INTRODUCTION Early in the morning of July 16, 1979, there was a breach in the earthen retaining dam of a tailings pond at the United Nuclear Corporation's (UNC's) Church Rock uranium mill. The acidified liquid and tailings slurry spilled through the damaged portion of the retaining wall into an arroyo that is a tributary to the Rio Puerco river system. The Rio Puerco runs through Gallup, New Mexico, and eventually crosses the New Mexico-Arizona border (Fig. 1). On its way to Gallup, the Rio Puerco and its tributaries pass through land with a checkerboard pattern of ownership, with portions owned or leased by the Navajos, individuals, the Bureau of Land Management, and the State. In terms of tailings liquid volume (3.6 x 108L; 94 million gal), the UNC spill ranks as one of the largest. The mass of solids released in the slurry (10.0 x 105 kg; 1 100 tons) appears to be close to the median for accidents of this kind, however [U.S. Nuclear Regulatory Commission (NRC), 1979]. The UNC first opened its Church Rock uranium mill in 1977 on land adjacent to acreage belonging to the Navajo tribe. The mill, which is next to the UNC Church Rock mine, is located approximately 16 km (10 miles) northeast of Gallup, New Mexico (Fig. 1). Gallup, a town of 18 000 people, is the closest population center. The region surrounding the plant site is sparsely populated by Navajos, at a density of approximately 5.8 persons/km2 (15 persons/sq mile). The UNC mill and mines employ approximately 650 persons, and the adjacent Kerr-McGee uranium mine employs about 300. The UNC mill normally processes 3.2 x 106kg/day (3 500 tons/day) of uranium ore, depositing the acidified tailings slurry in a series of three earthen holding ponds. The tailings ponds are located east of the pipeline arroyo that feeds into the Rio Puerco approximately 2.4 km (1.5 miles) from the southernmost tailings dam. The liquid portion of the tailings slurry evaporates in the ponds; hence, under normal conditions, there is no surface flow from the holding ponds to the arroyo. Both runoff from the plant site after heavy rains and possible seepage from the tailings ponds may deliver radionuclides to the arroyo-river system, however. The dam across the southernmost tailings pond was considered to be in keeping with the state of the art. However, the New Mexico Environmental Improvement Division (NMEID) had warned UNC about dangers of locating the pond over a heterogeneous geological formation. The state Engineer's Office approved of the site only after UNC agreed to strict design criteria. Others have pointed to dangers of constructing earthen dams for impoundment of uranium mill tailings (Carter, 1978). Causes of the dam break were multiple: the UNC mill filled the tailings pond to a level that exceeded permit criteria; the tailings pond was lined improperly; the dam was constructed using clay that was compacted excessively, resulting in cracking and subsequent seepage; and the unstable substrate beneath the dam permitted differential settling. The UNC Church Rock mine has continuously released dewatering effluent into the pipeline arroyo at a rate of 88.3 L/sec (1 400 gal/min) since 1968. Before 1975 this effluent was not treated; after 1975 it received precipitation treatment for removal of Ra-226. Radionuclides are also released into the river system through the dewatering of the Kerr-McGee uranium mine 1.6 km (1.0 mile) north of the UNC mill. During usual mining operations, approximately 227 L/sec (3 600 gal/min) are released into the pipeline arroyo and subsequently into the Rio Puerco. The Kerr-McGee mine began continuous release of dewatering effluent in January 1972. In 1974 Kerr-McGee began Ra-226 precipitation treatment of its dewatering releases, but NMEID data indicate that treatment has often been incomplete. The effluent from both mines has been responsible for transforming the downstream portion of the Rio Puerco from a sporadically dry riverbed into a continuously flowing stream and has contributed to the current levels of background radiation along the river system (Table 1). This paper will summarize the postspill monitoring efforts and relate the assessment of this spill to the general question of evaluating the health effects of nuclear fuel-cycle wastes. The data pertaining to the measurement of radionuclides in the Church Rock environment and the radionuclide concentrations in animals will appear in forthcoming reports. CHURCH ROCK HEALTH EFFECTS ASSESSMENT APPROACH The initial health effects evaluation involved identifying the radionuclides that were released into the river system from the tailings pond. Table 1 lists the State of New Mexico maximum permissible radionuclide concentrations for liquids released to unrestricted areas, the typical tailings liquid concentrations, and postspill river water concentrations. The tailings liquid contained comparatively high levels of Th-230, Ra-226, Pb-210, and Po-210--all of which, according to postspill river water samples, had exceeded the state maximum permissible concentrations (MPC) at one time or another. After the radionuclides in the tailings were identified, pathways through which humans could be exposed were clarified. There are many problems faced by ventilation engineers in deep underground mining operations, not the least of which is controlling miner exposure to radon gas and its daughter products. Radon gas is commonly found in uranium mining operations, but may also be present in other deep metal mines. For example, tin mines in England, iron ore mines in Sweden, gold mines in South Africa, and molybdenum mines in the U. S. have potential radon exposures. This is because uranium and accompanying radium ore are ubiquitous to the earth's crust albeit at low levels. The fact that the activity represented by one WL can be caused by a relatively low concentration of radon gas increases the difficulty of control. Since the source of the radon gas is usually widespread throughout a mine, local exhaust ventilation is not a viable control schema. The technique used to control exposure is then dilution ventilation and, in fact, huge amounts of air must be moved in order to reduce potential exposures to an acceptable level. An interesting comparison can be made of ventilation rates in different types of mines. It is estimated in modern coal mines, which are generally acknowledged to have high rates of ventilation, that about eleven tons of air are moved for each ton of ore mined. A typical operating uranium mine may have ventilation flows of 14-15 tons per ton of ore mined. This provides an idea of the scope and importance of ventilation in modern mining operations where radon is a hazard. Further pressure is put on ventilation engineers by the steady downward trend in exposure limits set by national and international standard setting agencies. Much of this tendency toward lowered standards is based upon longitudinal mortality studies of miner populations. Another important factor is the limited number of experienced miners available in the labor pool. For optimum production, it is important to have as many experienced miners underground in each shift as possible. However, the average daily exposure in a U. S. mine must be less than .3 WL to permit the miner to work underground for a full year. The ventilation system then must provide enough uncontaminated air to maintain the WL below the .3 TTL level to maximize production efficiency and minimize personnel turnover and the problems associated with it. Ultimately, the goal of the ventilation engineer and health physicist is to protect the working miner from harmful exposures based upon currently acceptable standards. U. S. Federal regulations require that in uranium mines all active work sites must be monitored every two weeks if they measure above .1 WL. Areas that have .3 WL ratios or higher must be monitored on a weekly basis until five consecutive weekly samples show the level has dropped below .3 WL. Also, exposure records must be kept for all individuals exposed to levels exceeding .3 WL. These requirements provide a strong economic incentive to have a ventilation system that minimizes exposure of any personnel. A good ventilation system requires careful planning, operation and backup in order to fulfill its mission of providing adequate clean air. Its proper operation also requires coordination with production personnel so it can be adapted as new areas in the mine open up and old areas are sealed off. The ultimate indicator of ventilation efficiency to control radon daughter exposure is, of course, monitoring working levels. Historically, this has been done using the Kusnetz, Tsivoglou, and Rolle's methods, among others. These methods all require cumbersome equipment and tedious calculations to obtain the measurements that results in WL. More important, however, they require a significant time lag between sampling and counting, typically 40-90 minutes. This time lag is, in fact, what can cause significant economic losses due to unnecessary downtime as well as high WL exposures. In a typical mining situation, a sampling technician using the Kusnetz method takes a sample, moves to the next location and takes another sample and so on. Forty to ninety minutes after the first sample, the technician will stop, run the activity count on the filter and calculate the WL. The technician may be one-half mile away or several levels removed from where the first sample was taken when it is counted. If the WL ratio is high the technician must then backtrack to the sample position. There are then two options. If the sample area is a working stage, it can be shut down or a second sample can be taken. If the first alternative is chosen; i.e., shutdown and correction of the ventilation, then another sample must be taken, followed by a forty minute wait for results. If the ventilation adjustment didn't correct the problem, then the whole process must be repeated with a minimum of forty-five minutes per sample cycle when using the Kusnetz method. It has been estimated from operating uranium mines that the cost per hour for downtime on a production slope is about $1,50O/hour. The time lag between sampling and resultant data can be very costly. If the second alternative is chosen to verify the first reading, the miners may be unnecessarily exposed to high levels while waiting for the result. Clearly, such a sampling system can be markedly improved by eliminating the excessive time lag between sampling and analysis.

Coal gasification solid residue (slag) contains unconverted carbon (char), which is considered an impurity for utilization applications of slag. Under this study, table concentration was used to process approximately 24,000 pounds of a nominal-3.4 mm gasifier slag (-85% ash) to separate high (-100%) ash slag from low (-50%) ash char. The results indicated a nearly ideal separation of the slag from the char for sizes coarser than about 1 mm. An overall slag yield of 71 % was obtained. The slag was sufficiently clean to be used as feed material for the production of expanded lightweight aggregate. The recovered char had an ash content of about 47% and was a nominal -1mm in size.

The west central Upper Peninsula of Michigan contains a large resource of graphitic slate. The slate has potential industrial use as a substitute for shale currently used in the production of portland cement. Some of the unweathered slate, however, has a high concentration of pyritic sulfur that can create emission problems when processed in a kiln. A low-cost method to reduce the sulfur content of the slate through the optimization of pyrite oxidation in a bio-heap leaching operation was investigated. In this study, optimal conditions for the bacterium Thiobacillus ferrooxidans were created to promote pyrite oxidation and, therefore, sulfur removal from the slate. Preliminary lab scale flask tests using crushed and sized slate (-40 + 100 mesh) and T. ferrooxidans bacteria in a sulfuric acid medium resulted in 70% oxidation of pyrite over a one-month period. Subsequent column leaching tests on coarser materials (-3/8+1/4 in.) operated for six months resulted in a maximum reduction of total sum of 75%. These data suggest that bio-heap leaching to remove sulfur from the slate for use as a kiln feed material is viable.

Epithermal gold deposits occur in and near the marginal fault that circumscribes the Goldfield, Nevada, Tertiary caldera. The gold occurs disseminated in alunite, pyrite, and kaolin- bearing silicified zones that are controlled by the circular faults. Other Tertiary calderas (i.e., Summitville and Red Mountain No. 3) have epithermal disseminated gold deposits located in and near their marginal circular faults in settings that resemble the Goldfield example. These additional caldera- controlled epithermal gold deposits are also characterized by alunite, pyrite, and kaolin-bearing silicified rock that act as hosts for the gold disseminations. The Goldfield District is therefore an exploration model for those seeking disseminated epithermal gold deposits in a caldera setting.

A simple robust rock bolt load gage was tested in the laboratory to define its characteristic behavior and to obtain a measure of its performance. The gage uses three vibrating wire sensors crimped 120 degrees apart into the outer surface of a hollow cylindrical steel tube. The resonant frequencies of the wires change as the gage is loaded. This change is read with a Creare meter developed for the Bureau on a previous contract to read borehole stress gage results. A statistical analysis of data obtained defines the variables influencing results. A U. S. patent (3,914,992) assigned by the author to the Department of the Interior was granted October 28, 1975.

The United States Cement, along with other industries, is being devastated by an unprecedented penetration of domestic markets by imported products. The overriding questions are: 1. Have foreign manufacturers improved their processes to an extent they can outperform U.S. producers in their home markets? 2. Is it gross inefficiency on the part of the U.S. producers that is allowing foreign producers to be capable of replacing a local U.S. producer in his normal home market? 3. Is there a combination of the first two questions that economically justifies this type of market overrun? The answer is a simple NO!. In a fair trade market atmosphere, U.S. producers are definitely competitive.

The U.S. Bureau of Mines performed engineering and economic analyses on 130 domestic phosphate mines and deposits, all containing demonstrated resources, of which 73 are in the Southeastern states of Florida and North Carolina, to determine the domestic availability of phosphate rock. Of the total domestic resources studied (6.4 billion tons of recoverable rock) over 60 percent is found in these two Southeastern states. At an estimated cost of $30 per ton, in January 1981 dollars, approximately 1 billion tons of rock is potentially recoverable from Southeastern deposits, increasing to 3 billion tons at $45. In addition, there is nearly 6 billion tons of recoverable rock at the inferred level (some presently unmineable) in Florida and Georgia.

A training program for maintenance personnel. 4 A good equipment-history file system, 5. A carefully planned spare parts inventory.

In an effort to increase recovery in thick and closely spaced coal seams, the Bureau of Hines, U.S. Department of the Interior, is studying the feasibility of introducing three mining methods-high-face longwall, multi-slice longwall, and longwall caving-in western coal operations. Geology plays a significant role in determining the success of such methods. Some of the factors that will affect development are as follows: (1) thickness and three-dimensional configuration of the seam, (2) cleats, joints, and fractures in the coal and roof rock, (3) roof composition and variability, and (4) coal quality and changes in quality within the seam. Through geologic mapping, the presence of many of these factors is predictable prior to development.

There are four main requirements which must be considered when selecting a wire rope for the best serviceability. A proper choice is made by correctly estimating the relative importance of each of these requirements and selecting s rope which has those qualities best suited to withstand the combination of destructive forces expected under continued service. A wire rope should possess: 1. Strength sufficient to support the maximum load expected and with s proper safety factor. 2. Ability to withstand bending and to resist bending fatigue without failure of the wires. 3. Ability to withstand surface abuse such so abrasive wear, pounding, and wire scrubbing. 4. Ability to withstand abuse such as crushing and distortion.

A 15 km water supply tunnel is being constructed in Buenos Aires, Argentinata expand the capacity of the existing system. Two 4.3 meter diameter Earth Pressure Balance (EPB) tunneling machines operating at times from the same shaft on a congested work site and advancing through sedimentary deposits underlying this wonderful city pose interesting challenges. As of January 1999approximately 50% of the tunnel has been excavated. Combined machine production rates of 1026 m/month have been achieved. Presentations made in prior proceedings can be referenced for details of the overall Project scope and for details of the tendering process. The purpose of this paper is to compliment those presentations by addressing now the execution of the work.

When discussing what Coal Mine Safety in the future will be, it is important to examine three areas which at present provide significant parameters to the industry. These three areas are: 1) Safety improvements in mining equipment; 2) Labor-management relations; and, 3) The politics of coal mine safety. EQUIPMENT Over the past several decades significant safety improvements have been made in the types of equipment now in use in most operations. Many of these improvements have evolved through mandates from either the U. S. Bureau of Nines, MESA, MSHA; and in some instances, the states. Cabs and canopies are examples of federal mandates while the use of ATRS initially was a state mandate.

The role of iron ions (Fe2+ and Fe3+) in the flotation of both ore-and coal-pyrite with ethyl xanthate was comparatively investigated. The complete/partial depression of ore-and coal-pyrite in neutral to weakly alkaline solution is due to the formation of ferric dihydroxy ethyl xanthate between xanthate and the oxidation products of pyrite, ferric and ferrous ions. With xanthate as collector, coal-pyrite was found to be nonfloatable above pH6. In the presence of iron ions and between pH6-9.5, the flotation of ore-pyrite was significantly depressed. Ferrous ions have a stronger effect on pyrite flotation than ferric ions in neutral to weakly alkaline solutions.

The Riverside Badlands Tunnel is a 13 km (8 mile) long segment of the Inland Feeder Project. This 3.65 m (12 ft) finished diameter water tunnel presented many challenges that had to be overcome to take the project from concept to reality, not the least of which were the diverse ground conditions. Construction of the tunnel was carried out by a single tunnel boring machine (TBM) in one tunnel drive. The project is considered a success due to the accurate baseline established for the ground conditions; the approaches used to mitigate adverse conditions; and the appropriate use of TBM excavation methods, which achieved rapid advance rates despite the challenging ground conditions.

A low-temperature-chlorination selective oxidation followed by aqueous chloride leaching and SX-EW for producing electrolytic copper, elemental sulfur and ferric oxide was investigated for hydrometallurgical processing of a chalcopyrite concentrate. In this article, the selective oxidation phase of the process is described. The selective oxidation requires a temperature well above the CuCl-FeCl3 eutectic points. The test procedure was developed with a batch reactor and then tested with a continuous reactor. The process was initiated by adding small amounts of chlorinated samples to a fluidizing bed of dead-roasted sulfide concentrate micropellets. The selectively oxidized samples thus prepared were shown to fully dissolve copper, while virtually all the iron remained undissolved.

A process has been developed to recover gold and copper from two waste materials at the Bougainville Copper Limited mine in Papua New Guinea. It involves the bioleaching, in reactors, of a pyrite concentrate to liberate refractory gold and generate sulphuric acid, ferric sulphate and biomass for bacterial leaching of a chalcopyritic waste rock dump. Gold is to be recovered by cyanide leaching and copper by solvent extraction/electrowinning. The reactor bioleaching was developed in continuously operated reactors of 1 m3 capacity by CRA Advanced Technical Development at Cockle Creek, while the dump leaching was developed in 750 kg columns on site at Bougainville Copper Limited. The process was to be piloted on site.

Preliminary studies were conducted at Jim Walter Resources, Inc. Blue Creek No. 3 Mine to determine the influence propane operated heaters exert on the mine ventilation system when two of three intake airshafts were heated. During initial use of the heaters, it was found that change in density caused by heating a portion of the air at two of three intake shafts altered under- ground air flow changes sufficient to be considered a violation of Part 75.322 of the Federal Coal Mine Health and Safety Act of 1969 as amended by Public Law 95.164. The primary concern was to accurately define the problem in order to derive a workable solution.

An accidental fire load is one of the major loads considered in design of segmental linings in transit tunnel. Typically, a two-dimensional coupled thermo-mechanical finite element analysis (FEA) is conducted. The conventional approach involves using standard fire curves (temperature-time curves) which can lead to a significant overestimation of fire load and tunnel lining thickness in metro tunnels. The focus of this paper is on the cutting-edge approach, using 3D computational fluid dynamics (CFD) analysis of real train fires in metro tunnels and coupled thermo-mechanical finite element analysis (FEA) to accurately and cost-effectively design fiber-reinforced concrete (FRC) segmental tunnel linings for large-scale metro projects.

In late November 2010, a Laotian landmark was achieved for the country?s first tunnel boring machine - (TBM) driven tunnel. Italian contractor CMC di Ravenna celebrated the breakthrough of a 7.6-m- (25.1-ft-) diameter Robbins single shield TBM for a hydroelectric tunnel on the Nam Theun River. The Theun Hinboun expansion project and 5.5 km (3.4 miles) headrace tunnel will bring much needed power in-creases to Laos and Thailand. . ?Since this is the country?s first machine, it has awakened people?s curiosity and interest. We had experienced Italian and Chinese crew members, but we also trained many Lao workers during the course of the project, as this was something they had not seen before,? said Luca Barbàra, Far East Manager for CMC di Ravenna. The machine broke through on Nov. 21 into an exit shaft close to the intake structure on the river. The machine is now being disassembled and removed - CMC hopes to use it on upcoming projects in the region. Due to the current rainy season and relative low level of the tunnel, the last 100 m (330 ft) up to the intake structure will be completed using drill-and-blast after the waters recede below the tunnel invert.
