sulfur in the western part of the Gulf Coast region with production by the Frasch mining process. Producers of Frasch, or on-purpose sulfur, have historically absorbed cyclical fluctuations in sulfur demand. Two major changes in the North American market from that time to now have been the introduction of increasingly large quantities of by-product sulfur from petroleum refining and natural gas processing operations in the U.S. and Canada, and that Canadian producers have become the marginal supply source for U.S. sulfur consumers.

"Sound Transit’s East Link Project, a $3.7 billion (2015 $), 14-mile light rail extension, will connect downtown Seattle with the rapidly developing east side cities of Bellevue and Redmond. Among the most technically challenging aspects of the Project is the 2,435 foot long Downtown Bellevue Tunnel (DBT), which will be constructed through the central core of Bellevue underneath 110th Avenue NE using a combination of Sequential Excavation Methods (SEM) and cut and cover tunneling. The 1,980 foot long central SEM component of the DBT will be mined at shallow depth through challenging and complex geology, comprised of glacially overconsolidated soils, containing both regional and perched groundwater conditions and in close proximity to existing high rise buildings. The paper shares lessons learned from the planning decisions and risk based approach to the investigation, design and procurement processes which shaped the DBT configuration and enabled a successful transition to the project’s construction stage. INTRODUCTION The East Link Project is a voter-approved $3.7 billion (2015 $), 14-mile extension of the existing Sound Transit (ST) light rail transit (LRT) system from downtown Seattle, across Lake Washington via I-90, to the cities of Bellevue and Redmond on the east side of Lake Washington. With targeted completion in 2023, East Link will provide riders with an efficient and reliable connection between the largest population and employment centers on the east side and downtown Seattle. The project alignment is indicated in Figure 1 below.ST completed the Preliminary Engineering (PE) phase of the East Link project in late 2011. Subsequently the final design contract for the easternmost seven miles of the project was awarded to the H-J-H Team, a joint venture comprised of HNTB, Jacobs Engineering and Hatch Mott MacDonald in February 2012. H-J-H’s final design scope includes approximately 7 miles of double-track LRT between the east end of the I-90 East Channel Bridge and the Overlake Transit Center Station. While the project scope is extensive and diverse, the focus of this paper is the DBT. The DBT is located immediately north of the East Main Station, and travels approximately one half mile through downtown Bellevue under 110th Avenue NE between Main Street and NE 6th Street; terminating at the Downtown Bellevue Transit Center (BTC) Station. The location and extent of the DBT is indicated in Figure 2."

The Elliot Lake Centre was established in 1965 as an independent Centre for Continuing Education offering a variety of adult education services. In 1976 all retraining and community college type activities were transferred to the Sault College of Applied Arts and Technology which had opened a branch campus in Elliot Lake. Upon the completion of this transfer, the Elliot Lake Centre was then contracted in 1977 by the Canada Centre for Mineral and Energy Technology to study the feasibility of establishing a research and information institute dealing with various health and safety concerns of the uranium worker. By late 1980, a federal charter was granted for the establishment of the Canadian Institute for Radiation Safety, made possible through the cooperative efforts of the Governments of Canada and Ontario, the Ontario uranium mining and refining companies, and the Elliot Lake Centre. On 1 April 1981 the Institute officially began operations. PROGRAM DEVELOPMENT AND COORDINATION In May 1978 the Elliot Lake Centre initiated a voluntary sputum cytology program for uranium workers. This program was financed by the Ontario uranium mining companies: Agnew Lake Mines Limited near Sudbury; Madawaska Mines Limited in Bancroft, and Denison Mines Limited and Rio Algom Limited in Elliot Lake. In 1981 additional funding was granted by Eldorado Nuclear Limited for a small group of employees at the company's uranium refinery in Port Hope, Ontario. Initially in 1978, program participants were accepted according to length of employment, radiation exposure levels (calculated in working level months) and/or smoking history. These restrictions were abolished within a few months and all uranium workers were encouraged to participate. From 1978 to 1979 the sputum cytology program was medically directed by personnel from the Montreal Cancer Institute. Until 1979 all data maintenance for the program was performed manually, however the effort required to sustain the system increased significantly as the number of participants grew. In September 1979 the Division of Thoracic Surgery at the Toronto General Hospital, under the direction of Dr. F.G. Pearson, submitted a proposal to the Elliot Lake Centre to develop a data processing system to help coordinate the surveillance program. In October 1979, Dr. Pearson became the new Project Director. Director of the Cytology Program is Dr. D.W. Thompson of the University of Toronto who is responsible for all cytologic analyses. Developmental work to establish the new surveillance system was initiated in January 1980 and became fully operational at the beginning of March 1981. The following sections describe the Elliot Lake operations of the sputum cytology program now conducted by the Canadian Institute for Radiation Safety. PROGRAM PARTICIPATION As of 1 September 1981 the sputum cytology program has 518 participants enrolled. Eligibility is restricted only to a willingness to participate and the ability of an individual to produce adequate sputum samples. Each participant registers for the program at the Institute and is given personal instruction on methods of sputum collection. The majority of the participants in this program are employed by the uranium mining industry; some work for firms which are contracted by the larger companies. Many participants are either retired from the work force or receive disability pensions or workmen's compensation benefits. Other participants have been employed in the uranium mining industry and have since gone on to other employment; some work for various federal and provincial governmental agencies concerned with the mining industry. Some participants are referred to the program by their family physicians because of smoking histories and/or various respiratory conditions. A small number of these individuals have never been involved in the mining industry at all. A chart describing program participation by employment is found in Appendix 1. PROGRAM REGISTRATION In the Elliot Lake area, persons interested in registering in the program are required to go directly to the Sputum Cytology office located at the Canadian Institute for Radiation Safety. Each individual is interviewed personally by the Program Officer. For the employees of Agnew Lake Mines, Madawaska Mines and the Port Hope refinery of Eldorado Nuclear Limited, registration is possible during the Program Officer's semi-annual on-sitevisits. Participants are assigned, in chronological order, "program numbers" for easier identification. File labels are color-coded according to place of residence or, in some instances, place of employment. When methods to prevent the occurrence of fire in underground mines fail, the next line of defense is to rapidly and reliably detect the developing fire, so that subsequent evacuation and control procedures can be safely and successfully implemented. To provide this capability requires an understanding of the operational principles of different types of fire sensors, their merits as well as their limitations, and performance characteristics of the monitoring systems that control and process sensor data; an understanding of how fires develop and the different types of fires that can occur, along with their characteristics and the hazards they present; an understanding of the impact of the mine environment and routine mining activities, not only in terms of these effects on fire sensors but also in terms of the impact of mine ventilation and mine geometry on fire growth, fire characteristics and the detection process. All of these factors are components of the technology of fire detection, and when insufficient knowledge of any of these components exists, the ability to implement adequate mine fire detection systems is diminished. Within the last decade, significant advances have been made in fire detection technology applicable to underground mines. These advances include not only the development of improved sensors and better monitoring systems, but also an expanded understanding of how to deploy sensors, set sensor alert/alarm levels, account for ventilation effects, etc. In addition, there has been an increase in our knowledge of the types of fires that occur, the types of combustibles involved, characteristic times for fire growth and development, the levels of heat, smoke and gas that are produced and the hazards that result. It is the intent of this paper to provide not an overview of current mine fire detection technology and, also, to present data obtained for some smoke sensors that have potential for use in underground mines. The paper will also discuss the data, information and resources that are currently available and seek to identify those areas most in need of further research and development.

As mines progress to ever increasing depth, new challenges are encountered with serious concerns for rock excavations in highly stressed conditions. New procedures have been undertaken or are under way to remove workers from the workface, mitigating risk and exposure to hazardous conditions. Rockbolting crews are at particular risk as they are the first line of defense in the installation of the ground support systems. One such initiative for removal of workers from danger has been with remote bolting. Equipment manufacturers have had the ability to remotely inject resin pneumatically into boreholes for several years, but it has not been recognized as a very effective method due to a variety of complications. This makes the installation of dynamic support system components such as the D-Bolt® increasingly difficult. More recently, hollow-core bolts have become popular providing far more effective installation when installed with pumpable, two component urea-silicate injection resins. Normet has developed high energy dissipation self-drilling dynamic bolts (SDDB®) to meet these challenges. Following several inquiries as to the effectiveness of pumpable resins for use with dynamic support components, Normet Canada performed comprehensive testing of the bolt and resin system at CanmetMINING in Ottawa to dispel or substantiate any preconceived beliefs. Several dynamic and static tests in direct and indirect loading were carried out. Results include tests in shear and early strength UCS of the resin to measure the performance of the SDDB compared with the established D Bolt as an effective dynamic ground support component. Underground field observations, installation methodology and in-situ testing are investigated.

Mine seismicity is influenced by the mechanical properties of both near-seam strata and overburden/underburden and the prudent selection of mining methods and mine layout designs, utilizing sitespecific structural setting of the mines. The importance of adequate data collection, monitoring, and prudent structural designs has long been recognized and utilized in many U.S. operations with adequate engineering resources. In this paper, two case studies of historic seismic events and contributing factors, in deep coal and trona mines with overburden thickness exceeding 1,500 ft, are reviewed using observations and analysis. By back analyzing the overburden response in a historic room-and-pillar coal mine, the overburden collapse mechanism associated with a 3.3 magnitude seismic event is reviewed as well as the need for improvements in designs including panel and barrier pillar widths. Similar high-order seismic events were also experienced in trona mines of the Green River Basin during 1990s, interrupting room-and-pillar mining and creating ground control concerns. Efforts to improve structural mine designs are described in this paper leading to stable and productive operations for decades following the high-order seismic events in both coal and trona case studies. These efforts included improving room-and-pillar extraction layouts and utilizing properly designed longwall mining techniques that were verified using long-term geotechnical instrumentation. The study mines are located on the Wasatch Plateau (WP), Utah and in the Green River Basin (GRB), Wyoming. More recently, in Utah’s East Mountain alone, Energy West Mining Company (EWMC) has extracted some 165 million tons of coal without any significant incidents. Overall, favorable geologic conditions and prudent mine layout designs are key elements to this successful experience in both single- and two-seam layouts. Utilization of conservatively designed longwall mining technique in the GRB has been geotechnically stable, using reported experience in 15 panels and monitoring results in the Northwest (NW) District with measurable longwallinduced seismicity being rare. These studies demonstrate a considerable amount of progress that has been made within the last four decades in the application of longwall mining technique, integrated monitoring, and analyses for the verification of structural designs in mines in the United States.

Technical advances in longwall mining over the last several years have resulted in much larger and faster shearers that have the capability of mining at speeds over 30 m/min (100 fpm). This has resulted in a substantial increase in the amount of dust that is generated at the shearer and during shield advances. Meanwhile, increased underground coal production has put a greater demand on longwall dust control systems as some operators have had difficulty maintaining consistent compliance with federal dust standards. To address this need, the U.S. National Institute for Occupational Safety and Health (NIOSH) is investigating the effectiveness of a water spray manifold mounted on the tailgate end of the shearer body. The sprays are oriented parallel to the tailgate ranging arm, and these sprays create a water curtain confining the dust plume near the face, preventing the dust from drifting into the walkway. This redirection of dust provides a clean air envelope for the tailgate shearer operator and jacksetters working near the tailgate drum. Three different tailgate spray manifold designs were tested and evaluated at the Office of Mine Safety and Health Research (OMSHR) Pittsburgh Longwall Test Facility. Manifolds were equipped with hollow cone or flat fan water spray nozzles and evaluated at three face air velocities — 152, 213 and 274 m/min (500, 700 and 900 fpm)— and at water pressures of 689, 1,034 and 1,379 kPa (100, 150 and 200 psi). Reductions in dust concentrations were observed at six face sampling locations for all the tailgate manifold systems at each of the tested spray pressures and face velocities. Average reduction efficiencies of at least 90 percent were seen at the three sampling locations closest to the shearer for all three manifold systems at nozzle spray pressures greater than 689 kPa (100 psi). Based on results from the laboratory tests showing reductions in dust concentrations at sampling locations downwind of the shearer, a spray manifold was fabricated and evaluated at an underground operation.

"Gravity concentration is still a challenging area in the mineral industry. This is mainly because of the fine size valuable mineral losses to the tailings during its application. But the recent developments in centrifugal separation methods and their mutual application with conventional separation techniques has increased mineral recoveries. In this paper, field application of conventional gravity separation methods with the combination of 2” diameter hydrocyclone cluster unit and a multi gravity separator (MGS) was discussed. Additionally, particle size distribution and chromite content of the plant streams is presented and initial laboratory test results were compared with the actual plant data throughout the paper. As expected, field data showed derivations from the laboratory tests but the combination of MGS and conventional gravity separation techniques resulted in gravity separation of -0.1 mm chromite particles. INTRODUCTION The purpose of this mineral processing plant project was to investigate the possibility of upgrading chromite ore from 12% to 48% Cr2O3 and having final tailings assay as 2% Cr2O3. For this reason, initially a set of laboratory gravity separation studies were conducted to evaluate the performance of combination of 2” diameter hydrocyclone cluster and multigravity separator. After obtaining successful results from the laboratory work, a feasibility study was initiated. Economical results of the feasibility study showed that an achievable high net present and return on investment values. Following the investment decision; engineering, equipment procurement, construction of the processing plant was completed in eighteen months. This paper focuses on the initial laboratory test work results, operational data of the 2” diameter hydrocyclones and MGS units; resulted chromite recoveries. Processed ore has the chromite associated with serpentine and olivine minerals. The chromite particles are generally in round shapes with sizes between 50 µm to 1600 µm and average size of 450 µm. The microscope images of the chromite and associated formations are presented on Figure 1.Chromite is formed in mixture with iron oxides, with varying amounts of magnesium, aluminum. The average chemical composition of the representative drill core samples of the ore deposit is given on Table 1."

Homestake crushing and grinding, practice-was completely revised during the period of 1951-1953. During the conversion, both crushing plants at the head frames the Ross and the Yates, were changes at each plant involved replacing the two 8K gyratories with a rebuilt, The flow sheet single thirty inch gyratory for primary crushing to four inch. The gyratory discharges to a seven foot Symons standard cone crusher set at 1-1/8 inch opening. The cone discharge goes to Tyrock screens fed by vibrating feeders. Screen openings, are l/2 inch by 5 inches: at the Ross. Plant, and 3/8 inch by 5; inches at the Yates. Screen oversize goes to a seven foot Symons cone brusher converted to the short head type; the crusher setting is 5/16 inch. Crusher, discharge; is closed circuited with the Tyrock screens, The above crushing installation delivers a minus 5/8 inch rod mill feed to the mill bins. The crushing revision eliminated the-180 heavy South African type stamps, which had previously reduced the 2 inch crushing plant product to a minus 5/8 inch feed for the 10 rod mills, and 8 ball and pebble.; mills, other revisions in the mill flow sheet, resulted in 3 identical units of about 1350 tons per day, capacity per unit, Each unit consists of an open, circuit 6 foot by 12 foot rod mill, fed from two 24 in by 48 inch vibrating feeders of the four feeders available per unit. A gathering belt delivers the ore discharge of the feeders to the Transportoweigher, which in turn discharge s, into the rod; mill feed spout. Rod Mill discharge is the feed for the 9 foot by 11 foot ball mill, The ball mill is closed circuited with a 16 foot by 30 foot Dorr Classifier. The Homestake make amalgamator, for coarse gold recovery in the ball mill circuit, made' necessary a 36 inch spiral conveyor between the classifier rake discharge and, the combination drum and double scoop feeder on the ball mill See Figure l - the flow sheet of the two stage grinding units.

"In current tunneling practice, finite element simulations have become an integral element of the planning and design process. These models are most often manually generated using 2D CAD drawings, which is a laborious and time consuming process. In this paper, we propose a BIM based approach, in which the 3D FE-model is automatically generated through a set of compatible geometries of individual components, i.e. the geology, alignment, lining and the TBM. The BIM model also includes all relevant model parameters of the tunneling project that can then be incorporated into subsequent analysis to be performed during the tunnel drive. The setup and the execution of the FE-analysis are performed automatically utilizing all required data from BIM. The applicability and efficiency of the proposed strategies is demonstrated by means of project data from the Wehrhahn-line metro project in Düsseldorf, Germany. Both the design as well as the construction stage is considered. INTRODUCTIONIt is recommend to employ Finite Element (FE) simulations in order to ensure a high degree of safety and quality for any given project (Guglielmetti et al. 2012). As such, FE models form an integral part in the design and planning stages of modern tunneling projects. These models are often time consuming to construct and require data from many different sources. This data is most often not centrally stored and therefore not easily accessible. Additionally, the formats in which project data are stored are typically not compatible with the formats required by an FE program. This is especially true in the case of geometrical data, such as CAD drawings. Although existing design drawings are most often used as the basis for a FE model, a direct import into a FE program is most often not successful as the imported data generates a geometry that does not fulfill the requirements of a FEM model, such as model connectivity. Even if a geometry is successfully imported, other necessary aspects of an FE model, such as boundary conditions and material properties, must be applied manually. These incompatibilities inevitably result in the creation of a new model, which, especially in the case of complex 3D models, is a time consuming process."

3.1 INTRODUCTION As heap leach precious metal projects become increasingly common in the United States, federal, state and local regulatory agencies are beginning to take a closer look at the short- and long-term environmental consequences of this recovery technology. From an operator's point of view, there is seemingly a confusing regulatory maze to be navigated and a plethora of permits and approvals to be obtained prior to commissioning a heap leach operation. The degree of difficulty associated with obtaining permits for a heap leach project depends largely upon the state in which the project is located. Permit acquisition is generally easiest in those states most familiar with heap leaching technology. For example, heap leaching is well understood in Nevada, and heap leach operations are relatively easy to permit, although permitting conditions in Nevada have recently become more stringent. However, many states are just beginning to become familiar with heap leach operations. Many of these states such as Idaho, Colorado, South Dakota, Oregon, Montana, Washington and South Carolina are in the process of drafting regulations and establishing guidelines for heap leach projects. In most cases, these regulations specify design and operating criteria as well as reclamation and decommissioning procedures. This chapter provides an overview of the regulatory and permitting aspects of heap leach operations. Permitting requirements for projects developed on federal land are discussed in detail. 'The state and local regulatory atmosphere and permitting requirements for various states are also presented. The chapter concludes with a generic permitting strategy. 3.2 KEY ENVIRONMENTAL CONCERNS The primary concern of most local, state, and federal regulatory agencies is the use, storage and transport of sodium cyanide (NaCn), and potential cyanide contamination of surface and groundwater resources. The toxicity of cyanide to people, fish and wildlife is also an important issue. Unfortunately, in the public eye, cyanide heap leaching has some emotional impacts similar to those associated with radioactivity and uranium mining. This perception and the general lack of understanding of cyanide can lead to unnecessary concern about cyanide contamination, further complicating the regulatory environment.

1. INTRODUCTION In April 1979, the U. S. Nuclear Regulatory Commission issued the Draft Generic Environmental Impact Statement (GEIS) on Uranium Milling (NUREG-0511) for public comment. While the GEIS is a broad environmental impact assessment of the U.S. uranium milling industry as a whole, its primary focus is on the issue of uranium mill tailings disposal and long term isolation. In August of 1979, proposed regulations (U.S. Federal Register Notice 44FR50012), incorporating both conclusions of the GEIS and provisions of recent U.S. legislation on uranium mill tailings (Uranium Mill Tailings Radiation Control Act of 1978--UMTRCA), were also issued for public comment. This paper (1) briefly reviews the major conclusions of the draft GEIS, (2) summarizes the major elements and rationale of the associated, proposed regulations, and (3) reviews some of the major issues raised during the public comment period and changes which the NRC staff expects will be made in finalizing the GEIS and regulations. The risk in summarizing a document of such broad scope and complexity as the GEIS is that the depth of evaluation and the full technical bases for conclusions reached may not be adequately conveyed. Recognizing this, those Sections of the draft GEIS where a more complete discussion of the issues is presented are parenthetically noted in this paper in order to facilitate location of additional background and supporting material. 2. GENERAL CONCLUSIONS In the GEIS, a full range of tailings disposal alternatives was considered. These alternatives ranged from the past practice of doing little or nothing to control tailings, to advanced treatment alternatives such as nitric acid leaching to increase removal of radioactive elements and fixation of tailings in cement or asphalt. Our broad conclusions were: -Any alternative which results in the need for ongoing, active maintenance to assure long term containment, is unacceptable. (12.3.2.1) -Advanced treatment alternatives are unwarranted since they offer uncertain incremental benefits yet involve costs which may be as much as an order of magnitude greater than costs associated with acceptable alternatives. Petrographic properties of carbonate rocks are useful guides to the utilization of these rocks in SO2-scrubbing systems. High porosity and fineness of grain are thought to be the principal properties that contribute to high dissolution rates of the rocks in the scrubbing liquor. Lake marls and chalks are the major types of carbonate rocks that have these properties. Lake marls are composed mainly of equant grains of calcite (mean grain size generally less than 4 microns) weakly agglomerated in- to larger, porous particles. The marls commonly consist of 80 to 90 percent CaCo3 as calcite and aragonite. Impurities are, for the most part, quartz silt and organic matter. The average pore volume for samples of lake marls (1- to 1.2-mm particles) is about 0.50 cc/g, which corresponds to a porosity of about 57 percent. The mean size of pores in these marls is generally between 1 and 2 microns in diameter. Surface areas of lake marls range from 0.8 to 6.8 m2/g. Chalks have grain sizes and shapes similar to those of lake marls, but they generally have smaller amounts of quartz and organic matter and minor amounts of clay minerals. Pore volumes differ from one chalk formation to another; the 1- to 1. 2-mm particles average about 0.20 cc/g, which corresponds to a porosity of about 35 percent. The mean diameter of pores in chalks tested ranges from 0. 15 to 0.76 micron. Surface areas of chalks range from 3. 2 to 20. 1 m2/g. In the United States lake marls are restricted largely to Pleistocene- age sediments that occur in the states around the Great Lakes. Chalk and chalky limestones are restricted mainly to the Upper Cretaceous and Tertiary strata in the Kansas-Nebraska-Colorado area and in the south- eastern states, from Texas to Florida. Results of laboratory tests of the relative dissolution rates of samples at pH 6 and 44°C indicate that, in addition to many lake marls and chalks, oolitic aragonite, pelecypod shells, and carbonate waste sludges from certain industrial plants also have high dissolution rates.

"It is well known that tunnelling involves a high degree of risk. Conventional risk management only evaluates risks and chooses mitigation measures before the start of a project. However, mitigation measures also introduce risks, which are ignored in the conventional risk control process when choosing different measures. The Multiphase Risk Management Method (MRMM) takes the risk of mitigation measures and dynamic risk control into consideration. This paper introduces this new method and provides a flow chart for better understanding. A case study of the MRMM is given based on Ningbo Metro Line 3, the first quasi rectangle shield tunnel in China. INTRODUCTION Tunnelling itself is generally complex and involves a high degree of uncertainty (Huang, 2006; Thompson and Thompson, 2006). In recent years, several metro tunnel projects in China have been involved in accidents (Wang, 2006; Gong and Zhang, 2012).As a result, Chinese tunnel engineers are paying more and more attention to risk management in tunnel projects (Xiao-lin and Ping et al., 2009; Zhong and Jia et al., 2014), and scholars around the world have put forward many management processes. Existing risk management mainly focuses on a particular stage of a tunneling project. Tunnel engineers or other project parties usually carry out risk assessment and set up schemes or choose mitigation measures before a project begins. The risk from this initial risk assessment may be defined as the initial risk (Bai and Dai et al., 2013). This kind of managing process has been widely used for its simplicity and comprehensibility. However, this static theory cannot properly reveal the dynamic character of the risk during tunnelling. In addition, to reduce the risk from unacceptable level to acceptable level also calls for optimum measures. Therefore, the multiphase risk management method was proposed (Bai and Dai et al., 2013). The purpose of this paper is to introduce and develop the MRMM, and to provide a brief flow chart to illustrate the risk management process based on it. Finally, an example of the first quasi rectangle shield tunnel in China in Ningbo Metro Line 3 is illustrated. It analyzes the initial and secondary risk and sets up a risk control system."

1. INTRODUCTION The safe disposal of tailings is the most important environmental question facing the uranium mining industry today. This is because tailings present a major long term radiological hazard as they contain about 71% of the radioactivity originally in the ore. The magnitude of the problem can be appreciated by considering the quantity of tailings involved. For example, projections of milling programs in Australia indicate that there will be 100 million tonnes of tailings produced by the year 2000 (Levins 1980). The United States currently has in excess of 100 million tonnes and by the year 2000 will have between 900 and 1700 million tonnes (Landa 1980). Present options for tailings rehabilitation include leaving them above ground, returning them to the mine or placing them in specially excavated pits. In any event, the tailings will be covered with earth and revegetation attempted. This will remove the problems of airborne radioactive dust and water erosion of the tailings, at least in the short term, but diffusion of radon-222* from the tailings may still occur. The Atomic Energy Control Board of Canada (1981) has proposed a maximum allowable radon flux from rehabilitated tailings of 0.074-0.37 Bq m -2s-1(2-10 pCi M-2 s-1); the exact level is to be determined "after discussion with other regulatory agencies and the industry". The United States Nuclear Regulatory Commission (USNRC 1980) has been more restrictive in recommending a maximum flux of 0.074 Bq m -2s-1 (2 pCi m-2s-1). As a guideline they also suggested a minimum depth of covering material of 3 m to achieve this surface flux for tailings typically found in the western milling regions of the United States. The design of rehabilitation schemes is aided by a knowledge of radon transport through tailings piles. In this paper we present the results of a theoretical analysis and experimental study of radon diffusion through selected Australian tailings and cover material. The minimum cover criteria of 3 m is reexamined in the light of these findings. [ ]

"The Mined Tunnel is part of the Central-Wan Chai Bypass and Island Eastern Corridor Link (CWB), which is a strategic road along the northshore of Hong Kong Island targeted to alleviate the heavy traffic congestion. The objective of this paper is to review the performance of construction of a 160m long Mined Tunnel with a trinocular cross-section area of 460m3 and a combined span of about 50m underneath the southern approach ramp of the existing Cross Harbour Tunnel (CHT) by sequential excavation method (SEM) in hard rock. Mechanical excavation of tunnel by adopting the New Austrian Tunnelling Method (NATM), together with the application of NGI Q-system allows observational approach and optimization of temporary rock support design. Furthermore, the good performance of optimized rock support and the stability of CHT are confirmed through instrumentation monitoring review. This paper also discusses the selection of different tunnel plant and equipment to achieve the planned rates of tunnelling by mechanical excavation in competent granitic rock. INTRODUCTION The works of the CWB mainly comprise construction of 4.5km dual three-lane trunk road, of which a 3.7km section is a tunnel connecting Rumsey Street Flyover in Central to Island Eastern Corridor at North Point (see Figure 1). The Mined Tunnel runs from the ex-Public Cargo Working Area (ex-PCWA), underneath the existing CHT, and through the Causeway Bay Typhoon Shelter. The Mined Tunnel passes at an oblique angle beneath the southern portal of CHT over a length of some 50m. CHT is the primary sensitive receiver of this project and is utilized with a daily throughput of about 120,000 vehicles that far exceeds the design capacity of 78,000 vehicles per day. Hence it is necessary to choose the most appropriate tunnelling method to preserve the structural integrity of the CHT. Other sensitive receivers in the vicinity include structures to the north of the Mined Tunnel, the Royal Hong Kong Yacht Club (RHKYC); and to the south of the Mined Tunnel, the Police Officers’ Club (POC)."

The 71st Annual Meeting of the Minnesota Section of SME and the 59th Annual University of Minnesota Mining Symposium were held jointly April 14-16, 1998, in Duluth, MN. Registration was estimated at 450 people, about the same as last year's attendance. A short course on mine productivity and a trade show that included about 75 exhibitors were also held in conjunction with the SME meeting. This year's theme was "Iron ore and integrated steel - where are we going?" Although generally optimistic in the near term, the general feeling among the attendees is that the industry faces serious competitive challenges. The iron mining industry in Minnesota experienced a tremendous rebound from the devastating downturn of the 1980s. Today, however, all seven of Minnesota's taconite plants are operating at full capacity. And these high production levels are expected to continue during the next several years. Longer-term, however, Minnesota's producers face an increasingly competitive worldwide market, including stiff competition from Canadian operations. Because of the increasing competition, industry representatives in Minnesota believe that it is critical to strengthen their operations. To accomplish this, companies are looking to: ? Further reduce production costs. ? Bring new technologies into their operations. ? Develop value-added facilities such as direct-reduced iron. ? Expand their markets. The industry is also seeking more collaboration between industry and government. The National Steel Pellet Co. and Minntac are looking at using ported kilns, which would reduce energy consumption significantly. Cleveland Cliffs, EVTAC, Northshore Mining and Minnesota Iron and Steel are all looking at building value-added plants. One such project that received attention among the attendees was Minnesota Iron and Steel's proposed $1.2 billion combined mine, taconite plant, direct reduced iron facility and steel production facility. If the operation is built, it would produce about 3.4 Mt/a (3.39 million ltpy) of direct-reduced iron pellets. Financing is pending. An announcement is expected in the fall of 1998. The pellets, containing 70% iron, would be processed into steel in electric arc furnaces. The steel produced would then be processed into hot-rolled coil, which is used by the appliance and automobile industries. The keynote addresses and technical sessions focused on these issues as well as on environmental issues.
