INTRODUCTION Since Canada commenced sulphur exports in the early 1960's, the volume of exports has grown steadily and by 1984 Canadian sulphur accounted for 45% of internationally traded sulphur. In 1984 a total of 7.6 million tonnes of Canadian sulphur was shipped to offshore markets and the U.S.A. Total shipments, including domestic sales, were 8.3 million tonnes. With a production of some 5.6 million tonnes, inventory was drawn down by nearly 3 million tonnes in order to keep pace with demand. Since 1979, world consumption has exceeded total world production and Canadian sulphur inventory has played a truly crucial role in balancing world supply and demand. Consequently, by the end of 1984 the Canadian inventory, which stood at 21 million tonnes in 1978, had been almost halved to 12 million tonnes. This inventory, however, is still by far the largest in the world and will continue to play a vital role in the world supply until expected depletion around 1990. Canada is the world's second largest producer of sulphur following the U.S.A.. The Current production level of between 5 and 6 million tonnes per annum is forecast to be maintained to 1990 with only a marginal fall in that production level in the following decade to the year 2000. This will ensure that Canada retains its position as one of the largest producers and most important suppliers of sulphur in the world market well into the future. CANADA AS WORLD SUPPLIER OF SULPHUR Since Canada commenced sulphur exports in the early 19601s, exports have grown steadily. (Figure 1) The rate of growth accelerated in recent years and in 1984 a total of 7.6 million tonnes was sold for export, compared to 3.0 million tonnes in 1975 and less than 1 million tonnes in 1964. World trade in sulphur also increased during this period, from 11 million tonnes in 1975 to 17.0 million tonnes in 1984 (Figure 2). Most of this increase in volume was accounted for by Canada and Poland. As a result, the importance of Canada as world supplier expanded from 28% in 1975 to 45% in 1984. The markets for Canadian sulphur can be divided into two broad categories, i.e., solid and liquid (Figure 3). The solid market is the largest, taking about 70% of Canadian output, virtually all of which is sold offshore. The U.S.A. and the Canadian domestic market take about 20% and 10% respectively, in liquid form. In 1984, (figure 4) total Canadian sulphur sales exceeded 8 million tonnes with offshore export sales at a record 5.8 million tonnes and sales to the U.S. of 1.8 million tonnes. Domestic sales accounted for only 0.7 million tonnes. The general trend for offshore export sales has been upward whereas there has been relative stability in domestic sales. The exceptional growth in offshore sales in the 1970's necessitated considerable capital investments by the industry in order to establish a logistics system capable of handling increasing offshore tonnages. Over 50 sulphur plants are currently operating in Alberta and British Columbia. Some of these are connected by rail, (Figure 5) the balance being generally connected by road. There are currently fourteen of the larger rail-connected plants designated as export plants, and these are equipped with sulphur forming facilities. The long distances between these plants and tidewater terminals in Vancouver is a very significant factor in complex logistics of Canadian offshore sulphur exports (Figure 6). Alberta and B.C. plants are located an average of 1,400 kilometers from tidewater.

Introduction In 1969, the US devalued the dollar. This action, over the ensuing four years, resulted in the deregulation of the price of gold. It also resulted in the rebirth of the US gold mining industry. The extreme inflation of the 1970s led to a dramatic increase in the price of precious metals. Consequently an increased interest in the exploration for and mining of gold has occurred. The enthusiasm began among the few existing producers who had survived on marginal profits during a prolonged period of fixed prices and constantly rising costs. Then came the newcomers. They saw the opportunity to enter an industry that historically had been characterized by small operations with low capital costs. It was not until the late 1970s that large mining companies recognized that investment in gold projects could generate cash flows that previously were associated only with world class deposits. Today, gold mining has tremendous appeal for the entire mining community, despite the dramatic price drop from 1980-81 levels. There are even major firms with no mining experience attempting to gain a foothold. But how easy is it to enter the US gold mining industry? What are the basic factors that influence the economics, and what are they likely to be for the remainder of the decade? How has the industry changed, and what is the composition of the active companies? An examination of the industry will help to answer these questions. US Gold Mining History The current gold rush is actually the fifth in the 208-year history of the US. The first recorded commercial mining of gold occurred in the Southeast in 1799. It produced from small, yet relatively rich placer deposits. The famous California gold rush of 1848 placed the US as a major producer with 62.2 t (2 million oz) of output by 1850. More than 93.3 t (3 million oz) was mined by 1853, equivalent to 63% of world production. But the richest placers were soon depleted. By the end of the Civil War, annual production had declined to well below 62.2 t (2 million oz). The government then relaxed prices and the industry again began to recover. The 1870-80s saw the great mines of the California Mother Lode and Grass Valley brought into production. This was followed by development of Nevada's Comstock, which later became one of the world's largest producers. Discovery of gold at Cripple Creek in 1892, coupled with technological advances in the use of large dredges in the California placers, resulted in significant production increases. And, with the expansion of the Homestake mine at Lead, SD, in 1898, US output again surpassed the 93.3-t (3 million-oz) level. By 1905, produc¬tion climbed to 124.4 t (4 million oz) with the addition of the Alaskan deposits, new output at Goldfields, NV, and the introduction of the cyanidation process. During World War I, the government forced the shutdown of gold mines. By 1920, total production had dropped to little more than 62.2 t (2 million oz). Many mines remained closed until the Great Depression. This, combined with the devaluation of the US dollar in 1934, resulted in a gold price increase to about $1.13/g ($35 per oz). Then began the fourth gold rush. By 1937, output had again surpassed 124.4 t (4 million oz). This was due to an increase in primary production and new byproduct production from base metal operations. Unlike the previous period of growth, however, this period was short-lived. The imposition of Executive Order L-208 in 1942 once again forced the shutdown of most mines. INTRODUCTION In looking over the diversity of the papers that are being presented during this meeting on The Industrial Practice of Fine Coal Processing one cannot help but be impressed with the progress the industry has made in beneficiating fine raw coals, and in the number of innovations that are under study to increase recovery and to improve the quality of the finest size particles produced at a preparation plant. Those who are not in our industry, who look at the technical program, might be confused, when they see that the papers include such topics as cleaning to zero and heavy media cyclone cleaning 28M x 100M; application and performance of fine coal jigs, tables, hydrocyclones, spirals, and flotation; filtration, dewatering and thermal drying; and ancilliary aspects such as fines handling, instrumentation and process control plus screening and liberation. This is an observation and not a criticism of the diversity of papers being presented. The program fits within the parameters of fine coal preparation as the term "coal preparation" is defined, but perhaps not as the term "fine coal" is defined. Admittedly these definitions are sometimes loose. However, each should be made more definitive if a meaningful fine coal preparation overview is to be possible. COAL PREPARATION DEFINED In the opinion of the writer, the term "coal preparation" should be defined as including all work activities that are performed on all components of a run-of-mine coal from the time it leaves a surface reserve or an underground portal, until all components are either ready for shipment or are stowed on, or in the earth in an environmentally acceptable manner. This definition excludes the work that is performed to improve coal quality or handleability inside the mine or pit. This work is commonly called "face" or "pit" preparation. FINE COAL DEFINED The term "fine coal" means different things to different people. In the past, anthracite finer than No. 3 Buckwheat (3/16 in.) was considered fines which often were discarded from the breaker as an unsalable by product; and bituminous coals finer that about 1/4 in. (slack) were either discarded or sold at cost to prevent an accumulation of "no bills" which referred to a product having no immediate sale. Although a standard definition of "fine coal" is yet to be accepted by the industry, a designation of coals by particle-size range has evolved through the wide use of three-circuit flowsheets, wherein the optimum size range by washer type determines the size fractions: a coarse-coal circuit for the plus 3/8 in., a -11- coal circuit for the 3/8 in. x 28 Mesh, and a fine-coal circuit for the remaining 28 Mesh x 0. Logically, the term "fine coal" should refer to some resultant size fraction or some top size by zero. This definition should include a 28 Mesh x 0 feed to a flotation cell but should exclude a 28 x 100 Mesh size fraction fed to a heavy media cyclone. Failure to include the resultant sizes in the definition precludes accounting of the full range of particle sizes present in the feed to the plant. Since the 28 Mesh x 0 fraction is treated in the final circuit of the three discreet washing circuits, now almost always used in U.S. commercial applications, and since it contains all of its resultant sizes, in the writer's opinion, it should be designated "fine coal". FINE COAL CLEANING Cleaning coal fines, which in the past was at best marginally profitable, is now an essential part of coal preparation strategy for a number of reasons : 1. "PROJECT OVERVIEWThe Liantang/Heung Yuen Wai Boundary Control Point (BCP) and Associated Works will be the seventhland crossing between Shenzhen and the Hong Kong Special Administrative Region (HKSAR) of China.The project includes site formation of about 23 hectares of land for the development of the BCP and anapproximately 11-kilometre (km) long dual two-lane trunk road (the “Connecting Road”), connecting theBCP with the existing Fanling Highway. The route alignment is within a relatively rural area of HongKong, with very limited similar infrastructure works carried out nearby. It passes beneath bothmountainous terrain, and alluvial plains, and falls within an area of several major regional faults andassociated metamorphism, resulting in a complex variety of ground conditions.ALIGNMENTThe Civil Engineering and Development Department of the Government of the Hong Kong SpecialAdministrative Region carried out extensive public engagement in selecting the alignment of theConnecting Road. Over 70 consultation forums with public bodies, including the District Councils, RuralCommittees, local representatives, etc. were held during the alignment design process. In order toalleviate the concerns of various nearby villages, and to minimize land clearance and environmentalproblems, the original alignment of 10 km long (3.5 km of tunnels and 6.5 km of viaducts) was revised toits final alignment of 11 km long which comprises 5.7 km of tunnels, 4.3 km of viaducts and 1.0 km of atgrade roads.The finally adopted alignment commences at the southern end with an interchange with the existingFanling Highway, part of Route 9, which is a dual three lane expressway currently being widened to dual4 lane. Alongside the expressway is the main rail connection to the mainland of China, and theinterchange viaducts connecting to the southern portal of the Lung Shan tunnel must cross over thisrailway. The southern portal is located in the foothills of Lung Shan, and the 4.8km long tunnel is alignedin a north-northeasterly direction. The southern half passes under mountainous terrain of Lung Shan,and then crosses a valley containing the Kwan Tei river. The northern section comprises low hillsseparated by an alluvial plain and Tan Chuk Hang village area. At the northern end, the tunnel turns tothe north-west to connect with Sha Tau Kok road, an existing single carriageway road, with a newroundabout interchange. Mid-way along this tunnel there will be a ventilation building, connected to the main tunnel by a 330m long ventilation adit. To the north-western side of this interchange is the900m long Cheung Shan tunnel, and after this the remaining 4.3km of the highway connecting with theBoundary Control Point is to be constructed as an elevated viaduct. The alignment is shown in Figure 1."

INTRODUCTION The Uranium Epidemiology Study at the University of New Mexico was initiated in 1977 with the objective of assessing health effects of uranium mining in the Grants, New Mexico, area. The planned approach was a cohort study of mortality that would capitalize on the availability of health records at the Grants Clinic. During the first year, emphasis was placed on determining the feasibility of the proposed study: Were adequate records available? What was the quality of available information? Could a cohort be established? The first year's work confirmed the study's feasibility (Buechley, 1979). Subsequent efforts have focused on the health and exposure data base and comprehensive follow-up. A retrospective cohort study of early miners is in progress; a prospective cohort study of miners who began working under the current Federal standard is planned. This report will summarize the current status of the Uranium Epidemiology Study. A chronology of the study's activities follows (Table 1). TABLE 1. BACKGROUND Uranium Mining in New Mexico The Grants, New Mexico, uranium belt measures some 110 by 25 miles in Cibola, McKinley, and Sandoval counties (Kelley, 1963). The three chief mining districts are, from east to west, Laguna, Grants, and Gallup. Average annual production was about 5,500 tons, or 45% of United States uranium, from 1966 through 1978. Despite a drop in this figure in 1979, to 40%, New Mexico still leads the nation in uranium reserves and production (Hatchell, 1981). In 1918 carnotite, a yellow uranium vanadate, was identified in the Shiprock area (Chenoweth and Learned, 1980; N.M. Energy and Minerals Department, 1981). It received little attention at the time because of its apparently limited volume. In 1950 an important uranium outcropping was discovered by chance in limestone at Haystack Butte, northwest of Grants. In 1951 deposits were discovered in sandstone at Poison Canyon, north of Grants, and at Jackpile, northeast of Laguna. In 1955 finding of radioactive cuttings at an abandoned oil test site near Ambrosia Lake led to drilling and discovery of the first underground deposits (Melancon, 1963). Ore bodies were also found near Church Rock in the 1950's (Rautman, 1977). A uranium rush followed. At various times during 1952-1962, 60 mines and 5 mills were in operation (Gay, 1963). In the early 1960's the price of uranium fell, and many miners left the area. Subsequent market fluctuations have produced shutdowns and consolidations, development and expansion. Coal cleaning can be effected by the bacterium Sulfolobus acidocaldarius, which in oxidizing sulfur and dissolving mineral matter requires carbon dioxide and oxygen; carbon dioxide as a carbon source and oxygen as an electron acceptor. The desulfurization of coal by thermophilic bacteria under elevated partial pressures of carbon dioxide and oxygen was studied at a total pressure of 1 atm. The partial pressure of carbon dioxide was varied over the range 0.00032 to 0.33 atm (0.00032, 0.007, 0.10, 0.33 atm), and the partial pressure of oxygen was varied over the range 0.14 to 0.40 atm (0.14, 0.21, 0.30, 0.40 atm). The maximum rate of coal desulfurization increased by 32%, from 9.0 to 11.9 mg S/1 hr, as air was enriched in carbon dioxide from its atmospheric level of 0.00032 atm to 0.10 atm. Enrichment with carbon dioxide up to 0.10 atm, at constant oxygen partial pressures, increased the desulfurization rate, but enrichment to 0.33 atm caused the rate to decrease. At constant carbon dioxide partial pressures, the desulfurization rate was maximum at oxygen partial pressures of 0.21 and 0.30 atm. At higher (0.40 atm) and lower (0.14 atm) oxygen partial pressures the rate decreaed by 9 to 20%. The desulfurization rate decreased by 58X, from 9.0 to 3.8 mg S/1 hr, when the air pressure was increased from 1 atm to 3 atm. The effects justify an economic analysis during design and operation of a commercial air feed in a process to desulfurize coal by microbial action.

White Pine Copper Company built and operated, from August, 1962 through May, 1963, a pilot plant to recover copper using a cyanide percolation leach of the sand fraction (+400 mesh) of the mill tailings (1, 2, 3). The pilot plant runs were metallurgically successful and preliminary engineering studies for a full scale operation were completed under contract by an outside engineering firm. Unfortunately, the net return projected at that time did not justify the proposed capital' investment. In the summer of 1973 the project was revived. The rise in selling price of copper over the previous ten years, compared to the projected operating cost of the leach plant, increased the calculated net return on investment with the most recent figures showing a 30% DCF. Basically, the reason for this favorable shift in profitability was that the cost for many of the reagents did not go up as fast in the previous ten years as did the selling price of copper. Using the Chemical Marketing Reporter costs, NaCN sold for 18.3¢/lb in 1963 and 20.75¢/lb in August, 1973. During this same period H2S04 went from $23.50 per ton to $35.90 per ton. In comparison, producer's prices for electrolytic copper were 31¢/lb in 1963 and 619 in 1973. Thus the price of copper went up 97% while the two reagents only increased 13% and 53%, respectively. The capital investment also escalated but, again, not to the same extent as the selling price of copper. These price differences no longer are valid' but they did provide justification for reexamining the project.

In 1996, Rio Algom, Denison Mines and the Elliot Lake Research Field Station (ELRFS) formed a consortium to implement a regional environmental information management system (REIMS) for the Elliot Lake area in Ontario, Canada. ELRFS is an affiliate of Laurentian University in Sudbury, Ontario, The discovery of uranium in the Elliot Lake region in post-World War II led to the development of 12 mines and 11 associated mills between 1955 and 1958. During the late 1980s, declining world demand for uranium, combined with the discovery of high-grade uranium ore in other areas of the world, made the Elliot Lake mines uneconomical. As a result, all area mines ceased opera¬tions by the end of 1996. The eight facilities and three tailings management areas operated by Denison Mines and Rio Algom's five mining waste management areas contain 150 Mt (165 million st) of potentially acid-generating tailings. The areas cover 13.2 km2 (3,265 acres) and receive drainage from an additional 13 km2 (3,212 acres). The primary objective of the joint initiative was to implement a personal-computer-based, regional, environmental-information management system for managing historical data and ongoing environmental programs in the Elliot Lake region. The Elliot Lake consortium decided it needed an information system with an integrated, process-oriented and requirements-driven approach to collect and manage the environmental information. Following a study of environmental information management systems currently used by the mining industry, the consortium decided to base REIMS on the "Envista" product. This is a commercially available, environmental information management system marketed by Envista Technologies of Saskatoon, Canada.

A small size quarrying activity (3 different quarries with an overall production in blocks less than 10.000 m3/year) has been exploiting for a long time the ?Tonalite? deposit of Adamello-Presanella. In 1967, given the outstanding natural beauty of the area, a natural park has been established with the aim of preserving environmental quality and, at the same time, of providing a sustainable development to the area. Because of the potential impacts of a mining activity in such a context, a specific study has been recently carried out in order to define if and how the quarries could co-exist with the park, beyond the ?administrative results? of a classic environmental impact assessment. The paper deals with the process that drove to the conclusion that the activities are not ?a priori? incompatible with the aims of the park. In the opinion of the authors, a responsible quarry management, which must take inspiration from the care given to environment by traditional alpine productive activities (e.g. the use of water, of wood, and of the stone itself), and take advantage of modern technologies in terms of emissions and safety, can be considered not only compatible with the protected area, but even able to positively contribute to the protection of the land and environment (Barisone et al., 2001). A series of specific prescriptions, which have been adopted by the Park Authorities after this study, are also discussed in the paper: only the definition of suitable spatial and temporal limits, the adoption of effective technical practices and a strict control are considered to be able to drive this ?exceptional? activity towards the final goal of real sustainability.

For the past several years, inflation has placed increasing pressure on our economic system. The total effect of inflation is complex when combined with other factors which affect the economics of equipment. A mathematical model is described herein which can be programmed on a computer to determine the effect of inflation on economic life and profits after taxes. The computer output results in graphic plots which clearly show the relation of various percentages of inflation to life and profits. Inflation has become a common topic of conversation in the recent past. What is it and how can it be measured? What effect does increased inflation have on equipment policy? Research now in progress at the Construction Institute at Stanford University is beginning to unravel some of the mystery of inflation. As a start, let us answer the first question by defining the word inflation. The dictionary says that inflation is "an increase in the volume of money and credit relative to available goods resulting in a substantial and continuing rise in the general price level. It appears, in fact, that we are in an inflationary spiral which is "a continuous rise in prices that is sustained by the tendency of wage increases and cost increases to act on each other." 3 Inflation behaves just like compound interest. It takes more dollars of future years to buy an equal amount of a given commodity, be it a material or a service. Let us assume an annual inflation rate of 5 percent. One of the major improvements in ore grinding economics in North America has been the introduction of autogenous grinding. The history of this has been well documented in previous AIME presentations and in the literature. Pickands Mather & Co. has been very active in the development of autogenous grinding since 1957. This early work led to the application of autogenous grinding to the Wabush Mines ore in 1965, with the installation of 6-24 ft. diameter by 8 ft. long - 1,750 HP mills. Development work recently completed in 1971 on another ore has led to the decision to install 5-36 ft. diameter by 15 ft. long - 12,000 HP mills when this project goes ahead. Between these two decisions lies a tremendous amount of research, development, and application of autogenous grinding to a variety of ores. The Pickands Mather Metallurgical and Research Laboratory in Hibbing, Minnesota has tested, in its pilot plant facility, ores from 9 different deposits. Some of these deposits have as much difference within their own ore types as there is between the various deposits. Therefore, it is safe to say that over 20 different ore types have been tested and flowsheets developed for commercial applications. Of the 9 projects, 3 are in operation. These are Wabush Mines in Labrador, Canada, (1) Savage River Mines in Tasmania, (2) and The Griffith Mine in Red Lake, Ontario, Canada. (3) Pilot plant work has encompassed over 300 individual tests. These tests were carried out in mills that were 5-1/2, 8, and 12 ft. in diameter. Grinding power requirements for the primary autogenous milling has varied from 2 to 30 KWH/Lt of crude ore.

Natural cold seepages are characterized as rapid upward transports of methane from deeper parts of geological structures to the seafloor. Thermogenic and/or biogenic methane generated in deep sediments moves up to seafloor, and major part of methane is consumed in anaerobic oxidation of methane (AOM) and hydrogen sulfide is created in anaerobic sulfate reduction by consortium of microorganisms. Then the hydrogen sulfide is utilized by chemosynthetic communities near the seafloor, such as Acharax, Calyptogena, Bathymodiolus, and the mat-forming bacteria Beggiatoa (Fig. 1). When the supply of methane is large or rapid, remaining methane escapes from seafloor, and it is aerobically oxidized in seawater. A mass balance ecosystem model of chemosynthetic community around natural cold seepages in sediment layer and on seafloor has been created and improved by the authors (Yamazaki et al., 2005; Takeuchi et al., 2007). The model is constructed from 3 main processes as schematically shown in Fig. 2: (1) Methane supply process; (2) Ecosystem process; (3) Water column process. The part of chemosynthetic communities is in the ecosystem process. A numerical model CANDI (Carbon And Nutrient Diagenesis) was developed by Boudreau (1996) to simulate the biogeochemical processes such as organic matter, oxidant, nutrient, bi-product, and pH diagenesis in aquatic surface sediments. Then, the improved version named C. CANDI was developed (Luff and Wallmann, 2003; Luff et al., 2004). The authors created the same type carbon and nutrient diagenesis process model with calcium carbonate formation like C. CANDI (Yamazaki et al., 2005), and have added the sulfur oxidizing and immobilization processes (Takeuchi et al., 2007). The sulfur oxidizing and immobilization processes are connected with the carbon and nutrient diagenesis process model.

The ASTM standard method D 5744-96 was developed to provide a well-defined kinetic test protocol, conducted under controlled reaction conditions, with the intent of generating reproducible results. A preliminary indication of the repeatability of a simplified alternative method (MN DNR method) was assessed and results from the MN DNR method were compared to those from the ASTM method. To provide an indication of repeatability, six samples from three different rock types were subjected to dissolution testing for periods of 20 to 68 weeks. Drainage pH values at the end of the tests were within 0.5 units in all cases and within 0.05 units in four cases. The percent difference from the mean for overall sulfate rates from paired cells ranged from 0.04 to 1756, with a median of 6.3%. Nine samples from four rock types were subjected to both MN DNR and ASTM tests for periods of 20 to 132 weeks. The difference in final drainage pH values forsix of the samples was less than 0.1 unit, and these values were less than pH 3.65 or greater than pH 8.0. The final drainage pH difference for the last three samples ranged from 0.15 to 0.4, and these values were ill the pH range of 6.2 to 7.2. The sulfate release rates for the periods of record for the MN DNR method were 70 to 150% of those for the ASTM method, with a median value of 110%. Sulfate and calcium release from the two methods was not substantially different. The MN DNR method typically produced higher magnesium release.

Various modeling techniques are available for describing ore deposits on the computer. Multiple seam coal deposits can be quite successfully modeled by using the variable block modeling method. In essence, this type of model provides an efficient method for storing the relevant data required for calculating ore reserves and for performing the mine planning. The main advantages of the variable block model over other methods for modeling irregular block or tabular deposits are: 1) The amount of data that has to be stored is minimal, i.e., the most efficient use of computer space is made since only the pertinent seam and topographic geometries need to be stored. 2) The computer logic necessary for calculating ore reserves and performing mine sequencing is relatively simple as compared to the logic that would be required for the three-dimensional block model. 3) A variable block model can be created either by starting from raw drill-hole data or by digitizing cross sections that contain the geologic interpretations. 4) Updating individual or multiple blocks can be performed with relative ease. 5) Display of the model is relatively inexpensive and easy to perform. The objective of this chapter is to describe a developed procedure as used in applying the variable block model to a specific multiple seam coal deposit. The general sequence of operations includes: (1) develop the computer model, (2) design the open-pit limits, (3) compute reserves, and (4) develop a long-range mining plan. The programs developed for this application are an expansion of MINTEC's MEDSYSTEM software. It should be noted that this is just one of many possible applications of the developed variable block model.

Paste backfill is a pumpable, flowable, non-Newtonian fluid consisting generally of mine tailings and cement. Paste is prepared from dilute slurries of tailings. This is done by dewatering the slurries with conventional thickening or filtering. Backfill with a paste consistency is prepared by mixing dewatered tailings with cement and water to obtain the desired consistency of medium slump concrete. The paste is pumped with concrete pumps over relatively long (1 km or 0.6 mile) horizontal distances. More commonly, though, it flows by gravity down a mine shaft and then horizontally to the void being filled. Alternatively, cement can be added near the end of the pipeline. A certain proportion of fine particles <20 µm (<625 mesh) must be present in pastes but particles of aggregate can be added without significantly affecting the flow characteristics. Detailed testwork is necessary to design a system to prepare and place paste backfill. Testwork must determine dewatering characteristics, strength of mixes and friction in pipelines. Plants must be well engineered and controlled with PLCs because high quality control is necessary to prevent plugged pipelines and excessive pressures. Relatively small amounts of cement (3% to 5%) produce stiff backfill material 1.5 to 3.5 MPa (217 to 507 psi). The advantages of paste backfill in a mining operation include reduced mine dewatering, labor and materials savings, reduced tailings impoundment requirements, good support properties and reduced spills underground. In certain cases where more than 30% of the weight of the ore is sold as a product, the entire tailings stream can be placed underground. Paste technology can he used for surface or underground placement of tailings.

1. INTRODUCTION Empirical methods have always been important in tunneling in contrast to many other branches of engineering. Beginning in the late 19th century, when engineering entered the phase of formal modeling, this dichotomy could be seen to emerge even in the work of individuals. Culmann (1), Ritter (2) Kommerell (3) and others simultaneously were developing analytical approaches to bridge and building design and empirical approaches to tunnel design. The dichotomy remains. Empirical or simple analytical methods are used at most in the preliminary design of bridges and buildings, while they are used in all phases of tunnel design and construction. In fact, the past decade has seen a resurgence of interest in empirical methods, and with it discussion and controversy. This discussion has centered on the suitability of various methods. In some applications identical results are obtained with differing methods and in some cases radically different ones. On certain occasions the discussion has focused more on the methodological rather than empirical by taking issue with the appropriateness of particular parameters or the structure of some methods. This paper attempts to establish a basis for judging the suitability of empirical methods in tunnel design, and their applicability to particular cases. The paper makes no claim of exhaustiveness, and instead emphasizes basic requirements for application. Various methods are reviewed against this background. A detailed comparison of empirical methods and a description of their concept and background is now being prepared (4). Specifically the paper first defines empirical methods, and their purpose (Section 2), describes their structure (Section 3), and focuses on the basic requirements each must satisfy (Section 4). 1. INTRODUCTION Roadheaders have a shadowy origin - probably in Eastern Europe - but were introduced to Europe and the West by the importation of a Russian PK3 machine by the National Coal Board in 1961. A number of features rendered this type of machine an attractive tool for coal mine operators: its flexibility of operation, its combined cutting and loading ability, the opportunity it provided of making any shape of roadway, as well as its ability to cut some rocks. Encouraged and sponsored by the National Coal Board, the development of roadheaders was taken up in Great Britain, notably by Anderson Strathclyde and Dosco; in Europe, predominantly in numerical terms by Voest Alpine and Paurat. Over the 24 years since the importation of the first PK3, evolutionary development has taken place to the extent that machines are now available in many forms up to 120 tons in weight. Machine design has altered, partly as a result of increased power requirements and partly in line with the use of a ripping or a co-axial head. However, the basic concept remains: a boom containing a motor and transmission gear, with a driven cutting head at its extremity and capable of universal movement urged by hydraulic rams mounted on the boom turret and on the machine deck. Generally, the turret, hydraulic powerpack and all other necessary equipment are mounted on a chassis, which contains a discharge conveyor, the whole being carried on caterpillar tracks so that a complete machine entity is provided. The US economy grew steadily in 1989, reaching an annual rate of $5.3 trillion in the last quarter (US trillion=1012 ). The value of domestically processed, mineral-based materials rose 5% to $315 billion (US billion=109). The value of metals produced from US ores rose 14% to $11.6 billion, while industrial minerals rose 2% to $20.2 billion. Recycled scrap was valued at $10 billion. Increasing economic activity stimulated metal prices. Yearly lows and highs were $2.31 and $3.56/kg ($1.05 and $1.62 per lb) for copper, $1.58 and $2.57/kg (72 and $1.17 per lb) for aluminum, 77 and 97 cents/kg (35 cents and 44 cents per lb) for lead, and $1.58 and $2.09/kg (72 cents and 95 cents per lb) for zinc. Many mining and metal companies reported reasonable profits. Consumer demand strongly affects mining because the US economy is saturated with long-lived products. Consumer, mortgage, and Federal debt continued to rise. 250 million US citizens already possess 172 million licensed motor vehicles and 100 million dwelling units. New car production fell 4% to 6.8 million units, while truck and bus production fell 1 % to four million units. New housing starts fell 9% to 1.4 million units. Imports supplied a significant proportion of total US consumption of several important mineral materials. Imports of crude and refined petroleum costing $50 billion exceeded domestic crude oil production. President Bush expressed "strong concerns about this country becoming further dependent on foreign oil." And the Department of Energy held a series of hearings around the country to develop ideas for a "national energy strategy."

The Mercur Gold Mine is located 56 km (35 air miles) southwest of Salt Lake City in north central Utah. In July 1981 Getty Mining Company made the decision to put Mercur into production. The first gold bar was poured in April 1983. This paper provides details on: 1) the history of the camp, 2) past production, 3) geology of the deposit, 4) the exploration and development program, 5) ore reserve estimates, 6) detailed geologic pit mapping, 7) production blasthole sampling techniques and 8) the use of geostatistics (kriging) in handling assays and gold extractions to produce the required mill feed.

The effect of Federal restrictions on Federal mineral estate in Alaska and the Western States is being addressed by systematic, State-by- State studies. The Bureau of Mines has inventoried and classified 3.5 million sq km (876 million acres) of land, section-by-section, according to 1) mineral ownership, 2) availability for mineral exploration and development as affected by Federal restrictions, and 31, areas containing mines and mineral resources. The availability of Federal land for exploration and development is spatially compared to areas containing mines and mineral resources. The methodology and overall results of the studies are presented.
